PREVIOUS to the war, this country depended on Europe for its supply of a number of alloys of great importance in the manufacture of electrical apparatus and equipment. When this source was cut off shortly after the beginning of hostilities and the small stocks in the United States were exhausted, either inferior substitutes had to be used or the manufacture of the apparatus suspended. Since electrical equipment was of primary importance in the prosecution of the war, the substitutes had to be used until the composition and processes of manufacture of the alloys could be determined. Included among these alloys was one generally known as manganin, which is composed chiefly of copper and manganese and which, beside having a low-temperature coefficient of resistance, has a low thermal electromotive force against copper. These qualities make it valuable for the manufacture of electrical instruments and machines in which it is used in the shape of wire, rod, and strip. As a result of these circumstances, an investigation was started to deter mine how manganin could be made on a commercial basis so that a product of uniform quality and the necessary electrical characteristics could be produced. The object was to procure an alloy with temperature coefficient of resistance not greater than T 1 X 10-5 per ° C. and a thermal e.m.f. against copper no greater than that of the imported material. It is characteristic of manganin that the temperature-resistance curve is not a straight line but has a peak, which varies in position with different samples; it is most desirable, however, to have it at a temperature of 25° C. if possible. The coefficients of manganin from all records available ranged from a large negative to a large positive value. The composition as reported by different authorities is given in Table 1. Prof. Matthew A. Hunter, of Rensselaer Polytechnic Institute, made up a number of small melts of manganin in a graphite crucible and the one that he reported as having the best coefficient gave the following analysis: Copper, 83.6 per cent.; nickel 2.5 per cent.; manganese,-13.6 per cent.; iron, 0.3 per cent. An analysis of a sample of German manganin gave the following: Copper, 82.6 per cent.; nickel, 3.8 per cent.; manganese, 12.8 per cent.; iron 0.7 per cent.

The hydrogen reduction of Cr2O3 to chromium metal was found to be feasible at very low water-vapor concentrations, corresponding to dew points of -38° to -24°C, over a temperature range of 1130" to 1490°C. Hydrogen reduction under these conditions was predicted by the calculated equilibrium curves which also indicated that CrzOs is reduced directly to chromium without forming the intermediate oxide, CrO. This reduction path was confirmed by X-ray diffraction analysis. The percent reduction of Cr2O3 at each reaction temperature was constant with time, suggesting an inhibiting effect of water vapor. A small increase in the residual water-vapor concentration of a single temperature, 1490°C, strongly retarded the rate of reduction This effect was expressed by an empim'cal equation which indicated a direct relationship between "distance from equilibrium" and the rate of reduction. me effect of temperature over the range of 1130" to 1490°C was expressed in an Arvhenius plot of log rate vs reciprocal absolute temperature. From this curve the apparent enthalpy of activation was found to be 29,600 cal. Based on the hypothesis that the rate of reductiun is contvolled at the oxide-metal interface, an over-all rate equation consistent with the experimental data and the thery of absolute reaction rates was formulated. A simplification of this expression to an Arrhenius equation was justified by the overriding effect of temperature on the rate of reaction for the minimum water-vapor concentration range. MOST of the metals in Subgroup V1 of the periodic table can be prepared commercially by direct reduction of their oxides by hydrogen or carbon monoxide, at temperatures considerably below the melting points of both the metals and their oxides. Chromium is an exception, being generally reduced from its ore, Cr2O3 . FeO, by silicon in an electric arc furnace which operates above the melting point of the Fe-Cr alloy or above the melting point of chro- mium if a chromium oxide be the starting material. In reduction of chromium oxide by hydrogen, either reduction does not occur at all or the rate of reduction is extremely slow. Theoretical considerations based on the high, exothermic, free energy of formation of Cr2O3 compared to the oxides of the other Subgroup VI metals, molybdenum, tungsten, and uranium, would also suggest a slow rate of reaction and a high activation energy. Interest in the direct gaseous reduction of fine-powdered ores in fluidized beds was considered justification for examination of this reaction. In order to develop a basis for a continuing study of the commercial feasibility of the direct gaseous reduction of chromite, a study of the kinetics of the reduction of Cr2O3 with hydrogen was undertaken. To the authors' knowledge no accurate kinetic data for this reaction have been obtained. Neither has an activation energy been determined nor has an attempt been made to establish a mechanism of reaction. LITERATURE Maier10 compared the data of I. Y. Granaat,6 H. von Wartenburg and S. Aoyama, and G. Grube and M. Flad7 with that derived from calorimetric and ther-modynamic properties for the equilibria for the reduction of Cr2O3 with hydrogen. These results, plotted as the log of the equilibrium constant vs absolute temperature for the reduction of Cr2O3 and the intermediate oxide, CrO, to chromium, show agreement between the differently derived data. In both cases the equilibrium constants were extremely low. Maier showed that, over a temperature range of 1000° to 2000°K, Cr2O3 is more readily reducible than CrO. Granat assumed that CrO was preferentially formed from Cr2o3 above 1100°C. Grube and Flad's analysis of their reaction products in the 895" to 1000°C range indicated the coexistence of only Cr2O3 and chromium. The hydrogen reduction of the other Subgroup VI metals, molybdenum, tungsten, and uranium, shows that reduction of the higher oxide proceeds through all of the intermediate oxides before being reduced to the metal. Since evidence pointed to an anomaly in the reduction behavior of Cr2O3, the authors investigated the reduction path of Cr2Os.to chromium. This was done theoretically with more recently available free-energy data and experimentally by X-ray diffraction analysis. This work reinforces Maier's conclusion.

Bill S.1431 for the creation of a Department of Natural Resources has received a propitious hearing before the Senate Committee on Government Operations. Interior Secretary Rogers C. B. Morton was one of the prominent witnesses who testified in favor. The department had been proposed, Morton said, with "the conviction that the development of all natural resources would be harmonized with the most practicable possible means to protect and preserve the environment, consistent with the social and economic needs of the Nation." Another opinion on the pro side came from Atomic Energy Commissioner Clarence E. Larson, who said that a "total picture" had become essential to the establishment of a policy for developing energy resources in the best public interest. Commissioner James T. Ramey, on the other hand, was one of the AEC dissenters. Ramey said he believed the reorganization of resource responsibilities would hinder efforts to deal with energy-environmental problems and prevent the use of AEC "expertise and facilities" to the greatest advantage. As Arnold Weber, associated director of the Office of Management and Budget, pointed out, however, retiring AEC Chairman Glenn T. Seaborg is in favor of the new department. Another supporter, and one who can cast a vote on the bill, is Sen. Frank E. Moss. Final Standards for emissions from new stationary sources will be published by the Environmental Protection Agency on October 27. The initial proposals, appearing in the Federal Register on August 17, called for limiting emissions per million Btu of heat input (maximum 2-hr average) to 0.2 lb of particulate matter, and, where solid fuel is burned, to 1.2 lb of sulfur dioxide and 0.7 lb of nitrogen dioxide. While the new rules are mainly for new plants, the EPA is also proposing them for "existing plants which are modified in such a way as to increase or alter. . . their emissions."

WE can, I think, rightfully claim, irrespective of our faults, that engineers must, in order to last as engineers, possess the qualifications of integrity, stead- fastness of purpose, ability to think straight, and to apply these qualities consistently and continually in their everyday work. All engineers know this, most of them conform, and in order to drive it home I might, if 'clothed with proper authority, preach to you at length, but I shall not take the chance. So I only want to make a suggestion or two to the young engineers. Have an ideal and work toward it. You will have your disappointments and your temptations but keep your record clean, and if anyone says you are foolish or ugly, or homely, or that you need a guardian, take the criticism with a smile, for he may be able to prove his contention; but if he attacks your integrity, strike at once and fight hard, for he has assailed not only your character but your principal asset as an engineer.

The Frémont test for measuring the energy consumed in breaking a notched bar of steel is not so well known in this country as it deserves to be. The test specimen used in this test is about # by 6 by about 16 in., notched with a hack saw on the lower side to cause the piece to break at a fixed point. A weight of 10 kg. falling 4 m., and provided with a knife or chisel which strikes the specimen, breaks the test piece by impact. The residual force in the falling weight after it has broken the specimen is recorded by a suitable device, and the difference between the total energy and the residual energy of the weight (in kilogrammeters) is the force consumed in breaking the specimen. An experience of several years with the Frémont testing machine has shown its great value in readily detecting brittleness not revealed by tensile testing or slow bending testing. In this paper it is proposed to discuss (1) the supersensitiveness of the test as applied to cast steel and (2) its value in revealing the effect of heat treatment under certain conditions. In testing coupons cut from castings heat treated by quenching and annealing, attention was drawn to the wide variations in the value of the Frémont test of specimens cut from different parts of the coupon. The latter was of the form and dimensions shown in Fig. 1, and Fremont test pieces were cut from two parts of this coupon, marked A and B in that figure. [ ] We at The Dow Chemical Co. have recently done some work on the deformation of magnesium alloys and although it is far from complete there have been a few observations which may be of interest in connection with this paper. In the first place, I should like to point out that the deformation of polycrystalline magnesium alloys has not been completely explained by the work on single crystals. Bakarian and Mathewson found slip on the ( 101) and {002) planes, and (102) twinning as the deformation mechanisms in magnesium single crystals, but in compression when the (002} planes were within ii° of parallel t0 the compression surfaces, fracture occurred at all temperatures up to 340°C (644°F). In commercial working processes, particularly in rolling, an orientation is quickly produced which should be unfavorable to further deformation by the three established mechanisms. For several years the Fansteel Products Co. has been engaged in e production and development of various of the rarer metals. It is at present engaged in the commercial production of tantalum, tungsten, and molybdenum in a very high state of purity. The information contained in this paper is partly a general compilation from various sources and partly information obtained as a result of recent years of work in the laboratory of this company. Tantalum, tungsten, and molybdenum form a group peculiar to themselves among the commercially available metals. Their very high melting points (tantalum 2770' C., tungsten 3350' C., and molybdenum 2550" C.) set them apart so far as the metallurgical processes for their production are concerned. Further, when properly prepared and treated they will stand a somewhat unusual degree of cold work, that is work below the temperature at which marked crystal growth takes place. Such cold-worked metal may show a high tensile strength; tantalum to 130,000 lb. per sq. in., tungsten to 490,000 lb., and molybdenum to 260,000 lb., in the form of fine wire. In physical appearance, these metals are not unlike some steels; they may be better described by saying that polished tantalum somewhat resembles lead; polished tungsten, iron; and polished molybdenum, nickel. The polished surfaces of all three remain untarnished in ordinary air. Air containing corrosion-producing impurities will, in general, show molybdenum the least resistant to corrosion and tantalum the most resistant. Molybdenum has, however, a high degree of resistance to corrosion by hydrochloric acid, a property that should render it of commercial interest. On the other hand, it is markedly attacked by some of the weaker organic acids. The three metals oxidize rapidly when heated at or above a dull red in air. This feature limits their use in many applications where their high melting point and strength make them appear usable. Tungsten and molybdenum, at red heat, are quite inert to hydrogen and nitrogen; while tantalum has a rather remarkable affinity for all the ordinary gases, which results in its becoming embrittled in their presence. This

WHEN the War Production Board issued its order which will end the use of iron and steel in more than 400 familiar civilian articles, the list of those products formed a fascinating and homeric catalogue of the things we use. Articles for which iron and steel may not be used after a 90-day "tapering-off" period are as workaday as office machinery and as frivolous as cocktail shakers. Mostly they are smaller items-the smallest probably are phonograph needles but in the aggregate they will save tremendous quantities of the metal most needed to win the war. In total war there are no trifles. Interesting proof of this lies in the fact that by eliminating manufacture of blackhead squeezers we shall save 110,000 lb. of steel a year. Out of this steel we might have made four 155-mm. field pieces. We might have made a thousand 3-in. trench mortars, 4400 0.30-caliber machine guns, 55 16-in. shells, 110 200-lb. aerial bombs, or three 15-ton tanks with something left over to arm them.

The importance of aluminum-silicon alloys in thc light alloy field is now generally recognized. Where silicon was once considered detrimental to the properties of aluminum, useful alloys now contain as much as 13 per cent. Furthermore, silicon is present as an impurity in aluminum of even the purest grades. Iron is another important impurity in aluminum and likc silicon is found in small quantities in the purest aluminum available today. The manner of occurrence of iron and silicon in commercially pure aluminum and many of its alloys exerts a very pronounced influence upon their properties. The effect of large quantities of iron in aluminum-silicon alloys is so detrimental that it has been found necessary to limit the allowable maximum percentage to as low a figure as is consistent with quantity production and satisfactory physical properties. The intimate relation existing between iron and silicon in aluminurn and alurninum alloys makes necessary a more complete knowledge of this ternary system. This paper is divided into two principal parts, dealing respectively with aluminum-silicon solubility equilibria and the constitution of aluminum-iron-silicon alloys. Part I.—Aluminum-silicon Alloys The early work on this system was largely confined to determining the general form of thc diagram and in this respect the results are in good agreement. Briefly, alulninunl and silicon form a simple eutectifcrous series without compounds. Until recently the solid solubility of silicon in aluminum had not been accurately determined. Ipraenkell (1908) stated that aluminum will retain 0.5 per cent. silicon in solid solu-t'ion. Rosenhain, Archbutt and Hanson2 gave the maximum solubility as about 1.50 per cent. and added that "this solubility docs not appear

DIGGING of veins I have written of, and the timbering of shafts, tunnels, drifts, and other excavations, and the art of surveying. I will now speak first of all, of the iron tools with which veins and rocks are broken, then of the buckets into which the lumps of earth, rock, metal, and other excavated materials are thrown, in order that they may be drawn, conveyed, or carried out. Also, I will speak of the water vessels and drains, then of the machines of different kinds,1 and lastly of the maladies of miners. And while all these matters are being described accurately, many methods of work will be explained. There are certain iron tools which the miners designate by names of their own, and besides these, there are wedges, iron blocks, iron plates, hammers, crowbars, pikes, picks, hoes, and shovels. IN an earlier paper1 we discussed a simple, rapid method of taking samples of liquid steel and analyzing them for oxygen, which, though possibly not absolutely accurate (as is likewise true of all other methods), certainly yields results that are satisfactorily consistent. Accordingly, samples from hundreds of heats in different shops were analyzed for oxygen, with results sufficient in number to be handled statistically and permit estimation of some general trends. Measurements were made in acid as well as in basic open hearths, throughout the refining period, to learn how stirring, blocking, adding ore or lime or sand, affects the oxygen content of the bath; we also followed the changes brought about by tapping, teeming, and deoxidizing. Some of these results, discussed in an earlier paper.2 bring out the dominant role of the carbon-oxygen reaction in regulating degree of oxidation both of metal and of slag, also the marked variability of concentration of dissolved oxygen [0] in excess of that which would be in equilibrium with carbon and with carbon monoxide at a partial pressure of one atmosphere. As a logical beginning on this complex problem, we take up in the present paper the variability of this excess oxygen, ?[O], when other factors are as constant as they ever are in open-hearth operation; namely, toward the end of the refining period, when the bath may be regarded as in the comparatively steady state it approaches in absence of disturbing factors. This condition was chosen because by that time the significant reactions, except carbon oxidation, between slag and metal have come to substantial equilibrium; this facilitates interpretation of the complex situation and thus permits more definite conclusions to be drawn. This excess concentration of oxygen, ?[0], in the metal is needed, of course, to make the steelmaking process go at a reasonable rate; alternatively it may be regarded as a measure of the virtual pressure increment above one atmosphere, or of the degree of supersaturation, of carbon monoxide in the metal. According to our measurements, the excess concentration ?[O] in liquid steel varies from about 0.009 to 0.035 per cent oxygen by weight. It is quite sensitive to change of conditions, being altered temporarily by operations such as stirring with green poles, additions of ore, lime, or sand; but as the disturbance works itself out, it resumes a level within the intermediate range characteristic of the steady state. As the coating formed affects the corrosion rate, duplicate samples of eight non-ferrous alloys were placed in flowing mine water. The alloys tested were as-cast or as-rolled and machined or polished. The paper describes the tests and gives the corrosion losses and the appearance of the samples at the end of the test. AN IMPORTANT factor affecting the rate and nature of corrosion of metals and alloys is the film, or coating, formed on the surface; and this may accelerate or retard corrosive action once started. The formation of films and coatings is intimately associated with the chemical composition and physical constitution of both the metal and the corroding medium. A film or coating may be either the corrosion product resulting from oxidation; that is, an oxide or salt, or a deposition of suspended matter from the corroding media upon the surface of the metal, or a mixture of both. The coating may adhere tightly or loosely to the surface of the corroded metal. In short, a film or coating is the reaction product of the corroding medium and the metal, which adheres to the surface of the metal and with which may be intermingled material from the attacking media not concerned in the chemical reactions. As the, terms film and coating are used by different writers for very different things, distinction is made between the two, by the present writers, on the basis of thickness. Thus, a film is defined as a corrosion product or deposition, on the surface of a corroded metal, that is of such thickness that it cannot be measured by the metallurgical microscope. A coating, on the other hand, is of such thickness that it can be measured. If the resolving power of the 2 mm. (equivalent focal length) apochromatic oil immersion objective (N.A. 1.4) is taken as the limit of the microscope, the limiting resolution is two lines that are 0.0002-0.0004 mm. apart. It is thus possible to measure coatings that are greater than 0.0002-0.0004 mm. thick. This thickness is equivalent to 200,000-

A study of the structures arising from the decomposition of the ß solid solutions in the Cu-Zn and the Cu-A1 systems is of peculiar interest in the study of the mechanism of precipitation from solid solutions. It is possible in these alloys, by varying the composition within the ß field, to precipitate from the same basic lattice phases having different lattice structures. It has been rather generally assumed heretofore that the type of structure originating from the decomposition of a solid solution— the Widmanstätten structure—-is determined by the lattice structure of the parent solid solution alone. In the first paper of this series1 evidence was advanced which threw doubt upon this hypothesis; but definite proof of the correctness or incorrectness of the hypothesis should be forthcoming from a study of these alloys, for if the structures originating, for example, from the precipitation of the a phase from ß and of the ? phase from the ß in the Cu-Zn system should be shown to be crystallographically different, the hypothesis would necessarily be held as definitely disproved. Furthermore, the newer proposal enunciated in the first paper of this series—that the origin of the Widmanstätten structure lies in a cooperation between the lattice of the parent solid solution and that of the precipitate-—which at present seems the only a1ternative hypothesis, would in such an event be given added weight. The work here reported shows that the Widmanstätten structures originating in the precipitation of the a phase from the ß and in the precipit'at.ion of the y phase from the y in the Cu-Zn system are indeed crystallographically different; and incidentally presents some new descriptive information on the Widmanstätten structure from a more general point, of view.

The recently announced run of three years, nine months and eleven days made by a crucible steel melting furnace of the Columbia Tool Steel Co., which is claimed as a world's record, brings forcibly to our attention the great improvements that have been made in the design, construction and operation of the Siemens regenerative crucible melting furnace since its introduction in this country. Credit for this advance should be given to the furnace designer, the manufacturer of refractories, and the operators, of the furnaces, whose persistent efforts and intelligent co-operation in attacking the problem have resulted so satisfactorily. There are three factors that determine the life of a crucible furnace, or any other furnace for that matter: Design, nature of refractories, and conditions of operation (including the nature of steel melted); and to some extent these factors are interdependent. Thus, for instance, if a crucible furnace is to be operated single turn and allowed to cool off considerably at night, in order to save fuel, the use of clay-brick melting holes may be advisable, since silica brick is not well adapted to endure repeated heating and cooling. But the total life of a clay-brick melting hole is necessarily short. Again, if local conditions such as danger of flood make necessary the building of the furnace largely above ground, so that the radiation of heat is promoted, the cooling down of the furnace over the week ends, when no steel is melted, will be considerable—and the contraction of the furnace that results tends to wrack it to pieces. The character of the metal being melted affects the life of the furnace to a great extent. Low-carbon steels and steels made from iron and charcoal require higher temperatures and much longer melting time than high-carbon steel or steel made largely from scrap; the life of the furnace will be shorter, and the number of heats melted will be much less, when such materials are melted. The figures available, showing the life of furnaces, are for this reason especially not strictly comparative, since the variations in the steel melted undoubtedly affect the life to a greater or less extent. Cemented tungsten carbide, a product of a branch of metallurgy which has never possessed more than a relatively minor interest and importance, has recently commanded the attention of engineers, industrialists, financiers and men of business. New methods, new opportunities, new goals, never before considered, have suddenly been brought within the scope of practical realization. It is these results that attract the interest of the world, but we, as engineers and metallurgists, will have equal interest in the product itself and in that branch of metallurgy from which it comes. It seems appropriate, therefore, to speak today on Hard Metal Carbides and Cemented Tungsten Carbide, as the latter represents one of the outstanding developments of recent date in non-ferrous metallurgy. We are interested in the hard metal carbides as a group of related metallic substances and in cemented tungsten carbide as the leading representative of the metallurgy of this group. The literature of this general field is limited, and, bearing this in mind, it seems advisable to attempt to cover the field broadly and to correlate the subject matter, rather than to present a detailed account of any one of its phases. Our annual lecture lends itself admirably to this plan. The quickened interest in cemented tungsten carbide, once its potentialities were recognized, the many sides to the problem of developing the manufacture and use of this new product, and the desire to economize as much as possible in the time of development, have brought many into this work, both in this country and abroad, notably the Osram Lamp Co. and Friedrich Krupp in Germany and the General Electric Co. in this country. It would be presuming too much to attempt to speak too broadly of the present state of the art and science of the hard metal carbides and my remarks arc guided largely by the work done in the General Electric Co., and by our associates in the Carboloy Co. Even here the activities of many in these two groups have centered around the utilization of cemented tungsten carbide, which is outside the scope of this talk.
