El Teniente Mine expansion plans are currently under development and construction stages through an integrated project strategy that will allow the continuity of future mining. The deepest sector corresponds to Andes Norte Project that faced rockburst risks during tunneling in a completely different manner, implementing different actions for the mitigation of seismic hazard and seismic risk management, based on the following main aspects: rock mass preconditioning techniques such as destress blasting and hydraulic fracturing, improvement of rock support design with the inclusion of elements with higher energy dissipation capacities, use of mechanized equipment for the most critical activities in addition to re-entry protocols and improvements in geological, geomechanical and seismic data collection procedures to reduce the uncertainty of rock mass behavior. The current seismic risk management strategy integrates all of these elements and is the basis of construction methodologies in use, supporting the technical feasibility of tunneling in high-stress environments.

A methodology for apportioning ambient PM-10 (particulate matter) concentrations to sources is described and applied to PM-10 concentrations in the vicinity of a large gold mining operation. With this methodology, samples representative of particulate sources such as desert overburden, diesel equipment, milling operations, road surfaces, and others are collected and analyzed to derive chemical source profiles. Ambient 6-hour PM-10 samples collected downwind from the mine are analyzed and used with the Chemical Mass Balance model to apportion ambient PM-10 among the various sources. In an example application, primary contributing source types are found to be desert overburden and diesel equipment. Relative contributions vary according to time of day, with diesel equipment frequently being the dominant contributor during nighttime periods.

Energy-producing states see severance taxes as attractive sources of increased revenues for otherwise tight budgets. Consumers in energy-poor states, however, protest that current rates are excessive and have moved to obtain a reduction. The US Supreme Court heard two cases questioning such taxes during its 1981 term, and Congress, in each of its last two sessions, has seriously considered measures placing a ceiling on severance tax rates. Although discussions usually focus on coal severance taxes levied by Montana and Wyoming, ramifications of changes in national policy are much larger, potentially affecting mineral taxes in all states. Severance taxes yield substantial revenues in some states, as illustrated in the accompanying table. In fiscal 1980, Texas collected more than $1.5 billion from such taxes, while Louisiana, Alaska, and Oklahoma collected $525 million, $507 million, and $436 million, respectively. Oil and natural gas production were the major items taxed. While the table shows only the 10 states with the largest severance tax collections, a total of 17 states had severance tax receipts exceeding $10 million in 1980. The enormous increases in severance tax revenue between 1970 and 1980 can be seen from the table by comparing columns A and B. For the 10 states shown, revenues increased from $650 million to $3.8 billion during that period, due to a combination of higher prices, increased production, and new or increased taxes. In most states, increases in prices and production were more evident than higher tax rates. Although the revenue increase is impressive, it understates the extent of changes occurring during the past decade. Since tax collections are shown for fiscal 1980, the full impact of the decontrol of domestic oil prices is not evident. Also, taxes on natural gas reflect controlled prices. When full de-control of natural gas occurs, significantly higher revenues can be expected in gas-producing states, even if tax rates, production, and world prices remain constant. These increases in severance tax revenues, coupled with further increases expected to accompany natural gas decontrol, have produced fears that a substantial transfer of income is taking place from residents of energy-poor states to those living in energy-rich areas. Others worry that increased severance tax revenues will be used to substitute for a substantial portion of state taxes that would have otherwise been collected from firms and individuals. The resulting improvements in tax climate, it is thought, may encourage firms and workers to migrate to energy-producing states. While these issues are often portrayed as pitting energy have-nots against the haves, such is not entirely the case. Much of the original impetus for limits on coal taxes came from Texas residents, the state collecting the most severance tax revenue. One way of gaining perspective on these concerns is by examining severance taxes per capita and as a percent of state tax collections (see columns C and D in the table). When this is done, Alaska, where 1980 taxes on oil and gas production totaled more than $1300 per capita (and 35% of all state tax collections), stands out as a special case. There, the state was able to eliminate some individual taxes, place revenues in a permanent trust fund, and consider offering a rebate of some previous income

As part of an ongoing programme on behaviour of heavy minerals In streams, the dispersion of Au as free gold (Day and Fletcher, 1987), Sn in cassiterite (Fletcher et al, 1987) and W in scheelite (Saxby and Fletcher, 1987) have been investigated downstream of mineralization. The studies of Au and W were undertaken, in British Columbia and the Yukon Territory, respectively, in streams that are strongly influenced by spring snowmelt floods. Sn was investigated under tropical rainforest conditions in Peninnsular Malaysia.

This report briefly reviews the measurements and interpretation of adhesion forces measured between microscopic probes and substrates having micro- and nanoscaled roughness characteristics that were recently conducted at Michigan Tech using atomic force microscopy. The laboratory study concentrated on both rigid and deformable materials, with the probes larger than the size of roughness features of interacting surfaces. For such systems, a detailed surface characterization in terms of roughness parameters, asperity size and shape, and spacing between asperities, as well as analysis of deformation of materials is required. Analysis of the experimental data can be done with theoretical models, which are suitable for rough surfaces and therefore allows to normalize the measured forces. Alternatively, loading of the probe during adhesion force measurements can be managed properly to control deformations of the nano-scaled surface irregularities. Controlling the deformation reduces and even eliminates the effects of nano-roughness on the probesubstrate contact area, promoting conditions described by the contact mechanics models for the sphere-smooth substrate system.

The mining industry is very capital intensive. Competition for shareholder investment has never been greater. Among our challenges is the need to meet shareholder expectations (return on investment), and one area of focus lies in our ability to deliver value on our capital investments. Our ability to meet project expectations affects not only the economics associated with the immediate project but also directly influences our ability to finance future projects. Moreover, our ability as individual companies to attract investor capital is influenced by how we have done overall as an industry, and our industry track record has not been that stellar. With safety, scope, cost, schedule, and quality as guiding principles, our project managers today must address high expectations on every project. There is the fascination of watching a figment of the imagination emerge through the aid of science to a plan on paper. Then it moves to realization in stone or metal or energy. Then it brings jobs and homes to men. Then it elevates the standards of living and adds to the comforts of life. That is the engineer's high privilege.

Adequate understanding of the subsurface conditions along the alignment of a planned tunnel is key for managing project risk. For achieving this understanding, geotechnical borings are conducted during design. Where their spacing cannot reduce the risk of encountering differing site conditions (DSC) in-between borings to an acceptable level, supplemental exploration methodologies or data evaluation approaches may be required to bridge the data gap. This paper compares the exploration design approaches of recent tunnel boring machine (TBM) and microtunnel boring machine (MTBM) projects in the quaternary deposits along the Eastern Seaboard, the glacial geology of the Pacific Northwest, the sedimentary rocks of the South, and metamorphic rocks in western Germany, describing their respective effectiveness of managing DSC risk.

An interceptor sewer, 2103 linear meters (6900 Ft), 1.52 meter (5 ft) in nominal diameter, is installed by a direct pipe jacking system utilizing a remotely controlled fully automatic slurry shield machine called "Unclemole". The system involves placement of custom designed fiberglass pipe with Unclemole. The sewer alignment is along a heavily travelled thoroughfare in Staten Island, New York with invert varying from 20 meters (65 ft) to 28 meters (92 ft) beneath the road surface, and passes through soils of Glacial and Cretaceous origin. Dewatering was carried out at the jacking and receiving pits. Details of ground conditions, the pipe jacking system and method, and tunneling experiences are herein described.

On behalf of my agency, the Mine Safety and Health Administration, I would like to add my appreciation that all of you could be here today. Previous dust symposia over the years have proved the value of close cooperation among universities, government agencies, and professional societies in advancing knowledge of dust research and development in the interest of miners and the industry. I'll just comment briefly on MSHA's part of the overall effort by all parties to control miners' exposure to respirable coal dust and other airborne dusts. As you know, our agency's congressional mandate is to do what is necessary to assure that miners will have safe and healthful workplaces. In the area of coal mine health, this has meant joining with the mining community in a continuous campaign to keep respirable dust and quartz levels below applicable standards to prevent or reduce disabling coal workers' pneumoconiosis and silicosis arising from excessive exposure to respirable quartz. Currently, our agency is processing about 120,000 coal dust samples taken by MSHA and company people during the year and about 8,000 samples taken from metal and nonmetal mining operations. Our dust program, like other MSHA programs, has benefited from increased computerization of records. The attack on CWP has had the highest priority of government and industry. The goal has been to sharply reduce social costs of suffering victims and their families as well as the associated future payments under the black lung benefits program. During the 1989 fiscal year, about 104,000 former miners received about one and a half billion dollars in benefits. Since the program began, nearly 25 billion dollars have been paid out. Much progress has been made in lowering dust levels in coal mines since the standard of two milligrams per meter of air was established in 1972. Before that time, there was a 4-to-10-percent probability of a miner developing coal workers' pneumoconiosis at typical pre-1972 exposure levels. However, under the maximum respirable dust levels allowed today, this probability has been reduced to about 1 percent. Since average dust levels are lower today, we can expect fewer miners to develop CWP in the future. Out goal continues to be elimination of both coal workers' pneumoconiosis and silicosis in both coal and nonmetal mining. In 1985, MSHA revised its coal mine quartz policy to allow mine operators to submit dust samples used in setting the quartz standard. Previously, only single MSHA samples were used. Even though less than half of the mine operators have taken advantage of this change, it has provided a larger population of samples for analysis then before. Also the policy allows operations that are on a reduced quartz standard to have the standard reviewed every six months. In underground coal mining, the job of roof bolter typically has higher than normal exposures to quartz. About 45 percent of respirable dust samples from roof bolting operations contain more than 5 percent quartz and therefore are put on a reduced quartz standard. One objective of the policy revision was to improve miners' health by follow-up monitoring, and this is being done with roof bolting jobs. MSHA studies of surface coal mining operations have provided data showing that bulldozer operators and highwall rotary drill operators often have high exposure to quartz dust, and our agency is directing enforcement efforts to reducing this hazard. A combined theoretical and laboratory test program is described with the purpose of providing a useful model of the multiple radial fracturing process. A non-quantitative conceptual model is developed as the basis for detailed mathematical modeling and test planning. The model includes borehole pressurization, flaw rupture, and gas- driven fracture propagation phases. The laboratory tests are carried out in blocks of scaled rock simulant loaded to a true three-dimension stress state and with miniature propellant/explosive charges in a wellbore as the fracturing energy source. The conceptual model, fracture initiation modeling, and laboratory test setup have been completed and are described. The remaining work is ongoing

Stability analyses were performed on the La Libertad, Nicaragua existing tailings embankment in order to determine the conditions for the minimum buttressing required for stability of the dam as a short term measure. Two critical sections, shown in Figure 1, were investigated under static, drained and undrained conditions for existing and modified geometries. The existing geometries reflect the "as built" topography of the dam, and the modified geometries reflect the implementation of a toe berm to buttress the slope. For these geometries drained and undrained conditions as well as different elevations of the toe berm were evaluated against a factor of safety.

The Nucoalyzer (On-Line Nuclear Analyzer) is a new method recently made comercially available for monitoring the elemental composition of a process stream. Applications for the Nucoalyzer include grading ore on a conveyor belt before or after it has gone through primary crushing, monitoring the slurry being transported in a pipe to the concentrator, and monitoring the stream of concentrate or the tailings from the concentrator. The Nucoalyzer may also be used at the smelter to monitor elements in the feed that include copper, sulfur, iron and silicon where a uniform feed is desired. The advantage of the Nucoalyzer over most other techniques are (a) it performs the measurement directly on the process with no sampling necessary, (b) the analysis can be performed on streams of particulate and slurries, and (c) the system does not have to make contact with the material it measures. These Nucoalyzers are operating at coal fired power plants and several more are about to be placed in service. This paper discusses the principles of operation of the Nucoalyzer, our experience in the field, application of minicomputers to data reduction, and potential applications in the ferrous and non-ferrous industries.

Geologists at the Illinois State Geological Survey are evaluating geologic and land use conditions that affect the minability of coal to determine how much coal is available for development using current technology and mining practices. Coal resources are being evaluated for selected 7.5-minute quadrangle study areas. In a central Illinois study area, more than 25% of the deep-minable resources were limited from development by unstable roof conditions resulting from thick unconsolidated sediments overlying thin bedrock overburden. In some southern and southeastern Illinois study areas, geologic conditions associated with a paleo-channel limit the minability of significant resources of low-to medium-sulfur coal. Some features which were thought to limit mining, such as areas of closely-spaced oil wells, have been found to have minimal impact on the amount of coal recovered.

WHAT IS AI? It's very hard to say. Most researchers and practitioners disagree with nearly any attempted definition, but most would agree that A1 does deal with the development of computer-related methods o f problem-solving. Artificial intelligence is a discipline which seeks to emulate human anatomy and/or thought processes by applying computer science, electronics, and mechanical engineering to the development of natural language processing, machine vision, robotics, and knowledge-based expert systems. Integration of these four fields will someday produce the robots of today's science fiction. A1 addresses problems of structuring large amounts of knowledge and representing relationships with rules and semantic frameworks rather than with mathematical equations. A1 is convergent rather than divergent - - conventional conputer applications use relatively small quantities of input to generate large output, but A1 generally reduces large amounts of information to establish a few major conclusions. The development of A1 has prompted greatly increased efforts on the part of scientists and engineers to understand just how humans think, organize information, approach problem-solving, and form conclusions. Some of the more exciting and possibly far-reaching advances in A1 are coming in this more-or-less soft-science area. Thirty years of A1 research (dating from a 1956 conference at Dartmouth College at which the term A1 was coined) has already spawned many widespread, almost ordinary, products: window graphics, hand-held controllers (mouse). function menus, etc., all in an attempt to make computers and people more compatible. WHAT IS AN ES? A1 can be used to develop EXPERT SYSTEMS, which are computer programs or systems which contain knowledge and rules by which problems can be solved. or at least by which possible solutions can be suggested for very complex problems. A1 can be used to better define problems so that solutions can be found. An ES is designed not to process numbers, but to process information according to rules and logic derived from actual practice and experience. WHY AI? WHY ES? Companies are increasingly aware of the value of accumulated knowledge and experience in designing, building, operating, and maintaining the increasingly complex or expensive physical plants in any business. As knowledge branches out and becomes more specialized, the accumulated learning of a veteran operator or manager or engineer becomes a scarce resource well worth preserving. EXPERT SYSTEMS offer a means of doing that, reinforcing, not replacing, human capabilities.

"In 2017, one of the international authorities on coal bursts, Dr. Chris Mark, published a paper entitled “Coal Bursts that Occur during Development: A Rock Mechanics Enigma,” in which several relevant technical issues were identified, the most pertinent being:i.whilst development coal bursts are commonly associated with geological faults, understanding which specific faults result in burst-prone development mining conditions and why, remains undefined.ii.conventional wisdom in relation to strong roof and floor geology of the coal seam might be limiting, based on certain burst examples in Colorado.iii. development coal bursts can occur without the local ground stresses being substantially elevated from their in situ levels.This paper outlines what is considered to be a credible, first-principles, mechanistic explanation for these three current development coal burst conundrums by reference to early published coal testing work examining the significance of a lack of “constraint” to coal stability and an understanding of how very specific structural geology and other geological features can logically cause this to occur in situ, albeit on a statistically very rare basis. This basic model is examined by reference to published information pertaining to the development coal-burst that occurred at the Austar Coal Mine in New South Wales, Australia, in 2014 and from the Sunnyside District in Utah, USA.The “cause and effect” model for development coal bursts presented also offers a meaningful explanation for the statistical improbability for what are nonetheless potentially highly-destructive events, being able to explain the statistical rarity being just as important to the credibility of the model as explaining the local conditions associated with burst events.The model could also form the basis for a robust, risk-based approach utilising a “hierarchy of controls” to the operational management of the development coal burst threat. Specifically, these include the use of pre-mining predictions for likely burst-prone and non-burst-prone areas, the use of the mine layout to avoid or at least minimise mining within burst-prone areas if appropriate, and finally the development of an operational Trigger Action Response Plan that reduces the likelihood of inadvertent roadway development into a burst-prone area without suitable safety controls already being in place."

Considerable interest has been shown recently in organically modified silicates (ormosils) because of the wide range of possible applications for these interesting organic-inorganic hybrids. These applications include the use of the hybrids as modifiers of a range of host polymer proper- ties. The ormosils can be synthesised by the conventional hydrolytic sol-gel process, as well as by the non-hydrolytic sol-gel route. To date, however, there are relatively few reports of the synthesis of sub-micron size ormosil particles of well-defined spherical morphology. Here, we report work to date on synthesis of such nanoparticles and also introduce our own work in the area.

This paper summarizes recent developments in computer modelling and estimation technology. Significant improvements in computational and modelling efficiencies have advanced technical computing to the stage where, for the first time, it can be realistically applied to short-term mine planning and production control. Real-time interactive grade estimation of complex shapes, volumes and grade distributions, based on immediate turn-around of production sample grades, is now possible. An added benefit is the ability to produce complete geostatistical estimates which include confidence limits. These can be incorporated into the decision making and risk assessment processes of production control. Why the need for new technology? What is wrong with the conventional methods which have sufficed for the last thirty years? The response is manyfold. They suffer from inefficient computational processes and conflicts with geostatistical theory. They are responsible for constricting the flow of information between the disciplines involved in the mine production process. Finally, it is illogical to approximate irregular geological and mining volumes with orthogonal sets of rectangular blocks. Geological materials do not occur in block formation; and mining methods which excavate rectangular blocks have yet to be developed. Other computer based technologies have evolved out of the dark ages of rectangular approximations and have successfully dealt with irregular three-dimensional geometries. It is time for computing in the mining industry to follow this example and take full advantage of available technology. To provide the necessary background, consider the basic requirements for successful implementation of technical computing within the mine production process.
