The mineral Industry, following the economy as a whole, experienced little growth in 1992. However, with modernized plants, efficient workforces, and lower operating costs, the industry is well positioned to take advantage of possible improvement in the national economy during 1993. In addition to the significant 1992 events highlighted below, important events, trends, and issues within individual mineral industries are addressed in the commodity sections that follow. The value of processed materials of mineral origin is estimated to have been about $310 billion in 1992. The value of U.S. raw nonfuel minerals production in 1992 is estimated at approximately $32 billion, a 3% increase over 1991. The value of domestic minerals production has increased in all but 4 of the last 32 years.

Among the principal gathering/distribution systems for coal is over-the-road trucking. Where alternative trunk line modes such as barge or rail links are weak or nonexistent, trucks may, particularly for relatively short line hauls, act as substitutes. Their major application, however, appears to be in connection with smaller mines or coal users particularly where terrain problems are significant. Truck use has increased as rail lines have been abandoned or suffered neglect. For example, in 1956 about 38 percent of the coal transported in eastern Kentucky and about 8 percent of the coal moved in western Kentucky went by truck. By 1975, the percentages were almost 77 percent and 26 percent, respectively [4,U-11]. While rail route .limitations and deterioration played a part in the change, increased emphasis on road building, particularly during the 1950's and 1960's, and improved truck load capacity and efficiency were also important.

The purpose of the study was to demonstrate the effect of positive reinforcement, specifically, social reinforcement (SR), on the frequency of eye, hand, and back injuries at four experimental salt mines. Injury data was collected from January, 1976, for the prePOMOST period and from the onset of training to September, 1978, for the post-POMOST period. All data was collected on a month-by-month basis. For the training period approximately 100 managers and supervisors from five plants were trained in the use of positive reinforcement for occurrences of "safe behavior." Each supervisor was also provided manuals and other supportive materials. Additionally, following training, all supervisors were provided some coaching experience to keep the knowledge and capabilities gained during training from being extinguished. The analysis showed significant injury reductions in two sites and no injury reductions in the other two. When the injury data was corrected for the additional man hours expended in the postPOMOST period, a third site showed reduction in injuries. Similar findings were shown when the experimental sites were compared to other sites in the industry. The results were interpreted to support the hypothesis that the application of social reinforcement is related to a reduction in injuries.

There has been a substantial increase in the use of rubber-tired front-end loaders in the mining industry in recent years. Concurrent with this increased usage, in the period of 1966 to 1970, there were at least 74 mining industry fatalities involving front-end loaders, or (on the average) in excess of one fatality per month. When the usage of front-end loaders by the construction industry and other industries, organizations, and agencies, such as the Government (i.e., Department of Defense), along with the uncounted numbers of serious, but non-fatal accidents, are included in the picture, the safety record for front-end loaders, of necessity, becomes a serious subject for study. There is an urgent need for attempts to be made to eliminate or reduce the number of safety hazards; to decrease the confusing diversity of controls designs found on present front-end loaders; to improve the maintenance and operating procedures; to formulate better personnel policies; to increase management and official awareness of the extent of the problem, in both industry and the Government; etc.; in order to decrease the number of accidents. Part of the problem may be traced to the fact that the operator of a front-end loader is frequently designated a "heavy equipment operator." This implies that he is automatically qualified to operate any model, of any manufacturer's, wheeled or tracked, front-end loader as well as many other types and classes of heavy equipment. Contrary to automotive practice, the complement of primary operating and emergency controls varies widely from model to model, as well as from manufacturer to manufacturer. Not only are certain controls present on one front-end loader model and absent on others, but there are significant differences in the modes of control operation, in the functions performed by superficially similar controls, in the location of the various controls, etc.

Credited with production of more than 164,000 flasks Of quicksilver from 1876 to 1944, the Oat Hill mine has ranked third in output in the United States. During World War II, when the demand for mercury was high, this property was selected for diamond drill with the purpose of increasing ore reserves so that production could be maintained or, if necessary, increased. Although the existence of marginal-grade ore (fill material) left in the stapes and possibly of virgin ore of good grade had suspected in certain parts of the Oat Hill mine, no factual information to tonnage, grade, or location was available. In close cooperation with the Federal Geological Survey, the Bureau of Mines studied old records and the few available incomplete maps. Diamond drilling began in November 1943 and was completed in December 1944. Twenty-eight holes aggregating 8,121 feet were drilled, in only parts of the promising areas disclosed by the study of the data available. Detailed data on the work done by the Bureau as well as a brief history of the property and some operating details are described in this report.

The T. L. shaft of the Eureka Corp., Ltd., near Adams Hill, Eureka, Nev., was sunk in 1954 and 1955 to permit exploration and development of the lead-zinc-silver ore that had been indicated by drilling. This paper describes the sinking of the 4-compartment, vertical shaft to a depth of 1,127 feet and includes pertinent details of equipment, methods, and costs. A shaft crew of 10 men, supplemented by 13 hoistmen, topmen, carpenter, and shop crewmen, sank and timbered the 1,127 feet of shaft in 630 workdays. Total labor per foot of shaft was 107.95 man-hours. Supplies per foot of shaft included 20 pounds of explosives, 1.61 pounds of drill steel, and 200 board-feet of timber. Power consumption, including that required for pumping, averaged 3,726 kw.-hr. per foot.

This paper deals with truck haulage methods and costs at one of the many open-cut mines that are replacing rail haulage with heavy-duty trucks. At this mine, ore is trucked to a crushing plant, centrally located within one of the open-cuts. The requirements for efficient low-cost truck haulage are: Good trucks designed for heavy loads, adequate truck maintenance, smooth roads, and well-trained truck drivers The weighted average cost of hauling a long ton of ore to the crusher and the waste to the dump was reduced from $0.1993 in 1948 to $0.1114 during the last half of 1949, his corresponds to a cost per ton mile of $0.0864.

This three volume final report summarizes the activities and conclusions of this contract. The objective of the contract was to develop noise control modifications on a retrofit basis, for auger miner coal-cutting systems. Manuals were prepared to assist mine shop personnel in retrofitting the auger miner with these noise controls. Final Report Volume I - Details all vibration and acoustical tests conducted in development of the noise controls. Final Report Volume II - Noise Control Modification Manual for the Jeffrey 100-L Auger Miner describes the various noise control modifications to the auger miner, along with fabrication procedures, cost and vendor information. The Tennessee Copper Co. operated two mines in the Ducktown district during 1928. The Burra Burra mine is much the larger operation and is the chief source of the ore smelted and treated in the, company's smelter and acid plant rat Copperhill, 4.5 miles from Ducktown. This mine operates steadily and furnishes a regular output of about 40,000 tons per month. The Eureka mine is operated irregularly and produces a much smaller tonnage of high-sulphur ore the rate of output depending upon the demand for sulphur. During 1928 about 60 per cent of the combined output of these mines was shipped directly to the smelter, and the balance was concentrated before shipment in the flotation plant located near the mines. India is one of the fortunate countries that has substantial reserves of many raw materials for producing steel; however, for historical and economic reasons these resources have not been aggressively developed until recently. Production of steel on an industrial scale started in 1912, but annual output was below 1 million tons3 in 1938 and about 1,500,000 tons in 1951. Expansion of the steel industry became one of the objectives of India's economic planning after independence in 1947. The Planning Com¬mission's 1951 report emphasized the importance of steel production, but financial obstacles, emphasis on river valley projects, and priority for increased food production in the First 5-Year Plan (1951-56) did not permit large-scale expansion of steel capacity. The 1956 planned target for crude steel, only 1,650,000 tons, was actually exceeded by production of 1,737,900 tons. In the Second 5-Year Plan (1956-61), however, construction of steel plants received a high priority. Currently three new steel plants, each with an annual capacity of approximately 1 million tons of steel, are nearing completion in Rourkela, Dorgapur, and Bhilai. Simultaneously, the two privately owned steel plants and the small State-owned plant in Mysore have been enlarged and modernized. As a result, India's crude steel capacity will be about 6 million tons in 1961, almost evenly divided between Government-owned and privately owned plants. Actual production in 1960 totaled 3,254,000 tons compared with 2,434,000 tons in 1959. Assuming that the population will be 430 million and that capacity production will be achieved, the 1961 per capita steel output will be only 31 pounds compared with 200 pounds for Japan in 1959. Some Indian experts feel that development of steel-consuming industries merits greater emphasis in the Third 5-Year Plan (1961-66) than expanding existing steel-producing facilities. Nonetheless, the Third 5-Year Plan calls for a 10 million ton annual capacity by 1966 to be achieved by expanding the Government-owned plants in Bhilai, Durgapur, and Mysore, and by establishing a new integrated Government plant in Bokaro, in the State of Bihar.

"INTRODUCTION A commercial-scale pilot plant for gasification of lignite was completed by the Bureau of Mines at Grand Forks, N. Dak., early in 1945 as an extension of work on, gasification of low-rank coals initiated in a smaller pilot plant at Golden, Colo., during 1943. The development work on this plant was part of a program to make reducing gases from lignite for beneficiation of low-grade iron ores. The background of this project has been described in a previous report. 6/ The present report describes the major features of the large pilot plant, a record of experimental operating data during five runs totaling about 1,800 hours, .and results of experimental work on the small pilot plant at Golden during 1945.This project has created considerable interest because heretofore there has been little success in several attempts to gasify American lignites.Furthermore, the methed employed is a departure from conventional processes. Natural lignite is fed continuously into an externally heated annular retort and is converted into water gas by heat conducted through alloy metal walls. Because of the high thermal conductivity of metal, the rate of gasification is several times greater than can be obtained when employing refractory walls. The process has been developed to a part that leaves one major question unanswered. - ""How long will the alloy last under practical operating conditions?"" - and this question has aroussed the interest of the Coal Division of the Bureau of Mines in this new development.Owing to the high reactivity of the lower-rank fuels, the water-gas reactions proceed rapidly at medium temperatures of 1,650°F. to 1,800°F. These temperatures can be attained in a reaction zone heated by external means when the temperature of the retort does not exceed 1,900°F. while transferring from 6,000 to 7,000 B.t.u. per hour per square foot. Such rates are several times greater than can be attained through refractory walls as employed in the Didier-Bubaig 7/ and the Ahrens processes. 7/ Therefore, the investment cost of the gas generator per unit of capacity will be considerably lower for the higher-capacity process. However, the maintenance cost of metal vessels will be higher than that of refractory retorts, and this emphasizes the importance of large-scale operation to determine the life of an alloy retort under practical operating. conditions."

The Federal Coal Mine Health and Safety Act of 1969 established mandatory dust sampling of coal mines according to procedures prescribed in the Mandatory Health Standards, title 30, Code of Federal Regulations, part 70, published in the Federal Register on April 3, 1970. A laboratory was established in the Pittsburgh Field Health Group of the Bureau of Mines to process the coal mine dust samples collected by the mine operators. This paper describes the laboratory and presents the equipment and procedures used in processing these samples.

Load-haul dump vehicles (LHDs) are used to move waste rock and ore in underground mining operations. The LHD is designed for bi-directional operation and the driver sits sideways to the direction of travel. LHD operators have higher reports of low back pain and neck discomfort than other mobile equipment operators who do not sit sideways in the vehicle, but are exposed to whole-body vibration (WBV)1. Exposure to WBV is linked with reports of lower-back pain, neck problems and spinal degeneration2,3. Static sitting postures, sitting with the neck and back twisted, and sitting with the back in an unsupported posture are also linked with an increased risk of developing back pain4. The objective of this study was to determine typical vibration exposure levels and driving postures for LHD operators. Methods Whole-body vibration exposure was measured at the seat-pan, in accordance with the ISO 2631-1 standard5, on seven LHD vehicles with a 10 yard bucket haulage capacity. Vibration data were recorded with a Biometrics™ DataLog II (P3X8) and stored on a 128 Mb Simpletech™ multimedia card. Comparisons were made to the ISO 2631-1 Health Guidance Caution Zone (HGCZ) in order to determine potential injury risk. Operator posture was monitored with three digital video cameras which were secured inside each operator’s cab to the top left corner, top right corner and back right corner. Reflective tape was placed on each driver’s shoulders, head, and back in several locations and in several locations on the vehicle seat in order to aid in posture coding. Posture coding was performed with 3DMatch v4.50 multiple video view analysis feature. Vibration measurement and posture recording occurred simultaneously for 60 minutes while the LHD operator performed typical duties. Results and Discussion Results indicate LHD operators may be exposed to whole-body vibration levels putting them at risk for injury (Table 1). According to ISO 2631-1 the frequency weighted acceleration values corresponding to the lower and upper limits of the HGCZ (for an 8 hr exposure duration) are 0.45 and 0.90 m/s2 respectively5. Six of the seven vehicles showed exposure levels within the HGCZ defined for 8 hours. Preliminary video analysis indicated LHD operators were exposed to potentially harmful levels of WBV while adopting asymmetric postures (Table 2). For example, one LHD operator (Figure 1) worked with his neck twisted greater than 40 degrees for 93 % of a 60 minute work cycle. According to the Swedish National Work Injury Criteria, neck rotation should be less than 15 degrees if the motion is required for greater than 80% of the work time6. The Coeur d'Alene minim, district of Shoshone County, Idaho, has been one of the largest and most active lead-silver producing districts in the United States for the last 40 years. The mines of the district enjoy exceptional natural advantages with respect to ventilation in that the veins apex high on mountain sides and are most often developed to considerable depths, up to 2,000 feet, by adit and crosscut tunnels under conditions that develop large natural draft pressures; the increase of temperature of the rock with increase of depth from surface in at a low rate; and the average surface temperatures are low. These natural conditions have, in the main, resulted in well-ventilated mines with low temperature conditions throughout. However, where the development has been carried to considerable depths below the lowest level of surface entry, natural-draft ventilation has proved inadequate, and mechanical ventilation systems have been installed on the three largest mines of the district. Local conditions, more particularly those in dead-ended working places, have also required auxiliary ventilation by will fan-pipe units in these and other mines. A particular feature of the district is the number of exceptionally long crosscut tunnels that have been driven to provide entry to vein systems from low points adjacent to milling and transporta¬tion facilities. Three of these tunnels are approximately 2 miles long, and lengths of 3,000 to 8,000 feet are quite common.

The Zwolle oil field of Sabine Parish, La., is different from most oil producing areas of the State in that the oil is obtained from marl and chalkrock formations. The thickness of the reservoir rocks averages 500 feet; but production is not continuous throughout this thickness, as the oil apparently is localized in vertical and nearly vertical solution cavities and channelways or in porous zones of limited horizontal extent. The nature of the oil accumulation has caused two outstanding peculiarities of the field: (1) About 60 percent of the tests drilled were dry holes and (2) there were many instances of well interference. Commercial production was discovered in November 1928, after 17 years of prospecting in and around the present limits of the area now developed which has a length of about 22 miles and a maximum width of 4 miles. The field had produced 10,266,896 barrels of oil to January 1, 1934. The oil ranges in gravity from 400 to 420 A.P.I.

Metal-mine fires in the United States are not of frequent occurrence and relatively for of those that do occur result in loss of life, although many cause heavy property loss or are costly to extinguish. Over a span of years, however, more lives are lost in metal Trines from fires than from any other of the untoward occurrences which afflict metal mining, such as electrical storms, floods, cave-ins, magazine explosions, or strikes. In perhaps more than 90 per cent of the fires. in metal mines' there is no loss of life; hence, the general public, even the general mining public, seldom hears of these fires, though the property loss frequently reaches hundreds of thousands of dollars; on the other end, in some instances the property damage from an underground metal-mine, fire has been negligible and the loss of life comparatively high. In any comprehensive study of metal-mine fires, ventilation is certain to be found a vital factor. The influence of ventilation on fires and the influence of fires on ventilation are of vital importance. In metal-mine fires very few persons meet death from actual contact Pith heat or flame; nearly all fatalities are duo to asphyxiation or suffocation. A well-planned, well-installed, and well-operated mechanical ventilation system is unquestionably one of the best available present-day protections from loss of life and property in case of fire in a metal mine; that this is true is attested by the usual helplessness of mining officials in trying to handled underground fires in a mine that has not had the foresight to install mechanical equipment to control underground air flow. On the other hand, the establishment of high-velocity air currents without sufficient day by day attention to such details as the method of coursing, or controlling, or confining them most certainly tends to increase dangers from fires rather than to aid in the avoidance or elimination of these dangers; the truth of this latter statement is shown by the fact that the greatest, loss of life in metal-mine fires during the past 20 years has been in relatively well-ventilated workings, and in every case the life loss has been due to some more or less trivial or easily remedied defect in the Ventilating system - usually a defect that has had some reference to doors used or supposed to be used to deflect or control air currents.

This paper, describing the milling operations of the St. Joseph Lead Co. at Balmat, N. Y., is one of a series of similar papers being prepared by the United States Bureau of Mines on practice at various mills in the United States, Canada, and Mexico. The company also operates a mine end mill at Edwards, 12 miles northeast of Balmat. Mining practice in the district, as exemplified at the Edwards mine, is described in another information circular of the Bureau of Mines.3 The writer gratefully acknowledges the generous cooperation of the company officials which made this investigation possible, and wishes to thank R. In 1980 the Bureau of Mines developed the Mine Inspection Data Analysis System (MIDAS). MIDAS is a computerized, industrial hygiene data base capable of statistically analyzing environmental data collected in coal and noncoal mines and mills by Mine Safety and Health Administration (MSHA) inspectors or mine operators. The objectives of this report are to describe the current contents of MIDAS, to report analyses of coal and noncoal mine respirable dust samples collected by MSHA inspectors and to evaluate the proposed change in the metal and nonmetal respirable dust standard from a formula based upon the percentage of quartz identified in the sample to 100 µg/m3 of respirable quartz. Based on samples collected by MSHA inspectors, changing the noncoal respirable dust standard would result in 4 pct fewer samples with dust concentrations exceeding the standard. Analysis of respirable coal dust data collected by MSHA inspectors showed that mines with longwall plows or shears had the highest geometric mean concentrations (1.64 and 1.29 mg/m3, respectively). Mine operations using continuous rippers out-numbered longwall mine operations about 10 to 1 and had a geometric mean concentration of 0.66 mg/m3.
