The ever-increasing power (and decreasing cost) of computers has opened up substantial oppor¬tunities for 'Vision'-based systems in both on-line and off-line control. This paper reviews image analysis applications in use at the Julius Kruttschnitt Mineral Research Centre (JKMRC) for: •blast and mill feed size monitoring; •AG/SAG mill model-based control; •mineral liberation; and •froth flotation control. The SPLIT™ image analysis system is being used to estimate muck pile and ROM feed sizings. AG/SAG mill feed sizing is being used in a dynamic model for mill control. A new generation mineral liberation analyzer has been developed with Philips Electron Optics. The Philips-JKMRC mineral liberation analyzer offers a substantial improvement in resolution and speed over previous developments. While on-line liberation control continues to be something of a pipe dream, measuring liberation "one shift behind" is now feasible. A robust instrument has been developed to measure flotation froth bubble size and velocity. The instrument also derives a parameter that allows different froth textures to be distinguished. The instrument has been used for on-line control in coal and sulfide flotation. For coal froth, an online ash estimate has been achieved at one site and is being tested at other sites. Overall, image analysis is finding many applications in mineral processing and control.

Introduction The March 1969 issue of Civil Engineering contained on article entitled "BART" Subway Construction: Planning and Costs" authoried by Thomas R. Kuesel. This article describes in some detail the innovations developed in planning and management to undertake the design and construction of the BART Project. This 75 mile long system contained 17 miles of urban tunnels and 13 subsurface stations. Within this article Mr. Kuesel very nicely listed the cost of the 70,000 linearfeet of bored tunnel, 23,380 linearfeet of cut and cover tunnel, and the costs of the thirteen underground stations. Ten years subsequent to the publishing of Mr. Kuesels article, it is very sobering to realize that San Francisco obtained a bargain of a magnitude that we are just beginning to realize. Table 1 is a listing of tunneled line sections taken from the paper. The average cost shown in this figure, including sections constructed under compressed air is $1,620 per foot of tunnel, with bid dates ranging from June 1966 thru October 1968. This average cost translated to about $16 million per double track mile of twin tunnel system.

Most of these phiosophies and techniques are known to today's managers but either have fallen into disuse or were never allowed to surface in the corporate environment of the organization. Managers should review and adopt the philosophies and techniques of Quality Management and use them to revitalize their organizations and bring about a "paradigm" shift in the way we manage, thereby achieving the goals listed above.

A new computer simulation model for the analysis of underground coal mine production systems in the Peoples Republic of China is presented. As a case study the model was used to analyse the railway system of an existing underground coal mine. Some results of this first application are given in this paper and some conclusions of common interest for underground rail haulage systems are discussed.

The paper concerns the calculation of stresses and displacements in working area of room-and-pillar mining system of cooper ore mines. A three-dimensional rock mass model based on the finite element method has been developed. The complete strain-stress characteristic for pillars has been applied, but for the purpose of modeling the curve has been approximated by three segments of lines: - the first represents a behavior of pillar before a failure, -the second corresponds to a progressive pillar failure phase, - the third represents the part of the curve, where the increase of strains do not cause the stress changes, and it is called the residual strength. The criterion of model stability has been derived, which can be useful for predicting rockmass stability. The programs have been built, which allow to calculate stresses in bar elements, displacements in plate nodes, and estimate the stability of the model, which consists of plate elements and one-dimensional elements with a segment strain-stress characteristic. The programs were used to consider two different problems, which are connected with mining design and the exploitation systems.

The five tunnel contracts of Milwaukee Northeast Side Relief Sewer System are about 80 percent complete. The tunnels are all excavated for 1.9 meter (6'-0") finish diameter sewers in a variable rock, mixed face, and glacial soil environment. Different contracts were let under two primary types of specifications, performance and prescriptive, which treated aspects of construction, such as primary ground support and groundwater control, differently. Interfacing of design and construction through field personnel allowed the needs of all parties to be met and resulted in savings in time and money to the Milwaukee Metropolitan Sewerage District (MMSD). Interfacing, cooperation and risk sharing allowed resolution of problems such as line and grade variations and potential differing site conditions. It also allowed the parties to pursue constructive changes to construction activities. Thus on one contract prescribed use of compressed air was eliminated, but migration of fines into the tunnels was stopped with filter fabric. Use of an expensive primary support system was dropped, but concern about deterioration of lagging was alleviated by use of special materials.

Due to the ongoing restructuring of the mining industry in central Europe with a continuous decline of the number of large underground mines and collieries, and a simultaneous decline of staff numbers in the remaining mines, the established mine rescue schemes are endangered to collapse. With the end of the mine rehabilitation at Wismut Uranium in 2014, the last remaining major mine rescue teams in Saxony, providing basic mine rescue services for all other mines in the region, will disappear. This will leave a large number of small mines and other underground operations without capable mine rescue support. Since none of these companies is able to set up a complete mines rescue unit on its own, new ways have to be found. Among others, a central mine rescue team for central Germany as well as the assistance by special trained professional fire fighters or mine rescue teams from abroad are discussed. Problems like location of the central rescue team, financing, communication and transport have to be solved. This paper provides an overview over the complexity of the problem as an example for other mining regions worldwide and will discuss national and cross-national strategies.

As it becomes more and more apparent that our nation must place a great deal of reliance on coal as an energy source in the coming decades, prospecting for new reserves Un Missouri and other states in the Western Interior Region is increasing. As more and more of the known reserve becomes committed to existing or planned projects operators will be forced to look beyond the fringes of existing coal fields for additional reserves. Perplexing geologic problems invariably confront all prospectors and are particularly bothersome to those new to a particular area. It is the purpose of this paper to alert prospective operators to geologic problems likely to be encountered and to offer guidance in the recognition and solution of these problems. Particular emphasis is placed upon geologic structure and washouts. Other geologic problems have been discussed in a previous paper.

INTRODUCTION The heavy risk inherent in all underground construction projects contributes significantly to the high cost of transportation tunnels. First, the knowledge of this risk leads the engineer to design conservatively. Second, the cost overruns are still common with a high proportion of them originating from corrective measures needed when unforeseen problems develop during excavation. These unforeseen problems includes - encountering unexpected objects, materials and water conditions - experiencing an unforeseen behavior of the materials - damaging property beyond the expected range of influence of the tunnel construction. To minimize these expenses, more emphasis is being placed on well planned and interpreted site investigation programs in the final design and planning stages of the project. It is well known that the cost of a planned excavation is less than the cost of dealing with the same conditions when they are encountered unexpectedly. Therefore, the objective of site investigation is to provide a complete set of reliable data for designers and contractors that is continuous along the projected tunnel alignment. Two alternatives axe available to achieve this objective; - for shallow tunnels, it is often feasible to generate continuous data by drilling appropriately spaced, vertical bore holes and applying sensing techniques for interpolation (1, 8). - for deep tunnels, or certain urban tunnels under existing structures, closely spaced, vertical bore holes are not feasible except for narrow zones at the portals. In such cases direct horizontal penetration may be required that may be complemented by radial sensing to extend the range of information.

Underground longwall coal mines depend on conveyor haulage to transport large volumes of coal from the longwall face conveyor to the mine portal. In the last few years, the need for longer and larger longwall panel conveyors has become very significant. In order to keep conveyor equipment to a minimum and still transport higher tonnages over longer lengths, intermediate drive technology has been developed. The use of DC motors and controls in conjunction with load sharing techniques have a1 so proven effective. A case study of a new longwall panel conveyor at Utah Fuel's Skyline Mine incorporating these design techniques will be presented.

When blasts are designed, the assumption is made that all blastholes release near ideal energy. In many types of mining operations, some blastholes release very little useful energy. These blastholes will be called malfunctioning blastholes. Recent studies indicate that on many types of blasting applications, 30 percent of blastholes are malfunctioning. This malfunctioning routinely occurs on the operation and is not an unusual occurrence. This paper will discuss the cause of malfunctioning blastholes and methods to minimize the detrimental effect on both safety and costs.

Labor costs, which have rapidly increased in the industrial countries for several years, have forced the mining industry to develop new methods and cost saving systems. Also, because mining is basic to meeting the increasing requirements for raw materials, the mining industry is guaranteed a key position in cost cutting efforts. Although this report aims to describe major recent developments in the Federal Republic of Germany, it is restricted to a limited number of them in view of the wide variety of current innovations. The most important mining activities in West Germany are concentrated in the coal mines on the Rhine, Ruhr and Saar, in the lignite open-cast mines west of Cologne and in the potash and salt mining region in Lower Saxony and Hesse. This report will only discuss developments in the underground coal mines and the potash and salt mines, and focuses on projects of Salzgitter Maschinen and Anlagen AG (SMAG). HYDRAULIC DRILLS Drilling strata of varying strength One special difficulty faced in European coal mines is the varying of compressive strength of strata that occurs even over a few meters. The strata associated with the coal measures ranges from hard and tough sandstone or conglomerate to very soft carboniferous shale. It is often difficult to use continuous miners or roadheaders so that drifting by blasting still predominates. But the varying compressive strengths of the strata makes it difficult to choose the best method to drill the rock. For example, it is best to penetrate hard sandstone or conglomerate with heavy percussion drills. The soft carboniferous shale on the other hand, should be penetrated by high speed rotary drilling to obtain optimum performance.

Methane levels have been measured around continuous miners and compared with computer simulations of methane flow. A multi-channel data logger, reading continuously from six methanometers, has shown methane levels to vary at different positions around a continuous miner, with the cutting drum and the immediate face area not necessarily recording the highest concentrations. Methane levels in the driver's cabin are generally low compared with the return side. Computer simulations, using computational fluid dynamics, have been supported by the measured data, and have shown that methane behaviour within the first few metres of the face varies considerably for different bord and pillar development stages. Methane is diluted rapidly to acceptable levels, but the distance required for this is extended when ventilation flow to the face is restricted.

Novel chemicals that can be used for increasing the efficiency of fine coal dewatering were developed at Virginia Tech. Reagent A was tested on three different coal samples in laboratory vacuum filtration tests. These included flotation products from Middle Fork plant, Elkview Mining Company, and CONSOL, Inc. The tests conducted with the Middle Fork coal sample (100 mesh x 0) showed that cake moisture can be reduced by more than 10% beyond what can be achieved without using dewatering aid. This improvement was achieved at 1 lb/ton of Reagent A and 0.1 inch cake thickness. At 0.5 inches of cake thickness, the improvement was limited to 8% at the same reagent dosage. The results obtained with the Elkview coal (28 mesh x 0) showed similar advantages in using the novel dewatering aid. Depending on the reagent dosage, cake thickness, drying cycle time and temperature, it was possible to reduce the cake moisture to 12 to 14% range. In addition to achieving lower cake moisture, the use of Reagent A substantially decreased the cake formation time, indicating that the reagent improves the kinetics of dewatering. The test results obtained with CON SOL coal were not as good as with the other coals tested in the present work, which may be attributed to possible oxidation and/or contamination.

INTRODUCTION Underground siting of nuclear power stations is drawing increasing attention in various parts of the world. Scandinavian countries took the early lead in this field because of their experience in the design and construction of underground hydroelectric stations and industrial plants, and because they have near-surface rock formations which are ideally suited for hosting large underground caverns. The world's first underground nuclear facilities were built in Norway (Halden) and Sweden (Agesta) and were commissioned in 1959 and 1963 respectively. Figure 1 summarizes the main features of these and two other small-scale European facilities. (1-4) American utilities and regulators are also for a variety of reasons assessing the benefits and penalties of underground siting. A recent study by Sandia Laboratories (contracted by the Nuclear Regulatory Commission (NRC) focussed on identifying potential safety benefits of underground siting. (5) Although the study concluded that underground plants would have improved containment for some accidents, as well as better external protection, NRC, in assessing the overall benefits and penalties, decided not to impose mandatory underground siting for nuclear stations. Electric utilities depend heavily on coal as a major fuel source for power generation, annually producing more than 85 million ton'> of ash, boiler slag and FGD (flue gas desulfurization -"scrubber") materials as by-products. Utilities and others who burn coal have traditionally disposed of these by-products in ponds or landfills. However, in the last 10-15 years there has been a greatly increased emphasis on beneficial utilization of these materials by the producers themselves as well as by customers who purchase the by-products. Regulatory, cost and technical performance issues currently impact the use of coal ash and other coal combustion by-products (CCB).

INTRODUCTION For the past 25 years, tunnel support requirements have frequently been determined, at least in North American practice, by classifying the rock according to the system proposed by Terzaghi (1), using one or more of the 8 Rock Conditions which he defined, the rock load then being selected within the range given for each Condition. However, there is a lack of published data comparing Terzaghi loads with actual measured rock loads, and it would appear that the degree of conservatism, or otherwise, of the Terzaghi approach is very often unknown. Excavation of 4 large diameter tunnels at the Tarbela Dam Project in Pakistan afforded an opportunity to compare Terzaghi and measured loads, through instrumentation of the steel ribs installed for temporary support, and by classification of the geology exposed during the tunnelling operations. In addition, the deformation of the rock surrounding the tunnels was monitored during excavation by means of borehole extensometers installed prior to the start of tunnelling. This paper describes the tunnel instrumentation and the results obtained therefrom, and relates these results to the Terzaghi load coefficients. The White Mesa uranium/vanadium mill is six miles south of Blanding, UT, on the Colorado Plateau, which has historically spawned more than 200 uranium mines. As uranium prices approached an all-time high during the mill planning period, Energy Fuels Nuclear Inc. anticipated the reopening of many of these mines, whose low grade ore suddenly looked economic. The company located the White Mesa mill close to these mines, to minimize hauling distances to the mill and give vendors added incentive to reopen or expand mine operations. A receptive local community, a relatively unencumbered trip through the regulatory maze, and some mill circuit innovations all helped to make the White Mesa mill a well functioning reality. From a strategic standpoint, and to begin ore stockpiling as early as possible, Energy Fuels constructed two ore buying stations and began receiving ore in early 1977. The buying stations were located at Hanksville and at what is now the Blanding mill site. Ore receipts at Hanksville did not materialize as anticipated and the facility has since been closed. The Blanding ore buying station is now an integral part of the milling operation. All ores, whether company, vendor, or for toll milling, are received at the Blanding station. The Blanding site was central to the plateau mines, and was well received by area residents, who encouraged the introduction of industry to the area. Residents viewed mill construc¬tion as an economic blessing and were prepared to accept the associated im¬pacts. Energy Fuels hired as many local people as possible for mill opera¬tions.

This article describes three practical applications of the Hill of Value (HoV) methodology within different stages of strategic planning for open-pit mining operations and projects. In the pursuit of optimal mine planning, this study establishes a comprehensive case study during the (i)design phase, by refining key parameters for efficient decisionmaking. (ii)production planning, where the HoV is used to define achievable production rates, enhancing operational effectiveness through a nuanced consideration of mining and processing capacities. (iii)Additionally, the study introduces a conceptual framework for orchestrating the optimal sequence of multiple pits during the planning phase, with a focus on maximizing project value.
