The Washington Metropolitan Area Transit Authority's Wheaton Station and tunnel design was completed and offered for bid in the Spring of 1983. The format was unique to the Authority: a four part, four fiscal year contract developed in response to funding limitations with construction divided into four stages allowing the maximum amount of work to be done each year for the funds available. The bid was based on the entire contract, but was orginally awarded for only the first year's work. Each year's work had a maximum funding limitation thus safe guarding the Authority from a grossly unbalanced bid. The Authority's estimate for this work was $83,871,524. The low bid came in at 61% of this for a total low bid of $51,512,058. The low bidder was ILBAU America Corporation whose home offices are in Austria. Following receipt of the bids (and resolution of objections cited by other bidders who felt that the job could not be done for the $51 Million dollar figure), a Notice-To-Proceed was given on October 5, 1983. The construction contract allows a Value Engineering Change Proposal, called a VECP which is initiated and developed by the contractor to change the drawings, specifications or other requirements of the contract. Among other things the VECP should decrease the contract price while maintaining the service life, reliability, ease of maintenance, and standardized features and appearance and not require an unacceptable extension of the contract time. The City of Santa Cruz Water Department is replacing the existing Newell Creek Dam inlet/outlet works at Loch Lomond Reservoir in the San Lorenzo Valley. The project will improve the City’s overall operational efficiency, improve system performance, and improve the safety and reliability of storage for the City’s drinking water supply. The project comprises new inlet works* (three new inlets that control and convey flows into and out of the reservoir, and an intake control building), an inlet/outlet tunnel with a 48-inch conduit to convey flows into and out of the reservoir, and a new outlet structure at the toe of the dam. The outlet structure includes a release point for energy dissipation of emergency drawdown flows, a connection to Newell Creek Pipeline, and beneficial releases into Newell Creek. The project also includes a new dam seepage collection and monitoring system and appurtenant structures such as a culvert bridge over the spillway plunge pool to improve access to the new outlet. Notable complex project components include in-water work to connect the new intake shaft pipes to the three new inlets. The project includes one major milestone with a work window regulated by environmental permits that could only be amended/ extended with approvals from those agencies. If not met, the milestone work would have caused significant delays (potentially up to one year) to the project.

"The objective of the study conducted by the authors is to determine what media size(s) addition will maximize any given plant ball mill’s grinding efficiency (Fig. 1). The functional performance parameters “mill grinding rate through the size of interest,” and “cumulative mill grinding rates” from both plant and smallscale tests are applied to this task. A plant media sizing methodology, and industrial case studies, are provided.BackgroundA previous article (“Ball mill classification system optimization through functional performance modeling,” Nov. 17, McIvor et al., 2017, Mining Engineering) described circuit classification system efficiency (CSE), equal to the percentage of coarse (plus circuit P80 target size) material in the ball mill. It can be measured and then increased through pump and cyclone adjustments. By so transferring the application of ball mill power from fine (minus P80 product size) to coarse material, circuit efficiency is increased and overgrinding is decreased.The other factor that determines overall circuit efficiency is how well the power that is applied to the coarse material grinds it. This is affected by design and operating variables like the media sizing and mill percent solids. From circuit functional performance (McIvor et al., 1990):Circuit production rate of new fine material (t/h) = Power applied to coarse material (kW) x Mill grinding rate of coarse material (t/kWh) (1)The power applied to coarse material is the total mill power multiplied by the CSE. Therefore:Circuit production rate of new fine material (t/h) = Total mill power (kW) x CSE (%) x Mill grinding rate of coarse material (t/kWh) (2) Production rate, mill power and CSE can be measured during a plant circuit survey. The mill grinding rate of coarse material is then calculated. At the circuit target P80 size, this is the mill grinding rate (of coarse material) through the size of interest. The objective is to maximize this rate. The mill grinding efficiency can also be calculated by taking the ratio of the mill grinding rate over the material’s grindability as measured in the lab. Mill percent solids optimization has thusly been achieved (McIvor et al., 2000). For media sizing, maximizing the mill grinding rate on a given ore is equivalent to maximizing the mill grinding efficiency. Ores of different grindability will be part of the discussion."

The United States Forest Service, as a land managing agency, is responsible for the surface administration of National Forest lands. The basic objectives of management are protection and utilization of renewable resources such as water, forage, timber, wildlife, recreation, and clean air. Much of the National Forest land in this country is open to mineral prospecting and development. When large de-posits of minerals are extracted from the forest environment, especially by surface methods, there are oftentimes conflicts between accepted mining methods and the objectives of other resource management goals. Such is the situation in Southeast Idaho where several members of the phosphate industry are operating on and adjacent to the Caribou National Forest. In 1966, the phosphate industry and the Caribou National Forest became mutually concerned with the problems of rehabilitating mined areas and minimizing potential damage to adjacent forest areas. A Cooperative Administrative Study was initiated with industry supporting the Forest Service financially and with equipment, material, and manpower, as well as interest and enthusiasm. The objectives of the study are to provide basic, applicable information pertinent to: 1. Protecting the quality of water emanating from mined water-sheds. 2. Providing for soil stabilization on mined areas. 3. Returning mined areas to surface resource production. 4. The feasibility of making mined areas esthetically acceptable. It was concluded that the following separate--yet intergrated--fields should be studied in order to obtain the desired information:

The Albany Research Center (ARC) conducted studies of mechanical activation by conventional and ultra-fine grinding techniques to enhance olivine reactivity in mineral carbonation reactions. Activated olivine is one of several solid feed materials used at ARC in reactions with carbon dioxide to form carbonate minerals. This paper compares grinding techniques via energy demand data and product characteristics, including particle size distributions, surface areas, full width at half maximum (FWHM) XRD analyses, and particle morphology by SEM analyses. Reactivity was gauged by percent conversion to carbonate in subsequent carbonation tests.

Significant effort was made in 2003 and 2004 to upgrade the existing instrumentation and process control infrastructure at the Phelps Dodge Bagdad copper concentrator. Specifically, • cameras were installed on the feed belt for online image analysis data, • ultrasonic level sensors were installed for froth height and sump level control, • a trial froth image system was installed on one of the rougher rows, and • a new expert system to tie everything together was integrated and tuned in-house. Control philosophy, observations, opinions, and general tips and tricks are discussed with the hope of assisting other plant personnel and expert system integrators.

Recent catastrophic failures of heap leach facilities have revealed fundamental weaknesses in prevailing design paradigms, modeling toolkits, and oversight practices that continue to treat heaps as static, free-draining earthworks despite compelling evidence to the contrary. The core proposition advanced in this paper is that heap materials are intrinsically dynamic: their structure, permeability, and shear strength evolve under the sustained influence of irrigation, climate, and geochemical reactions, and these timedependent changes can precipitate abrupt transitions from granular stability to flow-like failure. Drawing on investigations of recent failures at Çöpler Mine in Turkey and Eagle Gold Mine in the Yukon, alongside earlier incidents in Peru, Arizona, Nevada, and Chile, the analysis identifies a recurrent sequence driving catastrophic behavior: progressive weathering elevates fines and suppresses permeability; drainage systems designed for initial conditions become overwhelmed; pore pressures rise heterogeneously within the heap; and static liquefaction initiates rapid mass movement with long runout. Current guidance, including ICOLD and ANCOLD frameworks and ASTM testing standards, provides a necessary foundation but is tailored to tailings and conventional soil mechanics. These documents offer insufficient direction for characterizing timedependent material degradation, quantifying rheology of weathered ore, and modeling post-failure mobility. To address this deficit, the paper proposes an integrated framework combining enhanced characterization, multi-physics numerical modeling that couples hydro-geochemical processes with large-deformation mechanics, and comprehensive monitoring with Trigger Action Response Plans. The conclusion argues for a heap-specific standard that embeds these elements from concept to closure, aiming to materially improve safety performance and reduce the likelihood and consequences of future failures.

INTRODUCTION Prior to excavation in soil and rock, it is useful to know the subsurface structure. This is important information both for safety and for equipment scheduling reasons. It is useful to know whether parts of the subsurface might be potentially troublesome or of different character than is generally thought present. By using geophysical probing, it is possible to infer the location and size of these unusual regions. The ground structure is commonly estimated from core samples taken from boreholes. These cores give a detailed knowledge of the structure in the borehole. However, knowledge of the structure exterior to the borehole can only be extrapolated from core data. By using seismic and electromagnetic cross-borehole geophysical probing, remote probing can be used to sense the region exterior to boreholes. A recent advance has significantly improved the state-of-the-art for defining the ground structure between boreholes. This new procedure utilizes large amounts of data and provides a detailed picture of the subsurface. The data processing algorithms used are similar to those in medical imaging of the human body using x-rays, a science called x-ray tomography. This imaging of the ground is called geotomography, which is a shortened acronym for geophysical tomography. Several examples of geotomography applied to imaging ground structure are presented. Our approach has been to probe the ground with electromagnetic and seismic waves. We map the region of interest with signals transmitted between multiple source and receiver pairs lowered in boreholes on opposite sides of the region (Figure 1). There is an old saying in Canada: "Mines are made as much as discovered." What follows is Young's perception of his experience developing and financing the Cochrane Hill gold mine project. In 1974, I came back from rutile and zircon exploration and mining in Australia. I became interested in a copper, lead, and zinc project in the Bathurst District, New Brunswick. Much field work had already been done but I was convinced that a reinterpretation of the geophysical work left room to enlarge on the known mineralization. So, with my own money I put a property deal together, found an underwriter willing to raise $100,000, and had a lawyer produce a prospectus. The prospectus was ultimately accepted for filing by the Ontario Securities Commission and I acquired funding and began work. It did not take many drill holes to determine that the interpretation was not geologically valid. However, while drilling was going on, geophysical and geochemical explorations indicated interesting anomalous zones elsewhere on the property. But by now the base metal market climate had soured and the $50,000 I had left was not enough to evaluate the new results. So I decided to farm out the property. A data folio was produced and the property was optioned to a major mining company, with Northumberland Mines Ltd. retaining a 20% free, carried interest. By 1976, the market for junior issues was so bad no under¬writer would even talk to a geologist and I still had the $50,000 in the bank and was looking for something to initiate. A Project That Went Nowhere Market research indicated that the Toronto area imported fine calcium carbonate fillers from Georgia, Alabama, and Vermont. I was aware of the specs and the fact that there is a large marble belt in Eastern Ontario. After some prospecting, I found an interesting deposit. The product was slightly high in silica and low on brightness. Research work eliminated the silica and corrected the brightness. So, with insufficient money we launched a feasibility study. This included diamond drilling, bulk sampling, special fine grinding and air classification tests, and an in-depth market survey. Our product was as good or better than those on the market. Our advantage was that delivery could be made by a two-hour truck haul to the customer. The present system of rail delivery had many problems, especially in winter. Despite everything looking rosy, we ran into a stone wall. The underwriters were singularly unimpressed because the public saw little glamour in a substance most people had never heard of. The issue would have been difficult-if not impossible-to sell. Banks and government agencies took the position that if we could get long term take-or-pay contracts then they would lend the required capital. None of the suppliers, however, would even consider a contract until production had begun and they could evaluate the production material. It was a classic "catch 22" situation. I have gone into this in some detail to show how tough the industrial mineral market can be. We eventually optioned this calcium carbonate property to a major corporation. The option agreement would give us a free, carried 15% and the right to buy up to 40% for contributing 25% of the production costs. But the experience left my company in poor financial shape. To survive, I think the entrepreneur-geologist must always have at least one project in reserve, an emergency plan. I had been searching out a new project to work on, after the calcium carbonate option was wrapped up. It was gold. Gold intrigued me and I knew quite a bit about Nova Scotian gold. I felt that with any rise in price, many of the former high-grade gold mines would have interesting potential for the larger, low grade portions of the deposits. That is how I happened on Cochrane Hill, where much work had been done in the early 1970s when gold as $4.82/g ($150/ oz). This time my timing was good. No sooner had Northumberland signed an option agreement than gold prices started to rise. In six months, they went to $27.331g ($850/oz). Even so, financing gold prospects in early 1980 was still not easy. It had been years since gold financing had been undertaken. A whole new generation of investors, with no knowledge of gold mining, had grown up. So, with accounting and legal council, we decided on a semiprivate "seed money" offering. Under the new Ontario Securities Act, this was a new-and partly tax sheltered-concept. At the time, it was very innovative.

The Zagros long tunnel is one of the main components of Sirvan water transfer project in western Iran. It is approximately 48 km in length and consisted of two lots. The second 26 km lot of this tunnel is under construction by a 6.73 m diameter double shield (DS) TBM. The tunnel passes through several formations with wide range rock mass qualities. During the tunnel alignment, changes in rock quality were highly frequent from poor to very good. The encountered geological conditions required TBM operation to change frequently from hard rock to soft, dry to flowing, sticky to nonsticky ground (and vice versa), more often than expected. In the course of tunneling, the machine has encountered nearly many adverse geologic conditions. The most important problems have been sudden high volume water inflow into the tunnel, sticky ground, and gas seepage, all of which resulted in reduced TBM advance rates. This study will high-light two difficult ground conditions including large water ingress and sticky ground and also the related problems encountered by the TBM along 8 km of excavated tunnel. In sticky grounds, cleaning of the clogged cutter head caused many delays and contributed to additional downtime. Application of some operational modifications, including decreased TBM thrust showed satisfactory results in such cases. While reduced thrust resulted in reduced penetration rate, but the overall TBM advance was greatly improved by the increase utilization rate and elimination of down time related to cleaning of the head. To cope with high water inflow, application of preventive measures such as pre-grouting has proved to be a more efficientsolution. The sealing of ground water inflow also decreased seepage of dangerous H2S gas and other chemicals such as hydrocarbons accompanying the groundwater.

The Galore Creek Mine project is one of the newest major mining projects underdevelopment in Canada. The project is located in a very remote area of northwester British Columbia and is being developed by Nova Gold Resources of Vancouver. The mine project comprises one of the largest and highest grade undeveloped porphyry-related gold-silver-copper deposits in North America. In order to access the mine site anew 120 km road is planned to be constructed including a 4.4 km mine access road tunnel. Glaciers with heavy snow pack cover approximately two-thirds of the tunnel alignment with a maximum cover of 1,200 m. The size of the access road tunnel is about 50 m2 and has been designed as a large single lane road tunnel to accommodate the transport of large size mining equipment for mine start up and ongoing operations. The rock conditions along the tunnel alignment comprise very strong volcanic rocks. Key services for mining operations will be incorporated into the tunnel comprising diesel and power as well as the concentrate pipeline. Structural portal canopies have been incorporated into the tunnel design due to the risk of rockfalls and avalanches in the portal areas. The mine access road tunnel is a significant and critical-path component to the overall project to provide vehicular access to allow construction of the mine site. In order to meet the expected mine start up date the construction of the tunnel works are to commence prior to any other works at the mine site and will be constructed entirely by helicopter support. Geotechnical investigations commenced in the summer of 2006 with the removal of the overburden materials at the portals to assess bedrock conditions. Tunnel construction from both portals is expected to commence in the spring of 2007. The construction of the mine project is subject to and awaiting environmental approval in the spring of 2007. The mine access road tunnel will be the longest private road tunnel in North America. The key design and constructability issues for the mine access road tunnel project are presented and discussed.

"Declining ore grade, leading to increased material transport and plant throughput requirements, is one of the major challenges in the current mining environment. This is accompanied by rising energy and labor costs, decreasing plant productivity and the requirement for highest plant availability. Siemens’ answer is the latest gearless drive technology for grinding and conveying. Gearless drive solutions are surpassing the mechanical limits of conventional drive systems serving to utilize the principle of economies of scale. By elimination of various components of the drive train the maintenance activities and spare parts inventories are reduced. The advantages are culminating in the incomparable availability of the Siemens’ gearless drive technology of 99.46 to 99.71% - as confirmed by real operational data from the Antapaccay mine in Peru. It was the first plant worldwide to use gearless drives for both applications. Especially those components that are at the edge of current manufacturing or power limits are eliminated. The used equipment provides the possibility to scale up and increase the power transmitted to the driven machine. This finally results in a possible increase of throughput respectively transported or processed material. In order to apply this principle of simplification we will take a look at the components of a conventional drive system consisting of: - Driven equipment (mill, conveyor, slurry pump…) - Components altering the rated speed (gearboxes, girth gear / pinion) - The electric motor - Starting devices for the motor (VSD, CCV, LRS, clutch…), which are necessary because a direct across-the-line start of high power motors with load would result in a significant drop in the line supply voltage - Alternatively a variable speed drive (VSD) or cycloconverter (CCV) to utilize the possibility of speed variation during operation - The electrical supply system (cables, switchgear, transformers, protection equipment) Intermediate gearboxes are not required when a motor is used with a rated speed that directly matches the speed requirement of the driven equipment. Furthermore the VSD can be used to smoothly start the motor and to vary speed during operation, which means that it satisfies both requirements."

The Activity Distribution Diagrams (ADD) developed by the authors are computed for Cu-S-H2O and Mo-S-H2O systems. The distributions of metal and sulfur between all species are estimated against pH at different potential levels. Both M-H2O and S-H2O distributions are compared to the M-S-H2O distributions to estimate the changes occurring due to the presence of sulfur. The method of computation follows the Activity Term Criterion, taking into consideration the multi-equilibrium interrelations and conservation of mass. Results are analyzed in terms of dividing a distribution curve into three basic segments. These segments are formation, stability, and dissolution.

The prestressed concrete industry in particular, and the precast concrete industry to some extent, are rank newcomers to the concrete construction field compared to the cement, ready-mixed or concrete masonry industries. This young industry reflects its youth and vigor in its enthusiasm, optimism and the belief that it can reach any goal it chooses to set -- and it is setting its sights high. The prestressed and precast concrete industry fully expects to become the major structural and architectural material by the 1980's. Before exploring how the industry expects to reach this goal, a brief look at the origins and the growth of the industry may be useful in an evaluation of the feasibility of this goal. It was always recognized that concrete, strong and efficient for supporting loads which cause compression, was weak and inefficient when used to carry loads which induce tension. Thus the reason for reinforced concrete in which the concrete efficiently carries the compression in a flexural member while low grade steel bars reinforce the concrete in the areas 'of tensile stress. (Fig. 1). The steel being relatively inexpensive, can passively, but quite effectively carry tensile force while the concrete carries compression. The concrete in contact with the reinforcing also protects the steel from corrosion and acts as insulation to provide a superior "built-in" fire resistance. The major disadvantage of reinforced concrete relative to its main competitor, steel, is its weight in relation to its load-carrying capacity. On Dec. 20, 2013, an 8-m (26.2-ft) diameter Robbins hybrid single shield/earth pressure balance tunnel boring machine (EPB TBM) was launched to bore the Grosvenor decline tunnel for Australia?s Anglo American coal mine. The machine was built using onsite first time assembly (OFTA) in order to fit within a tight project schedule. Assembly at the remote jobsite near Moranbah, Australia took about four-and-a-half months, and then the machine was walked down into a launch tunnel. Two decline tunnels, at grades of 1:6 and 1:8, will be used for mine access to new coal seams. The hybrid machine is tackling mixed ground conditions ranging from sand and clay to varying types of sedimentary hard rock up to 120 MPa UCS, as well as coal seams. Methane gas is expected to be present throughout the tunnel, so the machine has been designed as explosion-proof-compliant to ERZ-1. ?Grosvenor is the first underground coal mine in Queensland to use a TBM for drift construction,? said Glenn Tonkin, Grosvenor project director. ?We are proud to be pioneering this technology.? Only about 300 m (984 ft) of ground in each decline tunnel is expected to require EPB mode, while the rest of the tunnel will be bored in hard rock mode. Thus, the design was optimized toward hard rock excavation.

[Portland cement is a product made from a combination of limestone and argillaceous material which would supply the necessary amounts f calcium, silica, alumina and iron to form cementious compounds when fired at high temperatures. The resulting mixture, usually around 80% limestone and 20% argillaceous, is ground nine (80% -200 mesh), blended and then fired1 (2600-2700°F) to produce a cement clinker from which the final cement product is produced by grinding. The argillaceous component can be shale, clay, slate or other sources of the individual components of silica, alumina and iron. This paper deals with a case where a clay component was under consideration. The planned Plant site was to be located at a well defined limestone deposit. When it came to the argillaceous component, the nearest uniform deposit of clay was over 50 miles away and would require purchase of land or clay from the owner plus the daily delivery costs to the plant site. This situation made the plant site economically questionable. It was decided that a local clay deposit, which was available at the plant site but was orginally not considered due to lack of chemical uniformity and its high free silica content, would be reconsidered.]

Draglines are dominant machines and the most electricity consumers in surface coal mines. With the growing price of energy, environmental concerns, and the high sensitivity of mine profitability to dragline productivity, any improvement in efficiency of draglines can be beneficial for mines. Research has shown that operator skills have a significant impact on energy efficiency of loading machines. This study suggests a method to identify the key parameters that lead to differences in operator energy efficiency (responsible parameters). First, correlation analysis is used to identify parameters that are correlated to energy efficiency. Second, linear regression of a difference matrix is used to determine responsible parameters. Since this method is based on pair-wise comparison of operators, equal number of cycle is required for pairs of operators. Complete case analysis (CCA) is used to handle missing data problems. The final conclusion is made after removing the effect of random sampling and by considering all pairs of operators. Identifying responsible parameters can improve operator training programs. The suggested method is illustrated with a case study using field data.

INTRODUCTION Construction of the 3,600,000 kilowatt Third Powerplant at Grand Coulee Dam started in late summer 1967 approximately one year after authorization by Congress. The project was made possible by a treaty with Canada providing for cooperative development of the Columbia River which was signed in 1961 and ratified in 1964. Description of the Work The existing Grand Coulee power complex consisted of a dam and two powerplants with a switchyard serving each plant, one on each bank of the river. See Fig. 1. The switching facilities were connected to transformers at the powerplants by overhead 230-kilovolt and 115-kilovolt tie circuit conductors. [ ]

Several years ago, Hudco Industrial Products began experimenting with the idea of levitating a conveyor belt with a film of air, much like the puck on an air-hockey table. While conducting its research, the company found out that some Russian and Dutch companies attempted the concept during the 1970s. After studying those conveyors, Hudco determined that its design was better. The Hudco advanced air-supported conveyor consists of an air-tight plenum, or chamber, that runs the length of the belt. The topside of the plenum has a formed trough. It corresponds to the profile of conventional troughing rollers. Low-pressure air is provided to the sealed plenum from a low horsepower blower. This pressurized air is metered and released through the central portion of the trough and reacts against the underside of the belt. The differential pressure between the top and bottom surfaces creates the lift to support the loaded belt. Airtight covers are installed to seal the transported materials in the plenum trough.

When a fan or blower breaks down or becomes worn, customers have two choices. They can replace it or they can have it repaired. In the past, replacement was the preferred option, especially when the equipment was severely damaged or worn. Now, however, customers are discovering the benefits of repairing or rebuilding. Even when the cost of repair is more than 60 percent of the cost of a new fan, customers are choosing the repair option. The cost savings can range from 20 percent to 80 percent. In many cases, the quality of the repaired part or component will exceed the quality of the original. This is because repair engineers have an advantage over the original designers.
