The objective of a mine planning exercise is to plan a safe mine that maximises net present value (NPV) for the project. Two primary elements are key to design of a mine plan optimised to maximise profit: selection of an optimised production rate and selection of an optimised equipment fleet. Both depend upon accurate estimations of capital and operating costs for the equipment and for the life cycle of the mining operation. Once a trial production rate is determined, a primary equipment fleet, ie excavators, haulers, and blasthole drills, can be determined based on material characteristics and haulage distances and gradients. An auxiliary fleet, dozers, road maintainers, service trucks, etc can be determined using less rigid productivity criteria. With an equipment fleet determined, operating and support personnel can be assigned based on shift requirements and equipment operating needs; and material and supply requirements can be estimated. Knowing the areal dimensions of the major equipment items, road widths and repair shop dimensions can be determined. Personnel numbers and supply requirements determine the square metre sizes of offices, change rooms, and storage facilities. Reliable sources of capital and operating unit prices and costs for all these items are referenced in the paper. Once preliminary capital and operating cost estimates are calculated by applying unit costs to equipment, personnel, material and supply needs, potential profit can be tested using DCF techniques. An optimised mine plan can then be determined by testing the potential profitability of multiple mine production rates. Because of the economies of scale, full capital and operating cost estimates must be completed for each production rate in order to produce meaningful comparisons.

Reliable evaluation of in situ stress is an important phase in the analysis and design of underground excavations, particularly for evaluating the stability of underground structures to prevent failure or collapse. A technique for the estimation of the full stress tensor based on acoustic emission (the Kaiser effect) is being developed and trialed at the WA School of Mines. The result obtained compare well with the standard over-coring method. The advantages of the technique are that it is relatively cheap, non-time consuming and is applicable to in situ stress measurements at depth in remote regions.

The increasing pace of modern mining makes constantly greater demands upon the several contributing departments of rock breaking and transport, and rock-drilling, as the spearhead of attack, has received a great deal of attention with respect to both machines and steels. By a series of mechanical improvements, combined with the application of selected heat-treated alloy steels, the rock-drill has now been developed into a machine capable of rapid drilling and long service under severe working conditions. As a factoryproduct made under strict metallurgical control it is as foolproof as, say, the modern automobile, and, like its prototype, it can be kept in efficient operation by a minor amount of attention during use and by periodical adjustments and replacements.The same cannot be said, unfortunately, of the drills with which the machine is supplied; in conventional mine-shop practice these are made of the best tool steel shaped and heat-treated under the poorest of metallurgical conditions.The crudities of steel-shop practice have, in fact, always prevented the full exploitation of the steels available at any time, and even at the present day the general standard of treatment offers a contrast with the quality of the steels which moves the metallurgist to amusement, despondency or outrage, according to his temperament. Nevertheless, the tendency persists to meet the increasing demands of the rock-drill primarily by the use of still better steels, and secondarily by improvement, of the steel-shop practice. Athird type of development is the introduction of factorymade tools in the form of detachable bits and rods. High intensity stirred milling using the IsaMill has been the enabling technology for many projects by transforming the economics of fine grinding and simplifying circuit design. IsaMill grinding technology was originally developed for large-scale grinding to P80 sizings of 7 ¦m. The IsaMill is a high throughput, high efficiency mill that produces sharp product size distributions in open circuit configuration. The ability to grind in an inert environment, using a wide variety of media types, can give further metallurgical and economic benefits. The high energy intensity results in a small footprint that enhances the ability to distribute grinding power throughout the circuit, applying grinding energy to the minerals that need it. Recent scale up developments in IsaMill technology have enabled the benefits to be extended to large-scale conventional grind sizes, until now the domain of ball and tower mills. This paper will examine the crossover of IsaMill technology from ultrafine applications into the more conventional grinding area (P80 20 - 150 ¦m). Scale-up developments in IsaMill technology that have enabled this are reviewed. The upcoming commissioning of a 3.0 MW M10,000 IsaMill, the most powerful to date, grinding to P80 55 ¦m at PPL in South Africa will be discussed, as will the recent commissioning of a 2.6 MW M10,000 IsaMill at Kumtor. Recent testwork at McArthur River, where an IsaMill is being considered as an addition to the primary grinding circuit to replace the current tower mill will be reviewed. The potential combination of HPGR and IsaMill to transform concentrator grinding economics will also be discussed. Large-scale IsaMill technology has the ability to transform circuit design and energy efficiency for both coarse and fine grinding.

The requirement of the residue for underground filling.Originally the conditions in this district varied mainly in the position of the mill, some mills having an elevated site with plenty of dumping space for the time being, whilst others had a flat site, and very little dumping space near at hand; but in most cases the residue discharged was in the form of filter-press cakes, suitable for conveying on belts, or in trucks, and stacking in a high clump; and, while a portion of the residue was used for underground filling, the dump was regarded as a valuable asset, to be re-treated later. In the past two and a half years, over 40 000 metalliferous mining and related services personnel have been trained through an Australian Generic Safety Induction system. This is almost half of AustraliaÆs metalliferous mining related workforce. This remarkable industry acceptance and delivery of safety courses is supported by Acacia Resources, Great Central Mines, Homestake, Newcrest Mining and WMC Resources, amongst hundreds of other mining, exploration and major contracting and services companies. MARCSTA; the Mining and Resources Contractors Safety Training Association (a pro-active not-for-profit self-help group of 24 major contracting companies) developed this generic safety induction. MARCSTA set out to find the æcommon groundÆ necessary to help address the evident safety problems and cost of re-training that were plaguing development of an internationally competitive and productive export industry. The incredible expansion of Australian mining during the decade fuelled a need for out-sourcing, resulting in much larger numbers of contractors on-site. At the same time, changes within Australian legislation, community expectations and the development of huge fly-in/fly-out operations and widespread skills shortages led to a rapid labour turnover and a higher paid workforce. Many Australian mining houses also ran international operations, particularly in South East Asia and head hunted people across the world. The skill levels fluctuated and fell at some local operations. Employers could no longer rely on systematic in-house training of permanent employees to improve safety and productivity as workers could and often did move on. Serious discrepancies in both quality and quantity of safety induction training and work practices occurred. Repetitive, boring and ineffective safety training became an embarrassing and costly burden for companies and workers alike. Then a spate of mining deaths sparked highly publicity, workforce concern and a demand for improvement from government, unions and corporate stakeholders. MARCSTA recognised it had to develop a high-quality safety-training program to satisfy the needs of all employers and be acceptable to others within the industry. This induction system had to be flexible enough to meet differences in legislation between states and industry sectors and be portable to enable cost and time savings for the new transient workforce. Changes in the last two years as a result of evaluating and incorporating various Taskforce inquiries into underground mining fatalities later led to the development of the MARCSTA Underground Safety Induction. This logical development added to the run away success of MARCSTAÆs General Safety Induction and was seen to be essential for many surface mines that were planning to develop underground operations. There are many lessons that MARCSTA learnt during its development that Pacific and South East Asian mining operations can benefit from. The most important of these are the support of stakeholders within industry and the recognition of higher safety and health expectations from workers and government. This goes hand-in-hand with the productivity and return on investment expectations of companies and their shareholders.

Rio Tinto Iron Ore (RTIO) manages eleven mines in the Pilbara region, Western Australia. Three of these mines have previously or are currently mining black shale that contains varying amounts of pyrite. Several new deposits currently being evaluated and existing mines that may progress below water table in the future, will also encounter this waste material. The black shale presents not just an acid rock drainage risk but also a spontaneous combustion risk. This paper presents the black shale management strategy and provides an overview of the relevant activities undertaken by RTIO. The strategy can be divided into two components which firstly involve defining the risk and secondly involve managing the risk. The mineral waste management plan is used to identify specific mineral waste hazards by:geochemical characterisation of waste material,undertaking mine site specific risk assessments,characterising the receiving environment,identifying sulfidic boundaries in geological and mining models,quantifying the amount of sulfidic material in medium and long-term mine plans, anddesigning and sequencing black shale waste dumps. Once a mine exposes black shale the Spontaneous Combustion and Acid Rock Drainage management plan is used and the major activities are: regular site meetings with a representative from every group that works with black shale;compliance with safe working procedures for site specific and detailed activities;regular training;the use of specific explosives to prevent premature detonation;ongoing geochemical characterisation;acid water management, monitoring and analysis;regular internal and external auditing of procedures and practices; andclosure planning assessments and preparations (ie cover trials, geochemical void modelling, geochemical waste dump modelling). The success of this holistic strategy is evident by the awareness of personnel within the business, thorough understanding of the geochemistry and by undertaking proactive management of black shale during mining. The strategy and management plans adopted by Rio Tinto Iron Ore have activities that other mine sites with potentially acid forming material may like to consider implementing.

Unrelieved residual strains can influence the states of stress in rock masses. If cheap, stable structures are to be constructed in Tock in which large pressures are exterted by unrelieved residual strains, the pressures must be either utilized or neutralized. A photoelastic technique has been used to show that the release of residual strains in rocks is influenced by the mechanical properties of anisotropic rock fabrics. The relationships between directions of residual strain release and the attitudes of minor geological structures have been determined. For engineering design purposes it is possible to estimate the principal stress directions in rock containing unrelieved residual strains if the attitudes of such minor geological structures as foliation planes, lineations, and joints are known.INTRODUCTIONQuarry workers have long been aware that near-surface rocks may be highly stressed. In many cases the stresses are too large to be the result of gravitational loads. Dale (1923, pp. 34-35) gives many instances of deformation produced by the violent release of residual strains in quarry rocks. Coates (1963) has described powerful rock bursts and cases of rock deformation underground implying the existence of much larger stresses than are likely to result from present-day gravitational loads. The only explanation is that pressures of up to several thousands of pounds per square inch may be caused by unrelieved residual strains in rock.Instruments have been developed for measuring states of stress in rock masses. Currently, Kanieri Gold Dredging Limited operates the only large scale gold dredging operation in New Zealand. It dredges a claim in the Taramakau River using the bucket dredge 'Kanieri'. This dredge, a 'Yuba' type, was designed and built in the 1930s. On the current claim it works about 12 hectares of ground a year. Because of its design, the tailings from the 'Kanieri' make land restoration difficult. This was unimportant until it commenced its new claim ML-32-310 in 1978. The conditions, attached to this licence required it to restore the land for afforestation, the designated use fur the Crown land being mined. With the company planning to work future claims on the Grey River, it decided to undertake restoration work on the Taramakau to demonstrate its capability of establishing pasture land on tailings, a more difficult task than restoring the land for afforestation. After two years and the restoration of two blocks totalling 22 hectares, reasonable pasture establishment has been achieved. Much has been learned to date and further refinement of the techniques used will take place over the next two years. The quality of the tailings produced has improved as a result of the limited modifications possible on the existing dredge. This has been significant in achieving better results. The knowledge gained will be taken into account in future dredge design. Both the Company and its Consultant are confident of achieving satisfactory restoration of dredge tailings for pasture land.

PT. Indo Muro Kencana (PT.IMK) is gold and silver mine located in Central Kalimantan province, Indonesia. Mining activities in PT.IMK is conducted in Bantian pit area by applying surface mining method and using combination of excavator and hauler (articulated dump truck and rigid haul truck) as the transportation for ore to the crushing plant and waste material to the waste dump. Current blasting practice is ore-waste blasting. Ore-waste blasting is the term where the ore and waste rock are blasted in the same blasting process. Blasting is conducted by using nonel initiation system. By multiple pits operation, monthly powder factor is varied from 0.23 kg/t to 0.27 kg/t. Emulsion blend with density 1.15 g/cc is used as bulk explosive. At this stage, the concept of geoblast is proposed as an engineering tool for Drill and Blast engineering practice in PT.IMK. In addition, there is a need to maintain rock fragmentation by blasting, to maintain monthly powder factor, and to maintain excavator’s productivity. Next, the concept of scaled depth of burial (Chiappetta and Treleven, 1997) and the concept of blastability index (Lilly, 1986) are proposed as geoblast’s tools to improve blasting practice in PT.IMK. It is expected that rock fragmentation by blasting, explosive consumption and excavator’s productivity will be maintained by integration of geoblast and drill and blast engineering. Furthermore, the objective of this paper is to integrate geoblast and drill and blast engineering in order to create an engineering guideline in PT.IMK. Additionally, blasting trials with air decking application is proposed in order to support the geoblast’s improvement. It is planned that these blasting trials will be conducted in 2022. In conclusion, it can be seen that integration of geoblast and D&B engineering in PT.IMK is relevant to improve current drill and blast current practice and applicable to maintain rock fragmentation by blasting.

In a previous paper the author showed that silver considerably delayed the recrystallisation of lead after cold work. The effect of antimony on the rate of recrystallisation of distorted lead was studied next, and the experiments performed, and the results obtained, are described in this paper. Electrolytic lead was used as a standard of comparison.It was also used to make the lead antimony alloys.This electrolytic lead contained 0.0005% total impurities.It was prepared from commercial lead by fire refining, followed by electrolysis and finally by vacuum casting. The process was described in the previous paper and the description need not be repeated here. PREPARATION OF LEAD - ANTIMONY ALLOYS.The steps taken to procure pure antimony are outlined in the appendix. To make the lead antimony alloys a mother alloy was prepared thus:-A quantity of the antimony (it was received in the powdered form) was placed in a pyrex glass tube, which was closed at one end. The antimony was washed with hot hydrochloric acid (1: 1), then with more dilute acid, then with distilled water, and finally with absolute alcohol; it was dried by warming and evacu,ating the tube. A table concentrate obtained experimentally by the New Occidental Gold Mines N.L. has unusual interest on account of the presence in it of abundant coated or "black" gold. The concentrate was obtained from ore from the New Cobar mine, Cobar, New South Wales, by feeding the oversize product from a "Dorr Bowl classifier to a Card table.Its assay value was 129 oz. of gold and 52 oz. of silver per ton, yet practically no free gold could be seen on panning.When, however, the concentrate was digested in hydrochloric acid fine rusty gold could be obtained by panning.The following chemical analysis was carried out by the mining company on a similar sample of concentrate.

Ensuring the success of a major resource development project, whether in the Gippsland Basin or elsewhere, is typically both a complex and costly process. It is therefore imperative from the point of view of the proponents of such a project - and in particular the financiers - that everything possible be done to minimise administrative confusion and delay in the establishment phase of the project, and to put systems in place which enable the project to run smoothly and efficiently in the later stages of its development and operation. An essential element in this process is ensuring that the project management is able to come to terms with and deal effectively with the relevant planning and environmental laws.

It has long been recognised that Australia can benefit substantially in an economic sense from its rich resource base. The significant resources of the Gippsland Basin are a good example of the wealth of this nation. As cited in popular debate, Australia must value-add to its natural resources to ensure its long term economic prosperity. The significant oil, gas and coal resources of the Gippsland Basin have provided the Strategic Research Foundation with the basis for two major research and development initiatives ensuring the long term economic development of the Basin and Australia. The gas and coal reserves of the Basin together with the area's extensive history in electricity generation provide the rationale for establishing Ceramic Fuel Cells Ltd. A consortium comprising Australia's leading industrialist - BHP, State energy authorities and the Nation's major research and development organisations, has formed Ceramic Fuel Cells to undertake and manage research, development and commercialisation of solid oxide (ceramic) fuel cells which convert fossil fuels directly to electricity with greater efficiency and less pollution than existing technologies. The oil and gas resources of the Basin together with the valuable experience of the operators in recovering these resources, have provided the impetus to investigate the feasibility of a Marine Engineering Research Centre. The commercially oriented research, education and training objectives of the Centre are well supported by the leading industrialists in related industries.

Intensive resource extraction, in the form of multiple mining operations, presents significant assessment and management challenges for resource developers, governments, community and the environment. Cumulative impacts, ie the successive, incremental and combined impacts (both positive and negative) of an activity on society, the economy and the environment, can place significant pressure on social, economic and environmental capital and render conventional mine-by-mine approaches to management ineffective. Cumulative impacts can be what are most important to environments, communities and economies surrounded by multiple mining operations because cumulative impacts are what they experience. There is much to gain from increased consideration of cumulative impacts. Unmitigated impacts have the potential to delay or even prevent expansion of mining in existing and prospective areas. On the other hand proactive management of cumulative impacts can benefit regional environments and communities and contribute to the industryÆs social license to operate. Resources are often not the limiting factor to better cumulative impact management. More effective coordination of existing resources may go a long way toward mitigation and enhancement, and better planning and assessment may help avoid impacts and exploit opportunities for efficiency gains through reduced duplication. In this paper we draw from working examples to present five practical assessment and management strategies applicable to resource companies to enhance positive, and avoid and mitigate negative, cumulative impacts. The strategies are presented based on their capacity for achieving outcomes, ease of implementation and cost effectiveness and are drawn from a multi-year study on the assessment and management of cumulative impacts in the Hunter Valley, New South Wales and a follow-up study to improve cumulative impact assessment and management practice in the Australian coal mining industry, both reported elsewhere.

So many emergencies that crop up in mining necessitate a departure from ordinary methods that the writer has been led to illustrate a few of the examples that have come under his notice during a somewhat lengthy career; and as most of the methods illustrated are certainly outside the ordinary, it may be hoped that while to many they may convey little that is new, to the larger number some acceptable information may be gleaned whenever the occasion calls for it. Experience has shown that there can be no hard and fast rule in mine timbering that will fit the varying- necessities of different localities, and the engineer must divest his mind of all prejudices that his practice of any particular system or systems may have induced, and must direct his attention to the character of the local timber and its fitness or otherwise for the purpose he has in view. Fortunate indeed are the man and mine that can claim an abundance of good and cheap mining timber it simplifies, oftentimes, what would be, under unfavourable timber conditions, a difficult problem. In many parts of the States there is either none or at best a scrub if the latter, he has to either pigstye, balk, or bulkhead, if his ground will permit; if, not, and the necessary timber has to be imported, then some system of recovering his timber and using it over and over again may be possible. Precrusher stockpiles are designed principally as buffers to decouple the mining and processing operations. They are usually paddock dumped or dumped over a face to form fingers by dumping haul truckloads and reclaimed by front-end loader in an ad hoc manner. In addition, they are often not built and reclaimed to completion but continually added to and extracted from. While this design suits the mining process and is operationally simple, there can be little confidence in the grade of the ore that is fed to the crusher. This makes short-term grade control difficult and reconciliation back to the mine face imprecise. Well-designed and operated precrusher stockpiles can overcome these deficiencies.The different types of grade variability in mining are reviewed in this paper. The role of precrusher stockpiles in reducing short-term variability is discussed and their ineffectiveness in addressing long-term variability is highlighted. Their role in removing the serial correlation of the extracted ore is explained.Precrusher stockpiles carry out the four, at times competing, objectives of storing, buffering, blending and grade separation. Their actual design and operation result from a compromise between these four competing roles. These roles are explained in detail along with the advantages and disadvantages of the different types of precrusher stockpiles. The recommended blended-in blended-out stockpile (BIBO) design is discussed in detail. Matched pairs of BIBO stockpiles of limited tonnage built and reclaimed to completion retain the best knowledge of grade and facilitate the reconciliation process.Simulation studies have been carried out on BIBO stockpiles to understand the blending opportunities of the different options for building and reclaiming, and to identify the methods that achieve maximum blending. It was found that laying down rows in one direction and reclaiming across these rows gives the best blending. Matching the width of the reclaim face with the daily crushing requirements is also important.
