The Work Health and Safety Act 2020 (WA) (WHS Act; DMIRS, 2020) and associated Work Health and Safety (Mines) Regulations 2022 (WA) (WHS Regulations; DMIRS, 2022), supporting guidance materials and other laws, such as the Sex Discrimination Act 1984 (Cth) (SD Act), have imposed new duties on every person or business conducting an undertaking (PCBU) in Western Australia, including those operating in the mining industry. These laws and associated guidance materials combine to require owners, operators and contractors to discharge positive duties and better report and manage psychosocial hazards in the workplace. For mine operators, there is a positive duty to not only identify and eliminate hazards relating to psychological harm, sexual harassment and gendered violence at work, but to also report incidents to the safety regulator that could result in serious harm, even while internal and police investigations are ongoing. Traditional mines safety teams are navigating the evolving frontier of psychological and gendered safety as the duties relating to psychosocial safety and sexual harassment at work continue to expand. This paper will review the legal obligations on PCBUs to conduct internal investigations into critical psychosocial incidents and gendered violence on mines, whilst balancing the demands and sensitivities of investigations by the safety regulator and police. There are emerging approaches to safety investigations that can aid PCBUs in managing their investigations of psychosocial incidents and gendered violence, including trauma-informed investigation techniques, collaboration with psychological experts and the use of limited legal privilege. Well managed and sensitive investigations can foster trust amongst workers, result in improved incident reporting by workers and lead to enhanced safety outcomes for the resources industry whilst preserving the legal positions of involved PCBUs. Specifically traversing the new duty to consult, cooperate and coordinate, this practical session will arm mine managers, safety professionals and human resources professionals, from mine operators and mining contractors alike, with tools and processes to bring to safety investigations, particularly on residential mine sites.

Many existing computer planning programs for the mining industry focus either on big mining enterprises with a high production rate or on smaller operations for high value minerals. Big mining enterprises, like the hardcoal company `Ruhrkohle AG' in Germany have their own R&D departments which develop powerful computer programs for planning purposes, partly in co-operation with mining universities. However, there is a remarkable number of small- scale mining operations which are either not able to buy expensive hard- and software or don't have the skills for the operation of extensive software programs. Partly there is also a trend in using rule of thumb calculations rather than computer programs which need a lot of - partly unavailable - data. For this reason a computer program was developed which does not need expensive hardware and software and which can help the planning engineer in the selection of a limited number of possibilities. Until this time the planning engineer established two or three different cases and calculated the results with a pocket calculator. This could last some hours or even some days. Now he or she can use the computer program with a normal PC to compare the cases. All activities are menu-driven. The basis for all, calculations are fixed and variable costs as well as average performance for special activities. The paper gives an example for a possible planning situation in fluorspar mining (originally this program was developed for the fluorspar enterprise Lengenfeld in Germany). It shows the initial situation, the main structure of the program, the input logic and the results. Benefits, limits and possible extensions of the program are discussed.

The Olympic Dam smelter facility processes copper concentrate feed using direct-to-blister smelting technology to support the current site production rate of 225 000 t/a copper. The metallurgical control of the Olympic Dam smelter is largely managed from a single central control room. Control room operation and management is therefore a key function in ensuring safe and reliable operation of the smelter, including identifying and initiating control of abnormal events. As part of a consolidated smelter reliability improvement program, a team consisting of process and control system engineers was formed. The teamÆs charter was to address and resolve the alarm flooding issues being faced by the control room technicians and the lack of an up-to-date base of supporting functional documentation. The project was successfully resourced with WorleyParsons metallurgists, Citect PLC technicians and the on-site technical team. Implementation was conducted over a 12 month period with the goal of achieving best practice alarm levels. The goal was achieved through a systematic process of alarm design review that analysed every configured alarm versus best practice design standards. Innovative concepts such as group-based alarms, first-up interlock displays, graphic only alarming, alarm help and alarm shelving were developed and implemented in conjunction with improved alarm masking. Total configured alarms were reduced from 20 000 to 5000 while the alarm rates were reduced from in excess of 200 alarms per hour per controlling technician to best practice levels of less than 12 alarms per hour per controlling technician. Completion of this program has provided a firm foundation for implementing further control optimisation and was a key activity in supporting sustained smelter reliability levels.

Accurate measurements of the moisture content of iron ore have increasing importance in modern mining operations. Knowledge of the moisture content allows process control actions to be carried out to ensure that the moisture is within prescribed limits, whether this is ensuring sufficient moisture to be above the dust extinction limit or that the moisture level is below the transportable moisture limit for sea shipments. Additionally, controlling moisture within desired limits can allow for greater throughput of iron ore by limiting the amount of water transported. There are a range of options available for operators wishing to obtain moisture data, though there are few demonstrated and proven devices that are able to provide real-time analysis of the full bed-depth of material. Scantech’s through-belt moisture systems are able to accurately analyse the full bed-depth of conveyed iron ore in real time using its unique microwave transmission technology, providing valuable data for operators. Recent advances in these systems have overcome errors associated with the highly attenuating nature of iron ore, particularly for large conveyor belts and deep ore. Furthermore, analysis of different ore mineralogy and its effect on the accuracy of moisture analysis has been examined and quantified. This paper discusses some of these recent results, demonstrating achievable accuracies in spite of changing ore mineralogy. Accident prevention in industry is a task as important to the ultimate result of an undertaking as efficient machines, good tools or trained operatives. In fact, like many qther phases of industry today, "Accident Prevention" or "Safety Organisation" has developed in this century, to a degree that is now acknowledged as an integral part of industrial thought and planning. This has not always been the case, as the following snap-shot picture of the past illustrates.The Broken Hill Proprietary Company recently celebrated at Whyalla the Jubilee of the opening of the Iron Knob Tramway. On that occasion a dinner was tendered to the pioneers, and in talking to the Writer of the early days one of the old gentlemen present could not refrain from recounting some of the accidents he had seen or experienced.Several such incidents were recounted at length, after each, the old fellow would say, "An' there weren't no safety officers or compensation in them days".The Broken Hill Proprietary Company Limited was a pioneer of safety in Australian industry and considerable success has followed its activity in this connection; the accident rate of the steel industry now compares satisfactorily with that of any other industrial undertaking. A measure of 'the success of the safety organisation, is, that in recent years, despite extensive construction programmes at various centres, and despite a heavy labour turnover, a decreasing accident rate has been maintained. Martabe gold and silver mine is situated in northern Sumatra and comprises several deposits in steep terrain that are required to be developed in the optimal sequence for the best possible Net Present Value (NPV) return on the project. In addition, the waste from the excavations is a by-product to be scheduled and used for construction of the tailings storage facility (TSF). These plans need to be aligned to ensure the tailings can be contained relative to the production rate. The TSF embankment construction includes potentially acid forming (PAF) waste that needs to be progressively sealed and rehabilitated to meet the closure requirements of the future.The mine is situated approximately 3 kilometres north of the township of Batangtoru in a seismically active zone between the off-shore subduction zone and the trans Sumatran fault. The mining operation currently includes two open cut pits with a third in development stage, an integrated TSF and dualpurpose valley-fill type waste rock storage facility (WRSF) and TSF embankment. Mine waste is used in construction of the WRSF / TSF embankment, including PAF waste rock, which needs to be scheduled for optimal use in construction activities in a manner that mitigates future acidic and metalliferous drainage (AMD) risks (Pearce and O’Kane, 2017).The Life-of-Mine (LOM) plans must satisfy both optimal pit development to maximise NPV and suitable delivery of waste for effective TSF construction matching the rate of rise of tailings, and consider AMD management, progressive rehabilitation and ultimately effective sustainable mine closure. Gravity Leaching of high-grade gravity gold concentrates, such as Knelson Concentrates, with the ACACIA Reactor represents a new generation of concentrate treatment methods. The ACACIA Reactor is a complete packaged plant for the maximising of gold recoveries from gravity gold concentrates. This paper will introduce the process technology and provide process results from the Porgera ACACIA Reactor installation. The advantages of the ACACIA Reactor are many, and justification for installation has been varied. The typical advantages of the process include: increased recovery of gold from the Knelson Concentrate; no return of high-grade table tails, often grading several thousand g/t, into the mill circuit; reduction in tails grades of slow leaching gold; reduction in the requirement for operating staff by the removal of the manual tabling process and replacing with a fully automated treatment system; improved security by removing the tabling step where operating staff come into direct contact with visible gold; improved health and safety, by the removal of the treatment steps for the table concentrate, which often include operators handling corrosive chemicals and the production of sulphur and arsenic compound fumes; and improved metallurgical accounting, by allowing daily head grade calculations. The ACACIA Reactor was developed by Anglogold for Union ReefÆs Gold Plant and has been in production for over two years, and has proven to be a low cost, high recovery, mechanically reliable method for the processing of gold concentrates. Such has been the success of the plant, there are now four full installations of the processing plant, including Anglogold Union ReefÆs, Anglogold Sunrise Dam, PACMIN Carosue Dam and Porgera Joint Venture.

Post a serious heating event underground, and at the direction of the State Mining Safety Authority, a mining company needed to demonstrate the use of cutting-edge technology to mitigate future events. Yokogawa were contracted to provide a turnkey solution to help the mine achieve this objective. The solution was to use a fibre optic-based Heat Detector that will allow entry into and around the mine considering the potential volatility of the environment, also the need to redeploy as mining activities moved underground and more boreholes are added. Industrial strength fibre optic cable and a robust connector system was chosen to achieve this goal and give the customer the ability to send cable down boreholes of up to +1 km and continuously monitor the temperature ofunderground roadways. Being able to re-deploy the cables into different boreholes and link borehole temperature measurements gave insight into all areas on the mine. The machines deployed on-site were the Yokogawa DTSX1 heat detector incorporating the Ramen Backscatter principle. Being of a robust construction and a low power consumption device, it was easily included into the portable monitoring trailers designed by the customer and built locally.

The goal of the life-of-mine plan is to ensure that while the site is left safe, stable and non-polluting, the landscape is such that optimal use can be made of the site post-mining and closure. However, in the face of evolving shareholder expectations and the current international economic climate, numerous mines are ceasing operations and moving into a care and maintenance phase. These changes bring with them a high degree of community concern, not only about the potential legacy of closed operations, but also those mines that continue to operate.While mines across Australia are committed from the earliest planning stage to develop clearly defined post-mining land use and landform objectives, broader expectations related to these objectives may change and evolve during the life of the operation. This is especially the case where a mining operation has a project approval where the land use objectives are aligned to land capability and land use commensurate to that which occurred premining. The permeability coefficient is an essential parameter for the study of seepage flow in fractured rock mass. This paper discusses the feasibility and application value of using readily available RQD (rock quality index) data to estimate mine water inflow and grouting quantity. Firstly, the influence of different fracture frequencies on permeability in a unit area was explored by combining numerical simulation and experiment, and the relationship between fracture frequencies and pressure and flow velocity at the monitoring point in fractured rock mass was obtained. Then, the stochastic function generation program was used to establish the flow analysis model in fractured rock mass to explore the relationship between flow velocity, pressure and analyse the universal law between fracture frequency and permeability. The concepts of fracture width and connectivity are introduced to modify the permeability calculation formula and grouting formula. Finally, based on the on-site grouting water control case study, the rock mass quality index is used to estimate the mine water inflow and the grouting quantity. The results show that it is feasible to estimate the fracture frequency and then calculate the permeability coefficient by RQD. The relationship between fracture frequency and RQD and the relationship between structure surface frequency and permeability follow an exponential function. The calculation results are in good agreement with the field monitoring results, which verifies the rationality of the calculation method. The relationship between the rock mass RQD index and the rock mass permeability established in this paper can be used to invert the mechanical parameters of the rock mass or to evaluate the permeability and safety of the rock mass, which is of great significance to the prediction of mine water inflow and the safety evaluation of water inrush disaster management.

Coal exploration and mine planning now use all the modem techniques to indicate geological hazards to a new or developing coal mine. Drilling, seismic and other sophisticated geophysical methods aim to increase the reliability of prediction of features which will inhibit mine development. But do they?. During the past 40 years, geological investigations for coal mines in New South Wales have ranged from the general observations of Eric Rudd, in the Southern Coalfield in the late 1940s to the very detailed examinations of roof strata by John Shepherd and others in the 1980s. Then, the large scale regional relationships between sedimentary and structural features often were ignored as the minute examination of seam roof strata became fashionable.

Gas drainage has been practiced for many years mainly for safety reasons in various countries in Europe, in the U.S.A., the U.K. and Japan. Legislation has been developed to control the production, transport- ation and utilisation of methane and associated gases. Gas drainage is now being carried out at some Australian Collieries, but as this is a new venture little specific legislation is available. This paper briefly describes the drainage methods and legislation applied overseas, gives a brief history of gas drainage in N.S.W. and indicates the deficiencies of the present legislation. It outlines the approach to new legislation which will deal comprehensively with gas drainage operations and utilisation in New South Wales.

Complex sulphide ores are characterised by complex texture of the valuable minerals. Any assessment of the performance of differential flotation circuits treating such ore should include analysis of the effects of poor liberation of the valuable minerals. Selected samples were taken from balanced size by size surveys of the flotation section of a concentrator treating an ore body containing fine grained galena and sphalerite in a matrix of iron sulphides which is mostly pyrite. liberation measurements were made using the QEM*SEM system on four or seven size fractions. The measurements indicated that less than 40 per cent of the galena and less than 60 per cent of the sphalerite in the flotation feed was liberated. The final concentrates were largely composed of composites of valuable minerals and iron sulphide however there was a small but significant fraction of liberated iron sulphide. Using the sized mineral flows obtained from the original balances and the liberation measurements, a satisfactory liberation balance was obtained. This enabled the effect of liberation on the flotation performance to be examined; not only for the entire circuit but also in the rougher, scavenger and cleaning sections. In the zinc circuit the effect of a regrind mill could be assessed. Recovery of galena in the lead circuit was limited by the recovery of composite lead particles. Recovery of liberated galena exceeded 95 per cent in all size fractions while the recovery of composite galena exceeded 85 per cent below 38 ¦m but fell sharply above 38 ¦m. Examination of the behaviour of the liberated and composite galena in the various sections of the lead flotation circuit revealed high recoveries of both liberated and composite galena particles in the roughing and scavenging sections but very low recoveries in the final two cleaning stages. Similar trends to those observed in the lead circuit applied in the zinc circuit although the performance of the liberated sphalerite also fell off at sizes greater than 38 pm in this case. Thus the zinc recovery was limited by the flotation of both the liberated and the composite sphalerite. The effect of regrinding was to increase the recovery of sphalerite mainly by reducing the amounts of sphalerite in less liberated sizes rather than by increasing the liberation of the sphalerite within a given size Fraction.

The continuous copper drossing process operated at Port Pine since 1962 has had limited copper removal capacity as determined by a maximum tolerable Cu/S ratio in feed and the level of sulphur in blast furnace bullion. Recent process development has been to overcome these limitations to meet increased copper throughput requirements. A sulphur addition system was developed and installed in August 1987. The system has capacity to increase sulphur input by over 150%, meeting the increased copper capacity requirement and also allowing independence from the upstream process for sulphur supply. Developments in process understanding have been applied within the limitations of the existing furnace design with a 10% increase in the maximum tolerable Cu/S ratio.

The Mt. Morgan mine, located 36 km SSW of Rockhampton, Qld at Lat. 23¦38' S, Long. 1500 22'E, is hosted by a Middle Devonian sequence of acid volcanic rocks and sediments. The Upper Nine Mile Creek (UNMC) prospect, 14 km SE of the Mt. Morgan mine, is in an ap- parently equivalent sequence of rocks. The Late Devonian Mt. Morgan Tonalite separates the two areas. The Mt. Chalmers mine, located 27 km NE of Rockhampton at Lat. 23¦ 18' S, Long. 150039'E, is hosted by the Early Permian Berserker Beds. These three volcanogenic massive sulphide deposits show pronounced similarities in their host rock lithologies and stratigraphic-struc- tural settings.

A short overview of the research program of SveBeFo, Swedish Rock Engineering Research, which was founded in 1993 is first given. Then four recent and ongoing projects in rock blasting and explosives engineering are presented in greater detail: 1. Burn Equations for Commercial Explosives. 2. Blast Damage in Contour Blasting. 3. The Role of Gas Pressure in Pit Wall Damage. 4. Fragmentation of Aggregate Rock. The goal of the bum equation project is to be able to control the energy release from explosive charges to the desired part of the expansion curve of the reaction products under various rock conditions. SveBeFo's work has reached the stage where a burn equation for a lab emulsion has been established which can model the influence of charge diameter on the VOD and detonation front curvature in a cylindrical charge quite well. This work now continues with other emulsion recipes. In the blast damage project the goal is to develop techniques and recommendations on how to minimise the blast damage in construction blasting. The project has gained extensive practical knowledge from the blasting of more than 200 holes in a granite quarry under controlled conditions. The cracks in the rock surrounding the contour holes have been cut open and measured. The influence of factors like charge concentration, decoupling ratio, hole and charge size, VOD and time delay in initiation have been investigated. A simultaneous initiation of a group of contour holes with EDD detonators is quite superior to single hole blasts, even when they are timed as closely as 1 ms.

For deposits where a full assay suite of elements/oxides is available and where several variables are critical to the evaluation of the deposit, it is desirable for the estimated block values of all elements/oxides to sum to 100 per cent of the weight per cent. This is difficult to achieve in practice and the estimation methods used need to be designed to minimise bias of the key elements/oxides by ensuring that block estimates are consistent with the individual assays and that the estimated totals are as close as possible to 100 per cent.This paper presents a case study of two domains within a magnetite hematite deposit, one with a high level of drilling classified as Measured and one with a lower density of drilling classified as Indicated. Several estimation methods were tested to evaluate their ability to maintain consistency of the proportions of each element/oxide and sum to 100 per cent. The following methods were evaluated: ordinary kriging, co-kriging, inverse distance and min/max autocorrelation factors (MAF) all as implemented in the Geovariances Isatis software.The comparisons showed that the MAF method produced the most robust estimates in terms of block totals and that grades and tonnages at the reporting cut-off were not significantly different between methods. At an individual block scale all methods produce artefacts that are less than desirable but can only be remedied by additional drilling.CITATION:Kentwell, D, 2015. Tailings operations are inherently reactive as operations personnel continuously contend with a concentrator reject feed (tailings) transient in physical and engineering properties, which places a constant constraint on capital and operational spending. It requires a unique skill set to manage the prescribed distribution of tailings under unenviable conditions. Enter the tailings operator, an oftenundervalued commodity and untapped resource that can provide benefits beyond the rigors of dayto- day operational support. Experience consistently demonstrates that skilled and committed operators can serve a vital function in the safe construction of a tailings storage facility. It takes a village to raise a tailings dam. An important part of this process is establishing a culture of operational accountability and ownership. Operator development training is nothing new. However, we find that many of the intrinsic operator skills are left unexploited, and an operator's experiential knowledge base and creativity are commonly overlooked and underutilized. With proper training and guidance, these skills can be harnessed, contributing to safe dam operations. Operator engagement, when properly facilitated, provides tangible benefits ranging from improved tailings engineering properties to reduced closure costs. One important benefit is helping transitioning tailings management from reactive to proactive. There are many processes involved in the reactive to proactive transition process. One element of that process includes engaging operators in the tailings management process and facilitating legacy ownership. The core of operational legacy ownership is measured and described using five-stage operator engagement rubrics. Levels of operator engagement are presented with a description of the incremental benefits of each stage. An important part of legacy engagement is providing the tools to operators necessary for managing the tailings. Therefore, the approach identifies specific methods used by operations personnel to control tailings distribution and in-place properties. The end goal of leveraging operator engagement is to facilitate committed ownership and transition tailings management from an inefficient, reactive process to an improved, cost-effective, proactive practice.

Nautilus Minerals (Nautilus) is a sea floor resource exploration and development company focused on developing the Solwara 1 Project, a copper-gold sea floor massive sulfide deposit in the territorial waters of Papua New Guinea, for which it holds a mining lease and associated environment permit.During the environmental impact assessment and project development phase, Nautilus completed a number of hydrodynamic modelling exercises in order to predict the nature, volume and extent of the plumes likely to be generated by the sea floor mining tools and return water discharge at the sea floor.The modelling was conducted using the suspended sediment fate model (SSFATE), developed by the United States Army Corps of Engineers and RPS APASA engineering consultants. The SSFATE model was originally developed in order to predict and manage dredging plumes, and has since been adapted for deep ocean sea floor mining. The model uses a Lagrangian approach to remove the limitations of grid resolution, and simulates far-field effects of sedimentation plumes by assuming that the average transport and turbulence associated with currents are dominant over the initial turbulence at the release point. The random walk procedure utilised in the model tracks particle size classes as they disperse and settle, and also takes into consideration any re-suspension that may occur following settlement (RPS APASA, 2014).CITATION:Grogan, R, 2016.
