A sustained drop in the grade of Mount Isa lead-zinc-silver ore occurred in mid 1980. It was decided to increase concentrator throughput from 200 000 to 240 000 tonnes/four week period to maintain budget metal production. To achieve this increase whilst maintaining acceptable grinding and flotation performance, crushing plant final product size had to be reduced from 100%-13mm to 1000-11.2mm. The goal in the crushing plant was to achieve a 20% increase in throughput with a 20% decrease in the top size of the product. This was achieved by operational changes to improve plant availability and optimisation of the existing crushing and screening equipment Performance.

There exist several legislative provisions in N.S.W. which work together to control surface subsidence due to extraction of coal by underground methods. The important ones are the Coal Mining Act, Coal Mines Regulation Act, Mine Subsidence Compensation Act and Dams Safety Act. In addition, there are guidelines laid down by the Chief Inspector of Coal Mines for mining under and in the vicinity of tidal waters and the ocean. There are also conditions of coal mining leases and conditions of approvals given to undertake various methods of mining which stipulate further controls. The legislative provisions and relative controls are designed to minimise surface damage, ensure safety , of major public utilities, control- surface land use and compensate damage caused by subsidence as a result of coal mining operations. They aim at balanced and responsible development of our valuable coal resources consistent with adequate safeguards to surface improvements and natural features. The paper discusses in detail these legislative provisions and the mechanics of their operation with a view to emphasising the fact that underground coal mining operations are undertaken responsibly and in a planned and rational manner for the overall benefit of the community. Further, the paper aims to demonstrate the need for legislative measures and conditioning of mining operations to keep abreast of developments in the knowledge and skills of mining and subsidence engineers and continuing improvements in mining technologies. Likewise there is a need on the part of engineers and those associated with introduction of new technologies to appreciate the requirements and existence of legislative and other measures having a direct or indirect association with surface subsidence as a result of coal mining operation.

The emerging discipline of ‘geometallurgy’ is not new but is becoming increasingly recognised as a discrete and high-value activity. Geometallurgy involves a quantified and spatially constrained approach to ore characterisation in terms of relationships to critical processing performance behaviours. A key outcome is enhanced economic optimisation of mining and improved risk management tools.Industry recognition of the need for large-scale, integrated research to support this emerging area resulted in commencement of a major ongoing initiative in mid-2005. The AMIRA International P843 ‘GeMIII’ project (Geometallurgical Mapping and Mine Modelling) is a cross-discipline collaboration involving a number of world-class research organisations supported by over 20 industry sponsors.The project is delivering integrated tools and methods which link intrinsic rock characteristics to prediction of mineral processing performance. These indices must be capable of spatial distribution in 3D resource models and incorporation into mine planning and optimisation. A key aspect is provision of new cost-effective tools and methods which can provide the large numbers of measured and estimated data points required to undertake effective modelling and spatial distribution. The integrated methodology and enabling technologies being developed through the ongoing AMIRA GeMIII project are outlined, together with implications for supporting industry best practice.

The design and construction of a 2.5 million tonne per annum ship unloading system at the PWCS export coal terminal in Newcastle, NSW, has further increased the flexibility and sophistication of Australia's largest coal export facility. The system comprises a new unloading wharf serviced by a self unloading vessel, conveyor stream and multi compartment ground level storage shed. Coal is reclaimed from this shed by the largest portal scraper ever installed under cover. The system also provides additional flexibility by receiving coal from the existing PWCS road receival to improve scheduling. The PWCS can now simultaneously handle 11 coal types and receive from rail, road and sea at almost 15000 tonnes per hour.

Today, coal production accounts for about 65 per cent of the nationÆs gross energy in China. By the year 2010, the output of coal is planned to increase to 1.65 billion tonnes and by the year 2020 to 1.9 - 2.0 billion tonnes. To meet these energy needs the Chinese coal industry is developing underground coal production on a massive scale. The new drive introduced by using direct torque control (DTC) is now proven technology for mine shaft hoisting. The drive offers unequalled speed and torque control performance as well as a low impact on the supply network by controlling the power factor to unity with a minimum of harmonics distortion.

Production scheduling is often reliant on an estimation of a mineÆs trucking capacity. While this mechanistic approach is relatively simple, it often over-estimates actual throughput resulting in under-utilisation of downstream process and a shortfall in revenue. An alternate approach has been developed that recognises the interdependency between processes in the mine production system including materials loading, haulage and crushing. This approach incorporates a heuristic model based on queuing theory that accounts for the variability in performance of individual processes and that this paper presents the results of a study comparing the conventional approach to mine scheduling with a capacity constrained model at a large open cut mine having a truck and shovel fleet. The capacity constrained model consistently predicted a lower material throughput compared to the conventional approach. Differences in throughput between the two approaches were found to increase with loading time, for example when loading time exceeded 3.9 minutes there was a shortfall of up to 40 per cent in estimated throughput. Longer travel times tended to ameliorate any differences. When applied to a mine schedule that extended over a two and a half year period, the difference was equivalent to a shortfall of nearly eight per cent in total material movement.

A 32-channel PSS seismic monitoring system was commissioned at Mt Charlotte mine in 1994, and at the time it was the first such system in Australian mines. The system continuously observes the occurrence of seismic events and locates them accurately in space and time. Mt Charlotte has a history of seismicity, with the largest event in recent years of Richter magnitude 4.3. The decision to 'go seismic' was made despite some uncertainty regarding its potential usefulness. However after the first year of operation, benefits have been realised in terms of less production downtime, improved mine safety and mine planning, and better understanding of the nature of Mt Charlotte seismicity. The seismic network has performed well, recording 550 events in its first year of operation to a location accuracy averaging ¦ 12 metres. System reliability is excellent, with very little downtime, and acceptable operation and maintenance times and costs. Observations show major distinct changes in the rate of mining induced seismicity over time periods of weeks and months. Events have tended to cluster in specific mine areas and on particular faults and structures. Case examples of pillar preconditioning, breakout around an orepass, and a major stope rockburst, illustrate the role of seismic data and the benefits it brings to safety, productivity and planning.

In 1991 the uranium spot market price dropped to approximately US$7/Ib U308, a historical low in real terms and the short-term outlook for the industry in the next five years was grim. At this time the Ranger operation was producing uranium concentrate at its design capacity of approximately 3 000 tonnes/year. The loss of two major long-term contracts owing to price and reduced power utility demand due to excess inventories meant that the company could not match production to sales. Continuance at this production level would have resulted in a rapid buildup of product inventory and the tie-up of significant cash reserves. After analysing various options, an innovative operating strategy was devised such that production and sales were approximately balanced without a significant impact on the unit production cost or a long term effect on the plant or operation. A campaign mining/milling operation commenced and approximately 40 per cent of the workforce were retrenched. Multi-skilling of all employees was a critical aspect of ensuring a successful outcome. This paper examines the strategy and reports on the success of the operation two years after the restructuring exercise was effected in November 1991.

Queensland Mines Limited operates a small uranium treatment plant at Nabarlek in the Arnhem Land Aboriginal Reserve, some 265 km due east of Darwin. It was the wish of the local Aboriginal people that the ore be treated over an eight year period and that no township be constructed in Arnhem Land. Due to these wish- es it was decided to house employees and their families in Darwin and fly the employees to the minesite for work rosters. A singleman's style camp only was constructed at Nabarlek. To satisfy the Aboriginal people's wishes all recreation time is spent offsite thus lead- ing to a roster system whereby employees spend three distinct periods of 6, 6 and 4 days on- site, broken by recreation periods of 3, 4 and 5 days in Darwin, during each 28 day period. Employees are divided into four opposing rosters, which allows at any given time for approximately half the workforce to be onsite and the other half on rest and recreation leave in Darwin. This method of staffing has generally proved to be most satisfactory although at times problems arise, in terms of both product- ion and social effect not normally encountered when operating within more conventional circum- Stances.

Point load testing for irregular rock specimens was studied to determine the relationship between tensile and compressive strengths, drill penetration rate and other rotary drilling parameters. The DH-l type point load tester was developed and more than 2 000 irregular specimens of over 60 kinds of rock from 16 mines and quarries were tested. The effects of size, shape and number of samples on the point load strength index were investigated, using regression analysis. Experiments were carried out to investigate the relationship between point load strength index and uniaxial compressive strength on 29 kinds of rock. The relationship between these values and the drill penetration rate for rotary and percussion drills is discussed.

The Northern Mariana archipelago in the W.Pacific forms a classic intra-oceanic island arc system far from the influences of continental crust. As such it offers an ideal location in which to study many of the problems of subduction-related volcanism. Radiogenic (Sr, Pb, Nd and Hf) and stable (0, S and H) isotope systems have been applied to the question of the possible involvement of components from the subducting slab in arc magmagenesis. The results contrast with earlier studies based upon limited sample suites and suggest that fluids, derived from the slab and enriched in mobile elements, substantially modify the composition of the mantle wedge and contribute to the characteristic geochemistry of arc magmas. Trace element data, including the occurrence of negative Ce-anomalies in the lavas seem consistent with this conclusion. Major and trace element variations within the arc lavas can be modelled in terms of crystal fractionation of a gabbroic mineral assemblage and mixing calculations indicate that this has the approximate composition of PLAG:CPX:MAG:OLIV = 60:25:10:5. This observation is compatible with the widespread occurrence of gabbroic nodules in lavas throughout the arc. Consideration of Rare Earth Element and phenocryst data leads to the conclusion that many of the more basic lavas may be the products of cumulus enrichment. The results of this study constitute a model for magmatic processes occurring in simple island arc systems, and may be generally applicable to other, more complex settings. The recognition of a return flux of material with 'continental' affinity to the mantle, via sediments on the subducting slab, also places strong constraints on geochemical models of crust-mantle evolution.

The SMELT-2 package is specifically designed to perform on-line simulation of smelting processes. This paper describes its application to the simulation of continuous matte converting followed by reductive slag cleaning in SIROSMELT reactors. The matte, containing 50% Cu is assumed to be produced at the rate of 20 tph in a continuous matte smelting furnace such as an Outokumpu Flash Furnace, Noranda or Sirosmelt reactor. Two alternative fluxing strategies in the converter are examined, namely: ò conventional silicate slags, ò calcium ferrite slags, and the flow sheets associated with each strategy are discussed. A regular solution model is used in the present study to account for the variations in the activity coefficients of components in the slag.

Mineral exploration conducted over a wide area of the State during the period 1960 to 1973 has resulted in the discovery of a number of significant deposits. Base metals, particularly copper, have been of prime interest while, more recently, the search for uranium and coal have assumed import- ance. Expenditure of $27.6 million by companies during the period under re- view has located 580,000 tonnes of cop- per, 370,000 tonnes of zinc, 350,000 tonnes of lead, 24 million Kg of uran- ium oxide and 2,500 million tonnes of coal. A variety of other metals and non metallic and industrial minerals have been investigated in a diversity of geological environments.

In the late 1970's Western Mining Corporation, Exploration Division considered the purchase of a major multi-element spectrometer as an adjunct to our existing atomic absorption spectrophotometers. The analytical work proposed for the unit included barium, uranium and rare earth elements from Olympic Dam, uranium, sulphur, vanadium and strontium on Yeelirrie type deposits, major element and whole rock analysis, multi-element analysis of samples from the laterite, chromium and manganese exploration programmes and tin and arsenic analysis. These were all analyses that were not readily or easily performed by flame atomic absorption or were where we expected that a simultaneous multi-element instrument would be an advantage. Also the turnaround times for the commercial laboratories was considered unacceptably long for some determinations. Other factors, important when considering the spectrometer were the ability to ensure confidentiality of results and the ability to assign our own priorities and not to have to rely on commercial laboratories. The two techniques considered were X-ray Fluorescence Spectrometry and Inductively Coupled Plasma Optical Emission Spectrometry. The decision was made in favour of the ICP unit for several reasons. The ICP fitted in with our existing methodology, ie samples digested for atomic absorption or colorimetric techniques would also be suitable for ICP analysis and vice versa. The technique was suitable for water samples and for major element analyses and for rare earth elements. X-ray fluorescence spectrometers were installed at the Kambalda and Belmont laboratories and would be available to us for routine checking and for elements not suitable for ICP analysis. The final consideration was price. ICP was considerably cheaper than XRF.

Commercial pelletizing commenced in 1955 to agglomerate very fine concen- trates which could not be fed directly to the blast furnace. Extensive develop- ment has taken place and is continuing. There are now three main heat hardening processes in use. Plants are operating, or under construction, throughout the world capable of producing in excess of 125 million tons per year of pellets from concentrates or direct mined orefines. The Whyalla Pellet Plant, which commenced production in May 1968, is examined in detail to illustrate the general principles of pelletizing. This plant converts high grade iron ore fines into high quality pellets at a rate in excess of 2 million tons per year.

Microorganisms have been used throughout history for the benefit of mankind with some of the earliest applications being in the production of fermented foods and beverages. Reactions involving inorganic substances such as metals, sulphur and sulphide compounds were hardly ever used until the early 1900s when it was discovered that Thiobacillus ferrooxidans was capable of promoting the oxidation of metal sulphides in ores. Today, it is widely recognised that biotechnology has great potential in the minerals industries, particularly in such areas as the leaching of low-grade ores of metals such as copper, gold and uranium; removal of heavy metal ions from process streams and from liquid process wastes; and in the desulphurisation of high-sulphur fuels. Although widespread commercialisation of mineral biotechnology has not yet been achieved, it is estimated that by the Year 2000 mineral biotechnology will have a significant impact on the minerals and metal industry and will probably account for tens of billions of dollars worth of annual production world-wide. This paper examines the actual and possible future applications of biotechnology in the minerals, metal refining and fossil-fuel processing industries. Firstly, the important chemical (and biochemical) principles involved in bio-dissolution of metals from ores and solid wastes, and in bio-accumulation of metals from process and waste solutions are reviewed, including leaching practices - past, present and future. Microbial desulphurisation of coal, and microbially-enhanced oil recovery are also discussed. The practical aspects of genetics and genetic engineering, the types and characteristics of those microorganisms important to mineral biotechnology, and the current research trends are reviewed as well. Mines in Queensland are transitioning to the progressive rehabilitation and closure plan (PRCP) framework. Mine operators are required to select and justify appropriate and viable post-mining land uses (PMLUs) following consideration of the surrounding landscape, community views and the objectives of local and regional planning strategies. The new approach offers opportunities for considering innovative PMLU options and collaborative use of post-closure mine assets, such as infrastructure (power, road/rail, buildings), dams and residual voids. Consideration of regional planning strategies will require a shift in thinking as mine closure is regulated and planned on an individual site basis and selection of PMLUs are commonly considered from this perspective. Planning at regional rather than site-specific scale offers strategic advantages, including the ability to align PMLU selection with the regional context and stakeholder aspirations (which could foster sustainable outcomes); address cumulative environmental and socio-economic impacts; consider options that are only viable at scale (ie across larger geographic areas); establish more extensive and connected ecological habitat corridors; reinstate larger expanses of functional agricultural land; and optimise regional resources (Hattingh, Williams and Corder, 2019). This paper presents the findings from a multidisciplinary project that identified PMLU options within Queensland’s four mining regions: the North-west Minerals Province, North Queensland, Bowen Basin and Clarence-Moreton and Surat Basin (Figure 1). To enable spatial analysis at the appropriate scale and to accommodate geographic diversity, North Queensland was divided into three geographical ‘focus areas’ – Weipa, Charters Towers and Tablelands. Delineation of the areas captured most of the mines within the wider region as well as regional characteristics and features.

The current Queensland Government’s rehabilitation guidelines for post-mining landforms present a hierarchy of preferred outcomes for different areas within the mine site (see Figure 1). Within all areas, restoration of a ‘natural’ ecosystem is clearly prioritised as the preferred end land use, although it is not a mandatory practice. Beyond the official guidelines, there is also an implied preference for renaturalisation echoed in most environmental impact assessments and closure plans (Lamb, Erskine and Fletcher, 2015). In practice, however, ecosystem restoration does not extend to construction of a realistic topographic form, largely rejecting the ‘natural’ aesthetic implied by ecosystem restoration in favour of adopting a functional aesthetic in deference to standard engineering criteria.This presentation argues that the established disconnection between actual and implied landform aesthetics is indicative of a wider problem around end landform planning. It contends that such disconnects are the result of the impact of competing ‘ways of seeing’ (Bradley and Kearney, 2007) the same landscape, and reflect the struggle between, and inclusion of, these differing perspectives within the planning process itself. We propose that recognition of the complexity of landscape perceptions is key to improving post-mining landscape outcomes, and the misalignment between land use values and landscape aesthetics can be addressed by establishing an overarching framework for landscape preferences. As such, we outline the reality of stakeholder landscape preferences, and present a critical response to current planning practices within the life-of-mine (LOM).CITATION:Hine, A and Erskine, P, 2016. As a basis for my address to you tonight I thought it might be opportune if we considered the great history of the mineral industry in Australia, and the contribution it has made to the development of the country. While it is perhaps interesting to review the achievements of the past there is also the opportunity to examine the developments of the future.The names generally given to the three periods of man's life on the earth-the Stone, the Bronze, and the Iron Ageand to which should perhaps now be added the Atomic Age, imply the vast importance of the progressive steps in 'man's discovery of minerals and the means of working them. They tell the story of his advance from the flint knife to the bronze celt, and then to the keen-edged iron weapon, and now to the possibilities of the peaceful application of atomic energy. Not only have the stories of gold, iron, copper and tin told a great deal of the history of the progress of mankind, but they have also traced the commercial and industrial growth of Australia over the last century.Gold in the 1850's was responsible for the most significant period of immigration Australia has ever had-when the population almost tripled in the ten years to 1860. Minerals were also responsible for opening up Australia and determining the pattern of settlement. As mineral finds were made, railways were constructed to these fields, then agricultural development followed.Then, as the industrial era started, minerals provided the raw material for Australia's rapid industrial expansion, and they have all contributed to the extent that they have made...
