When paraffinic gases (ethane, propane, butane) are used as the gas phase in flotation systems, the initial rate of flotation and recovery are generally increased as compared with air. The mechanism of the effect of paraffinic gases in flotation was studied and it was shown that they co-adsorb with the collector ions on the mineral-aqueous solution interface. The effect of this co-adsorption was interpreted in terms of apparent increase of the effective chain length of the collector by the co-adsorbed gas. Adsorption densities, contact angles and flotation behaviour were studied on the following systems: a) Quartz - dodecyl ammonium chloride - ethane and propane b) Calcite - sodium oleate - propane and butane. The positive effect of the co-adsorbed gases is a maximum at low collector concentrations or where critical conditions for flotation with air prevail.

Oil and gas together are the most important energy sources consumed in the United States. In 1983, 67% of total energy consumption was represented by these two resources (43% was oil and 25% natural gas), while coal accounted for only 23% of U.S. energy use. All other sources (hydroelectric, nuclear, geothermal, wood and other waste products) accounted for only 10% (U.S. Department of Energy, 1983, p. 1). In this chapter we address the issue of regulation in the oil and natural gas sectors of the U.S. energy industry. In addition, we analyze the cartel characteristics of the Organization of Petroleum Exporting Countries (OPEC). If OPEC is an effective cartel, then U.S. oil as well as substitute energy prices, production, and consumption will be affected by cartel action. Further, as the nation learned in the 1970s, major changes in oil prices produced major disturbances in other sectors of the U.S. and world economies. Consequently, it is important to determine whether the roughly ten-fold increase in nominal prices that occurred in the 1970s was the result of cartel action, the result of normal economic forces adjusting to the fact that the world was running out of cheap oil, or some combination of the two. Furthermore, the presence of OPEC- associated oil price increases is related to regulations that were imposed on the energy sector during the decade of the 70s. THE RATIONALE FOR GOVERNMENT INTERVENTION Economists have traditionally judged the state of an economy to be efficient if it is impossible to improve the welfare of any one member of society without harming someone else. Any economy that satisfies this condition is said to be Pareto efficient, after the Italian economist Vilfredo Pareto who first gave rigorous attention to such questions (see Chapter 4.10). It is easy to see why an economy that fails to satisfy this condition could not be efficient; by definition, it would be possible to alter the allocation of resources in a way that improves everyone's welfare.' Much of the appeal of this weak efficiency criterion is that it avoids comparisons of levels of well being among different individuals. The cost of such generality, however, is that in any given economic system a wide array of different Pareto efficient states will typically be attainable. In the simple Robinson Cursoe economy of the undergraduate textbook, for example, efficiency could just as easily be attained in the case where most of the island's resources are owned by Friday as in the case where they are under Crusoe's control. However, the distribution of welfare among the two inhabitants would obviously be quite different in the two situations. Such equity issues cannot be settled on objective or scientific grounds. To decide which distribution of welfare is socially "best" an explicit value judgment is needed. It is useful to keep in mind the preceding distinction between efficiency and equity issues when analyzing the role of government in a market economy. Decentralized market processes will not necessarily result in a distribution of welfare that society considers just. Discussion by B. Beatty This is a response to M.J. Hrebar's paper, which tracks in detail the highly productive stripping capabilities of modern large bulldozers at two separate installations. It proves the old adage "economies of scale" and quantifies the advantage of being able to move large loads of dirt over comparatively short haul distances by sliding rather than carrying the load. This discussion examines whether a bulldozer is the most efficient way of using this geotechnical principle. Case 1 - Study eastern US: Contour coal stripping application The energy consumption for the Case 1 mining method (eastern US contour stripping operation) shows the D11 averaged 117 L (31 gal) of diesel fuel per scheduled hour, and produced 333.3 bank m3 (436 bank cu yd) per scheduled hour (0.351 L/m3). Assuming 1 L (0.26 gal) of diesel fuel contains 10.4 kW-hr of energy, the unit expenditure of fuel energy for Case 1 Study was 3.66 kWh/m3. Another way of shifting this material is by using an overburden slusher (OS), as shown in Fig. 1. The OS as shown in Fig. I. The OS is electrically powered and consists of a manned low wall winch (LW ), a remote controlled (radio telemetry) highwall winch (HW) and a hoe. The winches operate to pull the hoe back and forth across the pit. The hoe carries load in the forward direction ahead of a rear mounted blade and returns empty. A spreadsheet (Lotus 123) simulation package, BOSSIM, models the OS operation on a load by load basis over a wide range of pit configurations. The geometry shown in Fig. 2 of the paper was modeled using BOSSI M and the results are summarized in Table1. Table 1 shows a LW with 150 kW (200 hp) and a HW of 120 kW (160 hp) installed power, towing a 15-m3 (19-cu yd) hoe, would accomplish the Case 1 stripping task at about the same scheduled stripping rate (D11=333 m3/hr or 433 cu yd/ hour, OS=342 m3/hr or 447 cu yd/ hour). It was assumed the winches in this equipment have an electromechanical efficiency of 90%. This gives an average electrical energy expenditure rate of 151 kW-hr, and a unit energy expenditure level of 0.44 kWhr/m-3(0.57 cu yd/kWh)-an improvement of 8291%- over the D11 alternative. The energy comparison illustrates the importance of using more efficient electric power if possible, ahead of the internal combustion engine, and delivering power from a fixed ground position rather than through a moving track system. Another important energy observation is the comparative action of the dozer blade and the OS hoe. The former implement continuously digs and spills as it works the load forward. The OS hoe digs the load until full, the blade then lifts due to the contained load pressure and a shear plane forms under the mass, enabling it to slide forward in a force reduced - transporting mode. Economic comparison Table 2 operating cost per scheduled hour and unit cost comparison follows a format used in Tables 2 and 3 of Hrebar's paper and compares Case 1 Study with the OS alternative. Drill and blast costs are kept constant in both cases, although when larger OS units are considered, it is expected these costs will reduce because bigger hoe sizes will permit larger rocks to be transported efficiently.

Igarape Bahia Mine, which is currently the largest gold producer in Brazil, belongs to Companhia Vale do Rio Doce - CVRD and is situated 250 miles south of Belem, state of Para, Brazil. It came into operation in 1992 with the startup of the CIP plant, fed with high grade ore, presently at 3.4gAu/t. The ore is totally oxidized, containing extremely fine particles of free gold. The ore is soft and low cyanide consumer, with a maximum work index of 12kwh/sht. In 1993 a Heap Leaching Plant was set into operation, handling low grade ore of · 1.s g Ault. The Heap Leaching Plant has undergone two major expansions. In 1994 its capacity was raised from lMtpy to 2,2Mtpy and in 1998, with a thorough remodeling of crushing operations, it was raised again to 3.5Mtpy. The CIP plant, which was originally designed with a capacity for l. lMtpy of ore, was expanded to a 2.2Mtpy capacity in 1994. Presently, the CIP plant accounts for most of Igarape Bahia's total gold output, with approximately 220,000oz per year. Igarape Bahia's annual output is around 360.000 oz. Over the last three years, work has been intensified to improve performance of both processes, aiming at maximizing productivity of the two industrial plants. Reduced costs and increased revenues have been given a special emphasis in the unified improvement program. Cost · reduction has involved developing methodologies to rationalize consumption of materials and inputs, while increased productivity has been given top priority as a means of generating increasing revenues. Thus, all of the improvement and development efforts have had a common goal: to increase operating income.

"U. S. marketable phosphate rock production for the 2018 crop year (July 1, 2017 to June 30, 2018) showed an increase to 27.7 Mt (30.5 million st) from the 2017 crop year production of 27.1 Mt (29.8 million st), as reported to the U. S. Department of the Interior by the mining companies operating in the United States during crop year 2018 (Table 1). Domestic consumption decreased in the 2018 crop year to 23.9 Mt (26.3 million st), as compared to the 27.2 Mt (30 million st) consumed in crop year 2017. U.S. imports of phosphate rock increased to 3 Mt (3.3 million st) for the 2018 crop year from the 1.81 Mt (1.9 million st) for crop year 2017. Imports of phosphate rock were from Peru and Morocco. There was an increase of 2.85 Mt (3.1 million st) in producers’ stocks from 7.45 Mt (8.2 million st) in crop year 2017 to 10.3 Mt (11.3 million st) in crop year 2018 (Table I).For calendar year 2018, Florida and North Carolina phosphate rock production accounted for 75 percent of the total U.S. production, with the balance being produced in Idaho and Utah. The Florida and North Carolina percent of U.S. production is declining. U.S. production of 25.7 Mt (28.3 million st) in calendar year 2018 was produced by five companies at 10 mines in four states and accounted for approximately 9.6 percent of the world production of 267.7 Mt (295 million st) for calendar year 2018 (Table 2).In calendar year 2018, U.S. phosphate production decreased by 2.2 Mt (2.4 million st), while companies increased stocks of phosphate rock by 1.7 Mt (1.9 million st). The domestic production for calendar year 2018 of 25.7 Mt (28.3 million st) represents 78.4 percent of the domestic production capacity of 32.8 Mt (36.1 million st).At present, China reportedly produces more than 50 percent of the world’s phosphate rock. As a result of planned expansions, Morocco production has increased from 27 Mt (30 million st) in 2017 to 33 Mt/a (36 million stpy), which is approximately 12.3 percent of the world’s production, moving ahead of the U.S. production. In calendar year 2018, the U.S. phosphate rock production was 25.7 Mt (28.3 million st), which is less than 10 percent of the world’s production of phosphate rock (Fig. 1)."

To promote the safety and health of U.S. mineworkers, researchers with the National Institute for Occupational Safety and Health (NIOSH) are currently involved in gathering additional field data from the nation’s underground coal mines. The purpose of this field study was to monitor ground movement and changes in pressure during mining where conditions include a thick parting in the coal seam. To accomplish this, three arrays of field instrumentation were installed in the wraparound bleeder of a room-and-pillar panel at the Maple Eagle mine located in southern West Virginia. Borehole pressure cells (BPCs) were used to monitor the change in pressure in pillars located adjacent to the gob. Roof extensometers were installed to measure roof sag at various horizons in the immediate roof, while rib extensometers were installed to measure displacement of the in-seam parting as mining progressed. Additionally, visual observations and manual measurements were taken during subsequent site visits. The repeatability of results, important from a scientific perspective, was accomplished by successfully obtaining field measurements from two nearly identical instrumentation sites. The data collected indicated that the front abutment extent at the edge of the panel was approximately 200 ft, corresponding to a distance of 9– 10 times the square root of the depth. Yielding of the slabbed pillar began when the pillar line was approximately 290 ft outby the instrumentation sites. This was followed by load shedding onto the abutments and the measurement of small amounts of roof sag in the No. 1 entry. Instrumentation data, as presented in this paper, can be used to better understand stress redistribution, pillar performance, and roof/rib displacements. Additionally, this data is suitable for assisting in the calibration of numerical models. Insight gained from applying these models can be used to make better engineering-based judgments for conditions that could potentially be encountered in the future.

If components of a gas-liquid stream react with each other and with stationary solids, involving parallel and sequential, reversible and irreversible, and slow and instantaneous reactions, the process can be defined by a set of simultaneous differential rate equations and simulated as multistage semibatch re¬actors. Each stage is divided into finite time increments. Within each increment, even the simultaneous reactions are treated as sequential. The proposed method follows process evolution from non-steady state startup to normal operating conditions. It allows computing byproduct buildup in recycles, tracer response curves and, in case of underground processes, expansion to adjacent parts of the deposit.

"The Contract C310 is part of the current biggest infrastructure project of Europe “Crossrail” which is a major new cross-London rail link project and comprises the construction of the North Woolwich Portal, Plumstead Portal and the twin tube Thames Tunnels with a length of approximately 2.6km. Two Mix-Shield TBMs (Diameter 7.12m) were driving through differing challenging ground conditions (Thanet Sand, Gravels, Flint and Chalk) below the ground water table. The two tunnels were underpassing several listed buildings, sensitive structures, operational railway tracks with low overburden and close to existing subway tunnels in an urban environment. Several additional measures as compensation grouting, micro piles and an intensive monitoring has been carried out to ensure a safe tunnelling process. PROJECT OVERVIEW CROSSRAIL Project Crossrail Crossrail is currently the biggest infrastructure project in Europe which has been developed to serve London and the southeast of England. The project includes the construction of twin-bore tunnels on a west-east alignment under central London and the upgrading of existing National Rail lines to the east and west of central London. The new rail track, as shown in Figure 1, starting in Shenfield/ Abbey Wood in the east of London and ending in Reading / Heathrow Airport in the west of London, includes the construction of nine central area stations, providing interchange with London Underground, National Rail and London Bus services, and the upgrading or renewal of existing stations outside central London.Altogether there will be 118km of new rail tracks, including 42km of tunnels and 40 train stations. After completion in 2018, Crossrail expects 200 million passengers per year (Tauriainen, Rädle, Ingram 2013)."

The Atlanta Plane Train project at Hartsfield-Jackson Atlanta International Airport employed the progressive design-build approach. This provided opportunities for collaboration between the design-builder, design engineer, and owner and the implementation of innovative design and construction approaches. The innovations have reduced risks, allowed for adjustments during design to accommodate new challenges, and provided open-book cost and schedule evaluations. The progressive design-build approach has also allowed for pricing of work to occur in phases—capturing the design/construction challenges as the project evolves and when they are more clearly defined. While this has allowed for pricing to be performed with better project understanding and therefore less contingency, the associated time frame for approvals has required careful consideration to avoid impacts to the schedule. This paper discusses the benefits and challenges of the progressive design-build approach.

This paper describes the techniques implemented at Randfontein Estates to develop twin-haulages at 'high speed'. An operation which culminated in the world record advance for twin-end multiblast cyclic development in hard abrasive quartzites. A major expansion project was planned for the mine, with the sinking of a third twin-shaft system (to be known as Cooke No. 3), to raise the level of ore production from 3 500 000 to 5 000 000 tonnes per alumm. Subsequent redesign of the proposed shaft system as a single 9 m brattice wall shaft took place, reducing the planned shaft sinking period by 12 months and saving an estimated R 250 000 (U.S. $ 330 000) in sinking costs. The advancement of the Cooke No. 3 Shaft sinking and development programme necessitated a rapid excavation schedule for two interconnecting twin-haulages from the existing Cooke No. 2 twin shaft complex to provide a second means of egress. An early holing between the two shafts would provide significant financial and technical benefits. Pre-development and equipping of shaft pillar excavations would enable a rapid shaft production build up and blocking out of at least one year's ore-reserves.

Generally, waste such as soil and sandstone is used in mines for road construction or haul roads. In many such mines, it is challenging to design haul road pavement to match the dumper capacity. This paper investigates overburden soil to find its utility as a pavement material. It is found that overburden soil is unsuitable pavement material without stabilization; hence, nine composite materials are developed using overburden soil and RBI. Physical, mechanical and microstructural properties of unstabilized and stabilized soil are determined. Statistical analysis is carried out to assess the effect of soil type, RBI and curing period of strength characteristics of unstabilized and stabilized soil. ANOVA tests assess the influence of RBI percentage on soil geotechnical properties, and regression relations are developed. Two-way ANOVA shows the effect of RBI and soil type on soil geotechnical properties, whereas one-way ANOVA shows that the influence of soil type is more than the RBI. The regression relation is developed for CBR, UCS, Poisson’s ratio and modulus of elasticity with a good correlation coefficient. The performance of RBI is more with the finer material and reduces with an increase in the size of soil grains. The performance of the developed composite is better than the earlier developed composite based on overburden with fly ash, lime kiln dust, lime or clinker.

The U.S. Bureau of Mines, in cooperation with the Homestake Mining Co., and the University of Utah, is conducting a field demonstration to evaluate the behavior of rock masses supported with cable bolts. One of two rock masses being studied is supported with both conventional and birdcage cables. This rock mass is located between the 6500 and 6650 levels of the 45-4BN stope. 21 ledge. The second rock mass is the hanging wall of the D-limb stope between the 3500 and 3650 levels near the Ross Shaft and is supported with conventional cables. The primary objectives of the project are to monitor the behavior of the two rock masses during mining using extensometers and cable support strain gauges, after which the rock will be modeled using the finite-element code UTAH III. Field data will be used to verify the modeling. In addition. a comparison between the effectiveness of conventional and birdcage cables will be made.

Summitville is an old mining district located south of Wolf Creek Pass in the southern San Juan Mountains of Colorado at an elevation higher than 3500 m (11,500 ft). The Summitville mine site is about 40 km (25 miles) southwest of Del Norte. The current mine, developed by Galactic Resources Ltd. and its subsidiaries in the mid-1980s, is on the north facing side of South Mountain. The area is drained by Cropsy Creek to the east and Wightman Fork to the north, both tributaries to the Alamosa River. Mining in the Summitville area began in 1870 when James Wightman discovered placer gold on what is now known as Wightman Fork of the Alamosa River. The first vein-type deposits were located in 1873 on South Mountain near the current Summitville Mine. Mining began in the district in 1875 and continued sporadically through 1942. Major mining episodes occurred from 1875 to 1894 and from 1926 to 1942. Total gold production from the mining district through 1949 totaled 7.5 t (240,000 oz). An additional 7.7 t (249,000 oz) were produced during Galactic's tenure. Natural degradation of the outcropping sulfide-rich veins in the area and the early mining activity, including development of the Reynolds, Dexter and Iowa drainage tunnels in the late 1890s, have polluted the streams draining the area with heavy metals and acidic water. Names of the various tributaries to Wightman Fork, such as Iron, Alum and Bitter Creek, testify to this natural pollution. This degradation has reduced, or killed, aquatic life in several area creeks, including Wightman Fork, for many years before recent mining activity.

A column flotation system was designed to conduct release analyses of a very finely disseminated, stratiform, copper ore from the Denali Copper Prospect, Alaska. Chalcopyrite is finely disseminated in a carbonate matrix and pyrite is disseminated in both the chalcopyrite and gangue, requiring grinding to 20 microns for adequate liberation. A 25 mm x 2.4 m glass flotation column was designed. The ore and its flotation tailings were repeatedly floated to obtain a rougher concentrate, which was repeatedly floated to produce release fractions. These were analyzed for copper, iron calcium and magnesium. Release curves were plotted. The procedure was replicated at each of two grinds; 99% and 88% passing 37 microns (400 mesh), and should find application for flotation characterization and process selection. Bond grindability work was also conducted.

The Putnam Coal Mine, at design capacity, will be the third largest underground bituminous coal mine in the world and will feature the world's longest single flight belt conveyor. Construction is now in process; initial mining will commence in early 1969 and design capacity will be reached in 1971. I'm Jerry Workman, Assistant Mining Manager for the Coal Group of the Mining and Metals Division of Union Carbide Corporation, and I am acting as Project Manager for installation and start-up of the Putnam Mine. The Putnam Coal Mine reserves are located in south-central West Virginia and contain approximately 27,000 acres of prime Pittsburgh No. 8 coal; reserves are sufficient to support a 3.5 MM tons per year operation for over 30 years. The mine portal area is located some six miles inland from the Kanawha River. The river loading facility is located approximately 156 miles by way of river from the market.

But the phenomenal numbers thereof, who have approached, settled, and been born in California in the past twenty-five years, are such a problem as to be a novelty in the broadest sense of the word. California, with less than 7,000,000 people in 1940, and over 19,000,000 in 1966. In 5 1/2 years, (1960-65) the southerly 14 counties of California, which together comprise one-half the land area of our state, had an increase in population greater than Colorado, or Arkansas, or Oregon, or any one of 19 other states.

In the Fort Union formation of western North Dakota, eastern Montana and northeastern Wyoming there are immense tonnages of lignite and subbituminous coal that have not yet been evaluated in terms of present economic conditions. Continued expansion of United States energy requirements has focused ever increasing attention on this tremendous resource, particularly as efficiency in mining and transporting of coal, as well as in electrical energy generation and transmission have improved and as hydrogenation and gasification of coal approach economic feasibility. This "total energy" concept for coal includes all of the energy uses that coal offers and has resulted in mergers of oil and coal companies and acquisition of coal re- serves by oil companies, as well as by coal companies and others. There is no doubt that these coals are entering an exciting new era of exploration and development that will result in greatly increased production. As a matter of fact, increased consumption for energy generation is well under way and recognition of the economic feasibility of high-Btu pipeline gas and synthetic petroleum products from coal is imminent. As coal is gradually displaced in steam electric generation by the more exotic fuels and processes, it will be increasingly used as raw material for the synthetic petro-chemical industry and the organic chemical industry.

INTRODUCTION In 1960, coal accounted for 49% of the world energy consumption, an amount that was reduced to 29% in 1973 because of the availability of cheap oil. At that time, it seemed that oil would remain available for a long time in unlimited quantities. However, this situation changed drastically in 1973/74 when a series of closely spaced price increases from $3 per to $12 per bbl by mid-1974 hit both industrialized and developing countries. Another sharp price increase in 1979/80 to the $34 to $38 per bbl level also hit the world economy hard and, at the same time, set in motion powerful technology development forces for increased coal utilization. At this point, the price of coal was approximately $1.50 per MM Btu, while that of oil approached $6.00 per MM Btu. This huge price differential offered an incentive for developing new coal technologies including liquefaction, gasification, fluidized bed combustion, coal-water mixture (CWM), etc. The CWM technology was of particular interest to the utility industry, which consumes more than 80% of the coal mined in the US for power generation. In this technology, a powdered coal is mixed with water to produce a stable slurry that can be stored for an extended period of time without settling and is readily pumpable. Various reagents in the amount of approximately 1% by weight of the coal are added to inhibit sedimentation during storage and to reduce the viscosity for atomization in burners. The coal loading is in the range of 50 to 80% solids, depending on the particle size and its distribution. With very fine particles, it is difficult to increase the coal loading above 50%, and a binomial distribution helps increase the coal loading. The presence of water consumes a relatively small amount of the heating value of the coal during combustion; for a coal-water slurry containing 30% water, less than 5% of the calorific value of coal is usually consumed due to evaporation. The major advantage of burning coal as a slurry is that many of the oil-burning furnaces can be converted to coal-burning with a minimum retrofit cost. Considering the substantial price margin between coal and oil, the pay- back period for retrofit costs can be relatively short. Nevertheless, the retrofit cost can be further reduced if low-ash coals are used as feedstocks for CWM; there will be savings in the capital cost of installing bag filters or electrostatic precipitators that are designed to remove the ash from the combustion gases. Furthermore, the use of low-ash coals can minimize derating of boilers because the velocity of the combustion gases can be maximized without creating erosion

With the occurrences of serious mill structural failures on both ball and primary mills, the mining industry has entered the era of detailed fabrication specifications. Such specifications, however, have been developed as individual entities, often by people not related to the mill design function. Therefore, there has been no effort to relate mill failure or safety to the existence or elimination of specific fabrication flaws; that is, no cause-effect failure relationships have been developed. The omission of this step produces a specification which can be termed uneconomical at best. The present paper attempts to fill this void, by reviewing methods for design consideration of flawed structures, and describing experimental tests used to tie such data to a meaningful quality assurance program in fabrication.

The reliable performance of the coal reclaim system is essential to the continued availability of a coal-fired electric generating unit. The control of fugitive coal dust within the areas housing the reclaiming equipment is necessary not only to minimize maintenance and clean-up costs, but is also a safety and health consideration. This paper describes the reclaim system control and dust suppression systems as initially installed, the shortcomings of these systems and the steps eventually taken to correct these shortcomings.
