The instrument for the rapid determination of carbon in steel, described in this paper, was developed originally to facilitate the operation of the pilot-sized open-hearth furnace in the Jones & Laughlin Research and Eevelopment Laboratory. In this small furnace, with its shallow bath, the drop in carbon is accelerated, and a rapid, reliable test for carbon content is indispensable. This problem becomes rather acute when it is desired to finish heats at a carbon content higher than can be estimated with any degree of accuracy by the fracture test. Several independent methods for determining carbon were investigated, therefore, and it was found that a relatively simple magnetic device could be made to give reproducible results. A laboratory instrument was designed and set up for the use of the furnace operators. It was tested exhaustively in the laboratory and was used with considerable success for following the carbon content in the furnace bath. As soon as sufficient data had been compiled to indicate that the instrument might have a wider application, a more rugged model was constructed and placed in the mill to be tested on commercial heats. Finally, about a year ago, instruments were furnished to the plant open-hearth shops, and these have been in use since that time. INTRODUCTION In this gapes, the author will describes to development of Yubari New coal mine. The construction set about since October 1970, and commenced from June 1975 in winning. Especially, descrives to compare with the studies at planning stage, and the experiences at under construction. The problems for development are next four: 1) There were no outcrop of the coal bearing strata, but the development was instituted against the deep coal seam occurrence at 800 m below the surface. 2) In order to the coal seams occured the deep level from the surface, threr had very difficult problems, i.e. temperature, earth pressure, methane etc. The countermeasure to solved them, were foundation of the development. 3) The construction was afflict with the inundation in high pressure, due to cement grouting and excavating alternately, overcame the difficulties. 4) The construction was finished by the encourage of national investment, in spite of the enterprise was weaken constitution from the energy revolution since 1960's. This is admittedly only one phase of the production rate problem. The whole problem includes also consideration of rate of charging, flame radiation intensity, rate of optimum fuel input obtainable without undue damage to the furnace structure and any variations in conditions such as stirring, slag volume or viscosity which affect the rate at which heat can flow down and away from those exposed surfaces where the heat is first received from the flame. Because a given type of charge in a shop is often considered as being nearly constant in both physical and chemical characteristics from one heat to another, and because such a state of affairs may be thought of as resulting in a reasonably constant net heat requirement, this requirement is usually neglected as an invariable, inevitable matter, about which nothing can be done. With normally variable charge, and variable percentages of limestone and cold pig, however, the net heat requirement can be subject to very appreciable change; it may also be affected by such things as the currently popular procedure of blowing oxygen into the bath. To bring the general problem of production rate into better perspective, therefore, it seems worthwhile to try to evaluate the net bath heat requirement and the amount by which it may change through variation in different factors. Because our calculated values of net heat are admittedly uncertain, we have tried to check them in part by statistical data on actual production rates over rather large groups of commercial heats. The results of calculation of net heat requirements in a wide range of actual commercial practices may first be summarized briefly. We find a wide range between the extremes of different practices, as would be expected, with duplex practice (essentially blown metal plus hot metal) having essentially a zero net heat requirement, an all-cold charge practice somewhat over I million Btu per ton of steel and a high hot metal practice about 0.75 million Btu per ton. Over the commercial range of scrap plus hot metal practice, increasing the percentage of hot metal from 40 to 78 pct, with other factors nearly constant, decreased the net heat by only some 5-10 pct. The net heat is increased by about 1.2 pct for each I pct of the metallic charge present as cold pig. Calculated values of oxygen supplied by air varied from about 25 up to 60 lb per ton of steel, and in a 60 pct hot metal practice, an increase from 32 to 52 Ib oxygen from air decreased the calculated net heat from 0.88 to 0.74 million Btu per ton. Use of pure cold oxygen to substitute for about one half of the total charge ore (about 28 Ib oxygen replacing 145 Ib ore per ton of steel) decreased the

INTEREST in the reserves of phosphate rock in the United States and their proper conservation has recently been aroused by hearings held in different parts of the country by the "Joint Committee to investigate the adequacy and use of phosphate resources of the United States." This committee was appointed within a few days after a Presidential message to Congress on the same subject, dated May 20, 1938, and began to function almost immediately. Hearings were held in Washington, D. C., Pocatello, Ida., Wilson Dam, Ala., Knoxville, Tenn., and Lakeland, Fla. The resulting testimony, when published, comprised a volume of 1182 pages.1 At the earlier hearings held in Washington and Idaho the seeming disparity between the great reserves of the West and the smaller reserves in the East led to some suggestions as to the desirability of curtailing or even prohibiting the exportation of phosphate rock so that eastern producers, becoming alarmed, cooperated in making available for the use of the committee information hitherto closely guarded. This information has provided an opportunity for new studies by official agencies, for a restatement of the reserves of Florida and Tennessee, and for some modification of figures for the Western States. The writer, representing the Federal Geological Survey, was given free access to the Florida material and has prepared for publication a report,2 some features of which are summarized in this paper. The Tennessee material was studied by Dr. G. I. Whitlatch,3 of the Tennessee Division of Geology. Prof. J. Stewart Williams,4 of the Utah State Agricultural College at Logan, has published a recent study of the phosphate resources of Utah and the writer has given some further study to reserves of western phosphate from the viewpoint of including material of lower grade than that hitherto considered. IT IS the purpose of this paper to summarize, as far as possible, the metallurgical information and experience gained by the Ordnance Department, during the War, in the manufacture of artillery cartridge cases, to describe the tests to which artillery cartridge cases were put, and to summarize the knowledge and experience gained in this testing. The authors wish to acknowledge the aid given by manufacturers, army officers, and civilian employees of the Ordnance Department in obtaining these data. Artillery cartridge cases are cold drawn from circular disks punched from strips of rolled brass. The manufacture involves from 25 to 30 main operations, which are done almost entirely on a punch press. Descriptions of the operations have appeared in various periodicals and, therefore, will not be given here. After each cupping, or drawing, operation, except the last, the cases are annealed at from 540° to 650° C. (1000° to 1200°F.), to remove all the hardening stresses set up in the metal and to allow complete recrystallization. After each annealing, the cases are pickled in niter cake or sulfuric-acid solution and then washed in water to remove all traces of acid. In some instances, the cases are then immersed in a cyanide-salt solution, and afterwards rinsed in water, to remove the thin layer of copper that forms on the surface of the cases during the acid pickle. The last cold-drawing operation is followed, by the heading operation which, by flattening the head of the case on the outside, causes the metal to flow on the inside to approximately the proper finished dimensions. The mouth, or open end, is then annealed at 430° to 480° C. (800° to 900° F.) by immersion in a salt bath or by gas flames. After being washed, the cases are tapered, when they are ready for machining, inspection, and testing.

The existence of mineralized ground in the area near Lake Chelan has been known since 1887, when Major A. B. Rogers, a locating engineer for the Great Northern Railway, came up Lake Chelan to Railroad Creek in search of a pass over the Cascade Mountains. The steep mountainsides near the crest of the Cascades proved too difficult for railroad construction, and the project was abandoned. Upon his return to Seattle, Major Rogers apparently told his friends, the Denny family, about the large, red, oxidized patches he had seen on the valley walls along Railroad Creek. The Dennys, being true pioneers in spirit, grubstaked J. H. Holden to explore the area and to stake any promising mining ground, and thus began the chain of events that culminated in the construction of the plant that is now known as the Chelan Division of the Howe Sound Company. Holden staked the first group of claims in 1892. Soon afterward, A. H. Murdock, who was then a storekeeper in Chelan, and who is still living at Waterville, and his partner, W. P. Robinson, staked adjacent ground. These two groups of claims formed a substantial part of the mining property being worked today. During the period from the original staking in 1892 up to 1928, when the Britannia Mining and Smelting Co. optioned the property, many attempts were made to bring the property into production, through the formation of several stock companies and by examination and testing by engineers from several well-known mining companies. Although the Britannia organization optioned the property in 1928, not much was done until 1930, when a subsidiary was formed—the Chelan Copper Mining Co.—to explore further the possibilities of the ground. Some work was done during the next few years, but it was not until March 1937 that the Chelan Division of the Howe Sound Co. took over with a program of "full speed ahead," and active development of the mine and construction of the complete plant was begun, including docks, tug and barges, 54 miles of power line, 11 miles of road, mill, shop buildings and complete camp. Production began in April 1938, and has continued without interruption, except for regular change days and holidays and a six-weeks strike in 1939. This interval of time has seen the gradual evolution of a mine and mill originally planned for a rate of 1000 tons per day into a compact operation that last year averaged 2264 tons per operating day. This operation, although rather small when compared with the large copper producers of the Southwest, is important to the state of Washington for several reasons: It has provided employment for several hundred people continuously since construction days in 1937; it has helped materially in the war effort, through production of vital copper and zinc, without which no war can be won; and last, but not least, it has conclusively refuted the old pessimistic arguments that a successful mine would never be found in the Cascade Mountains of Washington. This paper describes the operation of two kerosine flotation plants in Alabama for cleaning —10 mesh bituminous coal. One plant treats washer sludge, the other raw coal. Data on capacity efficiency and capital and operating costs is given. Methods for increasing cell capacity are discussed. IN cleaning coal it has long been recognized that methods which give excellent results for the coarser sizes may give poor or even no cleaning for the finer sizes. Effective cleaning of the fines, therefore, is usually a separate and distinct problem. For many years the problem of fines was considered of relatively minor importance. Now there is growing interest in methods of cleaning the fine sizes of coal because: 1. There are more fines. Increasing mechanization and the adoption of full seam mining methods have resulted in the production of a greater percentage of smaller particles than were produced by hand loading methods. 2. The fines have deteriorated in quality. The same causes that have led to increased quantity have also operated to decrease quality through greater contamination with slate, rock, and other diluents. 3. The fines have become more valuable. When coal was comparatively cheap, loss of the finer sizes was tolerated but, with the rapid increase in the cost of mining coal, it has become imperative that the maximum amount of clean coal be recovered from the mixture of coal and rock delivered to the tipple. 4. In many cases, the fines have become a stream pollution problem. Increasing governmental activity and legislation to prevent stream pollution often have made it necessary to retain the fine material which formerly was permitted to escape with the washer effluent into flowing streams. The Sloss-Sheffield Steel and Iron Co. operates four coal mines, all within a 20-mile radius of Birmingham, Ala., with a total annual production of 1,-250,000 tons of washed coal. Three of these mines are in the Mary Lee seam and one in the Jefferson seam. Although some steam and domestic coals are produced, the major portion of the coal is used to make coke for blast furnace operation. Fine coal is desirable for coking, and all the coal so used by Sloss is crushed to 1/4 in. Therefore, there is no problem of an outlet for even the finest sizes of coal. Since the coal is used for metallurgical purposes, low ash is of greater importance than would be the case if it were used for steam generation or domestic heating. Based on present blast furnace practice at Sloss, it is calculated that each percentage of ash in the coal carries a penalty of $0.22 per ton of coal. Thus there is a considerable margin for operating costs in a fine coal cleaning method that will result in materially lowering the ash content of the cleaned coal. Development of Fine Coal Cleaning Problem In 1942 Sloss reopened its Bessie mine and constructed at this location a new preparation plant to clean 11/4 in. x 0 coal from the Mary Lee seam.

Strip mining in the domestic coal industry is contributing a greater proportion bf overall production than at any time in the past. U.S. Bureau of Mines statistics show that the percentage of total production mined in 1958 by stripping methods increased to more than 30 pct, up from 22 pct in 1951. The tendency to favor strip and open pit mining exists in other mining activities, but such trends are not as clearly outlined as in the coal industry. Significantly, the depth of overburden in coal properties considered suitable for stripping is also increasing. A depth of 50 to 60 ft of overburden was once considered to be about the maximum amount that could be handled economically. Today, a depth of 80 to 100 ft is frequently taken into consideration for simple overcasting operations (i.e., excavating overburden and dumping it in the spoil position where it remains indefinitely).

A new departure of unusual importance in Institute annals was in-augurated by the trip of President Philip N. Moore to the Local Sections at Nevada, Southern California, San Francisco, Seattle, Spokane, Montana, Utah, and Colorado. Everywhere the visit of the President was the occasion of an enthusiastic and successful meeting, which is reflected in the account, published under the different Sections in this and other Bulletins. The President also joined the members of the Columbia Section in their visit to Nelson, British Columbia, at the International Mining Convention, which was attended by mining engineers of Canada and the United States. The President of the Canadian Mining Institute, as well as the officers and members of the Western Section also attended this convention. For full particulars we recommend to our readers the ac- count of this very interesting meeting, which is given on another page of this. Bulletin. It is believed that this is the first meeting between the mining engineers of America and any other country since America joined the Allies. The Secretary of the Institute accompanied the President at the first four meetings and was expecting to attend the others also, but was called home by a death in his family.

Fox some years past the annual reviews of the metallurgy of lead have almost uniformly stated that there have been no great changes, such as there were, being more particularly noticeable in the refinement of details. While this is quite true, nevertheless these changes in details are gradually bringing about a condition that, taken as a whole, constitutes a considerable advance in the art. Local circumstances have often -compelled metallurgists to adopt certain peculiarities of practice which -upon trial have been found advantageously applicable to more than the restricted district f origin. This paper will deal ' with some of the more novel features developed in recent years at the United States smelter, Midvale, Utah, particularly with reference to the influence of the bag house. The plant is equipped with six blast furnaces, 48 by 160 in., mechanically fed; four Wedge furnaces for roasting matte and sulphide ores; four Dwight-Lloyd sintering machines; 20 converter boxes for blast roasting; storage bins for ore, fuel, and fluxes; "oxide" and "sulphide" sampling mills; bag house taking all the gases of the plant; arsenic plant for treating the dust gathered there; laboratory, shops, etc. The most marked feature of the plant is its complete bag-house system. Of the many schemes thus far tried for preventing damage to surrounding agricultural interests the writer is aware of none as yet quite as efficient as the bag house. A common remark of visitors upon approaching the plant and viewing the clear stacks is that it appears to be shut down, whereas once inside all the evidences of industry are found.

A three ton per day blast furnace using blast temperatures up to 2200°F was operated to recover manganese from open-hearth slag and manganiferous iron ore. The spiegel product containing 12 to 24 pct Mn was blown in a basic converter to high manganese oxide slag as described in the paper which follows this one. HE steel industry, which uses over 900,000 short tons of contained manganese yearly, depends on the maintenance of supplies of manganese from foreign sources such as India, Gold Coast, and Union of South Africa. Domestic ores furnish less than 10 pct of the yearly requirements of metallurgical ores and, unfortunately, the United States has no large, or even moderate, grade deposits that could supply a major portion of the requirements for many years. It may be necessary to obtain manganese from low grade materials, even though the cost is appreciably higher than when imported ores are used. An American Iron and Steel Institute questionnaire prepared in 1949 revealed the startling fact that open-hearth slags contained about as much manganese as is imported annually. The quantity of slag produced each year by integrated steel plants (not including cold-melt shops) and the manganese contained in the slag follows: Flush slag, 4,500,000 net tons a year containing 408,000 net tons Mn; tap slag, 7,230,000 net tons a year containing 364,000 net tons Mn; for a total of 772,000 net tons Mn. Some of this slag is returned to blast furnaces but about 75 pct would be available for the recovery of manganese. In several decades, when many of the present sources of high manganese ores have been depleted, open-hearth slag and manganiferous iron ore may become the major source of the manganese required for steel production. In 1948, manganese-ore imports from the U.S.S.R. were 427,000 net tons or 34 pct of the foreign ore. Imports from this source were only 81,000 tons in 1949. It became evident that adequate stockpiles of manganese could not be accumulated for many years. The Bureau of Mines initiated an extensive research program on methods for increasing domestic production of manganese and entered into a cooperative agreement with the American Iron and Steel Institute for recovering manganese from open-hearth slags whereby the Institute provided additional research funds and trained operating personnel. Description of Process and Equipment Numerous pyrometallurgical and hydrometallur-gical processes and combinations of the two can be applied to the recovery of manganese from open-hearth slag and manganiferous iron ore. The process being developed at the Pittsburgh Station of the Bureau of Mines consists of: 1—Reduction of open-hearth slag in a blast furnace to recover the iron and manganese as spiegel-eisen with 12 to 24 pct Mn. 2—Selective oxidation of the manganese from the blast-furnace metal in a basic-lined converter to produce a high manganese slag with up to 60 pct Mn content, which is a synthetic ore for the production of ferromanganese. INTRODUCTION THE experimental work reported herein was inspired by the publication of a paper by Grange and Stewart,1 in which it was suggested that at low chromium contents the effect of this element on the [M,] point was greater than at higher chromium contents. It was argued that, if a small increase of chromium in solution in austenite caused a sharp lowering of the [M,] point, it might lead to an explanation of occasional unsolved stress cracking of SAE 52100 during heat treatment. Commercial hardening is carried out at temperatures of incomplete solution, leaving carbides available to enrich the austenite during any inadvertent increase in temperature. Such enrichment of the austenite in chromium content would lower the [ M,] point nearer room temperature where cracking is more likely to occur. Accordingly, it was decided to investigate the effect of chromium, in quantities between o and 2 pct, on the[ M,] point of commercial steels. Fig I summarizes the data available on chromium steels. For purposes of comparison, the [M, ] temperature values were corrected by means of the Grange and Stewart formula§ to (I) Hypoeutectoid compositions: 0.50 pct carbon and 0.80 pct manganese (2) Hypereutectoid compositions: 1.00 pct carbon and 0.35 pct manganese. Only the steels having compositions reasonably close to these corrected values were included, because large adjustments inevitably introduce increased errors such as are experienced in using the formula. The straight lines of Fig I were drawn by the authors. These data obviously do not settle the question of the effect of chromium on the [M,] point, particularly at low chromium contents. While it is fairly well established that chromium causes the [M,] to be lowered when present in quantities of I pct or more, Grange and Stewart1 have suggested that in small amounts (less than I. pct) it is more effective in lowering the[ M,] point, while Klier and Troiano2 have suggested that in small amounts it is less effective in lowering the []M,] point. Payson and Savage3 concur with Klier and Troiano and further suggest that the effect is not linear at these concentrations. Rose and Fischer4 report that small amounts of chromium actually raise the-[M,] point of a 0.20 carbon steel. MATERIAL Two series of 35 lb induction heats were melted for this work, the analyses of which are given in Table I. One series was aimed at 0.50 pct carbon and 0.80 pct manganese with chromium additions in 0.25 pct increments from o to 1.5 pct with a single heat at 2.0 pct Cr. This series was considered necessary because the commercial heat treatment of SAE 52100 does not generally introduce more than about 0.60 pct carbon in solution in the austenite. The high

What would be the, effect on the formation of sulfates of an increased water vapor content in the roasting gases? CHARLES H. FULTON.-I cannot answer that from our experience. The question of the formation of sulfate in the roasting of zinc is mainly one of temperature and the concentration of S02 and S03 in the gases. We found we could roast almost completely to sulfate if the concentration was kept at the proper point. We, however, did not care to do this because we wished to make a 5 to 6 per cent. S02 gas for sulfuric-acid work. The sulfating of the zinc oxide in the proper concentration of gases goes on very rapidly. In critical times such as the present, when the whole world is agitated by the aftermath of war and the road to peace is blocked by seemingly insurmountable obstacles, it is fitting that we should pause to take inventory of the material resources essential to our national security. Our status as a world power, in peace as well as in war, is intrinsically bound to the availability of minerals, for the foundation of our industrial and economic structurewhich in turn largely determines our military potential and our limits of national prosperity-rests on our ready access to economic sources of iron, copper, lead, zinc, manganese, bauxite, and at least threescore of other metals, minerals, and mineral fuels. By applying the well-known facts of mineral resources to recognized fundamental concepts of preparedness, we can obtain a- clearer picture of the essential needs of our country. Historically, the lure of minerals and other raw material resources has all too frequently led nations to policies of imperialism and war. For more than a century the staking of colonial territory for new sources of raw materials has been a primary objective of many nations.
