This report describes a trip to Europe in the interest of safety in coal mines. It reviews the Eighth International Conference of Directors of Safety in Mines Re-search, which met in Dortmund-Derne, Germany, July 5-10, 1954, to discuss results of studies made in different countries to improve health and safety conditions under-ground. It also summarizes information on subjects of special interest in the United States gained by the writer in visits to mining experiment stations in Belgium, France, and England. The efforts being made to protect life and property underground were discussed, and ideas and experiences were interchanged freely, not only during the conference but also during visits to the several countries. Helpful information was obtained on many topics of interest, but time did not permit as thorough a discussion on some of them as might be desired.

This volume summarizes mining and petroleum legislation in 25 jurisdictions of East Asia and the Pacific. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

A table of factors for rapid, accurate calculation of the volume of pure helium in cylindrical steel containers, at base conditions of 14.7 psia and 70° F, is presented. The table covers a pressure range from 10 to 10,000 psin in 10-psi increments and a temperature range of 0° to 120° F in 2° increments. The volume of helium is calculated from the observed pressure and temperature of the helium, expressed as a factor from the table, and the known internal volume of the container. The calculation requires a single multiplication. A discussion and evaluation of the accuracy obtainable and a derivation of the formula used (which takes into account compressibility of helium, thermal expansion of steel containers, and the stretch of steel due to internal pressure) are presented. An example showing how the table can be used is given also.

The Hermada antimony deposit is in the Sewtooth Range in southwestern Idaho, about 77 miles by road northeast of Boise. Stibnite mineralization occurs over an area one mile wide from west to east and two miles long. It is locally referred to as the Swanholm district. In 1947 high- grade stibnite ore was discovered on the East Fork of Swanholm Creek. Since then, ore in commercial quantity has been produced by the Hermada Mining Co. The total output for 1947-50 was about 5,000 tons of ore, containing 640 short tons of antimony metal.

"INTRODUCTION The Copper King or Red River copper mine was examined on December 13, 1942, by the Bureau of Mines at the request of Richard Kelly of Santa Fe, N. Mex. The examination was made to determine whether the expenditure of funds for rehabilitation work necessary to make the workings accessible for examination would be warranted.As a favorable report was made, the workings of the Copper King mine were opened and sampled under the direction of the author. The portal of the Copper King adit was opened first. Considerable rehabilitation was necessary in the first 50 feet of the workings, but the remainder of the drifts and crosscuts were sufficiently open to permit surveying and sampling.An attempt was made to open the Waterbury atilt, which was reported to be about 30 feet east of the Copper King portal, and to crosscut the ore body nearly to its southern border. However, slide rock and mine dumps had completely obscured the portal of this adit, and no opening into it could be found or made.Work on the project was started on September 27 and vas completed on November 6, 1943."

This report presents the results of an investigation by the U. S. Bureau of Mines in cooperation with the State of Colorado, on the yields and properties of oils produced from oil shale, lignite and subbituminous coal using the standard assay method developed by the Bureau for oil-shale testing,. The purpose of this work, which is part of the general study of oil shales being conducted by the Bureau of Mines and cooperating agencies, was to obtain information on the amount and character of the yield of crude oil or tar from different typical oil shales, the yield of light oil or naptha that might be suitable for use in motor fuels, and other products of shale oil. As the west has large resources both of oil shale and low-grade non-coking coals, it is of interest to know the relative yields of tars, light oils, and combustible gases that can be produced from these coals when retorted under conditions similar to those suited for oil-shale retorting. Source of Samples The coal samples were obtained from deposits on or adjacent to the public lands in the States of the Rocky Mountain region. Many of the mines sampled are operating under Government leases or permits. The number of coal samples secured from the various states are: Colorado, 6; Montana, 9; north Dakota, 6; New Mexico. 1; South Dakota, 1; Wyoming, 9. Of these samples, 14 were lignite coal, 16 subbituminous coal, and a bituminous coal. The standard channel method of the Bureau of Mines was used for sampling. Coal samples received at the Boulder Office weighed about twelve pounds each, and duplicate samples were sent to the Pittsburgh Station for proximate and ultimate analyses. The origin of the samples and description of the deposits are given in Table 1.

This report summarizes the principal activities and significant results of the Bureau of Mines respirable dust research program since passage of the Federal Coal Mine Health and Safety Act of 1969 and the Federal Mine Safety and Health Amendments Act of 1977. This program has investigated new and improved techniques and equipment to reduce or prevent the formation of dust during the cutting cycle; to dilute, suppress, or collect airborne dust generated during mining, handling, and processing; and to improve the measurement of dust levels for evaluation of engineering controls and for enforcement of Federal dust standards. The report is intended for mining industry dust control specialists and other interested parties. It includes a brief summary of the program to date, a section on future research plans and goals, and a list of publications resulting from the Bureau&apos;s respirable dust program.

During 1959-61, the Bureau of Mines investigated the strain and deformation induced in rock and concrete linings around mine openings by retreat panel caving at the Climax Molybdenum mine. Two concrete-lined slusher drifts on the Phillipson level of the mine were instrumented with both electrical strain gages and extensometers. Changes in strain and deformation were recorded over an 18-month period during the undercutting and caving of the mining panel. General agreement was found between the strain and deformation measurements and the hypothesis that the vertical component of the stress field on the openings is almost completely removed by undercutting. This phenomenon is a possible explanation for the structural failures that occur in the slusher drifts during the undercutting cycle.

Epoxy and polyester-type resins were injected into coal-mine roof strata of the thick Freeport coal seam in Allegheny County, Pa., at test sites in roof that had been exposed several weeks, in newly exposed roof, and in strata over solid coal. Test results indicate that the method of strengthening bituminous-coal-mine roof by injecting a bonding material into the roof strata can be developed into a safe, efficient support system. If roof bonding will become a standardized method of roof support and reinforcement or if it can be effective when used with other types of roof support can be determined only by extensive experimentation in various coal beds. Observations and conclusions are shown at the end of this report.

To decrease reliance on foreign sources for the strategic and critical metals gallium and germanium, the U.S. Bureau of Mines identified and developed processing technology for two domestic sources of these metals: a Tennessee zinc residue and a Utah ore. Sulfuric acid (H2S04) solutions were used to solubilize gallium and germanium in both sources. Statistically designed experiments showed that the most important parameter for high metal extraction from zinc residue was the H2S04 concentration. At a concentration of 2.9M H2S04, 95 pct of the gallium was extracted, and at a concentration of 0.6M H2S04, 73 pct of the germanium was extracted. Controlled H2S04 concentration was also the key for high metal extractions (97 pct Ga, 87 pct Ge) from the Utah ore. Such control was achieved using a two-stage countercurrent leach circuit. Testing showed that the insoluble germanium in both the residue and ore was tied up with silica. Several methods for overcoming this problem are given. To recover gallium and germanium from the leach solutions, the solvent extractants octylphenyl acid phosphate (OPAP) (for gallium) and LIX 63-OPAP (for germanium) were identified. These extractants were tested in separate, continuous, solvent-extraction circuits yielding a gallium recovery of 94 pct and a germanium recovery of more than 90 pct.

Every finding of the year&apos;s work, obtained under stress to meet present objectives, contributed to postwar needs, because the very nature and constitution of petroleum and natural gas require that research be conducted along the same general lines whether the results are applied in peace or war. More than 40 reports were submitted to the Petroleum Administration for War and others concerned with (1) evaluation of crude oils to determine their content of aviation-gasoline base stock, (2) evaluation of base stocks for blending with high-octane, synthetically manufactured components, (3) analyses of naphthas to determine their content of various types of hydro-carbons, such as benzene and toluene, and (4) the improvement of quality of marginal base stocks to meet future requirements of aviation gasoline. This upgrading of marginal stocks is being attained by selective distillation and chemical and catalytic removal of sulfur compounds. Asphalts were studied with respect to the characteristics of their various constituents in order to compound them, in the same way that aviation fuels now are being "built" to meet exacting requirements. The work previously initiated to give the industry fundamental data on thermodynamics of hydrocarbons progressed satisfactorily, and the heats of combustion of 10 hydrocarbons in the lubricating oil -range of petroleum were determined. Thermodynamic data requiring highly specialized techniques are so broad in application that their commercial usefulness is not yet fully appreciated.

The helium resources base of the United States was estimated by the Bureau of Mines to be 961 Bcf as of January 1, 1983. These resources are divided into four categories in decreasing degree of assurance of their existence: (1) helium in storage and in proved natural gas re- serves, 271 Bcf, (2) helium in probable natural gas resources, estimated at 202 Bcf, (3) helium in possible natural gas resources, estimated to be 351 Bcf, and (4) helium in speculative natural gas resources, which makes up the remaining 137 Bcf. These helium resources are further divided into depleting, nondepleting, and stored classifications. The depleting resources are those associated with natural gas fields that are, or will be, produced for the natural gas they contain. All of the helium in potential (probable, possible, and speculative) natural gas resources is included in this classification. These depleting resources are estimated to contain 789 Bcf of the total helium resource base. Helium resources contained in nondepleting natural gas resources, those in shut-in, abandoned, or otherwise nonproducing natural gas fields, are estimated to total 134 Bcf. There is 38 Bcf of helium in storage in the Federal Government- owned Cliffside Gas Field near Amarillo, TX.

The author, who himself has worked inn the field with various types of torsion balances, expresses in the article his experience with the recently marketed Haff-Torsion-Balance. The advantages of practical work with Haff?s s torsion balance as compared with other types are mentioned. In spite of low weight and corresponding small dimensions (Model M = 23.5 kg., Model Al = 11.5 kg.) the sensitiveness is not less than that in the largest instruments. It is at 1.10-9, which is proved by calculations. A comparison with the corresponding values of other types of torsion balances (Eötvös, Askania, Gepege) is given. The mechanical features of the instrument are briefly described, and the balance is illustrated by a, cross section of it. -- W. Ayvazoglou. The precious stones rubies and sapphires are transparent varieties of the mineral corundum . Essentially they are aluminum oxide , but the aluminum is often replaced. by small amounts of chromium , titanium , or iron . The chromium is said to give a red color , titanium a blue , and iron a yellow . True rubies range from rose to a somewhat purplish red and are sometimes termed " oriental rubies " to distinguish them from spinel rubies , stones of inferior hardness , density , and value . " Oriental rubies " are very rare , and the so-called " pigeon's blood" variety is the most valuable . Sapphires normally range in color from palest blue to deepest indigo , but actually all precious varieties of corundum of any other color than red are called sapphires . The most esteemed tint is like that of the blue cornflower . Colorless corundum of gem quality is called white sapphire ; the yellow variety is described either as yellow or as golden sapphire ; and the pale pink is classed as pink sapphire . The word " oriental " is also used as a prefix in naming varieties of corumdum of less popular colors . For instance , oriental emerald is used for green corundum, oriental topaz for yellow , and oriental amethyst for violet to purple varieties . The chief physical characteristics of rubies and sapphires are hardness , adamantine luster , and moderately high specific gravity ( 3.9 to 4.1) . Next to the diamond, corundum is the hardest of all minerals ; in fact , the sapphire is number 9 on Moh's scale , ranking between the topaz and the diamond. Rubies crystallize in 6-sided prisms terminated by flat faces and other varieties of corundum with twelve inclined faces , six above and six below , meeting in a girdle . Corundum is doubly refractive , with a direction of single refraction running parallel to the edge of the prism . The refractive indexes are very constant, the ordinary index ranging from 1.766 to 1.774 and the extraordinary index from 1.757 to 1.765. The double refraction always remains the same.

The Bureau of Mines conducted a 4-year research program at Uravan, Colo., on a 2-1/2-acre reclamation plot on the slope of a uranium tailings pile that had been covered with mine waste rock. The purpose of this study was to determine the effects of plant species, type of irrigation, type of fertilizers, and use of dust control chemicals on plant growth and surface coverage. Best grass coverage, nearly 100 percent with 240 plants per square foot, was developed in a section that was seeded with crested wheatgrass, fertilized with sewage sludge, and sprinkler irrigated. For comparison, a section that had been treated with commercial fertilizers developed 3.1 crested wheatgrass plants per square foot and 24 percent coverage without irrigation, and 8 plants per square foot and 75 percent coverage with irrigation. Results of spraying a dust control chemical were inconclusive. Russian-thistle invaded all test sections and ranged in density from 0.6 to 7.3 plants per square foot.

During the interval 1929-41, geophysical exploration in Russia made considerable progress, as reflected in publications. The greater part of these publications was available during the preparation of Geophysical Abstracts and Ms been abstracted in them. The rest was not received and remained unaccounted for. A considerable portion of these lading publications are now listed in bibliographic form, in view of their interest to geophysicists. All publications entered in the bibliography are in Russian. 1. The Bureau of Mines made a study of mines and prospects of the Benton Range RARE II area (No. 5056), Mono County, California in October and November 1980. The study area is west of Owens Valley and 30 mi (40 km) north of Bishop, California. The mineral deposits were evaluated by examination of mines, prospects, and mining claims by the Bureau of Mines. Geological, geochemical, and geophysical studies were conducted by the Geological Survey. The principal mineral commodities of the Benton Range RARE II area are gold and silver but tungsten deposits may also extend into the area. Properties with resources are listed in table 1; their locations are shown on figure 1.

Semipilot scale tests were made to demonstrate a newly developed electrorefining process which could be extrapolated to commercial scale in producing high-purity nickel and cobalt from crude nickel metal and high-grade ferronickel. The new process comprises application of solvent extraction techniques to remove and separate cobalt and iron from nickel and the electrodeposition in diaphragm cells of pure nickel and cobalt from chloride-based purified electrolyte. Using water insoluble organic amines, the solvent extraction operations enabled production of commercial-sized nickel and cobalt cathodes of higher purity than that of commercial electrolytic metals. The solvent extraction operation for separation of cobalt from nickel was made simpler than the conventional method. Furthermore, the solvent. extraction operation for iron removal made possible the electrorefining of ferronickel without the prohibitive loss of nickel resulting from the method ordinarily used for iron removal.
