Portland, Oregon’s $370 million West Side Combined Sewer Overflow Tunnel Project has completed the final phase of construction and commissioning. The construction contract, which began in September 2002, was a reimbursable cost plus fixed fee contract that followed a qualifications-based contractor procurement process and apre-construction planning phase. This paper addresses the final results of the contracting method and provides a lessons-learned case history. Specific items addressed include the benefits realized from the contracting method, areas of improvement, final costs compared to the original contract estimates, design changes and schedule impacts, and subcontract management issues.

The reduced need for traditionally trained and educated personnel in the mining industry is systemic to the changing mining industry. Universities and other training institutions are meeting the traditional skill needs required by the industry, but are the skill needs going to be the same in the near future? The answer may be no. Mining is changing because of increased liabilities and costs of environmental and safety is-sues; lower grades of minerals in traditional mining activities and the advent of new bio-chemical processes and robotic equipment. More productive and economic alternatives, and larger, more sophisticated and automatic equipment, are also changing the industry. Engineering is more specific, accurate, precise and expensive. Measurement is more thorough and timely of progress, production, costs and productivity. And, the industry will likely be engaging in more undersea mining, possibly space-based processing, less human interaction and more remote control of events than was previously thought possible.

Mining at Newmont Mining?s Phoenix?s Mine is currently done by surface operation in the Fortitude and Bonanza pits at a combined rate of approximately 100 kt/d (110,000 stpd). A portion of the orebodies targeted by these pits was mined previously by underground mining methods, dating back to the mid-to late-1800s. Most of the underground workings (voids) are located in the west central area of the Bonanza pit. The surface operation requires excavation through voids, and there is a risk of pit floor subsidence that has to be addressed. This article presents a review of the risk mitigation measures that were implemented to reduce risks to people and equipment working in the area.

This paper reviews the postwar changes that have occurred in the expenditure and financial behavior of mineral corporations, and in particular the relative importance of factors that affect the industry's supply and demand for funds. This quantitative statistical investigation of factors affecting sources and uses of funds of mineral corporations is achieved through the formulation of a simultaneous equation model of sources and uses of funds. After a description of the study sample in Section I, the postwar cyclical and secular financial behavior of mineral corporations is analyzed in detail in Section II. Section III formulates an econometric model of mineral corporate financial behavior which is then estimated and reviewed in Section IV. Section V discusses policy issues regarding depletion allowances, investment tax credits, and industrial organization of the mineral sector. Finally, the optimum financial structure of mining firms is discussed in Section VI, which analyzes the effect of corporate financial structure on the mining corporations' average Cost of capital.

Acid rock drainage (ARD) is produced when sulfides are exposed to oxygen and water. Oxidation reactions typically result in a depression of pH and leaching of solutes and metals. Many oxidation models have been developed based on oxygen diffusion, but in environments with high permeability, other transport processes (i.e., convection and advection) can play an important role. Multiple sulfide mineral phases with differing oxidation rates should also be incorporated. WROC, a finite-difference model, was developed to account for these factors in predicting ARD. The program includes sulfide mineral oxidation using a shrinking core mechanism, heat transfer by conduction, heat of reaction, and oxygen transport by diffusion and advection. The model was validated using data from the literature. After validation, the WROC model was used to simulate several different waste rock scenarios including different forms of sulfide mineralization and the effect of implementing a waste rock cover. The results demonstrate that including specific sulfide mineral phases can have a significant effect on oxidation and that implementation of a cover can also aid in reducing waste rock oxidation. Disseminated epithermal gold metallization occurs within a breccia unit interpreted to be a submarine debris flow. Cold is associated with oxidized pyrite, fluorite, and jasperoidal silica. A minimum of 9 million tons of open-pittable mining reserves will be cyanide heap leached as run-of-mine ore at a rate of 1.0 million tons per year. Careful evaluation of the combined results of successive sampling projects has established the pit plan, mineable reserves, and process metallurgy of the operation. The sampling procedure utilized for a given test depended upon geological interpretation as well as the procedures, successes, and failures of previous tests. This paper summarizes the sampling and testing procedures of the development effort in light of the project goals and attendant problems in achieving them.

MARTA, The Metropolitan Atlanta Rapid Transit Authority, is building a 53 mile heavy rail transit system to serve the City of Atlanta. Phase A of the Rail System, consisting of approximately 14 miles of at-grade, aerial and subway construction is underway. Metropolitan Atlanta lies in the Piedmont Geologic province of Georgia and is underlain by rocks of essentially granitic and gneissic nature. The soils encountered are primarily silty sands which are in-place weathering products of the parent rock and exhibit their relic structure. In general, these materials have presented no unique construction problems other than those created-by proximity of manmade structures, local availability of ground water, and top of rock elevation. The subway sections of primary interest in this paper consist of hardrock and soft ground tunnels and extensive cut-and-cover sections. The cut-and-cover construction includes excavations as deep as 80 feet. Temporary support systems in these deep excavations consist of soldier pile-timber-lagging or soldier pile-tremie concrete (SPTC) walls with internal bracing or tiebacks. In shallow cut-and-cover sections, where right-of-way economics permitted, slopes were laid back partially or fully to reduce or eliminate the need for bracing systems. How did you get into mining; were you from a mining town or mining family? Not at all. I grew up in northwest Kansas. I liked to hunt and fish, so I thought it would be fun to work for a company that made knives or guns. It seemed like metallurgical engineers would be something those companies could use, so I started in physical metallurgy. I got a summer job at the great Climax molybdenum mine near Leadville, CO shoveling muck onto conveyors. I was hooked. I loved everything about mining, so in the fall, I changed majors from physical metallurgy to mineral processing. For many years you actually discouraged young people from studying the mining disciplines. Could that be right? That’s true.

The Conda Partnership's Dry Valley Phosphate mine is a thinly bedded, multiple seam, open pit mining operation where selective mining techniques are used to recover phosphatic shales. The mining methods used are truck/shovel and scraper/ dozer operations. The ore that is mined is shipped 32 km (20 miles) by rail to a beneficiation facility which upgrades the ore via washing and calcining. The mine and beneficiation complexes are owned by the Conda Partnership. The Conda Partnership is a joint venture between Beker Industries Corp. of Greenwich, Connecticut, and Western Co-Operative Fertilizers (U.S.) Inc. of Alberta, Canada. The Conda Partnership operates as a separate entity from the two partners.

Methane is a powerful greenhouse gas and the principal component of natural gas. Coal seams often contain significant quantities of methane, and underground coal mines must ensure that methane released into the mine during coal extraction does not build to dangerous levels. This is accomplished in part through the use of large-volume ventilation systems that remove methane from the mine and release it to the atmosphere. Although the methane concentration exhausted is quite low (typically <1 percent), the volume of air that ventilation systems move is so great that they actually constitute the largest source of methane emissions from underground coal mines. Each year underground coal mines throughout the world emit more than 500 billion cubic feet of methane from their ventilation systems. An air pollution control technology, thermal oxidation using a flow-reversal reactor (TFRR), has emerged as a potential solution to ventilation air methane (VAM) emission mitigation. One manufacturer of TFRRs has demonstrated its oxidizer design (the VOCSIDIZER?) at coal mines in the United Kingdom and Australia. These demonstrations tested the technology?s effectiveness at oxidizing low-concentration methane, as well as its ability to tap the excess heat to produce steam for electric power generation. In early 2007, the first U.S. demonstration of this technology began operation at an abandoned mine in West Virginia. The project is designed to prove the technology?s operational robustness, its ability to reliably oxidize methane at concentrations typical of mine exhausts, and its safety. If the technology is employed at active underground coal mines, it offers the potential to mitigate substantial quantities of global methane emissions. This paper discusses global VAM emissions, options for the recovery and utilization of VAM, and existing projects such as WestVAMP in Australia and the ongoing U.S. VAM demonstration project.

This paper is a review of research and development on geothermal energy extraction in Japan especially on hydraulic fracturing. First recent geothermal developments in Japan are outlined in Part I. An increase in the production rate of geothermal wells may be highly dependent on the geothermal well stimulation technology based on hydraulic fracturing. The hydraulic fracturing technique must be developed also for geothermal energy to be extracted from hot, dry rock masses. In Part II, the research on hydraulic fracturing and field application are reviewed.

Throughout the mining industry today, new bearing materials - ZA* high-performance zinc-aluminum alloys - are reducing costs of maintaining and rebuilding a wide range of equipment. As replacements for bronze bearings, installed in original equipment at the plant or during maintenance and repair operations in the field, the zinc alloys frequently provide better or equal performance at lower cost. The ZA Alloys The ZA alloys are a family of three high-performance zinc-aluminum alloys that compete in cost and performance with cast iron aluminum and bronze. The growing number and uses testifies to the versatility of these alloys and is encouraging their consideration in a wider range of applications. The ZA alloys are referred to as ZA-8, ZA-12, and ZA-27, the numbers corresponding approximately to the percentage of aluminum each alloy contains. ZA-8 is a permanent-mold casting alloy and is usually selected for decorative purposes; ZA-12 provides both performance and cosmetic benefits; ZA-27 offers the greatest functional strength. The term high performance ZA alloys distinguishes them and their improved engineering properties from traditional zinc die casting alloys. Maintenance Savings At its mine in Timmins, Ontario, Kidd Creek Mines Ltd. operates over 40 Joy VCR- 150 crawler-mounted air-powered rock drills. Most of the drill components undergo severe stress as the drill batters through the under-ground rock. As the components wear, the drill bits wobble; when the wobble becomes excessive, the drills are rebuilt. In the gear train, which rotates the drill steel, there are three planetary gears with - historically - bronze bushings. Since the planetary gear bushings are wear items, they are routinely replaced during overhaul. The bronze planetary gear bushings (three bushings per assembly) were replaced up to five times annually. With 43 drills in use, bushing consumption approached 600 per year. At the manufacturer&apos;s replacement part cost, the 600 bushings and gears would cost more than $20,000 a year. Even though a major saving was achieved by having the bronze bushings manufactured locally, the 600-unit annual usage provided ample incentive to investigate other ways of lengthening drill life and reducing the part costs. One approach was to consider using a bushing material that offered good bearing properties, but was lower in cost. About three years ago, ZA-12 zinc-aluminum casting alloy, costing less than half as much as bronze, was evaluated and selected for testing. One hundred ZA bushings were manufactured and placed in service as the drills came in for rebuilding. At the next rebuild the "drill doctor" (drill maintenance mechanic) noticed that, although the bronze bushings were completely destroyed, on occasion the zinc alloy bushings were not. In addition, he noted that some of the ZA bushings showed less wear than the bronze bushings. Because the bushings were changed routinely during each overhaul, the actual operating life of each bushing was not determinable. Therefore, it was not possible to statistically compare the life of the ZA bushing against the bronze. However, the desired life of the part was from overhaul to overhaul. So the ZA alloy obviously met the objective, giving equal or better life than bronze at a significantly lower price. Based on the favorable results of the testing under actual operating conditions, Kidd Creek maintenance personnel decided to switch permanently to the ZA bushings for rebuilding the VCR-150 rock drills. Original Equipment Application As one of the leading companies marketing the ZA alloys, as well as a zinc -copper-silver mining company, Kidd Creek is interested in developing applications for the alloys by original equipment manufacturers such as joy Manufacturing. Kidd Creek marketing representatives provided joy with information on the Timmins mine tests, along with ZA-12 bushings for evaluation and testing. Based on this information, joy installed ZA bushings in 12 new VCR-150 units and delivered them to customers for use in such areas as granite quarries and copper, lead, zinc, and limestone mines. During the following year, joy engineers closely monitored repair reports to verify the performance of the ZA part. The engineers&apos; findings convinced them of the advantages of ZA-12. As a result, joy now uses ZA-12 bushings in the manufacture of its VCR-150 air tools. Advantages for Casters and Users In the foundry, the new alloys have proved their castability and profit potential in sand and metal permanent-mold processes, as well as the new graphite permanent-mold gravity casting process. The energysaving, pollution-free and ease-of-machining benefits they offer are important to all of these processes. With construction of the first phase of the Automated People Mover (APM) Tunnels nearing completion, this paper will address how knowledge from recent Tunnel Boring Machine (TBM) and New Austrian Tunneling Method (NATM) tunnel construction at the airport was used to refine the methodology for the next phase of tunnels currently in design. The benefits include an enhanced understanding of the ground conditions; allowing optimization of excavation sequences and support requirements; a more effective instrumentation and monitoring program; and improved construction details and related contract provisions.

Surface mining accounts for most coal production in Indian geo-mining conditions compared with underground methods, whose implementations are in deeper coal reserves and for lower stripping ratio in a congested operating space. The bord-and-pillar method is the preferred underground method in India for reasons of flexibility and investment cost. While previous researchers conducted field investigations on intact overburden conditions, this study focuses on the strata control issues in a bord-and-pillar depillaring working under the influence of the dead-load condition of voluminous and fragmented softcover of overburden dump material. The modeling results helped in ascertaining the criticality of strata behavior and rib-pillar stability in actual mining conditions when compared with the conventional intact overburden.

Mineral exploration is a key factor for success in the mining industry. However, exploration best practices are often ignored in small-scale mining. This works presents the Tichauer-DeTomi Matrix, a methodology that measures the level of compliance of exploration programs in small-scale mining with the industry best practices. The matrix has been applied to three projects in Brazil: an artisanal gold mine in the state of Pará, a small-scale manganese project in the state of Bahia, and a small-scale manganese project in the state of São Paulo. The application of the matrix resulted in indexes that represent the level of maturity of the exploration program in each project and indicate priority actions for reduction of the geological uncertainty. Therefore, the Tichauer-DeTomi Matrix has shown potential to be a useful tool for assessment of geological uncertainty in small-scale mining. As a risk indicator, it may contribute to promoting investment in small-scale mining and development for communities that depend on this activity around the world.

With unprecedented worldwide growth and increasing global demand for energy expected to swell by 60 per-cent in the next two decades, mining matters as much now, if not more, than it ever has. This was the consensus at the 110th Annual National Western Mining Conference presented by the Colorado Mining Association, Feb. 12-14 at the Westin Hotel in Denver, CO. The role of coal ? America?s most abundant energy source ? the future of uranium and its possible resurgence in the energy marketplace, the skyrocketing value of gold as well as the issues of health, safety, climate change, legislation and government?s role in mining were all discussed during the three-day conference that operated under the banner of ?Mining Matters.? Barbara Filas, chairperson of the 110th National Western Mining Conference, president of Knight Piesold Co. and former SME president, welcomed the record crowd with an inspiring speech in which she pointed out that although ?most normal folks don?t know what role mining plays in their everyday life, mining does matter. ?Our industry,? she said, ?matters to Colorado. It matters to Colorado because it is a $3-billion industry. It matters to the 13,000 people who are employed directly or indirectly by the industry and it matters to schools that receive more than half of the royalties that are generated by mining.? During discussions of mining?s place in Colorado, the western United States and the world, special attention was paid to coal, uranium and the future of energy. ?It is time to rethink our perceptions about coal,? said Mark A. Smith, president and chief executive officer of Chevron Mining Inc. He spoke during the opening reception in a presentation titled, ?Coal to Liquids: Bridging America?s Energy Gap.? Although coal is America?s most abundant, and cheapest energy source, it is also one of the most scrutinized because of the pollution it causes and recent, and heavily publicized, tragedies that have claimed the lives of some who mine it.

Led by a surge in coal production and prices in recent years, Colorado’s mining industry is taking part in the same revival as others states and the world. Not too many years ago, the state’s industry was languishing in the same doldrums as the rest of the mining world. Ironic for a state whose history was based on mining. Now, however, Colorado’s mining can boast increased production in all commodities produced, along with prices that allowed companies to expand, increase work forces and post improved shareholder value. So there was a lot of optimism at the Colorado Mining Association’s (CMA) 107th National Western Mining Conference in February. The conference, held in Denver, attracted more than 500 attendees and 39 exhibitors. The theme was Colorado Mines the World.

When considering all the aspects of a viable mine plan, it is important to estimate the accurate cost of mine ventilation, which varies as a function of airway dimensions, fan selection and ventilation network. Optimization of the overall elements of ventilation design can lead to very significant cost savings when capital and operating cost savings are considered in combination. This paper will describe a methodology, whereby ventilation costs can be minimized by optimizing the ventilation aspects of mine design and fan selection, by providing a brief description on ventilation theory and the factors which affect ventilation operating and capital costs.

"Sampling is the process of taking a small portion of an article such that the consistency of the portion shall be representative of the whole," (Baxter and Parks, 1939)."An orebody is a mixture of minerals in proportions that vary in different parts of the mass. As a consequence, the proportion of contained metals also varies from place to place. Therefore, a single sample taken in any particular place would not contain the same proportion of metals as does the orebody as a whole except by a highly improbable coincidence."The probable error, which would be very large if only one sample were taken, decreases with the number of samples, but it never disappears completely unless the samples are so numerous and so large that their aggregate is equal to the orebody itself, in which case the orebody would be completely used up in the process of sampling."Since carrying sampling to such an extreme would defeat its own purpose, some probable error is always present in actual cases and the practical objective is to reduce this probable error to allowable limits. This means balancing the number of samples against the desired accuracy; if there are not enough samples the result is unreliable; if there are too many, the time and expense of taking them is excessive." (McKinstry, et al., 1948).In an actual orebody, the accuracy of sampling depends not only on the number of samples but also on their proper distribution throughout the orebody, for it would obviously be incorrect to take all of the samples either in a rich part or a lean part. Therefore, it is important to select the places in such a way that all parts of the orebody will be represented."
