Mining and the related extractive and processing industries are chiefly responsible for America's high standard of living. Enormous quantities of sand and gravel, limestone, copper, iron and a myriad of other mineral commodities are required to sustain our growing nation. However, the mineral deposits, both domestic and foreign, are becoming increasingly difficult to find. Adding substantially to the problem, is the fact that the conditions are worldwide. Foreign politics are increasingly affecting mineral commodity availability. Figure 1, taken from Bureau of Mines, "Status of the Mineral industries 1976" illustrates our dependency (in some cases total) on foreign sources for vital mineral commodities. While few nations are capable of exerting an OPEC-like influence on any one mineral commodity, the threat of cartel arrangements and related control strategies is evident. Nationalization of entire industries, once they become self-sufficient, is also exerting a disruptive influence on a large portion of the mineral industries.

The limits of flammability and minimum autoignition temperature of a fuel are important elements in assessing fire and explosion hazards that may exist when using or handling the fuel. The limits of flammability define the range of compositions of the fuel gas or vapor mixed with an oxidant through which a flame, initiated by an outside energy source such as an electrical spark, can propagate. The minimum autoignition temperature (M.A.I.T.) is the lowest temperature at which the fuel vapors ignite spontaneously in a specified medium; in this case the ignition energy is supplied by the heat content of tae environment. This temperature is also referred to as S.I.T. value by some authors. Because the autoignition of a fuel also depends on the time interval during which the fuel is subjected to heat, ignition delays are significant. Ignition delay is defined here as the total time elapsed between the introduction of the liquid fuel into the oxidizing atmosphere and the appearance of a flame. This time interval includes both the physical and chemical processes leading to ignition. The ignition delay is usually maximum at the M.A.I.T, and decreases as the temperature of the system is increased. The flash point and the fire point are also useful in assessing the fire and explosion hazards of a fuel. The flash point is the lowest temperature at which saturated, flammable fuel vapor-air mixtures are formed at atmospheric pressure and, therefore, it is essentially the lower limit of flammability

INJURY experience and related employment information are presented in the chapter for the coal-mining, coking, oil and gas, peat, and native asphalt industries in the United States for 1964. No attempt has been made to combine these data and present injury-frequency rates reflecting the mineral-fuel industries because the hazards of the separate industries are not comparable. All rates in the text are calculated separately on data before rounding, hence component rates may not add to the total rates shown in the tables. Tabulations showing the trend of injuries and employment for all mineral industries are presented in Volume III. COAL Injury experience of the coal mining industry was improved in 1964, as measured by the declines of 1 and 14 percent, respectively, in the frequency and severity rates. Although the total number of injuries increased in 1964, a slightly greater proportional increase in man-hours worked caused the frequency rate to drop to 44.65 per million man-hours. The injury-severity rate in 1964 was 7,832 days lost per million man-hours of exposure. Employment and injury data for 1964 are based on final data for anthracite mines and preliminary data for bituminous coal and lignite mines. Fatality experience improved significantly with a record low number of 240 deaths in 1964. This total was 44 less than in 1963. The Nation's coal mines during 1964 were free of major disasters (a single accident resulting in the death of five men or more) for the first time since 1956. The

A power-line proximity-warning (PLPW) system must have a high probability of detection (alarm activation at a specific distance), low probability of false alarm, and minimal set-up and maintenance. Tests of electric-field sensors have not demonstrated a dependable alarm distance. Alternative sensing methods such as microwave radar, optical radar, and sonar can meet the requirements by direct measurement of the range from the boom to the power line. Suitable microwave techniques include RF pulse, chirp FM/CW, and baseband pulse. Baseband-pulse radar has adequate range capability and does not require expensive microwave components. The radar cross section of a power-transmission cable is adequate for its detection optical-radar systems based upon LEDs and photodiodes are inexpensive, but can achieve only marginal performance in this application because of their limited modulation bandwidth. Since laser diodes and cryogenically cooled photosensors must be used to achieve the desired range resolution, the cost of an optical-radar system is greater than that of a microwave radar system. Sonar systems are feasible, but are not as precise and cost at least as much as baseband-pulse-radar systems. The performance of both optical-radar and sonar systems is degraded by dirt, necessitating the inclusion of a "windshield wiper.' Baseband radar appears well suited to the PLPW application. The cost of a baseband-pulse radar PLPW system is expected to be comparable to that of an electric-field PLPW system. Development and testing of an experimental model are therefore recommended.

The U.S. Bureau of Mines has developed a system for estimating mining and processing costs as a function of process feed rate with the objective of applying this system to abandoned mine tailings and to evaluate the benefits, if any, of metal recovery. Cost analysis was applied to the mine wastes of Smelterville Flats: an extensive area of mine tailings in the Bunker Hill Superfund Site with high concentrations of lead, zinc, and other sulfide minerals. Results from previous site characterization and metallurgical processing studies were used as the input for the cost analysis. This analysis indicated that processing this site at an optimum production rate of 3,500 short tons per day (st/d) could generate a positive cash flow.

Assessment of workplace exposures is an important tool for helping to minimize dust-related occupational illness and diseases. Real-time particulate monitoring can effectively locate areas where dust controls are needed and determine how well they are working. An affordable, person-wearable, real-time dust monitor is needed. The SKC Inc. Dust Detective (SKCDD) fulfills those requirements (Disclaimer: Mention of any company or product does not imply endorsement by NIOSH). The SKCDD consists of a disposable sampling tube (DST) connected to a small hand-held sampling pump. The SKCDD was developed through a Cooperative Research and Development Agreement (CRADA) between the National Institute of Occupational Safety and Health (NIOSH) and SKC Inc. The relationship of dust concentrations measured by personal gravimetric samplers to those measured by the SKCDD was determined in a laboratory aerosol chamber. A comparison of the means and the relative standard deviation of triplicate measurements of each type of sampling device demonstrated the SKCDD to be a viable alternative means for measuring dust. While it provides accurate measurements for specific coal types, it requires correction factors (those correction factors still need to be calculated) for other coal types.

The purpose of the investigation was to describe and appraise tungsten deposits in Montana . The work supplements previous investigations made by Pattee ( 10 ) and Walker ( 17 ) in selected areas of the State . Scheelite deposits in tactite are the most numerous and most important economically , having accounted for nearly all of the State's tungsten production . Of the 64 deposits examined during the current study , 50 contained scheelite , 11 hubnerite , 2 wolframite , and 1 ferberite . The State's major tungsten production has been from scheelite deposits in Beaverhead County . The report lists , by counties , the type and grade of each deposit . The more important occurrences are accompanied by geological and assay maps .

The Torpedo copper mine in the Organ Mining, District, Dona Ana County, N. Mex., was discovered in 1899, and production of copper from oxidized-ore deposits was begun in 1900. Production continued through 1907, but operations were only intermittent frown 1907 through 1921. The production of copper during these periods amounted to about 3,500,000 pounds. Reserves primary sulfide copper ore were believed to occur below the old workings, and after a detailed examination of accessible workings and a study of drilling records of several private companies by an engineer of the Bureau of Mines, a development program of diamond core drilling was initiated. This investigation was started October 3, 1949; and completed April 30, 1950. Four holes totaling 2,122.3 feet wore diamond-drilled, and 70 samples were analyzed. All drilling was done with a Government-owned hydraulic-feet drill having special rods and core barrels to increase the recovery of core in critical zones. This report describes the location, history, ore deposits, and factual data obtained by the Bureau of Mines from the drilling.

Isometric strength is defined as the capacity to produce force or torque with a voluntary isometric (muscle[s] maintain[s] a constant length) contraction. The key thing to understand about this type of contraction and strength measurement is that no body movement occurs during the measurement period. The tested person's body angles and posture remain the same throughout the test. Isometric strength has historically been the type most studied and measured. It is probably the easiest to measure and to understand. Some strength researchers feel that isometric strength data may be difficult to apply to some "real life" situations because in most real circumstances people are moving - they are not static. Other researchers counter that it is equally difficult to determine the speed of movement of a person or group of persons doing a job (each moves in his or her unique manner and speed across the links and joints of the body). Thus, dynamic strength test data collected on persons moving at a different speed and/or in a different posture from the "real world" condition will be just as hard to apply. In truth, neither is better - they are different measurements. Both researchers and users should collect and use data that they understand and that fits their application. Workplace Assessment When a worker is called on to perform a physically demanding lifting task, the external load produces moments - tendencies to produce motion, also called torques - about various joints of the body.(1) Often these moments are augmented by the force of gravity acting on the mass of various body segments. For example, in a biceps curl exercise, the moment produced by the forearm flexors must counteract the moment of the weight held in the hands as well as the moment caused by gravity acting on the forearm's center of mass. To perform the task successfully, the muscles responsible for moving the joint must develop a greater moment than the combined moments of the external load and body segment. It should be clear that, at each joint of the body, there is a limit to the strength that the muscle can produce to move ever-increasing external loads. This concept forms the basis of isometric muscle strength prediction modeling.(1) The following procedures are generally used with this biomechanical analysis technique. First, workers are observed (and usually photographed or video-taped) as they perform physically demanding tasks. For each task the posture of the torso and the extremities are documented at the time of peak exertion. The postures are then re-created using a computerized software package, which calculates the load moments produced at various joints of the body as the task is performed. The values obtained during this analysis are then compared to population norms for isometric strength obtained from a population of industrial workers. "IntroductionThe Bureau of Mines is investigating the fundamental factors in breaking down coal at the face, which govern the production of lump coal in typical mines working, different coal beds. Tiffany and Nelson in 1923-21 conducted tests on methods of blasting and use of different explosives, in a mine working the Pittsburgh bed in Pennsylvania. They determined come of these factors quantitatively, and compared their results with those obtained when the regular mine practice was followed.Results of Previous InvestigationThe tests by Tiffany and Nelson showed that the use of the cartridge of smaller diameter than that used in mine practice, resulted in an increase of 5 per cent in the amount of lump coal passing over a 1-1/4-inch bar screen, with a reduction of 32 per cent by weight in amount of explosive required. On the other hand, they found that on reducing the weight of charge 20 per cent, and using the cartridge of larger diameter, the round would not throw down the coal satisfactorily.Experiments with ""snubbing"" showed a similar improvement in quantity of lump coal, end the coal that was blasted rolled forward into the working place. however, in recent tests at another mine where the coal Lad different physical characteristics, snubbing did not always result in the coal rolling forward, on account of clinging to the ribs, and was not found to be an advantage. Therein the writers of this paper recommend that tests be made before deciding upon the adoption of snubbing in a particular mine."

This report summarizes the results from the first year of an anticipated multiphase program to develop improved coal mining equipment which utilize the CAVIJET? cavitating water jet method. This laboratory parametric study demonstrated the advantages of cavitating jets over non­cavitating jets in cutting coal, by producing comparable slot depths at one-fifth of the operating pressure, at better than one-half of the spe­cific energy. These results suggest that CAVIJET-augmented mining devices can be developed with compact, low-pressure pumps. Thus, CAVIJET should be capable of operating with safer, lighter support equipment, while providing all of the advantages (reduction of dust and sparks, reduced damage to cutters) of conventional hydraulic mining methods.

A mineral purvey of the Granite Chief RARE II area (A5-261), covering about 23,400 acres (9,470 ha) of Tahoe National Forest and the Like Tahoe Management Unit, was conducted by the U.S. Bureau of Mines and the U.S. Geological Survey in 1979 and 1980 (fig. 1). The investigation by the Bureau of Mines indicates that the area has a low potential for mineral resources. Samples taken from prospect pits and favorable outcrops indicate no minable quantities of precious or base metals. Placer deposits are too small and low grade to be considered a resource.

A review of the practices of analyzing for precious metals at the Reno Research Center, U.S. Bureau of mines, is presented. A general description of fire assaying, the physical layout of a fire assay laboratory, and the use of fire assaying in combination with atomic absorption, induction coupled plasma, and emission spectroscopy is reviewed. The combination of techniques significantly decreases the detection limits for precious metal analyses and simplifies the analysis of the platinum-group metals. Methods of protecting personnel from ingestion of lead are also discussed.

In 1987, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the 15,174-acre Sleeping Giant study area, including the 6,112-acre Wilderness Study Area (MT-075-111), in order to evaluate its identified mineral resources. The study area is located in Lewis and Clark County, MT, about 30 miles north of Helena. Sleeping Giant Mountain trends west-northwest from the Missouri to the eastern crest of Little Prickly Pear Canyon (the route of Interstate 15), and has several summits over 6,000 ft. Geologically, the area is in the Disturbed Belt, and a large block of Middle Precambrian metasedimentary siltstone and underlying shale has been thrust northeast over younger, sedimentdry volcanic and intrusive rocks.

A technical and economic study was made of the feasibility of establishing an underground hydraulic coal mine in the Wilkeson-Carbonado coal field approximately 25 miles southeast of Tacoma, Washington. The deposit contains reserves of more than 200 million tons of generally high quality metallurgical coal. It is located in nine seams of minable thickness in a complex, folded and tectonically disturbed set of anticlines and synclines. Typical dip angles are up to 60°, with minable seam thicknesses of 6 to 17 feet. A mine plan was made for a 2 million TPY mine (clean) using two shafts to access the deposit to a depth of 2500 ft. The mining method uses monitor jets to break coal by sublevel retreat mining, fluming to a sump and pumping the minus 0.25 inch coal to the surface and to a preparation plant. The plus 0.25 inch coal is hoisted by skip. Cleaned met coal would be shipped by rail for export. A middlings product would be sold as thermal coal. Assuming a coal price of $48 per short ton (FOB the mine) for the met coal and $35 for the middlings, the return on investment is estimated at 20% after taxes. The many uncertainties about the geological conditions and the specific mine design parameters make the economic analysis and conclusions somewhat tentative. A second mine could also be developed in the eastern section of the reserves to produce 1 million TPY of clean coal and is expected to have similar economics. Recommendations are made for a Test Mine and a Pilot Mine leading to a production mine.

Coverage includes : First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of states or provinces, those areas are considered separately from the central government.

Several investigators have obtained solutions for the concentration of stress around circular, ovaloidal, elliptical, and rectangular holes in an elastic, isotropic, semiinfinite plate subjected to uniaxial and biaxial stress. These solutions are used to evaluate the changes in stress around openings immediately under the undercut normally used in conventional block caving operations. The evaluations are based on the assumption that a horizontal undercut removes most of the vertical component of a biaxial stress field. The location and magnitude of the significant changes in stress concentration around the opening are computed. Conditions under which the assumptions used in the evaluations may or may not be consistent with conditions around block caving mines are discussed, and examples of preferred opening shapes for a biaxial (hydrostatic) stress field are shown. This report is a summary of one phase of an investigation to establish design methods for the size and shape of mine openings used in block caving mining methods .

Capital requirements, mining and coal cost factors, water availability, and coal-quality data pertinent to SNG production are presented. Evaluation of individual coal reserve blocks was based upon coal and water requirements of the Bureau of Mines Synthane coal gasification process.

Bench-scale test methods were developed by the Bureau of Mines for use by the Department of Transportation in the classification of solid and liquid oxidizers. A burning rate test is recommended for evaluating the fire hazard of solid inorganic oxidizers when mixed with a red oak sawdust as the reference combustible. A spontaneous ignition test is proposed for evaluating liquid and solid inorganic oxidizers which may decompose violently or ignite spontaneously when unmixed or mixed with the wood sawdust under unconfined conditions. Test results are compared for various representative oxidizers and a classification system is proposed for use in the government transportation regulations.
