Various influences determine how an Environmental Management System (EMS) for a mining or petroleum project is developed and administered. These influences include the environmental and resource legislation applying to the project, the culture of the organisation, the environmental sensitivity of the area, and the administrative policies of the regulatory agencies involved. While financial penalties and even imprisonment may be imposed for non-compliance with environmental legislation, there are other compelling reasons for the establishment of an effective EMS. If a company wishes to be considered by Governments for the grant of exploration or mining rights, it is important that it can demonstrate environmentally responsible operations at existing facilities. The development of an effective EMS requires commitment from the Board of the company and the issue of an Environmental Policy to empower all levels of the staff and workforce to achieve environmentally responsible operations. This must be supported by the provision of appropriate human and financial resources, and environmental training of staff at all levels from the Board to the mine site, workshop and office. A regular environmental auditing programme is essential to ensure that the EMS is in place and is effective in achieving compliance with regulatory requirements, corporate policies and protection of the environment. An EMS can be developed on the basis of existing management systems, quality management systems, existing and emerging environmental management standards (such as BS7750 and ISOI4000), or sophisticated computerised systems which may incorporate international experience, standards, and codes of practice.

Near-Infrared Spectroscopy (NIRS) Sorting in the Upgrading and Processing of Skorpion Non-Sulfide Zinc Ore In 2008 Anglo American sponsored a research project at RWTH Aachen University to assess the feasibility of the use of near-infrared spectroscopy (NIRS) for ore waste discrimination at the Skorpion zinc mine. The Skorpion mine is an open pit zinc mine located in Namibia, owned by Anglo American with an annual production of 150 000 t/a of super high grade pure zinc. Opportunities for the implementation of NIRS sorting for the Skorpion process exist to upgrade currently subeconomic material, including the marginal dump (over 2000 000 tonnes, av grade of 2.5 per cent Zn). NIRS sorting is not yet implemented or established in the minerals industry however it is a proven technology in the plastics recycling industry, where more than 2000 NIRS sorters have already been installed. NIRS sorting, a type of sensor-based sorting, is a single particle sorting technique which classifies the particles based on the absorbed/reflected radiation in the near-infrared (NIR) region. A disadvantage of NIRS is that it is a surface measurement technique, but NIRS sorting shows overall great potential for the minerals industry. Skorpion ore minerals include zinc bearing phases such as sauconite, hemimorphite, smithsonite, and hydrozincite. These display diagnostic responses in the near-infrared. There are three major absorption features that characterise the reflectance spectra of the ore bearing minerals. These are due to OH and H2O molecular bonds. The spectral response of the waste material is caused by other minerals such as non-zinc-bearing clay minerals, calcite and impure quartz. Test work showed that it is theoretically possible to separate ore material from most waste material based on spectral response in the NIR region. In addition to upgrading material by removal of waste it is also potentially feasible to classify the material based on zinc grade. A tentative correlation between zinc grade and spectral response seems to exist for the sample test suite in the NIR region.

As high grade ore deposits are depleted, remaining deposits are generally lower grade and require the mining and processing of larger volumes of material per tonne of product. These low grade deposits often contain a large proportion of barren gangue. Pre-concentration aims to remove this barren material at as coarse a particle size and as early in the process as possible. This has the potential to reduce processing costs, energy and water consumption, increase production and improve resource utilisation.There are several technologies that may be applicable for pre-concentration. This paper looks specifically at bulk ore sorting and how it can be integrated into existing or new mining operations to improve profitability and reduce environmental impact. Bulk ore sorting is the separation of barren gangue from a fully loaded conveyor belt based on the grade as measured or inferred from a sensor measurement. It may be used to increase the production rate through fixed plant capacity, or increase production and/or reduce the size of downstream processing equipment in Greenfield operations. Marginal ore sub-economic reserves may be upgraded, making them economic to treat and improving the resource utilization. Bulk ore sorting could also be used to reduce dilution and ore loss in mining operations by improving grade control, or to separate ore types to treat via different process routes. Predicting the future is a task that should always be delegated. If that is not possible, then stating your views confidently, but retrospectively, is preferable. Hindsight encourages clarity of thought and sharpens perception. When all else fails one can look back into history and see the trends, evaluate the current situation and project it a little way into the future - in this case 10 years. In exploration the rate of change has been increasing over the past 20 years. With expected developments in technology, legislation, and their sociological impacts, we will see such rapid change over the next decade as to make us uncomfortable, unless we are prepared for it.   The social obligations of our industry also have changed enormously over the past 20 years and are still changing. This will lead to further changes in the way we conduct our business if we wish to stay in business. As exploration technology improves, a further dimension is added by the expectations of the communities in which we operate. This extra dimension needs to be quantified so that we not only keep up with current developments but also get ahead of the game. This paper is based on the New Zealand experience, some of which will be familiar to mineral explorers in other countries.

In 1953, Dr. N. H. Fisher of the Bureau of Mineral Resources, acting on behalf of the Society of Economic Geologists, which is considering the sponsoring of a uniform system of nomenclature for ore reserves, enquired from the Australasian Institute of Mining and Metallurgy whether it had ever considered this subject and particularly whether it had ever set up any standard definitions or specifications with regard to ore reserves.As this had not been done, but was thought to be desirable, the Council of the Institute appointed a Committee consisting of H. H. Dunkin, Associate, Professor of Mining Engineering, University of Melbourne (Convenor), E. A. Rudd, Professor of Economic Geology, University of Adelaide, I. N. Campbell, Chief Geologist of Western Mining Corporation; and the writer to consider and report on this supject.In December 1953, the Committee submitted its first report to the council and this report (reproduced here as an Appendix) was widely circulated among member companies, and engineers, with an invitation to comment on the proposal. This paper reviews the changes in the coal industry over the past 30 years and attempts to predict the trends over the next ten years. The last 30 years have seen a steady concentration of production into fewer, larger mines, which operate on 3: more continuous basis, and a major increase in productivity per employee. Coal exports have increased from zero to almost half the country's total production. As well as major changes in exploration and mining equipment and the increasing use of computer tools, the industry now operates in a relatively new regulatory and commercial environment.   Safety legislation now requires the writing and enforcement of policies and procedures by the mining companies, rather than adherence to inflexible regulations enforced by an Inspector. Accident rates have decreased dramatically. The transition from coal mining licences to permits, requiring landowner consent and resource consents, is well under way. Environmental controls are now an essential aspect of the industry.   Equipment suppliers now offer maintenance services, production guarantees and flexible financing.  Contract miners offer mine design and restoration as part of the contract. In a similar approach, Solid Energy now offer an ash disposal service and assistance with resource consents to their customers as well as investment in technology to ensure a consistent product to demanding specifications. Solid Energy has proposals for energy centres which install and operate the coal burning appliances and simply sell energy to the customers. The next 10 years should see an intensification of these trends of bigger mines, more exports and greater technology and a 'package' approach to customer service.

The Wainui Mill was conceived as a 60 - 90 t/d central mill to process gold ores of the Thames area of New Zealand from small mines in the district. The ores of the region exhibit various degrees of refractory response to conventional cyanidation leach due to the fineness of the gold, and association with pyrite. The alternative circuits involving cyanidation, flotation, and possible small-scale smelting are examined. The environmental impacts have been audited by the Commission for the Environment and were found to be acceptable.

Blasts should be designed so as to maximise the percentage of charges which shoot to a free face (Le, to a pronounced rock/air interface).Free faces should be rough, parallel and reasonably near to blastholes and, very importantly, concavely·biplanar relative to the charges (see Fig. 6b). The presence of biplanar free faces requires that each charge fragments and detaches its quota of the burden rock before the detonation of:1. later-firing adjacent charges in single-row blasts, and2. dependent charges in multi-row blasts.In multi-row blasts, biplanar faces are best achieved:1. by drilling blastholes on equilateral triangular grids,2. by selecting a VI, V2 or V3 initiation sequence, and3. by using down-the-hole delays.Biplanar faces start to be created only when the conventional value of effective blasthole spacing/effective burden distance (Se/Be) increases beyond about 2.4. Values of Se/Be less than about 2.4 result in planar free faces. Where biplanar faces are created, conventional values of Se/Be are invalid and appreciably greater than real values of Se/Be.

This paper provides a history of the challenges that were experienced while treating both the clayey oxide gold ores and the supergene copper-gold ores at the Boddington Gold Mine during the period 1989 to 2001. However the bigger challenge was to find a process flow sheet that would allow the economic treatment of the large low-grade competent gold-copper resource that underlies the oxide and supergene gold resource. Metallurgical test work and engineering studies on this resource started in the mid 1990s and culminated in the approval in 2006 of the 35 Mtpa Boddington Expansion Project to treat this material. The process flow sheet provides the basis of an energy efficient comminution circuit that includes high pressure grinding rolls and a treatment circuit with gravity separation, flash and conventional flotation to produce a precious metal low-grade copper concentrate followed by cyanide leaching of the rougher-scavenger and cleaner tailings streams. The treatment circuit allows maximum removal of copper minerals prior to cyanide leaching and so provides an environmentally responsible tailings disposal circuit.

Lihir Gold Mine is situated in a dormant volcanic caldera on a small island off PNG. Not æextinctÆ but dormant. Current ground temperatures are up to 150 degrees Celsius with active geysers in the workings of the mine, pools of boiling ground water adjacent to low-grade dumps and hydrogen sulphide gas emissions. It is a unique mining environment by world standards. This paper will deal with the following issues encountered and managed by the operation:blasting in hot and reactive ground; management of sulphide gas emissions; disposal at sea of all mining waste rock; one dear to all Australian minerÆs hearts û dealing with landowner groups; and unusual human resource issues.

Mining exploration and development projects in Australia are being negatively affected by the highly complex regulatory and bureaucratic processes at all levels of government. These processes affect mining companies operating in Australia by impacting on timelines and the cost of developing a mining project. It is not uncommon for the granting of project approvals to take in excess of five years, meaning that mining companies struggle with productivity, efficiency, time frame and cost issues in respect to their projects in Australia. As the mining boom in Australia is moving from the investment to the production phase, it is now more important than ever to maintain a regulatory landscape that facilitates rather than discourages new investment.While one of our key arguments is that there is too much burdensome regulation and red tape in Australia, we are also strongly believe that regulatory intervention is necessary to ensure that appropriate checks and balances are in place to serve the public interest and manage environmental, health and safety, social and other development-related impacts that may arise from a mining project. However, the regulatory intervention in Australia has come to a point where it is excessive and starting to discourage valuable investment in mining projects for nominal return to the public. Excessive regulation or ‘red tape’ impedes productivity and competitiveness, deters investment and innovation and costs jobs, all of which ultimately impact on the growth of Australia and the standard of living of all Australians.This paper aims to examine and compare the federal, state and local regulations that govern mining projects in Australia. It will highlight how these regulations are unnecessarily complex, lengthy and duplicated and how they can be streamlined to reduce red tape. Mineralogy and coproponents Sino Iron, International Minerals and Austeel are in the process of developing four world class magnetite iron ore mines with multiple open pits along a 25 km strike length of Brockman Iron Formation to the south of Cape Preston on the West Pilbara coast. The close proximity of the proposed pits raises some challenging project approvals and environmental management issues relating to the impacts of dewatering at individual projects and the cumulative impacts of progressive development on local and regional groundwater resources, which includes a large fresh water aquifer system in the Fortescue River alluvium.This paper presents an outline of the hydro-environmental impact assessment process adopted and the key result that the cumulative impacts of dewatering at all four projects on the local brackish groundwater system in the basement rocks is only marginally more than the impact of any one project on its own, and that the impact on the Fortescue River alluvium aquifer is negligible. The paper also presents an outline of the proposed integrated water management approach that will involve coordinated monitoring, ongoing impact assessment and management, and reporting programs for all projects.

Devitrification of a glassy volcanic ash equivalent to an alkaline trachyte in composition has resulted in the formation of an interstratified illite-montmorillonite with an 1:1\1 content of 1:4 as the principal clay mineral.A high concentration of potassium ions and a deficiency of magnesium ions favoured the formation of the potassium-bentonite.A poorly ordered mica mineral, equivalent to illite, was produced by weathering of potassic feldspar. SAG Mill Grinding Design Versus Geometallurgy - Getting it Right for Competent Ores Smarter processing for the future, in the area of SAG mill design involves accurate grinding test data, completing final mill design in less than three months, and at a cost of less than US$80 000. More detailed variability testing on the other hand takes longer, is more expensive, and is used for throughput optimisation for an existing or newly purchased mill. This paper shows that SAGDesignTM testing is excellent for new SAG plant design due to relatively low cost per test and the ability to do more testing for a limited budget on larger projects. It also briefly examines a way to develop proper geometallurgical ore hardness information on every block in the mine model, from the more detailed analysis data.

The Goondicum Crater industrial minerals deposit is located about 30 km east of Monto, Central Queensland, Australia. Early exploration programs in the 1990s found alluvial ilmenite along the banks of the Burnett River. This mineralisation was traced upstream to the Goondicum Crater. The Goondicum Crater is a topographic feature centred on a roughly circular 6 km diameter layered gabbro complex. Significant ilmenite, apatite, titano-magnetite and feldspar mineralisation are present in a weathered horizon up to 25 m thick. After several drilling campaigns in the Crater and subsequent feasibility studies, the project was developed by Monto Minerals Ltd, an ASX listed company, in 2007. However, the project never achieved production performance expectations and ran out of commissioning funds. The company subsequently went into voluntary administration in August 2008.In 2009, the RMM Capital group, of Brisbane, took control of Monto Resources Pty Ltd, and renamed the company Belridge Enterprises Pty Ltd (Belridge). Belridge commissioned a redevelopment study aimed at recommencing mining and processing operations. As part of the redevelopment study the authors planned a drilling campaign, managed a quality control program and developed a block model. This paper describes the drilling program, analytical procedures, quality control procedures and the preparation of the block model.The block model for the resource estimate was created using 1 m high blocks, wireframes defining the main material types, and 2.5 m thick horizontal search ellipsoids with a radial pattern. The deposit was ‘flattened’ prior to modelling. To assist with the economic evaluation of the project, each block in the model was assigned a net dollar value based on economic parameters provided by Belridge, including anticipated revenues and costs. This modelling technique allowed for efficient investigation of various scenarios and was used extensively in the development and optimisation of the project’s financial model. At a zero net value per block, comparable to a break-even cut-off grade of four per cent ilmenite equivalent, the Indicated plus Measured resource is estimated at 51 Mt, averaging 4.1 per cent ilmenite, 1.9 per cent apatite and 2.5 per cent titano-magnetite.

The Southern Alps of New Zealand and the mountains of Taiwan are both young transpressive orogens characterised by rapid uplift and exhumation, high heat flow and vigorous surface processes. Comparing and contrasting the two provides an ideal framework through which to explore the structural and lithological controls on fluid and gold mobility during collisional deformation. Both have two fluid flow systems centred about their drainage divide with shallow topographically-driven meteoric water above a deeper flow system dominated by mineralising rock-exchanged fluids. Despite similar tectonic settings, the distribution of heat flow, hot springs and veins in the two orogens are different. Taiwan has higher heat flow, distributed hot springs and localised veining whereas the Southern Alps have a narrow heat flow anomaly, localised warm springs and widespread veining. We use three-dimensional numerical models to evaluate key parameters that affect fluid flow and gold mineralisation. Models show that differences in crustal strength and thickness affect the locus, scale and rate of crustal fluid flow and hence influence gold deposition at a variety of scales. We explore how surface topography can lead to localised changes in the stress state, facilitating the switching of principal stresses and hence vein orientations.CITATION:Upton, P and Craw, D, 2015. With the exception of occasional periods, when up to 80% of oxidized ore was treated, the G.M.K. plant treated all sulphide ore until October, 1939. The treatment was, briefly, as follows:The ore was ground to approximately 17% plus 200 mesh Tyler and agitated in cyanide solution, after straking. After agitation, the pulp passed through two stages of counter-current decantation washing in Dorr thickeners and was filtered once, to complete the precyanidation stage.The precyanide filter cake was repulped with flotation circuit solution and floated in a Denver Sub A flotation machine, consisting of twelve cells. The concentrates were roasted, cyanided and filtered four times before disposal to the' dam. The flotation tailings were thickened to conserve water and pumped away to a separate dam.The average results of flotation operations for the six months before October, 1939, are shown in Table 1.

The Aberfoyle Tin Mine lies on a wide sloping bench about 2,000-2,500 ft. above sea level, at Rossarden, 14 miles north of Avoca, in north-eastern Tasmania. The quartz-cassiterite veins were discovered in 1916, but mining did not begin until 1926. Trenching revealed seven small tin-bearing veins within a width of 57 ft. of Palaeozoic slates and sandstones, and it was assumed that the mineralization extended beneath the adjacent cover of Permian strata, but the presence of the main vein system (the 26 Vein System) was not suspected until the Aberfoyle Fault was discovered late in 1928.The mine has now been developed on thirteen levels, to a depth of 1,350 ft. The lower limit of economic mineralization appears to lie at about the ll-level, which is 1,060 ft. vertically below the concealed outcrop of the main veins.
