Ore reserve estimation is a procedure involving data collection, data storage and judgement and assumptions about geology mining and metallurgy. Calculations are based on these assumptions and an economic analysis on projected cash flows is carried out. Ore reserve estimation must therefore be subjective and will always depend on the extent to which the assumptions used in arriving at the estimate are correct. This paper is an attempt to summarise the many aspects that can contribute to ore reserve problems and to offer some suggestions on how to minimise these problems. The purpose of this paper is to outline the basic policy problems for good community relations programmes in the resource extraction industries of Papua New Guinea. The main focus of the paper will be on defining and analysing those problems which lie on the landowner side and which are still not widely understood within the resource extraction industries despite several decades of turbulent experience. Many of the companies operating in the resource extraction industries of mining and petroleum and gas have in recent decades adopted, by choice or necessity, 'good corporate citizen' policies. Some of these companies now pursue ethical business, environmental and community relations policies. Some have adequately funded and well-trained staff in their community relations departments. Although different industry sites scattered over Papua New Guinea show significant differences in their experience of social conflict, I argue here that a good deal of this variation has less to do with the differences between the companies' public relations policies and their effectiveness and more to do with the conflict causing features of indigenous society. Experience suggests that even a company well-equipped with good intentions, good policies and good staff may experience serious difficulties in maintaining good community relations in Papua New Guinea. Many of these difficulties, I argue, can be traced to causes that lie, essentially, within the structure of Papua New Guinean communities and in the customs and social relations of Papua New Guinean peoples. Accordingly the attention of this paper is focussed on the conflict causing aspects of Papua New Guinean society. It is true, to the point of being a cliche, that Papua New Guinean societies are oriented very strongly towards achieving consensus and social harmony. In this regard Papua New Guinean communities differ significantly from, say, Australian communities. My purpose here is not to denigrate this aspect of Papua New Guinean societies but, rather, to point out that the drive for consensus is driven by the desire to avoid its opposite, dissensus. This paper sets out to define the dissensual aspects of Papua New Guinean societies and my special interest is in those conflict producing aspects of Papua New Guinean societies that are most resistant to the mechanisms that are designed to create social harmony. A survey of the recent history of industry and community relations in Papua New Guinea indicates that there are three main factors present on the landowner side which are liable, separately or through their interaction, to cause difficulties. These factors are respectively generational challenge, social boundaries and custom variability and I shall discuss each of these in turn.

A research program was conducted to determine the relationship between operating conditions and medium losses in Mt Newman Mining's Beneficiation Plant. It was found that major medium losses were adherence losses and losses fran the overflow from the water recovery cyclones. Operating density and medium blend were found to have a significant effect on the medium consumption. Viscosity was thought to be the underlying factor. This viscosity problem was overcame by adding dilution water to the cyclone spigot discharge to reduce viscosity. The result was a reduction in medium consumption of 25 percent under normal operating conditions. Keywords:- Heavy Medium, Viscosity, Medium Carposition

Computer programs for the storage, retrieval and use of basic thermodynamic and physical property data for chemical substances are described. Methods are presented for the collection, critical assessment and pre- processing of source data for files containing enthalpy, entropy and heat capacity data for 3000 compounds, enthalpy and excess entropy for 200 dilute solutions and critical propert- ies and vapour pressure for 600 compounds. Retrieval programs are discussed which allow the tabulation or plotting of many basic and derived thermodynamic properties for chemical substances or balanced reactions. Examples are given of the use of such data to infer the stability or corrosion resistance of materials and the feasibility, yield and heat release of reactions. A general purpose calculation program is discussed which allows the equilibrium compos- ition to be found for complex systems with many species and phases, using the method of Gibbs energy minimization. Methods of correction for non-ideal behaviour in these systems are discussed, as well as methods for fixing, maximizing or minimizing any desired property of the system. Examples are given of the simulation of various laboratory Experiments and industrial processes by this method.

It is argued that the capture of par- ticles by bubbles is primarily caused by hydrophobic ("structural") attraction forces. Neither dispersion forces nor double-layer forces can account for hydro- phobicity, though the latter are known to influence the kinetics of capture. The recent experiments of Israelachvili and Pashley (Nature, 300: 341-342, 1982) with hydrophobic mica plates provide the first measurements of the range and magni- tude of hydrophobic interaction forces.

The principles of occupational risk evaluation resulting from the improper ventilation of the underground mines were presented. It was shown that the risk level implies the appropriate planning and usage of prevention methods. That approach is fundamental in the ventilation, fire and climate safety management in the copper ore mines. The paper uses the adequately modified Risk Score method.

Subsidence data resulting from longwall mining in the northern part of the Newcastle Coalfield of New South Wales has been reviewed. Themain factors influencing subsidence variability in this area (apart from width/height ratio) are strong bridging strata, the effects of the first major goaf fall, mining direction and depth of cover. In 1987 the NSW Department of Mineral Resources produced a guide to subsidence prediction for the Newcastle Coalfield which is still widely used. The current study shows this guide to be no longer appropriate for this area. An alternative prediction curve, incorporating more recent data, is suggested.

The extension of theoretical and laboratory studies of the roasting of tantalite and cassiterite concentrates from Greenbushes Tin Limited to pilot and semi- commercial plant developments is detailed. A rotary pilot furnace was used to prove the feasibility of the process and a semi- commercial plant was constructed at Greenbushes to produce large quantities of roasted calcine. The additions and conditions of the laboratory study were employed to achieve marketable grades of calcine from the two materials. As well as producing calcines with less than 0.1% Sb, most of the tin in tantalite was recoverable to a separate fume product. Tin fumed during cassiterite roasting on a semi-commerical scale amounted to less than 1% of the tin in feed.

This paper outlines a range of strategies for steady state optimisation of most types of concentrators. Optimisation is considered in terms of comminution performance, energy efficiency, concentrator strategy and overall mine/concentrator operating philosophies. Application becomes more complex as the range of optimisation is expanded. However, the potential gains also increase. A step by step framework for data collection and analysis is provided. This process is facilitated by powerful simulation and mass balancing programs which are now in common use. Once a sound, steady state rationale for optimisation has been developed, it may be used to provide a fine foundation for process control system development.

An asymmetrical floating point Array Processor is a special-purpose Scientific Computer which operates under asymmetrical control of a host Computer. Although an Array Processor can receive fixed point input and produce fixed point output, its primary mode of operation is floating point. The first generation of Array Processors was oriented towards time series information. The next generation of Array Processors has proved much more versatile and their applicability ranges from Petroleum Reservoir simulation to speech synthesis. Array Processors are becoming commonplace in Mining, the primary usage being construct- ion of grids - by usual methods or by Kriging. The Australian Mining community is among the world's leaders in regard to computer-assisted Exploration and Exploitation Systems. Part of this leadership role must be providing guidance to Computer vendors in regard to current and future requirements.

Mineral sands are being used as the source material for new "high-tech" engineering materials. One such material, Magnesia Partially Stabilized Zirconia (PSZ) has been developed and patented world-wide by CSIRO. Derived from zircon sands, the material is currently produced by Nilcra Ceramics in Australia and is exported world-wide.The properties of the material are contrary to those generally accepted for ceramics and are far more akin to those of steel. The material resists not only abrasive wear, impact and thermal shock, but does so under corrosive conditions that frequently cause early failure of metal and cemented carbide.While the consumption of mineral sands for the production of PSZ is not going to significantly increase the demand in the short term, the material itself may well assist the productivity and processing problems within the industry.

Computer modelling is being used to simulate rock fracture, caving and stress redistribution about longwall panels with increasing confidence. The models are being assessed against field monitoring and have significantly increased the understanding of caving mechanics within the overburden. This paper discusses the modelling approach and provides some examples of its application to overburden damage and induced hydraulic conductivity. Computer models used in this study simulate the fracture process in the geological units throughout the overburden. Analysis of the mining induced fracture patterns and in situ joint patterns allows an estimation of the hydraulic conductivity within the overburden. The cubic flow relationship has been used in the examples presented.

Milling Practices Ore is direct tipped into a gyratory crusher and crushed to minus 209mm and fed to stockpiles for the blending of grade into the mills. Secondary and tertiary crushing reduces the mill feed to minus 12mm. Mill feed is a blend of breccia and porphyry ore into two primary mills with the overflow to a regrind mill and then into the leach tanks, followed by a conventional counter current carbon in leach circuit. Underflow from the cyclones feeds back into the primary mills for additional grind. An unusual feature of the Mt Leyshon milling circuit is a desire to produce scatts. The scatt by product is the polished base rock of the Mt Leyshon Breccia clast and contains little grade. These scatts are produced because of the additional time and energy required to produce a proportionally small quantity of gold. The residence of these scatts in the mills decreases the mill feed rate. Scatts account for twenty percent of the mill feed and are screened from the discharge of the primary mills.

The Chairman of this afternoon's session is Dick Carter. This afternoon is the culmination of this conference. We've looked in the first session at regulation; in the second session at valuation techniques and this session we look at valuation in practice. Dick's involvement in the mineral industry has been wide ranging and distinguished. Dick has worked with BHP since 1960, when he joined BHP Steel as a commercial trainee. Dick holds a B.Comm. from the Newcastle University College of the University of New South Wales and was educated at the Australian Administrative Staff College and Harvard Business School Advanced Management Programme. During the past decade, he has headed the minerals group's Aluminium Divison, Resource Planning and Development, Non-Ferrous Metals and Business Development Organisations. Dick currently serves as Executive Director of BHP Gold Mines Limited and Managing Director of Ok Tedi Mining Limited. His experience covers Australian Manganese Company, Mineral Deposits Limited, Northern Rivers Rutile, Tasmanian Electrometallurgical Company Limited, Mount Newman Joint Venture, Worsley Aluminium and Carnilya Hill Joint Venture Operating Committee. His industry associations include the Executive Board of the Gold Producers Association, the Federal Executive of the Australian Goldmining Industry Council as well as the World Gold Council. Safety is paramount in the underground mining environment. The mining industry has for many years focused on injury prevention in the workplace through procedures and training. In the area of control of major accident events that could result in single or multiple fatalities, and serious injuries, the mining industry approach has concentrated mainly on past experiences and lessons learnt. However, in the last 20 years, other high hazard industries, such as the chemical process industry and oil and gas industry have developed the Safety Case approach, using systems safety techniques and risk assessment as a means of identification and control of major accident events. The Safety Case approach is now being introduced into Australian underground mining. This paper describes the Safety Case approach and how this can be adapted to underground mining. This is a holistic approach and assists in ranking significant risk contributors and prioritising risk management efforts. The discussion includes how the Safety Management System interfaces with the Formal Safety Assessment in effectively controlling the hazards. It provides examples from actual case studies conducted by KBR, and suggests ways forward for the industry.

Skarns typically are zoned and the deposit- or district-scale zonation pattern is an important tool in exploration for skarn deposits. Zonation in individual deposits has been described in many publications, and the general zoning patterns have been summarised by Einaudi, Meinert and Newberry (1981), Meinert (1997), and Meinert, Dipple and Nicolescu (2005). Although zonation is present in most skarns as the result of a basic process of transferring heat and fluids from magmas to wall rocks, the specific zoning pattern in each skarn may vary greatly. For example some zones may be missing entirely or multiple zones may be telescoped. Such variations can be caused by several factors including depth of formation, magma composition, timing of the exsolution of magmatic aqueous fluids, redox state of the magma and redox state of the wall rocks. To use zonation as a predictive tool in skarn exploration, all the controlling factors have to be considered. In this study, we discuss some of the factors that may affect the zoning patterns in Ca skarns. Magnesium skarn has dramatically different mineralogy and is not discussed here. Nearly eighteen months ago Newmont Waihi Operations joined with the local district council and members of the Waihi community in the initiation and running of a community liaison forum.   This forum û the Waihi Community Consultative Committee (WCCC) û was set up with the objective of improving communication, providing a forum for discussion and ultimately working through a range of issues relating to the future of the town and district after the projected closure of Martha Mine in late-2006.   After 18 months of meetings where all represented groups have presented their views, the challenge now is to work together to investigate likely options, seek sources of funding, produce business proposals and plan for the future of Waihi in what we call the Golden Legacy Project.   This paper backgrounds the companyÆs experiences to date, the issues the group has addressed and its proposals for the future. Methods employed to set up an effective community liaison forum are considered, drawing on specific examples from the WCCC. The actions and structures required to ensure effective and ongoing community æbuy inÆ at all levels are also discussed.   This paper develops themes addressed in Taking it to the Streets presented in 2003.

The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision. The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand. In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand, these matters will all be addressed in what are referred to as "minerals programmes".

The Mine to Mill concept, as it has become known, is a philosophy which is being increasingly embraced by mining companies committed to increasing their profitability through better integration and global optimisation of their mining and processing operations. Autogenous (AG) and semi-autogenous (SAG) mills are the principal primary grinding devices currently in use, their performance is particularly sensitive to feed size distribution. Most efforts to-date have centred on modifying and controlling the run-of-mine (ROM) size distribution to maximise grinding mill throughput. The complexity of the interaction between ROM size distribution, primary crusher product and AG/SAG mill performance precludes the trial-and-error approach as an effective means of determining the optimum blast-induced fragmentation size distribution. To overcome this limitation, the Julius Kruttschnitt Mineral Research Centre (JKMRC) has developed modelling and simulation techniques that are able to accurately reproduce both the fragmentation processes during blasting and the subsequent performance of the comminution circuit. These models are tailored to suit local ore types, rock structure and comminution circuit design and calibrated using high quality field data. MIM Holdings Limited (MIM) have been particularly active in the Mine to Mill area and have instituted optimisation programs at three of their associated base metal operations viz Alumbrera, Ernest Henry and the Mount Isa Mines. This paper describes these programs with particular reference to the data acquisition and modelling phases, the predictions of potential productivity gains and the extent of the realisation of these gains to-date.
