The separation of rare earth elements is a complex process that is industrially carried out using liquid/liquid extraction. Detailed flow sheets of solvent extraction plants for the separation of rare earth elements are rarely available in the literature which limits the opportunity to teach and test the application of data reconciliation, process optimization and control to these types of plants. The basis of a simulator for a rare earth elements separation plant is described in this paper. The simulator is used to adjust the organic phase and stripping acid flow rate in a separation circuit of heavy rare earth elements from light one?s.

As tunnel boring machine technology has expanded, so has its range of application. Tunneling machines (TBM's) are tackling tasks today that fifteen years ago were considered "inappropriate". A case in point is incline/decline TBM boring. An incline or decline bore presents peculiar design considerations that differentiate it from a horizontal bore. This paper reviews those design considerations as they apply to TBM's, backup, muck handling and other tunneling subsystems. In addition, several abbreviated case studies are presented. By the review of real life tunneling techniques as well as design considerations, the "appropriateness" of TBM incline/ decline boring today becomes apparent. INCLINE Introduction In contemplating the impact of incline versus horizontal tunnel boring system design, the obvious consideration is gravity. Up-hill boring can be quite different than horizontal boring. Muck, water and machine weight all tend to slide down the incline. In addition, hydraulic and lubrication systems if unaltered, will find their fluids pooled in the lower corners contentedly ignoring such higher elevation items as gears and bearings. INTRODUCTION It was not very many years ago that tunneling machine manufacturers spent considerable time trying to convince contractors and mine operators of the advantages of mechanical tunnel boring over conventional drill and blast methods. Today there are few doubters left. There is universal agreement that, not only are tunneling machines here to stay, but the ratio of bored rock tunnels to blasted rock tunnels is increasing at an accelerated pace, and within the next twenty years I predict almost all tunnels will be bored by machine. I believe we are today at a very important mile-post in the development of tunnel boring systems. Felix Gaye stated in his recent article (1) "It is important to disseminate between the efficiency of cutting tools and the overall efficiency of the boring operation". Mechanized tunnel boring in the past placed almost total emphasis on the rock cutting and boring ability of the tunneling machine. With advancements in technology and better solutions to the problems of rock fracture, steering control, and structural design, the emphasis today can be placed on the total-system concept. Tunneling machine design, as one of the key elements in the overall system, presents many problems that are not totally solved today. These design problems are, in the most part, not related with rock fracture, but rather with criteria associated with the over-all operation.

The 4000 acre historic Robinson Mining District outside Ely, Nevada hosts a continuum of oxidelsulfide waste rock dumps of different ages. In an effort to develop a paradigm to explain past, existing, and future conditions at the site profiles of oxygen, pH, temperature, and specific conductivity were collected from various waste rock dumps using a hand-driven soil gas probe and a down-hole sampling device. The resulting data are useful in interpreting the fate and manner of pyrite oxidation within the dumps and in identifying waste rock dumps that may require remedial measures compared to those that require only minimal action prior to closure.

Since the establishment of the standard dust concentration of 2 mg/m3, a strong effort has been made by mining engineers and researchers to provide better dust control equipment and procedures for underground coal mines. Particular areas of success have been control of dust generation by better coal-cutting strategy, better design of water sprays for dust suppression and air movement, use of scrubbers, and improved design of face ventilation systems. A drastic improvement occurred over time such that the average dust concentrations for continuous miner operators dropped from 6.5 mg/m3 in 1968 to 1.3 mg/m3 in 1980 and for auger, cutter, longwall, and roof bolter occupations from 2.7 mg/m3 in 1973 to 1.6 mg/m3 in 1980 (Niewiadomsky, 1983).

The Heartland Corridor Clearance Improvement Project is part of a regional Public-Private initiative to allow double stack container trains a direct route from the Port of Norfolk through Virginia, West Virginia, Eastern Kentucky and into Central Ohio. In the Preliminary Engineering stage, 30 existing tunnels were assessed and 28 were found to need clearance improvements to allow the use of double stack trains. Alternative tunnel enlargement methods were developed to achieve the desired clearance improvements, while maintaining structural integrity and minimizing disruption to train traffic. This paper summarizes the geometric and condition investigations of the existing tunnels, as well as describes the preferred methodologies to achieve the desired clearance. The clearance improvements will be implemented beginning in the summer of 2007.

Valuations can be molded, twisted and misinterpreted. Cases of spurious scope setting; limits to the information or access by the valuer; difficulties with the lack of comparative valuations; inappropriate valuation methods and outright speculations are described. None should be accepted by an experienced, independent minerals valuer. The Australasian Institute of Mining and Metallurgy (TheAusIMM) is working on a Valmin Code for which a Manual of Best Practice and Valuation Guidelines may be developed.

Elevated total dissolved solids (TDS) content in waters downstream from surface coal mines in Central Appalachia is an increasing concern, as unnaturally high TDS and/or associated specific conductivity (SC) may contribute to deteriorated stream ecosystem health. The aim of this preliminary study was to explore the efficacy of accelerated leaching as a means of minimizing long-term TDS/SC generation by problematic overburden materials. Five spoil samples were collected and leached using simulated rainwater solutions under ambient and acidified pH conditions. SC and pH were monitored during each leach cycle, and ICP-MS was used to determine how leaching conditions affected release of specific ions. This paper highlights the results of both jar and column leaching tests. Among the most significant findings was that, for certain spoil materials, SC in leach column effluent was effectively reduced when spoil was leached first with acidic rainwater followed by ambient rainwater (vs. ambient rainwater leaching alone). This suggests that accelerated leaching might aid in long-term stabilization of some materials.

With the current emphasis on ecology, safety, and conservation of natural resources, some consideration should be given to methods of mining that reduce surface damage, make the mining of coal less hazardous, and allow exploitation of a larger percentage of the coal in situ. One method that can be helpful toward attaining these objectives is the use of packing or stowing. Stowing involves the replacement of the ore that has been removed by waste material obtained from within the mine or elsewhere. Evidently, it would be most beneficial if this waste for packing were available from the mine being worked, but generally this is not possible. If complete stowing is adopted, it is necessary to bring in packing material from other sources. Stowing tends to reduce surface subsidence, but not eliminate it. It enhances roof support and curtails accumulation of methane in the gob, making the mining operations safer. It may also allow one to obtain a larger amount of coal. Currently, in the United States, a substantial amount of coal is left in place as pillars, in the hope that it will support the overburden indefinitely. Some of these could be extracted with stowing. The mining of thick, steep, or contiguous seams would also be facilitated.

There is as yet no accepted method of predicting flotation frother performance in plant processes based on laboratory scale characterisation techniques. This paper investigates the use of dynamic surface tension, using the maximum bubble pressure method, as a means of evaluating frothers and frother mixtures. An adsorption model is presented, which has been used to quantify the role of frother type and concentration during frother bubble interaction, based on the correlation of model parameters to physical frother characteristics. This approach was found to provide useful insight with respect to blending and selection of flotation frothers to meet specified flotation performance criteria.

Within the framework of the adaptation of the South-East European Technicentre (Technicentre Sud-Est Européen TSEE), SNCF Voyageurs appointed Pini with the project management mission (MOE) for the design and construction monitoring of a road tunnel. This investment has a dual function: during the site transformation phase, it facilitates the work logistics (and shorten traffic flows); and in the operating phase, it is intended to ease all movements on the site over the long term. This is a limited-length gallery (50 meters) to be performed in conventional excavation below Poniatowski Avenue (Paris 12e). The excavation, crossing the entire width of the boulevard, constitutes a major challenge, given the very low coverage (less than 5.5 m), and the surrounding main infrastructures. The same project mis- sion includes the design of the tunnel accesses, via reinforced-concrete frame structures. The targeted design questions several aspects of its execution framework, and particularly, continuous operation must be guaranteed to the neighboring networks during the works. The installation of an umbrella- pipe all along the excavation profile, the progression in divided sub-sections, and the implementation of a complex monitoring system are hence key elements for limiting and controlling any deformation. An exhaustive 3D finite element modelling was performed, taking into account the detailed phasing of construction (pre-support, excavation in divided section, preliminary support and definitive lining), to dimen- sion the structures, and, overall, to analyze the impacts on the neighboring structures and facilities. During the execution phase (planned for mid-2024), monitoring activities with back-analyses as close as possible to the works are planned.

INTRODUCTION Passive dust control systems are quickly gaining acceptance in the bulk solids handling industries. The number of applications is increasing due to proven performance, especially in US power plants burning Powder River Basin coal. Air Control Sciences ®, Inc., of Boulder, Colorado, has over forty (40) patented Dustless Transfer ® systems in operation. All of the installations control workspace dust levels to less than 2.0 mg/m3, and in some applications reduced conveyor dusting by over ninety-eight percent (98%). Passive systems control fugitive dust emissions by minimizing the induced airflow in bulk material transfer and slowing its velocity. Traditionally, fugitive dust control in the mining industry was accomplished using either dust collection systems or dust suppression systems. The term passive dust control, indicates these methods don't use any active dust collection or suppression. Passive dust control systems are best suited to transfer from one conveyor to another. They can also be applied to transfers from feeder to conveyors.

Introduction Rock bolting is a general term that encompasses pinning, roof bolting, rib bolting, and cable bolting. Rock bolting contributes the highest nonproductive cost and is the most significant safety risk in mining today. Total installed bolt costs are now more than $20 per bolt. Rebolting or repair work doubles this. And bolting accidents account for about 30% of all fatal and nonfatal lost time accidents. It is only logical, then, for the mine operator to install the highest quality anchors possible. Every bolt on the market - tensioned, untensioned, full contact, or point anchor - has designed capabilities in axial, shear, and fluctuating ground conditions. Bolts will provide a designed support if material specifications and installation procedures fall within the manufacturer's recommendations. This also assumes that there are no unexpected geological or operational changes. Proper material specifications and installation procedures should guarantee the mine operator a quality anchor. To help assure this, the Mine Safety and Health Administration (MSHA), the US Bureau of Mines (USBM), and the AMC Manufacturers group developed stringent ASTM materials standards. These govern mechanical point anchor bolts and bolts using threaded and nonthreaded rebar. There are also minimum standards that suppliers must comply with in the manufacture of frictional bolts. However, most frictional bolt standards are based on the manufacturer's own specifications. It would be impossible to set uniform regulations on frictional bolts. Each bolt provides support in a slightly different manner and thereby requires different material needs. Quality Control In any case, material quality can generally be assured through tight order specifications and periodic quality control checks. The problem with installing quality anchors does not solely lie with the material. It includes all the events that occur from the time a bolt leaves a manufacturer to the time it is installed. The anchoring ability of any major type bolt can be affected by transportation, storage, mechanical performance of installation equipment, installation demands of the operator, proper drilling accessories, and local geology. Table 1 and Fig. 1 document the negative events that can affect each bolt and the degree to which it can be affected. Drilling a hole of oversized diameter, for example, is an operator controlled factor. It will adversely affect most bolts. An over-sized diameter reduces, or even eliminates, the anchorage capability of a mechanical shell. It will reduce the support capacity of a split set to nearly nothing. And it will cause a partial or incomplete grouting around the resin bolt. Frequently, due to bit wear, holes are drilled undersized in diameter and may not be properly cleaned out. In this case, it will be difficult for the operator to push the mechanical shell into the hole, thereby causing him to drill another hole. In cases where the bolt is obviously not providing anchorage, operators will probably drill another hole and place another bolt. Rock Bolt Regulations It is the situations where a bolt is improperly installed in the hole, but gives the appearance of a good bolt, that are frightening. In fact, some safety officials and engineers believe that only 50% to 60% of installed bolts are working. These bolts cause irregular ground load transfers in other bolts and overload them. This causes hazardous situations and overstressing. It is these bolts that fail prematurely 200 to 255 mm (8 to 10 in.) behind the face and possibly contribute to the high accident rate. Tunnel Boring Machines (TBM) have more or less become the preferred method of tunneling in various ground conditions and Programmable Logic Controllers (PLC) or microprocessors are standard features on TBMs to monitor and record various sensory systems on the machine providing the possibility for machine automation and control. The data collected from these sensory systems and channeled through PLC is stored for real-time analysis or use by the operators. Based on typical construction specifications, part of the information collected in the process is shared with the project management team representing the owner. Machine data automatically acquired during TBM advance is typically processed by specialized software to offer the project team data visualization and evaluation options. Interfacing with Geographic Information System (GIS), Computer-Aided Design (CAD), 3-D geologic model, instrumentation data bases, and Document Management Systems (DMS) allows for developing Building Information Models (BIM) of the tunnel’s as-built condition. Application of Artificial Intelligence (AI) processes such as Machine Learning (ML) have already been used for analysis of data, including performance prediction of hard rock TBMs, and exhibited the potential of big data analytics in improving the productivity of the operations. This paper outlines anticipated disruptive technological advances with implications on geotechnical exploration, TBM operation, face condition tracking, subsurface risk allocation, and claims management in the future.

With a growing number of mines reaching closure and seeing closure costs materialize, regulators, lenders, and banks are observing projects that fail economically by miscalculating these costs. Mine closure costs are often categorized as a type of liability which is defined as the money owed by the company to offset effects from the project, and the money available to pay for those debts (e.g., bond). Often, decisions made before Day 1 of mining (e.g., co-disposal, dry stack tailings, waste segregation) can significantly change the bond calculation. Once the bond is calculated and funded, operators are encouraged to conduct closure research and use applied science for progressive bond release prior to final closure. However, this author has observed few instances of financially significant progressive bond release, as there are typically no robust procedures for bond return, either before or during closure activities. As a result, many companies decide that entering a state of Care & Maintenance (C&M) is less risky than attempting to fund closure activities with an unknown bond return mechanism. Although perhaps less risky in the short-term, the primary long-term risk with entering C&M is that it increases the chances of the bond not covering the cost of closure and the chances of the government/regulatory agency inheriting the mine closure. Bonds are typically reevaluated on a regular cycle (e.g., five years) so every mining company goes through this financing challenge eventually.

Mining is a risky business. The cost of exploring for new mineral deposits is high and the success rate of finding one worthy of development is relatively low. And once a deposit is identified, there is no guarantee that it will become a mine. Mining companies have to spend a lot of time and money on due diligence, prefeasibility and feasibility studies, and sustainable development and environmental issues before deciding whether the deposit will become a profitable mine. And then there are the millions of dollars spent in developing the deposit and building a mine. No wonder the mining industry has trouble attracting investment capital. Companies take a large risk in developing reserves and investors take a similar risk in investing in them. So mining companies must be as accurate as possible in determining mineralization that makes it to reserve status. After all, reserves are a company’s most important asset and one of the critical factors analysts and funding sources look at when determining if a mine or mining company is worth the risk.

The Lower Indus Basin deposits form a substantial unconfined alluvial aquifer of excellent quality. This aquifer contains basically highly saline groundwater, overlain in places by considerable amounts of freshwater whose origin can be traced to the present and historical courses of the River Indus. In the past the main source of groundwater recharge has been direct river seepage and water tables were generally deep. Since the establishment of a perennial irrigation regime however, deep percolation from the increased irrigation supplies has predominated and the water-table has risen to within a few feet of the surface. The river system itself is being progressively developed for irrigation and very shortly a situation will arise where the entire low winter flow will be utilised. Fresh groundwater will then be exploited to supplement the surface supplies, and at the same time a drainage system, mainly based on wells will be used to stabilise the water-table at safe depths. This paper discusses some of the methods used to ensure optimum-economic development of the fresh groundwater and describes the general design philosophy evolved by the authors firms for both irrigation and drainage wells, with respect to both well configuation and operation. Water quality standards are discussed in as much as they affect subsequent use of the groundwater. A few particular aspects are considered, including that of the values of the relevant aquifer constants, the construction of wells and the determination of screen losses. A major problem solved during the Lower Indus Project investigations has been the design of wells to-produce fresh water from layers overlying saline water. This solution is also discussed.

KMG Minerals, Inc., a mica-feldspar-quartz producer in Kings Mountain, N.C., uses about 50% of its plant's -200 mesh slimes to manufacture brick. However, the company is unable to market the remaining 50% of this fine mineral mixture. The NCSU Minerals Research Laboratory operated a pilot plant to process these slimes to produce an additional product. The process, consisting of blunging and hydraulic sizing, was designed to separate a kaolin-enriched -270 mesh product from the bulk of the coarser +270 mesh "grit" minerals. Size analysis showed that this product was 80% finer than 20 microns and 50% finer than 6 microns (in equivalent spherical diameter). An evaluation indicated that it is a hydrous aluminum silicate that might be suitable in the filler and extender markets for traffic paint, some types of plastics, joint cements, and dusting compounds. Because of its high viscosity, it will be difficult to use more than a small percentage in cast ceramic bodies. However, it might be possible to use up to 10% in extruded ceramic bodies (i.e., electrical porcelain). The 15.2 cm (6 in,) diameter Linatex Hydrosizer was tested using a range of teeter water flowrates, so that the net rise velocity was varied from 0.10 cm/s to 0.40 cm/s. The solid feed rate to the sizer was maintained at approximately 1.1 t/hr/m2 (0.12 ton/hr/ft2). Tests were run using both "shallow" (i.e., 6 in.) and "deep" (i.e., 15 in. teetered beds. The best overall result was obtained when the sizer was operated with the "deep" teeter bed and a net rise velocity of 0.10 cm/s. About 97% of the +270 mesh material was rejected and approximately 79% of the -270 mesh material was recovered in a 14% solids slurry.

Some of you may be old enough to remember -- as I do -- the early days of World War II. A highly prepared, well-equipped Japanese striking force had moved like lightning across the South Pacific islands and Southeastern Asia. As the invasion force pushed its way down the Malaysian Peninsula, Singapore stood serene and beautiful, protected by its natural moat of water, busy as ever with its commercial pursuits. One can see its captains of trade and industry now, sitting com¬fortably on the veranda of the "Singapore Country Club", sipping scotch between cricket games, convinced that the weary, logistically extended Japanese force couldn't possibly cross over to their island which had been so secure for a hundred' years or more. No need to remind you what happened. The brave men in their ships at sea and in the gun emplacements ashore were hopelessly out-gunned and out-maneuvered.

Globalization was the key word for the mining industry during the 1990s, just as productivity was the key word of the 1980s. And globalization will remain the key word as the industry enters the 21st century, according to speakers at the Colorado MPD Meeting held in Colorado Springs, CO in May. The meeting, put on by the Colorado Section SME Minerals Processing Division, drew about 120 people to the Broadmoor Hotel. “Operating Globally” was the theme of the 49th annual conference. Speakers addressed the reasons why mining companies have limited their spending in the United States and have moved into Third World and developing nations.
