NEW ROUTES - 63rd STREET CROSSTOWN The New Route construction along East 63rd Street in Manhattan began in 1969 with the East River tunnel connecting Manhattan and Queens. The 63rd Street Line, once in Queens, is planned to connect to another new route called the Queens By Pass or Super Express (See Exhibit 1) which would connect to the Queens Boulevard Line at Forest Hills. The purpose of the Queens By Pass was to alleviate subway congestion to and from the Borough of Queens, whose population had rapidly expanded during and after World War II. The existing Queens Boulevard subway lines (the "E" and the "F" trains) are almost filled to capacity at their terminal stations with passengers from Long Island. Passengers boarding trains enroute from the local Queens stations have difficulty boarding crowded trains, and, at times, cannot board the trains. The New Routes, thus, were to give additional train capacity into Manhattan and thereby relieve the crowded conditions along the Queens Boulevard corridor. PROFILE - METHOD OF CONSTRUCTION The portion of the New Route passing east-west under East 63rd Street on Manhattan (See Exhibit 2) had to snake beneath intersecting structures running north and south, such as the Con Rail tracks below Park Avenue and the 80 ft deep Lexington Avenue Express track structure along Lexington Avenue. Within the last few years, there have been numerous techno-logical advancements within material handling due, in part, to the introduction of conveying systems and mobile material handling systems to the industry. Although the traditional material handling methods are still commonly used, the introduction of conveyors to the industry has provided companies with some very efficient and economical options. These "new" systems change with the industry to accommodate rigorous demands, ease of operation, and low operating cost requirements. The number of mobile material handling systems utilized in mining operations is increasing, especially in heap leaching applications. Ten years ago, mobile material handling systems like Mobile Stacking Conveyors (MSC) were considered a novelty. There were two (2) MSC's in actual operation and only one of those in a heap leaching application. Today there are numerous proven systems operating at mine sites around the world-La Coipa, Zaldivar, Florida Canyon, Cananea, El Abra, Chuquicamata, and Radomiro Tomic. The popularity of mobile systems is due to the benefits realized by individual projects. As technology advances, so do the concepts behind mobile material handling systems. Implementing self leveling mechanisms, Programmable Logic Controllers, and Global Positioning Systems to control the equipment are just a few of the recent advances that will be discussed in this paper. We will also discuss current proven systems, and touch on what we see as some of the future advances.

The use of yield index, the product of the yield and gangue rejection, for the optimization of separation processes is presented. The characteristics of the yield index are contrasted with separation efficiency calculations and applied to laboratory froth flotation and washability data. Data from continuous froth flotation tests conducted to "optimize" froth flotation using process optimization software were also evaluated with the yield index procedure.

In simpler times, construction was a cooperative undertaking. The frontier tradition of barn-raising is the construction equivalent of the academic ideal of a single student seated on a log with Horace Greeley. In a more complex world, ideals become more elusive. Still, it was only a generation ago that toll revenue bond financed projects generally involved a team composed of investment bankers, engineers, and construction contractors, who all shared a common objective -- to create something useful, at minimum cost and in minimum time, with fair compensation to all involved. In an increasingly contentious public climate, the team has too frequently been splintered into separate camps of owners, engineers, and contractors, who have lost the old objective of creation and have, under the guidance and control of the lawyers, substituted two new primary objectives: 1. To protect one's own skin. 2. To detect and punish culpable negligence of one of the other parties. This process has become so ludicrous that a number of thoughtful observers from all of the camps (including even some lawyers) have come to recognize that there must be a better way to undertake construction works than to use them as wrestling arenas. The road to improved contracting methods starts with mutual understanding of each other's problems and viewpoints. To this end, discussions such as this RETC session make a useful contribution. To

This paper considers the international market trends of the rare earths and how they are strongly influenced by the by-product/co-product nature of their mining and processing. The two main economic minerals for the rare earths are bastnasite and monazite. Monazite is primarily a by-product of mining ilmenite and rutile and is affected by changes in these markets as well as the presence of thorium. Bastnasite is a by-product of mining iron ore in China and a stand-alone product in the USA. The paper will use conceptional relationships and empirical data to delineate the various by-products/co-products relationships and how they determine observed international market behavior.

Improving the state-of-the-art of tunneling is a continuing challenge to those involved in underground construction. New methods and procedures are usually evolved over a relatively long period of time as compared to advancements in other types of construction. To a large extent this is probably due to the fact that tunneling deals with a material or medium - the rock structure - whose physical properties are not only extremely varied, but in many instances virtually unknown until time of penetration. This hovering of the unknown tends to make "non believers" of many and at best leads to a general reluctancy of accepting new ideas or procedures. The situation is further complicated by: 1) discrepancies in terminology and respective meanings as used by different disciplines to describe, define or evaluate pertinent factors and their relative effect on the tunneling process and 2) the fact that no two tunneling situations are identical with respect to either geological conditions or construction and contractual requirements. In spite of the above there have been many successfully completed tunnels which make it apparent that both the technical and practical expertise needed to develop or project improvements is available within the industry. Experiments have been conducted on a 76¬mm water-only cyclone treating cowl below 2 mm size having different proportion of -0.075 mm fines. The effect of cone angle of the cyclone (compound cone) has been analyzed on water split, separation of -0.075 mm fines, separation of coarse solids, and on separation behavior of individual size ructions of the feed. It has been noted from the results that there exists a linear relationship between the flow rate of water in the feed and flow rate of water reporting to overflow stream. This relationship is independent of the cone angle and, with changes in the fines content in the feed, only the intercept of the straight varies, keeping the slope constant. Further, it has also been found that the percentage of fines below 0.075 mm reporting to the overflow is directly proportional to the percentage of feed wafer reporting to the overflow. This relationship is found to be independent of the cone angle and the fines in the feed. The performance of the water-only cyclone has been analyzed by plotting partition curves for different experimental conditions. In addition to this, the Rosin-Rammler equation has been fitted to the partition curves of the hulk feed and individual size-fractions. Tile analysis of the results has revealed that the specific gravity of separation increases with increase in the cone angle of the cyclone while it decreases with increase in percent fines present in the feed. Mathematical relationships have been developed to relate the variation in SG50 with cone angle and percent fines in the feed.

In this work, the block theory was applied to determine the safe limit of the angle of face slope at Limestone quarry of Assiut cement company in order to decrease the occurrence of dangerous potential key blocks. Four joint sets were observed and measured at the face. Computer program based on the vector analysis technique was developed to determine the removable block codes. Stereographic projection was also used in this work to determine the removable block codes and to calculate the maximum limit for the angle of dip of the free face, which was found to be 77°.

Two types of hydrothermal massive sulfide fields were discovered in the Mid-Atlantic ridge (MAR) in the last twenty years. The first type associates with basalts and includes the TAG, Snakepit, Broken Spur, Lucky Strike and Krasnov hydrothermal fields. The second type is related to ultramafic rocks and represented by the Logatchev, Rainbow and Ashadze hydrothermal fields. In 2007 a new, probably, the largest cluster of hydrothermal massive sulfide field on the MAR (Fig. 1), related both to basaltic and ultramafic rocks, was discovered at 13°31'N of the MAR (Beltenev et al., 2007). Uranium Recovery Corporation was incorporated in the State of Florida in 1968 for the sole purpose of developing a method to economically recover uranium from Florida phosphoric acid. The preliminary laboratory work culminated in the demonstration of the process to United Nuclear Corporation in the spring of 1971. This was quickly followed by a pilot plant program to identify any unusual problems such as those arising from the day-to-day variation which occurs in a fertilizer phosphoric acid plant production system. After two years of pilot plant operation, United Nuclear Corporation purchased controlling interest in Uranium Recovery Corporation and committed several million dollars to the design and construction of the first commercial plant for this purpose in the State of Florida, or anywhere else in the United States, for that matter. After many start-up problems were resolved at the production plant located at the W. R. Grace fertilizer complex near Bartow, sustained production began March, 1971, and has continued to date. We still have some problems to solve but are currently producing sufficient uranium to make shipments to the UF6 converters for preparation of Florida uranium for use in nuclear power plant fuel materials.

Unplanned ore dilution can have severe impact on the economics of a mining operation. The paper discusses and distinguishes between controllable and natural parameters influencing ore dilution, and how it can be minimized in longitudinal mining systems of narrow vein orebodies. It is shown through data of surveyed stope profiles and numerical modelling that unplanned ore dilution is a function of stope design and construction, orebody geometry, and rock mass characteristics.

"Temporary mechanical ventilation is one of the fundamental requirements in guaranteeing a healthy atmosphere in underground construction works in order to protect the health of persons working on the site. It is therefore essential to conceive a system which meets the requirements of the whole of the worksite and for all phases of work which takes into account all aspects pertaining to its design, dimensioning, justification, installation, maintenance and validation. In doing so, the ventilation design and the selected apparatus to be installed shall meet with the degree of health protection and the quality of air of the worksite as defined by the legislation in force in France, through limiting the concentration of the different pollutants associated with the site activities. Consequently, when presenting a mechanical ventilation project, all of the participating parties and especially the contractor make a commitment to guarantee sufficient volumes (or airflow rates) of fresh (non-polluted and oxygenated) air and extracted (polluted) air in order to meet these limitations and maintain them in all conceivable site configurations. This article sets out the most important aspects of the implementation of a ventilation project from the initial design stage through to its application, discussing French legislation, ventilation principles, calculations and techniques with regards to underground construction sites. BASICS OF VENTILATION Mechanical ventilation studies are concerned with all of the site workstations and work phases which are sources of pollution and apply to all zones of the underground worksite with the goal of maintaining the concentration or composition of this pollution below the permitted levels and comply with the following three basic principles which are complementary to one another without being in contradiction. •,The first principle consists in eliminating or limiting as much as possible the emission of any polluting, irritant, or dangerous substances, by specifying appropriate construction techniques and equipment (use of electric motors, combustion engine equipment: filters, tanks, catalyzers, use of less polluting explosives, damping down dust with water or wetting products, damping down and diluting certain gases using water mists). •,The second principle is designed to capture residual polluting substances emitted close to the source in order to prevent them from spreading into the worksite atmosphere (extraction ventilation with ducting up to the source – upstream of the extractor fan – and use of downstream filters before expelling the polluted air to the exterior). •,The third principle involves accompanying the capture of the pollutants with additional blowing ventilation specific treatment of substances dissipated by and distant from the source of pollution (acceleration of the drift air flow in order to confine dust and better capture it, supply ventilation with ducting in order to dilute the gases emitted and discharge them to the exterior)."

"Fostering positive community relations is a principal tenet of sustainable development, but conflict can test even the strongest of relationships. While conflict surrounding resource development projects has the potential to be destructive, it may actually pose opportunities for partnership and collaboration when managed effectively. It is therefore not only important for mineral resource professionals to recognize the financial and social costs associated with legal disputes among project stakeholders, but also for them to prioritize resolving social conflict using alternative channels that allow for win-win outcomes. A variety of dispute prevention and resolution techniques do exist, but successful practice is not yet the norm. Here we review the sources and consequences of social conflict in the context of mining projects, and discuss typical and alternative approaches to conflict management in light of their respective benefits and drawbacks. We also suggest implementation of conflict resolution lessons into resource-related university curricula as a critical step in the continued shift of the mining industry towards sustainable development. INTRODUCTION Social conflict is a recurring phenomenon in the human experience and serves as a critical mechanism for change [1-5]. It occurs when two or more parties perceive that their needs and interests are in direct competition with each other and believe they cannot be reasonably accommodated. Conflict over mineral resource activities, particularly the distribution of benefit and risk, has become an omnipresent issue throughout the world [6-7]. Contrary to common perception, however, conflict can be a positive, transformative encounter in some instances [2, 8-11]. For this to be possible, society and its acting agents must reconsider how to address conflict. What if conflict were only a challenge to try something different? It is well-understood that the mineral industries must manage an increasingly significant volume of social conflict [12-13], which can be a costly externality impacting all of whom are involved. Conflict is commonly considered in a two-party sense, but this can deeply over-simplify the true number of stakeholders. Besides mining companies and community members, government policymakers and regulators, public interest groups, and judicial systems, to name a few, bear the social expenses of poorly-managed conflict [4, 6, 12, 14-22]. It is desirable for interested parties to participate actively in a constructive way to pursue their needs rather than contributing to adversarial relationships, operational problems, and legal costs [1, 4, 12]. Some mining companies are of course already working to develop more productive relationships with their stakeholders, but there is undoubtedly still a gap between ideal and common practices. This gap can inhibit collaboration and threaten the potential for mutually-beneficial resolutions to complex social issues [12]."

Mining investment decisions are difficult since decision analysis is often based on scarce information. The sources of uncertainty in large mining investment projects are particularly numerous and are present in all evaluation stages. Hence the feasibility decision for projects of this nature will largely depend on how well these sources of uncertainty are managed to achieve bankable risk levels. The risk associated to the construction stages of a mining project is particularly difficult to quantify, mainly because the large number of variables affecting constructive yields, and the complex interactions among constructive resources. This investigation focuses on developing quantitative simulation models and tools to increase the value of a mining project by means of an optimization of the preproduction equipment fleet. The models were validated through their application in the Chuquicamata Underground Mining Project.

"Plutonic-related" gold deposits in Interior and SW Alaska (Tintina Gold Belt) vary significantly in size, grade, vein/deposit morphology, depth of emplacement, distance from causative pluton and metal association. Metal associations such as Au-Bi and Au-As- (Sb-Hg) are a good empirical indicator of the depth of emplacement and distance from causative pluton. These associations have been used successfully in exploration. Results from several analytical techniques also suggest a phenomenological cause for these metal associations. Gold and bismuth have paired mineralogy at high temperatures and, thus, are best correlated at deposits that are deep and/or close to causative intrusions.

The Pokorny sulfur deposit is located in the northwest comer of the Delaware basin in the Rustler Springs sulfur district of west Texas. To date, 57 sulfur test wells have been drilled by Addwest Minerals delineating a resource of greater than one million long tons (It) of native sulfur. The deposit, hosted by the Permian Ochoan Castile Formation evaporite sequence, is a sulfur-bearing bioepigenetic limestone replacement of banded bituminous anhydrite. Three distinct mineralized horizons are present that correlate with zones of halite dissolution in the Castile. Sulfur mineralization occurs as hydrocarbon-poor disseminated grains, and as crystalline linings of discontinuous planar voids and large vugs.

The geophysical aspect of reconnaissance marks the beginning of extensive computer applications supporting development of a mine. Although there are some storage and retrieval applications in geology, and some statistical analysis in geochemistry, large-scale compilation, reduction, and interpretation of mineral resource data are initiated in reconnaissance geophysics. The reasons for this fact are quite simple. Geophysics is oriented toward quantitative evaluation of areas of interest, and methods of data collection are automated to the extent that large amounts of analog and digital information are recorded. The large volume of data must be interpreted in a reasonable time. Furthermore, some modeling problems involving complex numerical solutions could not be attempted without the computer. Therefore, the computer is essential to the success of an exploration project using geophysics. For example, aeromagnetics is a common technique for reconnaissance examination of areas associated with sulfide systems and porphyry deposits. An area covering 161 X 161 km (100 X 100 miles) may be flown with a 1.6-km (1-mile) line spacing yielding 10,000 line miles (16,093 km) of data. If only 10 measurements are recorded per mile, 100,000 data points, including location and magnetic field intensity, must be reduced and stored for quantitative interpretation. Computer applications often represent a significant investment in manpower and hardware. It is desirable, therefore, to initiate an engineering approach to the application of computers to geophysics. By this it is meant that computer programs and systems should be formulated, developed, and implemented in a disciplined manner such that their usage is dependent only on the application and not on the individual doing the programming. In other words, computer application, development, and usage should evolve beyond the personal gadget phase to an important applied technology. Geophysics has evolved over the past two decades in a course parallel to computer hardware development. During the sixties, the computer became large enough and fast enough that complex models required by geophysics could be solved. Automation also relieved the geophysicist from routine manual calculations. During the seventies, computing power in¬creased and applications expanded from two-dimensional problems to three-dimensional modeling. Moving into the eighties, as computer hardware costs will significantly decrease, the major expense of computing will be the manpower required to develop, implement, and use an application; therefore, improved programming techniques and applications software engineering methods will be used to optimize and preserve this investment. This chapter presents a general overview of computer methods in geophysical reconnaissance; it is divided into two parts: geophysical methodology and software engineering.

Mining in Cushenbury Canyon began in 1860 when John Cushenbury left his Holcomb Valley gold prospect and discovered a silver vein in the limestones of the present day Cushenbury Mine. Cushenbury Canyon is located along the western boundary of the Mojave Desert in Southern California and on the north slope of the San Bernardino Mountains. The Holcomb Valley, immediately southeast of Cushenbury Canyon was the most prolific gold producer in Southern California. Gold mining dominated the area until World War II when interest in the Lucerne Valley Limestone deposits was peaked by the construction of the Kaiser Steel Plant in Fontana, California. The steel making process required large amounts of metallurgical grade limestone and Kaiser geologists located claims in most of the limestone deposits. Kaiser Cement constructed a cement plant and limestone mine in Cushenbury Canyon in 1956. Kaiser Cement modernized the facility in 1982 to a four stage preheater-precalciner system. Mitsubishi Cement Corp. purchased the property in April, 1988, and through further system modifications have created the most efficient and modern cement plant in the United States.

Magma Metals Company operates an Outokumpu Flash Furnace, four Peirce-Smith Converters and two Anode Casting Wheels supported by six Anode Vessels. Process gasses from the Flash Furnace and Converters are treated in a two train/double contact sulfuric acid plant. Sulfur capture for the smelter is +98%. The new flash furnace was commissioned on July 7, 1988 and has processed over three million tons of sulfide concentrate without a major rebuild. Magma has gained unique experience in the operation of the flash furnace at high oxygen enrichments with low off-gas dust loadings. New procedures have been developed to maintain secondary material generation at equilibrium and for maintaining metallurgical control of operating parameters. This paper describes all the procedures, operation control parameters and operating philosophy that has allowed Magma to achieve superior performance.

Introduction Net Present Value (NPV) techniques are becoming widely used in industry as a standard analytical tool in making capital budgeting decisions. However, NPV techniques are often misused in "common practice." A comparison was made between the use of NPV techniques in common practice and an Adjusted Net Present Value (ANPV) approach to capital budgeting in the financial analysis of a mining project. The comparison was made by applying both methods to a hypothetical copper project. The intent of the analysis is to provide an example for practitioners to follow when financially analyzing mining (or other) projects. To maintain the thrust of the analysis, the project has been evaluated as a stand alone, total project. No consideration has been made of the division of cash flows accruing to various owners over the life of the project. This omission will not affect the comparative nature of the analysis. This discussion assumes that the reader is familiar with present value as a concept and as a tool in capital budgeting. Finance theory has embraced NPV analysis as the correct way to evaluate capital budgeting alternatives. Many articles have been written expounding the virtues of NPV over other capital budgeting methods, such as Internal Rate of Return (IRR), Payback, Accounting Rate of Return, and others. It is not the purpose of this article to review all of the literature in this area; suffice it to say that in academic circles NPV concepts are accepted as the norm. A survey by Schall, Sundem, and Geijsbeck (1978) indicates that major US companies are finally following in academia's footsteps. Fifty-six percent of the companies responding to the survey use NPV techniques in their capital budgeting process. Further, some 86% of the companies surveyed use discounted cash flow methods (NPV or IRR) for capital budgeting decisions. This compares with a survey by Klammer (1972) that showed 57% of companies using both techniques, a considerable increase in seven years. With the increasing use of NPV techniques in industry, there are certain uses in common practice that can give misleading results. Five common errors in NPV analysis of large projects are: • No distinction is made between real and nominal cashflows. • The discount rate(s) used in the NPV analysis is not formally adjusted for risk. • There is no distinction of possible differences in the riskiness of different project cash flows; i.e., revenue vs. depreciation. • There is no recognition of the cash benefits to the project from interest tax shields (interest payments on the project's debt that are tax deductible). • There is no clear recognition of subsidies to the project from concessionary debt financing. No Distinction Between Real and Nominal Cash Flows Often, expected cash flows for a project are stated as a mixture of real (in constant dollars) and nominal (in current dollars) cash flows. For example, expected revenue cash flows may be stated in real terms and depreciation may be stated in nominal terms. If cash flows are added together to give an after tax cash flow, and this single cash stream is discounted, care must be taken to ensure that cash flows are consistently stated. All cash flows should either be stated in nominal terms or in real terms. In addition, the discount rate used must be stated in the same terms as the cash flows being discounted. Real cash flows must be discounted using real discount rates and nominal cash flows using nominal discount rates.
