"Fatal accidents at coal mines throughout the United States killed 234 employees during January 1924, according to reports from State mine inspectors to the Bureau of Mines of the Department of the Interior, Included in the number of fatalities are 68 deaths caused by two explosions during the month, one explosion occurring in a mine at Johnson City, Ill., and causing 32 deaths, and the other in a mine at Shanktown, Pa., and causing 36 deaths. The fatality rate for the month was 3.94 per million tons, based on a production of 59,435,000 tons of coals In January 1923 the fatality rate was 3.52, based on 206 deaths and an output of 58,458,000 tons.Bituminous mines in all States reported 202 fatal accidents, the production being 51,170,000 tons., and the fatality rate being 3.92, as compared with 3.28 for January last year, For the anthracite mines in Pennsylvania, the reports covered 32 fatalities, which, on the month's output of 7,955,000 tons, indicated a fatality rate of 4.02 per million tons, as against 4.89 for January 1923.As compared with January 1923, the reports for January of the present year indicated lower fatality rates per million tons for all of the main causes of accidents except explosions. For falls of roof and coal, the fatality rate per million tons declined from 1.85 in January 1923 to 1,68 in January 1924; for haulage accidents the rate declined from 0.62 to 0.42; for explosives, from 0.19 to 0.12; for electricity, from 0.12 to 0.07. Enclosed cabs are a primary means of reducing equipment operators? silica dust exposure at surface mines. The National Institute of Occupational Safety and Health recently performed a laboratory study to evaluate which factors on an enclosed-cab filtration system are most significant. The various factors evaluated were intake filter efficiency, intake air leakage, intake filter loading, wind infiltration, use of a recirculation filter, and the use of an intake pressurization fan. The result of this laboratory testing has shown that the two most important factors for an effective filtration system on an enclosed cab were the efficiency of the intake filter and the use of a recirculation filter. A higher-efficiency intake filter considerably increased the quality of the intake air that was delivered into the enclosed cab. It also was determined that air leakage around the intake filter notice-ably reduced its air cleaning effectiveness. The second key factor is the use of a recirculation filter, which was shown to improve the air quality in the enclosed cab by six to 12.7 times more than the intake filter alone. The reason for the significant improvement was that the cab air was constantly drawn through the recirculation filter, thus continually filtering the dust out of the air.

Fiber optic systems are being deployed in locations where explosive gas atmospheres are normally present or are present under fault conditions. The National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory (NIOSH, PRL) conducted a study of laser safety in potentially flammable environments. Researchers conducted experiments to estimate the mean and standard deviation of laser powers needed to ignite 6% methane-air atmospheres using single mode optical fiber tips covered by two types of iron oxide (Fe304 and (FeMn)203) mixed with a ceramic adhesive. The iron oxides, heated by a 1064 nm continuous wave laser, ignited the methane-air mixtures ,at similar powers. The minimum igniting power and maximum non-igniting power (10 tests) were 407 and 350 mW, respectively, using a 62.5 pm fiber. Laser beams guided by 125 and 80 pm diameter cladding single mode fibers produced similar methane-air igniting powers. Ignition was not observed using coal particles at powers that produced ignition with the iron oxides. Threshold ignition delays using the single mode fiber were approxinlately proportional to the inverse square of the igniting power. Ignition delays were significantly longer than the reported activation time for a comnlercial fiber optic power limiter. Comparisons are made with the results of other researchers. A simplified, routine method for determining lithium in lithium-bearing rock is presented. The sample is decomposed by repeated treatments with nitric, hydrofluoric, and perchloric acids. Since this procedure does not appreciably dissolve beryl, interference by beryllium (the principal interfering cation) is minimized for most samples. The salts are brought into solution with water and enough citric acid-ammonium citrate buffer is added to make the final volumetric dilution 0.20 M with respect to citrate. The addition of citrate greatly reduces anion interference in the hydrogen-oxygen flame, slightly increases the intensity of the lithium 671 millimicron emission line, and reduces the effect of most of the interfering cations to the extent that analytical separations are not necessary. The accuracy of results of single determinations of lithium in a pegmatite containing spodumene, lithium-bearing mica, and beryl are approximately equal to that obtained by other flame methods, INTRODUCTION This investigation was undertaken in Bureau of Mines laboratories to develop a reliable, rapid, routine analytical method for determining lithium in lithium-bearing minerals. The requirements of the procedure were that the method should be applicable to the analysis of a variety of lithium-bearing ores and test products, and the results would be reasonably accurate for materials containing 0.05 to 8 percent Li20.

Bureau of Mines research to recover arsenic from mining industry waste material and process streams is reported. Batch and column approaches were investigated for adsorbing arsenic from acid leach solutions and ion-exchange eluate solutions with hydrated titanium dioxide granules. A method for producing hydrated titanium dioxide granules was devised to provide material suitable for use in a packed adsorption tower. Selective adsorption of arsenic from acidic leach solutions was achieved. The loading capacity of arsenic on the granules was 14 wt-pct when synthetic solutions were used, but lower when actual leach solutions were used. Other elements in the leach solution were Zn, Cd, and In. The granules were used in an attempt to lower the arsenic content in a solution containing 0.95 g/l W and 0.027 g/l As from a process devised by the Bureau of Mines to treat Searles Lake brine. The arsenic content was lowered to less than 0.001 g/l, but unacceptable amounts of tungsten also were adsorbed by the granules. Adsorbed tungsten was partially stripped with pH 11.5 NaOH, and both tungsten and arsenic were completely stripped with 5M NaOH solution. Repeated loading and stripping of the granules had no effect on the loading capacity for arsenic.

The San Manuel is a deposit of low-grade disseminated copper ore. It was brought to the attention of the government in October 1942 through an application to the Reconstruction Finance Corporation for a development loan, supported by a report by Henry W. Nichols. Nichols’ sampling of two outcrops containing copper silicate and his geologic map indicated that a minable body of copper ore might be developed. The Federal Geological Survey was requested to examine the property. The Survey mapped the geology in March 1943 and cut a few check samples, which substantially confirmed Nichols’ sampling of the outcrops and a few shallow workings. The geologists of the Survey recommended some test drilling by the Bureau of Mines. The property was examined by the author and W. D. Hughes, associate engineer of the Bureau of Mines on March 22 and 26, 1943, and a preliminary drilling campaign was recommended. Five shallow churn-drill holes totaling 1,480 feet were put down under the supervision of Chas. A. Kumke, one of the Bureau’s engineers, from November 23, 1943 to January 15, 1944. This work indicated that the deposit extended deeper than the 350-foot depth attained in the deepest hole and might have very considerable areal extent. Additional funds were allotted, and the drilling contract was extended twice to a final maximum of 17,000 feet with 2,000 foot maximum depth of hole. Drilling was continued by the Bureau of Mines until February 2, 1945, when 15,844 feet of hole had been drilled. The Magma Copper Co. took options on this and adjoining property in September 1944 and commenced drilling with two machines. It also engaged the two contract drills used by the Bureau after it stopped drilling. It exercised its options in August 1945 and organized the San Manuel Copper Corp. to operate the property. That company is continuing to explore the ore body with six churn drills. Thomas Lyon took options early in 1945 on holdings adjoining the San Manuel property on the east and is operating two churn drills. Exploration up to the completion of the last holes started by the Bureau of Mines indicated a block of ore 5,100 feet long, 400 to 800 feet wide, and 500 to 900 feet thick, and averaging about 0.8 percent copper. Subsequent drilling showed that the ore body extends considerably beyond this block. The axis of the ore body strikes about N. 61º E. Copper minerals are disseminated in hydrothermally altered quartz monzonite and monzonite porphyry. Ore outcrops in two small areas over the northeast part of the block. Elsewhere the copper-bearing rocks are capped by Gila conglomerate, which thickens toward the west and south. Drilling showed that the ore is in a thick, tabular body with a steep dip to the south. The ore body lies near the surface in the northeastern part of the block. The south side of the block is much farther below the surface than the north side. There the upper part of the copper-bearing rocks is lightly mineralized, so that the hanging wall of minable ore lies deeper than the base of the conglomerate cap, which thickens southward.

Since it was first introduced, the Coal Mine Roof Rating (CMRR) has been widely accepted as a tool for geologic characterization and mine planning. This paper discusses the application of the CMRR to another practical ground control problem. Extended cuts (cuts greater than 6 m (20 ft) in length) are commonly used with remote control continuous miners. Extended cuts can greatly increase productivity, but they have been associated with a number of fatal roof fall accidents. When extended cuts are attempted in weak roof, the roof may collapse before it can be bolted, causing hazardous conditions. Until now, it has not been possible to predict where conditions may not be suitable for extended cuts. In this study, data on the CMRR and extended cut experience were collected at 36 mines in 7 states. It was found that when the CMRR was greater than 55, deep cuts were routine in nearly every case. When the CMRR was less than 37, extended cuts were almost never taken. Between 38 and 55, extended cuts were feasible sometimes but not others. The data also shows that extended cuts are less likely to be stable if either the entry span or the depth of cover increases.

A series of four coal combustion experiments was conducted at the National Institute for Occupational Safety and Health's (NIOSH) Pittsburgh Research Laboratory (PRL) in the Safety Research Coal Mine (SRCM) to evaluate the response of fire sensors to a small 0.61 m square smoldering coal fire which transitions to flaming combustion in the presence of diesel emissions. An optical path smoke sensor alarmed earlier than a point type diffusion mode ionization smoke sensor which alarmed prior to a CO alert value of 5 PPM above ambient. The presence of steady state diesel emissions resulted in a decrease in the optical smoke sensor analog output voltage signal by less than 1.4 pct for the three coal fire experiments in which a diesel engine was operating, whereas the ionization smoke sensor output decreased between 10.8 and 26.7 pct after the initial surge of the diesel engine. A commercial diesel discriminating fire sensor did not alarm for a fire in the one experiment for which it was used. The results of the experiments demonstrated that an optical path smoke sensor might be used to detect a coal fire under the experimental conditions considered of starting a diesel engine followed by a slowly developing coal fire.

Surface mining drastically alters the ecological characteristics of the area disturbed and in some cases has a decided effect on surrounding areas. Vegetation is removed, topographic features and characteristics are changed, and the original geologic overburden profiles are destroyed. Spoil banks generally are a heterogeneous mixture of rock fragments, rock particles, and soil-sized material derived from the overburden strata. With proper mining techniques, the various strata can be partially or completely segregated. Segregation of over- burden material offers the opportunity to bury the toxic, acid, or salt-pro producing strata under growth supporting material. In some situations, lower strata may have more desirable characteristics than surface material and can be placed near or on the surface. For example, limestone strata appear in some lower overburden profiles that have shale and/or sandstone near the surface. Also, some lower strata have higher nutrient levels that have been leached from the surface. Experience has shown that natural revegetation is a very slow process on strip mined areas. Native vegetation may not be compatible with the environment on the mined areas, for example : 1. Low nutrients in the spoil. 2. Toxic spoils (very acid or highly alkaline ). 3. Surrounding vegetation may be of the climax type and may not have pioneer- or primary-invader-type species present. 4. The seed source may be to far away from the adjacent mined areas. Early attempts to revegetate strip-mined lands with trees also proved to be unsatisfactory as they did not provide the initial ground cover required to stabilize the spoil. Erosion control with trees only may take up to 10 years before the canopies close and an effective cover is established. They are slow to form soil profiles and do not provide effective chemical pollution control until long after planting. A quick growing cover of herbaceous species is necessary to obtain quick stabilization and initial protection against erosion by reducing runoff and rain-drop splash. "INTRODUCTION The rock-bit interaction during the cutting process in underground mines has been a matter of great concern to mining operators, researchers and manufacturers, particularly after the passage of strict environmental laws. Coal cutting bears directly on airborne coal dust generation and rock cutting generates frictional sparks which may cause face ignitions, jeopardizing the productivity, safety and economy of the industry. It is imperative to investigate into the factors which have influence on bit we.ar. Hurt and Evans (1981) concluded that the point attack bits have greater ignition potential than the conventional wedge shaped bits, and also worn bits were more responsible for ignition than the new bits. The results of a study (Khair et al., 1992) suggested that after 7% weight loss, the bit should be replaced. The polycrystalline compact diamond (PDC) tipped bits are reported to be cost effective in a study done by USBM (Twin Cities Research Center), and it was stated that the PDC tipped drill bits had 80 to 100 times longer life than the ordinary tungsten carbide (WC) tipped bits.This paper presents the results of the experiments which were conducted utilizing a coal cutting simulator at the laboratory of the Department of Mining Engineering, West Virginia University, USA. The description of the machine and the experimental set-up have been described elsewhere (Khair et al., 1989; Gehi & Khair, 1994), and therefore, will not be discussed here. The rock types which were used in experimen~ are Tennessee sandstone, Berea sandstone and Indiana limestone. The operating parameters include (1) drum speed, (2) water spray pressure and (3) bit type. Besides studying the wear characteristics influenced by the above mentioned variables, the effect of these parameters on the required cutting force, specific energy consumption, acoustic emissions rate and rise in temperature of the bit were also studied. A preliminary study was also done to compare we.ar characteristics of the WC bits with those of the poly-crystalline compact diamond tipped bits."

"INTRODUCTION A soluble mediator has been described which is released from activated rabbit leukocytes and induces histamine secretion from rabbit platelets (Barbaro and Zvaifler, 1966; Siraganian and Osler, 1971). This factor has been isolated, characterized and named platelet activating factor, PAF (Bcnveniste et. al., 1972). PAF has since been chemically identified as l-0-alkyl-2-acetyl-sn-glyceryl-3-phosphocholine (Benveniste et. al., 1979; Demopoulous et. al., 1979).PAF is a lipid mediator of broad biological activity. It causes smooth muscle contraction, contraction of lung tissue and decreased FEV 1; while enhancing capillary permeability thus causing edema (Pinkard, 1983). In addition, PAF is a chemoattractant and can lead to inflammation.PAF has been reported to stimulate the release of lysosomal enzymes, leukotriene B,, and lipid metabolites from neutrophils (Smith et. al., 1983; Shaw et. al., 1981; Lin et. al., 1982; O'Flaherty et. al., 1984). The objective of the present investigation was to further characterize PAP-induced stimulation of granulocytes and to develop a bioassay, i.e. chemiluminescence, for screening PAF receptor antagonists and inhibitors of PAP-induced activation of granulocytes. The possible use of the chemiluminescence assay to monitor PAF synthesis by human granulocytes is also described.METHODSBlood was drawn from healthy volunteers into a blood storage bag containing CPD anticoagulant. Granulocytes were partially purified by dextran sedimentation and further purified by centrifugal elutriation as described previously (Jones et. al., 1980). Granulocytes obtained by this procedure were approximately 95 percent pure. The number of granulocytes in this preparation was determined using an electronic cell counter (Coulter Model Z1, Coulter Instrument Co., Hialeah, FL). Isolated granulocytes were used to monitor membrane potential, hydrogen peroxide and superoxide release, oxygen consumption, calcium uptake and, in some cases, chemiluminescence. Studies of PAF receptor antagonists were conducted using neutrophils isolated by density centrifugation. Briefly, blood was layered onto Mono-Poly-Resolving Medium (Flow Laboratories, McLean, VA) and centrifuged at 22 °C and 300 g for 30 min. Neutrophils collected from the second band of this gradient were at least 90 percent pure."

The inhalation of silica has been shown to produce a dramatic inflammatory and toxic response within the lungs of humans and· laboratory animals. Currently, no effective treatment exists for workers who may have been exposed to the inhalation of silica. The objective of this study was to develop an animal model in which we could evaluate the effect that anti-inflammatory steroids have on the acute silica-induced pulmonary inflammatory response. Male Fischer 344 rats were pretreated with either dexamethasone (2 mg/kg) or saline vehicle (i.p.) on days 1, 3, and 5. On day 6, the animals from the two groups were then intratracheally instilled with either silica (20 mg/0.5 ml saline vehicle) or saline vehicle (0.5 ml). Twenty-four hours after the instillations in the non-steroid group, significant increases occurred in total protein, total number of cells, neutrophils, and lymphocytes recovered from the lungs of animals treated with silica compared to saline controls. Silica also caused dramatic increases in the luminol-dependent chemiluminescence (LDCL) of lung tissue and bronchoalveolar lavage (BAL) cells. The LDCL reaction was markedly decreased by either superoxide dismutase (SOD) or N-nitro-L-arginine methyl ester hydrochloride (L-NAME). SOD is involved in the enzymatic breakdown of superoxide anion, while L-NAME, a nitric oxide (NO) synthase inhibitor, prevents the formation of NO. When the superoxide anion and NO react, they form the highly oxidizing substance peroxynitrite. This study then implicates peroxynitrite as an agent which may be involved in the silica-induced oxidant lung injury. When the animals were pretreated with the steroid dexamethasone, there was a complete protection against the biochemical, cellular, and chemiluminescent indices of damage caused by silica. The mechanism in which the steroid protects the lung from damage may be due to the ability of dexamethasone to block the induction of NO synthase. With further study in animals, the anti-inflammatory steroids may be useful in the treatment of silicainduced lung injury.

Briefly, a permissible schedule of the Bureau of Mines establishes certain minimum standards for safety; it gives details of test methods adopted to determine whether these standards have been met, and a list of charges for such tests. Any manufacturer has the privilege of submitting his product for test in accordance with the conditions outlined in the schedules. His action is wholly voluntary, for the Federal Government has no jurisdiction as to what equipment shall be used in mines, this authority being left to the various States. When the product of a manufacturer has met the schedule requirements, he is permit¬ted to advertise this fact and to attach an approval plate with the bureau's seal to each machine he makes that is identical in every way with the equipment tested, inspected, and approved by the bureau. This work of approval has grown by the addition of new schedules until at present a great many mines are using one or more classes of permissible equipment, and there is still a demand for other approved apparatus in the ever-widening field of electrically operated machinery. The safety of electrical equipment of this type depends on four fundamentals, namely, (1) correct principles of design; (2) proper assembly of parts at the factory; (3) proper assembly and installation of equipment at the mine; (4) and proper operation and maintenance after installation. The first two factors are within the province of the manufacturer. The bureau either inspects and tests several models of one product, such as electric cap lamps, or one model, such as an electric motor. If this series of tests proves satisfactory, the manufacturer is given the privilege of making other appliances, and assembling them in the same way; the approval plate he attaches is his guaranty that the equipment is identical with the one tested and inspected by the bureau. Reduce the hazards to which mine personnel are exposed by providing safer procedures for removing dragline wire rope terminations. Background The termination points of wire ropes used on draglines consist of a wedge and socket that lock the rope in place through friction. These components must be separated when the wire rope is changed. At present, the cannon method is the most common procedure used to accomplish this. However this method, using a small cannon and primer (detonator) cord to propel a steel projectile that will knock the wedge out of the socket, has the potential of causing injuries to mine personnel and damage to equipment. The Bureau of Mines, has devised safer, and equally efficient methods of removing wire rope terminations. The Bureau began by studying the cannon method, its merits and draw-backs. Safety guidelines were then developed for the cannon method, and two alternative methods-the pendulum ram and hydraulic pusher-were devised and tested. The Cannon Method The steel projectile used to separate the wedge and socket in the cannon method was found to be very effective. However, the method poses the inherent hazards of any explosive de-vice-hazards that could be increased by lax work procedures. There is no strict uniformity in the manufacture of the cannon or in the work procedures used in the mines employing it. Hazards could be reduced, or even eliminated, with adaption of certain manufacturing and work-procedure guidelines, such as 1) making the cannon and projectile de-signs, as well the work procedures used, uniform, 2) ensuring separate loading of the charge and detonator with insertion of the detonator through a separate port, 3) connecting electrical firing circuits only after the charge and projectile are loaded and the cannon is placed in its final firing position, 4) using approved detonating devices, 5) anchoring the cannon before firing and, 6) placing armor netting over the cannon before detonation.

1. Potential groundwater pollution resulting from large-scale surface mining in western states should be evaluated. 2. Criteria should be developed for the design, construction, operation, and abandonment of sediment ponds for maximum removal of suspended solids. 3. Methods should be developed for reducing suspended solids discharges from surface mines to less than 30 milligrams per liter. 4. A manual should be developed in the form of guidelines for sediment and erosion control planning and implementation. These guidelines must be designed to cover all phases of the coal surface mining operation (i.e., before, during and after mining). 5. A mine road manual should be developed for use by surface mine operators and State and Federal Agencies. Erosion, water control, and dust control should be covered in detail. 6. The block-cut, head-of-hollow fill, and mountain-top removal methods and techniques of contour mining should be evaluated, designed, and ultimately demonstrated in steep, mountainous terrain. Designs should be prepared for single and multiple seam applications. The demonstrations must show that these mining systems will secure rapid achievement of reclamation require¬ments and provide maximum, safe, economic coal recovery in an environmentally safe manner. 7. A Blasting Manual should be developed for use by industry and enforcement agencies. Stress should be placed on how to keep vibration levels and air blast pressures well below accepted safe criteria. Also, methods that can be used to control noise should be listed. 8. Investigations should be conducted on the effect of continued vibrations from blasting on structures that are near quarries. 9. Additional guidelines need to be developed for sampling and analysis of overburden material and associated coals for trace elements and noxious strata. Samples are extremely sensitive, and the source and manner of their collection, handling, storage, and treatment, as well as the techniques of analysis, need to be developed and described. This information can be used to predict possible future problems.

The term "titaniferous magnetite" is used to designate those mag- netic ores of iron that carry more than 2 or 3 per cent of titanium. Large and easily workable deposits of these ores occur in different parts of the world, and have attracted attention for many years. Under present furnace practice, however, the smelting of these ores is both difficult and expensive, and for that reason they are not accepted by furnaces, so that the deposits are practically worthless. The problem of finding a feasible method of utilizing these ores has naturally been attractive, and numerous attempts have been made to solve it. Experiments to that end embrace two lines of investigation. The one that has been the more frequently tried is the elimination of the titanium from the ores, so as to make possible their smelting in the usual way. The other is the devising of a method of smelting by which titaniferous ores may be reduced as economically as are non- titaniferous ores. The former method involves a physical process, the latter a chemical process. The measure of success attainable by the first method depends entirely on the relations between the iron and the titanium in the ore. Views in regard to these relations have been divergent. Some investi- gators have believed the titanium to occur as a part of the magnetite molecule, in which case, of course, any process of mechanical separa- tion would be impossible. Others have believed that the titanium occurs as the mineral ilmenite, and that the ores are aggregates of magnetite and ilmenite. In this case a separation of the two minerals is theoretically possible. Magnetite is highly magnetic; ilmenite is nonmagnetic or only feebly magnetic. Crushing and magnetic con- centration should separate them. Numerous experiments in mag- netic separation have been made with various degrees of success, but rarely has more than a very imperfect separation been obtainable.
