THE ORIGINAL HUDSON RIVER TUNNEL. NOT quite forty years ago a man of uncommon character entered New York. He had several hundred thousand dollars earned by railroad building in the Nest. He was not an engineer, but he had ideas of engineering work which he was destined to prove correct.. He introduced new ways of tunneling, but his plans had only one distinguishing feature-they were simply interesting as showing how such work could be done; they added nothing to the science, have never been used since his clay, and never will be used again. Engineers of repute ridiculed his proposition ; he was an Ishmael in the profession. But if engineers looked askance at him, he certainly returned their contempt in the heartiest fashion, and had no hesitancy about expressing his views of them individually and collectively. This worked to. his disadvantage when he afterward tried to raise the means to go on with the work. He found that the opinion of engineers was respected by financiers, and that money would not flow contrary to their advice. While his conception of large constructions was distinguishingly original, much more marked was his method of demonstrating the feasibility of, his schemes. In the present clays of great undertakings it is the custom to make the other man pay for the experiments. But the man from the West had other notions of how the thing ought to be done. Having wonderful confidence in his own ability and in his perception of the task before him, he used up all his own money before seeking outside assistance. By building several hundred,, feet of tunnel he proved the correctness of his theory, and the tunnel then dug forms a part of the present tube. The result-he failed to finish the tunnel. DURING the winter of 1937, the writer visited a West Virginia stone, quarry at which the overburden is stripped hydraulically. The quarry is in a bed of limestone, about 200 ft. thick, which outcrops on a hillside above a small river; the quarry face is 175 ft. high. The top of the stone is cut in all directions by erosion channels, which are filled with a tough, red clay. Some of the larger channels are 30 ft. deep and 8 ft. wide, The thickness of the clay overburden ranges from a few inches to 10 ft., the average being estimated as less than 3 feet. The topography of the district is rugged, and the hillside above the quarry face is not suited to the use of the usual mechanical methods of moving dirt. Until hydraulicking was started 10 years ago, the over-burden was dug by hand labor, dumped to the quarry floor and trans-ported to the dump in quarry cars, Cleaning deep channels was a slow and expensive process. When hydraulicking was started, the top of the quarry face was over 200 ft. above the level of the river. The pipe line was carried in a semi-circle around the top of the quarry about 200 ft. from the face and about 50 ft, above it. As there is no adequate supply of water above the quarry, the water must be pumped from the river: As quarrying pro-gressed the pipe line was moved until the discharge points are now over 300 ft. above the river. Water is pumped from the river by a four-stage centrifugal pump having a 5-in. intake and a 4-in. discharge. It is direct-connected to a 200-hp,, 2300-volt, 1760-r.p.m. induction motor. At 1760 r.p.m. the rated capacity of the pump is 750 gal. per minute under a head of 600 ft. The pump is installed in a house of frame construction on the river bank, about 10 ft, above normal water level, which also houses the pump for the mill-water supply. Above the pumps are hoisting hays into which the motors are raised whenever the river reaches flood stage.

Engineering trends for some years have been toward higher temperatures, both in process work and in steam generation. Progress in design has been dependent upon the development and evaluation of suitable alloys. Elementary knowledge of the limitations of copper-base alloys indicate their unsuitability for the higher ranges of operating temperatures; say, for steam to 950°F. Emphasis upon the more severe conditions perhaps is a reason why more complete evaluations have not been made for copper-base alloys over their range of suitability. However, the few studies made show clearly the need for more accurate evaluations. Some copper-base alloys long looked upon favorably because of superior room-temperature properties are not as desirable as some others perhaps not so "strong" and "hard," as measured by usual acceptance tests. Load-carrying capacity and structural stability arc two important factors. Structural stability as influenced by temperature, by presence of corrosive media, or by the effects of stress itself, frequently is a limiting factor. An early reference to creep properties of the cast copper-base alloys is that of Brown1 (Admiralty gun metal, Cu 87.5, Sn 10.1, Zn 2.3 and Pb 0.08). His tests were similar to present-day stress-rupture tests without measurement of creep elongrttion. Loading was in steps with usually 24 hr. between steps, and continued until failure. He advocated a "useful strength value" of 61/2 tons (I4,560 Ib.) per sq. in. at 572°F. (300°C.). A specimen broken in 1/2 hr. at 572°F. had a strength of 21 tons (26,880 Ib.) per sq. in. The strength values as determined by 1/2-hr. tests and those by the longer stress-rupturc start to differentiate at 392°F. (200°C). This is the temperature at which time at load began to play an important part. Bolton, Price and Hebemann2 give creep curves on 88-10-2 (A.S.T.M. B-60, CU 88, Sn 10, Zn 2) and steam or valve bronze (A.S.T.M. B-6I, Cu 87.50, Sn 6.00, Zn 3.75, Pb 1.70) at 500°F. Direct comparison of the two alloys under 7500 lb. per sq. in. stress showed the steam bronze (A.S.T.M. B-61) superior in creep strength to the 88-10-2 (A.S.T.M. B-60). The steam bronze shows no creep after 700 hr. (1540-hr. test). The 88-10-2 shows a rate of about 7.0 per cent in 100,000 hr. over the last 700 hr. of the test. Creep curves on the steam bronze are also given at the same temperature (500°F.) with loads of 6500 lb. per sq. in. and 8000 lb. per sq. in. These indicate "creep strengths" (creep rate within I per cent in 100,000 hr.) in excess of 8000 lb. per sq, in. for this alloy. It was found that higher percentages of tin are detrimental to creep resistance. The problem of selection of the active slip systems for a crystal undergoing an arbitrary strain has been analyzed by Taylor and by Bishop and Hill. The Taylor analysis is based on a principle of' virtual work, and involves finding, among numerous cotnbinalions of slip systems that satisfy the imposed strain, the combination in which the sum of the glide shears is a minimum. Previously, Taylor has treated the case of axisymmetric flow when slip occurs on (111)(110) (or {110)(111)) systems only. His analysis has now been extended by computer methods to the cases of slip on {112}(111) and {123)(111) systerns and of mixed slip on {110), {1 12), and (123) planes with a common (111) slip direction, all of which are important in the deformation of bcc crystals. The results are computer-plotted as contours of the ratio of the floe strength to the critical resolved slzea-r stress for slip, for axial orientations distributed throughout the standard stereographic triangle. Implications of the computer results to texture develop,merit, texture hardening, and dislocation theories oj work hardening are discussed. WhEN a single crystal is extended in the usual tension test, the lateral dimensions can change relatively freely. In this case, the glide shear produced by slip on a single slip system is sufficient to accommodate the (tensile) deformation. Since slip is governed by a critical resolved shear stress law (the Schmid law'), the single active slip system is one for which the stress, resolved on the slip plane and in the slip direction, is the highest among the several equivalent slip systems. This amounts to saying that a value M = U/t = y/~ is a minimum among the equivalent systems, where M is the inverse of the familiar Schmid factor (a and E refer to tensile stress and strain, and T and y refer to resolved shear stress and shear strain). A grain embedded in a polycrystalline aggregate, on the other hand, cannot freely change its shape due to constraint from its neighbors. In this case, slip from five independent slip systems (to accommodate five independent strains) is generally required.' Based on the principle of virtual work and assuming that the critical resolved shear stress for slip is the same for all systems, Taylor hypothesized that, among all combinations of (five) slip systems which are capable of accommodating the imposed strain, the active combination is that one for which the sum of the absolute values of the glide shears is a minimum. Again, this is equivalent to saying that the value of M = CjlyjI/ is a minimum, in analogy to the single slip case. Taylor aminimum,analyzed the case of {111)(110) slip for fcc metals, and applied the analysis to crystals undergoing axisymmetric flow, that is, the same macroscopic shape change as the poly crystalline aggregate under uniaxial tension (or compression). For the twelve equivalent {111}( 110) slip systems, there are 384 independent combinations of selecting five systems to satisfy the five independent linear equations of imposed strain.4 Taylor calculated the value of M for each combination* and obtained the active com- *A number of the independent combinations were omitted from consideration in Taylor's original work (see Ref. 5). bination (minimum M) for a number of axial orientations distributed throughout the standard stereographic triangle. Later work by Bishop and Hill*'8 showed that Taylor's least-shear hypothesis was equivalent to a maximum work principle which they advanced. Using the simplified Bishop and Hill method for {111)(110) slip, Hosford and Backofen' obtained detailed contours of constant minimum M for the same axisymmetric flow case. In contrast to {111}(110) slip in fcc metals, slip in bcc metals is generally described as occurring on {ll~)(lll), {112)(111), {123) (111) systems as well as mixed slip composed of all three. Since the direction cosines of the slip plane normal and the slip direction enter as a product in the Taylor analysis, the Taylor solutions of ,M for {110)(111) slip are identical to those for { 111} 110) slip. The other three cases of slip, however, have not been solved. In view of the numerous combinations of slip systems involved in the calculations, the Taylor analysis is clearly oriented toward computerized solutions. THE TAYLOR ANALYSIS In order to obtain the active combination of (five) slip systems by solving for the minimum value of M = we first express the (small) strain components E,, with respect to the cubic axes 1, 2, 3 ([loo], [010], [001], respectively) of the crystal, in terms of the sum of the glide shears yj from slip systems j: where n, and n,j refer to direction cosines of the slip plane normal, and dri and dsi to direction cosines of the slip direction, of slip system j, all referred to the cubic axes. In practice, the strain components are given with respect to the specimen axes X, y, 2. These components are readily converted to ers through the tensor transformation where irk and 1,~ are the direction cosines between the two sets of coordinate axes.

THE CHAIRMAN (WILLIAM KELLY, Vulcan, Mich.).-Some 8 or 9 years ago I was at Daiquiri, only a. few miles east of Firmeza, where there are deposits of iron ore of the same general character. There is a great conical hill, perhaps 800 or 1,000 ft. in height and the ore deposit appears to be somewhat in a canoe shape on one side of the hill. The mining has been done by quarrying the ore in benches. These are called levels and to go to the 10th level it was necessary to take mules and ride to the top of the hill, which was to me an upside down arrangement of numbering levels and a novel method of entering and viewing a mine. A little copper ore can be seen in places, and not being a geologist I thought the deposit might possibly be a gossan, but none of the geologists who have written on the subject approve of this hypothesis and the great question seems to be what part, if any, the limestones have played in the origin of ore; whether these deposits are replacements of limestone and whether they are contact ,deposits between the limestone and the other rocks. Examinations have been made by many eminent geologists and the problem has been discussed vigorously on both sides. The deposits are exceedingly interesting from a commercial standpoint and although they have been studied for a number off years the origin of the ore is still a difficult and somewhat controversial question. J. T. SINGEWALD, JR., Baltimore, Md.-I have had the privilege of visiting these deposits and have been very much interested in this paper, of Dr. Roesler's; having been on the ground, I can easily appreciate the difficulties under which he labored in attempting to work out the geology of that region, and he certainly deserves considerable credit for the way in which he has deciphered the geological relations of the Firmeza district. There are several points in his paper 1 ,would like to discuss; first, in regard to the geological interpretations. His differs from previous interpretations in the relative age of the diorite and the granite, but you will note that Prof. Lindgren suggests the probability. that those two rocks are very closely of the same age, and Prof. Kemp actually suggests, although he does not-accept the idea, that the granite is probably later than the diorite, so that there seems to be no particular reason

RECENT studies of creep have made it apparent that plastic deforma-tion may occur in metals under stresses less than the elastic limit as deter-mined from short-time tests. In summarizing conclusions drawn from creep tests by various investigators, Tapsell1 said: "It is evident that if a material has a true elastic range, the elastic limit must represent the maximum stress for no creep." The presence of a. definite elastic limit, represented in single crystals by a critical or threshold shearing stress, is claimed by Schmid2, Elam3 and others who have investigated the plastic deformation of single crystals. However, this "law of critical shearing stress" was deter-mined2 from short-time tests, and the measurement of the deformation was made with apparatus primarily designed to observe large amounts of plastic deformation, not to detect elastic changes. Experimental data recently obtained with highly sensitive instru-ments by A. W. Hanson4 on zinc and by Podaschowsky5 on rock salt indicate that the elastic range in single crystals is considerably narrower than formerly was supposed. Moreover, a theoretical possibility of permanent deformation, under the influence of even the smallest shear stress in single crystals above a certain temperature (Td), has been developed by G. I. Taylor6. This evidence seemed to warrant an examination of the elastic limit in large single crystals by means of creep tests. The first metal chosen for examination was zinc.

THOSE familiar with mill-practice understand the work required of an average bucket-elevator, but I wish to call special attention to the wear on the buckets. I have been studying in what manner the life and service of the bucket might be improved, and I feel that an adjustable lip, attachable to each bucket without the aid of rivets, will be of material advantage. For illustration, consider the feed-elevator of a typical mill in the Cur d'Alène district. The ore is carried by water in a launder from the feed-rolls and dumped in the "boot" of the elevator, directly in front of the ascending bucket. Middlings from the return-rolls are similarly handled. Under this condition the bucket not only carries the ore, but also picks it up, and this latter requirement determines the life and service of the bucket. It might be said that it would be better practice to convey the feed to the elevator and dump it directly into the bucket, but at one mill at which this plan was tried the results were disappointing and the rubber belt was badly worn. The wear of the bucket is confined to the lip and the corners which have to pick up the material. When the lip on a corner of a 7- by 12-in. malleable cast-iron bucket is worn down about 3 in., the bucket is of no further value as a carrier and has to be replaced. The worn bucket, containing about three¬quarters by weight of the metal of the original bucket, has a scrap value of about 10 per cent. of that of a new bucket. To the cost of the bucket, however, should be added the time-cost of replacing the old bucket by a new one. This time-cost is considerable when the loss per hour, to cease operating the mill, is about $200. It is out of the question to put lips on a bucket unless the latter was originally fitted with this device. For if it is attempted to fit lips upon buckets not originally provided with

THE main objective of everybody, individually and collectively as the people of nations, is to earn their living and improve the scale thereof as much and as rapidly as possible. We are able to earn" our living only by working and producing. We I are able to rise to higher standards of comfort only by increasing our production of goods, or diminishing the waste of those that we do produce, or both. This statement is trite. It is equally trite to dwell upon the importance of increased production to be derived from increased efficiency of labor and improved manage-ment; and the good results that would accrue to every-body if employers and employees would work together to secure the maximum of production at the minimum of cost. All of this is nothing more than platitude, to which every intelligent person subscribes in the abstract; but what concerns us especially, and what is neither so easy nor so understandable, is to translate the expres-sion of the abstract principle into formulas for action. The national net income obviously may be increased in two ways, or by both together. One is to diminish the waste of the goods that we already have made available. The other is to increase the supply of goods. .Increasing the supply of goods may involve the elimina-tion of waste, but a distinction is to be drawn between the waste of things that we have and the failure to obtain those that we might have. If we limit the term "waste" to the careless and profligate use of the materials that have come into our possession, together with the absorption of labor in doing obviously unnecessary things; and if we character-ize by the term "inefficiency" the failure to accomplish in our industrial operations the best of which we are capable, we shall create a distinction that will be pro-motive of clear thinking. In this paper I am going to deal with inefficiency, not waste, observing the distinc-tion, arbitrary if you please, that I have made. Without any doubt the greatest inefficiency that exists in our economic affairs is that which causes hundreds of thousands, perhaps millions, of men to be idle a good deal of the time. The major reasons for such idleness are two-fold. One of them is the conse-quence of what for convenience may be called business cycles, although I do not hold to the hypothesis of business cycles as it is now being rather widely expounded. That hypothesis involves the idea of rhyth-mic undulations due to causes unknown, but which it is hoped may be ascertained. The movement of busi-ness in waves up and down is undeniable, but that there are recurrences of cycles every so often is purely imag-inary, I think. It is unnecessary-to digress into that subject. The extents of the rises and falls above and below a median line undoubtedly is less than is commonly supposed.

With the trend toward deeper and consequently hotter holes, measurements of drilling mud properties at atmospheric temperatures are becoming increasingly inadequate.' Both the prediction and control of down-hole mud properties depend in part upon our knowledge of temperatures in the wellbore. Consequently, a better understanding of factors that affect temperatures during circulation and trips could improve drilling operations. It was toward the goal of obtaining this understanding that this study was directed. Other investigators2 have studied the response of fluid temperature in the borehole during trips. However, all of these studies have used an assumed formation temperature profile at the conclusion of circulation and have provided no means to calculate this profile directly. In this study, the formation profile during circulation was calculated. Other investiga-tors3-5 have also studied bottom-hole temperature during circulation. However, they have developed neither general techniques for calculating the entire temperature profile in the system nor generalized methods for predicting bottom-hole fluid temperatures during circulation. Such techniques and methods have been developed and are discussed briefly in the following pages. Temperature Behavior During Circulation Circulation of fluid during the drilling operation is represented schematically in Fig. 1. The process of circulation has three distinct phases: (1) fluid enters the drill pipe at the surface and passes down the drill pipe; (2) fluid exits the drill pipe through the bit and enters the annulus at the bottom; and (3) fluid passes up the annulus and exits the annulus at the surface. To simulate the thermal behavior of the fluid in the system, each of the phases of circulation must be described mathematically. In Phase 1, the fluid enters the drill pipe at a specified temperature, TDo. As the fluid passes down the pipe, its temperature is determined by the rate of heat convection down the drill pipe, the rate of heat exchange between the drill pipe and the annulus, and time. Phase 2 of the circulating process merely requires that the fluid temperature at the exit of the drill pipe be the same as the fluid temperature at the entrance of the annulus; i.e., TD(L,t) = TA(L,l). Thus in Phase 3, the fluid enters the annulus at TD(L, t). As the fluid flows up the annulus, its temperature is determined by the rate of heat convection up the annulus, the rate of heat exchange between the annulus and the drill pipe, the rate of heat exchange between the formation adjacent to the annulus and the fluid in the annulus, and time. These rates of heat exchange and the time dependency of mud temperature are described by well known heat-flow equation.6 Consequently, as shown in the Appendix, the temperature profiles in the drill pipe, annulus, and formation can be obtained by solving Eqs. 1 through

ALTHOUGH most accidents occur through the A carelessness or misfortune of the workmen; that is no reason why we should not take all physical precautions practicable. The best way to approach the problem of mine safety is to acquire a personal feeling of responsibility for the accident and then plan how it might have been prevented had we known that it was to occur. A statistical analysis of the physical conditions contributory to accidents will give an indication of some of the methods or mechanisms that should be revised or safeguarded. The handling of rock or ore is a common source of minor injuries. Freedom from accident when mucking largely depends on the skill and care of the workman; this also is true, to a certain degree, to loading cars from chutes, but much can be done in the layout of chutes and their equipment to provide equal safety with less skill. Permanent stagings, or rigid units that may be easily assembled, should be provided so that the men handling the chute boards or gates and barring the jammed chunks will have a convenient safe footing for their operations. A stance to the side of the chute mouth is to one in front, because a man will not be liable to be struck by flying lumps or his bar, should it he caught in the mass, yet in many mines the workmen face the chute when loading a car. Fig. 1 shows the operation of a plank chute having special latches which support the chute boards in such manner that they may be conveniently dropped into place to stop the flow of ore.

The iron-mines of the Ilsede Hütte Co. are at a town called Peine, about 20 miles east of the city of Hanover, on the railroad to Brunswick (Braunschweig). Hanover, the capital of the province, is a military city, of approximately 250,000 inhabitants, and Brunswick, 33 miles to the westward, has half this number. The mines here described are located in a hamlet called Bülten. The Ilsede Hütte Co. operates two mines, 1.5 miles apart, in this district, Gruber Bülten Adenstadt and Gruber Lengede Bodenstadt. It also operates an iron-mine north of Hanover, known as Eiserhaven, and one in the Harz mountains, the Georg Friedrich, at Grauhof. At Bülten a coarse conglomerate, a, Figs. 1 and 2, contains nodules of limonite, cemented together by calcium phosphate. The ore contains Fe, 25 to 45; Mn, 3 to 4; P, 0.6 to 1.4; S, 0.02 to 0.09; and CaCO3, 40 per cent. Directly above the conglomerate is limestone, b, followed by a mixture of clay and sand, c. Below the conglomerate is a hard clay floor, d. The ore-body, from 10 to, 12 km. long, and from 3 to 4 km. wide, has a maximum thickness of 20 m. It clips approximately 10° S.E., and strikes N. 45° E. Diamond-drill prospecting shows that the thickness diminishes to 1 m. as the end of the deposit is approached to the northward. At this point the deposit is 250 m. below the surface. In Fig. 2, the arrow, A, indicates the general direction of the work along the face, a, which is carried forward in a straight line for its entire length. At B, a train is approaching, which has come from the bench-track, shown at G, by a circuitous route, and is dumping the overburden behind the face, in the space left by the excavated rock. STANDING room only seemed to be the order at the annual session and luncheon of the Eastern magnetite committee. Gatehouse check at the former indicated at least 80, with 33 attending the luncheon - all the crowded facilities could handle. Chairman Crockett opened the meeting by calling upon Meredith E. Johnson, who presented his illustrated paper on "Prospecting for Iron Ore in New Jersey in 1943." This "wartime" brief was discussed by Lucien Eaton, P. W. Henry, and Chairman Crockett. H. E. Hawkes, Jr., of the U. S. Geological Survey, then presented his unscheduled paper on the "Magnetite Deposits of the Jersey Highlands." Discussion was by A. W. Pinger and Chairman Crockett. Fred E. Preheating Feature of Leyner Oil Furnace for Heating Drill Steel The No. 3 Leyner oil-burning furnace, used for heating drill steel, is now made with a preheating chamber. By this addition it is claimed that the heating capacity and, effeciency of the furnace are increased about 50 per cent. This preheater is a section which fits between the body and cover of the furnace of the old design. It may be attached to an old furnace by simply changing a few bolts. Referring to the illustration, it will be seen that the lower chamber is used for the final heating and the upper one for preheating. The type of burner now furnished with this furnace is suitable for either high- or low-pressure air. It hats merely to be throttled for high pressures and when this is done, it, is as efficient as burners designed especially for high pressures and eliminates the noise common to such burners. This furnace burns petroleum or any of its oils, such a, gasoline, kerosene, distillate, etc. Oil heating has many advantages. The steel cannot be injured by absorbing injurious elements such as sulphur, phosphorus or other impurities which :ire present in nearly all coals, nor from unequal heating since the flame imparts a uniform temperature; further, o lie steel is in full view of the operator at all times.

THE nation's effort to win the war speedily is reflected in current trends in coal utilization, as in all other fields of our lives. In all industries, wherever coal is used for the production of heat and power the emphasis is on getting the most useful result with the least expenditure of matt.ria1. In addition to carrying its own share of the load, increased as it is by the demands of war industry, coal has had to fill in for the other fuels, mainly petroleum products, whose distribution from their more distant sources has been crippled by lack of shipping. Thus, the outstanding note in the utilization of coal this year is not the development of new methods of burning or handling coal but the extraordinary job that the industry has done in producing enough coal to serve all needs.

IN planning a postwar program for manufactured products, it is essential that the bases for the plans be wisely chosen. First we must make certain assumptions as to the war's ending. Let us assume: (1) complete victory by the United Nations, (2) peace terms that will ensure the direction of the economy of all nations of the world toward peaceful pursuits, and (3) an early ending of the war, that is, before the nations of the world, excluding the enemy, are near the point of physical and spiritual exhaustion. Thus, our manufacturing plants and transportation facilities will still be in good shape. The plants and transportation facilities, as well as the cities of a large part of Europe, however, will be badly crippled. The rich mineral and other raw material resources of the world, little of which was under control. of the Axis powers before the war or will be after the war, will not be used up. Control of these raw materials, or at least an important part of them, will remain in the hands of the strong peaceful nations.

The problem of estimating the precision of systematic samples from a mineral deposit is attacked by interpolating the quality, or other attribute measured, by using Fourier approximation. Such approximation using trigonometric functions yields a particularly simple expression for the variance of the mean value of the attribute sampled. The increasing volume of publication in which the science of statistics has been applied to the problem of predicting the quality of an ore deposit from sets of samples taken from it might lead one to believe that engineering judgment can be replaced by statistics. There is, in fact, an implicit application of the principle of indifference or of "no advance knowledge" which has been discredited in modern statistical theory and practice. These pages will show that it is not always advantageous, efficient, or safe to apply this principle. This problem will be dealt with by using series of orthonormal functions to describe the distribution of the quality of ore in space as contrasted with the more commonly used distribution of quality as a frequency function. Mining engineers are rarely well acquainted with the use of such series or of the functions comprising them. These uses are commonplace in the fields of communication and information theory and it is not surprising that applications taken from these fields should be found appropriate for the analysis of the information contained in a set of samples from an ore deposit. It is hoped that presentation of the following basic, but incomplete, results will generate wider interest in this method and a fuller development of it as well as of the necessary computational techniques. FUNDAMENTAL PREMISES Random variables in the strictest sense are not very common in mine sampling. The sets of samples are almost always taken systematically and are, hence, not subject to all the laws governing random events. Therefore, unless there is indeed random experimental error in the determinations of quality, the treatment of systematic samples of n members as though they were random samples of n members often leads to calculation of confidence limits for the mean quality which are larger than they should be with the result that unnecessary additional sampling is done. The reason for this will emerge in the following discussion leading to Eq. 24 and its generalization. In order to inquire into such questions on a rigorous basis and at the same time avoid arithmetic complications that would obscure the concepts involved, a one dimensional distribution of quality will be assumed. SECOND only to the February Annual Meeting of the Institute are the Regional and Divisional meetings held in the fall of each year. Six such gatherings are scheduled in the next the months, with something likely to interest every member of the Institute. A brief résumé of the programs follows. Regional Meeting Vancouver T HE regional meeting of the Institute will be held at Vancouver, Sept. 13 to 20, in conjunction with the annual western meeting of the Canadian Institute of Mining and Metallurgy. The pro gram appeared on page 350 of MINING AND METALLURGY for July and-proof of careful preparation-a month later re- quires no correction and little elaboration. On the technical side there are few changes. A new item on the Wednesday morning program is the paper, "Investigation of Residential-type Stokers," by H. F. Yancey, supervising engineer, Northwest Experiment Station. U. S. Bureau of Mines, Seattle. As to entertainment the meeting is taking on some most pleasurable aspects. Two notable excursions have been arranged.

A REVIEW of process metallurgy of iron and steel during 1944 in many ways reflects the political and military developments of the year. Early in 1944 the tremendous wartime emergency expansion program was virtually completed and the industry directed its efforts to maintaining maximum production wherever needed. The vigorous production programs inaugurated to support the Normandy invasions did not persist as Allied armies approached Germany. General public apathy which developed with the prospect of an early ending of the European fighting was reflected in a general relaxation in armament programs. Toward the end of the year, as the prospect of a prolonged war became real, the entire program revived considerably and the need for steel became acute. Between January 1940 and October 1944 more than 12,400,000 tons had been added to the nation's steelmaking capacities, and over 12,700,000 tons added to the blast-furnace facilities. The total cost of this enormous program was more than two billion dollars. By July 1, 1944, total steelmaking capacity had exceeded 94,000,000 tons, with blast-furnace capacity rated at 68,400,000. Annual steel production, which was 88,900,000 tons in 1943, increased slightly during the past year and was estimated at 89,500,000. Production of pig iron also increased somewhat from 61,800,000 tons in 1943 to an estimated output of 62,500,000 in 1944. This review deals with a few of the numerous factors involved in maintaining the wartime iron and steel program at the level necessary to accomplish this enormous output.
