"Most of VictoriaÆs rivers and aquifers are already fully allocated or reaching full allocation. In regions without a well-established water market, access to water entitlements to facilitate new development is limited. In areas with established water markets, mine developers face an undue cost burden in circumstances where they are only planning to consume a fraction of the water entitlements that they purchase. The challenge for water managers is to ensure protection of water resources and other water users without creating an unnecessary disincentive for those types of developments that return most of the water that they take from water sources. The opportunity for development of a mine is explicitly linked to a particular location and must be developed where a resource is located or it cannot be exploited at all. Regulatory arrangements that facilitate development may have a positive impact on economic development, particularly where water availability is a potentially limiting factor. Net volume licensing has the potential to allow increased economic outcomes through improved licensing of access to water. Net volume licensing differs from traditional water licensing in that it authorises access to water on the basis of ænet useÆ rather than æthe gross volume takenÆ. This paper asks under what conditions net volume licensing is likely to be feasible and effective. In particular, the paper examines the information and accuracy requirements to allow net volume licensing decisions to be made. This work is based around five case studies in Victoria that were used to examine the potential for net volume licensing for mines and quarries. Assessing a potential net volume licensing arrangement requires the regulating authority to have an understanding of the inputs and outputs of water to a site. In contrast, assessment of take and use licences consider only a single input. It was concluded that the conditions that lend themselves to net volume licensing include: well understood water inputs and outputs, including appropriate accuracy of information where the location of site water inputs and outputs are the same where the timing of extraction and discharge can be managed to minimise impact on the water resource.A key remaining challenge is establishing an accounting framework that allows net volume licensing under current water resource limits. Exploration, including research, has fuelled the enormous expansion of the Australian mineral industry in the last three decades. Analysis of success and failure in exploration and research has therefore potentially powerful lessons and messages which may be used to influence the future shape and direction of the mineral industry. Research has been an integral part of organised corporate mineral exploration since its beginnings in Australia in the 1930s. In corporations, the activity generally called project generation or new project development is the main expression of exploration research but mostly it goes unidentified and poorly documented except perhaps when a successful discovery is made and reported on. The competitive nature of exploration means that extended and detailed analysis of corporate exploration research across the industry is impossible to achieve.

This paper points to the timely importance of commencing a centrally recognised perpetual collection of mineral specimens in the Northern Territory which has as one of its objectives the collection and preservation of Northern Territory minerals of scientific, educational and heritage value. Currently in the Northern Territory there is no government department or institution that has a resourced coordinated state-wide objective to collect and document collectable mineral specimens. Specimens held in storage by the Department of Mines and Energy and the Museum and Art Galleries of the NT are not catalogued and owe their existence to fortuitous circumstances, not as a result of a planned systematic scientific approach to mineralogy. Northern Territory mineral species and unique specimens have and will continue to be driven to extinction while no central and active, recognised repository exists. This situation persists despite the fact mineral production is the Territory's largest income earner. The paper presents the arguments that hopefully will assist decision-makers to commence development of a state mineral collection lodged within an appropriate institution in the Northern Territory.

After considerable input from the mining industry, the Canadian Securities Administrators (CSA) finalised National Instrument 43-101: Standards of Disclosure for Mineral Projects. This Instrument, which became law across Canada on 1 February 2001, applies to all technical public disclosure on mineral projects and requires all technical disclosure to be based on the work of a æqualified personÆ (QP). While the QP is quite similar to the Competent Person in Australia there are important differences when it comes to all disclosure. This paper will summarise the main areas in which the Instrument introduces major changes to Canadian disclosure standards on mineral projects including the role and responsibility of the qualified person; the increased requirements to file technical reports; the incorporation by reference of the October 2000 CIM definitions of resources and reserves and additional rules governing written disclosure of scientific and technical information. In October 2001, eight months after the implementation of NI 43-101, the CSA compiled a list of frequently asked questions (FAQs) and CSA responses to assist mining industry participants and their advisors in understanding and applying NI-43-101. This document has been well received by industry. The CSA plans to update the FAQs when further guidance is requested. Two industry committees have been established to provide the CSA with technical advice on the application of NI 43-101. As recommended by the Ontario Securities Commission/Toronto Stock Exchange Mining Standards Task Force, the CSA has established an external industry advisory committee û the Mining Technical Advisory and Monitoring Committee (MTAMC) û to monitor the application of NI 43-101 and advise the CSA on industry and professional developments. The role of the CSA-Canadian Institute of Mining, Metallurgy and Petroleum (CIM) Working Committee on Reserves and Resources is to ensure that the future changes and updates to the CIM Standards can be efficiently and effectively incorporated in NI 43-101. During this first year, the Canadian securities regulators have seen an improvement in the quality of disclosure on mineral projects, which will increase investor confidence in the industry.

Measurements from an old survey are being machine processed as a pilot project in the development of a computer-assisted method of structural mapping in shield areas. The key element in the system is a field data sheet which requires the geologist to determine a textural hierarchy in each exposure. The pilot system is limited to orientation analysis and utilizes a prior textural analysis, but this would not usually be a problem in utilizing the system ab initio for exploration. A data processing system of this general type offers promise of considerably increased productivity of field geologists by reducing compilation time and improved technical supervision through centralization of processing, and would make structural analysis an economically viable tool in mining exploration and development.

The range of environments which control the level of ground support required vary greatly in terms of rock type, rock structure and the mining method used. At the operating mines visited during this review the level of ground support was such that incidence of rock-fall- related accidents were rare. It was also found that methods existed to support most of the conditions encountered. The main problem areas were weak rock, major geological structures, areas of heavy jointing, high development density and areas affected by high mining-induced stresses and blasting. With stope support the level of success was much lower than that achieved in development; the larger spans and more rapid changes in geometry of open stopes compared with cut and fill stoping (where cables were originally used) led to significant problems. Before a useable design method for cable support of stope walls and pillars can be obtained the precise failure mode of the walls and pillars, and the interaction of the support and the rock mass must be investigated.

A key driver to the success of a tunnelling project (the project) is the management of hydrogeological risk. The hydrogeological risk, if not managed, may cause significant impacts on the overall performance of the project. Impacts may include groundwater quality impairment due to contaminant transport and acid drainage from disturbed geology to groundwater, and groundwater lowering. The groundwater lowering and quality impairment may cause tunnel failure, with consequences such as injury to humans, as well as reduced property and environmental values, potentially costing millions of dollars to sponsors of the project. Depending on the nature of the contaminants and level of hydraulic connection of bedrock fracture along the length of tunnel, the contaminant transport may reduce structural strength of the tunnel due to corrosive action of contaminants such as acid drainage. The groundwater lowering can lead to varying degrees of ground settlement, posing threat of tunnel collapse. The management of hydrogeological risk includes:detection of potential pathways for contaminants into and around the tunnel,identification of factors responsible for the lowering of groundwater, and development of strategic measures to control groundwater lowering and contaminant transport. The paper presents an in-house hydrogeological risk management model named Vedanta-THRM (tunnel hydrogeological risk management). The model uses Risk Management Standard AS/NZS 4360:2004 (Standards Australia, 2004), Pressure State Response framework developed by Organisation of Economic Cooperation and Development, and Interaction Matrices. The Vedanta-THRM identifies important characteristics, processes and events of potential hydrogeological risk and develops control measures for managing hydrogeological risk throughout the life cycle of the project. The Vedanta-THRM was applied for a project in the early stages of planning and found to be useful in assessing, evaluating and reducing the hydrogeological risk in a managed approach that potentially increased the performance of the project. The application results also provided management options for use by project sponsors and insurance industry, which included tunnel risk financing options and options for equity investors to choose among various returns under different tunnel credit ratings.

Mined-out limestone/aggregate quarries in Japan contain many high and enormous pit walls. Many precious resources are abandoned in these final pit walls. In addition, there are many mines which are located in or near populated areas in Japan. Utilisationof the potentially useful under- ground space at mined-out sites is a topic relevant to the practice of surface mining. This paper describes and discusses the concept of underground space utilisation and tunnelling systems, referring specifically to geotechnical/ tunnelling parameters.

The geology of the area studied is briefly described, together with the prospecting methods used in the search for copper, lead, zinc and uranium ore bodies.Four prospects, Mt. Corella, Yanasinga, Lawlor's and Greenmount, which were diamond-drilled, are described in detail and geochemical results are discussed in relation to the mineralization found. Copper anomalies were found wherever intrusive rocks were mapped, and showed a much closer relation to geology and mineralization than did the predominantly lead and zinc anomalies.Geochemical prospecting aids in the overall mineral search programme because of its speed and economy, as it helps to pinpoint areas worthy of detailed geological examination. Geochemical anomalies are a guide to favourable zones but may not indicate the presence of ore.INTRODUCTIONDuring 1953-55 the National Lead Company of New York carried out a search for minerals in an area south and west of Cloncurry (Fig. 1) in rocks of Precambrian age. After reconnaissance mapping, a number of prospects were chosen for closer examination by detailed geological mapping and geochemical sampling, and from these prospects, five sites were selected for drilling.This paper records the salient features of the exploration programme and discusses the geology and geochemistry of four of the prospects-Mt. Corella, Yanasinga, Lawlor's and Greenmount. Practically all the prospects examined showed high zinc "anomalies" or "dispersion" trains. Greta, Mt. Corella and Lawlor's prospects showed some copper anomalies and, to a lesser extent, lead anomalies. In particular, Greenmount exhibited striking copper anomalies.

Mine management is often expected to make rapid evaluation decisions at different stages of projects based on limited and uncertain data. The challenge is exacerbated by having to distil technical complexity into a financial model that is usually designed to produce only one or two key indicators, eg net present value (NPV), internal rate of return (IRR). Mining is a complex environment with many sources of uncertainty ranging from sampling to economics. In order to optimise investment decision-making, an appropriately structured evaluation framework must be utilised. An evaluation framework should be designed to encapsulate and integrate the complexity across the evaluation cycle, ie sampling, resource estimation, mine planning and treatment, and financial and economic modelling. This complexity is diverse and ranges from sampling support, scale effects to understanding the impact of variability, uncertainty and flexibility on operational efficiency and economic viability. These complexities, combined with time and capital constraints, usually do not allow all facets of evaluation to be integrated into the model. The model must strike a balance between simplified estimation techniques and sufficient incorporation of aspects of the project that will make a material difference to the investment decision. This paper demonstrates the impact of the scale of measurement on the valuation of a mineral project. Comparisons are made between global estimation averages using a top-down approach and local estimates using a bottom-up approach. Three sampling campaigns were conducted on a virtual orebody to compare the relative NPV accuracies. Stochastic forward models were run on foreign exchange rates and are compared with the results from a fixed foreign exchange rate model.

The completion of the first two open hearth furnaces in the new No. 2 open hearth plant at Port Kembla will increase Australian production of steel by 350,000 tons of ingots per annum.The paper gives an outline of the essential features of open hearth design and auxiliary equipment required to operate the two modern open hearth furnaces at present being installed.INTRODUCTIONThe increasing demand for steel required by Australian secondary industries led to the decision to construct and operate No. 2 open hearth plant at Port Kembla. Two basic open hearth furnaces of the most modern design are under construction and it is anticipated that these units will be commissi.oned in September 1956. Australian steel capacity will thereby be increased by approximately 350,000 tons of ingots per annum.PLANT LAY-OUT AND CONSTRUCTIONIn the design and lay-out of this plant the emphasis has been on efficient material handling with simplicity of design and operation. Overseas methods were studied and these studies, together with experience gained at Newcastle and Port Kembla open hearth shops, enabled this plant to be built to a standard which compares favourably with any other in the industry.Initially two furnaces, each of 2,75 tons capacity, have been built, but provision has been made in. the design and lay-out to enable expansion to six furnaces.The location of the new plant in relation to the existing units will be noted in Fig. 5. EGAT Mae Moh Lignite Mine in Thailand produces about 16 Mt of lignite annually from open-cut mining. The coal is used to generate 2400 MW of electricity. In the near future, however, the coal must be extracted from underground at 400 - 500 m deep from the surface. The problem is the thickness of the coal seams. There are two coal seams that are about 25 m thick with 20 - 25 m of interburden between them.In order to investigate thick seam mining systems and propose a new mining system in ultra-thick coal seams in Thailand, a joint research group was established by Japanese and Thai researchers and mining engineers in early 2009. This paper describes conventional underground mining systems and underground coal gasification for thick coal seams and discusses the applicable coal mining systems to this mine. Then, this paper proposes an innovative underground coal mining system for thick coal seam, ‘eco-friendly underground coal mining system which consists of the utilisation of flyash and CO2 storage’.

The conclusions reached by den Tex after a study of the fabric of some rocks from Broken Hill have been used to support the epigenetic hypothesis for the origin of the ore, first by Edwards (1959, p. 70) and then by Stillwell (1962, p. 131) in his criticism of Segnit's (1961) views. Den Tex claimed that the petrofabric study provided "independent evidence that the ore, at least in its present form, post-dates all events of a diastrophic nature in the area concerned".Repetition of this claim by Edwards and by Stillwell and the lack of any criticism of den Tex's work for more than three years implies its general acceptance by geologists in Australia. Therefore it appears necessary to examine parts of den Tex's paper in detail to show that his, conclusions are unwarranted. The major weaknesses in his study are that1. the petrofabric study was inadequate to warrant any major conclusions, and2. the petrofabric data allow alternative conclusions.Den Tex made a single visit to the field, collected six carefully selected specimens and presented quartz and· biotitepetrofabric diagrams for two specimens, quartz-diagrams alone for three more and included three diagrams of the orientation of c-axes and fractures in one specimen. It is not reasonable to come to firm conclusions about the origin of such a complex area as Broken Hill on such inadequate data, despite den Tex's claim (p. 87, lines 22 and 23) that "a thorough investigation of the quartz-fabric of the wall rock was undertaken".Den Tex's interpretation of each diagram is open to criticism, and alternative (and to my mind, preferable) interpretations may be made. The geological features of the destructive plate margins of the southwest Pacific favour the formation of porphyry type deposits. The major controlling factor favouring the formation of gold-rich deposits of this type is a dense crust. This results in shallow intrusion of large magma bodies beneath andesite stratovolcanoes. Where the intrusives have near vertical sides, the comparatively low temperature of transfer of volatiles from the solidifying melt favours the partitioning of gold into bubbles of volatiles. They reduce the viscosity and density of the melt, resulting in the upward movement of a mineralised melt. With the drop of pressure with upward movement the bubbles separate into a two phase mixture, triggering freezing of the mineralised melt and the formation of a gold mineralised stockwork.

THIS has been a much-neglected branch of engineering. With the majority of industries labour is the chief item of trouble and expense. Anything that will reduce trouble and increase efficiency is well worth considering. It is only of recent years that any attempt has been made on a scientific basis to improve conditions sporadic attempts having been made from time to time, privately and by law. Some have been successful, others unsuccessful not necessarily the fault of those who initiated the ideas, though naturally mistakes were made in some cases for want of experience, but those whom it was desired to benefit were not always prepared for the change, and by their distrust hampered schemes instead of assisting them.Man power is generally more expensive than machinery, though there are exceptions, such as when a small amount of work has to be done in a place where machinery does not exist, and it would not pay to instal any or where labour is cheap, and skilled workmen are scarce as in some tropical countries. When machinery is first introduced it generally causes the suspicion that it will deprive men of their work. It may cause men to vary the conditions of their work, and in some individual cases, when men are unable to conform to changed circumstances it may result in a certain amount of hardship; but, after all, the less competent must not hold back progress for the general good. Industrial Minerals production in New Zealand is limited in both quantity and range, but imported in quantities that make New Zealand the world's biggest consumer per head of population. The use of industrial minerals is assured as both population and standard of living increase regularly. But to develop these minerals in the New Zealand environment requires the mineral, or its market (both local and export), to have characteristics that negate the remote geographical location. This paper focuses on two sites in the Mount Pleasant - McCormacks Bay area of Christchurch where residential development has taken place either within or immediately adjacent to former quarries for the extraction of volcanic rock. At the Quarry Road site less overburden was dumped on adjoining land around the turn of the century, and c.1980 dwelling and related construction took place on approximately 6 m of relatively loose fill material without the recognition of its presence or geotechnical characteristics. Subsequent settlements led to abandonment of a swimming pool and the underpinning of the 3-storey architect-designed house, whilst litigation brought by the owner resulted in findings of negligence against both the architects and engineers. At the Tramways Quarry site the Council approved subdivision of the former quarry area in the early 1980s without requiring any geotechnical evaluation of batter stability or related issues. During development it became apparent that significant blast damage had occurred to rock faces, necessitating a variety of remedial measures, and that waste materials had been dumped down faces without regard to long-term stability. Both case studies confirm the requirement for careful documentation of former quarry sites by territorial local authorities as part of their administrative function, and for detailed engineering geology and geotechnical evaluation of such areas prior to any residential use of the land.
