This paper, which describes mining practices at a mine in the Cave- in-Rock, Illinois, fluorspar district, is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. Ore deposits in the southern Illinois-western Kentucky fluorspar dis- trict are of two general types (1) the flat-bedded, lenticular replacement and (2) the relatively narrow, rather steeply dipping fault or fissure filling. This paper describes production methods used and results obtained in mining one of the bedded lenticular ore bodies that are prevalent in the northeast portion of the district near Cave-in-Rock.

Researchers at the National Institute for Occupational Safety and Health partnered with the water well industry to develop engi­neering control technologies and training products to address noise exposure at the job site. Noise­induced hearing loss continues to be a problem in the well drilling industry. Research con­ducted by NIOSH found that air rotary drill rigs produce sound levels more than 90 dB(A) over the course of an eight­hour workday. Sounds levels above 90 dB(A), identified during hammer drilling and the hammering of casing, exposes workers to levels that can damage hearing. A typical air rotary drill rig provides no barrier, for noise and dust pro­tection, between the drill’s control panel and the drill stem. The development of a partial cab is the clearest example of NIOSH’s research partnership with the water well industry. NIOSH researchers determined that an engineering noise control to protect the oper­ator at the rig’s control panel would be effective, based on typical work site conditions. Many surface rigs do not have full cabs as a result of the original equipment manufacturer design or the high cost of aftermarket products. Developed as a partial cab, the NIOSH engineer­ing noise control design addressed stakeholders’ needs associated with cost, transport, and worker usage (Figure 1). Field tests found the partial cab effective in reducing sound levels at the rig’s control panel, a typical location for a drill rig operator. Sound levels at the control panel were reduced from 104 to 96 dB(A) (Figure 2). Coupled with continued use of personal protective equipment, such as hear­ing protection devices, the partial cab can help to reduce noise exposure. NIOSH researchers created a CD with informa­tion about noise exposure and the partial cab. Most important to well drilling companies is information on how to construct and attach the partial cab to drill rigs. The CD can be viewed on a standard computer and includes a video of the partial cab in use on a work site. Computer­aided design drawings are included on the CD and provide detail of the cab design as well as information on construction mate­rials and design details. Additionally, the CD provides background infor­mation on noise­induced hearing loss and hearing protection devices to increase knowledge about this occupational health concern. This information can be viewed by all company employees to help promote the partial cab’s importance to workers using the cab. More information on the partial cab noise control technology can be downloaded from www.cdc.gov/ niosh/mining NIOSH researchers also examined the health and safety training needs of workers in the ground water industry. It was quickly realized that most workers learn health and safety on the job and do not attend any sort of formal training. In addition, there is not a lot of time for daily “tailgate talks” or “shop talks” on health and safety issues. As a small business industry, the owner is often operating a drill rig along with his other employees. In general, new employees learn the job in an apprentice style sys­tem. As a result, workers and owners have few opportunities to access uniform health and safety information based upon the job — an outdoor work environment with daily change in work sites. With this information, NIOSH researchers devel­oped two products that deliver health and safety information to fit into the daily work of well drillers. "INTRODUCTION Much of the recent progress in increasing the efficiency of oil-well performance can be attributed to advancements in the art of cleaning wells. Through research and development by operators and service companies during the past decade, significant improvements in the application of engineering and chemical principles to well-cleaning technology have widened greatly the scope of ""clean-out"" methods to the end that greater ultimate recovery of oil will be attained.This report reviews recent improvements and developments on this important problem in California; it describes also the use of various methods and tools for cleaning wells to stimulate or revive their productivity. Developments in preventing and removing mud sheaths in well-completion operations also are described. The report is based on a field survey, supplemented by data from the technical and patent literature and from manufacturers' catalogs, which contain much valuable information.In preparing the material for publication as a Bureau of Mines report, the author has been fully aware of certain limiting conditions that attend the discussion of a subject such as that treated in this report. The following are examples:1. To a considerable extent, well cleaning in California is done with tools rented from service companies, and their representatives and employees are specialists in jobs of this type. They usually have working experience with their own equipment and methods which greatly exceeds that of persons whose interest has been casual or who have had no opportunity to study the subject in detail in actual practice. Many of the tools and methods are covered by letters patent for the protection that may be in developing and successfully applying these mechanical and chemical means of increasing the production of wells. Frequently several years have been required to perfect a given tool or technique, requiring relatively large investments to establish a service that is remunerative to those who have primary interest in a certain development and at the same time attractive enough to the operators of producing properties (because of greater quantities of oil delivered into the flow tanks) to warrant employment of or contractual agreements with a particular service group."

A demonstration project has been completed to reduce the operator sound level of an underground service vehicle, a personnel dispatch wagon, to go dB(A) or less. The program objective was to implement quieting recommendations made on an earlier study for the USBM n diesel-powered mine equipment. The manufacturer and mine to which the vehicle was going actively participated in the program to ensure a product that was not only quiet, but useful. The key element of the quieting package is an engine part a1 enclosure, which, with several complementary noise control components, reduced the operator sound level 14 dB, from 101 dB(A) to 87 dB(A). The vehicle underwent a 4-month trial period, with no degradation in the quieting package. Mine personnel reported no maintenance difficulties, and were enthusiastic about the dispatch.

This report is concerned with the conditions affecting the methods and costs of mining phosphate rock in that part of the western phosphate field that is in Bear Lake and Caribou Counties in southeastern Idaho ( see fig . 1) . The area was selected because it contains most of the known phosphate reserve and because its geology has been studied more extensively than that of other sections . Deposits of phosphate rock on public land may be leased from the Government under the terms of the Mineral Leasing Act of 1920 , subject to the regulations of the Bureau of Land Management . Public interest in phosphate production is growing , as shown by an increasing number of applications for leases . Two mines are being operated steadily for the production of phosphate rock by companies that have also the necessary processing plants for the manufacture of fertilizer . Total western phosphate - rock production in 1947 is reported by the Economics Statistics and Division of the Federal Bureau of Mines to have been 1,193,000 long tons , mined in Idaho , Montana , and Wyoming . The average grade was 30.7 percent of contained phosphorus pentoxide (P205 ) ; the average value at the mines was $5.67 per long ton . Idaho contributed 905,000 tons , or somewhat more than 75 percent of western production . Western fertilizer plants took 23 percent of total production; 76 percent was exported . Strip mining accounted for 75 percent of the Idaho tonnage; the remainder was stoped from underground workings . Rock must contain a minimum of 30 percent P205 to be commercially useful for the production of superphosphate fertilizer by current acid treatment methods . Research by corporations and Government agencies has been directed toward the use of lower - grade ore . So far , only by smelting can rock containing as little as 25 percent P205 be used economically . Any development of processing or use pattern that would render the mining of , say , 20 percent rock profitable would have important effects in reducing the unit cost of mining . In the search for metallurgical improvements , consideration should be given to the saving of valuable components of the rock, such as vanadium and fluorine , both of which are present in the beds .

Now that the war is over, there is a great revival in popular demand to decrease pollution of the atmosphere in our cities. Great cities, such as Pittsburgh, are starting to enforce laws against violators of smoke ordinances. The substitution of low-temperature coke for bituminous coal in household heating is a most promising field for helping to eliminate the smoke nuisance. This Information Circular is written to assist in the very worth-while effort to reduce atmospheric pollution. Herein are de- scribed recent German developments in the production of low-temperature coke. Operating and cost data are given on German commercial-scale low- temperature carbonization plants.

Probably one of the most significant departures in tunneling practice is the introduction of Diesel locomotives far haulage (Diesel trucks have been used for some time). The fallacy of the belief that they do not generate carbon monoxide or toxic gases and can be used indiscriminately has been proved by the authors through observation for several years of atmospheric conditions surrounding the use of Diesel engines in tunnels. Diesel locomotives haves been introduced in tunnel haulage for reasons other than safety or health. Except to the extent that they replace trolleys, with their danger of causing electrocutions, modern Diesel locomotives do not increase safety Or remove any ordinary hazards to safety or health. In fact, they create such hazards, the extent of which is limited entirely by the carbon monoxide-content level set, method of ventilation, adequacy of the measures.

"The copper industry has had a long and interesting history associated with leaching, involving vat, dump, heap, and in situ methods. The Bureau of Mines has also had an interest in copper leaching and has researched the techniques of solution recovery, particularly concentrating on in situ methods. In situ mining is a relatively low cost method and has been proven commercially successful by nine operations. It has been most commonly used for final recovery in old workings at the conclusion of conventional mining operations.This report brings together information about 10 commercial in situ operations as well as 14 experimental projects. These 24 sites comprise most of the in situ copper mining activities that have taken place in the United States. Background information, geology, ore preparation, solution application, and recovery and processing are provided for each operation. Production data and tables summarizing the engineering statistics for each operation and an extensive in situ mining bibliography are included. INTRODUCTIONThe purpose of this Bureau of Mines report is to summarize the documented in situ copper leach mining activities that have taken place in the United States. It was prepared to provide a source of engineering and operating data upon which future in situ copper mining activities can be based. Twenty-four different sites are discussed. These are all of the sites that are known to the authors from the extensive in situ copper leach mining bibliography developed at the Bureau's Twin Cities (MN) Research Center (Appendix B).In situ copper leach mining activities fall into the following categories:1. Commercial operations with ore body preparation.2. Commercial operations in old mine workings.3. Experimental programs.Ore body preparation includes such activities as blasting, block caving, and hydraulic fracturing (hydrofracing) specifically to fragment the ore body. Operations in old mine workings include those done in open pits, worked out block caved areas, and backfilled stopes where leaching is done as an afterthought to conventional mining. Experimental programs are small-scale tests of the feasibility of a commercial operation. Some of these programs did not progress to the point where leach solutions were applied to the ore.Each operation (locations shown in figure 1) will be discussed in terms of background information, geology, ore preparation, solution application, recovery and processing, and engineering and production data. Information was collected from published reports, communications with company personnel, and site visits."

A series of controlled experiments was conducted at four surface coal mines to study the effects of certain blast parameters upon the ground and air vibration. Preliminary scale-model blasts were conducted at a quarry to provide basic data. It was found that the amplitudes of the ground and air vibration were controlled by the maximum explosive weight per delay. Either cube root or square root scaling could be used for the seismic amplitudes, and cube root scaling could be used for the overpressure amplitudes. Both amplitudes were not significantly affected by the total charge weight per blast, the attitude of the boreholes, or the charge length or diameter. The overpressure amplitudes were affected by the charge depth, the use of cover over surface detonating cord, and the use of adequate stemming. The length of the delay intervals and the spacing of holes were important in determining the potential for reinforcement of the amplitudes in certain directions from the blasts. In downwind directions from the blast, the attenuation of the overpressure with distance decreases. Surface terrain did not significantly affect the overpressure amplitudes within the range investigated. The type of overburden affects the generation of both amplitudes and the propagation of the seismic amplitudes. Spectral analysis of the ground and air vibration is reported. A bibliography of pertinent literature is included as an appendix. A scaled distance of 300 ft/lb1/3 should produce a peak particle velocity of less than 1 ips and an overpressure of less than 128 dB linear peak. For square root scaling, a scaled distance of 75 ft/lbl/2 should limit the ground vibration to less than 1 ips.

Recent theoretical, experimental, and field studies conducted by the Bureau of Mines suggest that rock failures may be predicted and, in some instances, controlled. Theoretical studies that were later corroborated by laboratory and field studies predict that a seismic anomaly will precede rock bursts and/or roof falls in mines. The seismic anomaly is predicted to consist of an increase in the number of seismic events occurring in the immediate vicinity where the failure 1s nucleated. This increase will then be followed by a dramatic decrease of seismicity in a broad region that surrounds the location of the impending failure. The dimensions of this region allow a preliminary estimate of the time to failure (measured from the time the seismicity increase began) as well as an estimate of the energy that will be released at the instant of failure. Field observations indicating that this predicted behavior does precede rock bursts and a roof fall are presented in this report. Implications of results to the problem of failure control in mines that experience massive rock failures are discussed.

Many different types of surface mining equipment use enclosed cabs to protect equipment operators from health and safety hazards. The overburden removal and mining process can be extremely dusty and can cause excessive dust exposure. To study this issue, a cooperative research effort was established between the National Institute for Occupational Safety and Health, U.S. Silica Co., Clean Air Filter Co., and Red Dot Corp. in an effort to lower respirable dust levels in an enclosed cab on an older surface drill at a silica sand operation. Throughout this research effort, a number of modifications were incorporated into the drill's filtration and pressurization system, as well as in other areas, to improve its design and performance. An average cab efficiency of 93.4% was determined with gravimetric sampling instruments when comparing the outside with the inside cab dust levels on the final design. Although this study considered just one operation, the goal was to identify cost-effective improvements that could be implemented on all types of enclosed cabs to lower respirable dust concentrations. Two critical components for an effective enclosed cab system are having a properly designed, installed, and maintained filtration and pressurization system, along with a method for maintaining structural cab integrity, which allows the cab to be positively pressurized. Another important component is maintaining cab cleanliness. Although this research was originally directed toward the mining industry, it is also applicable to agricultural or construction equipment.

This summary of State laws or explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful In determining whether relevant statutes exist, and In locating them quickly,-with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of those jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

Sulphur Bank Syndicate, Clearlake, Calif., is one of a series of papers on the treatment of ores being prepared by the Bureau f Mines. The reduction plant and mine of the Sulphur Bank Syndicate are on the eastern shore of Clear Lake, in Lake County, Calif., 4 miles from the town of Clearlake and 125 miles north of San Francisco.

Approximately 10,000, 10-Ton, 4 wheel, 2 truck, coal mine cars are in general service in U. S. Mines. None are equipped with an automatic braking system. Very few are equipped with hand or parking brakes. The report lists major manufacturers of the car and develops estimate as the percentage represented. It complies physical specification of cars of major car manufacturers, and develops a composite clearance diagram. It then discusses a pneumatic system employing truck components for an automatic system that could be used as an add-on unit. The components are listed and priced and a schematic circuit is developed for the system. Recommendations as to future programming are made.

This report briefly describes the present state of the art and the technological highlights of tunneling from its inception to the present. The discussion is concerned primarily with tunnels driven through relatively competent rock for mine development and various civil purposes. In addition to pinpointing the major technological breakthroughs in tunneling, this report indicates their general effect on the speed of tunneling. The tunneling speeds are based upon data from approximately 80 tunnels listed in the appendix. These data include length; cross section shape and dimension; type of rock; tunneling method; method of breaking, loading, and transporting the rock; average linear progress rate; and cost in values during the period of construction. Most of the tunnels described have diameters of 15 to 30 feet.

This work presents the findings from a number of NIOSH studies evaluating the impacts of emerging technologies that may reduce dust exposures for continuous mining and roof bolting personnel. These technologies include use of a wet head cutting drum on a continuous mining machine that places water sprays on the cutting drum instead of placing them on a manifold outby the drum. Evaluations at two separate operations showed that the use of the wet head sprays reduced dust levels at the miner operator in the return air, although these reductions were quite variable. NIOSH also assessed the effectiveness of a canopy air curtain for protecting roof bolting personnel. The data showed that dust levels were lower beneath the air curtain than outside the air curtain. This study also suggested several future modifications to the air curtain to in-crease its effectiveness. Finally, NIOSH evaluated mist drilling technology for its effectiveness in controlling respirable dust exposures of bolting personnel. A recent study showed that higher dust levels existed around a machine using the mist system compared to a machine using a conventional vacuum system for dust control. Unfortunately, the true impact of mist drilling was confounded by this machine operating downwind of the continuous miner for much of the study.

The preparation and subsequent reduction of vanadium trichloride was investigated as a process for the production of high-purity vanadium metal. Chlorine was reacted with vanadium oxide in the presence of carbon to vanadium tetrachloride. The contaminant vanadium oxytrichloride was also formed and later converted to tetrachloride by reaction with chlorine in the presence of activated charcoal. Vanadium tetrachloride was stirred continuously during thermal dissociation to vanadium trichloride powder from which volatile contaminants were removed by distillation. The vanadium trichloride powder was reduced to vanadium sponge by controlled feeding of the trichloride into molten magnesium. Excess reductant and byproduct salt were removed from the vanadium sponge by high-vacuum distillation. Batches as large as 6.5 kilograms of sponge metal were prepared at an average reaction efficiency of 98 percent. Vanadium sponge after consolidation by arc-melting contained 820 to 11330 ppm of interstitial impurities and had a hardness between Rockwell B 40 and 70, This metal exhibited excellent workability at room temperature. The purification of impure vanadium metal by electron-beam melting resulted in lowering interstitial impurities from 1,890 to 504 ppm and hardness from Rockwell B 87 to 28.
