Metal producers are now suffering through a major downturn in prices for their products even though it has only been a few years since they were enjoying high prices. From an historical perspective, the current situation is another of the cyclical downturns that often occur every five to seven years. This paper uses time-trend decomposition techniques to identify the cycles and statistical methods to find the duration of these cycles for a variety of metal prices. Given some idea of how long and severe these cycles typically are, the mining industry can better plan to weather the downturns and take advantage of the upturns. For example, timing investments in new projects to take advantage of the cyclical upturns can dramatically improve project profitability.

Introduction Surface mining is a business, and the objective of most businesses is to make as much money as possible within certain responsible constraints. Businesses normally measure their potential to make money by estimating the discounted cash flow rate of return on new projects or the net present value for ongoing projects. These estimators of profitability are calculated using the following well-known equation: [ ] where i is the year, n is the total number of years, A, is the after tax net cash generation in year I, r is the discount rate and NPV is the net present value. In its simplest form, when the value of r makes the NPV equal to zero, the discounted cash flow-rate of return (DCF-ROR) is defined. The maximum economically recoverable reserve is identified at the point where the NPV or DCF-ROR is at a maximum. Depending on the measure used (DCF-ROR or discount rate) for calculating the NPV, the definition of recoverable reserve will be different for exactly the same deposit. Maximization of the measure of profitability and the economically recoverable reserves should not be separated from the mining method and sequence of exploiting the reserve. The surface mining methods may involve multiple-pass development of the resource, mining to the ultimate limit in one pass or a combination of the two methods with backfill. Multiple-pass development When planning a multiple-pass mining operation, it is important to determine the width of pit expansions that are appropriate for a specific situation. Production personnel typically want wide, open work areas where operations can be set up to run at peak efficiency. While this is understandable, the trade-off between highly efficient production operations and an overinvestment in stripping should be carefully weighed. As long as safety is not compromised, a few cents per bank cubic yard increase in operating cost due to lower productivity by working in more confined spaces may well be offset by a decrease in the overall short-term stripping requirements. A mini study on productivity and cost should help quantify this cost before deciding on minimum phasing requirements. The bigger challenge associated with establishing smaller work areas is securing operations and management buy-in to marginally lower productivity when reporting results. When cost reduction is the important management goal and everyone is focusing on unit costs, one sometimes loses sight of the goal of total cost management and, even more importantly, maximum profitability. The first pit should be defined by the first grouping of recoverable mineral that has the highest after-tax unit value and forms a feasible mining unit. The assumed mining of the first pit should be followed by the assumed mining of the second most profitable practical pit or pit expansion. If this process of grouping and sequencing is followed until the profitability approaches zero, the general sequence required to extract the maximum economically recoverable reserve is identified. The curve in Fig. 1 is constructed for a rate of production, R, and a quality management strategy, Q, by calculating the NPV for a series of sequences, with each sequence assuming that the operations are terminated on successively lower profit pits. These values are plotted to form the curve in Fig. 1. If the operation ceases on a pit that has too high of a profit, opportunity is lost, and the NPV is lower than the maximum. The NPV curve peaks and starts to decline before the zero-profit pit is assumed mined. This occurs because the money invested in advanced stripping would have made more money invested at the discount rate than by mining the next pit expansion. Therefore, the maximum economically recoverable reserve is defined by the pit limit corresponding to the maximum NPV. There may be an opportunity to refine the definition of the "ultimate pit" around the maximum-value point. The precise definition of the ultimate pit early in the mine life may or may not be important today, depending on how far off in the future these limits will be reached. Operations research includes the application of systems analysis to mining operations, the acquisition of field data and the creation and verification of computer models of these operations. These activities result in the generation of computerized mine planning tools which have a firm base-in observational facts. The Surface Mining Laboratory of the Canada Centre for Mineral and Energy Technology (CANMET), in Devon, Alberta has been engaged in operations research activities since 1982. The work includes computer simulation of truck/shovel, continuous mining equipment and dragline operations. Other examples include cooperative programs with industry (such as the demonstration and evaluation of an integrated truck management system), the development of a device to measure off-highway truck rolling resistance, and an automated remote data transmission network. The presentation outlines existing and proposed research projects of the Operations Research group.

In this paper, numerical approximation schemes, for solution of the mass transfer problem in mine ventilation have been developed by using three implicit finite difference schemes. Results from these schemes have been compared with the analytical solution for spatial and time increments, using the concept of Root Mean Square error. For implicit finite difference schemes, in general, the modified central difference scheme is better than the two other schemes at lower velocity. Also, at lower air velocities, implicit schemes underpredicted the concentration values. At higher air velocities, the Crank-Nicholson and Laasonen schemes provided better results than the Modified Central Difference scheme.

INTRODUCTION The facility water balance and maintenance of sufficient excess storage volume in the solution control system are often amongst the most critical facets of design and operation of heap leach facilities in cold, snowy climates. The purpose of this paper is to summarize and discuss climatic and operational factors which have a significant impact on heap leach water balance evaluations in high snowfall climates. Example water balance simulations are presented for proposed heap leach projects located in areas subject to high snowfall in the northwestern United States. The climatic data input to these simulations represent both net evaporative and net precipitation climates. FACTORS AFFECTING WATER BALANCE EVALUATIONS The combined effects of seasonal operations, re1atively low evaporative losses, and potentially large inflows to the solution control system from snowpack and spring storms require an enhanced awareness of the factors which impact facility water balance. Unlike operations at mines in more arid climates, seasonal excess water rather than a shortage of make-up water is the rule. A thorough understanding of a number of factors, including regulatory constraints, climatic influences, and impact of operating philosophy and techniques, is critical to successful development of an incident-free heap leach operation under high snowfall climatic conditions. A process water circuit schematic for a typical heap leach operation is shown on Figure 1.

As more and more computer software is written for geological mapping applications, the users of the software are discovering the problems of transferring data between the programs, maintaining correct data and integrating maps produced last week with those produced today. One way to deal with these situations is by using a geographic information system (GIs). Last September the USGS and National Academy of Science held a 5-day GIs symposium on integrating technology and geoscience applications (USGS, 1988). It was followed in October by GEOTECH '88 (Peters and Krajewski 1989) which had a session exclusively for GIs applications in the Geo-Sciences. Editorials in Geobyte (Leonard, 1986, 1988) suggested that geographic information systems will be the next major computer programs to be adopted by the mineral industries. As far- back is 1985, the Computer Oriented Geological Society (COGS) printed An Introduction to GIs in their newsletter (Katz, 1985). About 20 years ago, a revolutionary idea occurred in the world of business data processing. It was the idea that all related data be stored in a standard format, in a single place and that all related computer application programs would use the same data.

Increased clearance was required in two railroad tunnels that were built about the time of the Civil War. Clearance infringements, whether they be excavation tights or caused by ice accumulation, reduce tunnel serviceability. Achieving increased clearance often means disturbing the ground and old ground support structures. Access and transportation needs dictate how and when the work can be carried out, and strongly influence the design approach and the methods used by the contractor to execute the work. This paper explores the pertinent considerations of the owner, the designer, the field inspection team, and the contractor in bringing this project to a successful conclusion.

INTRODUCTION Boliden Mineral AB currently mines sulfide ores in 18 mines and processes them in eight concentrators. Most ores are typically complex. Gold consti¬tutes a considerable part of the value of the ore reserves. The value of total production in 1984, distributed by different metals is shown in the pie chart below. Traditionally, gold has been recovered as a byproduct, or coproduct, along with silver in floated copper and lead concen¬trates. Gold-price trends over the past decade have prompted comprehensive efforts by Boliden to increase the recovery of gold in concentration processes. Gravimetric recovery of gold in the grinding circuit is one method that has led to quick results. This method supplements tradi¬tional recovery processes based on flotation. The development of a feasible circuit, and the results obtained by its application in the central concentrator at Boliden, in the northern Swedish province of Västerbotten, are reported below. GOLD MINERALOGY IN BOLIDEN ORES The gold content in Boliden Mineral's ores is primarily in the form of alloys with the elements silver and mercury. A minor quantity appears in an unalloyed form.

The correct procedures are particularly critical at the sample preparation stage where decisions concerning pulverizing equipment, sample size, contamination and dissolution will impact on the final results independent of the instrumental method of analysis. Several experiments were designed to quantify the impact of these approaches.

Case histories are reported for several soft ground shafts ranging from 6' to 40' in diameter and 50' to 230' in overburden depth for which ground freezing was employed to provide temporary ground support and groundwater control during shaft sinking through the overburden. Cases reported emphasize dealing with difficult site and ground conditions such as working within existing buildings, through very soft, running and bouldery soils, in the presence of substantial lateral groundwater flows, and into salt dome deposits requiring special considerations. Construction procedures, schedule, and relative costs are discussed for each case.

This research came about because of the recognized need for a safe, easy way to line small-diameter bored raises (less than 150 cm). Currently, an operator must go down the raise and apply the concrete lining manually, using the shotcrete method of application. With an automated system, there would be no man positioned in the bore itself. All control functions could be commanded from a central location. Shotcreting in the confined space of a small-diameter bored raise presents problems that can be overcome by the application of shotcrete using a remote system.

The percentage of exploration dollars flowing out of the industrialized countries continues at an all-time high, and this shift in risk money is justified (Samuels, 1990; Bosson, 1977). Clearly, the odds of discovery are greatly enhanced if exploration is pursued in an untrampled and geologically more prospective environment. Unfortunately, such major unexplored areas of the developed world are shrinking rapidly, not just because the lands have already been tested, but primarily because they have been withdrawn from exploration. Experience, however, has shown that foreign investment is not without risks. These include problems that result from working in isolated areas, a lack of infrastructure, untrained workers and an absence of a solid geological data base. While the likelihood of once-feared expropriation is now low, mining enterprises still must take precautions to gain the support of their constituencies, including a variety of governments (local, provincial and central), workers, environmentalists, cultural organizations and local landowners. Is foreign exploration worth the risk? In most cases, Yes! But maintaining tenure and long-term success in a less developed country is only likely with good planning and the use of appropriate safeguards. These include measures such as buying country-risk insurance, building multinational relationships, forming joint investments, developing a broad customer base and seeking local investors in the company (Cobbe, 1979). The primary theme of this lecture is: How a company handles its constituency is critical to long-term tenure in a foreign country. Ideally, a multinational mining company would be so effective in dealing with the local people and managing its relationship with the host government that it would become a preferred employer, preferred over its competitors and over local companies. Historical overview Our earliest ancestors lived in Africa three to four million years ago. The Paleolithic or Old Stone Age, about 500,000 years ago, marked the beginning of mining in its earliest form (Gregory, 1980; Wolf, 1984). Various types of rocks and stones were used for tools and weapons, with flint being the preferred resource for implements. Initially, these materials were collected as stones (eoliths) lying on the surface. Then they came from excavations of flint in limestone beds that were exposed in river banks or naturally occurring excavations. Later, more formal mining developed. No doubt tribes of the Old Stone Age experienced conflict over rights to eoliths, food and land. The question of who owns the land and has rights to its contents and what is fair value for extraction is still the subject of intense debate and, occasionally, open conflict. As time passed, the search for useful minerals required migration from one area to another. Later, voyages from Europe to the New World and travels to other remote regions were funded and supported by absentee investors, kings and such (Rogers, 1976). The primary objective of such funding was to obtain gold, silver, food stuffs and other commodities that could be collected from the new countries. This is still the objective of foreign investment.

Faced with decreasing production from the gold heap leach operation, Robinson implemented a drilling and blasting program on the leach pads in 1993. This program offset some of the negative effects of low ore permeability and short circuiting of leach solution that resulted in lower than optimum recoveries. The drilling and blasting program created new solution flow paths and increased gold recovery. Production and pulp assays at depth intervals, prior to and following drilling and blasting, reveal the degree of short circuiting and benefits of the program.

Today most belt conveyors used for the transportation of bulk solid materials are driven in a centralized way with all drives in one location. The dynamics of these systems has been studied since the early seventies of the previous century and are well understood. Compared to the more conventional belt conveyor system with a centralized drive station positioned at the head and/or tail of the system, a decentralized driven layout with drive stations distributed along the whole length of the belt offers a number of advantages. However, to make a decentralized driven configuration a good alternative to a centralized driven, the system designer will have to balance these benefits with the increased complexity. The full potential of a decentralized driven system can only be realized if the right balance is found between the locally applied drive force and the motion resistances occurring along the system. From previous research it was found that in a multiple driven belt conveyor system the most dominant belt behavior occurs in the belt section between the tensioning device and the first drive station. In this paper different possibilities are analyzed to improve this dominant belt response and optimize the starting behavior. This can be accomplished by changing the predescribed start up profile, starting the drive stations in sequence rather then all at the same time and altering the locations of the drive stations.

The gold-silver deposits of the northern Primorye region are located in the eastern part of the East Sikhote-Alin volcanic belt, where the belt overlaps the Kema island-arc terrain of the Aptian-Albian age. There have been four deposits and numerous mineralization points found in the NE-trending Kema metallogenic belt that is about 1000 km long and 100 km wide. The known mineralization is of epithermal type, controlled by faults, and concentrated in quartz, quartz-fluorite-adularia, and, less commonly, sulfide-quartz vein systems hosted by the Upper Cretaceous-Lower Tertiary volcanic rocks. The vein systems extend for hundreds meters along strike, varying from tens centimeters to 50-60 meters in width. They are surrounded by wide zones of low-temperature hydrothermal alteration containing some gold-silver mineralization for which the commercial value was not studied during the early exploration. The ore bodies contain from 1 to 50-80 ppm of Au and from 1 to 1000 ppm of Ag. Gold is native, associated with quartz, and represented by particles from tens of microns to 1 mm in size. Silver occurs in native form as a constituent of argentite, pyrargyrite, stephanite, and other sulfosalts. The test work carried out for three vein systems 20 years ago showed that gold might be easily and almost completely recovered from the ore by cyanide treatment. The paper describes the geology and mineralogy of the deposits, Salut and Primorskoye, that are the most studied properties of the Kema belt. It also presents the data available on disseminated gold-silver mineralization in stockworks, altered explosive breccias, and wide zones of low-temperature hydrothermal alteration. This mineralization should be explored for possible exploitation as large open-pit, heap-leach deposits.

Technological innovation in the minerals industry must be driven by the need to improve performance according to social, as well as environmental, safety, efficiency and production criteria. This paper outlines the possibilities and rationale for incorporating constructive technology assessment into technology research and development within the CSIRO Minerals Down Under National Research Flagship (MDU). The paper develops a process of Social License in Design that attempts to address the future social challenges and opportunities of a technology during development by utilising forecasting techniques and accounting for the perspectives and values of decision makers and likely stakeholders. Interviews with senior technologists and social scientists within MDU reveal the institutional context into which the Social License in Design process is to be situated and highlight key factors that may inhibit or enhance its uptake.

"INTRODUCTION In recent years, the development of tunnel boring machines has revolutionized the tunneling industry. The general structure of a tunnel boring machine (TBM) can be described as a multi-component system. To achieve high performance rates, machine elements have to perform reliably. Performance losses and interruptions of the construction process should be prevented or at least, reduced to a minimum. In order to achieve high advancing rates, cutting tools must be in good condition at any time. Furthermore, failure of individual tools might result in increased and faster wear of remaining structural components. For this reason, maintaining and replacing cutting tools is crucial to prevent project delays due to insufficient boring performance. Precise prognoses concerning the prevailing geology are infeasible and thus, efficient scheduling of maintenance actions is challenging. The intention of this work is to analyze different approaches of TBM maintenance in soft ground. Different strategies are analyzed by the use of a simulation approach. Cutting tool condition is regarded as performance limiting factor. The maximum operation time of the cutting tools is determined using the “Soil Abrasivity Index”. A case study serves to show the effects of different maintenance strategies on total project duration. SCHEDULING OF MAINTENANCE ACTIONS Scheduling maintenance actions of single and multi-component systems concerns numerous fields of industrial production. Concentrating on mechanized tunneling in soft ground, cutting tool maintenance represents the most common reason for intermission of advance (Köppl 2014). In literature, time-based and condition-based maintaining techniques are widely discussed. The following section outlines the principles of time- and condition-based policies. Furthermore, examples for their applications in recent research are given. Time-Based Maintenance In general, the time-based maintenance approach assumes that the failure behavior of the system components is predictable. Maintenance actions are scheduled according to predefined intervals (e.g., hours, days, weeks). A detailed analysis of preventive repair times or interval forms the basis for maintenance decisions. For this approach, an adequate quantity and quality of data is fundamental. Numerous studies deal with the analysis of time-based maintenance for production equipment. In fields of mechanized tunneling, unplanned machine downtimes restrict the applicability of time-based maintenance approaches. Thus, this paper mainly focuses on condition-based maintenance."

Groundwater Monitoring is typically required by regulatory agencies at potentially hazardous landfills or surface impoundments. Agencies have often required an arbitrary number of wells with limited evaluation of the effectiveness of the network to detect a leak. A Monitoring Efficiency Model (MEMO) has been developed to improve the design and cost effectiveness of monitoring well networks. MEMO 15 an analytical model that simulates the migration of hypothetical contaminant plumes from a site and quantifies the efficiency of alternative well network designs in detecting the plumes. The computed monitoring efficiency provides a quantitative measure of the well network adequacy based on hydrogeologic considerations. The model was recently used to design the groundwater monitoring well network for a heap leach pad at the proposed Beartrack Project.
