PART A. ELECTRICAL EQUIPMENT – GENERAL Paragraph 1. Electrical Equipment; Examination. All electric equipment shall be examined, tested, and properly main¬tained by a qualified person to assure safe operating conditions. The examinations and tests shall be performed at intervals not exceeding six (6) months unless otherwise specified in Parts A, B, C, D, and E. When a potentially dangerous condition is found on electric equipment, such equipment shall be removed from service until such condition is corrected. A record of such examinations shall be kept and made available to an authorized representative of the Secretary and to the authorized repre¬sentative of the miners in such mine. Each item of major equipment, in¬cluding substations, switchgear, load centers, and so forth except powered hand tools, shall be recorded separately. The record of such examination shall include all dangerous conditions found, corrective action taken, and name of examiner, and shall be signed by the person responsible for main¬taining the equipment in safe operating condition, who shall also be a qualified person. Paragraph 2. Electrical Work; Qualified Personnel. No electrical work shall be performed on electrical distribution circuits or equipment, except by a qualified person or by a person trained to perform electrical work and to maintain electrical equipment under the direct supervision of a qualified person. Disconnecting devices shall be locked out and prominently tagged by the persons who perform such work, except that in cases where locking out is not possible, such devices shall be opened and prominently tagged by such persons. This circular is part IV of the third paper (entitled "Sand and Gravel Excavation") of a series summarizing the technical problems involved in the production and preparation of sand and gravel. Part I discussed the use of power shovels, draglines, and excavator cranes; part II discussed the use of power scrapers, slackline cableway excavators and hydraulic monitors; and part III discussed the use of hydraulic, clamshell, ladder, and dipper dredges. This circular discusses haulage equipment in general, particularly the use of industrial cars with locomotives or hoists as the motive power. Part V, to follow, will discuss the use of other types of haulage equipment.

The practicability and dependability of two permissible methane-indicat- in detectors recently developed were proved conclusively by extensive tests in the return airways of all mines operating in the anthracite region in most of which samples and readings were taken with one or the other of the two in- dicating detectors. These detectors roved dependable and accurate within practical limits, and their general use should be encouraged as an aid to bet ter ventilation, more accurate control of air currents, and greater safety in mines.

Instrumental analysis is an indispensable tool to many phases of research on rare-earth metals and their compounds; therefore, the development of new and improved instrumental techniques is essential. This report describes an emission spectrometric analytical method using direct-current carbon-arc excitation of various rare-earth-oxide mixtures. Lanthanum oxide serves the dual purpose of an internal standard and a constant major constituent. The versatility of the method was demonstrated by three different applications: (a) Analysis of complex rare-earth concentrates; (b) determination of impurities in high-purity rare-earth oxides; and (c) detection of rare-earth elements in other types of matrices, such as those resulting from beneficiation of rare-earth ores. The average error of analysis in the concentration range of 0.2 to 10.0 percent was 14.6 percent for a group of complex synthetic mixtures of rare-earth oxides. An average error of analysis in the concentration range of 0.05 to 0.50 percent was 21 percent for a group of high-purity rare-earth oxides.

This publication contains the quantitative values for phosphorus , chlorine , sodium , and potassium in United States coals . The samples tested were taken from commercial shipments and have been selected to represent the principal coal producing areas of the country . Due to combining the analytical results from two separate surveys , values for the four elements are not available for all samples .

The Bureau of Mines tested a prototype tapered-element oscillating microbalance (TEOM) dust monitor for measuring respirable coal mine dust. The monitor uses the inertial behavior of a vibrating element to measure the mass of sampled dust. Tests were performed to determine variability, drift, the effect of humidity, placement of collection filter, and element orientation during analysis, and comparability with gravimetric measurements of respirable coal dust. Variability was about 1.6 µg. Over about 26 h at 46 pct relative humidity, drift was very slightly negative. When the relative humidity was increased to 78 pct, all units showed a total positive change less then 40 µg over about 70h. Filter placement variation on the tapered element resulting from in- consistent sizing of the filter mounting bases caused significant error (up to 0.2 mg). In practice, calibration of the system for each new filter will eliminate that error. Orientation of the element during analysis did not introduce significant error, but care is necessary when mounting the canister that houses the element to avoid damping oscillation of the element. Dust tests were performed in an aerosol chamber using coal dust. Measurements made by the TEOM dust monitor agreed to within 10 pct of simultaneous measurements by gravimetric personal samplers.

Manganese ores have been mined in the Batesville district since 1849. Although not continuous over the intervening years, production had totaled approximately 432,000 tons of manganese ore and ferruginous manganese ore to the end of 1953. The ores occur in deposits, essentially low in manganese content, distributed over an east-west belt 24 miles long and 4 to 8 miles wide, the core of which is about 6 miles north of Batesville, Independence County. Although the reserves of high-grade ores in the district are comparatively small, the large deposits of subgrade ores and low-grade manganiferous material comprise potential sources of supply of manganese that may have increasing future importance. The manganese occurs as primary oxide and carbonate minerals in relatively flat-lying limestone and shale formations in which they were originally deposited and as oxides in residual clays resulting from decomposition of the shale and lime-stone. Most of the deposits underlie from a few to over a hundred feet of sedimentary chert, but many occur in the residual clays on exposed slopes of chert-covered hills.

The Bureau of Mines performed laboratory experiments to evaluate the triboelectric effect of particulate-laden gas streams on polyethylene pipe at various velocity, humidity, dust-size, and dust-load conditions. Charges in excess of 10 kV were produced on the outside and inside surfaces of laboratory pipe samples, when exposed to 40 pct relative humidity (RH) gas stream containing coal dust. However, no charges were produced in laboratory tests that duplicated the over 75 pct RH and dust-free gas streams found in working underground pipelines. Bare cop- per wire, which is wound around the polyethylene pipe in a 1-ft (31-cm) spacing and grounded, eliminated the charge on the outside surface of the pipe, but not on the inside of the pipe surface,

The applicability of the "direct method" for determining the methane content of virgin coalbeds was tested. Preliminary results indicate that the direct method, when applied to exploration cores, can be successfully used to estimate coalbed gas content and also approximately predict the total gas emission from a prospective mine located in the coalbed at the exploration site.

The 1963 performance of the United States economy was impressive. The year was one of continued growth unmarred by a recession. By the end of 1963 the economy's expansion had already lasted almost as long as the 1954-57 upswing, and the net gain in output since the trough in activity in early 1961 compared favorably with most earlier postwar cyclical advances. There was no indication of any slow- down at yearend. Both gross national product (GNP) and national income in 1963 were 5 percent higher than in the previous year. GNP totaled $584 billion, a gain of $28 billion over 1962. Real output of goods and services rose 3.4 percent over the year. Price increases continued to be moderate. Production, employment, personal income, and corporate profits all registered new but unemployment continued high at 5.5 percent and the prospects for improvement remained poor. The economy again failed to use its full potential. Current value of mineral production kept pace with the economy. The constant dollar value of mineral production gained more than real GNP because of the relatively stable price of minerals. Mining production achieved a new high in 1963. Steel production totaled 110 million tons, 12 million tons above 1962, making 1963 the first 100- million-ton year since 1957 and lifting the steel-associated minerals group upward. The gain in ferrous metals mining was insufficient to compensate for the decline of nonferrous metals mining resulting in an insignificant decline in the metal mining total as a whole. During the 9 years ended December 31, 1938, 188 fatalities resulted from preventable accidents in and around the coal mines of Indiana; 173 of these occurred at underground mines and 15 at stripping or open-cut operations. In addition, there may have been other unrecorded fatalities during this period. The two organizations receiving notice of accidental deaths at coal mines in this State are the Division of Mines and Mining and the Indiana Industrial Commission. Only deaths occurring at underground mines employing 10 or more men are reported to the former, as neither strip mines nor underground mines employing fewer than 10 men cone within the purview of the Indiana mining law. The mine inspectors have no Jurisdiction over this latter group of mines and do not inspect them. Fatalities at small "wagon" mines and open-cut operations are supposed to be reported to the Industrial Commission; however, in many instances deaths at small mines are not reported, the only record being a death certificate filed with the county or corporation health officer. Thus, many deaths in small mines escape attention, especially when the victim succumbs some time after the injury was received. The data presented here on fatalities in Indiana, during the past 5 years include several instances in which the only record available is a death certificate; possibly others have been overlooked. From 1934 to 1937 the fatality record was progressively worse, that of the larger underground mines in 1937 being more than twice the average for these mines for the previous 4 years and only slightly less than twice the average for all mines, including open-cut operations. The increase in deaths during 1937 was due to two explosions, with 20 fatalities in one and 2 in the other. The number of deaths in the larger underground mines was considerably less in 1938 than in the previous 4 years, but there was no improvement in the number of fatalities at the small mines, or at open-cut mines.

This report is one of a series describing investigations by the Federal Bureau of Mines of the performance of various types of coal - cleaning equipment ; other reports in the series are listed in the bibliography . The information in these reports is useful to the coal industry and the manufacturers of coal - cleaning equipment in several ways : First , it assists the coalpreparation engineer who is planning a new plant to select the type of process best suited to the requirements by enabling him to forecast the yield and quality of clean coal obtainable with each type of equipment . Second , the information serves as a yardstick by which the performance of a plant can be judged and thus helps determine whether it is operating at satisfactory efficiency . Both these functions promote better coal - preparation practice ; that is , they help provide coal of more suitable quality for the market and likewise minimize the waste of good coal . This serves the interest of conservation with which the Bureau is vitally concerned . The present report deals with three plants using the Tromp dense - medium process , named after its inventor , K. F. Tromp , who developed the process in the Netherlands in 1936.5/ Selection of this particular dense -medium process for investigation was entirely a matter of convenience , and reports dealing with other dense -medium systems are planned for the future . Two baths are employed in one of the plants investigated . The first of these , handling 6- to 3 - inch coal , exhibited an exceptionally sharp separation between coal and impurity . "The Bureau of Mines investigated the presence and extent of methane accumulations in mine roof cavities using a full-scale mine model. Methane was released at a constant rate into the roof of a cavity built onto a 700-ft wind tunnel. Two box-shaped roof cavities were used in the study: one had a volume of 114.7 cu ft; and the other had a volume of 57.3 cu ft. Methane concentration was measured at 28 sampling points in the cavities using 21 different combinations of gas emission rates and air velocities. Brattice hung in the cavity helped reduce methane concentrations without auxiliary ventilation. It was also found that the effective ventilation rate increased by a factor of 40 in the large cavity and by a factor of 20 in the small cavity when air velocity was increased from 100 to 600 fpm.INTRODUCTIONAny location in a coal mine where 5 pct or more of methane is present constitutes a potential site for an explosion and roof cavities are likely locations. Unfortunately, little is known about the buildup of methane in roof cavities. Some research has been done using scale models where no air flows past the cavity so that methane disperses only by diffusion (5) 4 a rare situation in mines.No known cavity-model investigations have been made that simulate air and methane flow conditions normally encountered underground. These Bureau of Mines studies were undertaken to determine the extent and manner of methane buildups in coal mine roof cavities with air velocities in the range normally found in coal mines and with various methane emission rates."

The Bureau of Mines conducted a series of experiments using four different coal types to determine the effect of attack angle and symmetric bit wear on airborne respirable dust (ARD) generated by point-attack bits and in energy consumption. Neither had a significant effect on ARD at the 95-pct confidence level, but bit wear had a significant effect (95 pct confidence) on specific energy (energy per gram of cut coal) for three coal types, Depth of cut was the most significant factor affecting ARD and specific energy.

The 1954 field tests consisted of six experimental shots in relatively deep holes in a sandstone similar to many oil-bearing sandstones. Water-injection measurements were made before and after each shot to establish the change in conductivity of the fluid caused by the shot. The pressure pulse produced by the shot was recorded in nearby holes to monitor the shot and to determine if any relation existed between the change in conductivity and the nature of the pressure pulse. The results of water-injection tests showed the range of conductivity of fluid before and after shooting with two different types of explosives. Because of the large spread in data for similar shots, not enough information was available to evaluate the differences in increased conductivity produced by the two explosives or any relation between the increased conductivity and the nature of the pressure pulse. However, these results, with the results of other tests involving explosive shots in rock, provide guidance for future research on the oil-well-shooting problem.

In April 1932, the Bureau of Mines published Information Circular 6595, entitled "Data in Reference to Installation of Cables in Shafts and Boreholes", in which were described methods followed in various sections of the United States when electrical circuits are taken into mines by means of cables suspended in shafts and boreholes. In view of the present tendency to extend high-tension cables along entries and passageways from the bottom of the shaft, borehole, or other point of entrance to coal mines rather than over the surface, it is deemed that the various methods of installing such cables deserve careful consideration, particularly in mines in which gas and coal dust contribute to explosion hazards. This is especially true of localities where there is an inclination to restrict the extension of 2,300- and 4,000-volt circuits into the mines. Probably it is feared that accidental contact with the cables of such circuits may result in more serious shock than with lower voltages; also, it is possible that new circuits are regarded merely as explosion hazards additional to those already existing, regardless of the manner in which the new circuits may be installed. It is the firm belief of some engineers that the circuits can be installed so that they will not be damaged by wrecks or roof falls, thereby eliminating the hazard of explosion from this source while at the same time making the chance of accidental contact remote if not impossible. Moreover, some believe that fire hazards from direct-current systems can be reduced by keeping motor-generator sets close to load centers. Thus, although the alternating-current circuits would be lengthened, the size and extent of direct-current circuits would be kept to a minimum.

Twelve millisecond delayed blasts in four limestone quarries in Iowa were instrumented with arrays of vertical velocity gages to determine if the direction of propagation through the rock or the method of initiation of the blast had any effect upon the level of vibration. Two gage arrays approximately 90° apart were used to test the effect of direction of propagation. The vibrations from blasts initiated by three methods were recorded. Vibration records from these tests were analyzed for peak particle velocity as a function of distance from the blast. The data are shown to fit a power Law equation. Direction of propagation is shown to affect the value of the exponent n. The effect of charge size per delay interval on the level of vibration is removed from the data by scaling the travel distance by the square root of the charge weight per delay period. The method of initiating the blasts is shown to have a strong effect upon the level of vibration and the spread in the data from one shot to another.

A flotation procedure was devised by the Federal Bureau of Mines for beneficiating Mount Wheeler, Nev., beryllium ores that contain the beryllium minerals bertrandite and phenacite in a complex association with calcite, fluorspar, mica, quartz, and other accessory minerals, The method also has proven to be effective in trials on ore from the Lake George, Colo., area. Samples used in most of the research ranged from 0.49 to 0.73 percent BeO. Beryllium mineralization varied from two-thirds bertrandite to all phenacite. An unusually high grade sample containing 5 percent BeO as phenacite was floated on a batch basis to prepare concentrate for utilization studies. The beryllium minerals were floated from undeslimed pulps at natural pH using sodium fluoride and sodium hexametaphosphate (HMP), as modifiers, and a fatty acid-fuel oil combination as the collector. Key factors were the use of a minimum of about 4 pounds of sodium fluoride and between 2 and 4 pounds of HMP per ton of ore. Efficacy of the HMP was related to the grind, mineralogical composition, corollary reagents, and type and time of conditioning. Addition of the fluoride, HMP, and collector in that order, followed by appropriate conditioning after each addition, was essential for satisfactory flotation.

In keeping with past custom, it is the purpose of this publication to bring up to date previously published lists of equipment that meets safety standards of the bureau of Mines so that the mining industry may be informed as to the development and availability of equipment that can be used safely. The present lists supplement those in Bulletin 543. Permissible Mine Equipment Approved to January 1, 1953; Information Circular 7722, Permissible Equipment Approved During the Calendar Years 1953-54; and Information Circular [40], Permissible Equipment Approved During the Calendar Years 1955-56. These [ew] lists also contain equipment meeting those standards revised since the last listing. A revision of Schedule 16C (now Schedule 16D4/) was officially approved on September 28. 1958. Schedule 29 was another standard revised in 1958. The revision was officially approved on September 8. 1958, and is known as Schedule 29A5/ .
