Written contribution E. Wroth* (Visitor): The technical aspects of the assistance scheme which IS provided for in the Gold Mines Assistance Act, 1968, and certain consequential amendments to the Income Tax Act, 1962, are explained by Dr Krige. The object of this contribution is to explain the working of the Gold Mines Assistance Act (hereafter referred to as the 'Assistance Act') for the benefit of those concerned with the tax and assistance assessments of gold mining companies. The views expressed do not necessarily reflect the Revenue Department's interpretation of the legal provisions involved. 1. MINES WHICH QUALIFY FOR ASSISTANCE 1.1 The assistance scheme is applied on a selective basis. Mines which qualify for assistance are defined in the Assistance Act as 'assisted gold mines'. The requirements for classification as an assisted gold mine are that: (i) the mine be a producing gold mine; (ii) it would be likely to close down within eight years if not assisted; and (iii) with State assistance its life would be appreciably prolonged and there would be a significant increase in production of gold or uranium, or of both gold and uranium. 1.2 A mine is only considered for classification as an assisted gold mine on application. Such applications must be made to the Mining Leases Board through the Government Mining Engineer. Classification of a mine as an assisted gold mine is at the discretion of the Minister of Mines who acts in consultation with the Minister of Finance and has regard to the recommendations of the Mining Leases Board. 1.3 The Minister of Mines will impose conditions subject to which a mine is to be classified as an assisted gold mine. The most important will be that the mine must immediately lower its operating pay limit, as normally calculated, by a percentage fixed by the Mining Leases Board and conduct its future mining operations in accordance with the average grade of its ore reserves determined on the basis of such lower pay limit. l.4 The Minister will fix the date as from which classification as an assisted gold mine is to be effective. So long as the mine has operated on the basis of the lowered pay limit for at least three months during the particular year of assessment, he would normally fix the effective date as the first day of the year of assessment.

SYNOPSIS The phase equilibria, viscosities and sulphur capacities of titaniferous slags were determined in the composition range of CaO = 30 to 0 per cent, MgO = 0 to 30 per cent, SiO2 = 19.69 per cent, AI.O. = 13.12 per cent and TiO2 = 37.19 per cent. The phase equilibria were determined by high temperature microscopy, the viscosities were measured using a rotating outer cylinder viscometer and the sulphur capacities were evaluated from the results obtained by equilibrating the slag in a gas stream of CO, CO2 and SO2. The behaviour of these titaniferous slags under reducing conditions was examined. Possible use of the slags for aggregate, or slag-cement, and the possibility of extracting the TiO2 are discussed. These titaniferous magnetites occur as segregations in the gabbro body and the TiO2 is mainly present within the structure of other constituent minerals but also occurs in smaller amounts as ilmenite and ulvospinel. The vanadium is thought to be present in the iron oxide phase due to isomorphous replacement of the iron. Until very recently, it was feared that the high titania content of these titaniferous magnetites would militate against their value as useful iron ores. Introduction and Background For many years people were aware of the vast deposits of titaniferous magnetite containing vanadium in the Bushveld Complex. From 1957 onwards some exploitation of this ore was carried out by Minerals Engineering of S.A. (later the Vantra Division of Highveld Steel and Vanadium Corporation Limited), who produced vanadium pentoxide via a roast-leach process. The Chamber of Mines Research Organization has been evaluating three membrane-desalination processes for use within the South African mining industry. These processes are electrodialysis reversal (EDR), tubular reverse osmosis (IRO), and slurry precipitation and recycle reverse osmosis (SPARRO). The evaluation of EDR and TRO is complete, and the operating costs (1988) associated with each process are expected to be about 50 cents per kilolitre for a plant of 50 l/s (4 Ml/d) installed capacity. The SPARRO process is still being evaluated. Pilot plant results, water Qualities, and expected capital costs are presented where appropriate.

The effect of microstructure on the deformation and fracture properties of 3CR12 steel was investigated at different strain rates in the temperature range -196 to 200°C. The yield stress of the as-received steel, showing a banded dual-phase microstructure, was much lower than that of the flake-like dual-phase microstructure produced by heat treatment. The heat treatment also resulted in an increase in the volume fraction of martensite. The fracture toughness of the as-received 3CR12, on the other hand, was significantly higher than that of the heat-treated material. These changes in both yield stress and fracture toughness were attributed to the effect of microstructural parameters on the constraints imposed on the deformation and subsequent failure of the ferritic phase in the as received and heat-treated steels. The exceptionally low resistance to crack extension in a plane parallel to the roiling plane of the as-received material was ascribed to the delamination process, which is typical for controlled-rolled steels. The yield stress and fracture toughness were found to depend on temperature and strain rate. The appearances of the fracture surfaces were found to be consistent with the mechanical properties.

Rock mass classification systems are extensively used in rock engineering design work, and mine design is no exception. Among the systems most widely used for mining-related design work are the NGI 0-system (Barton et al., 1974), the RMR system (Bieniawski, 1976), the MRMR system (Laubscher and Taylor, 1976) and, more recently, the GSI system (Hoek et al., 1998). Classifying the rock mass is widely seen as being the fieldwork required to characterize the rock mass and enable the application of empirical design methods associated with the different classification systems. This paper argues that it is fundamentally important to recognize the distinction between rock mass characterization and rock mass classification. These two processes should, in most cases, be separated from each other. Rock mass characterization should be used to determine the intrinsic properties of the rock mass independently of the application; i.e. independent from the infrastructure to be designed, the size, shape, and orientation of the excavation(s) or pillar(s), etc. Rock mass characterization should also be compatible with most classification systems and empirical design methods to be used. Rock mass characterization is the background fieldwork required to perform rock mass classification and/or engineering design work. Rock mass classification is the subsequent step to the characterization, and an integral part of the design process. Parameters that vary according to the design, such as the relative orientation of geological structures compared to the opening or the mine-induced stresses, should be calculated as part of the rock mass classification and design process, rather than during the rock mass characterization process. The failure to distinguish between rock mass characterization and rock mass classification can lead to major design errors and poor results.

Palabora Mining Company is operating a copper block cave mine in the Limpopo Province of South Africa. The mine was developed in the late nineties with a target ore reserve of 220 million tonnes of carbonatite at 0.69% copper. At 30,000 tonnes per day the operation had an estimated life of mine of approximately 23 years. Cave induced open pit side wall failure occurred in late 2004 with 130 million tonnes of waste reporting to the bottom of the open pit. This failure resulted in potential sterilization and dilution of the ore reserve and subsequent reduction in life of mine. Physical and numerical modelling indicated potential losses of up to 30% of the original ore reserves. Cave Management tools based on throughput principles are utilized to manage the failed waste ingress and ensure an optimum life of mine. Extracting the maximum rate possible, as soon as draw points are commissioned, with the view of achieving the highest production in the short term, is any mining operation?s goal as more money is required sooner. This approach, of course, improves the cash flow but presents a risk in the cave propagation profile as overall draw control is compromised. At Palabora it is evident from a Mineral Resource Throughput Management (MRTM) point of view that maximum production in the short term is not the solution. If high production rates are achieved and the profile of the cave is not manage correctly, this results in failed waste reporting to draw points earlier with adverse effects on grade. This would effectively and significantly shorten Palabora?s Life of Mine. The applications of good MRTM principles are required to assist the value chain for sustained profitability. The process commenced with change management paving the way for a better understanding and a holistic view for all role players.

Zircon (ZrSiO4) is the most frequently found zirconium ore occurring in heavy mineral sands, from which it is extracted as a co-product in the production of ilmenite and rutile. Estimated world reserves of zircon are 124 million tonnes, highest in Australia (around 56 million tonnes), followed by Mozambique (15 million tonnes), India (12.6 million tonnes) and South Africa (12million tonnes). Zircon finds its application in ceramics (54%) and refractory industries (14%), which account for 68% of zircon?s total world consumption of 1.20 million tonnes. The rest (32%) is consumed in foundry, TV glass, zirconia chemicals and other applications. It is a long recognized feature of the zircon industry that supply is totally dependent upon the concurrent production of titanium minerals. But in recent years, several new developments such as the discovery of zircon-rich mineral sands in Australia, the continuing trend of higher prices of zircon and increase in trade of lower quality zircon have changed the scenario. These factors have prompted more intensive efforts to increase the recovery of zircon, particularly in the process for separating zircon from alumino-silicate minerals. Tata Steel?s proposed heavy mineral sands deposit contains on an average 10% heavy mineral content and 15% slimes of the size below 63 micron. Mineral assemblages of the resource contain65?70% ilmenite, 4?6% rutile, 4% zircon, 16% sillimanite and other minor minerals. Wide size range and tenacious iron oxide coating are the inherent characteristics of this deposit. High concentration of sillimanite among the non-magnetic heavy minerals and heavy surface coatings on the minerals are challenges for high recoveries and production of premium grade zircon. This paper outlines various process steps that were taken at pilot plant stage to produce zircon of premium grade and subsequently develop the appropriate flow-sheet.

"The behaviour of employees is an essential issue in the field of occupational health and safety. Safe behaviour is to a large extent determined by, apart from motivation and preventive actions, an employee’s attitude towards hazard. Thus, attention should be given to defining employees’ attitudes, and following that, to the possibility of correcting and shaping these attitudes in relation to hazard and obeying occupational health and safety regulations. The authors have focused on the analysis of employee attitudes to health and safety regulations in Polish coal mining companies, taking into consideration earlier research on the behaviour of selected employees. The paper presents the methods used to identify Z-type (passive) behaviour. Next, this behaviour is analysed to identify differences between a Z-type employee (enslaved) and other employees. To conclude, the paper presents a list of possible motivational tools that may be used to encourage occupational health and safety in Z-type employees. IntroductionThe technical state of equipment and conditions in the workplace greatly influence occupational safety. However, the deciding factor influencing the rate of accidents in the workplace is the frequency with which employees practise risky behaviour. Factors such as the social conditioning of conduct and motivation for organizing safe work conditions have been included in the notion of creating a positive culture of work safety. This notion has been approved as one of the main goals in management (Studenski, 1996).Safe behaviour is to a large extent, apart from motivation and preventive actions, determined by an employee’s attitude towards hazard. All actions undertaken in the field of occupational health and safety, including training, motivational systems, or imitation of behaviour resulting from a high culture of occupational safety in a given work environment, will not bring about the desire effects if workers have an inappropriate attitude towards occupational health and safety regulations."

The quantitative evaluation of the performance of fill materials placed in gold mine stopes is achieved by (i) measurement of the in-situ load- displacement, or stress-strain, characteristics of the materials; (ii) an objective comparison between the observed fill performance and that predicted from suitable computer modelling techniques; and (iii) objectively comparing conditions in backfilled and conventional stopes. Considerable problems have been experienced with the development of sufficiently robust instrumentation which can be installed within filled pad- docks and give reliable information over a long period of time. However, at most mines where backfill performance is being monitored, it has been possible to correlate stress measurements within the filled paddocks with strain measurements adjacent to the paddocks. The resultant stress-strain curves agree relatively well with those determined in the laboratory. Measurements in the hangingwall strata of filled and unfilled stopes indicate that the placement of fill does reduce the amount of inelastic convergence due to bed separation. Moreover, in some stopes, the rate of convergence with respect to face advance does reduce to that of the theoretical elastic convergence. Quantification of changes in the conditions at the stope face due to placement of fill has proved difficult. Observations indicate that, provided the fill is placed close to the face (- 5 m), and adequate temporary face support is used, conditions in filled panels are superior. In addition, in filled panels the damage caused by a rockburst in the stope and, particularly, in gullies is generally much less than would be expected in an unfilled stope. To quantify these improvements, parameters such as stope height, face advance and the frequency of falls of ground are being monitored.

"In low-carbon energy-efficient basic oxygen furnace (BOF) steelmaking processes, limestone partly or completely replaces the active lime. The effects of limestone calcination temperature (1200–1500°C) and time (5–15 minutes) on lime reactivity and CaO grain size were investigated. The reactivity was evaluated by titration with hydrochloric acid, and the CaO grain size was analysed using scanning electron microscopy. The results revealed that for calcination temperatures higher than 1300°C, the reactivity reached a maximum and then decreased . The higher the temperature, the earlier the peak of reactivity appears. The CaO grains grow with increasing temperature and time, which leads to the decrease of reactivity. Notably, the effects of temperature on CaO grain size and reactivity are more marked than that of time. To obtain active lime calcined at ultra-high temperature by flash heating, the calcination conditions should be 1300–1400°C for 10–15 minutes, or 1400–1500°C for 8–10 minutes. IntroductionLime is one of the most important slag-making materials for dephosphorization and desulphurization in the basic oxygen furnace (BOF) steelmaking process. The reactivity of lime is a measure of its capability to take part in slag-making. Lime having a reactivity of more than 300.0 mL (4 N HCl), determined by hydrochloric acid titration is generally referred to as active lime (Rusjan et al., 2007; Zeman, 2008). At present, the active lime used for BOF processes comes primarily from a kiln or shaft kiln, where limestone is preheated at 700– 900°C, and then calcined at 1050–1200°C (Drenhaus et al., 2010; Oates, 2007)."

The fines produced is not suitable as feed material for the subsequent rotary kiln and the electrical arc furnace. The need for briquetting the ferronickel ore is premised on the minimisation of fine particles in the rotary kiln as well as improving charge permeability in the furnace, and improving overall process safety. Briquetting may be defined as an agglomeration method in which fine particles are compressed under pressure. It consists of three different technologies: vibropressing, roller pressing and stiff extrusion. The current study focuses on evaluating the performance of ferronickel briquettes generated, using roller-pressing technology. Physical properties, chemical properties and metallurgical properties of the briquettes were used to evaluate their performance and quality. Standard ISO tests for iron ore pellets were used. Size degradation as a result of reduction was measured using the ISO 4696-1 test. The decrepitation of the briquettes at the point of entry into the rotary kiln was evaluated using the ISO 8371 test method at a temperature of 700oC. The degree of reduction was evaluated using the ISO 4695 test procedure. Average green briquette compressive strength of 559 N was reported at a moisture content of 16% with an average drop number of 19.1. Increasing the moisture content has a detrimental effect on both the compressive strength and the green briquette yield. The drop number is expressed as the number of drops until breakage, when a briquette is dropped from a 1 m height, decreased with an increase in moisture content. In initial laboratory tests with a travelling submerged jet on artificially prepared clay it was found that the cavity depth is dependent on the stagnation pressure of the jet and the undrained shear strength of the clay. In addition, it has been observed that the increase in cavity depth with jet pressure is stronger at higher jet pressures. It is assumed that this can be explained by cavitation of the jet at higher jet pressures. At cavitation a cone of bubbles is formed around the jet, which reduces the exchange of momentum between the jet and the surrounding water. This results in a higher jet velocity and a higher stagnation pressure at a specified distance from the nozzle exit. In literature, no relation between the jet pressure of a free submerged cavitating jet and stagnation pressures was found. Additional tests were carried out to determine this relationship. Because practical dredging occurs at relatively large water depths, these tests were performed in a pressure vessel at different pressure levels. It is concluded that the efficiency of a jet (defined as the stagnation pressure at a certain distance divided by the jet pressure), for stand-off-distances smaller than 45 times the nozzle diameter, increases significantly by cavitation in comparison to the non-cavitating situation. However, the jet pressure required for a fully developed cavitation cone increases strongly with water depth. At dredging depths of 20 m and more, the necessary jet pressures are higher than normally applied in dredging practice. Thus in spite of the importance of cavitation in laboratory tests at atmospheric pressure, in normal dredging practice cavitation is of less importance.

Heap leaching is a topic that is gradually generating more interest in South Africa as more non-Witwatersrand gold deposits are being investigated. This was evident from the number of delegates (85) who supported the SAIMM School on Heap Leaching, which was held at Mintek from 29th February to 3rd March, 1988.

An investigation is described in which the resistivities of Mamatwan manganese ore, Delmas coal, and Iscor coke, at temperatures or up to 1400°C were determined, as well as the resistivities of mixtures of ore of a constant size range with Delmas coal or Iscor coke of three different size ranges. The resistivities of the ore and the coal were characteristic of those for semi-conducting materials, were strongly influenced by temperature, and decreased by several orders of magnitude between room temperature and IOOO°C. The resistivity of the coke changed only slightly between room temperature and 1400°C, and the resistivity of the coal approached that of the coke at I300°C. This provides support for the theory that the resistivity of carbonaceous reducing agents is primarily a function of heat treatment, and not of the rank and composition of the coal. Above 1200°C, the resistivity of mixtures of ore and coke fell steeply owing to an increase in the volume fraction of coke in the mixture and to the formation of slag. The results were similar for the three different size ranges of coke. The extremely high resistivities of ore-coke and ore-coal mixtures at Iow temperatures indicate that there is unlikely to be much conduction of current in the higher regions of a furnace. Thus, the resistance of a furnace is governed mainly by the conditions at the electrode tips and in the molten regions. To explain the very Iow resistances of furnaces, usually, about I m£?, it would be necessary for investigations to be conducted under conditions similar to those in the active zone of a furnace.

In order to add value to South Africa?s gold reserves AuTEK, a joint venture between Mintek and Anglogold-Ashanti, was started in 2000 with the aim of developing new industrial uses for gold. Accordingly gold catalysts are being made in kilogram quantities by Project AuTEK and sold toend users and other interested parties under the trade name AUROliteTM. Although these materials are optimized for use in CO oxidation applications, demonstration of appropriate activity, selectivity and durability in both liquid- and other gas-phase reactions has been shown1. The review below highlights the recent use of these materials, and other gold catalysts, in reactions of commercial interest.

In this paper, which is aimed to serve as a review article, first of all a breakdown of the earth?s total water reserves is given. The usage areas of water in the mining industry are mentioned and these uses are briefly outlined, together with the main pollution potential of each. According to this, most of the water (almost 80% of it) is utilized in processing. Later on, probable damages that the mining would give to groundwater as a result of acid mine drainage, heavy metal pollution, euthrophication and deoxygenation is described. Finally, the measures and controls that should be taken against water contamination in mines are presented.
