This report is the result of information obtained from a review of related literature, personal inquiry and on-site examination of active surface coal mining operations. Four improved surface coal mine systems are described in detail and evaluated for feasibility, implementation requirements, environmental benefit and costs. Engineering feasibility emphasizes equipment availability, compliance to design requirements, practicality and industry rating. Implementation potential emphasizes immediacy, ease, acceptability and constraints. Special attention was given to environmental responsiveness, both with regard to the solutions to mined-land reclamation problems and to the concurrency of reclamation. Each system description includes a hypothetical model mine with a depreciation schedule, capital summary, estimated annual production costs, sales price computation, production and operating cost summary, and a sensitivity analysis of mine price to stripping ratio. A program plan and time schedule for demonstrating a selected mining system covers site selection criteria, mine data collection, criteria for controlling and budgeting costs and reporting findings. Ten additional mining methods and techniques are briefly described and evaluated. Common reclamation problems are listed and described. Sixteen state reclamation laws and regulations are abstracted. Sixty-nine references are listed in the bibliography.

All technical facilities of the Bureau of Mines have been geared for more efficient use and conservation of mining equipment, developing plans for safety, improving the quality of coal through better methods of preparation, studying the problems of coal storage and utilization, and extending the uses of coal5/ for the war and postwar economy. The Bureau is now analyzing all of the coal purchased by the Army and much of that required by the Navy. Work on boiler feed water was doubled over last year to meet the increased demand made by the War Department for protecting vital boiler plants in many new camps and defense plants. Progress has been made in safely storing coal to reduce dangers of spontaneous ignition to a minimum and to preserve coking power. Mixtures of oil and coal to be used as a substitute fuel have been investigated. This report describes the engineering feasibility and economic advantages of using a mobile bridge-type cross-pit belt conveyor system in conjunction with a large dragline to excavate and transport spoils in a typical Western surface coal mine. The studies show that such a system could be built to survive operational and climatic mining conditions, and that its implementation would offer a reduction in both acquisition and operating costs versus conventional mining units of comparable rapacity. Reclamation costs can also be significantly reduced, and the total reclamation process accelerated, making the cross-pit conveyor system attractive to mine Owners and environmentalists alike.

A working understanding of present coal mine communications equipment and its usage is an essential prerequisite to the determination of future communications systems needs. As a means of gaining this understanding, a field survey program was planned and implemented. The plan formulated called for obtaining both qualitative and quantitative data from three main areas of interest: the types, physical condition, and performance characteristics of equipment presently used in the sample of mines to be visited; the relationship present communications has to safety and productivity; and the practical, future communications needs as derived through interviews with present mine management. In compliance with the original plan, the type and physical condition of equipment in use was found through at-mine interviews of personnel responsible for installation and maintenance. Further evaluation was made through the review of equipment instruction books and maintenance manuals and through in-mine inspection of communications equipment and signal distribution networks. The performance characteristics were determined through listening to conversations and noise levels and by talk-testing from randomly selected stations throughout each mine. System operation was evaluated by asking communication system users their opinions and by noting any difficulties personnel had using the systems.

In Europe and in certain other foreign countries studies have been made, extending over a period of years, relating to the winning of oil from oil shale. More work has been done in these countries than in the United States, for the reason that a supply of natural petroleum has not been so generally available there as here. Information has been obtained relating to present practices in these foreign lands in the development of a shale-oil industry. It is realized that in the past there has been very little inducement to invest capital in shale-oil enterprise in the United State's because the supply of petroleum has been plentiful; however, the time possibly is not far distant when the utilization of oil shale may be cons¬idered a desirable and financially sound venture, as it may be necessary before long to augment our supply of oil with that recovered by processing shale. The data presented herein portrays at least some of the thoughts of those engaged in obtaining oil from oil, shale in Europe, and they depict some of the results thus far obtained as well as certain plans for further efforts to win oil from shale; it is hoped that those who undertake the development of a shale-treating industry in this country will find useful information in this report.

The commission may be permitted to express its earnest hope that the litigation which comes to an end with the findings and recom- mendations herein set forth will be considered by both parties to the action as definitely and equitably decided. The commission trusts that its work will show the value of the commission form of settlement and that its work will serve as a prece- dent to be followed in disputes relative to technical subjects. If the work of the commission is productive of a tendency on the part of technical litigants to avoid the use of the courts for the settlement of disputes it will not have been done in vain. Such tendency will surely grow and ultimately such differences will be arbitrated by technically trained men without recourse to the courts of law. Appended to the report of the findings of the commission are to be found the detailed reports covering the several lines of inquiry and investigation carried on by the commission and upon which its findings are based, and also a detailed statement of the fiscal affairs of the commission. A word of explanation is necessary in regard to the fiscal statement. While each party to the litigation has agreed to bear one-half of the expense of the investigations of the commission, it will be noted that the Selby Smelting & Lead Co. is credited with $21,000, while Solano County is credited with but $6,000. Contract H0177044 included three objectives; (1) consolidate, maintain, and distribute information on STE approved lighting systems; (2) develop and present one-day seminars on underground mine lighting; (3) determine direct labor and hardware costs associated with the installation of mine illumination systems. All objectives were completed with results as follows: Task I - A file containing 1350 Statements of Test and Evaluation (STE) for all types of underground equipment was developed and publicized throughout the coal fields, A total of 40 requests for STE information was received and processed. Task II and III - A series of 50 seminars was scheduled and presented to 942 attendees throughout the coal fields. The seminars were well received and attendees indicated the information presented would be helpful in bringing their equipment into compliance. Holding a series of seminars in the coal fields, instead of a few in population centers, was favored by attendees. Task IV - Installation cost data obtained on 415 lighting systems indicate that the factors which most affect installation costs are higher hardware cost for DC powered systems and slightly higher manpower requirements for systems installed underground. Based on these data, the total cost to industry of retrofitting existing underground equipment could range up to $50 million.

Problems connected with the incidence, effects, determination, and control of dusts are still much before the public, although more information is available to the layman than when Bulletin 400, of which this publication is a revision,5 was issued in 1937. Bulletin 400 attempted to assemble information in convenient form on various phases of the dust problem, largely in the mining and allied industries. This revision includes data that have accumulated since 1937 and some that appeared previous thereto but were not available to the authors at that time. The literature on this subject is so voluminous that no attempt has been made to include all published material or all types of dust diseases, but only to assemble some of the more outstanding data on several aspects of the subject.

This paper describing the mining methods of the Inspiration Consolidated Copper Co. is one of a series being prepared by the Bureau of Mines on mining methods and costs in various mining districts of the United States. The story of mining at Inspiration is of particular interest because, after 127,812,000 tons of low-grade copper ore were successfully mined, the mining method was changed from block caving to open-pit. As the open pit became deeper, many features of the former block-caving operation that were exposed elucidated concepts of the mechanics of caving that previously had been assumed but not observed. The conversion to open-pit mining was accomplished by unique combinations of equipment and the introduction of ingenious engineering and operating practices that have extended the expected life of the mine for many years.

The combined value of production of natural abrasives, which include tripoli, special silica stone, garnet, staurolite, and emery, increased in 1993. The increase in the value of tripoli production was the result of an increase in total production. Special silica stone experienced an increase in unit value but decrease in the quantity produced. Garnet showed a 19 % decrease in quantity and an 8 % decrease in value. Staurolite increased about 51 % in the quantity produced and 136 % in value compared with those of 1992. Staurolite's significant increase in value of production resulted from a 56 % increase in the unit value. The fused aluminum oxide industry showed an 8 % decrease in the quantity produced and a 13 % decrease in the value of production. The silicon carbide industry saw an 11 % decrease in the quantity produced and an 8 % decrease in the value of production. Combined, the industries decreased 9 % in quantity and 11 % in value compared with those of 1992.

Procedures of mining high-calcium limestone underground at the Kimballton mine of the Standard Lime and Cement Co. in Giles County, west-central Virginia, are described. Drilling and blasting procedures area discussed in detail, and direct mining costs are tabulated in percentage of total cost. Output, about 1,725 tons of limestone a day, is attained with heavy trackless equipment by the room and pillar method of mining modified by benching floors. Operating features include underground air compression, electric-eye control of curtained doorways, use of a single jumbo drill rig for all drilling, and an effective plan for maintenance of equipment. The company's safety program has contributed to an outstanding safe mining record. The mine is integrated with a plant on the property which converts the stone to metallurgical and chemical grade lime.

During the search for deposits of soluble potash salts in the United States, carried on by the United States Geological Survey, much information was collected on the salt resources and industry of the United States. The more important features of the information thus gathered, compiled, and digested may be classified under five headings, as follows: 1. Geology of the salt deposits of the United States. 2. Theories relating to the origin and formation of salt deposits. 3. Chemical composition of saline materials in the United States, principally rock salt and natural and artificial brines. 4. Statistics of salt production in the United States. 5. Technology of salt production. The first four items are not discussed in this report, but their treatment will comprise a separate report published by the Geological Survey,a which will supplement this report, relating to salt-making processes, and will describe comprehensively the salt resources of the United States. This report3/ gives the results of a reconnaissance of mining districts in Eureka County, Nevada, made from September 25 to October 20 and from October 27 to November 5, 1577. During this time, virtually all the districts were visited and many data obtained on active and inactive properties. This report covers the locations of the various districts, geological background, ownership and brief descriptions of mines and prospects, information on past and current operations, and, other data likely to be useful to those interested in the development of our mineral resources. From the viewpoint of past production in the county, the silver-lead-gold deposits at Eureka have been tie most important, followed by the silver deposits at Cortez and Mineral Hill. The period of greatest activity in the foregoing districts was from 1870 to 1990, when Eureka was one of the principal mining areas in Nevada; the production of lead was sufficient to affect its price in all the commercial centers of the world. Eureka also merits the distinction of being the birthplace of the silver-lead smelting industry in the United States.

This paper is the second of a series of three on placer mining in the western United States. The first paper4 discusses the history of placer mining in the Western States and the production of placer gold, geology of placer deposits, location of placer claims on public lands, sampling and estimation of gold placers, and classification of placer-mining methods, together with hand-shoveling and ground-sluicing. This paper deals with hydraulicking, sluice boxes and riffles, recovery of gold and platinum from placer concentrates, treatment of amalgam, and marketing of placer gold. The discussion of sluice boxes and subsequent subjects in this paper applies to all forms of placer mining. The third paper deals with dredging and other forms of mechanical handling of placer gravels, and drift mining.

This Information Circular describes the development of block-caving methods and practices by the Miami Copper Co. at the Miami mine in Gila County, Arizona. It is one of a series published by the Bureau of Mines on mining methods, practices, and costs in various mining districts of the United States. This report gives a history of the district and outlines early prospecting and exploration including methods of sampling and estimation of ore tonnage and value at the Miami mine. Early mining methods are described, particularly those that influenced developments in the caving method. Mine exploration, development, and operating methods for block caving are described with particular attention to those factors, physical, economic, engineering, and managerial that have improved efficiency in the mining operations over a long productive period. Extraction, ventilation, wage system, safety, water supply, power plant, and shop facilities are discussed. The last section gives a brief sumary of such costs as are available for publication.

Mine inspection in Alaska by the Federal mine inspector was somewhat handicapped during 1915,the inspector having to spend a large part of the summer and fall in examining the Matanuska coal field in connection with the designation of the Government reservations and the leasing units in that field. However, in addition to>this work, the mines in southeastern and southwestern Alaska were inspected by both Federal and Territorial inspectors, a considerable number of men near the Federal inspector's officeat Juneau were trained in first aid to the injured and in the use of mine rescue apparatus, the mines of the interior and of Seward Peninsula were inspected by the Territorial inspector, and a suit was brought in the name of the Territorial inspector for the nonreporting of serious accidents under the Territorial inspection law. The work of the Federal inspector was handicapped also by a lack of field assistants. This condition is likely to be serious, as preparations have been made for opening the Matanuska, Bering River, and Nenana coal fields, and a number of permits granting the free use of 10-acre tracts in other fields throughout the Territory have been issued. The need of a comprehensive inspection law and experienced engineers to safeguard the opening of coal mines by operators who are not familiar with coal mining and are using inexperienced help is obvious.

Mercury has been used by mankind since prehistoric times. It has been, and is now, widely used in industry and medicine and has unique properties which make direct substitution difficult or impossible. At present its prin- cipal uses are for electrical apparatus, control instruments, electrolytic soda preparation, mildew-proofing paints, pesticides, and medical and dental preparations. Deposits of mercury are less common than those of other base and precious metals, but some of the deposits are very large and have been ample to meet the world's past demands. The price of mercury has had many sharp fluctua- tions, but in general, the limited number of producers has resulted in a more stable price structure than that of many other commodities. The United States has been one of the main producers of mercury, and from 1850 to 1961 produced 3,247,704 flasks. Yearly production since World War II has varied from 4,535 to 38,067 flasks. An estimate of domestic resources of mercury producible at various price ranges was prepared for each mercury mine by combining specific knowledge of mercury mineralization with estimates of potential, based on geologic informa- tion and past production history. The sum of the individual estimates for each price range is shown in a table. A parallel estimate of nationwide production potential was made from a study of past price and production relationships. These were analyzed by plotting yearly production figures against the previous year's price, expressed in dollars of constant purchasing power. An equation was fitted to the data by mathematical means and was used to extend the curve into areas of higher than historic prices. Potential production rates at various price levels were taken from this graph. The estimated yearly production rates were used to make an estimate of total potential based on the premise that produc- tion rates and reserves have a proportionate relationship.

The various district, were named when they were organized for purposes of record and regulation. When established, the districts embraced large areas n without well- defined borders, so that the names have little geographical significance.

The contribution of minerals to the growth and development of the United States is best demonstrated by the uses which have evolved during the past two centures. During pre-Revolutionary days the colonies were essentially agricultural in character, producing cotton, tobacco, rice, indigo, grains and flour, fish, livestock, dairy products, and timber. Shipbuilding was the major manufacturing industry. In 1763, the total value of exports for Virginia, Maryland, New York, Pennsylvania, and Massachusetts was £2,722,000, of which £55,000, or 2 percent, was for "copper ore, and iron in pigs" (3)1 and £49,000 was for 21,000 barrels or hogsheads of "pot-ash." The value of 75 ships built for sale in 1763 by the colonies was £61,500.
