The impact of environmental regulations on the quality of tunnel groundwater discharges is examined in this paper. Tunnel contractors usually depend on specialty contractors or outside consultants to deal with this issue without carefully examining their activities to minimize the production of contaminants. This approach may not be adequate given increasingly more restrictive environmental requirements. This paper surveys the general practice of the tunneling industry and attempts to identify sources of contaminants which may affect the total suspended solids, oil and grease content, and pH of the discharges. Strategies for treating the discharges are included. Field data and observations from several tunneling projects are also presented.

A numerical method known as the discrete element method (DEM) is used to track the motion of individual balls in large-diameter ball mills. As a result, the en masse motion of the charge, force distribution, fall-height distribution, and energy distribution emerges from the simulation. Hence, it is possible to investigate the effect of mill diameter, liner profile and ball size distribution on the force regime created within the mill. Simulation results for 14-, 16- and 18-ft diameter mills are shown. The proportion of energy lost in high-intensity impacts and sliding ball motion is discussed. The DEM simulation technique opens the way for a closer examination of liner profiles on ball-charge motion.

A methodology for developing and utilizing risk-based action levels for soils in site closures is discussed. The methodology is based on standard exposure pathway models which are consistent with current regulatory guidance on conducting risk assessment. A simple approach to evaluating the potential for contamination ground water from the projected criteria based on the Toxicity Characteristic Leachate Procedure (TCLP) is also presented.

This paper examines methods for limiting occupational silica exposures for roof bolting personnel in underground coal mining. A canopy air curtain and an air tube were evaluated as means to provide filtered air over the breathing zone of these personnel. Laboratory testing showed that dust reductions beneath the air curtain and air tube approached 60 percent and 40 percent, respectively, with low interference air velocities. The data also showed that dust reductions were highest for positions closest to the device and that these levels decreased with distance. This paper also evaluates a metal rake, a flexible insert, and a rigid insert for cleaning the roof bolter dust collector box. Less dust was produced when using the rigid insert. Surprisingly, the flexible insert was sometimes no better than scraping or raking the dust onto the mine floor. However, little dust got on the coveralls when using either of the inserts.

Demand for titanium minerals and pigments was nearly unchanged in 1996 compared with 1995. However, through mine expansions and process optimization by the TiO, pigment industry, the available supply of titanium minerals and pigments increased moderately. At the end of 1996, exploration, development and expansion programs were ongoing in the mining sector. But expansion projects in the pigment sector were delayed pending increased demand.

Microsilica or silica fume is a waste material generated from silicon or silicon-containing alloys producing electric furnaces. One of its usage is as an additive in the concrete production. This investigation describes a process to use microsilica as a feed material to produce fine silicon carbide. A thermal plasma reactor is used to convert this waste material into a value added ceramic. Details of the theoretical considerations, experimental work, and characterization are presented in this work

The concentration of mineral slurries by conventional thickening devices is discussed. The role of additives on the compression of mineral slurries is also examined. Results for a range of flocculation conditions are presented. The compression of flocculated mineral slurries is found to be highly dependent on the fundamental particle-particle interaction forces and hence, the rheology of the particulate fluid. It is demonstrated that a detailed knowledge of the properties of both the mode of operation of the thickening device and of the solid/liquid interface is required for improvement in the rate and in particular, the extent of dewatering.

Risk assessment is a primary factor in the decision to mine some near surface orebodies, such as limestone, by either surface or underground methods. Identification and quantification of risks demonstrate that environmental concerns are greater for surface operations than underground, and may include such factors as runoff, spoil piles, aesthetics, dust, and large site reclamation. Risk assessment also includes local public feeling towards surface and underground operations while considering the balance between environmental impacts and the economic effects of mining on the local community. A complete understanding of the risks involved permits a comprehensive and accurate comparison between the two mining alternatives.

On July 20, 1990, a Spontaneous Combustion Control Plan was approved by MSHA for Jim Walter Resources, Inc. No. 5 Mine. The mine operated under the plan for twenty-nine shifts before MSHA revoked the plan. A total of fifty-five seals were constructed during the process of implementing the plan. The major difficulty in applying the control concept resulted from problems controlling leakage at the numerous seals. The number of seals was a direct consequence of attempting to merge the traditional bleeder system, used in all the Blue Creek Mines, with the bleederless system Jim Walter Resources proposed as a means of controlling the spontaneous combustion hazard. This paper discusses Jim Walter Resources experience with spontaneous combustion control and the new safety standard which applies to underground coal mines that demonstrate a history of spontaneous combustion and how this standard would apply to our No. 5 Mine. The new Ventilation Standards were published in the Federal Register on May 15, 1992, and scheduled to go into effect August 16, 1992.

Equipment capacities of a sample of Illinois surface coal mines representing about 60% of surface production in the state were studied. Available equipment capacity was compared with the required capacity, as indicated by coal production and stripping ratios reported. Most mines sampled showed surplus equipment capacity, which if avoided, would result in substantial cost savings. The surplus capacity results mostly from market fluctuations that result in underutilization of equipment. Study findings underline the importance of market assessment at the time of mine planning and of communication between marketing and engineering arms of a coal firm.

INTRODUCTION It is a generally recognized obligation of owners and operators of underground mines in the United States to protect the health of miners against the potential carcinogenic effect of airborne alphaemitting radionuclides, in particular the shortlived radioactive daughter-products of 222Rn. In meeting this obligation, a number of strategies are available, and it is largely up to the operator to decide what combination of methods he will use. Because the officially accepted theory of the mechanism by which radon and its short-lived progeny cause cancer of the respiratory system, the objective in controlling this health hazard is to limit as far as possible the inhalation of the three daughter products, 218Po, 214Pb, and 214Bi. (214Po, the fourth nuclide in the chain, is so short-lived that its alpha-decay occurs almost instantaneously after the beta-decay of its parent, 214Bi.) The reasoning in this theory leads to the conclusion that the alphadecay of radon itself causes essentially negligible physiological damage, and that the amount of daughter product activity attributable to decay of radon within the respiratory system is also very small. As every ventilation engineer in this business knows, however, focusing remedial actions exclusively on the daughter products themselves is choosing the hard way, and will probably never lead to effective control of this health hazard in underground mining activities. The reason for this troublesome fact can be seen in Figure 1. Let us say that we have air containing 222Rn and its short-lived daughters in near-equilibrium, a not-uncommon condition in the air of a poorly ventilated underground mine, and that we wish to purify it by removing only the toxic daughter products. If we have been very thorough in our purification efforts, we might expect to achieve a 99% reduction of the Working Level (WL) measurement. Figure 2 allows us to examine closely the early regrowth of WL's in this freshly cleaned air. Within the first five minutes, for instance, the WL's are back to 10% of their full equilibrium value, and ten minutes later the level has more than doubled and is on its way to an almost complete defeat of the clean-up effort by the end of the next hour. It is quite clear from this simple illustration that no matter how effective an air-cleaning system may be if it is directed only at the selective removal of the toxic trio, 218Po, 214Pb and 214Bi, its beneficial effect will be quite temporary. A truly effective attack on the problem must always include methods aimed at the control of the unruly parent, radon. Then, even if its progeny have an inalienable "right to life", their brief lives will not be spent in the miners' lungs. INTRODUCTION Shinkansen, operating 1,176km between Tokyo and Hakata, transports 340,000 passengers a day. Presently, the 466km Tohoku Shinkansen linking Tokyo and Morioka and the 270km Jyoetsu Shinkansen linking Omiya and Niigata are under construction. It is progressing smoothly and 95% of the civil and architectural construction has already been completed.

The past 15 years has .seen a dramatic increase in the use of computers in the mining industry. Sanford (1) has provided a comprehensive listing of available programs by application within the mining industry as a whole. Figure 1 below illustrates some of the primary uses and computer techniques currently in application in surface coal mines. As shown in Figure 1, computers have been applied to virtually every facet of surface mine development and operation. In particular, many programs presently exist to significantly reduce the time and effort required during the, planning and design phase of a surface mine. Close examination of the approach taken to utilize existing programs, however, reveals that in most instances applications have been implemented piecemeal with the result that users must be fairly sophisticated in their knowledge of computer applications.

Earthquakes, underground impact pressures and rock bursts all produce acoustic emissions. The rate of these emissions can be used to describe rock instability. In this study, it was found that acoustic-emission rates obtained by simulating a twin sample (rock-rock) model could be used to indicate the acoustic-emission-rate characteristics during rock instability. A computer simulation and two case studies support this conclusion.

Numerous researchers worldwide have investigated the prediction of ground movements due to underground coal mining utilizing different analytical, empirical, and numerical models. These studies have primarily focused on the development of prediction methodologies for either flat or gently dipping seams under variable topography, and only a few studies are available that have investigated the prediction of ground movements over inclined seams. Although most inclined coal seams are in China, India, and other countries worldwide, a few inclined coal seams (with a dip of 10 degrees or greater) are also present in the US. Currently, the prediction of ground movements for inclined coal seams using empirical methods utilizes the same methodology for horizontal seams. It consists of dividing the inclined seam into horizontal segments, calculating deformations due to each segment, and superimposing the calculation results. This paper presents a new tool that provides a methodology for modeling subsidence under inclined seam conditions. Examples based on subsidence measurements available in the literature are presented. The goal is to implement this methodology into the Surface Deformation Prediction System (SDPS).

In the precious metal industry, activated carbon is used extensively for the recovery of gold and silver from cyanide solutions, particularly from slimy pulps and unclarified solutions. However, carbon can easily become fouled by inert particles in the pulp, thus decreasing the activity or gold loading of the carbon. This paper attempts to quantify the distribution of fine inert particles in activated carbon. Furthermore, a possible mechanism for the intrusion of fines will be postulated. Precipitated silica and ground silica sand were used to simulate pulp conditions and their loadings on activated carbon were determined by ashing. The kinetics of intrusion of fines into the pores of carbon were relatively fast, and were dependent on the concentration in the pulp. Results indicated that particle size of the solids and zeta potential of the fines influenced the loading of inert species on carbon. Scanning electron microscopy and secondary ion mass spectrometry showed a decrease in solids concentration to the centre of the carbon particle.

There are many different words to describe mine closure, including rehabilitation, reclamation, restoration and decommissioning. Closing mining operations, mainly open pit mines, has required resolution of numerous issues. Mine closure plans involve environmental-protection issues, regulatory issues and community issues. The obvious, and often most expensive of them, is the physical rehabilitation of the disturbances and the elimination of long-term commitments and maintenance. This paper outlines mine closure planning and its important component, mine-site rehabilitation. Community consultation and involvement are also referred to as an important component of the mine-closure plans, which are required to ensure satisfactory mine site rehabilitation. Considerations of socioeconomic impact of mine closure and long-term responsibilities are presented.

Introduction Economic pressures in the international marketplace have spurred advances in almost every facet of flotation. New developments have occurred in flotation chemicals, flotation machines, and in the application of automated process control technology to grinding and flotation. Many of these advances are the results of concerted efforts to apply the knowledge obtained from basic flotation research over the past 15 to 20 years, to develop industrial technology for the more efficient separation of sulfide minerals in real ores. Mining company executives and equipment manufacturers are being called on to make decisions for incorporating some of this technology into present operations. This discussion is limited to two developments now at the stage of being engineered into industrial scale operations. They are control of the electrochemical environment or redox potential of the slurry, and control of bubble size in column flotation. Potential economic impacts are noted. Froth flotation Froth flotation makes use of differences in the surface properties of finely ground minerals to obtain separation. If the mineral surface is water repellent, the mineral particle will stick at the air-water interface of a bubble and float. If a mineral surface is not naturally water repellent, a chemical collector is added to the slurry to make it so. The collector must adsorb on, and make water repellent only the mineral to be recovered, not the gangue minerals. To achieve this degree of selective adsorption, chemical modifiers may have to be added to the slurry. Modifiers include pH regulators, activators, and depressants. Electrochemical control One of the most significant developments in recent years in the area of mineral processing technology is the recognition that collector adsorption of sulfide minerals is an electrochemical process. Consequently, flotation of these minerals depends on the electrochemical or redox potential of the system. INTRODUCTION Observations during construction form an integral part of the design and construction of major underground works. Observations as used herein include visual inspection, detailed geologic mapping, and correlation of geology with support conditions, as well as instrumentation to provide more precise information regarding rock movements and support load. This paper describes the application of an observational program to one of the more difficult design and construction problems underground -- the excavation and support of large chambers at shallow depth in rock of variable quality. Emphasis on underground construction for subways and utilities in urban areas is bringing this problem to increased prominence. It is our intent to focus on the design and construction problems associated with such excavations and to describe observational methods which can be employed to aid in their construction. Observational programs may serve two purposes. One is to monitor the rock and support conditions in order to provide early warning of potential construction problems. Such a program should be routinely used in critical locations on major underground excavations of the type described in this paper. The program should be closely coordinated with the inspection effort and construction control. The other purpose is to provide detailed information regarding the interaction of support conditions and rock displacements to aid in development of more efficient design and construction procedures on later projects.
