The Government signalled its intention in the Economic Statement on 17 December 1987 to improve the fairness of the taxation system and to facilitate the process of economic adjustment by: removing tax concessions that benefit some taxpayers at the expense of other taxpayers,ensuring that those who can afford it shoulder their fair share of the tax burden,securing a revenue base which will provide sufficient resources to maintain effective social services,reducing artificial protection and concessions that discriminate against some sectors, and encouraging confidence through an economic environment with a medium-term orientation. The Government has clearly stated to all sectors that tax preferences will be phased out and businesses need to look inwardly to their investment policies if they are to survive in an open economy. This paper will address the effect of these Government objectives on the taxation structure for all forms of mineral exploration in New Zealand. The present tax structure will firstly be analysed, in particular setting out the tax advantages available to the industry. The effect of changes to the tax system within the recent past which relate to mineral exploration will then be examined. Finally the paper will address the question of possible future changes, particularly in the light of Government's intention to move towards a tax system which does not provide an advantage for any one sector of the economy.

Two small coral islands in the Pacific Ocean, situated close under the equator, and formerly classed among the Line Islands, have, during the last three or four years risen into prominence owing to the valuable deposits of phosphate of lime discovered on them.The deposits of Ocean and Pleasant Islands are under the control of the Pacific Islands Company (1902) Limited, of London and, Sydney, and the high grade of the phosphate, together with the exceptionally favourable facilities for mining this mineral, of which there are several millions of tons on these islands, give this company advantages which enable them to command the Australian and New Zealand markets, and also to make large contracts with Japan and other countries. Both islands, as far as surface indications are concerned, are entirely constructed of coral, with phosphate on the top from the highest points to the present sea level, there being no sign of volcanic rocks, with the exception of a few pieces of drift pumice on the coast.Banaba (Paanopa according to. the Admiralty charts), also known as Ocean Island, was discovered in 1804. Geophysical surveys are currently being carried out over mineral prospects all around the Pacific Rim. Many of these surveys are successful in locating mineralisation in porphyry intrusives, mesothermal environments, and epithermal vein systems. A number of examples of surveys in Indonesia and Papua New Guinea are presented, which show the successful application of various geophysical techniques to the discovery of mineral deposits on the Pacific Rim.

Observed mineral assemblages in the Mt. Lyell copper deposit can be correlated with phase equilibrium investigations in the systems Cu-Fe-S and Fe-Zn-S. The trend of crystallization (or paragenetic sequence) of the ores is reflected in a progressive increase in the Cu: Fe and metal: sulphur ratios of the assemblages. This trend agrees with the regional zoning of the district. Tentative relationships between the paragenetic sequence, sulphur vapour pressure, and temperature are presented graphically. The absence of a suitable geological thermometer prevents precise elucidation of the range of temperatures and pressures which existed during crystallization.INTRODUCTIONRecent phase equilibrium investigations of metal-sulphur systems at the Geophysical Laboratory, Washington, D.C. provide valuable information on the stability relations of a number of important sulphide minerals. This data, when applied to natural ore deposits, may be expected to clarify two special problems which confront the ore petrologist seeking to interpret observed data in terms of a particular physical and chemical environment of ore deposition. These two problems are the sequence of formation of sulphide minerals (commonly designated the paragenetic sequence) and an elucidation of the range of temperatures and pressures which existed during crystallization. The object of this paper is to make such an interpretation of the copper mineralization of the Mt. Process control limitations have led to suboptimal performance of the crushing section of Sishen MineÆs Jig Plant. The performance of the PID (proportional-integral-derivative) controller implemented during commissioning was hampered by the relatively small buffer capacity between the crushers and screens. The inability to maintain the tertiary crushing chamber under full choke conditions lead to inefficient crushing and reduced crusher product cubicity.Model predictive control (MPC) was implemented in the tertiary crusher plant in May 2012 and resulted in a throughput improvement of six per cent in its first month. The controller was further optimised and indicated a throughput improvement of 16 per cent during on/off testing in July 2012. The throughput improvement is attributable to the finer crusher product resulting from operating the crusher under full choke conditions and controlled feed rate to the tertiary crusher plant screens. The next step is to couple the model predictive controller, automated gap control system and an economic optimiser to ensure maximised throughput and value from the resource.CITATION:Leeka, E K, 2013. This paper gives an overview of the difficulties associated with determining the strength of hard rock pillars. Although a number of pillar design tools are available, pillar collapses still occur. Recent examples of large scale pillar collapses in South Africa were caused by weak partings which traversed the pillars. Currently two different methods to determine the strength of pillars are used namely, empirical equations derived from the back analyses of failed and stable cases and numerical modelling tools with an appropriate failure criteria. Both techniques have their limitations and additional work is required to obtain a better understanding of pillar strength. Empirical methods are popular and easy to use, but care should be exercise that the results are not extrapolated beyond the range of the data which were used to derive them. An example is the Hedley and Grant formula (derived for the Canadian uranium mines) that has been used for many years in the South African platinum and chrome mines (albeit with some adaptation of the K-value) to design the pillar layouts. Very few collapses have nevertheless been reported and it might even be too conservative an assumption of pillar strength in these mines. As an alternative, some engineers strongly advocate the use of numerical techniques to determine pillar strength. A close examination unfortunately reveals that these techniques also rely on many flawed assumptions. An area where numerical modelling is invaluable, however, is to study specific pillar failure mechanisms, such as the influence of weak partings on pillar strength. In conclusion, it appears that neither empirical techniques nor numerical modelling currently provide a solid basis to conduct pillar design. It is therefore recommended that both these techniques be utilised when confronted with a pillar design to obtain the best possible insight into the problem.

The C.S.A. copper-lead-zinc mine, located 7 miles north of Cobar in central-western New South Wales, is the largest known mineral ocurrence in the Cobar mining field. The generally discordant orebodies occur within a strike width of 600 ft and an overall strike length of 1200 ft. They are enclosed by the steeply westdipping, west-facing sediments of the Cobar Group, and comprise lenticular steeply north-pitching and eastdipping zones of sulphide mineralization which range in composition from massive pyrite-sphalerite-pyrrhotitegalena to less massive pyrite-pyrrhotite-chalcopyrite varieties.The thinly bedded siltstones, shales, and greywackes enclosing the mineralization appear to have derived some of their constituents from volcanic sources. They have been metamorphosed to the greenschist facies of regional metamorphism. At least two stages of deformation and folding have occurred. The first stage folded the rocks on a south pitching fold axis into their present configuration, and superimposed a strong axial plane cleavage which subsequently guided the emplacement of the mineralization. The second stage of deformation is considered to have controlled the zonal distribution of the orebodies.

Flotation tests in a laboratory flotation cell at pH 8-8.5 and other sui}plementary tests were carried out on sphalerite-quartz and sphalerite-pyrite-'quartz mixtures. Depression of sphalerite resulted vvhen the addition of copper sulphate exceeded an optimum value. Evidence that this depression was due to collector deficiency because of reaction between copper sulphate and collector is presented. It was not found possible to devise a direct analytical method suitable for .plant control of reagent addition. A possible means of control using potassium cyanide and a higher pH is discussed.INTRODUCTIONAt the Rosebery mill of Electrolytic Zinc Co. of Australasia Ltd., recovery 'of sphalerite in the zinc concentrate occasionally drops unexpectedly. Experiment in the mill and mill laboratory has suggested that one of the factors causing this may be the addition of more than an optimum amount of copper sulphate. On such occasions, an increase in the collector addition improves zinc recovery in the zinc concentrate, but only at the expense of sphalerite-pyrite selectivity.To examine the phenomenon more thoroughly, and if possible to find some means of determining the optimum addition of cepper sulphate and controlling the actual addition at this optimum, one of the authors (W. In 2005, Solid Energy New Zealand Limited obtained non-notified consent for the disposal of 1Mt of coal ash at the Rotowaro minesite, forming part of a coal supply agreement with the Huntly Power Station. The consenting of major mine site activities has historically required wide consultation and involves notification of the application.   The risk and cost associated with consultation can be significantly reduced via a non-notified process. A non-notified consenting process necessitates environmental effects to be shown to be æless than minorÆ, which requires the combination of robust science and a pragmatic approach to design, assessment of environmental effects, and consenting issues.   Key issues examined included consideration of how to practically operate a significant disposal project within the confines of an operating mine, minimising the costs, civil and geotechnical design and practical issues associated with traditional disposal. Environmental issues specifically related to the coal ash, led to a site specific performance driven approach to management rather than relying on conventional prescriptive approaches. Environmental issues of concern include the leaching of boron and aluminium from ash into groundwater and mine water management systems where both boron and aluminium can occur at elevated levels.   Coal ash exhibits unusual geochemical characteristics reflecting the primary coal composition and the combustion process. The dominant coal type combusted at the Huntly Power Station is derived from Rotowaro and the resulting ash is cementitious and has a high alkalinity. As a result the disposal design is based on the characteristics of the ash itself rather than the material into, or onto which the ash is disposed. Non-notified status was able to be achieved through consideration of these key characteristics of the ash, ensuring that the dimensions of the disposal site and each location was designed to minimise the flow of groundwater through the ash and demonstrating that the physical ash disposal effects are less than minor compared to the consented mining operation.

Stratiform lead-zinc mineralization at the Pegmont prospect occurs as a 4-6 m thick body interbedded within arkose, schist, amphibolite, and pegmatite of the Kuridala Formation in the Eastern Belt of the Lower Proterozoic of northwest Queensland.The overall structure of the body is that of a strongly crumpled east-dipping sheet. In detail it is subjected to complex and irregular deformation.Gossaneous outcrops of the mineralised body are anomalous in Pb-Zn-Ag content and have been traced, discontinuously, over about 36 km2 in a NNE-trending belt.Below the zone of oxidation, which reaches 25-40 m below the surface, the primary sulphides are galena, sphalerite, and pyrite.Drilling on a 2 km2 area near the discovery outcrops indicates fairly uniform grades of lead and zinc.Changes in thickness of the mineralised body are gradual.

The application of biogeochemical methods in mineral exploration in semi-arid to arid environments in Western Australia has been investigated in an area near Norseman.The study involved a comparison of trace element characteristics of rock, soil and plants in the vicinity of the Pioneer BB prospect, where nickel-iron sulphide mineralization occurs in a "greenstone" sequence of ultrabasic, basic and sedimentary rocks.Analyses of unweathered and partly weathered rock from diamond drill cores show the ultrabasic rock to be highly variable with respect to Ni, Cu, Co, Zn and Mn.Samples of weathered bedrock and overlying soil were analysed for total trace element contents and for the trace elements associated with secondary iron and manganese oxides. Approximately 30 per cent of the total nickel content of the weathered basic rock is associated with secondary iron and manganese oxides, compared with approximately 15 per cent in the weathered ultrabasic rock.The soil has a sufficient residual content to provide a reliable indication of the chemistry of the underlying rock. Total trace element analyses of the -89 mesh fraction show strong anomalies for nickel and copper over the mineralized zone. Important amounts of nickel, cobalt and, to a lesser extent, copper are apparently associated with secondary iron and manganese oxides in the soil.Melaleuca sheathiana (tea tree) has been used to study the relationship between soil and plant chemistry. No strong relationship between plant and rock type was observed. Analyses were made of leaves, twigs, wood, bark and roots, and all plant organs were found to have anomalous nickel and copper contents near the mineralized zone. Leaves were found to give the best contrast in the anomalous area and to show fewer erratic values than other organs. It is concluded that the uptake of trace elements by tea tree is low in the semi-arid to arid environment of Western Australia, but that analyses of the plants do reflect the presence of mineralization.

THE Talisman mine is situated on the Waitawheta (pronounced Wytaffetta) river just above its junction with the Chinemuri (pronounced Chinnemurre) river near Karangahake, NZ. The explored reef-bearing portion of the claim includes the angleformed by the junction of the rivers and extends southwards for slightly over a mile (See Plate V.). The country is mountainous both rivers flowing through precipitous gorges.The trig. station on Karangahake mountain is almost directly above the workings on the Bonanza section and is 1680 ft. above river level, the adit from the gorge giving 1200 ft. of backs measured vertically. The officers of the N.Z. Geological Survey are engaged in a detailed survey of the Waihi district and the rocks of Karangahake are under examination. The rocks of the district are andesites and dacites much altered and silicified. During the course of the major research in the Metallurgy Department of the University of Melbourne into the creep characteristics of lead and .its dilute alloys, it has been the practice to prepare the majority of test specimens from rolled strip. From time to time during the progress of the work, certain variables involved in. the rolling of the experimental ingots have been investigated. It is proposed to collect together in this paper the results of these experiments. Some general features relating to the type of deformation produced have been discussed in a previous paper.While it is admitted that the conditions prevailing through this work differ' in some respects from those of industrial rolling practice, it is felt that many of the factors investigated have an important practical significance. The Ok Tedi Project is now a high production open-pit porphyry copper mine located in the Star Mountains of Papua New Guinea (PNG). At present, total daily production is 190 000t of ore and waste. Large scale drilling and blasting has only been in operation since 1988, prior to which all material was removed by ripping and dozing. This paper reviews the steps taken over the last 12 months in establishing a more efficient drilling and blasting operation and highlights the significant reduction in powder factor. These improvements have been achieved largely through the introduction of air-bags, controlled pattern expansion and an overall focusing on the operation by involving consultants, ICI's technical service and internal departments.

This paper describes the design, manufacture and site services associated with the supply of mine hoists for the new mine under construction by Falconbridge Limited in Ontario, Canada. Two new shafts are being sunk, and the hoisting equipment at each shaft can be summarised as follows: Ventilation shaft:4.66 m diameter double-drum second-hand hoist, originally in operation at San Manuel Mine, Arizona, to be used as the shaft sinking hoist. The second-hand hoist presented a challenge in that during its previous life, the hoist had been intensively operated during service at San Manuel Mine, and this paper describes the scope of refurbishment work undertaken, both electrically and mechanically, to ensure future reliable operation, together with the requirement to meet Canadian and Ontario regulations and codes of practice. 3.05 m diameter new single drum auxiliary hoist to be used as a second means of egress. Main shaft:4.57 m diameter new double-drum hoist to be used initially as the shaft sinking hoist, and subsequently to be converted to the equivalent of a single-drum multi-rope hoist for service duties during the production phase; 5.49 m diameter new double-drum hoist to be used for skip hoisting during the production phase; and 3.05 m diameter new single drum auxiliary hoist.The new hoists are all designed to comply with SABS requirements such that hoisting with reduced rope safety factors will be possible in the future. This paper describes the principles involved both mechanically and electrically. Particular attention is paid to the conversion of the main shaft service hoist from a double-drum sinking hoist to a multi-rope hoist.This paper describes the ac electrical powertrains (drives and motors) used that eliminate the need for harmonic filters and reactive power compensation equipment since they exhibit no negative effects on the utility electrical network system. This paper describes the logistical challenges of installing, commissioning and setting to work a series of five hoists in a short time frame.

In recent years, there has had a greater recurrence of studies and projects that consider tailings filtration followed by dry stacking to reduce the consumption of fresh water, the space required for disposal, and, eventually, to reduce the costs of the project. In addition, this technique could be required to meet new environmental restrictions to extend the life-of-mine of existing plants or to enable the development of new projects, especially in areas of high social interest. This article is intended to describe the most relevant technical aspects of the design and implementation of an iron ore tailings filtering system and its final overland disposal as well as physical and metallurgical surveys, and laboratory and pilot testing. Furthermore, it is presented how these activities are inserted in the project development to rationalise the resources. The case under study considers an iron mineral wet magnetic concentration processing plant. The outcome tailings are dewatered by means of thickeners, where the overflow water is recycled back to the plant. The underflow slurry is pumped into intermediate storage tanks before proceeding with further dewatering and final disposal. The project consists of a tailings filtration plant, belt conveying systems, a temporary stockpiling system, trucking loading and transportation system, moisture-conditioning facilities (spreading and airing), and final disposal facilities (compacting). Due to the stickiness of the filtered tailings that governs the belt conveying system design, the operating moisture range must be established. Besides, proper technical aspects such as planning, executing, and analysing both the laboratory and the pilot testing data to validate process design parameters; selecting filters; defining spare filtering capacity; handling the out-of-range filtrated moisture; sizing the belt conveying system; configuring the equipment involved, must be considered.

Anglo American Platinum has adopted a strategy of Best Practice Principles (BPP) for sampling, mass measurement, analysis and metal accounting for more than a decade now. When new plants are designed, the most suitable sampling equipment and sampling protocols are implemented and material flows and plant layouts are designed around sampling strategies. A few years ago, a crushing plant for a high-grade matte stream was commissioned.The design called for the high-grade material to be crushed to 95 per cent passing 2 mm and the design allowed for a single cutter primary Vezin sampler, increments taken from a gravity flowing stream at regular intervals, whilst filling a tanker for the pneumatic offload at our base metal refinery. This was a single point of sampling and analysis that would measure the wanted output from our smelting complex and the input to our refineries. In addition, the design incorporated the functionality to collect increments in an ‘interleaved’ fashion from the Vezin sampler for internal precision checks.The metal accounting strategy for Anglo Platinum is the ongoing measurement of all inputs, outputs and stock levels for all our operations for platinum group metal (PGM) and base metal (BM) content. Included are yearly stocktakes, usually done on 1 February every year, across the smelters and refineries (at least the base metal refinery). A trend was developing in the accounting period immediately following the introduction of the new crushing and sampling facility, whereby the absolute difference between the physical stock and theoretical stock (PGMs predominantly) increased for the two respective sites on an ongoing basis. The smelter (sender) showed an increase in physical stock compared to the theoretical stock and the base metal refinery (receiver) showed that their theoretical stock increased against their physical stock. Because of this anomaly, an additional stocktake was held in September for the period in question and it was confirmed through the physical stock measurement results, that the PGM accounting problem was indeed pointing towards the evaluation of the high-grade matte stream.This paper showcases parts of the process that took place to explain the poor accountabilities for the respective sites. Previous results from the sampler ratification process (of the interleaved sampling design) were analysed again, a physical inspection was carried out on the sampling system again and the sampler performance was monitored (quality control parameters) for the period.From these investigations, it was found that airflows present inside the Vezin introduced the sampling bias and a change in sampling protocol was introduced as well as physical changes to the sampling equipment were made to eliminate the airflow and thus the bias conditions significantly. The accounting period which followed, after a phased upgrading process, showed that the accounting between our smelter and base metal refinery had been restored to within statistical limits (difference between physical and theoretical stock below five per cent relative to theoretical stock).CITATION:Kruger, C J and le Roux, E, 2017.
