This paper presents the results of a large scale trial of polycrystalline diamond picks (PDC) on longwalls with particular reference to dust control. Results from fixed position monitoring showed that PDC picks produced less respirable dust than tungsten carbide Point Attack picks. Dust generation at the longwall face was lower by 39 - 43%. Field trials also indicated that the life of a PDC pick to be at least 1460 tonnes/pick.

Introduction In view of the continuing depletion of natural resources, requirements for energy conservation, plant optimization and hazardous waste management, and environmental consciousness, recycling and secondary recovery of materials are being developed with increasing interest Many secondary recovery processes are being developed that apply mineral processing technology. Gravity separation, magnetic separation and flotation have all emerged as explicit methods for recovering residual values from various process streams and hazardous constituents from waste streams. Recently, a technique for concentrating metallics has been successfully reintroduced. The concept of the alternating magnetic field eddy-current separator was developed over a century ago using rudimentary electromagnets (Patent 400317 issued to Thomas Edison on March 26, 1889). Widespread acceptance was, however, hindered by high costs, marginal results and poor economic incentives for secondary recovery. With the recent increased interest in secondary recovery and the development of high-energy rare earth permanent magnets, the eddy-current separator has now gained prominent acceptance. The separation forces imparted by an eddy current separator are the function of the magnetic field intensity and the alternating frequency of the magnetic field. The evolution of permanent magnets has provided a cost effective alternative for the generation of high-intensity magnetic fields. High-energy rare earth permanent magnets have substantially reduced the capital and operating costs over the electromagnetic circuits employed in antecedent eddy-current separators. Specifically, in recent years, the strength of permanent magnets has increased several fold with neodymium-boron-iron rare earth magnets now providing an energy product of 35 million gauss-oersted. Figure 1 shows the evolution in the strength of permanent magnets. The development of these rare earth magnets has led to the design of circuits possessing a magnetic force an order of magnitude greater than that of conventional permanent magnetic circuits. The eddy-current separator has been successfully applied in several metal sorting and recovery operations. Most common is the sorting of metal from shredded automobile scrap and municipal waste. With the advent of high-frequency, high-intensity magnetic fields, the separator has advanced to the point where it has direct application in the beneficiation of fine sized metals. Relatively fine sized (-1/4 in.) metal bearing slags and spent foundry casting sands as well as precious metal hearing electronic scrap demonstrate excellent metallurgical response to the eddy-current separator, and applications have progressed to finer materials and more selective separations. Theory Electrical currents are induced in all conductors when exposed to an alternating magnetic field. The induced current generates a magnetic field in the conductor that opposes that of the alternating magnetic field. Figure 2, is a schematic illustration of generated eddy currents. In this particular example, the alternating magnetic field is produced by a series of permanent magnets mounted on the circumference of a rotor. The permanent magnets have alternating polarity. As the rotor revolves, an alternating magnetic field is produced, and the rate of revolution determines the frequency of the alternating magnetic field. When a conductor, such as a metallic disc in the illustration, is placed in the alternating magnetic field, a closed loop current flow occurs. The current loop in the conductor produces a magnetic field that is a mirror image of the alternating magnetic field. At any point in time, the induced magnetic field in the conductor directly opposes the alternating magnetic field. This opposition of magnetic fields produces an instantaneous repulsion in the conductor. The conductor is consequently repelled from the rotor. The alternating magnetic field has no effect on nonmetallic materials as they pass through the magnetic field and discharge the rotor in a natural trajectory. [ ]

"Seeing the elephant" was a term often heard from 1849 to 1859, the period of the great California Gold Rush. The phrase was used by those who dreamed of instant wealth that was believed could be found in California's virgin earth and mighty rivers. When news of fabulous gold strikes throughout the Mother Lode reached far away places, thousands of gold seekers left home and family to join in this incredible adventure. The barren, placid state of California soon became one of the most bustling, populous areas in the West. Before the Rush Before 1848, Mexico ruled California. It was then a remote region, isolated from the urbane world of the East by 2900 km (1800 miles) of scorching desert and impassible mountains. By sea, it was 29 000 km (18,000 miles) via Cape Horn. Spaniards and Mexicans settled the coastal lands on tracts donated to them by the Mexican government. The inland area was the domain of Indians and a few settlers who also had been granted estates by the government. Among those settlers was Captain John Sutter. He had been fortunate enough to obtain about 11 leagues of land (spanning 100 km or 60 miles in length) from Governor Alvarado of Mexico. Sutter was somewhat of a visionary and possessed a gifted tongue. He managed to receive most of what he desired with minimal trouble. Enchanted with Sutter's personality, Alvarado promised him Mexican citizenship. Alvarado also commissioned him to become "representative of the government and officer of justice on the Northern frontier." With uncanny foresight, Sutter began building a fortress on his land in the Sacramento Valley. It later became known as Sutter's Fort. It was more than just a fort, however. It also became a stopping place and home for many foreigners and Americans who traveled to California, and it eventually became the mecca for overland pilgrims. Sutter engaged in many projects. These included a cattle ranch, fur trade and trapping, and the construction of an irrigation system. With the influx of immigrants over the years, the community around the fort grew rapidly. Lumber was much in demand and Captain Sutter agreed to supply the necessary capital for a community sawmill. The site chosen was some 72 km (45 miles) northeast of the fort on the south fork of the American River in the town of Coloma. During the course of its construction, Sutter's carpenter, James Marshall, discovered a problem with the tailrace on the mill. First Strike Early in the morning on Jan. 24, 1848, Marshall was checking the tailrace. He noticed an object shining in a foot of water at the bottom of a ditch. He reached down and picked it up. His heart began to thump wildly as he realized he was holding a gold nugget. Sutter planned to keep the find a secret for as long as possible. This paper examines the interaction problems of multiple seam mining by combining underground investigation, laboratory testings, and numerical modeling. One case of multiple seam interaction that occurred recently in West Virginia was carefully studied. Causes for the interaction problems were identified and the corresponding mining recommendations were proposed. The principle of pillar columnization and the effect of a remnant pillar on mining operations in the underlying and over- lying seams were also carefully examined. Considerable attention was given to the effect the pillar size, the pillar width, the coal stiffness, the extraction ratio, the degree of inhomogeneity in the interburden, the overburden thickness, the mechanical properties of the interburden rocks, the strata inclination, the interburden thickness, and the in-situ horizontal stresses have on the pillar load transfer mechanism.

The first application of dynamic pro¬gramming to the problem of grade control and scheduling was by Muge et al (1979) and Ribeiro (1982) who applied it to the simple, two-dimensional case of longitudinal open stoping using two sublevels. In this paper the formulation of the problem is extended to cover the general case applied to a cut-and-fill mining method. The criterion for optimization is the total deviation of the average, grades of mining blocks from the overall average panel grade (or the average grade of a set of mining panels or the mine processing working point). This means to schedule the operation by removing a certain number of mining blocks at a time, subject to the geometric (mining) constraints, and such that the total deviation of average block grades from overall average grade is minimum. The method can be applied to complex orebodies with several ore characteristics and the deviation of each one of these characteristics can be further constrained by specifying maximum values. The method can also be generalised in order to take into account any necessary geometric constraints used to define the mining method. In this paper a case study is presented concerning the mine planning of a complex sulphide orebody located in the South of Portugal. As input for the definition of the mining sequence, a geostatistical numerical model of the orebody was built based on a previous ore typology. The short term planning is used to assess specific mining sequences and the production scheduling is performed on the basis of an objective function (e.g. minimization of grade fluctuation).

At mineral processing plants the accuracy and precision characteristics of assays in mill feed, tailings and concentrate largely determine the reliability of the metallurgical balance. The accuracy of measurements is ensured by selecting effective sampling methods and efficient sample preparation procedures, and by effecting each phase without introducing a systematic error while the precision of measurements is determined by the sampling regime. Sampling systems and components, sampling methods and regimes, and sample preparation procedures will be reviewed. Different techniques to determine variance components for sampling, preparation and analysis, and to detect systematic errors in assays at mineral processing plants, will be discussed.

Higher levels of abstraction, generalization and classification are benefits of an object-oriented approach. Object-oriented programming, design, and expert systems are part of this technology which is shaping the future of real-time supervisory control. Goals of real-time supervisory control systems include: minimizing variations in process operations, improving efficiency, maximizing production, and implementing procedures for starting and stopping the process. Incorporating object-oriented technology in design, development and implementation of real-time supervisory control systems provides new opportunities for these tasks. The lawyer's role in underground construction, certainly for the past 20 years, has been principally that of the advocate in disputes resolution. Disputes in underground construction have been steadily increasing, making the lawyer a more prominent participant in the underground construction process. It is widely believed, however, that this is not a salutory state of affairs. It is our thesis that lawyers ought not be eliminated from the process, but rather that their role should be changed. They should function as prophylactics rather than as swords, i.e., they should be used to prevent or reduce disputes rather than, after the fact, to champion their clients' causes. a. Mr. Rubin is a partner in the New York law firm of Postner & Rubin. He has litigated and arbitrated numerous complex construction disputes. He has also participated in efforts to improve contracting practices on committees of ASCE and the National Academy of Engineering. b. Production of methane is an inevitable consequence of mining coal. Although the number of mines practicing recovery of methane prior to, or during, coal mining is increasing, ventilation air methane (VAM) is still a significant source of methane addition in to atmosphere. Recent studies have shown that there are ways to recover the VAM energy, while simultaneously reducing the methane emission in to atmosphere. This paper discusses a case study, currently underway, to develop a technique to quantify the VAM emission from a mine. It also presents the different VAM utilization techniques and the suitability of one for the mine being studied. Finally, the paper summarizes the research issues that require further investigation.

INTRODUCTION With the discovery and depletion over the years of near surface ore bodies, exploration targets are tending to be at greater depth or overlain by various types of overburden which in some cases extends to considerable depth or is heavily water bearing. Access to these types of deposits for exploration and development often requires vertical shafts. This paper discusses the concept of small shaft engineering and construction, primarily for underground exploration but also for use as a low tonnage production facility or for mine ventilation. The option of a small shaft may be attractive in a number of cases, some of which are: The underground exploration of a deposit at depth where minimal expenditure is desirable until the potential of the deposit has been determined. The exploration shaft in many cases later serves as a ventilation way and second means of egress. Production of ore in a small tonnage/high-grade operation where decline access is impractical. For ventilation where other types of openings are impractical or would delay start-up of mine operations.

The comminution laws The grindability of the ores or minerals is an important factor that could not be deduced from their mineralogical characteristics (Testut, 1958). Many theories have been proposed to determine the amount of work required in a comminution operation as a function of the nature of material, size and shape of the minerals before and after of comminution. The most important laws are proposed by Rittinger, Kick and Bond. According to Rittinger (1867), the work is directly proportional to the new surfaces produced during the comminution. Kick (1885) believes that the work needed to produce similar modification is proportional to the volume or mass of the material. Bond, during his 25 years of experience and research, reached to the conclusion that on the average the energy required for a known comminution is between the Rittinger's and Kick's laws (Bond, 1952). According to Bond's Third Theory, the work input is proportional to the new crack tip length produced during the particle breakage, and equals the work represented by the product minus that represented by the feed. The work input is given by the following equation: [111W = 1 Owi( FP FF(1)] where W is the The energy input to the mill, (kWh/st); F is the Feed size based on 80% passed, (µm); P is the Product size based on 80% passed, (µm); and W; is the Work Index, (kWh/st) Methods to determine the Bond Work Index Various methods have been proposed by Bond to determine the Work Index. There are some problems with the Standard Bond Grindability Test: •Requiring a special mill. •Requiring a relatively large amount of sample. •Being relatively time consuming and tedious. [ ] During the recent years, numerous attempts have been made to install faster and easier methods to determine the Work Index. A complete description of these methods is presented by Yap et al. (1982). Determining the Bond Work Index by a new size ball mill During the recent years, researchers at the University of Tehran determined the Bond Work Index, using the Anaconda simplified methods by its Denver 305- x 127-mm (12 x 5-in.) laboratory wet ball mill. The equation used to calculate the Work Index for the above mill containing 16.12 kg (35.5 lbs) of steel balls is as follow: [1 _ 1-1W;=0.54x [P [)(2)] In addition, an attempt has been made to determine the Bond Work Index similar to standard Bond ball mill procedure but by a different ball mill, smaller and in consequent portable and less laborious than the Bond ball mill. Method description Just as the standard Bond grindability test, this method is a locked-cycle dry grinding and screening process that is carried out until steady state condition is reached. Test equipment The test is conducted in a special ball mill, called the New Size Ball Mill (NSBM). The mill is scaled down with a coefficient of two-thirds from the standard Bond ball mill. This work presents the experience of Cia. Vale do Rio Doce in using Diagnostic Leaching tests to characterize refractory ores and CIP tailings. With the diagnostic leaching results of the highly refractory gold ore from Maria Preta Mine (Brazil), a process flowsheet was defined for a feasibility study of possible process modification on the existing plant. With CIP tailings from its Fazenda Brasileiro and Caué operations the amount of cyanidable gold was determined to aid plant optimization.

Biological processes have recently become more attractive in hydrometallurgy and mineral processing due to their lower operating costs, potential for processing low-quality ores and flexibility. Adhesion of microbes and their metabolic products can modify the particles to render them hydrophobic or hydrophilic. Such modifications of the surface properties are used in flotation and flocculation of minerals. Microbes are also able to dissolve different precious metals from their ores. In this paper, the role of microbes and their metabolic products as surface modifying reagents in extraction processes is discussed. In addition, the ability of certain microbes to adsorb toxic metal ions or to degrade toxic chemicals discharged by industries is examined.

The 1980 Mine Dewatering Act was enacted to protect water rights and to allow mine dewatering to proceed where impairment of a water right might have otherwise created a bar to mine development. In New Mexico, new appropriations for beneficial use are subject to the State Engineer's jurisdiction and are granted only upon a showing of non-impairment. Before 1980, mine dewatering was not considered a beneficial use, nor was it considered waste. The Act brings mine dewatering under the jurisdiction of the State Engineer, makes it subject to the same requirements as an application for appropriation for beneficial use, grants the right to replace the water of users whose rights would be impaired by mine dewatering without a plan of replacement, and extends the right of replacement to non-mining appropriations of water for beneficial use, Application of the Act requires determination of the definition of impairment (the threshold of significant impact on existing water rights), hydrologic evaluations to determine the impact of the proposed dewatering, and preparation and execution of a plan of replacement to avoid impairment of existing rights.

Mining has traditionally been seen as a relatively risky business. Exploration is expensive and the failure rate is high, while start-up costs commonly run to many hundreds of million dollars. To justify the risk and expense, the returns from successful projects must also be high. Accurate estimation of mineral resources and reserves is fundamental to the processes of optimising returns and managing risk in mining developments. Systematic development from initial exploration through a series of development stages enables expenditure and risk to be balanced. As a consequence, large scale modern mine are more akin to manufacturing businesses. This paper examines the life history of a mineral reserve estimate from the perspective of a large mining company against a background of modern estimation and reporting requirements. It will also touch on what constitutes, in the author's opinion, `best' practice in reserve estimation, and how this concept can be spread more widely. In July 1986, the United Mine Workers of America (UMWA) asked Secretary of Labor William Brock to form an advisory committee to advise the Mine Safety and Health Administration (MSHA) on rules and regulations concerning the use of diesel powered equipment in underground coal mines. The request was made under the Mine Health and Safety Acts of 1969 and 1977. The union's principal concern was with the chronic and acute health effects of breathing diesel exhaust. In July 1988, the advisory committee recommended that MSHA promulgate a variety of health and safety regulations. It also concluded that diesel particulate matter should be considered carcinogenic (MSHA, 1988). Now, seven years later, there are nearly twice as many pieces of diesel powered equipment in underground coal mines. MSHA, however, has not promulgated a single regulation to govern the use of this equipment. MSHA must fulfill its public responsibility to protect the health of miners. Regulations that take account of the considerable body of knowledge concerning these health effects must be a top priority of the incoming assistant secretary of labor for MSHA.

The mining industry has indeed gone global. International minerals producers are spending big money to move into countries that were off limits a few years ago. Due mostly to political reasons, these countries' huge mineral deposits - worth billions of dollars - were locked up and mining companies could only sit on the side and wonder "what if." Now much of the world is going the free market route. Once closed countries and developing nations are rewriting their mining and tax laws hoping to attract foreign investment to develop their natural resources. And big businesses - mining companies included - are lining up to get their share. But with new opportunities come new risks. While emerging nations are slowly accepting the free market concept and the privatization that goes along with it, many remain plagued with political instability and violence. Even developed nations carry their unique risks. Some of these include inadequate or contradictory legal and regulatory infrastructures, political patronage and outright corruption. So companies hoping to expand into new regions of the world must do more than examine the market. They must study the political stability and structure of a country, as well as its tax and environmental laws. And they must guarantee the safety of their employees. Control Risks Group is an international management consulting company that assists companies preparing to move into a new country. It employs about 225 people in 14 offices throughout the world. Control Risks personnel include lawyers, bankers and former law enforcement officers and intelligence people. The company held a one-day seminar in Washington, DC to update some of its clients on the state of affairs in various regions of the world. The seminar also covered extortion, corruption and product diversion. About 175 people attended the seminar. Speakers included Control Risks' operators, analysts and investigators. During the decade of the 1970's, a new emphasis was placed on assuring a safe and healthful workplace for all American workers. Much of the basis for this national effort was federal legislation: the Occupational Safety and Health Act of 1970 and the Federal Mine Safety and Health Act of 1977 (amended from the 1969 Coal Mine Act). One of the agencies involved in this protection effort is the National Institute for Occupational Safety and Health (NIOSH) of the Centers for Disease Control (CDC) in the Department of Health and Human Services (DHHS). In fulfilling its mandates under the 1970 and 1977 Acts, NIOSH conducts research, experiments, and demonstrations to support and stimulate advancements in health and safety practices. Priorities for NIOSH research are established primarily through congressional mandates, requests from the Department of Labor, needs as defined by NIOSH researchers, and surveillance information. Emphasis is placed on research in the areas of toxicology, industrial hygiene, physical and chemical sciences, physiology, ergonomics, engineering, psychology (behavior and motivation), and epidemiology (industry-wide studies). The framework of the current Institute program to identify, evaluate, and control occupational hazards includes activities in surveillance, research, evaluation, and training. These activities are planned and evaluated through a system that coordinates the efforts of eight research and scientific divisions. Each division develops projects to address program areas that have been identified by NIOSH management as having highest priority. In surveillance programs, the objectives are to identify substances and agents found in a representative sample of workplaces and to collect and evaluate information on rates of disease and injury in occupational groups. Information is also collected on occupational safety and health programs implemented by industry. Estimates of worker exposures and the potential for adverse health effects are considered in setting priorities for further investigations. A related activity, which also serves to provide technical assistance to industry, is NIOSH's Health Hazard Evaluation program. On-site investigations of workplaces are made in response to worker, employer, or government agency requests. Both industrial hygiene and medical examinations are conducted, and the results contribute to identifying new problems and evaluating their significance which may have public health implications beyond the particular worksites that are investigated. Field and laboratory research projects are performed to meet several objectives: - Characterize the working environment by evaluating current and past exposure levels for workers who are included in epidemiological or medical investigations. - Develop epidemiological information to define the association between the substance or agent under investigation and the acute and chronic health effects on workers. - Determine through animal studies the parameters of an association between exposure and effect. - Investigate the etiology of disease. - Develop sampling and analytical instruments and techniques and demonstrate their application for measuring toxic materials in the workplace. - Formulate sampling strategies that will accurately and precisely indicate exposure levels. - Develop medical procedures to prevent disease and to detect the presence of disease and early indicators of disease. - Assess the technology for control of exposures, including engineering and administrative techniques, personal protective equipment, and work practices. Presently, the research program is focused on reproductive effects, neurotoxic effects, injury/trauma, lung disorders, cutaneous disorders, cardiovascular disorders, cancer, stress-related disorders, effects of physical agents, digestive disorders, and renal and other organic disorders. In studying these issues, priorities are determined by the seriousness of possible adverse health effects resulting from occupational exposures, the feasibility of studying existing records or obtaining new data, and the size of the population which is potentially affected. Where there is low level of suspicion concerning adverse health effects or where an occupational disease occurs in a variety of industrial environments, investigations are limited to gross analyses of health effects such as review of mortality patterns. In such studies, the industrial populations selected are those for which existing data resources can be utilized. Such data consists of records of occupational exposures or health status which have been maintained by the employer, the union, or Government agencies. Where a review of the available information suggests that serious health hazards exist and the existing data resources are inadequate for quantifying the relationship between the specific biological response and type and degree of exposure, prospective studies are initiated. Information derived from such research is essential for the development of sound criteria for control of industrial exposures to noxious agents. Other input to the criteria documentation process comes from searching and evaluating the literature. Criteria documents contain the recommendation of an environmental limit where information is available to support it, as well as the recommendation of work practice controls, medical evaluation, information for workers to recognize and avoid the hazard, and identification of specific research gaps. In some cases, during the criteria document preparation, gaps in knowledge are found which necessitate further research before an occupational standard can be recommended.

The prevalent use of coal combustion byproducts in engineering applications has been with Class C and Class F fly ash as admixtures in structural concrete. But, the use of fly ash and bottom ash byproducts from modern desulfurization processes is receiving increased attention. The University of Kentucky has been conducting research into civil- and mining-engineering applications of these products. The studies have included extensive investigation of the geomechanical behavior of the materials and the effect of mineralogy on this behavior. These studies indicate important mineralogical considerations in the selection of materials for a specific application and highlight the importance of quality control before and during usage on specific projects.
