The level of impact and mitigating measures that are forecast in an environmental assessment (EA) for a new, or significantly modified, metallurgical processing facility or mine are taking on increasing importance during the subsequent life of the facility. The basic premise is that one is authorized to operate within the envelope defined by the approved EA. Operations inevitably change as they develop and mature, and at some point, one is faced with the prospect of re-doing the original EA work. This can lead to significant development delays. Cameco Corporation (Cameco) has played a major role in developing the northern Saskatchewan uranium mining industry over the past decade. Through the EA process, the company has developed ideas on what works well in generating approvals that give the operator some future flexibility. Early introduction of concepts for potentially different mining and processing methods, as well as contingency plans if things do not work out exactly as predicted in the original EA, can make subsequent regulatory approval for change a more efficient process. One must also preserve the principles of open consultation upon which the EA process was originally based. As such, involvement and support from local communities and other stakeholders is required to ensure the long-term success of the EA process.

This paper reviews an analytical model that defines the relationship of weight-weighted or volume-weighted average haulage distance with bench height and other related parameters, presents the optimum bench heights under various conditions in terms of minimizing the weighted average haulage distance of ore/waste during the full lifetime of an open pit mine, and discusses the truck haulage economics of mining open pits by high bench, specifically by 15 m, 18 m and 20 m benches through marginal analyses. The observations from these analyses disapprove the previous conflicting assertions that the over-all weighted average haulage distance either increases or decreases directly with bench height. It is concluded that: (1) an increase of bench height to 15 m from 12 m is likely to be viable under the general conditions of large-scale deep open pit mines; (2) the reduction of haulage cost is much limited with the case of increasing bench height to 18 m from 15 m; and (3) the feasibility of mining open pits by 20 m benches is generally questionable. These conclusions may serve as a useful guide for those who advocate open pit mining by high bench.

Les dykes tant de porphyre feldspathique quartzifére que ceux de prophyre feldspathique sont d'affinité calco-alcaline: Zr 83 ppm, Sr 500 ppm et P2O5j 0.10%.Le gisement de 10 mine 2 est filonien: veines subhorizontales (""flats "") surtout et veines sub-verticales dans des zones de cisaillement. Le dernier réajustement structural de direction de compression nord-sud a broyé le quartz des veines existant es et rendu possible leur minéralisation. Les veines minéralisées contiennent du quartz, de la tourmaline, de la calcite avec des traces de scheelite, de pyrite et d'or; elles sont bordées par de minces (2 à 20 cm) bordures d'altération où l'on retrouve un enrichissement en carbonate, paragonite, apatite, rutile, saphène et zircon et où les phases ferromagnésiennes sont disparues. On a documenté le migrations géochimiques suivantes:I - de la bordure d'altération vers l'éponte, K2O, Rb et MgO;2 - de l'éponte vers la bordure d'altération, Na2O;3 - de l'éponte vers la veine, SiO2.P2O5, TiO2, Zr, Y, Nb et CaO sont enrichis dans la bordure d'altération."

The author has covered •briefly the location of the heavy •and asphalt-base oil fields, their geology, current drilling and production practice, the location of the •refineries capable of handling heavy crude, their products and markets, and the problems and future prospects of the industry.Location and Description of FieldsThe term heavy oil is generally used to denote crude of 20.9° gravity and under. Since the products from heavy oil are also to a lesser extent obtained from asphalt-base crudes of higher gravity, some mention will be made here of the latter; but in general the emphasis of the paper is on heavy oil as such.In the order of their production to date, the heavy oil fields and those light oil fields which produce asphalt-base crudes are : Lloydminster, Taber, Vermilion, Conrad, Princess, and Wainwright.The Lloydminster oil field has not only produced most of the heavy oil, but also is currently the largest producer, supplying at the present time about 80 per cent of the heavy and asphalt-base crudes produced in Western Canada."

RIGHT NOW the Canadian oil business is suffering from growing pains brought on by developments outside our borders. I would like, therefore, to place our industry in perspective for you in two ways. I would like first to describe it briefly and let you see it in relation to the world oil industry. Then I would like to bring it back and place it into perspective against a strictly Canadian background. Naturally, in such a discussion, it is necessary to use a certain amount of statistical material. I'll endeavour, however, to keep it to a minimum. Eleven years ago, before the discovery of Leduc, Alberta could boast of having 21,000,000 barrels of crude oil reserves. Five years ago we had 1,810,000,000 barrels. At year end, 1957, our remaining recoverable reserves totalled more than 3,000,000,000 barrels. In 1957, our potential production in Alberta reached an all-time high of 756,000 barrels a day. Unfortunately, our actual average daily production dropped from 393,000 barrels per day in 1956 to 376,000 barrels per day in 1957. And in 1958, to date, it has dropped sharply to around 300,000 barrels per day.

The company operates. rock ilmenite mine near Havre St. Pierre and produces its slag and ferrous products from its metallurgical installations located in the Sorel/Tracy region. QIT. born in 1948 from a joint-venture between Kennecott Copper Corporation and New Jersey Zinc Company, was acquired from BP Minerals by RTZ Corporation PLC in 1989 and remains its wholly owned subsidiary ever since.lImenite is a mineral rich in both titanium and iron oxides. QIT's proprietary mineral enrichment and electric smelting processes permit the concentration of the ilmenite ore and the separation of its main constituents to produce a 80% TiO2, slag and a high purity molten iron which is further transformed into iron ingots (pigs), steel billets, iron and steel powders.QIT's ilmenite deposit is located in the Lake TIo-A1Iard area, 43 km inIand from Havre St. Pierre, a community on the north shore of the St. Lawrence River some 960 km from Montreal. The orebody, covering some 542 000 m2, consists primarily of coarse-grained ilmenite (FeO.TiO2) with disseminated fine lenses of hematite (Fe2O3). The worthless mineral (gangue) associated with ilmenite is mainly anorthosite, a complex silicate. QITs mining operations are carried out using conventional open pit methods in a 500 m by 600 m horse-shoe shaped mine with nine benches developed. Primary blasting is performed on a weekly basis during the mining season. Blasted ore is trucked to the crushing station to be broken down to 15 cm and 7.5 cm sizes, respectively, by means of a primary jaw crusher and a secondary cone crusher. Minus 7.S cm ilmenite is then loaded into hopper cars for the 43 km trip to the Havre St. Pierre terminal where it is stockpiled and reclaimed by under-ground conveyor chutes to a ship loading tower at the dock. The crushed ore is shipped to QIT's smelter located in Sorel in 40 000 tonne carriers from April to December."

"Description and UseDischarge liners or pulp lifters as they are sometimes called are a trough type liner used at the discharge end of the mill where ground ore passes to the trunnion.There are basically two methods of discharging pulp. The First and most common is the overflow method. Here ground ore travels from the feed to the discharge end where it exits through the discharge trunnion in an overflowing manner, hence the name ""overflow"". (See Figure I) The second method of discharging pulp is the grate method. With this method you block-off the trunnion and hold the ore inside the mill for a longer period of time. This allows only the desired size of ore out of the mill. Ore passes through the grate liners, into the Vibrathane Discharge liner, and finally down to the trunnion. Greater control of the ore size results wit1 this method as compared to the overflow method and it also eliminates reclassifying and regrinding. Modem civilization is indebted to that most ancient of the skilled crafts - the art of stone working, as the one consistent means whereby the dim un-recorded past has conveyed to our modem schools of science volumns of facts, written in characters of imperishable stone. Although left, centuries ago, to ruin and decay, architectural examples of the ancient building crafts still remain to the glory of the old master-builders, whose accomplishments in that remote age continue to influence and inspire their modem successors. Present-day architects and builders will leave to posterity just as faithful a record of our modes of living and of the methods now adopted for protection, as if it had been made by written word; and our craftsmen have profited greatly, in meeting modem requirements, by taking advantage of the indurance and utility of stone. Stone in all ages and stages of the world's civilization and development has been the material chosen by the masterbuilder, the one material possessing qualities that render it most desirable in affecting the artistic ideals of each period. It perfects the science of architecture through its durability and thus renders possible the study of man's workmanship in stone throughout periods of civilization of which we have no specific written account. Other materials have been used for the construction of man's habitations, but none have withstood the test of time, nor have established the credit of designer and builder so well as stone. _All other materials fall into ruin and decay, leaving neither mark nor monument for the enlightenment of mankind.

The reduction of copper sulfide and copper oxides originated during artificial tarnishing of copper was studied using potentiodynamic potential/current density experiments. Six copper surface treatments were considered: mechanical polishing; indoor exposure for 7 days; chemical etching in 1.6 M nitric acid; chemical etching and heating at 160°C; and chemical etching and dipping in a 9x10-4 M or 0.9 M potassium sulfide (1(25) solution at 70°C. Cuprite (Cu20) and chalcocite (Cu2S) were the main compounds formed. A linear relationship with the square root of the scan rate (v) was obtained by plotting the potentiodynamic potential/current density for the tarnish dissolution processes. A relationship between potential and current density cathodic peaks was not obtained, according to Müller's model, showing a proportionality factor with the dimensions of a resistance.

"With the emphasis in the past decade on larger and more efficient equipment for open-pit operations, the Normandie mine of the Asbestos Corporation has followed the trend, switching from the smaller type of percussion drills to down-the-hole rigs. One 5 Y2 -in. percussion drill is still in use, but is limited to a ""smooth blasting"" role or to the control of the slope on final benches.In keeping with the times, an attempt was made to eliminate, as much as possible, the use of high explosives and to maximize the percentage of ammonium nitrate -fuel oil mixture. As the concentration of ground water increased with increased mining depths, small pumps were initially employed for the dewatering of boreholes. This proved unsuccessful, and a hole-blowing rig was built and a conversion to plastic liners made. The acquisition of a bulk-mix AN-FO truck has permitted the changeover from an AN premix to an ammonium nitrate prill -fuel oil combination at the borehole."

THE property of Howey Gold Mines, Limited, is situated at Red Lake, Ontario, one hundred and seventy-five miles east of Winnipeg and eighty miles north of the Canadian National railway. The mine has been a continuous producer since April, 1930, and, at present writing, a total of 3,042,690 tons has been hoisted, giving a production of $6,422,858.55, for a grade of $2.32 per ton. From 1,064,477 tons mined during the past two years, however, the yield has been only $1,389,607.03, or $1.41 per ton (gold at $20.67). Present output is at the rate of about 1,470 tons. per day. THE ORE-BODY AND WALL-ROCK: The Howey ore-body is part of a quartz porphyry dyke, which has. intruded an area of greenstone. The dyke strikes north 65° east, and its dip varies from 85° to the south at the surface to practically vertical below the. 1,000-foot horizon. Both along the strike and on the dip, the width of the dyke varies from 25 to 200 feet, the widest portion occurring below the 1,000-foot level. To the east of the ore-body, the dyke increases in width and finally splits into tongues of porphyry enclosed in greenstone, diorite, and congloJ11erate. To the west, it passes into the adjoining property, its width at the boundary being 100 feet. The rock in the ore-body is hard to drill, but, because of numerous horizontal slip-planes, it breaks well when blasted. This characteristic makes it possible to break large breasts or benches with a relatively small number of holes. The ore broken in this manner is consequently quite coarse, a large part of it requiring secondary breaking.

The adverse effects of clay particles on coal and mineral processing processes such as gravity separation, flotation, filtration, and thickening are well known in the mining industry. In particular, the presence of ultra-fine clay particles deteriorates froth flotation performance, which has been attributed largely to slime coatings that inhibit bubble attachment and to adsorption of the frother and/or collector by the clay particles. The present study was conducted to evaluate the performance of clay binding agents developed by Georgia-Pacific Resins, Inc. in enhancing coal and mineral flotation performance. Mechanical and column flotation tests were carried out using coal and potash samples. Process parameters investigated include slurry solids percentage, impeller rotation speed, binder dosage, collector dosage, etc. Flotation results show that use of GP reagents significantly enhanced flotation efficiency under different conditions. The required binder dosage and conditioning time was about 1 lb/t and 0.5-1 min, respectively. More significant improvements in process performance were observed at higher solids percentage and higher impeller rotation speed.

"On August 8, 1989, the Minister of Finance released a technical paper which sets out many of the details of a proposed 9% federal value-added tax to be called the ""Goods and Services Tax"". The GST, which is scheduled to be implemented with effect from January 1, 1991, will affect all Canadians in different ways and to varying degrees. The mining industry itself should, by and large, benefit from the new tax.IntroductionOn January 1, 1991, it is proposed that the existing federal sales tax will be replaced by a new sales tax - the Goods and Services Tax (GST). GST will be leviedat a rate of 9% on most goods and services consumed in Canada.How it will WorkThe GST will be a tax on the final consumption of goods and services. It differs from a retail sales tax in that it will be collected throughout the production and distribution chain. However, the net effect of the tax paid on a particular good or service will be equivalent. The example above (next column) illustrates the application of the GST to the production and sale of a chair.Illustration of GST for a ChairEssentially, the total tax will equal 9% of the sale price to the final consumer. However, GST will be collected on the value added at each stage of the production and distribution chain . What will be TaxedVirtually all goods and services will be taxed. "A ball charge dynamics model is presented. Simulation results are compared with observed data showing good correlation. Based on the charge dynamics models, a liner wear model is presented along with some wear simulation results. Using the charge dynamics model with the liner wear model, it is possible to envision the predictions of mill power consumption as a function of liner wear. Further work is needed to validate the liner wear model.IntroductionFrom a process control point of view, industrial systems can be considered stationary or non-stationary. For example, the physical properties, such as geometric and/or material, of a system considered stationary do not change with time. However, this is not true for non-stationary systems such as those found in the mining industry where process dynamics are often violent with wear being an intrinsic process phenomenon.In this paper, a model for ball charge dynamics will be presented along with a description for liner wear. Simulation results for power draft prediction using the charge model will be compared with observed data. Further, liner wear results will also be presented."

DISCUSSION AT QUEBEC MEETING MR. A. V. CORLETT: With drill holes radiating from a common point, is loading carried to the collars, and do you undertake to distribute the powder evenly? MR. R. V. PORRITT: When the collars of the holes, particularly the diamond-drill holes, are close together, two out of three holes are loaded only to within six or seven feet of the collars, and the intervening holes are loaded close to the collars. When the collars are farther apart, the holes are loaded close to the collars. No spacers are used, and the holes are filled solid with powder, this applying particularly to the diamond-drill holes, except, of course, where the collars are close together and some holes are not loaded close to the collars. MR. J. G. L. McCREA: I would like to enquire in respect to the various efforts made to reduce the cost of diamond drilling to the lowest point, what is. the relative cost of the solid bit to the standard bit? It would seem that the solid bit has the higher cost. MR. PORRITT: The non-coring or solid bit gives a slightly lower diamond cost than the coring bit. With the coring bit, the greatest diamond loss is on the inside stones, apparently due partly to vibration, but mainly to the core blocking against these stones. This condition, of course, does not apply with the non-coring bit. Our experience is that the non-coring bit, which drills out a much greater area, has a diamond consumption slightly less than the coring bit. The non-coring bit is sturdier, and is far less liable to damage in starting holes and in drilling through cracked or broken ground.

Iron ore samples containing apatite are fractionated to acceptable products by spherical agglomeration methods. The phosphorus is upgraded by a factor of 10 at an elevated pH. High-grade iron products are obtained in good yields from the tailings in a second step of the operation. The grade of the phosphorus separated appears to reach a maximum at about pH = 10; recovery of iron decreases below about pH = 4. Both the recovery and grade of iron are found to be reduced sharply above about pH = 8.

A pressure acid leaching process has been developed for the extraction of metal values, nickel, copper, cobalt and zinc, from base metal smelter slags. The basic concept contemplates cooling the smelter slags through solidification sufficiently slowly to induce a good measure of crystallization; and subsequently, after fine grinding, to pressure leach such slags at around 250°C while applying oxygen overpressure, utilizing smelter byproduct sulphuric acid. High levels of extraction of the slags' metal values are thereby achieved. It has been shown that if the same slags are quenched thereby producing an amorphous structure, the resulting metal extractions are very low. The process is applicable to smelting furnace throwaway/discard/dump slags, as well as to in-process converter slags. By extracting the bulk of the residual base metal values in the throwaway/discard/dump slags, the resulting leached residues are rendered virtually benign vis-à-vis the external environment.

Globalization and the search for new ore deposits inevitably lead to investment in foreign markets. Investors need to be aware of the effect of their venture on regional, social and economic issues when they invest. Decades of detailed statistics from various sources can be integrated and analyzed to predict the social-economic impact of investment, thereby mitigating risk. To this end, the correlation among variables such as foreign direct investment into mining (FDIM), reserves, and socio-economic indexes is examined. The investigation focuses on South America from 1992 to 2000. Throughout the past decade, South America has benefited from capital investment from more developed countries. This huge investment by the mining industry has impacted the South American economies and can be measured directly using the FDIM. Other economic variables investigated include mining gross domestic product, direct employment, and human development indexes. The correlation is based on data compiled from the World Bank, international risk assessment agencies, the United States Geological Survey (USGS), and the information agencies of various South American countries. Initial analysis of the economic data suggests various expected outcomes. For example, foreign investors may disregard a measured, highly negative country risk in deference to the quality of its mineral resources. It is important to note that the standard measures of country risk published by investment analysts are not industry or investor-specific. In the case of the investor, the level of accepted risk is based on their managed investment portfolio. It is noted that arguments for level-playing fields may be the antithesis of globalization. The discovery and exploitation of ore bodies in a globalized environment necessitates the development of economic measures that standardize mining-specific risk variables and trends. The latest published information on the security of mineral investments in South America is investigated by integrating databases of economic, geologic, production, human indexes, and risk ranking.

Mine site infrastructure for storage and delivery of hydrogen must be standardized and acceptable for routine and safe industrial use before fuel cell technology is adopted as a major power source. An initial study reviewed possible options for production, storage and delivery of hydrogen for underground equipment. The high level review included assessment of economic, operational, technical, and health and safety risks. Following this review, a subsequent theoretical study to select typical minesite infrastructure and for construction at an operating research mine is outlined.

"All attempts to remove significant amounts of arsenic from enargite via neutral or reductive pyro routes have required operating temperatures between 600 and 700 º C, too high to propose an equipment development program. Operating at reduced pressures, or using hydrogen or elemental sulphur as a sweeping gas did not help to lower these temperatures. Admixing iron powder gave excellent results, but still required 700 º C. By fortuity, in recent experiments to produce tennantite from an enargite mineral sample, it was observed that enargite was completely converted to bornite, chalcopyrite with minor residual tennantite within an hour at 400-450 ºC. This is believed to be due to the presence of pyrite in the mineral sample treated. All earlier decomposition work appears to have been done on predominantly enargite (i.e. low pyrite) samples, or at high operating temperatures, ignoring possible reactions at lower temperature. The decomposition of enargite into iron substituted tennantite plus some bornite under evolution of liquid elemental sulphur, followed by further decomposition of this tennantite into bornite and volatile arsenic sulphides, appears experimentally feasible at these low temperatures and mimics described ore genesis pathways at > 250 ºC in saline solutions.
