In most exploration or mining grade data-sets, the presence of outliers or extreme values represents a significant challenge to mineral resource estimators. The most common practice is to cap the extreme values at a predefined level. A new capping approach is presented that uses QA/QC coarse duplicate data correlation to predict the real data coefficient of variation (i.e., error-free CV). The cap grade is determined such that the capped data has a CV equal to the predicted CV. The robustness of the approach with regard to original core assay length decisions, departure from lognormality, and capping before or after compositing is assessed using simulated data-sets. Real case studies of gold and nickel deposits are used to compare the proposed approach to the methods most widely used in industry. The new approach is simple and objective. It provides a cap grade that is determined automatically, based on predicted CV, and takes into account the quality of the assay procedure as determined by coarse duplicates correlation.

Since the discovery of gold on the Witwatersrand in 1886, mining has been at the centre of South Africa’s development. Although mining continues to contribute significantly to the country’s economy, it is a temporary land-use activity, and mine closure is inevitable. This paper reviews mine closure planning at Tshikondeni coal mine, which commenced in 2014 with the initiation of mine closure. The review presents the mine closure processes undertaken at the Tshikondeni coal mine as regulated by South Africa’s principal mining legislation, the Mineral and Petroleum Resources Development Act 28 of 2002, and other relevant regulatory frameworks. To compile this review: (1) A desktop study was conducted; (2) empirical data was collected through one-on-one interviews with research participants at Tshikondeni coal mine; and 3) physical observations were made of the rehabilitation at various mine operations within the Tshikondeni coal mine complex. Research participants consisted of mine officials from different departments, i.e., human resources, and environmental, social, and business strategy, who were directly involved with the Tshikondeni coal mine closure. A questionnaire with semi-structured questions was developed. It was utilised to acquire a better understanding of mine closure planning at Tshikondeni coal mine and identify mine closure processes that aim to achieve post-mining land uses and align with Tshikondeni coal mine’s post-closure strategy, namely the Tshikondeni Legacy Project, with a post-closure strategy that has the potential to transition a mining economy to an eco-tourism economy that can preserve livelihoods and selfreliant communities.

De Beers' Finsch Mine is situated in the Northern Cape province, 170 km northwest of Kimberley. The concentrator facility, designed and constructed by Bateman Engineering, was commissioned in 1967 and upgraded in 1979 using diamond liberation and extraction technology available at the time of design. Since then significant advances in diamond processing and technology have been made and these -have been incorporated into the new main treatment plant and recovery plant flowsheets, making diamond liberation and recovery from the Pre-1979 dumps a viable economic option at Finsch."

Anisotropy is a characteristic of intact foliated metamorphic rocks (slates, gneisses, phyllites, schists). ?esting was used to establish the anisotropic behaviour of selected gneissic rocks. The effect of anisotropy on various mechanical properties (strength, deformation) and dynamic properties (wave velocity) was examined. The rock samples were also tested at successively higher confining pressures in order to evaluate the effect of anisotropic behaviour at high overburden pressures. L’ anisotropie characterise les roches foliées (schistes, gneiss, phyllades). Dans ce travail des essais en laboratoire ont été exécutés afin de déterminer le comportement anisotropique des roches gneissiques. L’ effet de l’anisotropie a été examiné par rapport aux propriétés méchaniques (résistance, deformation) et propriétés dynamiques (vélocité ultrasonique). En outre des essais des roches ont été exécutés a des compressions latérales successivement plus grandes afin de déterminer le comportement des roches sous grands charges. Anisotropie ist eine Eigenschaft der geschieferten Gesteine (TonSchiefer, Gneis, Phyllit, Marmor). Versuche wurden durchgeführt, um anisotrope Verhalten von gneis Gesteinen zu ermitteln. Der Einfluss von Anisotropie auf mechanische (Festigkeit, Dehnung) und dynamische Eigenschaften (Wellegeschwindigkeit) wurde bestimmt. Die Dreiaxialversuche wurden unter grossem allseitigen Drücken entnommen, um das anisotrope Verhalten auf grösse herrschende Spannung zu bestimmen.

At the Hansa Mine in Dortmund, Germany, coarse run-of-mine coal, up to 60 mm in particle size, has been brought to the surface hydraulically from a depth of 850 m since November 1977. Hoisting is done by a three-chamber pipefeeder, by means of which up to 400 t/h can be lifted. The pipefeeder operates without problems, and has so far shown itself to be efficient and reliable. Vertical hoisting can be carried out by water supplied from the surface, from underground, or from a surface water supply in combination with minewater from underground. Water that flows into the mine, which would in any event have to be pumped to the surface, can be utilized for hoisting operations. The energy costs per ton of coal for a lifting height of 850 m vary between 41 and 62 South African cents, and therefore lie within the range of costs that apply to conventional hoisting.

"A computer model of the rutile, ilmenite and zircon industry was developed jointly by Associated Minerals Consolidated and Consolidated Gold Fields for exploring marketing strategies and making predictions over a ten-year period. The industry is described briefly and the reasons for modelling it and choosing a deterministic approach explained. The economic structure of the model and its level of complexity are discussed. The necessity and techniques for convenient input and clear output, the team composition and the method of work are discussed.The reasons for the choice of FORTRAN, large computers, remote batch terminals and the vital importance of fast turn-round are discussed.Costs in staff time and computing are given, with an assessment of the reasons for the success of the model. The model is used on a regular basis to aid management decisions."

The application of the Monte Carlo technique to production planning and everyday economic decisionmaking in mine production management is demonstrated. The logic is detailed using an example of underground production with continuous miners (CMs) and truck haulage. It is argued that availability of equipment and personnel are the predominant variables influencing mine output and productivity and that those availabilities may be well represented by binomial probability distributions. The probabilistic model is implemented in a standard Excel® spreadsheet with Palisade’s @Risk add-on to facilitate simulations. Starting from model calibration against data obtained from a mine’s annual reports, some general interdependencies of availability, utilization, productivity, and costs of production processes are outlined. Finally, several possible options and their consequences as regards production improvements are explored.

Anglo American Platinum Limited is constantly striving to improve safety and productivity. There are many different initiatives taking place within the organization in order to ensure continued safe operation and profitable ounces for the future. One of the opportunities and potential growth areas that has been identified and is being explored is that of mechanization. In order to do this, the approach that has been adopted by Anglo American Platinum is to fully understand and analyse the current mechanized mining methods. Once each configuration is fully understood, the method can then be optimized and new mining technologies and systems can be developed to overcome the current shortfalls. This paper will discuss a methodology that was developed by Anglo American Platinum (in conjunction with Cyest Corporation) and adopted to optimize the mechanized mining layout and fleet configuration, and will also present the final findings of the study. Due to the impracticability of piloting every possible option in the workplace, extensive modelling and simulation exercises were conducted to determine realistic parameters for productivity and value. The study resulted in a full understanding of mechanized mining systems and their associated layout. From the results of the study a mining / logistic layout was developed which highlighted the following opportunities: 1. Create safe operations through the reduction of personnel in the ?high-risk zone? of stopes 2. Separate machines and personnel by use of remotely operated machines 3. Create focused mining on primary development from the production stoping, thus having dedicated teams on development and stoping. 4. Develop primary development ahead of the stoping activity. This enables: a) Understanding of the geology and subsequent implementation of the correct b) technology (?fit-for-purpose?) required to mine that area based upon this geological knowledge c) Ability to install tipping points ahead of stoping, creating ?immediate stoping reserves?, thus increasing flexibility and reducing production risk d) Improved productivity by having adequate faces available and reduction in re-development to establish faces. 5. Quicker return on Investment due to recovering revenue from ?on-reef development? 6. The layout allows flexibility between stope sections enabling better ?resource sharing? 7. Optimize the long-term ratio of machine makeup of the fleet in relation to the production outputs 8. Creates an agile mining layout allowing rapid response to market pressures. The findings and work presented in this paper is currently being implemented at different test sites within Anglo American Platinum and will demonstrate that improved safety and productivity can be achieved through the adoption of mechanization.

Project evaluations of mineral deposits are necessary for mineral rights, owners and investors alike. A feasibility study provides a definitive technical, environmental and commercial base and is the key element leading to a decision to invest or not to invest. For example, the study may be used to justify further exploration and development expenditure or to provide a basis for a major underwriting to raise the required capital. There are three distinct phases in the development of a project and the type of study will differ depending on the quality of information available or the level of decision to be made. This paper looks at these three phases in the development of a mineral project and the type of study required; namely, a scoping study, prefeasibility, and a full feasibility study. "The probability of survival of coal pillars is a more rational indicator of stability than the safety factor. Over time, pillars undergo reduction in size by progressive scaling of the sidewalls. The probability of survival is therefore not constant but reduces over time. The rate of scaling can be quantified, and the reduction of the probability of survival as a function of time can therefore also be quantified. The paper describes the link between the factor of safety, probability of survival, and reduction of the probability of survival. Using the safety factor, probability of survival, and the time at which the probability of survival will reduce to 50% is proposed as a more rational method of evaluating pillar stability than the safety factor alone.IntroductionCoal pillar strength has long been the subject of research in South Africa and several other coal-producing countries. However, it began receiving serious attention only after the Coalbrook disaster in 1960. The most important outcomes of the initial investigations were the groundbreaking research by Salamon and Munro (1967) that resulted in the well-known power formula for pillar strength, and the work by Bieniawski (1969) that resulted in a linear formula for strength. The former approach was based on empirical back-analysis of failed and stable pillar cases, and the latter on in situ strength tests on large specimens.The Salamon and Munro (1967) formula has been widely used in South Africa and even adapted for application to hard rock pillars by researchers such as Hedley and Grant (1972).At the time of the initial work by Salamon and Munro, there were only 27 failed pillar cases suitable for analysis. It was not possible at the time to determine site- or seam-specific strength, and the result was a general formula for use in all seams in all mining districts. Since that time pillars have continued to fail and the database continued to grow – as of 2013, there were 85 cases in the database. Using the additional data, there have been a number of re-evaluations of the strength formula and it has also become possible to differentiate between the different mining seams and areas."

The ?Kolwezi Zinc Plant?, in French ?Usines à Zinc de Kolwezi? (UZK), has produced about 910 000 dry metric tons of residues during the hydrometallurgical treatment of calcines from sulphide zinc concentrates. The zinc hydro plant residues contain on average 19.47% Zn, 2.7% Cu, 2.1% Pb, 26.6% Fe, 0.12% Cd, 0.39% As, 157ppm Ag, 447.8 ppm Ga, 475.4 ppm Ge, etc. This material was dumped in five ponds in the vicinity of the plant. The high Fe content in the ore concentrates induced important conversion of some of zinc and copper into ferrites during the roasting process. Those ferrites are very stable compounds, which are difficult to leach with dilute sulphuric acid solution. Therefore, they mainly report to the leaching residues. Hot leaching has been successfully applied to the treatment of zinc hydro plant residues. The method, however, presents the disadvantage of simultaneously dissolving iron(Fe). It is then necessary to remove an important iron quantity from solution prior to zinc and other metals recovery.

PRESENT Minutes of the Annual General Meeting, held on Friday the 20th August, 1971, at 7.45 p.m. in the Boulevard Hotel, Witbank. Mr J. Meintjies in the Chair, 15 Fellows, 7 Members, 2 Associate Members and 10 Visitors. Mr Meintjies extended a welcome to all the members and their wives, and the many visitors and their wives. A special welcome to Mr Robinson the outgoing President of the Institute and Prof. Howat the President Elect and Mrs Howat. The minutes were read and adopted. The Chairman read his Report for the past year and also the Financial Statement. Mr E. Jackson proposed the acceptance of the Financial Statement and Mr Winship seconded it. Mr Meintjies thanked Mr Vic Robinson for all the help he had given throughout the past year. He also thanked the outgoing Committee for their support, and the Secretary for arranging the function. Mr Meintjies congratulated Mr Alex Bain on his election as Chairman and asked him to continue with the meeting. Mr Bain thanked Mr Meintjies for the good work which he had done in the past year and then announced the names of the Committee for the ensuing year. A. Bain Chairman G. Carlyon Vice Chairman J. Almost all the ore deposits of ferrous, non-ferrous and rare metals of Kazakstan, are exploiting by the open-cast method, are the complex-structural, multi-component ones. Their rational working requires precise organization of extracting works. In this connection it is necessary to set up the best intercommunications between drilling-blasting, excavating-loading and transport works. This requires the stable functioning of the quarry for dispatch of ore raw material of required quality with minimum of corresponding expenses. For this purpose, proceeding from the quarry’s ore output and the assumed parameters of the exploitation system, the first problem about rational arrangement of excavating-loading equipment in extracting faces is solved. By solving the problem the model with dynamic, adapting properties had been used. It was solved numerically by the method of statistical tests. By setting up the necessary link between type-sizes of excavating-loading and transport equipment, the minimum prime cost of loading and transportation of 1 ton of mining mass from the face to the receiving station was adopted as the criterion of optimality. Depending on the type of excavating-loading equipment, the efficiency function may be different. By using wheel loaders, their displacement between the faces is possible, therefore, the efficiency function of the problem may include expenses for their displacement. By using excavators like power shovel, the problem’s restrictions must exclude its displacement between the faces. The efficiency function consists of minimum expenses for loading, proceeding from set of volumes of extraction from the faces, satisfying required quality. The volumes of extraction from the faces, satisfying required quality of ore in output stream, are determined by the method of statistical tests. Sample range is given, proceeding from the restrictions for maximum productivity of the excavating-loading equipment. Volumes of extraction, not satisfying required quality, are cut off. The efficiency function meaning is then determined and minimized. "SynopsisSouth Africa recently announced a resurgence in its commercial nuclear power programme. The implications for the development of the necessary high-level manpower within South Africa’s tertiary educational system and its national research and development (R&D) capacity in materials science and engineering, as well as in other engineering disciplines, are placed into perspective. An organized national process of developing this manpower by moving away from the previously high-risk and costly ’large programmes’ to rather a selection of ‘small and better’ research projects and a redefinition of what constitutes ‘nuclear materials’ are proposed as parts of this strategy.IntroductionSince 2008, and more particularly in 2014/2015, South Africa has woken up to the fact that significant steps need to be taken to ensure sufficient electricity generating capacity for the future, even beyond the coal-fired stations at Medupi and Kusile currently under construction. It is, therefore, encouraging to see some active large-scale wind farms in the Eastern Cape near Jeffrey’s Bay, in the Couga area, and others in the Western Cape already in operation. In addition, many solar energy projects are also progressing from the small localized scale to larger programmes in the Northern Cape, which may contribute some capacity on a national basis. South Africa needs to tap into its renewable resources of wind and solar much more, but will these projects solve the country’s long-term industrial needs? Unfortunately not. One cannot run mines and trains on solar cells. Industry needs reliable baseload capacity, and with very limited easily accessible hydrocapacity this leaves really only coal, possibly natural gas, and nuclear power as options. South Africa’s current over-reliance of about 90% on coal–fired power, however, places it in an internationally vulnerable position, and diversification into a more equitable energy mix should be a national priority for the medium to long term. South Africa cannot significant climate change confronting the human race, as the IPCC cautioned in 2013, and will have to adjust its future energy reliance to a more balanced combination of sources."

Theoretical and engineering aspects of slimes-dam construction by G. W. DONALDSON, M.Sc. (Eng.)(U.C.T.), D.I.C. (Visitor) Tile paper reviews the recommendations made in 1959-60 as a result of research into slimes-dam construction and finds that these recommendations are still valid. The requirements for pollution control, vegetating, in situ leaching, and future development of slimes dams as building areas are considered as they affect the engineering aspects of slimes-dam construction, and it is found that these requirements can be met without any major changes to current recommended slimes-dam construction practice.

AngloGold Ashanti?s Obuasi Mine, in Ashanti Province, Ghana, operates a plant utilizing bacterial oxidation technology. The mineralization consists predominately of arsenopyrite with gold associated in the sulphides. The plant was commissioned in 1994, at that time was the largest BIOX® plant in the world, and has been operated by AngloGold Ashanti since 2004. The constraints identified in the plantwere the flotation capacity, BIOX® feed size and disruptions to the BIOX® process. This paper focuses on the practical steps that were followed in order to increase the recovery of the plant. The original plant design was based on a head grade of 10 g/t and an overall recovery of 86.5%. In 2007 the plant was operating at an overall recovery of 79.2% at a head grade of 5.6 g/t and this has improved to 80.6% at a head grade of 5.8 g/t during the last quarter of 2008. Additional improvement to 81.5% are expected by the end of April 2009. Improvements that have been implemented include: ?Replacement of the regrind mill ?Installation of additional float capacity ?Installation of a scavenging circuit ?Installation of a complete water treatment plant. In addition we have focused on the effect of the water circuit on the BIOX® process and the steps involved in correcting this problem. The water circuit was originally designed as an open circuit and through environmental considerations the circuit was closed towards the end of 2007. The bacteria in the BIOX® are particularly sensitive to cyanide and cannot tolerate levels above 0.05ppm (free cyanide), this required extensive modifications to the water circuit. The plant improvement project is ongoing and the current scope of work should be complete by the end of April 2009. Further research and development work is being planned, which includes a ?white rot bacteria? that can consume the preg-robbing carbon and oxidize the sulphide in a single pass.

A party of some 60 members of the Institute were welcomed at the Union Junction Works of Scaw Metals Limited on Thursday, 23rd January for a morning visit. Dr J. M. Bereza, the metallurgical Director, gave an informative introductory talk to the assembled visitors, which briefly covered the major activities of the Company. This was followed by refreshments, and the visitors were then allocated to 12 guides for the conducted tour of the Works. The progress of the Company is an impressive saga of the development of heavy industry in this country linked primarily to the expanding mining industry. Many other outlets are now available for Scaw products and the rapidly advancing techniques developed by their own chemists as well as the processes made available from overseas associates indicates the forward looking attitude of the Company. The visitors were impressed by the modern laboratory services, closely linked to rigid quality control, resulting in a high standard of final products. The most fascinating section to many of the visitors was the continuous casting machines and rolling mills recently installed, although the most lucrative section is the large steel foundry. After the tour the parties gathered in a marquee tent for liquid refreshments, followed by a lavish luncheon in the canteen. The visitors were officially welcomed by Mr Richard Boustred, the Deputy Managing Director, and Mr V. C. Robinson replied, thanking the Company on behalf of the South African Institute of Mining and Metallurgy. Arrangements were made for golf in the afternoon at the Germiston Golf Club for those who wished to play. A.E.G.

The court in Baleni v Minister of Mineral Resources [2019] 2 SA 453 GP and [2020] 4 All SA 374 (GP), deliberated on the protection of rights of a community holding informal land tenure under Customary Law. The contention related to the necessary level of consent needed to acquire a mining right over such land. Moreover, whether consultations with such communities (Section 23, Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA) or consent (Section 2, Interim Protection of Informal Land Rights Act, No. 31 of 1996 (IPILRA)) was required to acquire such right. The case has a significant bearing on the granting of mining rights in South Africa, and the discretion of the Minister of Mineral Resources (the Minister) in this regard. However, the objectives of the MPRDA and IPILRA do not dovetail, therefore consultation and consent are not mutually exclusive (Tlale, 2020). This note argues that, despite the resounding victory of this case, the peripheral basis surrounding the decision and the various levels of engagement require serious deliberation. Equally, the degree of reliance on the IPILRA requires clarity to avoid aborting the fundamental objectives of the MPRDA. This paper provides considerations and recommendations that may reduce or eliminate the tensions between the statutory and socio-economic rights in the application of the two statutes.
