The trend toward encouragement of worker participation in accident prevention in the coal mines of the United States is not new; however, it has been given added impetus in recent years and is now definitely progressing. It has been found by experience that, although there are many approaches to a mine-safety program that will include the workers themselves as well as their supervisors, no one way is suitable under all circumstances. It requires the concerted efforts of many agencies working along parallel lines toward a common goal. The following seven principal agencies, using somewhat different methods, are listed to illustrate how this problem is approached throughout the coal-mining industry 1. Federal Bureau of Mines. 2. State mining departments (in individual States where coal is produced). 3. Programs conducted by individual mine operators. 4. Programs conducted by mine workers' organizations (unions). 5. Institutes, societies, and other educational organizations. 6. Coal operators' associations (regional and national). 7. Universities, college, and high schools. Each of the seven approaches to safety are discussed briefly, and their methods end contributions, such as publications and other activities, are listed.

This report is one of a series based upon investigations made and being made within the Missouri River Basin in Montana by engineers of the Bureau of Mines , Albany Branch , Mining Division . These investigations are made primarily to provide preliminary information to the Department of Interior agencies and to others concerned with planning the proposed Federal power development within the Missouri River Basin . The present report has been designed to permit public distribution of factual data obtained . The field investigations were made during the late fall of 1947 and the summer of 1948. Information on mineral occurrences in several areas in Sweet Grass County also are included in this report because of their close proximity to Park County . Practically all known metallic mineral deposits within Park County were investigated ; some nonmetallic mineral deposits also were investigated. The investigations of the metallic mineral deposits in Park County cannot be considered complete ; some long inactive mines and prospects on which little or no information is of record may have been missed . Many of the underground openings , especially at the long inactive properties , no longer are accessible ; consequently , much of the information regarding history their and development necessarily has been obtained from available Federal and State publications .

Explosives have been fired electrically for several decades. Mountains have been tunneled, deep shafts sunk, extensive coal and metal mine workings excavated and, in times of war, railroads, buildings, bridges, and fortifications have been destroyed by means of electrically fired explosives. Modern engineering depends so much on explosives that their safe and efficient handling and especially their detonation are of prime importance to all those connected with the use of explosive agents. Electric shot-firing is only one method of igniting explosives, but it is rapidly spreading and because of certain inherent safety features should be encouraged. Data collected by the Bureau of Mines indicate that in the United States a large percentage of the blasting in quarries, shafts, and tunnels, and from 15 to 25 per cent of the blasts in mining operations, are set off electrically. The Bureau of Mines is interested in electric shot-firing because of its use in mining, and especially because electric methods, when properly applied, are undoubtedly safer than other methods commonly used.

This report is the second of a series describing methods and systems of mechanical mining; where operations are conducted on more than one shift. The first report, Information Circular 7014,4/ describes mining operations at 14 mines and the present paper describes operations at 11 additional mines. The purpose of this study is to analyze the advantages and disadvantages of the various types of equipment and mining systems now used where more than one shift is worked per day. Physical conditions vary in different and in the same mining districts and determine, together with economical considerations, the systems of mining and the types of mechanical loading equipment to be used. The information presented in this paper may be helpful to operators or others who may contemplate installing a mechanical mining system. The equipment used in the mines described comprises conveyors, scrapers, mobile loaders, mobile conveyors, and combination of these types. The description of the mining systems and practices at the mines investigated is detailed only as they relate to and affect mechanization. In computing the operating data in mines that are not totally mechanized, employees not working directly on production have been charged to output from mechanized sections in proportion to the percentage of mechanization. The operating data for comparing various systems are for an average working dry, as the number of men working on idle days varies greatly in different mines.

The value of domestic raw nonfuel mineral output in 1985 was estimated at $23.7 billion, 2% above the 1984 value of $23.1 billion. This crude mineral output was the basis for approximately $244 billion worth of processed materials of mineral origin. [ ] A U.S. company permanently closed its alumina plant in St. Croix, U.S. Virgin Islands, reducing domestic alumina capacity by 10%. Another U.S. company sold its 26% interest in an alumina plant in Jamaica to its two U.S. partners. On completion of the purchase agreement, the two remaining partners promptly closed the plant for an indefinite period, citing a world oversupply of alumina and unacceptably low prices.

The primary objective of this research program was to recommend ranges of minimum luminance for safety in underground metal and nonmetal mining. Visual tasks critical to safety were identified and rank-ordered. Realistic, full-scale, dynamic task simulations encompassing the most important visual components of the critical tasks were installed in a large simulated workspace. Five trained observers performed the six simulated mining tasks under varying levels of luminance. Over 13,000 measurements of visual task performance were used in developing minimum luminance recommendations for the on-foot underground worker and the mobile equipment operator.

"The mining Industry in the United States is becoming fully cognizant of the hazards of dust in underground mining as well as in surface plants. The dust problem in metal mines has been brought to focus through knowledge of the harmful effects of dust, especially silica, and through adoption of more or less stringent legislation classifying certain types of pneumoconiosis as occupational diseases. The coal-mining industry is aroused principally by the apparently great increase in the dust-explosion hazard resulting from the rapid growth of mechanized mining. The United States Department of the Interior, through the Safety. Division of the Bureau of Mines, has been requested repeatedly to recommend methods of allaying dust in both coal and metal mines. Methods adequate under hand-mining conditions fail to effect satisfactory reduction of dust in more rapid extraction with modern equipment. Studies of methods and equipment for allaying dust are being conducted in both metal and coal mines. Results of these studies are discussed, and indications of possible means of reducing dust concentrations are presented in the hope that the health and 'safety of men employed in the mining industry may be increasingly safeguarded.DUSTThe term ""dust"" is a common one, and yet the meaning is applied to widely different particle sizes. The general term means ""earth or other matter reduced to fine, dry, and powdery particles."" The root from which the word is derived means ""something that can be blown about by the wind."" As a result of tests on the explosibility of coal, the Federal Bureau of Mines has arbitrarily defined dust as being. ""that which will pass through a 20-mesh screen,"" based upon the fact that particles coarser than 20-mesh have little influence on the development of an explosion of Pittsburgh coal-bed dust. The study of dust, from a health standpoint, has given rise to still another definition of dust, namely,- according to Drinker3/, ""solid particles ranging in size from less than 1 micron to about 150 microns."" A micron is 1/25,400 inch, and 150 microns are approximately 1/1,700 inch. Atmospheric dust usually is considered as 10 microns or less, larger particles not being counted under the microscope in determination of dust concentrations."

MEANING OF TERM, The term "minerals" when used in grants or in reservations or instruments of conveyance is not limited to metals or metalliferous deposits, whether contained in veins that have well-defined walls or in beds or deposits that are irregular and are found at or near the surface or otherwise. The term "mineral" in its commercial sense has been defined as any organic substance found in nature having sufficient value sepa- rate from its situs as part of the earth to be mined, quarried, or dug for its own sake or its own specific use. Potash is one of the essential chemicals used in fertilizing soil deficient in natural minerals . Europe uses a large tonnage of potash in the form of easily soluble salts , and this is particularly true of those countries where the natural minerals in the soil have been exhausted owing to intensive cropping of the land . The application of potash to the soil in these countries is essential if normal crops are to be obtained ; during the war , some European countries were unable to obtain sufficient potash , and productivity of the farming areas declined seriously . • The largest -known deposits of potash in the world ; with the possible. exception of Russia , occur in Germany , and the German output of processed salts constituted about 65 percent of world production prior to the war . The German potash-plant installations are large , modern , brick and steel construction and apparently built for a planned operation of many years . Two districts produced approximately 80 percent of the German potash; the Werra -Fulda district , near Vacha , had the largest production , and the Sudharz district , near Nordhausen and Sonderhausen , was second . (Fig . 1. ) Hannover and Stassfurt were two smaller producers . Potash fertilizers are rated in terms of potassium oxide (K20 ) . The usual basis for calculation of production or application of the salt is to reduce the potash content to 40 percent K₂0 .

In response to a request from the President, the Department of the Interior joined with other agencies in a comprehensive study of the land and water resources of the New England-New York region. As part of this study, chemical engineers of the Bureau of Mines have visited 1,025 mineral-industries plants to inventory the waterborne wastes of mineral origin, discharged by the mineral industries of the New England-New York region. Four-hundred and sixty-two of these plants disposed their wastes to a public sewer of some type, but waste control remains a problem for moat of them. The 1,025 plants are discussed in main industry groups according to their production: Chemical and allied products. Stone, clay, and glass products. Iron and steel and their products (except machinery). Nonferrous metals and their products. Electrical machinery. Machinery (except electrical). Transportation equipment. Miscellaneous mineral industries.

"INTRODUCTION While investigating prevention of sabotage and maintenance of production of essential war minerals, engineers of the Bureau of Mines visited more than 1,400 metal and nonmetallic mines, quarries, and open pits in all parts of the United States.The need for, uniform safety practices is indicated by the fact that during 1938-1940, inclusive, the Western Safety Conference, under the sponsorship of the California Department of Industrial Relations, undertook the prepara¬tion of a set of standard safety regulations for the 15 participating political subdivisions. The membership of these political subdivisions is comprised of representation from Alaska, Arizona, British Columbia, California, Colorado, Hawaii, Idaho, Lower California, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming, For the guidance of its own engineers; the Bureau of Nines found it necessary to prepare a set of safety practices that could be used uniformly throughout the United States. These safety practices were compiled from State mining regulations, mining company safety rules, and the experience of Bureau of Mines engineers for more than 3 decades, and represent the best safety practices of the Nation's' mineral industry.The purpose of this publication is to make safety practices available for the non-coal branches of the mineral industry, with the hope that they may assist in reducing accident occurrence. The Bureau will welcome questions and suggestions regarding these practices in order that changes may be made as necessary.Where the adoption of any practice would not materially increase the safety of employees or would work undue hardship on the operator, the Bureau does not recommend such adoption."

The objective of the study is to examine the apparent influence of soil and near surface rock strata on the severity of damage experienced by surface structures subjected to mine subsidence. The report discusses: 1) modes of ground movement that might complicate or be confused with mine subsidence; 2) prevailing concepts concerning mine subsidence in the Northern Appalachian Coal Field and Illinois Basin; 3) apparent influences of soil and near surface rock strata on the character of subsidence-related ground movements; 4) classifications and criteria for characterizing damage due to ground movements; and 5) types of subsidence damage experienced by homes above active mines in western Pennsylvania. Presented is a damage classification system incorporating a severity index for characterizing subsidence damage to homes with basements above active mines. A series of case histories illustrate subsidence damage to structures above active and abandoned mines.

This report describes a field-test program to determine the effectiveness of a polymeric wall sealant to reduce the excape of naturally occurring radio-active gas radon from the walls of an underground uranium mine into the ventilation air. A 75-foot-long, dead-end drift with a surface area of about 6,000 ft2 was used as the test site in which the average natural radon flux from the normally dry rock was 16 fCi/cm2-s. The effect on radon emanation of wetting the walls with water to a depth of 3 inches was tested, after which the rock was completely covered with a coating of dry-mix concrete to provide a base for the sealant, an acrylic latex. Sealant was applied in two coats to about 0.25 mm thick. An overall reduction of average radon flux of about 75 pct was achieved. Radon production and other environmental values were measured continuously and automatically by a Bureau of Mines data acquisition system. A commercial microcomputer was programed to convert raw data to engineering units and to perform other useful operations while recording all data on magnetic diskettes. Direct measurements of radon flux from the rock surface were made by a charcoal adsorption technique.

This report describes pilot-plant studies and an economic evaluation of a process developed by the Federal Bureau of Mines, Albany Metallurgy Research Center, to produce synthetic rutile from a rock-type ilmenite concentrate. In this process, ilmenite blended with coke and lime is smelted in an electric arc furnace to separate most of the iron as salable pig iron and to form a titania-enriched slag of low iron content, which is treated with oxygen and titanium pyrophosphate. The titanium oxides are converted to crystalline rutile; the phosphate glass contains most of the associated impurities. The treated slag is ground and leached with sulfuric acid to liberate rutile crystals, which are concentrated by physical methods. In pilot testing conducted to obtain data for a cost estimation, a synthesized product containing about 88 wt-pct TiO2 and less than 2 pct FeO was extracted from a rock-type ilmenite concentrate containing about 45 wt-pct TiO2. The estimated fixed capital cost (on a mid-1975 basis) of a plant producing 500 tpd of synthetic rutile is $28,290,100. Based on 330 operating days per year, the estimated operating cost for this process is $351 per ton of synthetic rutile. The estimated selling price of synthetic rutile made from rock-type ilmenite is $344 per ton, based on a credit of $160 per ton of pig iron and a 20 pct interest rate of return on investment after taxes.

In the fall of 1933 a new discovery of gold was made in the old Mojave mining district of California about 70 miles north of Los Angeles. It led to mining operations that have surpassed in their results all reasonable expectations and are of exceptional promise for the future. In less than 3 years, exploration has opened up a number of veins, from some of which a substantial amount of high-grade ore has been shipped, while a large tonnage of milling ore has been disclosed. Two mills, operating on ore averaging better than $12 a ton, will probably produce more than a million dollars worth of gold in 1936, and a considerable increase of their output in the following year is anticipated. While continuance of these operations for a number of years is already assured by ample reserves of ore, future discoveries of still other veins are reasonably possible, as occurrence of gold throughout the volcanic rocks of the district is widespread and the veins now being mined showed little to attract attention at the surface.

This report describes a statistical analysis of 41,502 respirable quartz dust samples collected from 1974 through 1981 in metal and nonmetal mines and mills. The goal of this Bureau of Mines study was to identify commodities and occupations associated with high quartz dust exposure so that future enforcement and research activity can be focused on the high-exposure areas. For this analysis, the Bureau used its computerized Mine Inspection Data Analysis System (MIDAS), which contains data on nearly 350,000 air samples, including data for 61 contaminants in 45 commodities. The samples analyzed were collected by inspectors of the Mine Safety and Health Administration (MS HA). The data were entered into the MIDAS computer and coded according to commodity, occupation, location, and other categorical information. Occupations an. commodities with high quartz dust exposure were identified by grouping the data by code categories. Workers at sandstone, clay and shale, and miscellaneous nonmetallic mineral mills had the highest quartz dust exposures. Within these mills, occupations with high exposures were baggers, general laborers, and persons involved in crushing, grinding, and sizing operations. Dust concentrations in these mills were not necessarily the highest, but because the dust contained a high percentage of quartz, the health risk from dust exposure was the greatest.

This report has been prepared, not only for the purpose of recording the results of the first series of coal-dust tests conducted in the experimental mine of the Bureau of Mines, but also to place before the mining public a description of the mine and an account of the objects sought in its establishment. Soon after the organization of the technologic branch of the United States Geological Survey, J. A. Holmes, then chief of the branch, concluded that for the solution of various problems relating to the causes and prevention of mine explosions it would be best to carry on large-scale tests in a mine rather than in a surface gallery. The idea of utilizing the underground passage of a mine for making explosion experiments did not at' first meet with general approval among investigators in this country or abroad. Many thought a mine passage was not a proper place in which scientific tests could be conducted, as great difficulty in controlling conditions was expected. However, after all arguments for and against such an investigation had been carefully considered, plans for opening an experimental mine were definitely adopted by the Bureau of Mines in 1910, and an allotment of funds was made to carry out the project. The first endeavor was to find an existing mine suitable for the purpose, but the mines offered by owners were either worked out, were wet, had poor roofs, or presented complications of various kinds, so that it was finally decided to open a mine if a site could be obtained having natural conditions that would fill the various requirements. A most desirable location was found on property of the Pittsburgh Coal Co., near Bruceton, Pa. The president of this company, Mr. W. K. Field, the general manager, Mr. G. W. The prevention of fires and explosions involving the combustibles and oxidants likely to be found in flight vehicles requires a knowledge of the flammability and related characteristics of these materials. This circular is a compilation of the available charactersilics data for a series of combustibles and oxidants of current interest. Vapor pressure data are presented for fluorine, oxygen, chlorine trifluoride, nitrogen tetroxide, nitric acid, hydrogen peroxide, ethylene oxide, hydrogen, ammonia, pentaborane, unsymmetrical dimethylhydrazine, monomethylhydrazine, hydrazine, and a series of hydro-carbons including decalin, tetralin, bicyclohexyl and other high-density fuels. In addition, flammability characteristics diagrams are included for each of the fuels in contact with air and, where available, other oxidants (for example, oxygen and nitrogen tetroxide). To assist in understanding these data, sections on definitions and theory and applications have been included. Each section is complete in itself and can be used separately. For example, a reader who is familiar with the general theory of combustion and detonation may find the data sections more useful than the definitions and theory and the application sections. However, since pertinent data are included in these sections, they should also prove useful to the experienced engineer interested in preventing fires and explosions.

Tungsten, a comparatively new metal, is one of the important strategic war materials. In peacetime, tungsten is widely used as a filament in elec¬tric lamps and electronic tubes and is a vital constituent of some of the most important industrial alloys. High-speed tool steel containing tungsten and stellite alloys containing cobalt, chromium, and tungsten are extremely hard and resistant to corrosion. These alloys and the tungsten carbides are unequaled as cutting tools and in other wear-resistant applications. They play a prominent role in the present era of mass production. Alloys containing tungsten resist oxidation at high temperatures and have been key alloys in the development of modern aircraft. The adaptability of tungsten to new uses is expanding, particularly in the high-temperature range. Domestic production of tungsten has come from a large number of deposits in 17 of the 49 States; but, of the total domestic output from 1900 to 1956, more than 80 percent was produced from mines in North Carolina, California, Colorado, and Nevada. The average tenor of the mined ore was less than 1 percent tungsten trioxide (W03).

A series of papers dealing with diamond drilling practices, compiled in accordance with an outline prepared by engineers of the United States Bureau of Mines, is to be published as information circulars by the bureau. This paper, the first of the series, describes the general practice at the United Verde mine during the last ten years; specific instances cited in the paper refer to 1930, the last year of full operation. The United Verde copper mine is located at the town of Jerome, Yavapai County, north central Arizona.
