Currently, mining in Australia underpins the economic vitality of the nation, generating massive revenue from commodity exports and providing substantial infrastructure and employment. In addition, it is predicted that mining related services will in the future develop a global market of their own that could eventually grow to rival, in value, the export trade in mineral commodities. There is however little room for complacency. In the short- to medium-term, escalating, vigorous competition can be expected from many previously underdeveloped countries that are reforming their own mining and mineral export industries. In addition, most mining companies are facing a modem-day renaissance in terms of new expectations, changing social norms, evolving employee relations and statutory obligations. Thus, along with whatever promise the future might hold, the mining industry is currently being subjected to a growing number of largely unprecedented problems and pressures, both economic and social, that are both highly complex and demanding. In particular, it remains a matter of on-going concern that relations between mining companies and their employees still, in spite of recent reforms, continue to constrain productivity, perpetuate inefficiencies, affect quality of work life and retard progress towards mutually beneficial goals and achievements. If mining in Australia is to attain and hold on to a commanding position on the global scene, then further changes will clearly need to be made. Realisation of this appears to be growing, with most mining companies having attempted in recent years to improve workplace culture. Based on a wide ranging study, this paper presents an overview of what has been learned to-date with regard to the `people factor' when it comes to implementing and progressing positive change and reform in mining. From this, a number of practical suggestions, arising from hard won lessons and experiences in the field, are offered. Attention to the nine `key principles' given should help to ensure that many of the common problems encountered to-date with change and reform in the mining industry are in future avoided or at least minimised.

The role of the mine geologist in a business perspective is self-evident to some, but to others it may be a new concept. All mine geologists need to know exactly how they add value to the business if they are to be successful. Alternatively, if they do not add value, then they will become redundant. This paper seeks to understand some of the contributing problems that hinder the mine geologist from operating in a business perspective. In doing so, a new context (for some) is proposed to aid the mine geologist and the operation gain greater value from geology. The proposal suggests how to ensure that the activities of our geologists are intrinsically linked to the business process that we are involved in. The mine geologist can and must play a pivotal role in the success of an operation. To do this, they must understand some principles of business such as:process, customer/supplier relationships, and organisational structure. Our geologists must know the business objectives, understand the product that the customer needs and use their geological skills to deliver the product safely, on time and to specification. As geologists, we can be instrumental in ensuring that the operational environment is structured in such a way that maximum value is realised, not only from the mine geologists but the entire site team. In doing so, mine geologists will realise their full potential in delivering the outcomes the business demand, and therefore be recognised as strong contributors to business success.

To those who have been engaged in the construction of mining and metallurgical plants during the war and post-war periods, it is quite unnecessary to point out the large increases and violent fluctuations in prices of basic commodities and the steady and persistent rise in labour costs. It may, however, be of interest to present these facts in graphic form, and survey the relative heights of the various maxima and the lead and lag of individual waves. Since Descartes demonstrated for us moderns the analogy between geometric form and algebraic statements, the two-dimensional graph has found widespread application. Mathematicians have developed for our information, if not for our confusion, the triangular diagram and the solid three-dimensional figures, which have proved so useful, at least in the hands of the metallurgists at Port Pirie. The model (Plate 1.) which is exhibited here does not pretend however, to indicate the connection between any three inter-related variables, and it is not proposed to burden members with any abstruse mathematical expression for the irregular surface of the blocks. While time is an ordinate common to all sections of the model, each illustrates separately the variation in cost of some particular quantity between the years 1914 and 1922. It is an easy matter to record such individual variations, but it would be an impossible task to state any equation describing accurately the dependence ot the prices, say, of hardwood or of galvanized iron upon that of labour at any particular point of time. The cost of living curve, which has attained such prominence, if not notoriety, in the last few years, is the result of an attempt to show the mass-effect of the components. It is the difficulty found in "assigning the correct weight to the separate items which makes the aggregate curve somewhat misleading at times.Turning to the model, it will be noticed that each section consists of half a dozen pegs.. The first in each row,that coloured red, represents the cost of some particular quantity, such as bricks, timber or coal, at Broken Hill in 1914. Mining is still a significant economic activity within the Hauraki District. The Martha project is particularly significant. Estimates are that in the order of 850 direct and indirect jobs are derived as a consequence of the Martha project within the Waikato Region. The Resource Management Act 1991 (RMA) is New Zealand's primary piece of environmental legislation. It sets out to provide the framework for the control of the use, development and protection of almost all physical and natural resources. Minerals are excluded from the sustainability requirements of the legislation but as mining invariably involves the use of land, all the other elements of RMA apply. The Council's role in dealing with mining changed with the introduction of RMA. It became responsible for administration of those matters that fell within the functions set out in section 31 of the RMA in respect to existing authorisations. Mineral development needed to be considered in the development of the District Plan that the Council is required to prepare. Implementation of the Act has been a challenge for not only local government but for many industries and resource users since it came into force in 1991. There have been, and are, differing views on both the way it is administered and its intent. The Hauraki District Council has been at the forefront of some of the challenges that are a consequence of the Act. Its reactions to these challenges have been consistent. It treats mining in the same why it treats any other industry. At times this approach has not been understood and without challenge from sections of the community.

Rather than look at the problems associated with sampling, this paper deals with the issue of sampling and blending to optimise revenue û predominantly in the mining industry. An example of the use of this methodology in the agriculture industry is also presented. Mining companies, in particular, are experiencing a boom in commodity prices and many believe the industry is in the middle of a æsuper cycleÆ. Production levels are being escalated dramatically to meet the demand coming from China and India. This in turn has further stretched the capacity of our rail and port infrastructure û resulting in significant shipping queues around most Australian commercial ports and increased demurrage costs for the producers. Mining companies are now looking for effective scheduling, planning and blending to maximise production and reduce demurrage charges û given the current infrastructure constraints. Mining companies can no longer use spreadsheets to run their business. This paper further looks at how these outcomes can be met by optimised blending using an integrated supply chain management system such as MineTrak together with effective sampling and analysis.

A practical approach has been developed for the design of both grates and pulp lifters. It is based on: an appreciation of the process interaction between grates and pulp lifters, an interpretation of mill charge structure as it relates to discharge through grates, and an analysis of pulp and solids flow in pulp lifter channels. This approach can be used to improve the overall discharge effectiveness of AG and SAG mills.

Environmental legislation is changing rapidly throughout Australia at the present time, and with that change comes additional responsibilities for the mining and petroleum industries. Among the many changes that are being made are increased penalties for both criminal and accidental environmental impairment. The defences for criminal offences are limited and for other offences the laws may impose strict liability - in effect the offender is guilty until proven innocent. Mines may be included under contaminated land legislation, creating additional liabilities for clean-up, rehabilitation and long-term management. It is not unknown in Australia for the value of a mortgaged property to be less than the amount of the environmental liability acquired by a mortgagor in possession due to contamination of the site. An essential part of the management program for resource projects is now the regular conduct of an environmental audit, the results of which assist in the management of the legal and financial liabilities facing company directors and managers. The audit can also assist with negotiations with government agencies, staff, unions, insurers, Aboriginal and other community groups. An environmental audit may also help to ensure that companies are claiming the maximum allowable deductions for environmental works under the tax laws, and provide evidence in support of such claims. Environmental legislation affecting resource industries Environmental legislation in Australia is changing rapidly and can impose massive constraints, substantial administrative costs, and considerable liability on directors, managers and the corporation. Pollution control legislation Every State and Territory of Australia has a range of pollution control legislation contained in either individual acts relating to air, water, noise and land, or embodied in a single environment protection act. Pollution control legislation provides a critical management baseline for resource industries throughout Australia, often requiring the full-time attention of an environmental manager or an environmental department. In general, it is an offence to discharge effluents into water, or emit gases into the atmosphere above prescribed limits, cause noise above a regulated level, or contaminate land without a licence. A licence determines how much of a substance can be discharged, the location, the receiving environment, the quality, and the time at which discharges can be made or noise can be caused. Planning legislation Planning legislation controls where a project is located, how it will be constructed and operated, how large it is allowed to be, and what will happen once the project is completed. Development consents or approvals will generally contain a range of conditions controlling the preparation of the site, the construction of the facility and the way it is operated throughout its expected life time. Resource projects may be regarded under legislation as scheduled or designated developments requiring special treatment during the decision-making process. Under planning legislation, it is usual for resource projects to be subject to an environmental impact assessment process. Resource legislation Resource legislation specifically covering mining and petroleum in Australia, also contains requirements regarding protection of the environment during exploration for and extraction of minerals and oil. A mining or petroleum production lease usually contains numerous conditions regarding protection of the environment and rehabilitation of the site during and after the life of the extractive process.

The published safety policy of Mount Isa Mines Limited, together with details of the organisation and control techniques adopted by management to pursue an active safety programme within the company, is presented. The importance of communication by management through the organisational hierarchy and procedures instituted to ensure rapid and concise feedback on safety concerns are detailed. The paper also describes the role of the occupational health department and safety committees in assisting management to monitor the safety effort of supervisors and employees. Current safety performance levels are tabled together with details of some aspects of the programme on which safety effort will be concentrated in the future.

The past century has seen the development and commercialisation of many new pyrometallurgical processes based on gas injection. The driving force behind this trend in smelting and refining technology was the increased productivity and resulting increase in capital utilisation achievable. However, measurement of system variables is not easy and their effect on the rate of the reactions involved is not well characterised. One of the critical parameters is the gas-liquid interfacial area produced by gas injection. Related variables such as bubble size and velocity, and gas hold-up fractions in aqueous systems have been measured using combinations of physical (visual, audio and electrical) and chemical techniques. Models have been developed relating interfacial area to physical properties and operating variables and attempts made to extrapolate these to high temperature, liquid metal systems. The only attempts at validation of these models have used either low temperature liquid metals, such as mercury or WoodÆs Metal, or operating plant data. This paper reviews existing knowledge of the effects of system variables on total interfacial area in gas injection systems. Interfacial area is calculated from a range of published experimental aqueous and liquid metal systems and used to assess existing models. An operating region diagram was developed to assess dynamic similarity between experimental and industrial systems. It highlights areas where further research into both measurement techniques and experimental system variables is required in order to extend knowledge and guide further technical and design advances into the 21st century.

There has been considerable attention in the literature to coarse sizing by wet and dry screening, but these methods have not proven to be applicable to the calculation of screen capacities for fine wet sizing, desliming and media recovery: A method is presented for the calculation of the size of screens for such duties, being based on the mean particle size of the oversize material on the screen which reflects the surface area from which the fines or media must be removed. Similarly for dewatering, it is the area from which the water must be drained. Desliming, media recovery and dewatering are each considered along with water require- ments both with the feed and as wash water.

Future developments in established mining areas may have significant hydrogeological implications, especially where the existing mines are to be deepened. In turn this may have an impact in the area of the disposal of ever larger quantities of mine water, particularly, as is often the case, where the quality of this water is poor.

The use of econometric models to assess the effects of a Government's policy on an industry is gaining momentum. This is particularly so for the Mineral Industry and it is important that mineral industry management understands the techniques involved in developing econometric models. Models are usually constructed outside the industry by either government departments or their consultants and used by the policy makers to investigate artificially the implementation and ramifications of new policies. This paper discusses the application of econometric models in Governmental policy determination, highlights the use of various models in Australia and gives an overview of the techniques involved using Australian examples.

Economic evaluations of mineral projects are based on discounted cash flow analyses, followed by sensitivity and risk analyses. However, the global macroeconomic and political environment in which the mineral industries operate have a profound effect on the viability of individual projects. Since the oil crises of 1974 and 1980, demand patterns for minerals have become much more variable and prices more volatile. Significant changes in the geographical distribution of world mineral supply and demand are underway, and the mix of minerals used is also changing. Social and political factors are as important as economic and technical factors in determining the viability of mineral ventures. Economic evaluation of mineral projects have to be undertaken in a more uncertain and risky environment. They can no longer be reduced to a number crunching exercise.

Clearly visible in geophysics is a trend away from simply finding and drilling anomalies obtained with off-the-shelf equipment, condes- cendingly sold by travelling salesmen. Instead, technical tools are becoming available which allow us to choose or design equipment and sur- vey procedures for the specific problem at hand. The advent of micro- and smaller computers enable us to collect more and better measure- ments and to rapidly process them so as to emphasize the features which are being sought. These new capabilities have important consequ- ences both to the extent to which geophysical tools will be applied in the industry, and to the skills which will be demanded of those using them. Because of its uniquely difficult exploration problems, Australia must expect to amplify its new prominence in the development of mining geophysical technology.
