The Chilean part of the archipelago of Tierra del Fuego, situated south of latitude 62o S, is within that country?s Región de Magallanes y Antártica, and separated from the remainder of Chile by the Magellan Strait. In recent geological history several phases of Quaternary age glaciers originating in the Andean and Dawinian Cordilleras eroded assumed primary gold deposits and entrained their related alluvial deposits. Piedmont glaciation extended to the east and south over m0st of the land and beyond the present-day coastline into extensive areas exposed during the resulting lowered relative sea level. During interglacials particulate gold incorporated unevenly in the widespread drift, till and moraines was fluvially released and concentrated into streams and flood gravels. Coastal erosion enriched various beaches with gold. From 1868 onwards Tierra del Fuego hosted a major gold rush whereby early, labour intensive, beach mining eventually developed into inland dredging. But continued mining activity was interrupted and then terminated by several external factors. Most miners, always seeking ?greener pastures?, joined the rush to the new discoveries in the Klondike (1896) and Nome, Alaska (1899). In 1904 the international boundary, established in 1881, became the subject of a major dispute not settled until 1984, The Panama canal?s opening in 1914 turned Tierra del Fuego, previously on the Pacific-Atlantic shipping route, into a remote backwater. World War II brought opposing foreign naval forces to the actual islands where most gold had been taken from the beaches. It also crippled the dredging industry which lost its coal supply and never recovered. Nevertheless, some small scale mining continues to this day.

The western continental margin comprises of the southwest coast (Cape Comorin-Mangalore), centralwest coast or Konkan coast (Mangalore-Bombay), northwest coast (Bombay-Gulf of Kutch) and the Laccadives area. Placer deposits of heavy minerals occur in discontinuous patches on the beaches along many parts of the west coast. The richest offshore placer deposits occur along the 25 km stretch of the southwest coast from Neendakara to Kayamkulam. The National Institute of Oceanography (NIO) surveys show that the sediments off the Konkan coast consist largely of silty sand, sandy silt and clay and the concentration of ilmenite is higher than the onshore. The heavy mineral concentration ranges up to 90% and has mainly ilmenite and magnetite with minor quantities of apatite, rutile, zircon, kyanite etc. The heavy mineral sands extend below the clays to water depth down to 20 m. The heavy minerals sands vary in thickness from 2-10 m. Offshore placers can be mined by using wire-line, bucket ladder and hydraulic dredges. Wire-line, bucket ladder and hydraulic dredges. Wire-line dredges may employ drag buckets or clamshell and hydraulic dredges suction or airlift principles. The dredges can be located on flat bottom or catamaran barges. Dredging of very near shore placers may be achieved by operating from land. The bucket ladder type of dredger has greater digging ability and hence can be deployed for mining placers which are partly consolidated or cemented or where the most valuable part of the deposit lies at the contact between the alluvium and the bedrock. This type operates very economically up to 45 m depth and needs minimum power requirement per unit dredged. Suction type hydraulic dredges can be operated very effectively up to 60 m water depths. This system is quite ideal for the inner shelf. The maximum practical economic working water depths for wire-line dredges are about 150 m. With the drag bucket modified into large net buckets, the method can be utilized to greater depths. They can be used in areas of high water currents and swells. The type of bucket can be changed readily with change in the nature of alluvium or substratum. The hydraulic suction dredge is the most suitable system for mining unconsolidated sediments. When the sediments are semi-unconsolidated, a cutter head can be mounted on the lower end of the suction pipe to agitate the seabed.

The discovery of iron-manganese ores on the surface of underwater mountains was made more than a half century ago. During this time the basic ideas about the thermodynamics of the processes of hydrochemical reactions in the sea water have been developed by scientists and are revealed in geochemical and mineralogical differences between the deposits from the seamounts and the nodules of the sea bottom. The distribution of the dissolved metals, oxygen, carbonic acid and organic matter in the overlying ocean waters of seamounts in the deep ocean to depths more than 5,000 m has been studied in some detail (e.g. J.R. Hein, P. Halbach. G.B. Baturin, Ye.M., S.I. Andreev, L.I. Anikeyeva, [1-6]). In recent years scientists from YUZMORGEOLOGY have completed detailed geological survey work on the Magellan Seamounts in the Pacific Ocean. The results of drilling the ore body and geophysical and photo surveys have also been described [4]. Previous ideas about the general covering of seamount surfaces with iron-manganese crusts have been changed based on ground-truth surveys. This study examines the complex concentric-zone or spotty arrangement of the most densely covered sections, the strong dependence of the thickness of crust on the geomorphologic features, and the potential influence of the underlying substratum. One established geochemical heterogeneity in the composition of ores, also frequently inversely proportional power dependence on directions was observed. The development of a numerical model of the formation of the ore crust on the seamounts is currently a high priority.

Deep Reach Technology, Inc. recently completed a multi-year cooperative research project for the U S Army Research Laboratory for the purposes of investigating recovery of rare earth elements from the seabed. This research led to the discovery of a potentially economical deposit in the Exclusive Economic Zone of the Cook Islands. In order to further develop this resource, Ocean Minerals LLC (OML) was formed in 2016 to explore the development of a deep-sea mining project to recover rare earth elements and scandium from the upper 10m of sediment in promising areas of the Cook Islands Exclusive Economic Zone. OML and the Cook Islands Investment Corporation signed an Agreement in 2016 giving OML exclusive rights to explore a 12000 sq km area and option rights over an additional 48,000 sq km. This poster presents the current status and activities related to this project.

Substantial consideration has been given to the implications that the morphology of the Chatham Rise deposit will have on mining operations. The glacio-tectonic processes involved in the distribution of nodules on the rise has in several areas been quite significant. The recent cruises by Chatham Rock Phosphate Limited (CRPL) have collected data which has affirmed the assumptions previously made and catered for in historic resource estimations. The deformation and displacement of the phosphorite during glacial periods and the redistribution of the mobile sand during interglacial periods is interpreted to have produced a highly variable pattern of phosphorite concentration (kg phosphorite/m2) and coverage (% phosphorite/sample weight). The phosphorite resource probably has a significant spatial variability at a scale of tens of metres. Results of recent surveys show phosphorite-rich patches alternating with phosphorite-poor areas at distances of less than 20 m. The high spatial variability of the deposit has had a bearing on how historical information for the project has been regarded and integrated with the recent exploration approach and data collection process. This coupled with the proposed extraction tool has influenced the size, nature, extent and siting of the proposed mining blocks

Until now, more than 200 sites of sea-floor hydrothermal activities are known on the midocean ridge but few of them are documented on South Mid-Atlantic Ridge (SMAR). This on some extent restricts our directly understanding of the hydrothermal mechanism on SMAR. In 2011, During the Cruise 22 of R/V Dayangyihao, a masive sulfide field was discovered in the center part of the first-order ridge segment that bounded between Cardno Fracture Zone and Saint Helena Fracture Zone, near 15.16°S/13.35°W, which give us an opportunity to recognize the mechanism of hydrothermal systems on SMAR directly. This newly discovered hydrothermal field, which informally called SMAR 15°S, is situated in a SE-NW offset depression of an axial neovolcanic ridge, with water depth of about 2793m. In the water column around this field, strong turbidity and temperature anomalies were detected. Ten meters high venting chimneys, hydrothermal mounds as well as a large amount of hydrothermal vent shrimps were also observed and recorded by ROV and Deep tow camera on the ocean floor. The samples we collected from this field include sulfide chimney fragments, massive sulfides and basaltic rocks. In this study, we are focusing on the mineralogy and sulfur isotope geochemistry of sulfide samples for preliminarily uncovering the geological characteristics and hydrothermal processes of this hydrothermal field.

Texture and geochemical composition of hydrogenous ferromanganese crust from relatively adjacent three seamounts (OSM2 at 157°35'E, 13°55'N, Lomilik at 161°37'E, 11°42'N and Lemkein at 165°05'E, 9°18'N) near the Marshall Islands in the western Pacific (Figure 1) were investigated in order to elucidate their growth history. These seamounts, located in different latitudes, are along a line that is parallel with the direction of Pacific plate movement. Thick crusts commonly have three or four distinct layers (Figure 2): (1) layer 1, uppermost layer, is black, dense, and has a botryoidal, columnar, or laminated texture; (2) layer 2, overlain by layer 1, is Fe-stained, porous to vuggy and filled with sediment; (3) layer 3, phosphatized layer, is black, massive, dense, and impregnated by CFA, (4) layer 4 shows parallel to undulatory laminated texture and cut by CFA-filled veins. Layer 1 and 2, unphosphatized young layer, are observed in crust samples collected from all seamounts. However, lower part of the crust shows different textures in different seamounts. Both layer 3 and 4 are found in thick crust from OSM2 but layer 4 is absent in crust samples from Lemkein and Lomilik. All the uppermost layers (layer 1) from three seamounts have similar textural and geochemical characteristics. Layer 2 is overlain by layer 1, is porous, partly Fe-stained, and sediment-infilled. In previous studies, layers 1 and 2 have grown in different oceanic environment. Textural and geochemical properties show that layer 1 has grown under relatively higher bottom water activity and lower productive environment than layer 2. Carbonate and detrital materials in layer 1 are not abundant compared to layer 2. Layer 2 can be assumed to have grown under equatorial high productivity zone (EHPZ) while layer 1 has started to grow when the seamount left from the EHPZ.

"SUMMARYThis paper describes challenges faced when executing a programme of monitoring to measure the dynamics of currents and sediment plumes at a seamount and the solutions identified to deliver the measurements. The study site was the Tropic Seamount, which extends some 3300m above the surrounding seabed and is found at the southern limit of the Canary Island Seamount Province. The purpose of the study, which forms part of the Marine E-tech project, was to provide information on the interaction of flows with the seamount and to assess the behaviour of sediment plumes that could be generated from potential seabed mining operations targeting the recovery of ferromanganese crusts. Since the crest of the seamount is submerged to a depth of 1000m, much of the work was undertaken using remotely operated and autonomous vehicles supported by measurements from the surface vessel. Despite only limited information on currents being available for planning purposes, the combination of short term forecasting using a 3-dimesional hydrodynamic model of the study area coupled with the collection and analysis of reconnaissance data collected during the first phase of measurement activities made it possible to plan and execute a number of detailed hydrodynamic experiments on the seamount crest. The results of these experiments have advanced the understanding of the behaviour of sediment plumes in the deep ocean and will ultimately improve our ability to manage the impacts which may arise from deep sea mining operations."

INTRODUCTION Efficient exploration methodologies for base metal deposits have huge benefits for future deep sea mining endeavours, and underwater hyperspectral imaging (UHI) has been variably demonstrated to have applications in the identification and characterisation of mineralisation on the seafloor for both nodules and seafloor massive sulphides (SMS) (Dumke et al., 2018 and 2017 respectively). Due to growing resource requirements (Singer, 2017), SMS deposits are considered to be increasingly significant sources of copper and zinc, as well as silver and gold. This style of mineralisation is currently occurring at active hydrothermal vents (black and white smokers) but now-inactive sites also have the potential to be large mineral deposits. As such, the development of novel methodologies to detect both on-going and extinct mineralisations are of high importance. Geological setting During the MarMine cruise (Ludvigsen et al., 2016), non-mineralised host rock, low grade ore and high grade ore grab samples (Snook et al., 2018) was collected by ROV from the Loki’s Castle deposit (Pedersen et al., 2010), located on the Mohn’s/Knipovich junction on the ultra-slow spreading Arctic Mid-Ocean Ridge (AMOR), at a depth of approximately 2300 m. This material has been characterised as part of the MarMine project (e.g. Snook et al., 2017), and, by imaging compositionally constrained material, the measured hyperspectral responses can be used to generate a library for identification of deposits on the ocean floor. UHI technology Remote sensing with hyperspectral and multispectral technologies has seen wide use in prospecting for ores and hydrocarbons on land (Van der Meer et al., 2012). Iron oxides and sulphides have low blue reflectance and high red reflectance in the visible spectrum. The ratio between these two pairs has been used in exploration for terrestrial deposits of hydrothermal origin (Sabins, 1999). This discrimination typically also includes wavelengths exceeding the visible spectrum (1.5µm – 2.5µm). These wavelengths are typically not utilised underwater because infrared wavelengths and higher are rapidly attenuated in water. However, discrimination based on the full shape of the spectral response in the visible light (350nm – 800nm) may still be possible (Bolin and Moon, 2003). Resolving the endmembers from the spectral responses requires prior knowledge about the optical properties of the materials, i.e. their reflectance. These reflectances can be obtained in a controlled environment, where the spectra of the lamps, wavelength- dependent attenuation in water and scattering of light can be accounted for (Johnsen, 2013).

Bottom sediment sampling by means of a box corer, as a direct method of deep seabed exploration for polymetallic nodules, is the most comprehensive way to obtain various types of geological information on points forming a network of stations. However, direct information is lacking from areas separating those stations and has to be approximated by interpolation or extrapolation, which leads to uncertainties. Sediment sampling with a gravity or piston corer can provide information on the superficial, up to 4 m thick, part of the sedimentary cover. As opposed to box coring, gravity or piston coring provides no information on nodule abundance. Information for unsampled areas can be gained by application of remote techniques of exploration. The techniques of choice in visualising nodule-rich fields, nodule-free areas, hard rock outcrops and other obstacles for seafloor mining involve using sonar and continuous deep sea (CDS) camera. Seafloor mapping can be rendered with two major sonar types: the side scan sonar used to obtain seafloor imagery and multibeam sonar for bathymetric data; the two types are usually combined and work with an intermediate frequency profiler. Photo-profiling by means of a deep sea towed camera provides a series of seafloor photographs, each supplemented with information on the area covered by each frame, including the nodule abundance. Remote techniques have been quite frequently applied by the Interoceanmetal Joint Organization (IOM) in nodule field exploration. Recently, geoacoustic techniques (side scan sonar + profiler) and CDS were applied for exploration of IOM?s first prime area H11 (5372 km2) on 6 transects. During the IOM-2009 cruise, a total of 295 km of geoacoustic transects and 344 km of photo-transects were surveyed. The data obtained were processed with the aid of earlier information produced by multibeam sonar surveys. The aim of this paper is to demonstrate the advantages of remote techniques, particularly with regard to application of the towfish device, for geological and geotechnical applications in exploration for polymetallic nodules.

Ancient volcanogenic Cu-Zn-Pb-Ag-Au massive sulfide ores commonly have associated with them along strike and in the immediate hanging wall a distinctive sediment that is thin, usually cherty and metal enriched, and generally referred to as an "exhalite horizon" or "tuffaceous exhalite". Typical examplks include the 13 Ma tetsusekiei of the Kuroko deposits of Japan (Kalogeropoulos and Scott, 1983, Econ. Geol.) and the 2700 Ma contact tuffs of Noranda, Canada (Kalogeropoulos and Scott, 1989, Can. J. Earth Sci.) and Key Tuffite of Mattagami, Canada (Liaghat and McLean, 1992, Explor. Min. Geol.). Attempts to use trace element distributions as lithogeochemical guides to ore have been largely unsuccessful. Exhalites have been considered to be the products of seafloor hydrothermal activity that is peripheral to the main ore-producing vents. However, large actively-forming polyrnetallic sulfide deposits at the Explorer mid-ocean basalt spreading ridge (1 850 m depth) in the NE Pacific and the eastern Manus back-arc dacitic spreading center (1650 m depth) in the western Pacific have demonstrated that the exhalite horizons are more likely produced by fallout of particulates from the main hydrothermal plume. In a typical hydrothermal plume, grains of >27 µm represent up to 97% of the mass (although only 2% of the population) of the particulates and are calculated by Stokes equations to fall from the plume to the seafloor within a few krn of their source. The particles are primarily composed of anhydrite, barite, amorphous silica, iron oxyhydroxides and metal sulfides and oxides. Plumes are subject to bottom currents which push them in preferred directions, just like smoke plumes in the atmosphere are subject to the vagaries of wind direction. Occurrence of hydrogenetic ferromanganese crusts has been well documented over inactive seamounts in the central and southern Pacific Ocean. It has been thus believed that the hydrogenetic crusts develop preferentially at water depths between about 800 to 2500 meters. In fact, according to the Manganese Crust Database (F. Manheim, 1988), only two occurrences are known at water depths below 5000 m out of 819 occurrences cited in the database. Unexpectedly, we found typical hydrogenetic ferromanganese crusts from deep-sea floors; 1) outcropping old volcanic basement over the Philippine Sea Plate (abandoned spreading centers and subducting old oceanic crusts) and 2) one from the slope of an abyssal hill in the Central Pacific Basin (Cretaceous deep-sea basin) at water depths ranging between 5200 to 6100 meters. We report their occurrences with submersible observations from Shinkai 6K, physical parameters (such as thickness of crusts about 2-4 cm in maximum), chemical composition, petrology of substrate, and results of Be-10 dating for some samples in comparison with typical Co-rich manganese crusts from the Central Pacific seamounts. The preliminary chemical and mineralogical analyses reveal that they are of typical hydrogenetic origin, and typical of iron-manganese oxide mineral, vernadite, slow and probably continuous growth, and lower content of Co than the Central Pacific seamount crusts. The occurrences and nature of the crusts indicate that deep-sea floors are also optimal for the growth of hydrogenetic crust even at 5000 m water depth or deeper, only if oxygenated deep waters are supplied and the sea-floor morphology keeps stable enough for significant geological time period. The paper concerns with some questions of Autonomous Underwater Vehicle (AUV) control system design, which allows a motion at rough undersea terrain. The AUV advantages reveal itself completely during exploration of such objects as seamounts and reefs area. These objects are characterized by steep slopes (30 degrees and above) and chaotic situated obstacles (rock debris, pinnacles, escarpments). Uses of other technical facilities for operating in such formations are difficult, dangerous or impossible. These regions take an interest due to the presence of iron-manganese crusts. Modern AUV can estimate density of mineral by means of still camera or video recorder. For this reason the vehicle has to move with the distance of 3-5 meters from seabed. Under such conditions micro- and mesorelief presents a considerable danger for AUV. The AUV can bypass underwater obstacles in the various ways. However, in any case AUV motion will be characterized by intensive maneuvering on various speed (from 0 up to 1.5 m/s), circular change of tractive force vector and, hence, a circular flow about the hull. So, AUV is equipped with the propulsion system, which provides free modes of motion. AUV control system (CS) has tri-level structure to allow a motion in a rugged seabed terrain. According to the generally accepted categorizations, CS includes execution, coordination and strategic levels. The strategic level contains the goals of AUV mission. Obstacles avoiding and route choice are realized by means of simultaneous maneuver in vertical and horizontal planes. Sonar system is used for data acquisition about obstacles. It consists of a few echo-sounders with fixed directivity pattern. The route choice algorithm operates at two lower levels of CS. Basic (?reflex?) functions of spatial motion are realized within the execution level and considered in the paper. The choice of motion modes is carried out at the coordination level of system. All accessible navigating information (the data from flight sensors and from multichannel echo-sounder systems) is used for this purpose. In addition the bypass of characteristic types of obstacles is carried out with the help of basic motion modes combination. The modeling results of bypass of various typical obstacles, and also their combinations are described in the paper.

Typical coastal placers leave no doubt that placer accumulation can result in significant concentration of heavy minerals in marine shallow water environment. However, the same situation is quite predictable for guyot?s slopes at stages of submarine volcano formation and later submersion of guyots to a depth of up to 3-4 km. Where these placers could be found is also clear ? in coastal facies (as typical coastal placers), and in morphological traps down guyot slopes in zones of active submarine currents. The latter could be cracks in rocks, shallow depressions, spurs, and structures, such as coral reefs, stromatholiths, and even ferromanganese crusts. The last of these have been studied carefully by the author in the Magellan Seamounts and on the Mid-Pacific Rise: tens of minerals, including mineral forms of PGE, REE, Mo, W, Te, Cr, Co, Ni, Cu, &Zn were identified as a xenogenic (trash) minerals. The detailed study of polished epoxydized sections, showed that interstitial spaces of Fe-Mn botryoids are enriched in heavy minerals (predominantly titanomagnetite). Taking into account the irregular character of crust surfaces and their position in active water environment, we can definitely state that they are the ideal traps for placer minerals. Study of guyot basaltic matter showed the presence of similar REE, PGE minerals that are in the crusts, and the same (mostly) micron sizes of minerals. High content of PGE in some basaltic varieties (up to 1 ppm) suggests that this is a reasonable source of these elements in the crusts, rather than the water column (which is normally considered to be the case by most marine scientists). Predominance of Pt in hydrogenous (?) crusts is interpreted as due to the better stability of Pt mineral forms during weathering and transportation (these are isoferroplatinum, and silicides). Comparison of 143Nd/144Nd values in bulk crusts, heavy fraction of crusts, basalts, and water column supports the author?s idea, that a significant part of REE also comes from basaltic matter (in form of monazite, CeO2 etc.).

From July 29 to September 15, 2004, the 178th cruise of the R/V Sonne took place under the KOMEX program in the Sea of Okhotsk. One of the cruise objectives was to dredge two different kinds of seamounts: 1 ? underwater volcanoes from the north slope of the Kurile Basin; 2 ? a seamount formed by tectonic (non volcanic) processes from the Kashevarov Trough. The underwater volcanoes are young edifices (0.84 ± 06 Ma, Baranov et al., 2002) with heights ranging from 150 to 300 m. Tops of the volcanoes are located at depth of 1260 to 2340 meters. The volcanic edifices are formed by olivine-clinopyroxene-plagioclase basalts. Dredge samples are covered by Fe-Mn crusts up to 40 mm thick. The seamount from the Kashevarov Trough is a tilted block. The height of the seamount is about 400 m and its top is located at a depth of 960 meters. Biotite hornfels, conglomerates, granodiorites, dropstones, and Fe-Mn crusts were recovered there. The thicknesses of crusts are up to 150 mm. Fe-Mn crusts from the underwater volcanoes differ from Fe-Mn crusts from the Kasevarov Trough seamount in morphology as well as in mineralogical and chemical compositions. The Cook Islands are 15 islands located in the Southwest Pacific (between 8-23°S latitude and 156-167°W longitude). The total land area is about 200 km2. However, because its islands are widely scattered, the EEZ of the Cooks encompass an area about 2 million km2. The Cook Islands government exercises sovereignty and jurisdiction over its EEZ according to international law and convention as a member state under UNCLOS1. Accordingly, the Cook Islands government exercises full control over resources in its EEZ, including minerals on the seabed. Decision making on allocating licences for exploration and ultimate mineral recovery is by the Cook Islands government and will be set out in relevant statutes. Hydrothermal exploration aboard the R/V Onnuri was performed along the northern Central Indian Ridge (CIR) between 8°S and 12°S in January 2010. The main objectives of this first Korean research cruise on mid ocean ridge system was 1) to understand the nature of spreading segments of the northern CIR area, where no systematic survey have been operated before, by mapping and sampling of volcanic rocks and 2) to discover new hydrothermal venting along the spreading center of northern CIR. During the first leg (IR09 Leg1) bathymetric data, in ~50 km width, were collected by multibeam echo sounding system (EM120), which reveals the exact location and structure of axial rift valley of northern CIR between ~ 8°S and 17°S. Then, rock sampling and CTD casts and tows were performed in northern half of the multibeam survey area in the second leg (IR09 Leg2). The results of bathymetric survey clearly display ocean core complex between 10°S and 11°S. The ocean core complex is featured by topographic-high area with corrugated surface. Lineament of corrugations of the ocean core complex are clearly perpendicular to abyssal hill direction which are triggered by symmetric-normal faults. Symmetrical and asymmetrical segments are characterized by parallel abyssal hills and ocean core complex and/or subparallel abyssal hills, respectively. Geochemical analyses of basaltic glasses from spreading axis show geographic trend of increasing of incompatible elements north to south along the spreading axis, which might be influenced by Reunion hotspot plume. However, local but clear enrichment of incompatible elements is observed in volcanic lava from segment 2, which suggests possible local mantle heterogeneity of uncertain source. Lots of serpentinite and gabbroic rocks with coarse-grained feldspar was recovered in the ocean core complex. Ultramafic and/or mafic rocks indicate the gentle-domed block was traveled from upper mantle. Along the spreading axis of the northern CIR, significant hydrothermal plume signatures were detected by CTD castings and tows. Plume signatures were observed at all 5 surveyed segments, suggesting vigorous hydrothermal activities along the northern CIR. However, the optical signals (light transparency and backscattering) of the nearly every cast along the axial valley of the CIR showed increased background level, which might be due to higher level of suspended particles within the axial valley not only by widespread hydrothermal plumes but also by other processes like resuspension. Onboard dissolved methane analysis indicates that the greater part of the plume signals are originated from hydrothermal venting, not by resuspension. However, more detailed examination, including analyzing additional hydrothermal tracers, need to distinguish actual hydrothermal plume signature.

"In July 2016 the International Seabed Authority (the “ISA”) released a first working draft of its mineral exploitation regulations as well as the standard contract terms for mineral resources in the Area, for which stakeholder input was sought in late 2016. In January of 2017 the ISA released a discussion paper on environmental matters related to these draft regulations. The ISA is now in the process of further developing its draft exploitation regulations and standard contract terms to ensure that seabed mining is carried out in an environmentally sound way for the common benefit of mankind.As the regulator of the “Area”, the ISA can draw lessons from onshore mining regulators and offshore petroleum regulators for their experiences in legislative drafting to smoothly and safely oversee project development, implementation, and closure. However, one of the unique challenges that the ISA faces in regulating private industry is its status as an international organization and not a sovereign nation, which results in a significantly different legal relationship between the regulator and the regulated. The result is that the exploitation contract is the sole legal connection between the mining proponent and the regulator for the exploitation phrase of the project.Accordingly, in the regulatory development process, the ISA must carefully consider which rights and obligations are set out in the exploitation contract versus the regulations. This decision will dictate the flexibility the ISA will have to modernize the conduct required of mining proponents in response to changing best practices in the industry, technological progress, and advances in the understanding of the marine ecosystem. As the first working draft of the exploitation regulations sets out an initial contract period of twenty years, it is crucial for the ISA to carefully consider the rights, obligations, and procedures it agrees to in the exploitation contract, as unilateral amendment will not be possible after contract execution."

Due to the large water depths, there are special challenges with respect to the monitoring equipment that is suitable. DNV GL has built up substantial experience of environmental monitoring from oil & gas projects in deep waters in the Norwegian Sea.Monitoring equipment and experiences from the oil & gas sector can to a large extent be applied to seabed mining.BackgroundThe International Seabed Authority is currently developing an environmental management strategy for the Area (ISA, 2017) as a part of the work on the regulations for exploitation for mineral resources in the Area.The draft environment strategy contains provisions related to monitoring and reporting of the activities. An Annex (Annex III) of the draft document describes the format and content of the environmental management and monitoring plan.The monitoring plan should contain, inter alia: ?Technology to be deployed.?Monitoring frequency of respective elements/components of the Marine Environment.?Monitoring procedures required to implement the Monitoring programme.?Details of the environmental monitoring stations across the Environmental Impact Area.?Monitoring specifics e.g. water quality; sedimentation rates; sound; plume extent; etc., as well as relevant Environmental Targets.?Monitoring of Mining Discharges.?Processes for Monitoring reviews and Environmental audits."
