In 1992 environmental audits were carried out at seven coal mines operated by Oakbridge Limited in the Hunter Valley and Lithgow areas of NSW. The audit reports recommended a course of action designed to improve the environmental management system already in operation at the mines. This program started with training in environmental awareness for the Board of Directors, and the development and authorisation of an environmental policy. On-going programs at each mine were expanded to include environmental awareness training for all 2000 employees at the mines, and the development of a 20-module environmental training program which included air, water, soil and noise management, oil and chemical handling, sampling and monitoring, rehabilitation techniques and many more. Environmental incident reporting was introduced, and a system of reporting from the coal face through individual mine site environmental committees, to a Corporate Environmental Committee and up to the Board Environmental Committee became an effective part of a due diligence program. The Board resolved to undertake external independent environmental audits every two years, with internal reviews in the alternate years. An Environmental Management Group was formed, consisting of four internal environmental personnel and Oakbridge's appointed environmental consultant, to effectively resolve many of the environmental issues facing the Group. This program is continuing to evolve as an industry leader in environmental management Practice.

TSG Consulting works with many of the major global mining companies using simulation modelling as an integral component in their development teamÆs processes to determine which combination of infrastructure options, operating performance and operating rules best achieve project goals. All systems can be divided into a series of subprocesses. Conventional management and design practices focus on the optimisation of these system components. However, the interaction between subprocesses means that improvements made to the individual components do not necessarily translate into total system performance improvement.TSG Consulting advocates a ætotal integrated system approachÆ to understanding the behaviour and performance of complex interacting systems. In a constraint-based integrated set of processes, the instantaneous system capacity is limited by the subsystem component capacity that is the bottleneck at that point in time. Additionally, real world stochastic and dynamic influences tend to have knock-on effects across subsystem boundaries. This necessitates the requirement for simulation modelling to develop and validate solutions that are sufficiently robust to deliver sustainable outcomes. The key to maximising production is to understand the causes and effects the inherent variability has on component performance, subprocess performance and most importantly, the total integrated system performance. The correct use of simulation modelling techniques allows study teams to evaluate the relative merits of different capacity enhancement proposals. Put simply, when done well, simulation modelling provides a quantitative and rational process to enhance the knowledge and insight needed to make informed decisions.

Electronic detonators bring a fundamental and radical change to the potential of rockbreaking operations. The immense technical challenge of safely merging electronic systems with explosives has been largely overcome, but a surprisingly difficult obstacle has been to convert users to the much more capable electronic systems, in routine as opposed to exotic applications. Unit cost is probably the main point of resistance. For years papers have confirmed significant improvements in blasting results, feeding through to enhanced bottom line value for the whole operation: much reduced environmental impact, and improved control over fragmentation, muckpile shape and overbreak. In Africa, a number of operations have been employing the technology for sufficient time to see enduring improvements in throughput, control and cost structure, and these improvements have fed through to the planning process: both the cost and the benefits are part of the plan. This has essentially rendered very unattractive the option of reverting to pyrotechnic systems and incurring the penalties previously unseen but now understood to be avoidable. Examples given are of improved throughput at opencast and underground mines, and greatly extended life at an urban quarry. The general experience of management in implementing the technology is that it over-delivers: adopted to solve one particular problem, significant other issues are also addressed. These extra benefits were quite logical, but not at all obvious prior to implementation. Exploring this reality is essential for harvesting the benefits of the technology sooner rather than later.

The main regularities of the tectonic history of the Circumpacific belt's Asian segment are discussed. The established longitudinal metallogenic zoning is characterized by essential copper specialization being replaced in the.continentward direction by tin-tungsten and then by copper-gold-molybdenum and-tin-lead- zinc ones. The zones indicated show specific magmatism and ore forming fluid composition. The eastern margin of Eurasia experienced specific tectonic history and exhibits a wide variety of mineral deposits. It is composed of the Siberian and Sino-Korean cratons and of the largest mobile elements of tectonosphere like the Hyperborean, Urals-Mongolian, Mediterranean and Circumpacific belts. The Earth's Atlantic segment mobile features show deep penetration of their geosyncline-fold systems into the eastern margin of Asia. A good example is the Urals-Mongolian belt, its Intra-Asian branch being located within the continental margin. The Intra-Asian structural features have WE and NE trending, while folding process moved southward : Karelides and Baikalides are found in the Transbaikalia and the Soviet Far East (Stanovoy, Bodaibo-Patom, Baikal- Vitim, Selenga-Yablonovy fold regions)

The Musselwhite mine, located in northwestern Ontario, Canada, has been an underground narrow-vein gold producer since the spring of 1997. As an exploration project at the feasibility stage, much effort was undertaken to generate a geostatistical resource model that would integrate the orebodyÆs geological features, as well as the controls on mineralisation. Today as an operating mine producing over 200 000 ounces of gold per year, reconciliation studies of the tonnes and grades treated at the mill, with the feasibility model, for longer time periods, and with the grade control models, for shorter time periods, show results that are in good agreement. It was clearly demonstrated with the reconciliation to production, that the key to good reconciliation remains in the proper selection and application of the geological resource estimation method. The application of a grade interpolation technique capable of capturing threedimensionally pertinent geological features, as well as accounting for spatial grade continuity, proved to be successful in the predictability of tonnage and grade at the Musselwhite mine. Along with good mine practices, this approach, which was carried through to the operation, has produced excellent reconciliation results. The ongoing reconciliation studies at Musselwhite allow for a constant revision of the grade estimation strategy. In return, this optimisation process adds value by raising the accuracy level of production expectations. As this is an evolving practice at the mine site, further implementation developments are recommended to integrate these reconciliation procedures on a more regular basis.

During the last decade, it has been established that conventional mineral-processing control strategies based on classical control theory result in significant increases in plant throughput and operating-cost saving. The proper education and training of personnel using dynamic simulators of the principal unit operations is vital for proper design and maintenance of control systems. Severe multivariable interactions and numerous constraints on both manipulated and state variables in grinding/classifica-tion and flotation systems can be studied using time domain analysis with proper dynamic simulators. Two interactive programs are described, and the basis of each simulator and its structure are discussed. Two examples concerned with choosing, tuning, and decoupl-ing of manipulated and controlled variables for a grinding/classification circuit (DYNA-MILL II) and for a rougher flotation circuit (DYNAFLOAT II) are presented. The way in which these dynamic simulators can be used for the design of model-based control strate-gies is also outlined. A brief description of the use of these dynamic simulators for screening alternative strategies and circuit optimization is given.

An important tool for engaging employees in the business at Rio Tinto Aluminium is the business improvement programme. At Rio Tinto AluminiumÆs Weipa mine, the business improvement methodology Six Sigma is used to deliver measurable, sustainable outcomes for the business. The next step in Rio Tinto AluminiumÆs improvement journey is to implement Lean Manufacturing at all managed operations. The operating environment for mine managers continuously evolves and effective mine managers must be flexible and adaptive to meet challenges. Governance and regulation constantly change in an environment of commodity cycles and finite resources. This increases pressure on the economic return achieved by the operation. As such, effective mine managers must be aware of and manage the operating environment û the broader, issues-based environment not just the immediate day-to-day responsibility of mine managing. This includes delivering on safety, community and environmental priorities. At Rio Tinto Aluminium, part of managing the business is via investment in the area of social partnerships to engage employees and the broader community in Rio Tinto AluminiumÆs commitment to sustainability. The Future Reef partnership entered with the Great Barrier Reef Research Foundation in 2005 forms an important part of Rio Tinto AluminiumÆs climate change strategy. This four-year, A$1 million investment funds programmes looking at the effect of ocean acidification on the Great Barrier Reef. The partnership is a unique example of industry and science working together on an area of mutual and national concern. Modern mine managers require a broad set of skills to effectively deliver outcomes. TodayÆs mine managers must make innovative and courageous responses to determine todayÆs strategy for tomorrowÆs future.

Dealing with Aboriginals and various others purporting to represent them has become part and parcel of exploration and mining in Australia, whereas 20 years ago it was not. The author has been involved in dealings with Aboriginal groups over this period. The following paper is a summary of the social background to such dealings and a compendium of rules for the newcomer to this aspect of the resource industry.

The aim of this paper is to give an overview of the FrothSim flotation simulator and to demonstrate its ability to predict the performance of real flotation circuits. Example simulations are presented in which the feed rate to the circuit is varied, followed by simulations in which a cleaner section and recycle loop are added to the rougher bank.The simulator is able to predict both the recovery and the grade produced by the cells at all locations in a circuit and the simulator is shown to produce plausible grade recovery curves. It also demonstrated that the performance of banks of cells improve as the feed rate to the bank increased (improved grade for a given recovery), but that more cells are required to give the same overall recovery.

A sustained eight-year major research effort has been undertaken in South Africa to develop integrated passive water treatment systems for the sustainable removal of sulfates, while simultaneously addressing the removal of metals and acidity. The research effort addressed the problem both at a fundamental science level and at the more empirical pilot plant level. Whereas there are numerous anaerobic sulfate reducing reactors in operation on mine waters that remove some sulfate together with metals and acidity, these are typically plagued by low sulfate removal efficiency and gradual reductions in overall reactor efficiency with time. The South African research effort has focused on understanding the fundamental microbiological and biochemical reactions that occur in anaerobic reactors filled with lignocellulosic material and subjected to high sulfate water. Hypotheses have been developed that differentiate the reactions occurring in such a reactor into groups that should be individually optimised and these hypotheses have been verified through rigorous laboratory and pilot scale studies. The results of this research are incorporated into a patented multi-stage integrated passive treatment system that is capable of sustained high rate removal of sulfates, metals and acidity.

A major issue presently faced by companies producing and processing iron ore is the need to maximise throughput while minimising capital expenditure. While present high demand means this is of prime importance, the perennial issues of maintenance, operating costs, reliability, quality and environmental sustainability are also critical to profi tability. Attempts to address these issues generally require modifi cations to existing equipment, or trials of new equipment when designing plant for new projects.The risk involved can be substantially minimised by testing equipment improvements using advanced computational models prior to implementation. Examples of application of Computational Fluid Dynamics (CFD) and Discrete Element Method (DEM) modelling to sampling, cyclones, conveyor transfers, classifiers, dust control, banana screens, comminution and smelt-reduction will be given to illustrate the benefi ts of such an approach. *This is an abstract only. Thiess Dampier Mitsui's Moura-Mine is located in the south-eastern corner of Queensland's Bowen Basin, some 180 kms west of Gladstone. Current requirements of the open cut operation are to drill and blast 25 million cubic metres of overburden per year, consuming some 12,000 tonnes of explosive in order to meet the requirements of the mine's four operating draglines and one overburden shovel. By early 1985 it had become obvious that the existing drill and blast equipment and technology could not cope with the long-term needs of the open cut mining operation. Three 61R drills were in need of rebuilding or replacement. Bulk ANFO trucks working two shifts per day were unable to match the requirements of the four draglines dne to long travel distances, slow discharge rates and their inability to load water-resistant products into the increasing number of wet holes. This paper outlines the significant steps taken to introduce new equipment and technology and the resulting improvements in the mine's productivity and economics.

A significant number of new techniques have been developed, and Australian companies are now at the forefront of exploration technology worldwide. In the last 100 years, statistical sampling theory for particulate materials has developed to a stage where sampling systems can be confidently designed to provide assay results of known and controlled variance for a chosen time period. The two independent sources of sampling variance, namely intrinsic and distributional heterogeneity are defined and explained quantitatively. Intrinsic heterogeneity is characterised by the sampling constant for the material and distributional heterogeneity is quantified by the process steam variogram or covariance function. The means by which sampling systems can be designed to an accuracy specification is described.

Extractive metallurgy in the mining industry in Western Australia has diversified and increased in the last 11 years. Before 1980, the industry mainly produced alumina, nickel, mineral sands and iron ore, with the gold industry restricted to five operating plants using Merrill-Crowe technology. In 1981 Carbon-in-pulp (C]P) plants were commissioned at Kambalda, Kalgoorlie and Meekatharra.Currently, the gold industry has some seventy CIP plants in operation, production of synthetic rutile has increased tenfold to 500 000 tpa, alumina production has doubled and production of copper, lead and zinc concentrates has begun. Other extractive metallurgy plants recover tin, niobium and tantalum, silicon, titanium dioxide and zirconia. Current proposals include vanadium, steel and rare earths.

Sixty years after its inception, after an alternation of periods of admiration and rejection by the industry, Sampling Theory can now be seen as going through its golden age. A brief history of its successive transformations and progresses achieved by its author, Pierre Gy, and his followers, reveals the theoretical as well as practical difficulties that had to be vanquished to reach this point. Its current level of acceptance and corresponding trends are discussed and illustrated, with an insight on its increasing real role in the industry and future prospects for its further development.

The emerging coal seam gas (CSG) industry has the potential to provide a large-scale energy province for Queensland. Aquifer impacts and management of associated by-product water, both in terms of quantity and quality, are pivotal considerations for the development of a sustainable CSG industry.Legislative changes have been introduced to ensure that the CSG industry manages potential groundwater impacts and beneficial reuse of the by-product water to a level acceptable to both government and the community.The relevant new pieces of legislation covering petroleum and coal seam gas activities include the Petroleum and Gas (Production and Safety) Act 2004 (P&G Act), Petroleum and Other Legislation Amendment Act 2004 (POLA Act), the Petroleum and Gas (Production and Safety) Regulation 2004 and the Petroleum Regulation 2004. Other relevant legislation includes the Petroleum Act 1923 (Petroleum Act) and Part 7AA of the Mineral Resources Act 1989 (Coal Seam Gas Regime). The P&G Act introduces a full regime for managing water rights. This includes provisions for monitoring and reporting on the effects that the taking of underground water under petroleum tenure has on other bores in the area. The P&G Act also imposes a æmake good obligationÆ on petroleum tenure holders, which requires the restoration of bores affected by the taking of water or the payment of compensation. These provisions represent a significant departure from the Petroleum Act, which says very little about water rights and does not specify restrictions on the taking of water under petroleum tenure. This paper attempts to outline the requirements and obligations of the P&G Act for the CSG industry in terms of underground water rights, development impact assessments, aquifer trigger thresholds, monitoring and reporting requirements, as well as the make good obligations.

Background A recent development in many industries,' including the mining industry, has been ever increasing acceptance and adoption of extended (12-hour) shifts and compressed work cycles compensated by more time off work by employees between cycles. In the Western Australian mining industry development of `long-distance-commute' (LDC) coincided with adoption of 12-hour rotating shifts. Preludes to LDC were the `construction-style' rosters with two crews plus allowance for annual and sick leave relievers working the statutory 13 consecutive shifts followed by one shift off. Crews rotated day to night shift weekly or at fortnightly intervals. Average hours of 72 to 78 per week were common. The author had personal experience working these rosters in the East Pilbara of Western Australia from 1977 to 1982. Workers tolerated these rosters until a suitable combination of frustration, boredom, despair and the `Five Grand Fever' triggered them to `pull the pin' and head for relaxation in Bangkok, Manila, Nimbin, or Margaret River according to their personal tastes.
