Science involves the study of the nature and behaviour of natural things and the knowledge we obtain about them. Scientific endeavour leads to the unfolding of new knowledge and adjustments to our understanding and our behavior. To indicate that we ‘know’ something may merely mean we do not feel able to, or that we do not wish to, disagree with others who claim to know; or it may mean we have either heard about it, or studied it, or understand part of it, or accept that it is true, or have seen evidence to be convinced of its veracity. What do we ‘know’ about the health effects of vibration? There are many unknowns in the field of human responses to vibration. Not all would agree on what is known and what is unknown. This paper seeks to summarize what we know that we know, what it is sometimes claimed that we know, and what we know that we do not know about the relation between exposures to vibration and our health. It also speculates on what we do not know that we do not know. Hand-transmitted vibration What we know we know We know that exposures to hand-transmitted vibration result in various disorders of the hand, including abnormal vascular and neurological function. Not all frequencies, or magnitudes, or durations, of hand-transmitted vibration cause the same effects. What we may claim to know To enable exposures to be reported and compared, they are ‘measured’ and ‘evaluated’ using defined (e.g. standardised) procedures. This involves identifying what is to be measured and specifying how it is expressed by one (or a few) numbers. Summarising a vibration exposure in a single value involves assuming the relative importance of components within the vibration (e.g. different magnitudes, frequencies, directions, and durations), so standards define ‘weightings’ for these variables. The importance of the weighted values may also be suggested, allowing ‘assessments’ according to a criterion (e.g. the probability of a specific severity of a specific disease). Standards for the measurement and evaluation of hand-transmitted vibration define a frequency weighting and time dependencies that allow the severity of vibration exposures to be assessed and the probability of finger blanching to be predicted 1. What we do not know We do not know that the frequency weighting in current standards reflects the relative importance of different frequencies and axes of vibration in producing any specific disorder. We do not know whether the energy-based daily time-dependency inherent in A(8) reflects the relative importance of vibration magnitude and daily exposure duration. Consequently, the relation between A(8) and the years of exposure to develop finger blanching, as in an appendix to ISO 5349-1 (2001), is not well-founded. We do not know, or at least there is no consensus on, the full extent of the disorders caused by hand-transmitted vibration (e.g. vascular, neurological, muscular, articular, central), or the pathogenesis of any specific disorder caused by hand-transmitted vibration, or the roles of other factors (e.g. ergonomic factors, environmental factors, or individual factors). Provide a coalbed methane data source for industry use in mine planning. Approach Coalbed methane data have keen collected and formatted into a computer implemented data base with software developed for storage, retrieval, and generating files of selected data in response to information requests and for statistical analysis of relationships among various coal parameters. How It Works Coalbed methane data is obtained by the Bureau's direct method test on exploration coal cores. The test involves sealing fresh coal cores in desorption canisters and periodically bleeding the gas into a water-filled, graduated cylinder to measure the volume of gas released. Coalbed methane data collected over the past 9 years have been entered into a computer-implemented data base for efficient retrieval and statistical analysis. Data base processing is accomplished with a commercially available storage, sorting, retrieval, and report writing software package (Datatrieve 11). Information requests from the coal industry are processed with the system, and the data in the desired output format am printed and forwarded to the requestor. Information such as coalbed name, location (state and county), depth of sample, gas content, and coal rank are available from the system. The data can be used for

"In a previous report of the Bureau of Mines (Serial No. 2080 reference was made to a fatal accident from falling rock in a quarry in Utah, and ways of avoiding such accidents were pointed out. A fatal accident similar to it in some respects recently occurred in a limestone quarry in Maryland. All operators of stone quarries are desirous of reducing accidents to a minimum, and almost without exception they welcome any suggestions having in view the establishment of safer quarry practice. It is believed, therefore, that a brief outline of the cir-cumstances surrounding this later accident may be of practical advantage to quarry-men, as it may serve as a guide to them in so conducting operations that such unfortunate occurrences may be reduced in number.The quarry where the accident occurred is in form a circular pit 500 to 600 feet across an 80 to 100 feet deep. The rock is a dense limestone with the beds dipping at an angle of 35 to 45 degrees from the horizontal. Numerous erosion cavities in the form of pockets or narrow spaces following joint planes are filled with red sand and clay. They are confined largely to the upper 20 or 30 feet of the deposit. Open bedding planes are 4 to 10 feet apart toward the surface, and are spaced at wider intervals toward the base of the quarry. The open bedding planes present smooth uniform rock surfaces that dip steeply into the pit at the northeast side of the quarry opening. These smooth surfaces constitute a source of danger, as they may permit loose material to slide into the pit.In this particular instance a blast had been discharged, throwing down a mass of rock for steam-shovel loading. Three men wore employed thereafter for a period of about two days in cleaning down all loose material that might be dangerous to workmen luring the loading process. A mass of red sand and clay in which several large bowlders were embedded was left on one of these slanting surfaces, for the material seemed to be sufficiently secure to be quite safe. The lower edge of the slanting surface was about 25 feet above the quarry floor. The quarry conditions are illustrated in fig. 1, where (a) represents the quarry floor, (b) the vertical quarry (c) the slanting joint plane surface, and (d) the rock and earth resting on the surface."

Increase the safety of underground mine workers by minimizing hazards associated with rerailing mine cars after derailment. Background and Approach A serious operational problem in underground mines is the task of rerailing mine cars. Current rerailing practices are not only hazardous but are inefficient as well. Most methods involve pulling the derailed car back onto the track with a locomotive. This causes damage to the road bed and is not effective on curves or in situations where the car's wheels are too far from the rails. Jacks, wooden props, and pry bars are also used to raise or lower cars back onto their tracks but methods involving these tools require much strenous manual effort by mine workers, thus posing possible serious injuries. The problem is further compounded by the cramped, narrow confines of the underground mine environment which allows no space to permit use of cranes or other surface railroad rerailing techniques. The Bureau of Mines, aware of these problems, investigated improvements in current underground rerailing methods. Through a cooperative effort with Hoesch MFD, a system was designed and modified that can be easily carried into the mine by workers and quickly assembled at the derailment site. The system is hydraulically and pneumatically powered rather than reliant upon manual operation.

Improve the field-of-view into the front-right blind spot for drivers of large haulage trucks, thereby reducing the growing collision hazard in surface mines. Approach Reduce the glare problem found in the first generation fresnel lens blind area viewer design by eliminating the upward-looking section of the fresnel lens and adding a rear hood to reduce backlighting. How It Works The first generation blind area viewer was developed and in-mine tested as an aid to improved visibility for large haulage trucks. Other aids were improved left-and right-hand mirrors. Evaluations showed that a blind area viewer mounted on the right-front of the radiator deck was effective and was readily accepted by drivers. Nevertheless, because glare was a problem under certain conditions, a low-profile viewer was developed. Glare control louvers from the earlier design were kept and a backlighting glare control hood was added. The height of the hardware was reduced by eliminating the top three inches of the fresnel lens. This portion of the lens contained an upward-looking segment which originally was thought to be needed so the driver could see the horizon when he looked through the viewer and be better

To pinpoint dust sources and to improve dust control on longwalls. Approach Use short-term gravimetric sampling to determine the severity of various dust sources, and to evaluate dust control techniques used in longwall mining. Short-term gravimetric sampling can be used to isolate dust levels produced by various dust sources. How It Works Traditionally, gravimetric samples have been collected over an 8-hour shift, yielding time-weighted, average dust concentrations. This method gives a good indication of the full-shift respirable dust exposure of underground workers, but is less than satisfactory for identifying dust sources, determining their severity, or for evaluating the effectiveness of dust control techniques. Short-term gravimetric sampling uses equipment available to all mine operators. Two individuals composing the survey team each collect multiple (three to four) gravimetric samples during selected segments of the mining cycle. Multiple samples are necessary to insure accuracy, and to obtain a valid average measurement of the respirable dust concentration when sampling for short periods of time (typically 20 to 30 minutes). The gravimetric instruments may be carried in a sampling package or in a "sampling vest." A fishing vest with four large pockets can be used for this purpose. The sampling pumps are carried in pockets and the sampling head assemblies arc hung across the front of the vest.

During early development of the blast furnace, Connellsville coke made entirely from Pittsburgh-bed coal proved to be an excellent fuel. The need for blending coking coals arose as the industry grew and it became necessary to carbonize coals having voking properties inferior to those of Pittsburgh coal Most coals carbonized today in continental Europe and this country are blonded: This practise has improved the quality of coke and permitted the utilization of coals that would yield inferior coke, if carbonized sepa- rately, The depletion of the world's better coking coals, which has been noted by leading coal technologists,2/4/wes accelerated during the recent war and. It is important, therefore, that reserves be evaluated and conserved. In the principal, steel-producing sections of this country, Pocahontas coals have been blended so extensively that the terms "low-volatile coking coal": and. "Pocahontas" have become virtually synonymous. Other low-volatile coals. have been used to manufacture metallurgical coke and will be used more extensively as, the supply of the better known and more accessible Pocahontas coals decreases. Recognizing the need for augmenting the supply of high-rank coking coals, the Bureau of Mines has included both low- and medium-volatile coals in its Survey of the Carbonizing Properties of American Coals, which was started with the cooperation of the American Gas Association in 1929. Twenty coals, 12 of low-volatile and 8 of medium-volatile rank, have been blended with high-volatile A Pittsburgh-bed coal, and five standard low- volatile coals have been blended with various high-volatile coals. "The erection of barricades by men who are shut off from escape in mines at time of fire or after an explosion has been consistently advocated by the United States Bureau of Mines. Largely through the publicity given by the bureau to this excellent type of emergency safety endeavor, several hundred lives have been saved during the past 20 years. One of the earliest instances of barricading in the United States of which there is fairly complete record was in connection with the Cherry mine fire in Illinois in 1909; in this fire 259 lives were lost, but 20 men were saved by two barricades and were brought safely to the surface after seven days. In another coal-mine fire, followed later. on by an explosion, at Delagua, Colo., in 1910, 79 lives were lost, but 18 men saved themselves by erecting canvas brattices or barricades; the miners in one barricade were removed safely after five hours and those in another after 21 hours. In 1911, after an explosion in a coal mine at Briceville, Tenn., in which 84 lives were lost, five persons were brought out alive after 58 hours behind a barricade. Twenty hours after an explosion in which 73 were killed at McCurtain, Okla., in 1912, 13 men were taken out alive and one dead from behind a barricade or partition constructed of canvas. In 1914, after an explosion at Eccles, W. Va., in which 181 were killed, 35 men barricaded themselves in one place and after four hours were brought to the surface alive; this barricade was also of canvas. In 1915, 112 men were killed in an explosion at Layland, W. Va., but two groups of men, 47 in all, were able to barricade themselves; after four days 46 men were rescued alive, but one man was dead. In 1915, an explosion at Boomer, W. Va., killed 23, but 27 others barricaded themselves in one place and after seven hours came out alive. All of the foregoing instances of barricading were in coal mines. In 1917 there were three cases of barricading in a Montana metal-mine fire (the North Butte) during which 163 lives were lost. One of the barricades, sheltering 19 men, failed because the region barricaded was in porous broken ground through which the poisonous gases seeped and killed the entire group. From another of the barricades, engineered by an assistant foreman, 8 men were taken out, 6 uncon¬scious and 2 dead, 50 hours after the fire started. The 6 unconscious men lived, out the assistant foreman who directed the men was one of the 2 who had died. In the third case of barricading in this metal-mine fire,,men, also led by an assistant foreman, kept themselves closed in for about b6 hours and then broke barricade or bulkhead, 25 oing in one direction to safety, and 4, including the assistant foreman, going in another direction to death from poisonous gases. There have been a number of other cases of barricading, some successful and others a failure. Probably the worst failure was that in the argonaut (gold) mine fire in California in 1922; all of a group of 46 miners behind a barricade were found dead when reached after 21 days."

In the early part of the your 1919 the Bureau of Mines undertook a study of methods of handling oil after it had buon produced, with the view of pointing out the losses due to evaporation and other causes. Observations on present methods show that the oil is subject to largo losses in both quantity and quality from the time it loaves tho well until it is recoivod by the pipe-lina company. During this time it is splashed into four or more tanks of various sizes and with little or no protection over the tops. From the settling tank, where the flow of oil is tamporarily stopped in order to permit sparation of ter and sediments, through the gago tanks and leaso gathering tanks to the largo tank storage where it is hold for many days, rich gasoline vapors roadily escape, especially from tho ghor gravity oil. As no effort is made to measure the oil before it reached the storage tanks, where it is delivered to the pipe-line company, the lossos of the light products of the oil can only be approximated, and, as final results will show, are no doubt usually very much underestimated. In conducting this investigation, the Bureau has endeavored to make tests that would show quantities and values lost, in order to impress better upon those concerned what might be saved through a little more diligence. Eperiments were conducted on both California and Mid-Continent oils. The field operimental work done in California, on which a report is to be published in the near future, is cutlined briefly below: The field work consisted in collecting from operating companies data on storage of oils in large tankage and in performing experiments in the field on storing and piping oil to small lease tanks under practical conditions. Acourate Easurements were takon on the volume, gravity and gasoline content of the oil as it passed through the various stages in its removal from the lease. The work extended over the four seasons of the year in order to obtain better the effect of varying winds and high and low atmospheric temperatures during those periods. Thanks are due to the many oil operators who have taken a personal interest in the work and gave valuable information and assistance. One company furnished the oil and tanks and much of the apparatus and labor. This company also per- mitted the work to be done on its properties in the Coalinga field. This was of material aid, as the results were to be comparative and therefore it was necessary that the same gravity oil be used throughout the experiments.

Simplify the spraying of sealants onto coal mine roofs. Approach A nonclogging system in which dry-fed sealant is mixed with water down-stream of the spray nozzle, has been developed and tested. How It Works The two-channel nozzle of this spray discharges two separate flows, a mixture of air and dry sealant from a central cylinder, and an encircling spray of water from a concentrically mounted water ring (a ring-shaped manifold). Downstream of the nozzle, the water mixes with the air and sealant to form a wet sealant spray that adheres to mine surfaces with very little rebound. (See photograph.) Extensively modified commercial spray machines are used to feed the sealant to the spray nozzle smoothly, without raising dust. Plugging of the nozzle is practically eliminated by two self-cleaning design features of the nozzle. These are the air gap and the tapered bore of the cylinder, (See drawing.)

Provide sound battery safety guidelines for mine workers who maintain mobile surface mining equipment. Approach Battery-related accidents account for about 5 percent of all nonfatal disabling injuries in coal and metal nonmetal surface mines. These accidents occur despite the fact that appropriate battery safety technology (maintenance-free batteries, cable removers, fault detectors, hot-jumping systems, etc.) exists. Mine operators are not always aware of the safety measures that could be taken because this safety information is widely scattered in numerous unrelated technical reports, vendor brochures, and journal articles. A literature search of these reports and a review of relevant industry standards, handbooks, and references on battery safety, followed by discussions with mining company and MSHA personnel, provided the Bureau of Mines with the background necessary to develop procedures for proper and safe battery usage. These procedures were condensed and written in nontechnical language to serve as guidelines in assuring battery safety during maintenance of mining equipment.

Reduce the dust levels to which jacksetters and helpers on auger mining sections are exposed by identifying viable, effective methods for control-ling respirable dust on these sections. Approach The Bureau of Mines con-ducted laboratory tests and respirable dust surveys to identify the factors that distinguish clean auger mining operations from dusty ones. Study Results Results of the Bureau's study revealed that ventilation is the most important element of auger mining dust control. The four must important venitilation parameters are airflow, curtain configuration, curtain setback, and curtain installation.

Native asphalt was produced by five companies in two States, Texas and Utah. Bituminous limestone, used primarily as a paving material for street and road repair, was produced by White Uvalde Mines and by Azrock Industries Inc., Uvalde County, TX. Gilsonite, a solidified hydrocarbon, found only in Utah and Colorado, was mined by American Gilsonite Co., a division of Chevron Resources Co. (a subsidiary of Standard Oil Co. of California), by Ziegler Chemical and Mineral Corp., and by Hydrocarbon Mining Co. (a subsidiary of Oberon Oil Inc., a Utah corporation) from properties in Uintah County, UT.

Roof falls continue to be the greatest single safety hazard faced by underground coal miners. During 1996-99, 44 coal miners lost their lives in rock falls, and nearly 2,400 were injured. In addition, nearly 6,000 noninjury roof collapses were reported. Roof supports are installed to protect the miners, but support system failures contributed to most of these incidents. Reducing the terrible toll taken by ground falls continues to be a major goal of research by the National Institute for Occupational Safety and Health (NIOSH). The purpose of these proceedings is to provide the mining community with a comprehensive survey of coal mine roof supports. Drawing on many years of research undertaken by the NIOSH Pittsburgh and Spokane Research Laboratories, this volume describes what types of support are available, how they work, and when they should be used. The major subjects covered include roof bolts, standing roof supports, cable supports, and longwall shields. Some special topics are also addressed, including an analysis of roof fall accident statistics, techniques for better skin control, material handling considerations, and longwall mining through recovery rooms. This proceedings volume also contains information on several important new technologies, which are described here for the first time: •Guidelines for selecting roof bolt length, pattern, and capacity that were derived from statistical analysis of the roof fall experience at 37 underground mines; •A new design method for longwall tailgate supports; and •A technique for measuring loads developed within cable bolts. The papers in these proceedings were presented at open industry briefings conducted by NIOSH on New Technology for Coal Mine Roof Support. The briefings were held in Norton, VA, Charleston, WV, Evansville, IN, Tuscaloosa, AL, Price, UT, Glenwood Springs, CO, and Washington, PA. The papers were also presented at the Mine Safety and Health Administration (MSHA) Preventative Roof-Rib Outreach Program (PROP) Seminar, which was held at the National Mine Health and Safety Academy near Beckley, WV.

Pneumatic chipping, scaling, and grinding can expose the tool operator to noise levels in the range 90 to 120 dbA. In most chipping and scaling operations, casting resonance is the primary source of noise, followed by air exhaust, and machine and chisel resonance. In grinding, the air-exhaust noise predominates. The Bureau of Mines has shown that noise from these operations can be reduced by up to 15 dbA. Workpiece resonance was reduced by sand or other damping methods; tool resonance, by internal damping; and chisel resonance, by constrained-layer treatment. Mufflers reduced air-exhaust noise, and an acoustically treated booth was effective in containing noise around the work area without increasing operator exposure.

To prevent injury to miners caused by violent whipping of mining machine trailing cables. Approach: The hydraulic cable controls are adjusted to reduce whip by visual reference of the cable sag to the height of the cable guide. How It Works: The cable sag is adjusted by visually estimating its height above the ground, at a specific reference distance behind the machine. This reference distance is measured horizontally back from the point where the cable leaves the cable guide. The Reference distance is 2H where H equals the height of the cable guide above the floor. See Figure 1. Cable sag should be less during rewinding than during unwinding. During cable unwinding, the cable height (at the refer¬ence distance) should equal 1/31-1. During rewinding, the cable height should equal ½ H. Field tests were made on several manufacturers' equipment after adjusting cable sag as above. Cable whip was greatly reduced for all, and whip was almost eliminated on a shuttle car equipped with a Joy Manufacturing Company 500108-104 cable reef and the newer (nonporous) shuttle valve. The following directions are for adjusting cable sag on a shuttle car equipped with a Joy Manufacturing Company 500108-104 Cable Reel equipped with the newer shuttle valve. Cable sag can be adjusted on machines equipped with other cable reels and valves by referring to the manufacturer's manual and making the appropriate cable valve adjustments.

This Bureau of Mines manual for design of surface mine haulage roads covers such aspects of haulage road design as road alignment (both vertical and horizontal), construction materials, cross slope, and drainage provisions. Traffic control and design of proper lane widths to promote safe vehicle movement are included, as are suggested criteria for road and vehicle maintenance and for runaway vehicle safety provisions. The aim of this publication is to provide those involved with surface mine haulage road design with a complete manual of recommended practices that, if implemented, will promote safer, more efficient haulage routes.

Introduction The fields of an infinite line source in the presence of a conducting half-space have been examined by Wait and Spies (1971). In any real communication link using a current-carrying cable for the transmitting antenna, the cable is of finite length. Here we examine the fields of a finite length cable carrying a constant current in the presence of a homogeneous conducting half-space. The constant current assumption is valid at sufficiently low frequencies when an insulated cable is grounded at the end points (Wait, 1952; Sunde, 1968). Here we examine both surface and buried cables since both downlink and uplink communication links are of interest. Also, we examine both frequency and time solutions since either CW or pulsed communications may be used. Finally, it is necessary to include both magnetic and electric field solutions since reception could be with either loops or dipoles. Since the finite cable solution is more complicated than both the infinite line source and the short dipole solutions, we explore under what conditions a cable appears to be either infinitely long or very short. Some special cases, such as- the low frequency limit, permit analytical solutions which exhibit the dependence on various parameters, such as cable length, quite clearly.
