The current edition of The Australasian Joint Ore Reserves Committee (JORC) Code was published in 2012 and, after a transition period, the 2012 edition came into mandatory operation on Dec. 1, 2013. There is a significant change between JORC 2004 (Clause 44) and JORC 2012 (Clause 49) for the reporting of industrial mineral resources and reserves, which should be addressed by ASX-listed players in the industrial minerals space.

"SJVN Limited successfully commissioned its Rampur HEP (412 MW) in 2014. The project has been planned to operate in tandem by directly utilizing the Tail Water of SJVN’s prestigious Nathpa Jhakri Hydro Power Station 1500 MW located upstream. The initial filling of voluminous water conductor system of RHEP with 10.50 m diameter, 15 Kilometer long Head Race Tunnel, involved more than 1.5 million m3 of water. The filling operation of such a large diameter tunnel constructed in young folded Himalayas which always offer less ideal sites for tunnelling and their subsequent operations under pressurized conditions is worth sharing with tunnelling fraternity. The paper covers meticulous planning, execution, precautions taken, and performance monitoring during filling process keeping in view the fragile geology, low rock cover zones, shear zones in close vicinity of thickly inhabited areas, squeezing zones, hot water zones encountered during excavation.1.0 RAMPUR HYDRO POWER STATION IN BRIEFRampur Hydroelectric Project (412 MW), is located in Himachal Pradesh (India). This project is a downstream development of Nathpa Jhakri Hydro Power Station (1500 MW) constructed on river Satluj and commissioned during 2003. Both the projects today are now successfully working in tandem. The upstream NJHPS has been constructed on the left bank of the river while the downstream Rampur HPS is located on right bank of the river (Figure-1).The major length of HRT of Rampur project lies on right bank of river before it crosses under the river in its initial reach (Figure-2). The main features of the project are as below:• 10.50 m diameter 15 km long HRT ending in a 155.75 m deep, 38.00 m diameter surge shaft.• 3 steel lined pressure shafts, 5.4 m dia, 211-220m long.• Surface valve house 69 m long x 10.50 m wide x 23 m high housing 3 No. butterfly valves• 3 No. surface penstocks 5.4m dia 368-382m long, bifurcating into six penstocks, each of 3.80 mdia. to feed six generating units of surface power house 158 m long x 24.50 m wide x 48 m high, with Francis turbines each of 68.67 MW capacity."

INTRODUCTION Rapidly increasing capacities of equipment used to load and handle material at the face require improved haulage equipment and better methods of transporting the mined materials or "muck" to the shaft or slope and out of the mine to the processing plant on the surface. Increasingly, those transportation demands are being satisfied with underground belt conveyors. Such con¬veyors provide the most readily available, most efficient, and most reliable method of carrying materials in a continuous and rapid flow from the face loading equip¬ment to the surface plant. Almost universally, belt con¬veyors are used in coal mines and those nonmetallic and metallic mines operating in relatively flat bedded deposits. Belt conveyors are available in a wide range of capacities, mainly limited by belt width, belt speed, and weight of the material to be transported. They can be used on the level, on grades, on the surface, or under¬ground. They provide a rapid and constant flow of material, transporting the material as quickly as it is mined. Length of belt conveyors is almost unlimited. Where the haulage distance exceeds the practical capacity of a single conveyor unit, two or more conveyors can be used in series. Single conveyors more than 1.6 km (1.0 mile) long are common; multiple-unit conveyors in series operation are transporting materials over distances exceeding 16.1 km (10 miles). Depending upon mate¬rials being transported, job conditions, cost of the terrain being spanned, and alternative haulage methods avail¬able, conveyors can be conceivably economical for even greater distances. Table 1 lists maximum belt speeds recommended for most materials, relating belt speeds to belt widths. Table 2 lists capacities of typical conveyors of various widths and speeds, transporting commonly mined mate¬rials of various weights. ADVANTAGES OF CONVEYOR SYSTEMS For several years after their initial introduction, belt conveyors were available only with rigid side frames or a supporting structure of steel and concrete. That con¬struction limited underground applications, due to the cost and relative inconvenience of extending or retract¬ing the belt conveyor in the confined underground environment. However, during the last 20 years, wire-¬rope side-frame belt conveyors, as shown in Fig. 1, have become widely used in underground applications. Even wider use can be anticipated with their application to the fast movement of materials in surface mining operations. Advantages of the wire-rope side-frame belt con¬veyors were realized first in panel or section belt haulage in coal mines. Soon afterward, use of those conveyors was extended to gathering and main-line haulage. The mobility of the wire-rope side-frame conveyor is the principal reason for its success. The conveyor can be extended, retracted, dismantled, moved, and reassembled easily, even in relatively confined under¬ground spaces. The intermediate structure consists of rope support stands, wire-rope side frames, wire-rope tie-off stands, and the necessary carrying idlers and return idlers. An important and very attractive feature is the ability to suspend the conveyor from the roof in an underground mine, as shown in Fig. 2, leaving more room for improved housekeeping and allowing passage of face-service equipment, haulage vehicles, and other mining equipment. The conveyor's open construction allows quick and easy visual inspection of its com¬ponents for failures or malfunctions; it also facilitates checking and correcting conveyor-belt alignment. Other advantages contributing to the attractiveness and widespread application of wire-rope side-frame conveyors in main-line, slope, and surface installations include: lower capital costs, lower installation costs, lower maintenance costs, reduced impact on idlers and belting, reduced spillage and minimal cleanup, improved conformation to undulating terrain or mine bottoms, and the ability to span most obstacles without heavy structural support. CONVEYOR CLASSIFICATIONS Underground belt conveyors are classified normally according to their function. Generally, conveyors are classified into one of four main categories: 1) Panel or section conveyors normally receive the material to be transported directly from the face-haulage equipment. 2) Gathering conveyors are secondary haulage units that usually receive material from two or more panel conveyors. 3) Main-line conveyors transport all the material mined in the underground operations to the slope or shaft. Normally, they receive the material from two or more gathering conveyors. 4) Slope conveyors generally operate in tandem with the main-line conveyor, providing continuous Table 1. "Discrete event simulation is a stochastic mathematical modeling tool with applications in queuing systems. Many mining operations, both surface and underground, can be simulated in the context of queuing theory , for example open pit loading and haulage operation, underground level and vertical transportation, and mineral processing circuits. A computer simulation model of the operation is an invaluable tool to study both the system’s dynamics and conducting sensitivity analysis on different effective elements on system performance. In this paper, merits of discrete event simulation in decision making in mining engineering is discussed. Moreover, a stochastic simulation framework for selection and sizing of shovels and dump trucks in surface mining is presented to elaborate one example for applicability of the method in mining operations. INTRODUCTION Mathematical modeling is a valuable tool in design, optimization, and decision making in both surface and underground mining operations. Several researchers have tried to study different aspects of mining operations using a wide range of mathematical techniques such as linear programming[1], analytical hierarchy process [2], non-linear programming[3], genetic algorithms[4-5] ,mixed integer programming [6], machine repair model[7], queuing theory [8], and conventional spreadsheet calculations based on experience and engineering judgments. There are different uncertainties in typical mining operations (e.g. material loading and haulage, drilling, and blasting). For example, in a truck-shovel operation, different governing activities such as loading, haulage, and dumping cycles are stochastic variables. Moreover, analytical modeling of a large truck-shovel operation is very complicated. Thus, application of analytical and/or deterministic techniques cannot guarantee a solution for different problems that are encountered in daily mining operations. Discrete-event system simulation (DES) is a modeling method for such time discrete and probabilistic phenomena [9]. DES has been employed by different researchers in mining engineering through available software and languages such as GPSS, SIMAN- ARENA, and SLAM [10-14]. Most of the studies so far, tried to evaluate some “what-if” scenarios, to understand the possible effects of changing different input variables on overall mine economics. For instance, Baffi and Ataeepur (1996) used Arena to simulate a truck-shovel operation [10]. Also, Sturgul has conducted extensive studies in the application of DES in the mining engineering field [15- 17]. A very good background review of application of this technique in the industry can be found in [15-16]. Previous studies have shown that, different approaches including deterministic, stochastic, and experimental methodologies result in considerable differences in outputs [18]. These techniques lead to different solutions, regardless of the quality of technique/software itself or knowledge of the modeling team. Hence, the first step is to develop a comprehensive simulation framework to obtain nearly the same optimal results for the same input variables, regardless of the employed technique."

The Manapouri Power Project is located in New Zealand's South Island Fiordland. The project is being constructed for the New Zealand Ministry of Works. Construction began in 1963 and is scheduled' for completion in 1969. The project will divert water from the natural, glacially carved Lake Manapouri, at Elevation 580, through vertical- penstocks into an underground powerhouse 364 feet long, 127 feet high, and 59 feet wide excavated about 700 feet below ground surface and about 560 feet below the present lake level. The possible ultimate power installation will produce 700 megawatts from turbines located in the underground machine hall. The turbine flow will discharge through the 6-mile, 30-foot diameter tailrace tunnel into a fiord arm of the Tasman Sea. The rocks in the project area are primarily Paleozoic Fiordland Complex gneiss, schist, amphibolite, and marble intruded by granitic rocks and pegmatite. Shear zones have been encountered in the tunnels and machine hall. These produce water and occasionally require steel support. The machine hall arch was stabilized entirely by rock bolt reinforcement. Rock mechanics instrumentation has been used throughout the project both for pre-construction design calculations and to monitor tunnel rock loads and movements of the machine hall roof and walls. About 28 miles of the 100-mile transmission line will be constructed across glacially oversteepened slopes and debris or swamp filled valleys between the power plant and the eastern edge of the mountainous area. Steep glacially carved rock slopes and locally unstable glacial till complicated construction of the transmission line access roads.

In recent years a number of data processing and analytical techniques have proven to be useful to engineers and geologists in various segments of the mineral industries. Petroleum companies were among the first to utilize the computer to store well data files and to analyze that data for exploration purposes. A few years later, metal mining companies began to apply the same basic computer methods to problems in mineral exploration, ore reserve evaluation, and open pit mine planning. Because of the increasing complexity of planning for coal mines and land reclamation, a case study was undertaken to evaluate the usefulness of computer techniques to assist mining engineers and geologists in mapping coal deposits, evaluating coal reserves, strip mine planning and land management. The data used in the study was provided by the Illinois State Geologic Survey. This paper describes some of the results of that study. First, considerations for the development of a computer data base for coal deposits are presented. Next, a series of analytical techniques for processing the data is described. Finally, the case study is presented to illustrate how the coal data base and the analytical techniques could be used in actual practice.

"Three major challenges for the mining industry are the minimization of energy use, water consumption and environmental impact. Therefore, any technique that reduces milling waste, decreases water usage and shrinks impact during mine life must be considered a major innovation in mining.To these ends, one of the most impactful developments in mining within the last 10 years has been the expanded use of high technology sensors to create preconcentrations of mine ore (Jönsson, 2014). The most common sensors used are charge-coupled device (CCD) cameras, that allow through a red, green and blue (RGB) coloring system, the separation of minerals with different colors, tones and, in many cases, with differences in brightness.More recently, the development and use of dual energy X-ray transmission (DE-XRT) to enable the separation by atomic density of the constituent minerals within a given rock has become a reality. Within this work, a rapid bibliographical review of the CCD and DE-XRT methods and examples of their usage within mining and the industrial minerals sector are presented.Sensor-based sorting in miningAutomation within mining is one of the industry’s current goals. Sensors of various kinds have been used as steps toward automation in recent years, from improving the safety and productivity of haul trucks through the use of cameras and global positioning satellites (GPS), to the divination of slope failures. Just as with other mining areas, sorting has improved dramatically and made great steps toward automation in recent years (Wotruba et al., 2014).Sensor-based sorting (SBS) uses spectromatic sensors to identify intrinsic characteristics of particles and separates them by either mechanical or pneumatic means into different product streams (Wotruba et al., 2014). SBS can be used with great effectiveness to improve gravimetric beneficiation through the selective separation or preconcentration of run of mine ores (ROM)."

This paper describes the basic requirements for the utilization of belt air to ventilate working sections at remote locations in relation to the main fans. It highlights the risks involved, potential problems, and the provisions that must be followed by mine operators for the safe use of belt air. The paper also presents a brief review of the current regulations, conveyor belting tests, atmospheric monitoring system requirements, and the experience gained by mine operators to utilize the belt entries to ventilate remote working sections or areas where mechanized equipment is being installed or removed. The paper concludes with a set of recommendations with respect to the utilization of belt air and the composition of belt material in under-ground coal mines.

The Endako Mine is an open-pit molybdenum mine located in the north central region of British Columbia, Canada, about 960 km (600 road miles) north of Vancouver. Production for the latter part of 1992 was expected to averaged 63.5 kt/d (70,000 stpd). Of that amount, 27 kt/d (30,000 stpd) was the mill feed. This production is achieved with five 11.5 to 14.5 m3 (15 to 19 cu yd) electric shovels, six Euclid R190 and two Unit Rig M120 diesel-electric haul trucks, and three 320 mm (12.25 in.) electric rotary drills. There are three ore zones delineated into pit areas: the Endako, Denak East and Denak West. Present mill feed source is the southeast stage of the Endako Pit. Stripping is carried out in the south wall stage also of the Endako Pit. The mine high grade aggregate is reduced in the primary and secondary crushing circuits before processing in conventional RM-BM-flotation circuits. The majority of the molybdenum sulfide (MoS2) is roasted on site to produce technical grade molybdenum oxide (M003). A portion is further refined and treated to yield a 99.9% pure MoS2 product.

"The undertakings described in the paper titled “Study on correlation of quantified coal rank with self-heating temperature” by Wang and Luo in the November 2015 issue of Mining Engineering (Wang and Luo, 2015) are mathematically sustainable and an acceptable extension of work performed by Smith and Lazzara (1987) for the U.S. Bureau of Mines. The paper is not an accurate explanation of the currently accepted leading practice for determining the propensity of a coal seam for spontaneous combustion. The paper could lead a practitioner to an oversimplified conclusion on how to determine the propensity of a coal seam to spontaneously combust.The spontaneous combustion of coal is a complex and not fully understood reaction. What is understood is that many more factors other than selfheating temperature (SHT) and coal rank are required to sufficiently evaluate the risk of spontaneous combustion in a particular coal seam. A superficial assessment can lead to an improper response to the risk. Some statements on the next steps through an appropriate literature search would have made the authors’ conclusions more credible.The SponCom 2.0 software, updated by the National Institute for Occupational Health and Safety (NIOSH) in 2011, provides a path for evaluating the susceptibility of a coal seam to spontaneous combustion. In addition to proximate and ultimate analyses to establish coal rank, and therefore an estimate of SHT, the program includes the history of heatings, friability, seam thickness, overburden thickness, rider seam presence, pyrite presence, face and butt cleat densities, geothermal source presence and other geological features in the assessment. Mining conditions including floor heave, rib sloughage and rate of advance are also assessed to conclude a propensity for spontaneous combustion."

Metallurgical evaluation of autogenous grinding of Anaconda's Berkeley Pit ores indicated that tonnage throughput increases, at a finer flotation feed size, were possible by converting autogenaus mills to steel ball mills. In addition, initial test work showed that the improved grind resulted in slight recovery gains in subsequent flotation processing.

"With mining, especially coal extraction, comes the necessity of supporting the roof. Since the 1950s, the primary method for roof support has been the use of roof bolts. Roof bolting is considered one of the most hazardous jobs in underground coal mining. In 2004, there were 3,405 injuries reported to the U.S. Mine Safety and Health Administration (MSHA). Of those injuries, 17 percent were associated with bolting machines (593 injuries). The majority of the injuries resulted from rock falling from supported roof. However, injuries involving a part of the body being struck by, or caught between, during bolting and drilling occurred with relatively high frequency (Burgess and Steiner, 2007).Roof drilling and bolt installation is labor-intensive and repetitive. These labor-intensive and repetitive requirements can lead to cumulative trauma. Operators are expected to perform a considerable amount of lifting, carrying, bending, reaching and stretching. Back and shoulders become sore from bending and twisting to install bolts or lift and position drill steels, wrenches and bolts. Confined operator spaces also contribute to difficult and awkward working positions for the operators (Cornelius and Turin, 1998).In South Africa, the majority of the roof bolting machines used are “man-in-position” style machines (Fig. 1). This puts the operator in close proximity to where the drilling and bolting process is performed. When proper operation procedures are followed, it has been proven to be a very effective, productive and safe system. The MSHA-certified automatic temporary roof support (ATRS), canopies and dust collection system of Fletcher bolters all provide the operator with unparalleled protection. However, there are some occupational hazards inherent to the zone located next to the drilling and bolting zone. This has led some customers to request relocating the operator away from this zone. The idea being that the operators will no longer be located in the face area, greatly reducing their exposure to dust, noise, machine and geological hazards."

Ground control research for underground coal mining has progressed significantly over the past several decades. With this progression, and the ability to analyze and model underground conditions, underground working conditions have significantly improved. In order to progress further, the behavior of roof support must be known and be adequately modeled, such that models can be used for support design under different geological and mining conditions. This paper discusses the results from a research project funded by the U.S. National Institute for Occupational Safety and Health (NIOSH) and undertaken by Southern Illinois University Carbondale and Peabody Energy. The research involved installation of active and passive instrumented bolts in mines, recording relevant in situ data and then attempting to model the behavior of the bolts as mining progressed. Such calibrated models could aid in design of roof supports under different geological and mining layouts and thus, hopefully, further improve rock related safety.

INTRODUCTION Measurement of certain data associated with nuclear testing necessitates the reception of waves at the instrument location which are unaffected by reflection off internal structures or tunnel surfaces. Therefore, in order to provide necessary facilities for the fielding of experiments in support of the underground nuclear testing program, the Defense Nuclear Agency (DNA) commissioned a cost and feasibility evaluation pertaining to the design and construction of large underground cavities in Rainier Mesa. The effort included research into past experience pertaining to the excavation and support of large underground caverns, assessment of the geological conditions which exist in Rainier Mesa, preliminary design of the chambers and their rock support systems based upon the geological setting, development of mining plans for the excavation of the caverns, and estimation of the cost and manpower schedule to complete construction. This paper summarizes the results of the feasibility evaluation. The investigation was limited to modified hemispherical configurations ranging in size from 24.4 to 91.4 m (80 to 300 ft) in diameter. Two cavity support systems were considered. The first employs internally installed rockbolts as the means of primary rock support while the second involves the use of annular tendon galleries located above the chambers from which primary support members are introduced prior to general excavation. The internal support configuration was considered for cavities with spans of 24.4, 36.6, 48.8, and 54.9 m (80, 120, 160, and 180 ft) while the external support configuration was considered for cavities with spans of 54.9, 73.2, and 91.4 m (180, 240 and 300 ft).

Both water pollution and proposed solid waste disposal regulations have a definite effect on the copper leaching industry and some of the major factors affecting the industry are discussed in this paper. New developments of the NDPS are discussed with emphasis on the "toxic" or priority pollutants and EPA's philosophy on the control of these pollutants, The protection of groundwater is the prime aim of RCRA through solid/hazardous waste management. Some of the major elements of the RCA regulations that will affect the copper leaching industry are discussed.

Based on the mine safety and health administration (MSHA)reports, mining truck accidents are among the significant causes of fatalities in the mining industry. The major causes of haulage accidents can be divided into non-driving and driving factors, such as truck-related sudden failures and operator performance. Numerous parameters affect trucks' safe operation, but situational awareness plays a significant role. Due to the distinct structure of mining trucks, making them efficient for mining purposes, the operator has a very limited field of view (FOV), making them prone to accidents resulting in losing lives. The cabin's position blocks the truck's right and rear sides, creating several blind points around it. Aiming to test/train the operator's awareness of the surrounding, a proximity detection system is developed through a multiplayer virtual reality (VR) application to investigate the human factor in equipment collisions. The operators were examined and monitored when asked to conduct what exactly happened in the Marigold mine truck accident without being aware of the scenario. After receiving sound, vibration, and visual alarm warnings, their reaction and performance were analyzed. The platform is developed using the Unity game engine for HTC VIVE virtual reality goggles. An Omni-direction treadmill and a motion simulator platform are utilized for the player and dump truck operators. Fifteen students were monitored when driving the dump truck receiving/not receiving proximity detection alarms. None of them repeated the accident when receiving proximity alarms. Also, they found the visual alarm the most comfortable while driving the truck.

"In the recent past, the mining industry has witnessed a substantial increase in the numbers of fatalities occurring at metal and nonmetal mine sites, but it is unclear why this is occurring. One possible explanation is that workers struggle with identifying worksite hazards and accurately assessing the associated risk. The purpose of this research was to explore this possibility within the mining industry and to more fully understand stone, sand and gravel (SSG) mine workers’ thoughts, understandings and perceptions of worksite hazards and risks. Eight mine workers were interviewed and asked to identify common hazards they come across when doing their jobs and to then discuss their perceptions of the risks associated with those identified hazards. The results of this exploratory study indicate the importance of workers’ jobrelated experience as it applies to hazard identification and risk perception, particularly their knowledge of or familiarity with a task, whether or not they had personal control over that task, and the frequency with which they perform that task. IntroductionAccording to the U.S. Mine Safety and Health Administration (MSHA, 2015a), 37 mine workers were fatally injured in accidents at metal and nonmetal mine sites between October 2013 and January 2015, following a record low of 16 in 2012 and in 2011. In 2014 alone, 29 mine workers were fatally injured at a metal or nonmetal mine site, and 52 percent of these fatalities occurred at a surface stone, sand or gravel (SSG) mine. In January 2015, Joseph A. Main, Assistant Secretary of Labor for Mine Safety and Health wrote to stakeholders in the metal and nonmetal mining community and identified several areas where improvement was necessary to promote the health and safety of mine workers. One area identified was an increased focus on “daily and effective workplace exams to find and fix hazards” (MSHA, 2015b).Hazard detection is challenging in the mining industry, despite the existence of regulation. Mining is a major undertaking involving the use of complex heavy machinery, equipment and processes as well as numerous and diverse worker activities that take place in a dynamic, challenging environment (Scharf et al., 2001). In other industries that are similarly dynamic and unpredictable, such as the construction industry, a large proportion of hazards go undetected (Carter and Smith, 2006). It is critical that miners are able to both recognize worksite hazards and accurately assess the risk associated with the hazards, because their health and safety depend on their deciding whether and how to remove hazards and mitigate risks."

Introduction Froth flotation is one of the most common unit engineering operations in use today. Its aim is to upgrade the quality of coal by removing ash/pyrite and separating selected minerals from undesired gangue materials. Flotation has been successfully practiced at the industrial scale for more than 50 years. Its use is increasing due to the ever decreasing feed grades of the coals and minerals being processed. Flotation has also shown itself to be a flexible process that lends itself well to many solid/solid separations. Thus, with surprisingly little equipment modification, separations can involve very different particle sizes and densities, and relative weight ratios of materials to be separated. In addition, the flotation process is economic, especially when compared to size reduction, its associated precursor process. Flotation also lends itself to continuous operations with a given equipment configuration. The operation must exhibit an ability to vary feed rate of solid to the process by as much as 50% without a total collapse of separating efficiency. In addition, the mechanical flotation cell is scaleable from 2.8 to 57 or 85 m3 (100 to 2000 or 3000 cu ft) with surprising ease relative to other unit engineering operations over the same relative size increase. The separating medium used is water. Most of the chemicals required - pH regulators, frothers, collectors, activators, and depressants - are all relatively inexpensive and common. They are not usually used in large quantities. Froth flotation is certainly one of the most versatile and forgiving unit operations in the chemical, mining, and agricultural industries. The problem with the industrial flotation process is that it is fairly easy to get reasonable results and relatively difficult to get excellent results. Why is it so difficult to fine tune the froth flotation process? There are some obvious reasons and a few not-so-obvious factors. The obvious category would certainly contain the tendency of natural feed materials (ores and raw coals) to have variable physical, metallurgical, and surface properties. This occurs even when special care is taken to minimize such differences with blending. There is another obvious reason for difficulty. An inherent broadness of the feed particle size range to flotation results from using any of the common industrial-scalefine grinding devices - ball-, rod-, or autogenous mills. Research has been done into the chemical reagent and equipment aspects of flotation. It has shown strong interactions (limitations) of chemical reagents and equipment on larger and smaller particles. The point is that current flotation practice works best on average- or medium-sized feed particles. The greater the amount of large or small particles, or of both large and small, the more difficult it is to achieve excellent flotation results. Other reasonably obvious factors include: • variations in mineral type and liberation sizes; • water chemistry variations such as those involving Ca", C03, or Fe", or various soluble metal cations; • the presence of stray organic materials such as returning soluble reagents or partially degraded reagents in reuse water; • the lack of reliable on-line instrumentation for monitoring and control; • frequent equipment malfunctions of all types; • excessive feed rates for installed plant capacity; • poor operator interaction with the process; and • poor reagent dosage control. There are less obvious, but real limitations to flotation. These are inherent in the design and operating characteristics of the most common cell design in use today - the mechanical flotation cell. Individual performance attributes of the chemical reagents used, along with their manner of use, also carry limitations. The bulk of this paper will deal with chemical reagents and their use. Chemical reagents In 1979, the author and his co-workers were asked to invent and implement, at the industrial scale, new flotation reagent chemistry. After reviewing some of the literature (Sutherland and Wark, 1955; Klassen and Mokrousov, 1959; M. Fuerstenau, 1962; D. Fuerstenau, 1976; and Leja, 1982), a series of carefully controlled plant scale tests were set up. These tests were designed to understand existing reagent scale-up from the laboratory to the plant. They were to quantify at the plant level the effect of some of the more important, controllable chemical reagent factors (frother and collector type, frother and collector dosage, pH effects). In 1980, a caravan of representatives of Japanese trading companies debarked on the shores of the United States bearing gifts of watches, electronic games, and radios. In early 1983, we find in a parking lot of a major U.S. coal company, a haggard general manager of marketing returning to the Orient with a box under his arm of trinkets of his own; cross pens with company logos, alarm clocks, etc. The tables have turned, but our fellow sitting in a jet plane over the Pacific Ocean had only to heed the warning of the famous 19th Century poet well familiar with the ways of the Far East. Kipling said; "And the End of the Fight is a tombstone white and with the name of the late deceased, And the epitaph drear, a fool lies here who tried to hustle the East."

In a lagging economy where profits are tight, businesses cut costs. No revelation there. The mining industry, though, has always looked for ways to reduce production costs — no matter the state of the economy or commodity prices. The fact is, when planning a new mine or the expansion of an existing one, mining companies gamble that commodity prices will be reasonably high when a project comes onstream. It takes millions of dollars and several years to bring a mine into operation. And a lot can happen economically between the time management gives the go-ahead for a new project and its completion.
