Taxes have an impact on mineral resource availability in several ways. There is the obvious effect on the grades needed for mineral deposits to become economic orebodies. There are also indirect effects which can have equally significant impacts. The paper examines the appropriateness of different types of taxes in the mining industry. The effects of discriminatory taxes such as price-based royalties are described. There is a discussion on the feasibility of introducing a single resources tax to replace completely the various forms of taxes presently applied to the industry. The subtle impacts of taxes are described in a section covering the way in which apprehension over future possible changes to both the level and diversity of taxes is reflected in industry confidence. It is concluded that taxation can significantly limit the economic availability of mineral resources.

In mining industries, materials handling costs represent a significant component of the operational cost. A variety of methods have been applied in surface mine equipment selection in order to select the suitable loading system with the lowest loading operation cost. These are queuing theory, bunching theory, linear programming and genetic algorithm. Among them, genetic algorithm is a simple method and applied for preliminary selection of the loading system. In this study, gathering information from anomaly No 2 of Gol-e-Gohar iron mine of Iran, loading system (number and its capacity) has been optimised by genetic algorithm. The study results showed that two shovels 8.25 m3 are required for the removal of 60 million tonnes of overburden. After removal overburden, these two shovels contribute to the extraction of 42 million tonnes of ore with a stripping ratio of 1:1.

Teleoperation is one method by which an operator can remotely control and monitor a vehicle. The operator monitors the status and progress of the remote vehicle by watching the video transmitted from one or more cameras which are mounted on the vehicle. In the case of an LHD, it will be fitted with three cameras. For a twin-boom Jumbo, four cameras are mounted on the drill, three of which will have remote pan, tilt, 15x zoom, focus and lens cleaning controls. The advantage of teleoperation is that an operator can stand in the drive and send the remote vehicle around a corner, completely out of sight and still clearly see what is happening. This means that an LHD returns with a full bucket and a Jumbo can be operated from a safe distance. Standing in the drive teleoperating vehicles, exposes the operator to passing traffic including the remote vehicle. There are two solutions to this problem. One is to equip the operator with a Nautilus æBuddyÆ jacket which will help to protect them from all vehicles. The other is to move the operator into a safe room or area, away from the fumes, the noise and the traffic. In this comfortable, less stressful environment, the operator will be more productive and less likely to accidentally damage the vehicle. The operatorÆs æsafeÆ room does not have to be a formal control room, it can be any area which has AC or DC power available and is large enough to contain a chair and a 1.5 m x 0.75 m table. The æsafeÆ room can be on the surface or underground, it does not matter to the operation of the Nautilus Equipment. If the LHDÆs, trucks, locomotives, etc are automatically guided from origin to destination, the operator is free to operate several vehicles at a time, performing only those tasks which are too difficult for a computer to do by itself.

Burwood Beach Sewage Ocean Outfall is being constructed by the Hunter District Water Board as part of an amplification scheme to eliminate pollution from adjacent bathing beaches. The outfall consists of a 93m vertical shaft, 1950m of 2.7m diameter tunnel with a series of diffuser outlets connecting the seaward end of the tunnel to the sea floor on a rock outcrop. The site of the work is in the Newcastle Coal Measures and the project is complicated by the proximity of colliery workings to tunnel alignment, although the colliery records provided valuable information on geological features. The location of the tunnel was determined to be in the Waratah Sandstone Formation immediately below the colliery workings after three different alternatives were considered. The shaft, which will be sized to suit contractor's construction methods and equipment, will be sunk through about 24.5m of alluvial material and 68.5m of rock. The tender documents were developed to allow the contractor considerable flexibility in construction method to suit available equipment. The specification also allowed great flexibility in tunnel construction method with minimum cross sectional area of 5.7m2 being the basis for a number of allowable alternative profiles ranging from circular to horseshoe.

The N3500 orebody is the northern continuation of the 3500 orebody at Xstrata Copper's Enterprise Mine and occurs at a depth of 1.3 to 1.8 km. At the nearby S3500 orebody, extreme deformation was observed in access drives where there was a high number of bedding planes per metre combined with either graphite or talc infill. The observed failure mechanism was largely controlled by the geometry of the inclined bedding submitted to high horizontal stresses. Due to the anisotropic strength and deformation behaviour of the shale rock mass, traditional isotropic methods of geomechanical property estimation based upon GSI are not appropriate. A numerical modelling approach, based upon the distinct element codes UDEC (2D) and 3DEC (3D), has been developed to accurately simulate the failure mechanisms and deformation observed in the initial infrastructure surrounding the N3500 orebody.

The West Coast of South Africa is well known for its placer gem quality diamond deposits and also associated with these hosts of Cenozoic unconsolidated marine and aeolian sand and gravel are significant concentrations of heavy minerals. Exploration for economic concentrations of zircon, ilmenite and rutile along the coast started in the mid-1980s. This resulted in the discovery of an inferred 1.6 billion tonne resource with a grade of ten per cent total heavy minerals (THM), which developed into the Namakwa Sands Mine, a world-class producer of heavy minerals. Several other resources, including satellite deposits proximal and distal to the mine area, extensive diamond mine dumps and present day beach placers, demonstrate the vast heavy mineral potential along the West Coast. The favourable gangue to economic mineral ratio, a higher zircon content compared to other similar deposits, relatively lower U+TH content of zircon, low slimes content and effectively pristine low chromium-manganese ilmenite of these deposits, render them attractive exploration targets. Negative factors that will affect conventional mineral beneficiation and liberation include secondary mineral coatings and the regional coastal development of several layers of superimposed duricrust. The economically attractive heavy mineral assemblage along the West Coast is the result of erosion of the proximal, gneissic Namaqualand Metamorphic Province and mature Table Mountain Group sandstone, concentration by marine and aeolian processes and preservation under arid climatological conditions over a period of more than 100 Ma.

The detection of ethylene in mined-out ‘goaf’ areas of underground coalmines is an industry standard indicator of accelerated oxidation where the coal temperature has exceeded 100°C. If uncontrolled, this naturally occurring process can lead to spontaneous combustion and catastrophic mine explosions, such as the Moura No 2 mine explosion. Spontaneous combustion trigger action response plans (TARPs) typically use the detection of ethylene as a trigger for definite change requiring immediate reaction, which can include the withdrawal of coalmine workers.Following the completion of sealing of longwall goaves at Crinum North Mine, ethylene was often detected in trace quantities. These trace quantities were below 1 ppm and detected via the bag sampling regime, with the use of a gas chromatograph. Any ethylene detected in these instances was not associated with increased quantities of carbon monoxide to conclusively indicate a heating within the sealed area.Ethylene was only detected in a newly sealed goaf and would not remain present for a period following the sealing. As part of the longwall recovery process, the predominant roof support mechanism during the recovery was the use of timber cribs. It was decided to investigate the possibility of this timber generating ethylene.Preliminary tests were completed by placing timber specimens from several species of Australian native hardwoods in gas bags in air. A number of standards and guidance materials currently exist to assist equipment designers. The ISO process, however, is a formal process and change often lags behind technology development. In some cases, this may result in weak or ineffective standards that need to be written in general terms to accommodate future technology developments, meaning some standards may only establish minimum requirements and not be overly helpful to equipment designers, in particular when designing for workforce diversity and inclusivity. By contrast, advisory information as issued by various mining regulatory bodies is able to respond more quickly to changes in technology. Standards do however have a safety and productivity focus providing design consistency between equipment manufacturers, a basis for auditing purposes, assistance in mining regulation and compliance, and in the development and application of safety management systems. As an example of challenges facing equipment designers, ISO3411 (2020) provides data approximating the 5th, 50th and 95th percentile of the ‘earth-moving machinery operator population’ for numerous static dimensions relevant to the design of earth-moving equipment. These data are then utilised in ISO6682 (2020) to provide recommendations regarding the location of controls. Attempting to utilise the data provided in ISO3411 (or other sources of static anthropometric data) creates further challenges for equipment designers, in that reference percentiles is problematic for design purposes. There is no ‘5th or 95th percentile operator’ as individuals vary along each dimension (Robinette and Hudson, 2006). Although dimensions have some degrees of correlation, when multiple dimensions are considered, the range of individuals which fall within a given range on all dimensions reduces substantially. For example, only about 82 per cent of individuals in a population will fall within the 5th to 95th percentile ranges for both height and weight. The more dimensions are considered, the smaller the range of people who actually ‘fit’ the description.

WMC Resources Ltd has been involved the development and trialling of an automated load haul dump vehicle system since 1997. This paper describes the introduction of the system into the Olympic Dam Operation and its performance compared with existing manual loaders. In certain situations the autotram loader will outperform the manual operation, particularly on the longer distances. There were no personnel injuries associated with the operation of the system during the testing period.

A new crude ilmenite beneficiation process was recently proposed that allowed for the preparation of a smelter grade ilmenite from ilmenite with elevated chromium content. Magnetising roasting was not utilised in the process. As part of this circuit an ilmenite low susceptible reject stream was produced that had a low magnetic susceptibility. In this article a magnetising roasting process was investigated to beneficiate this material. Tests were conducted on material produced by pilot scale simulations on a typical South African East Coast heavy mineral reserve. The results obtained were compared to those published in literature for crude ilmenite. The small-scale experiments were used to define approximate operational limits for the oxidising roasting of a low susceptible ilmenite low susceptible reject stream, although industrial roasting conditions may differ significantly from those obtained in laboratory units. In a next phase these results will be confirmed on pilot plant scale.

This data is intended to provide a quantative cost comparison of one 40 800 kg. pull down rotary blast hole drill versus two smalter drills in the 18 100 kg. pull down class. While this cost analysis is affected by blast design, this paper is not intended to be a treatise on blasting theory and therefore places more emphasis on costs than on blast design. All costs, prices and production rates in this paper are estimates and should be used for comparison purposes only. The drills are sized in order to maintain a production rate sufficient to stay ahead of a dragline that is excavating in an average overburden (sandstone and shale). The large drill will use 270mm bit and penetrate at a rate of 0.012 m/s (scheduled basis). The small drill will use 170mm bit and penetrate at a rate of 0.010 m/s (scheduled basis).

The Mt Keith Mining Alliance operates a fleet of large capacity hydraulic face shovels and more than 40 X 240 t capacity haul trucks to deliver annual production in excess of 40 Mbcm per annum. The Mt Keith Nickel mine is currently operating at a depth to 300 m below surface with a planned final depth of the order of 500 m. As is the case with any large open pit managing the health of the workforce on continuous shift operations is of critical importance to achieving outstanding safety and production outcomes. Fatigue management at Mt Keith is effectively managed by the personnel operating the mining equipment, with assistance and understanding of the management team and supervisors. The program has been driven through the introduction of Fatigue Champions and a comprehensive management plan that includes education, individual health plans and the use of new technologies. Mt Keith has been instrumental in trialling new technology which assists in monitoring fatigue in operations personnel. Insight into these developments is provided in the context of the overall fatigue management plan. The field trials of the OptAlert(TM) system and how it assists in measuring fatigue is explained. The implications for individual operators and the context for a fleet wide approach to fatigue management is also discussed. Mt Keith has recently completed the second phase of trials with the result that this new and exciting technology is being considered for adoption globally across BHP BillitonÆs open pit mining operations.

When Kalgoorlie Consolidated Gold Mines (KCGM) purchased its fleet of 18 CaterpillarÆs dump trucks in 1999, as part of its change to owner operated mining, five CaterpillarÆs Computer Aided Earthmoving Systems (CAES) were also commissioned on Komatsu PC8000 hydraulic shovels and Caterpillar D10R bulldozers. Since then the CAES system has been installed and operational on Komatsu PC3000 hydraulic shovel, CaterpillarÆs D10R dozers and Cat 994 front-end loader while Cat 854 wheel dozer has been fitted with CAESbasic. This investment in advanced machine guidance and control technology has proven very beneficial over the years for the Super Pit with improved safety and increased operating efficiency and productivity. The paper brings into focus how the CAES system adaptation in unique mining conditions assists in production gain, equipment operatorÆs safety, flexibility and independence, personnel removal from hazardous areas, acquisition of operational information and improvements in mine planning and design, benefiting the entire mining operation.

The 2 Moz Vogue mineral resource is a recent discovery at the Sunrise Dam gold mine (SDGM), lying approximately 600 m vertically below the Sunrise Dam open pit. Unlike most other lodes, which are dominated either by steep vein sets or shallow high-strain (shear) zones, it lies broadly in the hinge of a folded felsic porphyry body, where it cuts intermediate volcanic lavas and volcaniclastic rocks and is not specifically concentrated at a lithofacies contact. The mineralisation is controlled by a complex interplay of moderate to shallow, west-dipping high-strain zones that are transected by irregular and discontinuous high-grade, north-west-, north–south- and east–west-trending breccia sheets that initially caused problems with attempts to model broad domains. However, by combining the structural controls and styles with the distribution of gold, arsenic, sulfur and antimony, we have improved opportunities for scheduling, extracting and processing the most appropriate material considering the current mining and processing constraints.The early delineation process for the Vogue lode revealed a significant mineral resource for the SDGM, coupled with the recognition of some potentially difficult downstream implications for mining and processing. The ultimate success of mining at Vogue will be a consequence of combining standardised data collection and geological modelling techniques with the results of the novel innovative techniques applied at an early stage of the project.Innovation (in the truest sense) drives change and application to deliver efficient and effective outcomes. Initial data generation and interpretation in lodes above Vogue provided a sound geological model based on strong structural foundations, leading to ideas that could be tested and validated by stress inversion analysis and modelling simulations. Geomechanical modelling simulations, based on the structural analysis, then provided an insight into both the structural and fluid evolution of the system and highlighted target areas. This promoted support for deeper drilling and sampling, which lead to the discovery of Vogue.With additional data, the structural model for Vogue was re-engineered through combination with geochemical and hyperspectral analysis and detailed geological and geostatistical domaining. Initial poor results from metallurgical tests from a small batch sample refocused efforts to undertake mineral and chemical characterisation and profiling (geometallurgy) and combine this data with the composite geological-structural-geochemical model. The Australian coal industry has undergone sevenfold growth over the last 30 years and since 1985 has been the world's largest coal exporter. Three quarters of Australia's coal production is exported so its future is dependent on it remaining internationally competitive with other energy sources and other coal exporting countries. Coal is likely to increase its share of the energy market during the nine- ties as oil prices increase, new coal-fired capacity is commissioned and some form of nuclear energy is developed which is of acceptable safety standards to the community for use in the 21st century. Gas may take a part of coal's anticipated market share by the Year 2000. While coal exports will increase from China, Colombia, Indonesia and Venezuela and satisfy some of this additional coal demand Australia will also expand its export production, due to its existing advantages. The United States, Canada, South Africa, Poland and USSR seem unlikely to enjoy the same degrees of expansion and some, particularly Poland and USSR, will decline. Australia will always find it difficult to compete in the more distant markets due to levels of ocean freight, although its high quality coals will tend to partly offset such disadvantage.

Digger Rocks is one of several nickel-bearing sulphide deposits localised within komaLiitic volcanics of the Forrestania Greenstone Bell within the Archaean YiIgam Block of Western Australia. Exploration and evaluation to April 1990 have delineated a resource, at a nominal cut-off grade of 0.5 per cent Ni, of 1.9 Mt at 1.1 per cent Ni within a lensoid sulphide body which strikes NW, dips 50°SW, and occurs at a depth of 30 - 110 m below surface. There has been no production from any of the Forrestania nickel deposits to-date. The deposit, comprising both disseminated and massive sulphides, has maximum dimensions of 400 m strike, 115 m vertically and 90 m true width. Generally the massive sulphides occur at the base of the disseminated sulphides, on or close to the base of the Digger Rocks dunite. The two main massive sulphide lenses have maximum dimensions of 120 m strike, 75 m vertically and 16 m true width (northern lens) and 60 m strike, 25 m vertically and 4 m true width (southern lens). The average grades of the massive and disseminated sulphides are 5.9 per cent i and 1.2 per cent i respectively. The massive sulphides generally have sharp hangingwall and fOOlwall contacts and display strong internal grade anisolropy.The massive sulphides are mainly within the supergene zone and consist of violarite, pyrite and marcasite. The disseminated sulphides are mainly within the primary zone and consist of pentlandite, pyrrholite, pyrite and minor chalcopyrite. Alteration zones, up to six in number, are complex in detail. The sulphides are capped by an average of 30 m of sub-economic, leached, siliceous, oxidised material.A genetic model for the deposit is described which places Digger Rocks in Category 2 (sulphides in large layered dunite bodies) of the latest classification of komatiitic nickel sulphide deposits in the Yilgam Block of Western Australia by Hill and Gole (1990).

Driefontein Gold Mine together with Kloof Gold Mine and Beatrix Gold Mine forms part of Gold Fields South Africa. Driefontein Gold Mine is situated near the town of Carletonville, 50 km south of Johannesburg, in the Gauteng Province. The 4 Shaft East complex comprises of the 4 Main Shaft and the 4 Subvertical Shaft. The main shaft is 9150 m in diameter and was sunk in 1984 to a depth of 2000.5 m. The 4 Subvertical Shaft is 7320 m in diameter and was sunk during 1985 to a depth of 3006 m. Full production was, however, only reached during 1988. Intensive mining is currently being done between levels 28 to 42. In 2002 a decision was made to start mining the shaft pillar, situated between 32 and 33 level in the subvertical shaft. Intensive studies showed that with selective mining scheduling the total mineÆs life could be lengthened by nine years if accessed timeously. The higher grades present in the shaft pillar can be mixed with lower grades from the same reef band presently mined 1500 to 2000 m away from the subshaft pillar area. The shaft pillar comprises 50 per cent of the remaining ore resources available. However, no provisions were made in the initial phases of the shaft development to extract the shaft pillar. Grades between 4300 cmgt to 2500 cmgt relating to 23 and 14 g/t are present in the shaft pillar and an estimated 50 tonnes of gold can be produced from this pillar in the period from 2007 to 2015. The pillar extraction is the key to DriefonteinÆs long-term gold profile. Every geological feature possible is represented in this to-be-mined pillar area. The pillar around the shaft is a complex structure featuring hard and soft lava, sedimentary structures/plane parting that moves against each other, quartzite capping, etc. Replacement of services and secondary support systems were designed, modelled and put in place. The original steelwork was not designed to cope with the various stresses and movements, which are expected once the extraction process is started. Existing shaft steelwork was used as far as practically possible. The principal behind the design was that the steelwork would be totally disconnected from the shaft lining over its total length of 132 m in the area of the reef intersection. This will allow the steelwork to move independently from the geological structures surrounding it, allowing a certain degree of distortion of the shaft lining, moderate twist and tilt to take place without interfering with hoisting operations.

Geotechnical investictations and monitoring have been integral to development of the Porgera Gold Mine. The steep, unstable terrain has required a program for monitoring of slopes and foundations which includes survey stations, borehole inclinometers and piezometers. Case studies of the Maip Pass landslide, Yakatabari land-slide, Anawe Plant Site CIP pond excavation and batter, and a load test study for mine waste dumps are presented.Monitoring is needed to ensure that geotechnical risk is kept to a minimum. A vigilant program will be required for the life of the mine.

This work presents the fundamental properties of CITIC magnetite concentrate and its performance in pelletising and sintering. CITIC concentrate has been widely used in pelletising to produce pellets for blast furnaces. It is also used in sintering to benefit from its sintering performance. CITIC concentrate has excellent balling properties owing to its size distribution, particle surface properties, large specific surface area and balling index, leading to strong green pellets and product pellets. When used in sintering at appropriate levels, sinter bed permeability improves, productivity is increased while coke consumption reduces, and sinter strength improves.
