In the latter part of the 1980?s Outokumpu Chrome in Tornio, Finland, was in a situation when its twenty-year-old ferrochrome plant was becoming inefficient to sustain economically sound production. The company made extensive studies on the then available processing methods to find out the best possible processing route. As a result the whole plant was practically rebuilt and expanded. When equipment was proven in practical operation an application for FeMn production was developed. Now when Tornio FeCr-plant is considering the expansion the same type of exercise is to be performed with today?s challenges, which will be discussed in the paper. These challenges include increasing costs or decreasing quality of raw materials, increasing energy costs, stricter environmental regulations and demand of better working conditions. The possibilities to respond to these challenges will be discussed in the paper. The future and continuing development with FeCr includes the better utilization of process dusts and a lower consumption of energy. By adapting the latest automation tools to better control of the process even higher efficiencies can be achieved with present technology. New processes are considered for development in the future and some possible technologies will be described.

Inauguration of the new political dispensation in South Africa in1994 initiated a dynamic shift in the ownership, management and development of the country?s affluent mineral heritage. The process of substituting the old South African regime with a new equitable system started soon after the 1994 election of the African National Congress (ANC) to parliament. The Congress?s Freedom Charter revealed the intent of the new dispensation when it called for radical transformation of mineral development. However, since then there have been important changes affecting the rules of mineral development. These are: ?A drastic change in politics ushered in by negotiation, a spirit of reconciliation and a desire to settle disputes peacefully ?The globalization of the South African mining industry in tandem with the opening of domestic mineral resources to foreign capitalists and ?The introduction of sustainable development as a holistic approach to mineral development in order to replace traditional narrow-minded environmental management. Each of these significantly shaped the new mineral investment environment of South Africa. This paper represents a summary of the historical developments leading to the current Mineral and Petroleum Resources Development Act No. 28 of 2002, its regulations, the much publicised Broad-Based Socio-Economic Empowerment Charter, its associated Scorecard, and the Draft Royalty Bill.

Their adoption, which was proposed by Mr C. J. Isaac and seconded by Mr J. G. Kirchner, was carried unanimously. GENERAL BUSINESS Members were advised that no more applications could be entertained for the visit to Western Holdings; they could, however, still apply to visit Welkom Mine and Harmony. TALK The Chairman invited Mr A. Paschalides to deliver his talk on 'Controlled blasting in stopes and new explosives developments'. The presentation proved to be of great interest to the meeting and lively discussion followed the talk. Mr N. A. Honnet proposed a vote of thanks to Mr Paschalides on behalf of all members of the O.F.S. Branch. CLOSURE The Chairman thanked Mr Paschalides for his talk and all present for their attendance, and as this was the last meeting for 1970 he wished all members a Merry Christmas and a Happy New Year. He declared the meeting closed at 9.30 p.m.

It has been noted in recent years that the pillars in some bord-and-pillar workings scale or spall. In due course this process may result in the collapse of the affected panels. This paper presents a methodology for assessing the long-term behaviour of such workings, employing a simple model of pillar deterioration by scaling. It is assumed that scaling causes a gradual reduction in pillar width, hence the safety factor of pillars reduces in time. It is also postulated that the process of scaling will be arrested if the coal rubble around the pillar reaches a critical height. The probability that the pillars will survive for a certain period of time, or indefinitely, can be estimated. This can be accomplished by using the log-normal distribution proposed by Salamon and Munro4todescribe the distribution of the apparent safety factor values at failure. If an estimate of the rate of scaling is known, it is also possible to quantify, using a Monte Carlo technique, the expected life of the pillars. The method also facilitates pillar design by specifying a probability of survival for a given number of years or, alternatively, for an indefinite period. Using the limited pool of available data, analyses show that the proposed model does not appear to be inconsistent with observed behaviour of pillars in the Vaal Basin. The crucial parameter is the rate of scaling. Back calculations from eleven cases suggest that the rate of spalling in the Vaal Basin is about 0.2 m/year. It is noteworthy that two further cases in the same area give significantly higher rates (0.85 m/year). Some underground observations in the Witbank area indicate considerably lower rates in the order of 0.02?0.04 m/year. Further areas for study are recommended. These include a study of old workings to determine the extent and rate of scaling in the various coal fields, an investigation into the possible relationship between scaling and the chemical composition of the coal. In addition, model studies will be required to assess the practical impact of the research findings.

The origins of mine closure practice have influenced the way in which it is implemented by companies and regulators. Mine closure practices essentially started developing in the 1970s in countries with advanced economies and mature mining industries. In these settings, the emphasis was justifiably placed on restoration of the landscape and an attempt was made to return to the ?natural? pre-mining land cover. These practices continued to evolve and incorporated socio-economic and cultural aspects, especially after the Brundtland Report in 1987 and the subsequent Earth Summit in 1992. Today mining is increasingly occurring in remote parts of developing countries where there may be significant need for infrastructure such as roads, clinics, and schools. The costs of returning land to low (economic) value pre-mining use may be far greater than establishing a viable postmining land use that could potentially add value to the community and take pressure off sites for greenfield development elsewhere. Furthermore, natural resource limitations (such as topsoil availability) may limit the degree to which the historical land cover can be re-established. Establishing post-mining land uses may aid in mitigating the loss of employment that is inevitable when mines close. Stakeholder participation in establishing post-mining land cover and land use options is critical for long-term success. Similarly, third parties must be identified to support the development of the post-mining land use This paper draws on the experience of the authors in several developing countries and presents a case for maximizing re-use of mining infrastructure. The paper does not advocate the adoption of poor rehabilitation standards, nor or the wholesale destruction of land capability, but rather leaving key infrastructure in place for post-mining use that may support sustainable development.

Nationalization is high on the policy agenda in South Africa. This paper considers the case for nationalizing the local mining sector from an evidence-based perspective, which is derived from theoretical considerations and related to the known features of the South African mining sector and economy. A strong case against nationalization emerges, which can be summarized as follows. The mining sector is competitive and therefore a poor candidate for public ownership. Furthermore, the resources sector does not dominate the South African economy nor does it create the risk of a decrease in the competitiveness of the industrial sector via the unintended adverse impact of an appreciating real exchange rate due to a commodity boom (Dutch Disease). Nationalizing the mining sector will cost the government more than it receives. This is not only a bad idea in itself, but it will limit the scope for distributive policies on the national budget. The contemporary international experience demonstrates the risks of fiscal imprudence. Finally, nationalizing the resources sector will undermine support for those very market-based institutions required to achieve a higher long-run growth trajectory.

In mineral exploration the place that yields the first significant result is marked and two questions are posed immediately. Where should the next sample be drawn and how big should it be? At present the answers are arbitrary and ad hoc. They depend on personal experience and sentiment?that is hunch. The thought processes involved in reaching the decisions are unsatisfactory and unsatisfying for professionals. This paper proposes guidance on choosing sample spacing and sample size. The guidance is obtained from the grades of the samples. The grades also imply the extent of influence of each sample assay. Thus sampling and assay are integrated. The integration is achieved by changing the unit of value in which assays and grades are expressed and by exposing meanings and functions of grade beyond that of measuring rock value. The proposals are extended to guide comminution of particle size in sample size reduction and to deal with the problem of erratic high assays. Also, elucidation becomes possible of the computation of a reliable figure for average grade as a statistical weighted mean.

Frithia humilis is an endangered succulent plant species. Its distribution range overlaps with the coal fields of Mpumalanga and it is therefore threatened by opencast mining activities in particular. One of the 11 known populations of F. humilis was translocated from a licensed coal mining site to three suitable receptor sites within the species? distribution range. A longterm monitoring programme was initiated to track the progress of the newly established populations. Temporal trends in population demography, size classes, and fecundity were recorded. Population numbers of size classes fluctuated annually. However, flower frequency increased over time and seedling recruitment contributed significantly to population growth. Receptor sites with similar geological conditions to the donor site had more persistent cohorts, which suggest that such sites should receive priority during the translocation of endangered edaphic specialists. This study not only confirms that a Frithia humilis population can successfully establish after a translocation, but also serves as an important baseline for future comparative purposes to gauge the long-term success of the translocation effort.

A number of impending and actual pit wall failures have been observed and documented, which have been interpreted to initiate on newly generated structural features. This infers failure through intact rock. Failure mechanisms have been postulated resulting from circumferential stress, extensional strain and brittle flexure. These will be discussed in the context of the failures and the associated monitoring. The implications of failure initiating on ?unknown? features has a significant impact for deep open pit mines where designs are based on the expected structural regime. Being able to anticipate such failures is important for design. Equally important is management of such changes as they arise. In this context, monitoring using high resolution microseismic techniques will be discussed as a means of providing early warning of such failures.

Nevertheless, a practitioner knows that there is a broader context in which the practice of sampling takes place. This broader context, being less well defined than the theory of correct sampling, receives correspondingly less exposure which this commentary??prompted by? Behaviour studies of metal dusting processes and associated filamentous carbon formation were undertaken on Alloys 600, 601, and 800 using a simulated metal dusting environment of 25C0-70H2-5H20 (vol.%) at 650°C. These samples were studied visually and by optical microscopy, scanning electron microscopy with energy-dispersive X-ray spectroscopy (SEM-EDX), transmission electron microscopy with energy-dispersive X-ray spectroscopy (TEM-EDX) and x-ray diffraction (XRD). Visual examination and SEM surface observation showed that Alloy 800 suffered metal dusting attack at an early exposure reaction period. The coke deposit amounts increased significantly with reaction time from 168 hours to 336 hours in Alloys 600, 601, and 800. Alloy 800 showed pitting after 168 hours' exposure, and the degree of pitting increased after 336 hours. XRD showed all these alloys had a common austenitic phase, with Alloy 800 also having ferritic metal particles. Alloy 800 after 168 hours' exposure had a complex phase mixture on the surface, consisting of ferritic Fe and austenitic FeNi phases. For coke deposit, there were also Fe304, Fe3C and graphitic carbon. The existence of Fe, Ni, and Cr metal particles, and also graphitic carbon in coke deposits, was confirmed by EDX analyses.

A paper was presented by Bateman Minerals and Metals at INFACONX (2004) describing a simplified Computational Fluid Dynamics (CFD) Model for predicting the temperature and velocity distributions in all the fluid zones of a single electrode DC Furnace simultaneously with the temperature distributions in the refractory lining of the vessel. The boundary conditions imposed on the model consisted of the arc current, external surface film coefficients and ambient temperatures. The temperature and velocity distributions in the free-board, slag and metal were solved simultaneously by coupling across the interfaces between the fluids and transportation phenomena developing in the plasma arc. A simplified model was used to describe the ex-change of energy by radiation between the arc and surfaces enclosing the freeboard region. The strengths of this model were reported as being the ability to: ?Solve the different zones and transportation phenomena simultaneously without the need to transfer partial numerical results between different numerical analysis applications. ?Solve velocity and temperature distributions without assumptions regarding internal film coefficients and additional internal temperature boundary conditions. One of the disadvantages of the model was that the energy absorbed by the process was not modelled, resulting in vessel performance predictions under heat loss conditions only. Whilst this allowed potential problem areas such as localized refractory heating to be identified, the model was only capable of predicting how these could be improved by varying the overall geometry and materials of construction. This paper presents improvements in the application software and user defined subroutines of the model as follows: ?Incorporation of surface to gas, gas to gas and gas to surface radiation models to improve the accuracy of radiative heat transfer mechanisms within the freeboard. ?Incorporation of a process energy absorption model based on a theoretical temperature dependant enthalpy curve which incorporates melting, smelting and superheating in selected areas of the bath. This enables the effect of feed distribution and power to feed ratio changes to be estimated. The effects of a commercial arc at full power on the freeboard and slag can now be simulated with increased accuracy.

ERPM was formed in 1893 and as a result of its age, a large volume of data exists in a paper-based format and it was decided to electronically capture data in one of two critical mining areas?namely at Far East Vertical (FEV) Shaft Area (Lower Areas) and Hercules Shaft Area (Upper Areas). The life of mine is dependent on tonnage and grade from these areas. Geostatistical evaluation of the gold reserves has been applied on an ad hoc basis in the Hercules Shaft Area and on a continuous basis in the FEV area. This is the first evaluation using geostatistics that was performed on the Upper Areas. This paper is based on the premise that regardless of cut-off grades, geostatistical estimation (kriging) estimates and locates reserves better than ?traditional? methods e.g. polygonal method, inverse squared distance method and it endeavours to estimate and locate the high grade reserves in the Main Reef Leader of Upper Areas.

The distinction between real estate ownership and that of interests in the property is fundamental to the appraisal of mineral properties. This distinction affects the nature and understanding of security of tenure and, consequently, the perception of what constitutes fair value. Legal matters are a particular concern because of their influence on security of tenure, ownership definition and use restrictions. The dynamics of the market and the complex interrelationships between the factors of production define value at a specific point in time for the bundle of rights, interests and assets that constitute a mineral property. Because each mineral property is unique, physically immobile and of a wasting nature, its usefulness to its owner and society must be optimized. The US Appraisal Institute (2001) classified the forces that affect land use as the cultural, political and economic attitudes of society. These forces culminate in laws that often dictate the purposes for doing appraisals. Once the legal definition of the asset is understood, valuers can decide on the valuation process that will support the final valuation approach.

A quantitative rockburst hazard assessment procedure was introduced on Elandsrand Gold Mine at the end of 1994. It is currently used to evaluate the seismicity-related risk in production areas on the mine. Six parameters related to seismicity, geology, mining layout, and production are rated and results are used as a planning tool on a regular basis. The applied assessment can be considered successful in that it promotes awareness of the seismic hazard and provides an opportunity to address seismicity-related mining problems. A comparison between high risk panels and those working areas with rockburst incidents showed that high hazard ratings reliably forecast the occurrence of larger events in the following month but they do not necessarily predict those working places with rockburst-related accidents. From this one may conclude that high levels of seismicity do not coincide with high rockburst rates.

Paper written on project work carried out in partial fulfilment of Bachelor of Engineering-Mining Venetia Mine, an open-pit diamond mining operation in the Limpopo Province of South Africa, currently has a mixed haul truck fleet consisting of Caterpillar 785B and C; 789C; modified 793D and 793D. Even in an ideal situation these trucks have different cycle times, which causes queuing at the loading area and their different speeds cause bunching on the ramps, leading to higher overall cycle times and lower productivity. This problem was identified but the root causes of the problem were not investigated and quantified. A time and motion study on the haul trucks was thus undertaken to measure actual cycle times and compare them to ideal cycle times as well as to observe any reasons for deviations. Ideal cycle times are partly evaluated on the basis of simulation and partly from production optimization expert input. Several areas that affect production were identified and these include: haul road conditions, the control room, dispatching programme and dispatching data management, as well as truck-shovel matching. The investigation was important in establishing control parameters for haul fleet operation since time spent queuing is production time lost, which defers waste tonnes to later in the life of mine, thus decreasing the tempo at which kimberlite is exposed.

Abstract The design of deep excavation pits in rock mass is dependent as well on the mechanical properties of the rock mass as for example the orientation and the type of discontinuities like bedding planes, joints and fissures, the length of the discontinuities (persistence), the grade of weathering, the strength of rock mass, and the shear strength in the discontinuities, etc., and also on the respective boundary conditions specific for the project, and here especially the geometrical boundary conditions. The basic mutual influences and interactions between these boundary conditions are explained and exemplary presented at an excavation pit with a depth of 18,5 m, situated at a slope with a surface near groundwater table. Résumé La planification des excavations profondes dépend aussi bien de la qualité mécanique du roc, par exemple la location de la texture de la surface de moindre résistance, le degré de rupture, le degré de décomposition, la dureté du roc et la résistance limitée au cisaillement de la texture de la surface de moindre résistance que des conditions limitées spécifiques pour le projet, ici en particulier des conditions limitées géométriques. Les influences et interactions essentielles et mutuelles entre les conditions limitées isolées seront expliquées et présentées à l’aide d’une excavation 18,5 m de profondeur, située sur une pente où le niveau des eaux souterraines est près de la surface. Kurzfassung Die Planung tiefer Baugruben im Fels hängt sowohl von den mechanischen Eigenschaften des Fels wie z.B. der räumlichen Lage des Trennflächengefüges, dem Durchtrennungsgrad, dem Verwitterungsgrad, der Gesteinsfestigkeit sowie der Scherfestigkeit des Trennflächengefüges als auch von den projektspezifischen Randbedingungen hier insbesondere von den geometrischen Randbedingungen ab. Die wesentlichen gegenseitigen Einflüsse und Interaktionen zwischen den einzelnen Randbedingungen werden aufgezeigt und an einer 18,5 m tiefen Baugrube in Hanglage mit oberflächennahem Grundwasser vorgestellt.

In the last 20 years, In Line Inspection (ILI) using intelligent pigs has become the principal tool used by pipeline operators to assess the condition of their pipelines. New pipelines are normally designed to take intelligent pigs, but many older pipelines require some modifications and special procedures for their inspection. This paper is aimed at practicing engineers and managers of pipelines, or people aspiring to those positions. The paper describes the benefits of ILI and some of the practical issues regarding pipeline preparation and cleaning, choice of inspection tool, running pigs in pipelines, and what to do with the data collected. What are the responsibilities of the Pipeline Engineer ? ? Maintain reliable and acceptable performance of the pipeline in terms of safety and product delivery at economical cost. ? Provide a defined margin of safety for operating the pipeline at its designated pressure. ? Provide timely information on all pipeline defects such that repairs can be carried out according to a managed schedule. What Defects does the Pipeline Operator have to cope with ? A useful record of actual incidents seen in pipelines can be obtained from the web site of the US Office of Pipeline Safety (OPS) - http://ops.dot.gov/stats/stats.htm. US pipeline Operators are obliged by Law to report all pipeline incidents exceeding certain threshold criteria (e.g loss of life, escape of product, cost of incident etc). These OPS statistics show that corrosion and third party damage have remained consistently the prime causes of reportable incidents in the US, with similar experience elsewhere. There are several kinds of flaws and defects in pipelines that can lead to failure, the main families being :- ? Metal loss ? Cracks or crack-like defects ? Laminations and other mid-wall defects ? Caving of the second lift of the E26 orebody at Northparkes Mines was monitored with a comprehensive package of instrumentation, including an ISS seismic monitoring system. Seismicity was collected by an array of 19 triaxial accelerometers and 9 uniaxial geophones, giving a high quality seismic data set. The seismic response to block caving at Northparkes has been divided into two papers. The first paper focuses on the seismicity during undercutting. The second paper deals primarily with the seismicity during cave propagation during initial cave production. In this paper, traditional seismic monitoring concepts are applied to seismicity during cave mining. More than 40 000 seismic events were recorded during cave undercutting between February and January 2004. Events up to local magnitude +1.3 were recorded near the mine during undercutting, with event rates of up to 500 per day. Analysis of frequency-magnitude distributions, S-wave to P-wave energy, and temporal variations in event magnitude all gave insight into the seismicity recorded. In addition, a new technique, called apparent stress time history, was shown to be sensitive to stress change from undercut blasting, and useful to identify significant periods during cave development. A significant difference was identified between the cave back location and the halo of seismic events above the cave. Throughout the undercutting, the a seismic zone of loosening was typically 50 to 70 metres in vertical thickness. Based on the seismicity, a stress driven rock mass failure model is proposed. Early in the undercutting, seismicity and movements in the seismogenic zone were directly triggered by stress change from undercutting. Towards the end of undercutting, seismicity was virtually uncorrelated with undercut blasting, and likely due to the onset of cave initiation.
