The use of electrical or electronic safety systems to protect personnel, and the engineering tasks associated with the design, manufacture and maintenance of these systems are referred to using the term ‘functional safety’. In the past ten years, the use of such systems has transitioned from its traditional base, in oil and gas major hazard facilities, to being a part of most large mining and materials handling projects. In particular, functional safety is rapidly becoming a significant component of Australian iron ore projects, typically in the form of emergency stops, remote isolation, drive through interlock, robot cell entry or mobile machine anti-collision systems. While these types of systems have been in use in iron ore for a long time, functional safety standards (eg AS61508, AS62061, AS4024.1503) require more rigourous demonstration of the level of risk reduction provided by the systems.The early engineering project development phases require a number of key decisions to be made around functional safety implementation. The decisions made at this point in a project will go on to dictate the required types of risk assessment and analysis, equipment selection, sizing of substations, and training and maintenance requirements for owners. For project teams that are unfamiliar with functional safety, or inexperienced in its application, an incorrect decision or failure to understand the requirements of the chosen standard can lead to a failure to meet contract requirements, as well as major cost and schedule overruns.This paper examines the implications of functional safety on early engineering studies, focusing on the following questions: How does a designer or company determine what standard is best suited to their project? What key aspects of functional safety design need to be considered during project development? A commercial scale strong acid leaching plant was commissioned at the Risdon plant of the Electrolytic Zinc Company of Australasia Limited, a member of the Pasminco group of companies, in February 1988. It was designed to upgrade the lead/silver residue product from 26% to 37% lead, thus improving the realised value and increasing overall zinc recovery. This in turn enables the lead smelter treating the lead residue to improve its productivity. The equipment consists of two 250m3 bricklined leach tanks and two 6.5m diameter stainless steel high rate thickeners operating with counter current washing at 95¦C and 120 g/L H2SO4. The present filtration and drying equipment is also being replaced. Two 35m2 squeeze action filter presses equipped with horizontal plates are being installed, together with ancillary drying equipment to ensure that the final product complies with the transportable moisture limit. The new filtration plant is due to be commissioned in mid-1989.

During operations, mining and metallurgical processes may generate effluents such as tailings water, acid mine drainage (AMD) and seepage and process acid streams. Depending on the type of ore and the metallurgical process, these effluents may contain one or more toxic compounds (eg acidity or alkalinity, cyanide, ammonia and/or nitrate, heavy metals, total suspended solids (TSS), sulfate) in elevated concentrations requiring treatment before their discharge to the environment or recycle/reuse in the process. Natural oxidation of sulfide minerals present in mining wastes (eg tailings and waste rock) at mining sites may generate AMD, which is characterised as a low pH, high acidity effluent containing heavy metals and sulfate. If generation of AMD cannot be controlled and/or prevented, AMD needs to be collected and treated for neutralisation of acidity and reduction of metals and TSS to meet regulated water quality standards. It is important to note that some of these compounds may persist in run-off from mine sites, even after the mine and processing facilities are decommissioned. Treatment of mining and metallurgical process effluents can be accomplished by means of various physical, chemical and/or biological methods. The mode of process application may vary from the use of either specifically designed, controlled and automated facilities or passive systems. Lime neutralisation and precipitation is the most common method used in the mining industry to treat AMD. To reduce the problems associated with disposal and long-term storage of the resulting sludge, the use of a high-density sludge process (HDS) has become a preferred option. The use of other chemical reagents, waste or by-products from other industries, and biological sulfate reduction methods can also be considered as viable options for site-specific situations. Recently, several passive treatment systems have been designed and successfully operated, even in the cold North American climate. This paper will discuss available options and provide insights for selecting a suitable method for a given situation using case studies from projects conducted by Golder Associates around the world over the last decade.

Gold mineralisation at the Hamata prospect is related to a series of stacked pyrite and quartz-pyrite veins associated with a number of shears which strike N to NE and dip E. Mineralisation is contained entirely within the Morobe Granodiorite close to the intersection of the Upper Watut Fault and some younger NE to SW striking faults. The prospect was originally detected in 1987 by a regional stream sediment sampling programme. Subsequent mapping and sampling outlined an anomalous zone approximately 900m long by 300m wide. Drill testing has indicated a resource of 46Mt at 0.9 g/t Au.

Changes in feed size distribution can have significant effects in rod mill grinding. The product sizing resulting from wet batch milling of a tin ore showed little influence on fines production after truncating the feed at either the coarse or fine end. The addition of fine material caused a less amount of fines to be produced and a possible increase in grinding at coarse sizes, although this is complicated by the changing feed size distribution. The changes in feed size distribution caused no tendency for preferential grinding of the cassiterite.

The Mesozoic iron oxide-copper-gold (IOCG) mineralisation in southern Perú and the northern Chile coastal IOCG belt have emerged as two of the major exploration targets in the Central Andes in the last two decades. These Mesozoic Andean IOCG deposits formed in two mineralisation epochs, the Middle-Late Jurassic (170–150 Ma) and Early Cretaceous (130–110 Ma), with the major Cu-rich IOCG deposits located in the Early Cretaceous mineralisation belt. The early studies in some IOCG centres support a magmtic-hydrothermal model for both Cu-rich IOCG deposits and broadly contemporaneous Cu-poor ‘Kiruna-type’ magnetite deposits. However, recent evidence from field, geochronology, fluid inclusions and stable isotopes show that in the major Central Andean deposits (eg Raúl-Condestable, Mina Justa in southern Perú, La Candelaria-Punta del Cobre and Mantoverde in northern Chile), the incursion of evaporite-sourced basinal brines or sea water may be a prerequisite for economic Cu mineralisation. Moreover, the Cu-poor massive magnetite deposits could be interpreted as a product from iron oxide melt, with minimal intervention by non-magmatic fluids. Therefore, they could represent two contrasted deposit types and contain little genetic relationships. The different roles of magmatism during the Mesozoic are responsible for the variable mineralisation in the Central Andes, including IOCG, magnetite and ‘manto-type’ deposits. The Shagou deposit is located along NE-trending faults within the high-grade metamorphic basement of the Xiong’er Terrane in the Qinling orogenic belt. It is a large Ag-Pb-Zn deposit hosted in the Taihua Supergroup and has proven reserves of 1.54 Mt of ore with grades of 767 g/t Ag, 13.24 per cent Pb and 4.31 per cent Zn. The hydrothermal ore-forming process can be divided into early quartz-pyrite, middle quartz-polymetallic sulfides and late quartz-carbonate stages. Four types of fluid inclusions (ie pure carbonic, carbonic, pure aqueous and aqueous) can be distinguished in quartz. Fluid inclusion, hydrogen, oxygen and sulfur isotope systematics indicate that the ore-forming fluids are initially deeply sourced metamorphic water with meteoric water gradually mixed in the later stages. Sulfur isotope data show that the ore-forming fluids originated from both the Taihua Supergroup and the sedimentary successions of the Guandaokou and Luanchuan Groups (CSC) located to the south of the Machaoying Fault. A genetic model of the Shagou deposit is proposed as follows: CSC subducted northward along the Machaoying Fault beneath the Xiong’er Terrane during the Mesozoic collision between the North China Craton and South China Block. Subsequent dehydration resulted in the devolatilisation of fluids rich in CO2. One does not need to travel too far back in time to find that the manpower requirements for new projects were focused mainly on: ò plentifulness of supply; ò cheapness of use; and ò fitness for use. These were primarily quantitative considerations and corresponded with the dominant view of labour as a commodity. Qualitative considerations were not very evident with the exception of judgements of industrial militancy. It was not unusual for areas of known militancy to be excluded from the recruitment net (eg Captain's Flat, Broken Hill, Pilbara).

In most States of Australia it is a legislative requirement for underground mines to have a separate means of egress from the normal means of ingress to permit the safe evacuation of workers to the surface in event of an emergency. Such egress may be in the form of a ladderway equipped shaft/underlie or trafficable incline/decline. Additionally, there is a general requirement to have one or more airways, separate to the main shaft or other principal entrance of an underground mine, extending to the lowest level to permit ventilation to all parts of the mine. Fulfilling these requirement is difficult in the development phase of a mine when access underground is achievable by only a shaft or decline in the process by being sunk. What is frequently practiced in Australia is for production to then commence, sometimes in association with continuing development, in the same configuration without the establishment of this separate method of egress to the surface nor additional airway/s with reliance on refuge chambers to cater for back up in any emergency. Not only, could this jeopardise the health and safety of workers in case of an underground emergency it could be construed as a statutory breach of legislation. While recognising that refuge chambers are often used throughout underground operations nowadays their equipping and the criteria for their location needs to be bought into focus. This presentation discusses how such legislative requirement can be met alongside the use and appropriateness of refuge chambers.

The Tom, East and West zone, stratiform Zn-Pb-Ag deposits at Macmillan Pass, Yukon, Canada were discovered by Hudson Bay Mining and Smelting Co Ltd prospectors in 1951. Further exploration, including two phases of underground exploration produced an HBM&S calculated reserve of 9.28 Mt of 7.5 per cent Pb, 6.2 per cent Zn and 69.4 g/T Ag for these zones. Cominco Ltd optioned the property in 1988. Deep, surface drilling extended the West and Southeast zones downward 200 - 300 m, indicating an additional potential resource of several million tonnes of good grade. The magnitude of the controlling syndepositional setting suggests that mineralisation continues to greater depth but with increased drilling and possibly mining costs. The 30 x 60 km Macmillan Fold belt trends WNW across the NW Selwyn Basin and Cordilleran trend. Within the fold belt, the Central Block - a complex, rift controlled basin of Devonian siliciclastics, hosts seven zones of Pb-Zn-Ag mineralisation clustered about four hydrothermal centres. The centres, distributed over 24 km, are coincident with small syndepositionally active structural sub-basins. The Tom deposits, in one such sub-basin, are localised by a third order structure consisting of two palaeobathymetric troughs flanking a syndepositional horst. This structure caused drastic facies and thickness changes over 600 metres of strata and focussed the venting of hydrothermal fluids through permeable conglomerates in the horst and its flanking growth faults. Mineral facies are zoned, with Pb-Ag contents rapidly diminishing outward from the vent resulting in restricted areas of high grade Pb-Zn-Ag-Ba ore within more extensive, sub-economic, Ba-Zn mineralisation. Widespread iron carbonate alteration of the footwall and high Si, B and Zn values in the hangingwall 'fingerprint' the deposit and along with the distinct facies variations provide aids to exploring the Tom and like deposits.

Stawell Gold Mines (SGM) is an underground mining operation located in Victoria, Australia. The mining method employed is long hole retreat stoping, utilising up and downholes and artificial concrete pillars. Stawell is currently mining the Golden Gift and Magdala orebodies.Access to the Magdala and Golden Gift deposits is via 6.0 m wide by 5.5 m high declines developed at a gradient of one in eight to one in seven from the surface to a depth of 1500 m, with a planned depth of 1650 m. From the declines, cross cutting drives are developed to intersect the orebodies. Orebodies in the Gift system are discrete lodes which are generally mined from a bottom up centre retreat to minimise geotechnical stresses.Ore development fronts are currently located between 1000 m and 1500 m below surface, with all ore being hauled to the surface using a fleet of 60 tonne underground trucks. With the use of conventional pyrotechnic long period (LP) delays, broken rock of combined ore and waste is thrown 10 m from the face and the materials hauled to the surface. The majority of the mullock from development is consumed in the underground as backfill.With the use of Orica Mining Services eDev™ Electronic Blasting System for Tunnelling, the waste is thrown up to 40 m from the face, while majority of the ore is left 5 - 10 m from the face, effectively segregating ore and waste. This enables significant recovery of gold values with minimal loss and significantly reduced dilution. By using this technique in ore drives with a 30:70 waste to ore ratio, SGM is able to haul 24 000 tonnes less mullock to the surface annually. Resue mining is applied to narrow vein headings and gives a 40 per cent grade increase at the faces as well as increasing the economic footprint of development. This will also contribute to an improved grade profile for the year from 3.98 - 4.16 g/t Au and allow extra capacity for ore haulage from stoping and for milling.This paper describes the application and the successful blast outcomes achieved using the eDev™ Electronic Blasting Systems for resue mining at SGM. Results to date, since commencement in March 2010, have been achieving significant benefits in terms of ore grade as confirmed by geologists grab sample grades. Face advance have also shown improvement with better breakage of perimeter holes giving improved face profile. These benefits are delivering increased productivity and safety performance when compared to other resue firing techniques.

An important requirement in every geological quality control program is that the identity and grades of the control samples (duplicates, certified reference materials (CRMs), and blanks) must remain æblindÆ to the analytical laboratory. Once the entity to be controlled is aware of relevant details of the control process, such as the identity of the control samples, the objectivity may be lost and the control may no longer be completely valid. Whereas the blind insertion of field duplicates and coarse blanks can be easily conducted at site, simultaneously with the sampling process, the rest of the control samples should be inserted into the batches during or after sample preparation and prior to assaying, in order to ensure a proper assessment of precision, accuracy and assay contamination, independent of the internal quality control of the laboratory. Such a procedure raises the concern that blind insertion of crushed or pulverised material in sample batches prior to assaying could represent a breach in the chain of custody principle, as samples would have to be temporarily returned to the custody of a non-laboratory person in charge of the insertions. In this seemingly conflict scenario, what should we give up? Do we maintain the strict chain of custody, knowing that the laboratory will be aware of the identity of some of the control samples, or that some duplicates will not be true same-batch duplicates? Do we ignore chain of custody issues to maintain the anonymity of the control samples and insert blind same-batch duplicates, CRMs and blanks? Is it possible to do blind insertions without breaching the chain of custody? Current NI 43-101 and JORC requirements, as well as real-world QA/QC and sample security practices, are discussed in light of AMECÆs approach to the solution of this apparent dilemma.

The lignites of Otago and Southland offer a potentially viable future feedstock for electricity production and possible conversion to petrochemicals or liquid fuels. The deposits, when combined, represent New ZealandÆs largest energy inventory; equivalent to about 74 000 petajoules û or approximately 35 times current natural gas reserves. Too often dismissed as irrelevant to New ZealandÆs energy future because of adverse perceptions of the value of low rank coals, the strategic value of this resource is in fact huge.   Investigations of the lignites extend back over more than 50 years (LFTB various, CRL Energy Ltd). Whilst it is not the intention of this paper to review this work, these investigations have confirmed the suitability of the resource as a feedstock for thermochemical conversion. Current estimates of South Island lignite mining costs are NZ$1.0 - 3.0/GJ (Natusch 2005), making these resources amongst the most competitively-priced energy sources available world-wide.   This value, however, will only be captured if we as a country begin to envisage a world-scale, long-life, integrated and multi-faceted development sized to supply world markets for chemicals or fuels. Recent CAE studies (Hooper and Riddolls, 2005) have emphasised the vital importance of ensuring that any exploitation of this resource maximises their value to New Zealand. The question that thus must be applied is how might large-scale utilisation of the resource fit with New ZealandÆs primary energy supply, and its potential for the export of high-value commodities.   From the broader perspective of New ZealandÆs total energy supply equation we need to examine other supply options beyond just the generation of electricity. We face in this country a situation wherein almost all our liquid fuels feedstock has to be imported with projections for an increasing dependence on imported oil. In addition NZ has a natural gas reserves-to-production ratio of less than ten years, and dwindling supply from local production. Without further natural gas discoveries, New Zealand has only a window of approximately five years before we will need to commit to imported LNG or some other thermal fuels option.   In other words, New Zealand is facing an uncertain future unless we can restore energy inventories to cover an adequate strategic reserve capacity as well as enable long-term investment in alternative sources. Within this context the South Island lignite resources are thus deserving of more attention. The extent of the resource is well known, its suitability for conversion reasonably assessed, and its magnitude such that there is little doubt that lignite conversion could adequately meet NZÆs future energy needs for many years out.   This paper reviews coal gasification technology, its application to lignite and the possibilities for future development of the lignite resources. It is argued that the strategic imperative for this country is to secure the lignite resources as a primary energy source for this country well into the latter half of this century.

Management of historic tailings is a major challenge facing the mining industry and its regulators. However, through improved mineralogical and chemical characterisation of such materials the opportunity to develop better rehabilitation strategies arises. Microanalytical techniques including microscopy, mineral liberation analysis and laser ablation inductively coupled plasma mass spectrometry (ICPMS) allow for improved tailings characterisation – but the challenge posed by these techniques is how to use them effectively. Additionally, data sets collected by such techniques must be properly integrated, only then can they assist in the identification of the most appropriate rehabilitation strategies. A study conducted at the Old Tailings Dam (OTD) located at the Savage River Mine, Tasmania allowed for the integrated use of several microanalytical techniques to help evaluate the benefits of a shallow water cover as a potential rehabilitation strategy. Samples (n = 144) from 14 trenches and 11 boring cores (2 m maximum depth) were collected across the OTD. These were subjected to routine acid-base accounting, with a subset subjected to detailed mineralogy using a modified sulfide alteration index (SAI), X-ray diffractometry and mineral liberation analysis (MLA). In addition, representative samples (n = 6) from across the OTD were subjected to laser-ablation ICPMS to characterise the pyrite chemistry. Our results showed that tailings in the northern area submerged under a natural water cover were relatively unoxidised from approximately 1 m depth, with SAI values of 1 to 2. Tailings from the subaerial southern portion were extensively oxidised to approximately 35 cm depth (SAI = maximum 5.8), with fresher materials observed underneath (SAI = 5 to 5.8). Pyrite from across the OTD is enriched in Co, Cu and Ni. Through the integrated application of microanalytical tools, we determined that establishing a water cover of at least 1.5 m depth across the OTD is a suitable rehabilitation option for this historic site. The State Electricity Commission of Victoria (SECV) has been con- tinuously involved in the extraction of brown coal from open cut mines in Victoria's Latrobe Valley for over 60 years, but have not completed a major mine. Detailed consideration for rehabilitation at this stage has only been able to be given to overburden disposal areas. Increasing interest in rehabilitation in the 1980's led the SECV to review its existing policies and practices and to embark in 1985 on a public consultation process to establish an agreed and accepted policy. This was extended in 1986 to the consultation process for the rehabilitation planning for the Mor- well Open Cut External Overburden Dump. This paper covers the con- sultative process developed and the lessons learned by the participants.

Project Sustainability Assessment - Matching Method to Enterprise Size Sustainable development requires managing natural resources, including minerals, in a way that is conducive to long-term wealth creation and the maintenance of capital (natural, social, human, economic and physical). One aspect of the minerals sustainability discussion focuses on replacing depleted mineral capital with other forms of capital so as to ensure that the contribution of a mineral project is net positive over its life. Another, equally important, aspect focuses on selection of projects and technologies that contribute to the achievement of a variety of sustainability objectives, such as environmental protection, efficient use of resources, water and energy, worker health and safety, and the equitable distribution of risks and benefits within and across generations. Technical feasibility and relative economic performance remain necessary decision criteria for mineral investment decisions, but they are no longer sufficient. Enterprises, regardless of size, are now confronted with the challenge of comparing investment alternatives based on a new, broader set of criteria. The field of integrated sustainability assessment (ISA) emerged in response to this changed social and business environment. ISA is a structured process for examining the economic, social and environmental impacts of a project or technology. The purpose of an assessment can be broad, a strategic review of corporate behavior for example, or quite narrow, input to a specific decision process such as the selection of a piece of equipment. There are numerous methods and analytical tools available to conduct ISAs and selection of the most appropriate for a given situation will depend upon temporal focus (retrospective to prospective), decision context (strategic, tactical or operational), and phase of the assessment process (problem structuring, analysis, resolution, ex post review), among others. Selection also depends upon enterprise size and the attendant availability of financial and human resources. Large multi-national firms often undertake complex, data intensive sustainability assessments, in part because the projects they are involved in are multi-faceted, long term, and require significant financial investments. Small and medium sized enterprises are seldom able to commit the same level of resources to an ISA, and if the projects they undertake are less complicated, a time consuming and detailed assessment may be unnecessary. Regardless of enterprise size, the tangible and reputational benefits of conducting as ISA must exceed the actual monetary cost of doing so. This presentation will provide an overview of available ISA tools, categorising them in terms of their data requirements, methodology, outputs and applicability in various decisions contexts. Distinction will be drawn between situations where reasonable approximations of project impacts can be expected to provide an adequate amount of information and those for which more detailed analysis is essential. Finally, ISA strategies that have been successful and cost effective at different scales of business enterprise will be identified. This is an abstract only. The JORC Code contains a mandatory classification system for Mineral Resource and Ore Reserve estimates for public reporting. The classification is a statement of the Competent PersonÆs confidence in the estimate and an attempt to convey that confidence to the various users of the resource estimate. In general the classification process is either largely subjective, relying on the Competent PersonÆs experience, or relies on statistical measures derived from the estimation process, or is derived from an estimated level of confidence in the outcome. However, the statistical measures may not necessarily relate to the overall confidence in the resource or reserve which must take account of the confidence in the geological inputs to the estimation.In addition to the traditional deterministic interpretation and estimations adopted by geologists, semi-quantitative techniques are now available to improve the estimation of confidence while continuing to involve the Competent PersonÆs experience in the process. Methods for quantifying confidence in mineral resource estimates for advanced projects and operating mines have also been developed.Classification is undertaken primarily as a communication tool between the estimators and the other stakeholders in the process. A brief examination of the stakeholdersÆ requirements is included.

The Hodgkinson goldfield contains over 50 separate lodes which have produced 9.7 tonnes of gold from ore averaging 37 g/t. The gold-quartz.lodes are spatially separate from tin and base metal mineralisation, associated with Permo-Carboniferous granitoids in the province. Host rocks consist of sub-greenschist metamorphic grade shale, conglomerate, sandstone, spilite, chert and melange. Oreshoots average 100 x 30 x I m in Size and are contained in cross-cutting quartz. filled with steep-dipping shear zones. Mineralisation in the quartz. consists of gold with minor arsenopyrite, pyrite, galena, and sphalerite with rare calcite. Scheelite and stibnite are aSSOCIated locally but are not necessary proximal or coeval. Alteration is restricted to centimetre-scale phyllic selvedges adjacent to the veins and veinlets.Most of the lodes and vems occur within six main 1.5 x 0.25 km mineralised areas whIch may indIcate separate areas of fluid flow and precipitation. Ore controls differ m melange- and sandstone-hosted lodes but several features are common to all the oreshOOlS. Most of the lodes occur within zones of duauon that are caused by splaymg, refraction through carbonaceous shale-sandstone contacts, or by rolls and changes in strike and dip.Lithologic contacts may act as areas of permeability and chemistry contrast which focus fluid and precipitation. Tensional veins are common between parallel shear zones and curved spur veins occur both in the hangingwall and footwall of the main fissure. Intersections and contacts may have enhanced local fluid flow in many of the areas.

Orebodies in the Mt. Charlotte-Hannan's North area N. and E. of the town of Kalgoorlie provide a marked contrast to the pyritetelluride lodes of the Golden Mile, although both groups of orebodies appear to be fundamentally related.These highly siliceous telluride-free orebodies N. of the Golden Mile are closely related to strong oblique faulting. The Golden Mile lodes, while possessing an apparent overall relationship to the oblique faults also have a close relationship to E. dipping strike faults.INTRODUCTIONThe Mt. Charlotte-Hannan's North area lies N. and E. of the town of Kalgoorlie and is separated from the Golden Mile by the Golden Pike fault. The orebodies discussed lie in an area approximately 3 miles long by 1 mile wide (Fig. 1).The area includes the site of the original discovery of gold in the Kalgoorlie district in 1893. There have been numerous mining operations over the years, the bulk of the production coming from two orebodies, Mt. Charlotte and Hannan's North. These have provided approximately 900,000 tons of the 1,100,000 tons of ore mined in the area.Production to date from the principal orebodies in the area has been as follows.1. Hannan's North orebody, 582,000 tons of ore for 275,000 oz of gold2. Mt. Charlotte orebody, approximately 230,000 tons for 75,000 oz3.
