The decision to contract or owner mine should be independent of, and should be made before, definitive estimated cost comparisons could be available. There is substantial potential risk of estimated cost comparisons being flawed due to difficulties in compiling comparable estimates for differing business objectives, errors and omissions or because of significant bias. In the current economic environment, escalating cost pressures potentially lead to increased incidence of disputes in mining contracts. The apparent cost of contractorÆs profit and overheads has tended to become more significant to owners. Economy-driven trends towards higher levels of performance and commercial risk for contractors, and the potential for more adversarial, difficult management; with attendant disputation between contractors and owners, have encouraged development of so-called ærelationship contractsÆ û partnering or project alliance contracts. The paper discusses the issues, circumstances when owner mining or contract mining is favoured and perceived advantages and disadvantages of contract mining. The implications of owner-perceived core business and core skills and outsourcing are also discussed. Techniques of introducing objectivity into the decision to owner or contract mine using matrix analysis or benefit comparisons are described. A disciplined procurement process should deliver a decision to owner or contract mine independent of, and prior to, any definitive comparison of estimated costs. A generic procurement process model is provided as a basis for discussion. Risk is discussed generally and as a significant factor in comparison of estimated operating costs. Consideration of risk and any prudent cost treatment are promoted as necessary pre-requisites to any comparison of estimated costs. The paper develops the concept that the decision to owner or contract mine should be based on real benefits that become obvious in the early stages of the development, particularly the procurement process; and before definitive estimated cost comparison can be available. In the context of this concept estimated cost comparisons tend to be confirmatory. Problems with comparing estimated ownerÆs operating costs with tendered contract prices are also discussed, particularly recovery of capital cost of equipment; and the owner minerÆs trade-off of operating risks for the residual contractorÆs margin attributed to overheads and profit. The paper concludes that sole reliance on a comparison of estimated ownerÆs operating costs with tendered contract prices in deciding to owner or contract mine is questionable and likely driven by a need to satisfy specific in-house customers.

Magnetic Separators have a wide application in dry separation processes, frequently in conjunction with High Tension Separation. Dry processes can frequently be superior to established processes in more commonplace mineral associations. A system of dynamics is postulated and the forces operating ar'e examined, together with a method of evaluating the effect of operating variables. Practical applications of these theories to obtain optimum results on an individual separator, and various separations using a laboratoryroll type separator are described.Practical Flowsheets are of two main types, the first consisting of a series of scalping operations, the second for rougher, cleaner, and scavenger operations with middling recirculation. Some common separation problems with certain mineral associations illustrate the need for different approaches for different mineral associations. A table of mineral separation characteristics is appended, from which amenability may be tentatively estimated.INTRODUCTIONMagnetic separators are widely used, either alone or in conjunction with other wet and dry concentration devices, for the upgrading of a variety of minerals. The high standards of efficiency attainable in dry mills, together with reduced operating and labour costs, are slowly becoming apparent in a wide variety of plants. The combination of wet and dry concentration plant familiar in beach sand mining is finding application for such processes as upgrading a crushed chromite product, and production of clean scheelite,cassiterite, and other concentrates. Other dry beneficiation processes (such as the high tension beneficiation of iron ore, and the benefiGiation of asbestos) avoid the use of wet processes completely.Dry separation processes are likely to be applied more widely as their possibilities become more generally known.

Production of refined zinc (99.95 per cent) at the minesite without increasing greenhouse gas emissions is considered. As an example, exploitation of the full reserve of the McArthur River orebody is proposed, using the existing concentrator, whilst introducing radically innovative smelting technology. Bulk flotation of all the sulphide minerals is followed by smelting in a melt circulation reactor with tonnage oxygen. By smelting the high-energy pyritic concentrate and reacting the evolved sulphur dioxide with near-mine dolomite, a large amount of electricity can be generated. This is enough to supply all the requirements for the smelter itself, an air separation plant and a facility for compressing and liquefying carbon dioxide. Carbon dioxide is disposed of off-shore for enhanced oil recovery or by other means. The reacted dolomite fixes sulphur as an inert and environmentally acceptable solid residue. Treatment by these means leads to virtually zero gas emission smelting. The paper concludes with a vision for the future in which expansion of zinc smelting capacity is seen to be definitely needed.

The green energy transition is speculated to cause an increase in the demand for raw materials while recycling rates are improving; discoveries are required to maintain supply. Geological remote sensing offers a cost-effective way of exploring mineral resources. While satellite and airborne imaging are routinely used for exploration targeting, a gap remains at the outcrop scale. Hyperspectral imaging (HSI) is advantageous for large-scale regional mapping, typically performed from satellite or airborne platforms. Accurately mapping geological lithologies remains challenging in inaccessible areas, such as rough terrain or mine sites. Proximal sensing techniques can boost geological activities’ reliability, safety, and efficiency in exploration or during mining activities. It also generates objective, reproducible results and valuable raw data that can be archived, further processed, and re-interpreted. Ground-based hyperspectral imaging of outcrops has steadily increased during the last decade due to sensor development and better processing routines. There is often a big technology gap related to mineral mapping, integration of images and spectra (reduction in manual identification of minerals and types) and hyperspectral data visualisation through remote sensing. TEXMiN Foundation, in collaboration with its industry partner Dassault Systemes Foundation, carried out the project, ‘Developing Hyperspectral Image Processing and Analysis, build a rich library of Hyperspectral images of a vast range of minerals from India which will help in increasing prediction accuracy of mineral deposit for mining exploration’.

The on-going technical developments to enhance the productivity and cost effectiveness of large blasthole drills incorporate many of the blasthole drilling operating experiences garnered over the past half century.Those experiences have shown in part that on a drill unit with good quality structural elements the higher the percentage of the electrical and electronic components designed into the product, the higher its productivity and the lower its operating cost.

æMining + Health in DevelopmentÆ is a project funded by the International Mining for Development Centre (IM4DC, 2012) to develop a centralised database of corporate sustainability initiatives for managing and improving occupational and public health, based on information extracted from social and environmental reports of major mining, oil and gas (MOG) companies. This register of materials has the potential to increase stakeholder awareness of the unique health risks impacting the minerals industry, employees, their families and surrounding communities, as well as to inform stakeholders on global industry approaches to health management.Data and preliminary outcomes from analysis of different MOG corporate sustainability reports on public health and disease management are presented for six African countries (Democratic Republic of Congo, Ghana, Mozambique, Sudan, Tanzania and Zimbabwe) and six Asia-Pacific countries (Indonesia, Mongolia, Pakistan, Papua New Guinea, Philippines and Vietnam).With the minerals industry facing ongoing rapid growth worldwide, including continuous expansion into developing regions, the æMining+Health in DevelopmentÆ project will inform industry, civil society and regulators of current health management practices and programming among the different sectors of the minerals, oil and gas industries and across various regional operations. In determining new areas for slag disposal a foamed slag aggregate has been developed for use as a skid resistant material. The foaming of the slag does not rely on the use of water, but rather on the slag chemistry. Laboratory test results indicated that a product having good skid resistant properties has been prod- uced. A section of road is being assessed for performance of the aggregate in a surface dressing application under heavy load. The results from the test section after seven months have shown that the foamed slag is suitable for this application. Further test sections are now being considered.

Borehole radar is a proven geophysical technology that can be used to map an orebody ahead of mining. This paper will present a case study, where borehole radar is being used within the mining cycle to map out orebody blocks, both as a strategic and tactical tool. Refined equipment and procedures now enables a slimline borehole radar tool to be deployed on the end of drill rods, making it easier and faster to deploy in an underground mine with minimal impact on the mining process. Boreholes are drilled in advance of mining; cover holes to ensure the competence of the hanging wall and geology holes to determine the location and grade of ore are two such examples. All of these boreholes can be entered using a borehole radar tool to map geology and structure ahead. The radar data can provide images of the orebody as well as help detect potential water bearing structures that could impact on safety at a mining face.

Fifteen samples 'of clays and shales from the Adelaide area were selected from a total of 84 as representing material of possible value for the manufacture of light-weight aggregate. A detailed examination of the bloating. characteristics of these revealed four likely to be suitable. for expansion.' in a rotary kiln. One of these, a Tapley. Hill shale., was-fired in an 8 in. diameter rotary kiln, but con-tinuous bloating without ring formation in the kiln was not achieved. Steam,,-oxygen,, sulphur dioxide and carbon dioxide have been, suggested. as the agents of bloating. An examina-tion of .. the evidence : `leads to the conclusion that carbon dioxide derived from. carbonate minerals is likely to be the principal bloating agent. Attempts to bloat clays by the addition of mica were.not successful.

Petroleum exploration is proceed ing in Western Australia at an ever- increasing pace. Results in recent years have been very successful, with the discovery and development of the Barrow Island oilfield and the Dongara gasfield, and the discovery of several major gas-condensate fields on the Northwest Shelf. The Northwest Shelf discoveries will have a big impact on the economy of the State by providing an abundant indigenous source of energy. Prospects for further large dis- coveries are believed to be excellent. The most prospective areas are thought to be on the continental shelf in the Carnarvon, Browse, Perth, Canning, and Bonaparte Gulf Basins.

The Snap Lake Phase I project initiated a subsampling campaign on the material (kimberlite/metavolcanic/granite) mined and treated for diamonds. The campaign was aimed at determining the optimum subsampling program to subsample the feed to the bulk sample plant (BSP) for the duration of a sampling campaign. This paper describes the application of GyÆs formula for determining the subsample size and other good sampling practices to determine this subsampling campaign. Three main issues are discussed: the use of a hammer sampler to sample off a moving conveyor and the practical experiment to determine the optimum subsampling program; bias introduced by laboratory equipment including two sizes rotary splitters; and variability of the feed material to the BSP over time.

In the traditional analysis of airblast and ground vibration, it is often assumed that only that single blasthole possessing the maximum charge weight (or a small group of blastholes initiating in an 8 ms time window) will determine the peak level of airblast or vibration. This assumption is examined in light of waveform superposition, and is found to be unsound. More rational alternatives are given in which all blastholes (or a selected number of blastholes) are assumed to contribute, in varying degrees, to the peak vibration or airblast. However, it is also shown that there is generally no precise solution for determining the number of blastholes that contribute to the peak level. The technique of waveform superposition does not rely on evaluating which group of holes produced the peak, and so is the preferred method for prediction. Some numerical and analytical models of wave superposition for airblast and vibration are also reviewed and recent approaches discussed. The directionality of airblast, in particular, is analysed in detail using a new superposition model that is constructed of two submodels, onenumerical, the other analytical. This model shows that the airblast from even a single blasthole can be highly directional. The detail of this model is commercially sensitive and will not be discussed. Only results and a broad discussion will be given.

Pilot plant trials showed the effective ness of the submerged lance SIROSMELT technology for altering the composition of iron blast furnace slags as a preliminary step to produc- tion of formed materials. Mixtures of oil and air were injected into a bath of liquid slag to provide the heat required for melting the additives and to provide very turbulent conditions which resulted in complete dissol- ution of added fluorspar within one minute and almost complete dissolution of silica in two minutes. Sulphur lost during injection was readily made up by addition of pyrite or pyrrhotite. A stable foam could be readily made and broken down and the foamed slag appeared suitable for extrusion or forming into shapes.

This research project came about as a result of ICI Australia offering a scholarship to a final-year mining engineering student at the Western Australian School of Mines. A signifi-cant part of this year of study is devoted to an industrial project and consequently one of the conditions of the award is that the successful applicant pursue a research project of interest to the donor company.Having selected the project and the most appropriate final year student, a steering committee composed of representatives of ICI Australia, Kalgoorlie Mining Associates, the Mines Department and the WA School of Mines was set up. This committee is largely responsible for planning the main thrust of the research work whilst the detailed planning and day-to-day activities have been largely the responsi-bility of the research student, his academic supervisor and senior staff at the Mt Charlotte Mine.

The increasing demand for underground cooling in South African gold mines has resulted in various cooling methods being con- sidered, including the use of ice. Two main areas in connection with ice cooling systems are being investigated. The first concerns the efficient and cost effective production of ice on a larger scale than previously required for any other application. The second con- cerns the transportation of ice in pipes from surface ice-making machines to underground melting sites.

An improved method of sample recovery for use with rotary percussion drilling has been developed. Cuttings can be recovered continuously from either dry or wet drilling, and the recovery under dry conditions is seldom below 99% of the cuttings brought to the surface by the rig. The system is designed for use with top drive drilling rigs using flush-jointed drill rods. The key feature of the system is a self-aligning mechanical seal around the drill rods. The sealing unit is removably fixed to a collar section of cas ing. the cuttings are recovered in a plastic bag attached to the bottom outlet of a cyclone. A valve at the bottom of the cyclone permits the cuttings representing various depths to I,e recovered separately for examination eind 0(iclysis. [u the Iron Monarch quarry, two percussion holes were drilled to depths if 30 metres and 28 metres using the unproved sample recovery system, and diamond drill holes bored 1 metre from each percussion hole. During 2003, different plastic stemming plugs (Cats«, Stemtite«, and Taponex«) were tested in EscondidaÆs Mina Sur, to determine the effect on gas retention time when used in conjunction with drill cuttings in production shots with a blasthole diameter of 10 5/8ö. Longer retention times were expected to provide greater fragmentation and muckpile looseness. In order to determine which plug showed the greatest enhancement of stemming retention, 17 trials were carried out û in the first seven tests, only the Cats were used, in the following five tests, a combination of Cats, Taponex and Stemtite were used, and in the last three tests, only the Taponex plug was used. In the last two blasts, drill cuttings were used without stemming plugs as a benchmarking exercise. Blasts were filmed with a high-speed camera, which could record the detonation times of holes using rolls of shock tube tied to stakes at the hole collars, to act as flash indicators. The camera allowed measurement of the time between charge detonation and the commencement of stemming ejection. In order to obtain the statistical parameters of each one of the stemming plugs used in the 17 trials carried out, the Minitab software was used and a data base was created for it, corresponding to each stemming configuration with the retention time obtained from the filming. Once it was determined which stemming plug provided the greatest enhancement of stemming retention, the impact on the fragmentation was analysed using the WipFrag image analysis software to estimate the muckpile size distribution.

In general, modern mining companies all over the world have to face the same economic circumstances as any other part of the industry: considering the tough competition, production and haulage costs must be reduced permanently whereas productivity has to increase substantially in order to remain price-competitive. However, the imposed pressure also offers the chance for consideration of alternative mining concepts, the application of which can result in substantial cost savings and improvements in the quality of the mined material. As one of these alternative mining concepts, surface mining technology offers substantial improvements in productivity. It also influences aspects of haulage, such as safety and speed, in a positive way. The capability of selective mining ties in nicely with the production of small-sized crushed material, the granulometry of which allows the elimination of the primary crusher. Mine operators profit from reduced costs for the maintenance of their haulage vehicles due to reduced wear, a decreased likelihood of accidents and higher average transport speeds. Surface Miners can also be used to cut haul roads into virgin rocks and leave a clean and level surface behind, improving the quality of these created roads. Thus, it is even possible to use ordinary road trucks for transport in mines. The current paper outlines in detail the effects of the surface mining technology on mining and haulage aspects and reports on applications where substantial cost savings could be achieved due to the application of what is also referred to as æsimple mining processÆ.

The Dolphin Scheelite orebody is located near the old mining town of Grassy on the south-east comer of King Island in Tasmania. Surface open cut mining of the Dolphin deposit was conducted for a number of years, then the proximity of the sea and adverse stipping ratio led to underground mining. As a result of the variable orientation and dimensions of parts of the orebody a number of mining methods were practiced at the Dolphin mine until 1990 when a combination of high processing and surface site costs coupled with low tungsten prices led to the cessation of operations. In this paper the different mining methods practised are examined and critically reviewed. The more successful mining methods were developed with experience and improving equipment technology to the extent that the underground operation produced ore at the lowest unit cost during the final years of operation.
