Regulatory processes associated with development of a world class lead-zinc mine, Red Dog Mine, in northwestern Alaska were reviewed and evaluated. Informal interviews with key project personnel, consultants, and agency field and permitting specialists provided perspective on the regulatory successes and failures of the project. Due to potential impacts to air quality, water quality, wetlands, and National Park lands, an Environmental Impact Statement was required. By developing a comprehensive baseline of information on the existing environment to aid in minimizing impacts during project siting/design and through regular coordination of evolving project plans with regulatory agencies, the mine developers were able to acquire necessary permits in a timely and cost effective manner. The only major exceptions occurred when inadequate information was collected on dispersal of airborne particulates, rates of surface water run-off, and groundwater quality. These deficiencies resulted in the need for design changes, unscheduled construction, additional environmental monitoring costs, and delays in issuance of the NPDES permit.

Contractors that perform specific types of work are required to report the number of employees who work at coal mines and noncoal mines.

During the summer and fall of 1948 the Bureau of Mines, in cooperation with the U. S. Geological Survey, conducted 6xperiments in diamond core drilling in the Phosphoria formation in southeastern Idaho and southwestern Wyoming. Nearly all of the diamond core drilling in the Phosphoria formation has been done by mining companies interested in finding and developing phosphate-bearing beds amenable to stripping. The recovery of sludge; and enough core (usually 30 to 60 percent) to identify certain marker beds produced by current drilling practices meets both the primary requirement of mining companies in determining depth of overburden and their secondary need to determine the phosphate content of relatively thick minable units whose general composition and nature are already fairly well established.

Before the World War the use of zirconium and its compounds was largely experimental and confined almost wholly to Germany and Austria . Occasionally small lots of zirconium ore had been produced in the United States ( 1,000 pounds in 1869 , 26 tons in 1883 , and 3,000 pounds in 1903 ) and used (with monazite ) in the manufacture of various lighting devices , especially incandescent gas mantles ; but it was not until 1906 that the discovery of the natural zirconium oxide in large quantities near Sao Paulo , Brazil , first gave promise that a zirconium industry eventually might be developed . Edward Rietz , who worked the Brazilian deposits , interested German chemists in extending the use of zirconium , and by 1911 trade journals were listing German firms as manufacturers of compounds or products derived therefrom . For a time zirconia was one of the various oxides used in the Nernst lamp . It was used also for crucibles and hearths as refractory material ; in the manufacture of chemical utensils ; in enamels ; in the place of bismuth subnitrate for defining Röntgenray pictures of the stomach ; as a pigment ; in medicine ; and in a number of other ways . The Germans were credited also with producing a remarkable zirconium steel , which , it was claimed , was much superior to other alloy steels . During the World War the United States Government investigated the possibilities of zirconium , as well as those of other steel -hardening elements , and a large automobile manufacturer actually purchased a substantial quantity of ore with the purpose of employing zirconium in automobile steels . Immediately after the armistice the Government ceased its investigations ; but despite the difficulties experienced by various investigators in reaching concordant results , interest in the use of zirconium as a steel -hardening agent , as well as in other uses of the element and its compounds , continued . In 1918 the Foote Mineral Co. , which had been interested in zirconium for several years , was exploiting the deposit in Brazil formerly worked by the Germans and was supplying zirconia in the form of ore , brick , and cement for refractory and other purposes . About the same time the Electro Metallurgical Co. , which before the entrance of the United States into the war was experimenting with zirconium alloys , supplied in tonnage quantities the demand for these alloys . In 1919 it was reported that American manufacturers , after several years of research, were producing in commercial quantities pure zirconium oxide , which was finding a place in the manufacture of small refractory articles , scorifying dishes , crucibles , tubes , and one- piece furnace linings . In 1920 the lowering of the price of zirconium metal powder ( because of improved metallurgical methods ) promised the production of the metal on a semicommercial scale . In 1924 the Titanium Alloy Manufacturing Co. introduced a new opacifying agent , " Opax , " made from zircon . A year or two later some of the large pottery manufacturers became interested in the use of zirconium oxide as an opacifying agent , the increased production of titanium pigments having resulted in the production of zirconium as a by-product at a price that could compete with tin oxide . In 1928 it was reported that the industrial use of zirconium oxide was increasing steadily in the manufacture of brick , crucibles , and other refractory products , such as high- temperature cements . The 350,000-barrel-per-day Bahamas Oil Refining Co remained closed throughout 1986. Financially troubled Charter Oil Co., joint owner of the refinery with Chevron Oil Bahamas Ltd., agreed in principle to have Chevron assume full ownership in return for canceling debts owed Chevron. Finalization of the agreement was pending at yearend. Burmah Oil Ltd. took more than a $30 million loss on the sale of its interest in South Riding Point Grand Bahama Transshipment Terminal to South Riding Point Terminal Holding Ltd.

The U.S. Bureau of Mines (USBM) has developed a computer-assisted Ground Control Management System (GCMS) for near realtime evaluation of underground coal mine ground conditions. The GCMS combines existing mine-monitoring system and sensor technology with automated computer analysis techniques to enhance the acquisition, analysis, and display of geostructural data. The GCMS, which combines mine structure data with other information, such as geologic conditions and mine layout, has provided information on mining-induced stress transfer and pressure buildup associated with several ground control events. The GCMS collects and analyzes shield-leg pressure, ground pressure, and strata movement data to evaluate the structural behavior of an active Western U.S. Iongwall coal mine. Field data are transmitted over a dedicated phone line to the USBM Denver Research Center (DRC) mine monitoring laboratory, 240 km (150 miles) from the mine site. Real-time collection, processing, and analysis of mine structure and shield pressure information has proved to be an effective method for near-face ground conditions while mining progresses. The GCMS provides the mine operator with information to rapidly identify and manage potentially hazardous ground conditions while mining is in progress.

"Button" type ore from the Cason mine, Batesville, Ark., can be up-graded to plus-40-percent manganese by mineral-dressing procedures. A simple process including gravity concentration and. magnetic separation yielded more than 50-percent recovery of concentrates containing 38.1 to 40.6 percent manganese. These values in turn could be raised to 41.4 and 42.8 percent, respectively, upon sintering to conform to size specifications. The Bureau of Mines in the past has surveyed and tested many manganese ores and prospects in an endeavor to alleviate the shortage of manganese. The present period of emergency again emphasizes the strategic position of the metal, and manganese investigative work is being stressed to find new ore bodies and to apply newer beneficiation techniques to the known deposits.

The study highlights the activities of 14 selected major copper-producing companies, including their subsidiaries o affiliates, that were responsible for more than 95 percent of the total U.S. production in each of the years since 1969. The selected firms are hot all primarily in the business of producing copper. Several of the large producers are classified by the financial institutions as integrated oil and gas enterprises.]

This paper, which is one of a group presented by the United States Bureau of Mines covering mining practice in different districts, deals in particular with the methods employed in mining the horizontal type of zinc-lead orebodies of the West Baxter area of the Tri-State zinc and lead district. These orebodies, locally termed "sheet-ground" bodies, with their relatively low working faces and low tenor of zinc and lead, require changes in the mining practice which is used in the balance of the district. In addition to the general mining methods, this paper also describes the system of hand sorting employed prior to the direct milling of the ore. The Hartley mine is situated mile west of Baxter Springs, Kans., as indicated in Figure 1. Its general outline and the location of the shafts with respect to the milling plant are shown in Figure 2.

The Ely mine, which at one time was the largest producer of copper in the United States, has been idle for the past 30 years. A remarkably continuous ore shoot probably averaging 100 feet wide and 19 feet thick was mined on about a 25° slope for 3,400 feet on the incline. The ore was massive sulfides containing chalcopyrite, pyrrhotite, pyrite, and sphalerite. The estimated production of the Ely mine is 400,000 tons of ore averaging 3.3 percent copper. Because of the critical position of copper during the recent war, a search for extensions and recurrences of parallel ore shoots at the Ely deposit seemed warranted. The Bureau of Mines surveyed selected areas by geophysical methods, diamond-drilled nine holes, and sampled mine dumps during its investigations, which began in 1942 and terminated in 1946. The diamond drilling totaled 5,229 feet. The logs of the holes include chemical analyses of mineralized sections.

[Subbituminous coal or lignite when stored in random piles or in ordinary bins in which the temperature fluctuates and air circulates quickly undergoes objectionable physical and chemical changes, which decrease the utilization value of the fuel and increase its tendency to ignite spontaneously. Slacking takes place, and the heating value decreases. These changes are accelerated by fluctuations of temperature and by circulation of air through the storage space. When such coals are exposed to the weather they lose moisture rapidly. If evaporation from the surface of a lump proceeds at a faster rate than that at which it is replaced by moisture from the interior, the rate of shrinkage at the surface is greater than that at the interior; consequently, stresses are generated at the surface which cause the coal to disintegrate. Likewise, when moisture is absorbed by the air-dried surface the outside layers expand at a faster rate than the interior, which results in further break-down. As these cycles are repeated the lump may disintegrate completely. Therefore, successful storage of low-rank coals depends on control of the factors that influence change of moisture.]

Miners in underground coal mines experience prolonged exposure to high noise levels, often with A-weighted sound levels in excess of 90 dB. Field tests have shown that the continuous miner conveyor is a dominant noise source. This paper will identify the most significant noise-radiating surfaces on the continuous miner tail section using vibration levels and surface areas to estimate the sound power levels of each surface. In addition, using five test cases, this study will examine the effects of three engineering noise controls on the surface-averaged vibration levels and average sound levels measured with four microphones located two meters from the tail section. The noise-radiating surfaces of the conveyor’s tail section include the top and bottom decks, the sideboards, and the flex plates. Emphasis is placed on the changes in the estimated sound power levels in the 500 – 2500 Hz 1/3-octave bands since this frequency range accounts for 80-85% of the sound energy near the tail section. The results show that the bottom deck is the most significant noise radiator for the untreated miner. Installing a coated bottom deck reduces the estimated sound power level radiated from the bottom deck by 11 dB and the average sound level by 2 dB. Using a coated tail roller results in reductions of the estimated sound power levels for individual components from 1 to 4 dBand reduces the average sound level by 2 dB. Coating the slide plate has little effect on both the estimated radiated sound power levels and the average sound level. The test results indicate that modifications that reduce flex plate vibration and reduce energy transfer from the tail roller into the tail section will be effective in reducing noise when combined with a coated tail roller and coated return deck.

The Bureau of Mines has prepared, as circumstances have dictated, a series of schedules setting forth the minimum requirements that various types of equipment should meet to be considered safe and satisfactory for use under certain hazardous or unhealthful conditions. These schedules cover a wide variety of devices ranging from explosives to electrically operated mine locomotives. This paper discusses the functions and operations of schedules under which respiratory protective devices are tested and approved. It emphasizes that the aim of the Bureau respirator-approval system is to make available to the public respirators that meet definite performance requirements. The responsibility of the respirator manufacturer in pre-testing the device and in maintaining its quality after it is approved are explained. Aid is provided for the user in selecting the proper device for specific application, and a plea is made for better education of all concerned in the proper use of the devices. DISCUSSION Provisions have been made for testing and approving the following types of respiratory protective devices: Self-contained breathing apparatus,2/ supplied-air respirators,3/ gas masks,4/ dispersoid respirators,5/ and chemical-cartridge respirators.6/ These devices are tested at the Central Experiment Station of the Bureau of Mines in Pittsburgh, Pa. Self-contained breathing apparatus is tested by personnel of Health and Safety District B; other types of respirators are tested by the Branch of Health Research.

The Bureau of Mines motor gasoline surveys have been conducted in January and July, during 1920 and 1921. The Bureau has obtained and analyzed samples of gasoline representative of that marketed in the larger cities. These surveys have indicated that the gasoline on the market during the winter months is more volatile than that sold during the summer months. Naturally, the motorist desires a more volatile gasoline in the cold winter months, as it affords greater ease in starting. The fourth semi-annual motor gasoline survey, conducted during the month of July, shows an interesting relation between the market price and the quality of motor gasoline. This is particularly evident if figures obtained today are compared with those of a year ago. At the time the Bureau of Mines conducted its summer survey of motor gasoline last year, the average tank wagon price of gasoline was 28.2 cents per gallon. This year it was 21.2 cents, a drop of practically 25%.

This paper describing mining methods at, the Eighty-Five mine of the Calumet and Arizona Mining Co., Valedon, N. Mex., is one of a series being prepared by the United States Bureau of Mines on mining methods, practices, and costs in the various mining districts in the United States. The Eighty-Five mine is in southwestern New Mexico, 3 miles southwest of Lordsburg, Hidalgo County (see fig. 1). The mine produces normally 7,000 to 8,000 tons per. month of silicious copper-gold-silver ore, and employs approximately 200 men underground and 40 on-the surface. Mining is done by shrinkage and cut-and-fill methods.

RESEARCH strengthened the position of cesium as the preferred material (commonly but erroneously called "fuel") for ionic propulsion engines. Its use as an element of the plasma thermocouple for generating electricity also seemed more likely. Domestic Production.-No domestic ore of cesium and rubidium was produced. San Antonio Chemicals, Inc., San Antonio, Tex., and Maywood Chemical Works, Maywood, N.J., continued to produce cesium and rubidium compounds including carbonate, chromate, hydroxide, nitrate, sulfate, and all four halides. Rocky Mountain Research, Inc., Denver, Colo., began producing various cesium and rubidium salts. American Potash & Chemical Corp., Los Angeles, Calif., offered cesium and rubidium for sale.

"Zinc Industry in BelgiumBy March F. Chase, Consulting Metallurgist, Bureau of MinesBelgium for many years was the principal spelter producing country of the world. Gradually its production was surpassed by that of Germany, and Germany in turn lost first place by the production in the 77ti.tad States. For the ten years previous to 1914, 21.6 per cent of the world's spelter was produced in Belgium. Of this production approximately 40 per cent was exported. A large percentage of the balance was rolled and of the shoots thus produced a considerable quantity was also exported.From an economic standpoint even before the war, the Belgian industry was in a unique, if not praoarious, position. Dependent upon foreign countries for ore and foreign markets for sale of products, smeltor was at a distinct disadvantage when compared with some of those of other localities. These disadvantages were partly offset by cheap coal and labor and by whatever there is of value in experience and what we may term for want of a better expression smelting tradition. However intangible this latter may be, it did have and has today an influence on commercial operations.One must not overlook the effect it will have on the revival of the industry. It may not be the determining factor but the fact that for so many years this industry flourished in Belgium, and played such an important role in the industrial life of the country will decide many operators to attempt to re-establish their operations.In 1913 the Belgian spelter plants produced 204,220 long tons of spelter or approximately 20 per cent of the world's production. During this year 500,000 to of ore were treated. The actual value of all of the products derived from treating sine ore amounted to 225 million frames."
