The purpose of this report is to clarify the interpretation of some phases of previous progress reports5/ on the use or omission of stemming that have been brought to the attention of the authors by readers. As the stemming problem was approached from an entirely disinterested viewpoint and the data were presented impartially, results of investigations published in previous reports5/ were obtained under a definite set of conditions and procedure, and they may of may not be duplicated under different conditions and procedure in actual mining practice. Final conclusions regarding the use or omission of stemming in blasting have not been reached pending completion of all aspects of this investigation.

The Bureau of Mines evaluated the potential supply of primary copper from domestic mines and deposits and found that increases in copper price will be required in order for many domestic deposits to continue production. As part of the study, a tonnage-price relationship was developed indicating the quantity of copper that could be produced economically from known deposits at various copper prices and at various rates of return on the required capital investment. Costs of production are based on estimated capital and operating costs for mining, concentrating, transporting, smelting, and refining. Direct and indirect operating costs, recovery of investment, and return on investment have been included in the smelting and refining costs. Capital and operating costs are calculated in January 1978 dollars, and byproduct credits are based on January 1978 prices. Known domestic copper mines and deposits contain nearly 92 million metric tons of copper in about 14 billion metric tons of demonstrated mineralized material. These tonnages represent the current domestic copper reserve base. Approximately 74 million metric tons of copper are recoverable from the reserve base using existing technology. Of this quantity, slightly more than 50 million metric tons are economically recoverable assuming a price of 51.00 per pound of copper, credit for the recovery of byproducts, and a 15-percent rate of return on capital investment. Approximately 60 percent of the copper occurs in mines that were producing at the time of the study.

The Federal Bureau of Mines studied the Gibbs free energies of formation of chromous fluoride (CrF2), chromic fluoride (CrF3), and chromium (II,III) fluorides (CrF2.40 and CrF2.45) with high-temperature galvanic cells employing calcium fluoride doped with 1 mole-pct yttrium fluoride as the electrolyte. Free-energy changes were obtained from open-circuit potential measurements for the following cells: Cr, CrF2 // CaF2 // NiF2, Ni (a) NiO, NiF2 // CaF2 // CrF3 , Cr203 (b) CrF2 , CrF2.40 // CaF2 // NiF2, Ni (c) and CrF2 ?45 , CrF3 // CaF2 // NiF2, Ni (d) with the following overall reactions Cr(s) + NiF2 (s) = Ni(s) + CrF2 (s) (1) 3NiO(s) + 2CrF3 (s) = 3NiF2 (s) + Cr203 (s) (2) 5CrF2 (s) + NiF2 (s) = 5CrF2.4O (s) + Ni(s) (3) and 3.64CrF2.45 + NiF2 (s) = 3.64CrF3 (s) + Ni (s) . (4) These results were combined with the best available literature values of ?Gf° of NiF2, NiO, and Cr203 to deduce Gibbs free energies of formation for the chromium fluorides expressed as follows: ?Gf°(CrF2) = -179.31 + 24.33 X 10-3T ± 0.43 kcal-mole. Many accidents rightly classifiable as electrically caused are not so classified for the reason that in numerous accidents the part that electricity played in causing the fatality is only suspected. For instance, a workman might receive a shock that would cause him to lose his balance and fall beneath a trip of cars; if no one saw the first part of the accident, the cause undoubtedly would be charged to "haulage." This paper covers a brief study of fatal and nonfatal electrical accidents. The first usually result from direct contact with the electrical circuit or electrical apparatus; the second more often are the result of arcing or flashing due to handling defective apparatus or making repairs on "live" equipment or circuits. It is hoped that helpful suggestions may be offered for minimizing accidents of these two classes.

The Bureau of Mines has sought clarification of the Ti-TiN system by studying the phases formed by diffusion reactions between titanium and titanium nitride. Reaction couples were prepared by embedding pockets of TiN powder in arc-melted buttons of titanium. Specimens were vacuum annealed at nominal temperatures of 800°, 950°, 1,200°, and 1,500° C. Metallographically mounted cross sections from reacted specimens and from some that were not annealed were examined optically, with an electron microprobe, with an election microscope, and by X-ray diffraction. Each annealed specimen contained a segregated core primarily of d-phase material, an ?-phase diffusion layer, an a-phase diffusion layer, and host metal. On the basis of corresponding microprobe analyses, and considering results of certain other research, a new phase diagram is proposed. It contains no qualitative innovations, only quantitative adjustments. Results were also analyzed from the viewpoint of diffusion behavior. Diffusion coefficients calculated for the ? phase were sufficiently scattered that the parameters are very tentative. Nevertheless, the diffusion behavior reported is in reasonable agreement with one of two prior studies if it is assumed that the earlier investigators were mistaken in their identification of the nitride phase in which the diffusion occurred.

Continuously monitor and record respirable dust levels underground by a reliable, sensitive, and fast-response device. Approach A light-scattering photometer, having a LED (Light Emitting Diode) light source and other significant improvements, has been designed and incorporated into a portable continuous monitor. How It Works The monitor continuously draws air into the sampling inlet through a cyclone that removes dust particles larger than respirable size. The dusty air enters the photometer vertically downward through a cylinder which is intersected by the optical system. (This cylinder appears as a circle in the drawing of the photometer.) The center of he column of dusty air intersects a beam of pulsing light from the LED, causing some of the light to be reflected, scattered, and refracted. Only the light that is scattered at an angle of about 700 from the light beam passes through a lens to the photodetector which generates an output voltage Signal proportional to the dust content in the air. Industry must be made to realize that "Safety First" means just that - safety first. The miner must realize that safety first takes precedence over earnings. The employer must realize that safety is the first consideration, and is not to be subordinated to profit-making. Neither employee nor employer is justified in adopting the principle of safety first with reservations; that is they will practice safety first only so long as they think that it does not interfere with earnings or profits. This paper proposes to demonstrate that suberdinating safety to possible profit is short-sighted and that over an ex- tended period of time it dres not result in increased profits or earnings. An employee through disregard of safe practice may receive an injury that will cause him a loss of earnings if, indeed, he is net killed or permanently in- capacitated. If permanently incapacitated any compensation he may receive is very likely to be wholly inadequate as compared with probable earnings if the accident had not cccurred. The employer, upon his part, will find that the burden of compensating his injured employse will far exceed the outlay of money necessary to maintain a reasonable program of safety in his mine or plant. The mine foreman is one of the most important factors in the matter of mine safety. A vigilant and competent mine foreman, once he has established the confidence of the employees in his ability as a foreman, can be of invalu- able assistance in promoting mine safety, for through him and his assistants the employees may be made to cooperate. Every employer should remember, then, that the soluction of the foremen and their assistants is one of the most important matters connected with the work of establishing the maximum amount of safety in his mine. Everyone connected with the mining industry must be made to realize that there is to be no back-sliding and no let-up in safety work; that no matter how dry and tedious the routine may seem it is absolutely essential and justi- fied for both humanitarian and economical reasons. Efficient safety effort pays dividends in actual cash to both employer and employee. About 50 per cent of underground accidents in coal mines take place at the working face where the miners dig and load the coal. Approximately 17 per cent of coal-mine fatal accidents are the result of underground haulage. An evaluation of a nuisance-emissions-discriminating smart mine fire sensor system was made in an operating coal mine. These field evaluations were conducted to determine the sensor system's ability to discern nuisance emissions, such as diesel exhaust, emissions from flame cutting and welding operations or hydrogen gas from a charging station, from real fires and to compare the number of falsely reported fire alarms generated between the sensor system and a standard carbon monoxide (CO) monitor. The sensor system's ability to operate successfully in the working environment of an operating coal mine was also evaluated. The smart mine fire sensor system consisted of four sensors whose data outputs were fused with the use of a neural-network-type computer program. Long-term trials were conducted in a haulage way, a belt entry, and a track entry. The system functioned successfully in the belt entry, in accordance with its developmental goals, where the sensor system even discriminated events not anticipated during development. It was not totally effective in the haulage way and track entry, though, due to a combination of significant diurnal air temperature variations, dust, and mechanically induced vibrations. Also, deteriorating rib conditions contributed to operational problems in the haulage way evaluation. In general, the smart mine fire sensor provided nuisance emissions discrimination and was shown to be a viable new approach for mine atmospheric monitoring, enhancing miner safety. This paper describes the in-mine evaluation of the smart mine fire sensor system and discusses recommendations for improving the system.

The human body is remarkably adaptable and capable of performance in a wide variety of environments and circumstances. It cannot be said, however, that the body is capable of performing equally well under all conditions. In fact, when faced with certain types of tasks or environmental demands, the body may have to adapt using methods that result in substantial performance limitations. Such a phenomenon is evident when workers must adopt unusual or restricted postures during performance of physically demanding work tasks. For the purposes of this discussion, the term "unusual posture" will be considered as any working posture other than typical standing or sitting positions. The term "restricted posture" designates postures that are forced upon workers due to restrictions in workspace. The vast majority of ergonomics research has focused on establishing design criteria for work involving standing (e.g., Snook and Ciriello, 1991; Waters et al., 1993) or seated postures (e.g., Grandjean, 1988), and understandably so. However, it must be recognized that there are numerous jobs (e.g., underground miners, aircraft baggage handlers, plumbers, agricultural workers, mechanics, etc.) where workers must perform in less desirable postures such as kneeling, stooping, squatting, and lying down (Haselgrave et al., 1997). WHEN the Bureau of Mines initiated the program of large-scale research and development in the field of synthetic liquid fuels authorized in the Synthetic Liquid Fuels Act of April 5, 1044, the Coal Preparation Section was assigned the task of obtaining data on the preparation characteristics of the coal in large reserves that might be adaptable to use in this new industry. It is natural that, as the rapidly developing general research program brought about new concepts of raw-material quality, preferred geographical location, and the like, the orientation of coal-preparation investigations should have undergone some change. The first major assignment was the sampling and testing of a series of typical American coals deemed to he suitable for hydrogenation based on early research work conducted by the Bureau of Mines. This first series of tests has been completed and is reported in this paper.

The U.S. Bureau of Mines made an economic appraisal of the Buttermilk study area, Inyo County, California in October 1980. Results of surveys indicate no potential for metallic, non-metallic, or energy resources in the area. However, glacial till covering most of the area prevented bedrock examinations by the appraisal teams or earlier prospectors. No mining claims are known to be in the area. INTRODUCTION Present Studies The U.S. Bureau of Mines, Western Field Operations Center, searched county mining claim records and other data available concerning mineral deposits, claims, leases, production, and mining activity in the area. The Bureau conducted field work in October 1980 searching for prospects and claim locations. Fourteen reconnaissance lode and placer samples taken from the area were analyzed for gold, silver, and tungsten; a spectrographic analysis also was run on selected samples.

For many years it has been considered that an average of 50 percent of the coal in the deposits exploited has been recovered. Owing to many changes in mining methods during the past two decades, this study was initiated to obtain an up-to-date measurement of recovery percentage and thus establish part of the basis from which presently recoverable reserves may be estimated. Recovery percentages were determined within mined areas of 200 underground coal mines. These comprised a statistical sample selected to be representative of operating mines in relation to their significance to depletion of reserves. The results ranged from 29 to 91 percent and averaged 57.0 ± 1.7 percent (95-percent confidence limit). Six factors were identified mathematically as significantly affecting recovery percentages: (1) Pillaring system, (2) top rock and conditions, (3) bottom rock and conditions, (4) marketability, (5) coalbed thickness, and (6) productivity. Skill and attitude of mine operators toward recovery, although not measured, were probable factors. Five other variables that were tested did not show any significant relationship with recovery percentages. Also, five mining equipment features were identified, through discussions with mine officials, as affecting adversely recovery percentage at some mines.

This is one of a series of papers describing mining and crushing methods and costs at cement plant quarries throughout the United States and deals directly with the methods employed and costs obtained at the Reliance quarry of the Giant Portland Cement Co. at Egypt, Pa., although it is more or less descriptive of the methods used throughout the Lehigh Valley cement district. Systems of transportation vary according to local conditions, such as proximity to the mill, depth of quarry floor with relation to the mill level, etc. Methods of prospecting differ mainly in the type f drills used. Systems of storage, crushing, and grinding vary chiefly in the types of units. ACKNOWLEDGMENTS Most of the information regarding the early history of the Lehigh cement district was obtained from the History f the Portland Cement Industry of the United States, by Robert W. Lesley, the first president of the Portland Cement Association. The Mateen deposit comprises two large spodumene-bearing pegmatite dikes that outcrop along the, side and crest of a hill overlooking 'Rill City in the southern Black Hills of South Dakota. The Bureau of Mines investigated the Mateen deposit as part of a comprehensive study of the lithium mineral-production possibilities in the Black Hills area. The work was undertaken during the second World War, when the demand for certain lithium salts and compounds exceeded the small productive capacity of the industry. During the course of the investigation, the Bureau of Mines took 61 large channel samples from surface trenches, 4 channel samples from a shaft, and 3 from the face of an open cut. In addition, 8 diamond core-drill holes were completed to investigate the attitude of one of the dikes at depth. Metallurgical tests were conducted by the Bureau of Mines to determine the feasibility of beneficiating spodumene-bearing ores from the Mateen dikes.

MFIRE, written in Fortran 77, is a computer program for ventilation state simulation in the steady state or transient state condition. It can be applied for the calculation of normal ventilation system planning or the analysis of the dynamic state variation in a ventilation system under thermal or mechanical disturbance. The state simulator MFIRE is a useful tool for mine fire fighting. In the case of a mine fire, mine ventilation engineers want to get some help to obtain more information, such as what is happening in the underground mine and how to control the mine fire, for correct decision making. By use of program MF'IRE, forecasts can be made on the variation of airflow, temperature, and contaminant distribution in a ventilation system during a mine fire. The paths which the contaminant takes at each time interval can be traced. The program MFIRE can be of assistance in the preplanning of escape routes. It can also be helpful during a mine fire emergency and mine recovery operation. Besides of offering the information of state simulation during a mine fire, MFIRE can be applied for state control by pretesting the suitability of the selected state control measures. It is to simulate the effects of the state control measures on the airflow distribution of a dynamic ventilation system. The testing result can be used for fire fighting in a similar real case of a mine fire. By employing empirical methods or a qualitative analysis like Budryk approach, ventilation engineers can choose different combinations of locations and sizes of control devices as samples of state control for an underground mine fire. Program MFIRE can simulate the different combination samples, that consist of a certain mine fue, the corresponding different control measures, and obtain the control effects. After the different control results are compared, the state control measure, which creates the best effect among the different state control measures, will be chosen for that fire case. When a mine fire, which is similar to one of the pretested cases, breaks out, the corresponding choice of the state control measure is applied to the ventilation system. It means that the simulator MFIRE has the function of indirect state control [10]. To achieve the above two functions, state simulation and state control, the mine ventilation system condition, sometimes, should be changed in a wide range to meet the requirement of the fire fighting. These wide system condition changes, such as adding operating fans, stopping or reversing fans, changing fan characteristics, adding regulators and making airflow shortcuts are represented in the time table of the input data set When the data files are changed in a wide range, however, an iteration divergence and some other computing errors in the distribution of airflow, temperature, and contaminant may occur. More serious logical programming and flexible selection on the algorithms are wanted to meet the request of the different data sets, to achieve correct state distribution simulation and improve the iteration convergence. To enhance the reliability and common suitability of program MFIRE, it is necessary to make investigation, analysis, and modification for the formal versions of MFIRE. The Bureau of Mines developed a process using ion exchange to recover cobalt from spent copper leach solutions. A preliminary economic evaluation of the process indicated that about one-third of the capital cost was attributed to the total resin inventory, and one-third of the operating cost was required for reagents to remove iron from the ion-exchange eluates. An agitated Pachuca elution system was investigated in place of a fixed-bed elution system. The Pachuca system reduced the resin inventory by 27 pet when compared with the fixed-bed elution system. Processing fresh spent copper leach solution reduced the resin inventory by 20 pct and resin iron loading by 80 pct. Reagent requirements for removing iron from the eluates were decreased because less iron was extracted. The Pachuca system, along with processing fresh spent copper leach solution, reduced the total resin inventory by 47 pct. A revised cost evaluation of the cobalt recovery process was obtained to determine the effects of these process modifIcations. The estimated total capital cost for a plant processing 10,000 gpm of spent copper leach solution containing 26 ppm Co was $23.1 million. With credits for nickel, zinc, and copper byproducts, the estimated net operating cost was $5.10/lb of cobalt.

The secondary copper industry is comprised of numerous enterprises which collectively employ many of the recovery and refining processes now used in primary plants as well as many other processes that are unique to the industry. Effective methods are used for identifying and segregating all types of scrap according to widely accepted standard classifications. Segregated scrap and waste materials usually require some preliminary processing to remove both valuable and deleterious associated constituents. Smelting, melting, alloying, and pyrorefining are common methods used for producing secondary metal, but operating techniques usually differ from primary metal operations because of the difference in physical and chemical properties of the respective raw materials. Some copper scrap is converted to copper chemicals rather than to refined metals or alloys. Recovery efficiencies of all processes are reasonably high, and the quality of products meets rigid specifications.

This Bureau of Mines report and its companion report (Information Circular 9142) have been prepared to assist in the preparation of prefeasibility type estimates for capital and operating costs of beneficiation of various types of mineral occurrences using current technology. The handbook provides a convenient costing procedure based on the summation of the costs for the unit processes required in any particular mining or mineral processing operation. The costing handbook consists of a series of costing sections, each corresponding to a specific mineral processing unit process. Contained within each section is the methodology to estimate either the capital or operating cost for that unit process. The unit process sections may be used to generate, in January 1984 dollars, costs through the use of either costing curves or formulae representing the prevailing technology. The mineral processing handbook includes individual cost estimation sections for unit operations associated with comminution, beneficiation, solid-liquid separation, hydrometallurgy, and special applications as well as infrastructure and plant general and administrative costs. When using this system for estimating cost data for a mineral processing facility or for checking or verifying processing costs from an existing facility, a minimum amount of background information is necessary.

In most oil fields, natural gas is the major source of energy causing flow of oil to the well. The amount of gas produced With the oil generally exceeds actual energy requirements, so that in time the gas reserve of the field becomes seriously depleted and the oil production nest be stimulated by some auxiliary means. One of these is to repressure the oil formation with natural gas; or, where a gas supply is not available, often air is used. Although air is a cheap and convenient repressuring medium, its use sometimes is attended with several disadvantages. First, the return air-gas mixture decreases rapidly in fuel value, often until it can be used no longer as a source of power. At the same time, explosive mixtures may result if recycling is used, causing hazards to life and equipment. Second, some fields experience considerable trouble with the formation of emulsions which become increasingly difficult to treat. Although there is no definite proof that air repressuring always causes these emulsions, many operators are convinced that this is the case.

The State Division of Geology Arkansas Resources and Development Commission, and the Arkansas-Oklahoma Coal, Operators Association requested assistance from the Bureau of Mines in a study of coal-mining methods and practices in .Arkansas coal mines with the objective of reducing production costs. On October 7, 1946, a joint meeting was held by representatives of the Arkansas Resources and Development Commission, approximately 30 coal-mine Operators of the Arkansas -Oklahoma Coal Operaters Association, and representatives of the Bureau of Mines. The many problems confronting the coal industry in Arkansas, including mechanical mining in thin beds, costs, labor, and working time were discussed. Following this Meeting, a joint letter from Harold B. Foxhall, State geologist, and -P. R. Stewart, commissioner, Arkansas-Oklahoma Coal Operators Association, was addressed to Dr. R. R. Sayers; former ,Director of the Bureau of Mines, requesting that mining conditions in Arkansas be studied.
