With most of the mining industry emerging from the deepest business recession in 50 years, primary attention must be given to surviving in a business climate where dominant foreign competition, depressed prices, and potential overcapacity hang heavy over much of the industry. While already shackled with regulatory constraints, restrictive work rules, and high labor costs, mine operators are faced with the difficult task of reducing costs and improving productivity while operating at less than full capacity. To counter these nearly over-whelming factors, the mining industry must continue at the national level to seek regulatory relief and a rational policy toward foreign competition from government-controlled mines. In addition, dialogue with labor organizations must continue to minimize the impact of labor costs, cost escalators, and antiquated work practices. Although national and international actions have a tremendous impact on the future of domestic mining operations, local actions by mine operators to dramatically improve mining productivity will strengthen the industry's competitive stance. Before any substantial progress can be made, however, mine operators must recognize and define areas that depress productivity and establish goals and measures for improvement. Once problem areas are defined, a combination of technological and motivational concepts can be applied to improve productivity. Timing of Improvements While there is an immediate need for productivity improvements, only certain concepts offer near-term improvement potential while others must, of necessity, fit into a mid-range or long-range time frame. Near-term solutions (immediate to one year) likely will involve motivational concepts - work incentives and training - coupled with available technological concepts that require little capitalized development or site testing. Mid-range solutions (one to three years), by contrast, will include technological improvements in mining equipment, techniques, and systems automation. These concepts require a longer period of capitalized development and site testing before use. Long-range solutions (three years or more), which include adoption of new mining methods and computerized control systems, will appear only after prolonged research and capitalized development programs. Perhaps this is the first time that an analysis of the industrial minerals panorama has been made in Mexico for that type of commodities. Because the non-metallic minerals lack the glamour of the metallic minerals and are usually of less unit value than metallics, a comparative study of these commodities has seldom been attempted. Sulphur, fluorite, barite and few others are an exception. Consequently, the statistics on the lowest per unit value industrial minerals, such as limestone, dolomite, gravels, sands, etc., are usually scarce and not always accurate. The following, then, will be an attempt to show a general status of the industrial minerals in Mexico with due reservations regarding volumes and values. According to Kruger (1971), this group of minerals surprisingly very little known, and called non-metallics because the lack of metallic luster, is the largest group of the mineral kingdom. It constitutes perhaps 75% of all the mineral varieties. For the most part, these minerals are compounds of common acids, sulphides, hydroxides and two elements carbon and sulphur. The list of non-metallic minerals is therefore very long. It includes the borates, carbonates, chlorides, fluorides, nitrates, phosphates, silicates, sulphates and less commonly arsenates, chromates, molybdates, sulphides, tungstates and vanadates. The latter group and many of the oxides are sought usually for their metal content.

"Carbonic acid prepared on-site from carbon dioxide gas is widely used in water treatment and increasingly in some industrial applications. It has not seen extensive use in mineral processing but is an attractive alternative to sulphuric acid for pH control, with the need to counteract high pH levels caused by cemented backfill of particular interest. The fundamental chemistry of carbonate solutions as applied to flotation and flocculation circuits is described as well as plant-scale application. A project to introduce use of carbon dioxide for pH control at the Hecla Greens Creek lead-zinc-silver-gold operation is planned to begin operation in the first half of 2015. INTRODUCTION Flotation pH Control and Backfill Most sulphide flotation circuits are run at pH values ranging from slightly acid to strongly basic, with slightly basic pH the most common. Lead sulphide circuits are typically run at values from 7.5 to 9, with zinc circuits running at higher values of 9.5 to 10.5. This has been the case with ores that produce a natural pH in the circumneutral range, so that the pH needs to be raised. Although lime [Ca(OH)2] is the cheapest reagent in use to raise pH, soda ash (Na2CO3) or caustic soda (NaOH) are also employed where sodium ions in solution are preferred to dissolved calcium, or, in the case of soda ash, the presence of carbonate is desired. The use of soda ash for pH control in lead circuits has been widely recommended for many decades (1). The situation is necessarily different at operations where cemented backfill is used in underground mines (2). Backfill, whether emplaced as rammed paste or pumped slurry, is composed of mill tailings mixed with around 10% Portland or similar cement. When later mining occurs near or adjacent to previously backfilled areas, a considerable amount of old backfill is inevitably mixed with new ore and shipped to the mill. Depending on orebody geometry, mining methods etc., the amount of backfill in mill feed can easily approach 20%, with periods of higher content not unheard of. The presence of so much backfill, with its high cement content, produces results largely indistinguishable from adding a large amount of lime to run-of-mine feed: mill pH in the grinding circuits can range above 11 and high concentrations of calcium ions are present. The need to raise pH disappears; the problem becomes to lower it."

Faults, sandstone channels, and abandoned mine workings present severe safety hazards, disrupt mining, and necessitate costly precautions or discontinuance of operations. In addition to fault detection, mining companies have a need to map discontinuities such as seam thinning and previously mined areas in both longwall and room-and-pillar operations. Initial field tests demonstrated successful generation and propagation of higher order guided wave modes. Theoretical studies indicate potential for improved resolution by sensing small details in the coal seam and roof structure. Controlled-waveform source transducers and specialized detectors are particularly useful to preferentially excite and detect the Love (SH) and Rayleigh-type (P-SV) waves, including the higher frequency modes. The distinct observation of reflections using the transducers in the shear wave mode makes feasible the detection of the water-filled voids.

One of the results of the Earth summit (The United Nations Conference) on Environment and Development - UNDP is the statement of forest principles. Others include: the Rio Declaration which is that the human beings are entitled to a healthy and productive life in harmony with nature; Agenda 21-for achieving sustainable development in the 21st century; the convention on biological diversity and the frame work convention on climate change. In the preservation of the biological diversity, Government at various levels took series of steps such as legislation, establishment of forest reserves including strict nature reserves, Forest guards, afforestation projects and others. Omo Forest Reserves is one of the Forest reserves owned by the Ogun state Government of Nigeria. It houses the Omo Biosphere Reserve (that is Strict Nature Reserve of International standard). This biosphere reserve is surrounded by buffer zones, which are meant to serves as protection for the biosphere reserves against encroachments. This study showed that the richest plot in term of species composition (that is plot 15 with the species frequency of 123) is almost the least diverse (with Simpson diversity index of 0.9127 which is 0.0238 higher than the least). It could also be established from this study that the diameter size class of trees with the highest frequencies are the lower size classes (5cm-10cm and 10cm -20cm). These results revealed a magnanimous encroachment on the buffer zones, which is an indication of bad status for the Biosphere Reserves as well as against the spirit of the sustainable use of the natural resources.

The sign of the surface charge of selected potassium soluble salt minerals namely KClO4 , K2SO4 , KNO3, and KCl was determined from nonequilibrium electrophoresis measurements and found to be negative for each of the salt. Dodecylamine flotation of these salts revealed that the concentration of amine required for flotation increases in the order KClO4< K2SO4< KNO3<KCl. Precipitationof the amine collector colloid was not required for flotation of the oxyanion salts and in this case it appears that adsorption of the dodecylamine cation is sufficient to create the hydrophobic surface state. The order for flotation is explained in terms of surface hydration of these respective potassium salts based on contact angle measurements and FT Raman spectroscopic characterization of water structure.

Fluorspar was not mined in the United States during 2004, although a small amount of usable synthetic fluorspar (CaF2) was produced from industrial waste streams. The majority of fluorspar consumed in the United States came from imports or stockpiled material purchased from the National Defense Stockpile (NDS). In addition, consumption is supplemented by use of by-product fluorosilicic acid produced at phosphoric acid plants. In 2004, annual production of fluorosilicic acid was 50kt (55,000 st) or about 88 kt (97,000 st) of 92 percent fluorspar equivalent. The present study has investigated the leachability of cadmium sulfide minerals by Thiobacillus ferrooxidans and the electrochemical reactions involved in the process. Using a cyclic voltammetric technic and carbon-paste-CdS electrodes, it was found that the bio-oxidation of semiconductor cadmium sulfide minerals consisted of a number of intermediate electrochemical reactions. The overall reaction was found to be controlled by solid state diffusion as suggested by the chrono-amperometric and chrono-potentiometric measurements. The activation energy of solid state diffusion was determined by the Sand&apos;s method to be AE=24.3 kJ. A generalized mechanism was proposed for the bacterial oxidation of cadmium sulfide by T. ferrooxidan and an explanation given for the importance of high redox potential of leach solution versus the decomposition potential of the sulfide mineral. Furthermore, the effects of n-type or p-type character of CdS substrates relative to their bioleachability was discussed.

One of the challenges in the development of mineral processing simulators is the modelling of liberation characteristics of particles produced by comminution circuits. Understanding the mineral characteristics of these particles is one of the keys to predicting their behaviour in separation circuits. While more fundamental research seeks to model the non-random breakage of ores this work examines whether we can move forward now by using observed characteristics of ores to model the composition of particles generated in comminution processes. The current work examines a range of ores and identifies which of these exhibit the pattern of similarity of composition for particles in a given size class that has been produced as the result of a variety of breakage conditions. The impact of mineralogy and texture on the evolution of liberation characteristics for both valuable and gangue minerals is discussed.

Inflation has received much attention due to its effect on capital budgeting, associated cost overruns, and declining real profits. This study focuses on the effects of inflation on the evaluation of a mining investment and the estimation of a mining project&apos;s revenues. The study indicates that the best method for estimating future returns is the fore- cast dollar scheme. In this scheme, the metal price was held constant, and the operating costs were "inflated" along a historical regression line. The conclusion was reached by comparing the "actual" performance of a 3000 tpd (tonnes per day) lead mine model with &apos;its estimated performance during four time periods (1950-1960, 1955-1965, 1960-1970, 1965-1975). The individual data files for each time period and estimating method (6 files by 4 time periods) were pro- cessed by a suite of cash flow computational and investment analysis sub- routines. The analysis presumed that the mine was part of a large corporation which could utilize the expensed, development and exploration costs and any investment tax credits, in the year that they were incurred.

Education in the mineral engineering professions is in the same flux and turmoil as is the entire minerals industry. Overcapacity in some areas, undercapacity in others, and the constant fear of substitution plague education as well as industry. The exercise in long-range planning that The Society of Mining Engineers has undertaken gives an excellent opportunity to examine the problems and the opportunities in minerals engineering education. Charge to the Committee The Educational Activities Committee was asked by the Long-Range Planning Commission (LRPC) to examine SME&apos;s future role with respect to "education policy, role and organization, education department, education board, continuing education, short courses, and extension courses." This examination is timely. It follows a reorganization of SME&apos;s Education Board designed to make the Board more efficient in its operation, more responsive to the needs of education, and more active in the setting of Society policy on education. In addition, the roller-coaster cycle of boom and bust experienced by the mineral industry in the last decade has been shared by the minerals schools and has created enrollment problems that need to be addressed promptly. Within SME there is much experience on educational issues to draw from and many problems to solve. Major Premise The committee is emphatic in espousing the philosophy that SME should support, in word and in deed, the highest possible standards that can be maintained by the minerals schools. As guardians of the various mineral engineering and scientific professions (geological engineering, geophysical engineering, mineral engineering, mineral processing engineering, and mining engineering), it is appropriate for the Society to be a watchdog for academic standards. One member of the committee put it succinctly, "We need to educate engineers and technologists, not muckers." A vital and profitable minerals industry needs professionals educated by good teachers, equipped with the most modern available methods, techniques, and knowledge, and challenged by their education to be innovative contributors to their chosen profession. Such education occurs only if it takes place in an institution that is vital and challenging. SME can enhance the quality of its membership if it works to maintain the standards of the schools that graduate new members. Education does not end with the award of a degree. It is appropriate for SME to strive for continued technical quality of its membership. To this goal, SME should maintain its attention to the process of licensing professional engineers, and it must continue and expand its efforts in continuing education for the membership. Recommendations for Action The following recommendations were submitted by the committee and then amended slightly by the full commission. The recommendations have support from the SME Board. • SME Education Coordinator and Staff Department of Education - Staff support for education should be provided by someone with experience in engineering education who would be appointed as SME Education Coordinator for all educational activities: accreditation, continuing education, student affairs, and liaison with mineral schools. The Board has approved an Education Coordinator and the position has been filled. • Advisory Committee on Education - SME should recognize, by amending its committee structure, that functions important to education are filled by SME-appointed representatives to the Accreditation Board for Engineering and Technology (ABET), its Engineering Accreditation Commission (EAC), and Technology Accreditation Commission (TAC). It is suggested that these persons, plus the chairman of the Education Council, plus two other persons appointed by the SME Board, form an advisory committee on education. Researchers at NIOSH’s Pittsburgh Mining Research Division (PMRD) performed comparative testing of six different water sprays at pressures ranging from 689 kPa (100 psi) to 6,895 kPa (1,000 psi) in a 14.5-m3 (512-ft3) confined dust chamber. Testing was conducted to determine the effect of various pressures on each spray’s respirable coal dust knockdown ability. It is known that higher water pressures are typically preferred for lowering airborne dust concentrations, but it was important to determine at what pressure range the dust knockdown ability of each spray plateaus or reaches its minimum dust concentration. Results from this testing showed that several sprays saw up to 100% decrease in dust concentrations during the five-minute water spray testing period, with some occurring well below the maximum 6,895 kPa (1,000 psi) spray pressure.

Most coal being used in the United States has been subjected to one or&apos; more processes of coal preparation. The physical and chemical characteristics of a coal have a marked influence on the ultimate uses that coal may have. The selection of the proper preparation processes may similarly be important in producing the best practical coal product for any particular use. The physical composition and distribution of physical constituents in the coal will partially determine the efficiency of the preparation process chosen and conversely distribution and concentration of coal macerals will, to a degree, be controlled by the preparation process. A number of preparation processes have been evaluated to determine this interrelation. If a coal having&apos; certain specifications is desired, these evaluations trill assist in providing information needed for the production of this coal.

The subject matter of this paper, "Applied Rock Mechanics?," has its genesis in a recent field trip taken by the author. A more or less standard question asked at the mines visited was "How are you using the principles of Rock Mechanics to assist you in maintaining an efficient, safe, and competitive mining operation?" The question was couched in a number of different forms, but the intent was to determine whether or not a general theory based on reason and the scientific method was applied or whether the alternatives of tradition, intuition, ?common sense&apos;, revelation, ?shotgun methods&apos; or authoritarianism were invoked. Perhaps two responses to this query will be illustrative of the general nature of the replies. At operation XYZ an extension to the known ore body has been found. The extension is of large enough size and grade that a mining scheme using load-haul-damp techniques is envisaged. Since this represents a departure from the present mining scheme, questions have arisen regarding pillar sizes, room and entry sizes and possible support requirements. A task force has been set up to expeditiously plan for these things and write the necessary specifications and requirements. The fundamental question was posed to members of this group.

The aim of this paper is to provide an overview and details of good practice, from a United Kingdom perspective, in the development and implementation of major tunnel and underground infrastructure projects. In doing so, it draws on a broad base of project management theory. A central theme is that successful project delivery is dependent on detailed planning of the complete project delivery process, forming an effective team that works well together and the proper management of risk. The role of partnering in forming a strong project coalition is described. Particular emphasis is given to the integration of design and construction, and the role of the designer throughout the construction phase. The implementation of risk management in the design and construction of tunnel works is discussed, and recommendations are made on how risk, value and constructability can be integrated in project delivery. Recent practice in project procurement, particularly in the use of innovative collaborative forms of contract are described, and details of particular provisions for joint management of risk and problem resolution are provided. Finally, the relevance of the ITIG Code of Practice for Risk Management of Tunnel Works to good practice in project delivery is highlighted throughout the paper.

This is done with extemive research of numerom case histories in Illinois collected by the authors. The howe response to substience-itiuced ground displacements are summarized and evaluuted. A damage level criteriu, specifically developed for residenttil structures, is presented based primarily on repair costs. Damage levels and the associated subsidence profile characteristics for each case history are compared.

Off-highway tire costs represent a significant portion of the total mining costs in openpit, truck-shovel operations. To extend the lives of tires, the site-specific factors influencing tire life should be investigated Valuable data can be obtained by combining historical operational data captured by a mine dispatch system with detailed tire and maintenance histories. Assuming that failure counts satisfy a Poisson distribution, F-tests can be applied to determine significant deviations from desired or target counts. The methodology developed in this paper can be used to identify the haul routes and loading and dumping zones that have significantly higher incidences of tire failure. Corrective action can then be targeted at these zones by modifying the shovel or truck operator practices; changing the haul route maintenance and clean up practices; or altering the bench, ramp or waste dump design parameters. An example is given of the correlation of tire separation and tire impact failures with haul routes for a fleet of nine Caterpillar 793C trucks in operation at the Chuquicamata Mine in northern Chile. A high incidence of impact failures was observed for the ex pit ore crusher and for tires installed in the left outer rear position on the trucks. The latter was postulated to be due to a preference for drivers to execute right-hand turns prior to dumping. Recommendations were made to revise crusher and dump cleanup practices and investigate the feasibility of super-elevating the surface of dumping zones to reduce ground pressure on the left rear tires.

"After nearly four decades of decline, the prevalence of coal workers’ pneumoconiosis (CWP, or black lung) in the United States has been on the rise since the mid-1990s (Laney et al., 2014; Laney et al., 2010; Suarthana et al., 2011; Pollock et al., 2010; Antao et al., 2005; Blackley et al., 2016). Particularly alarming is the number of cases of rapidly progressive disease such as progressive massive fibrosis (PMF) (Pollock et al., 2010; Antao et al., 2005; Blackley et al., 2016; Laney et al., 2017). A recent study by Laney et al. (2017) observed 192 U.S. coal miners participating in the Coal Workers’ Health Surveillance Program (CWHSP) who had been diagnosed with PMF since 2000. Of the 163 (85 percent) that had a normal radiograph on file to use as a baseline, 27 (17 percent) of these individuals had progressed from a normal radiograph to PMF diagnosis in less than 10 years. Moreover, 162 (84 percent) of the individuals in that study worked in Kentucky, West Virginia or Virginia, and 169 (88 percent) had only ever mined underground. Blackley et al. (2016) also reported on a group of 60 PMF cases that were discovered by a single black lung clinic in eastern Kentucky. Since seeking care at such clinics and participation in the CWHSP are voluntary, and could be influenced by a number of factors, there has been some concern that these reports may overestimate the degree of resurgence in severe disease (i.e., versus disease that was previously under-reported). Even so, they highlight a critical need to better understand the cause(s) of disease development and progression — such that effective interventions can be devised.The notable uptick in CWP and PMF rates among miners in central Appalachia has led to this region being called a hot spot for disease (Pollock et al., 2010; Antao et al., 2005; Blackley et al., 2014; Laney et al., 2017). While the geographic clustering has been well documented (Pollock et al., 2010; Antao et al., 2005; Wade et al., 2011; Wang et al., 2013), the root cause is still unknown. Leading hypotheses have focused on the relative amount of rock being cut along with coal in many central Appalachian mines, as there has been a tendency to mine increasingly thinner coal seams over the past couple of decades (Laney et al., 2010; Schatzel, 2009). This shift has likely been accompanied by changes in specific dust exposure factors, such as increased abundance of particularly harmful dust constituents (e.g., silica or silicates) or increased frequency of harmful exposures (e.g., due to work in more risky environments) (Pollock et al., 2010; Blackley et al., 2016; Cohen et al., 2016; Douglas et al., 1986)."

My presentation is from the viewpoint of the industrial mineral geologist, which is a relatively rare breed. Very few geologists become involved with industrial minerals for two reasons, I think: (1) Much of the industry utilizing non-metallic minerals has developed without the use of geologists in the begin¬ning and many of the management people, who generally derive from the processing plant supervision, tend to take raw materials for granted; and (2) non-metallic minerals are a very insignificant part of the curriculum of virtually all colleges granting a geology degree. One learns about the geology of industrial minerals by working with it. This "on-the-job-training" is probably best because it brings the geologist into close quarters with the production people and the production process. And the industrial minerals field has a distinctiveness when compared with the petroleum or metal mining field in that each deposit can yield a material differing in some aspect from that in any other or within the same deposit. The petroleum from a well in a given field will be similar to that from any other well, but a limestone on one side of a hill can differ signifi¬cantly in elemental composition, calcinability, soundness, specific gravity, or some other factor from the same ledge on the other side of the hill. This characteristic of almost certain variability creates problems sooner or later and provides for much of the employment of industrial mineral geologists. My job seen from the viewpoint of management is "Find us some rock we can extract and process at a profit." The industrial non-metallic geologist has much the same problems and approach as a detective. I do not mean the TV variety with the big mouths and the unfailing knack of spotting the wanted criminal immediately in a city of ten million people. Any real detective will tell you it takes leg-work, knowhow, and persistence to make a case. The same is true for the geologist who finds rock which can be quarried at a profit. There are many different machine setup parameters and variables that affect the production of cone crushers in a mineral processing plant. One of these variables is the eccentric speed at which the cone gyrates. In June 2012, pilot tests were conducted on a 200 hp high speed cone crusher to determine the production and operating conditions over a wide spectrum of eccentric speed. Every plant will have variations in the ore characteristics and feed rates throughout the life of the mine, and at times throughout a single shift of operation, which result in non-optimal use of the crushing energy and inconsistent process control. For high speed cone crushers, the crusher will exhibit a different capacity, power required, and discharge size distribution as the speed ranges over the design limits of the machine. This study documents the measured variation in production and energy efficiency both when the crusher was ran at full capacity as well as when the feed to the crusher was not sufficient to run at full capacity. Overall, the results match theory and the capacity and power fluctuated by 25% and 17%, respectively, over the speed range when operated full while there was an overall trend of slightly coarser discharge size distribution as the speed decreased. The results with the fixed feed rate were more telling, as the crushers had 4-14% higher production when making a theoretical minus 12.5 mm product when operating at the optimal speed as compared to the worst speed in the ?typical? speed range for this application. Secondary analysis of the fixed tonnage testing also showed that the power draw was more consistent with lower magnitude spikes at the higher speeds (higher cavity level), as on average the standard deviation of the power draw increased from 7% to 18% and the peak power spikes from 20% to 48% over the speed range tested. The findings lay groundwork for more efficient plant design. Varying the speed of the crusher can be used to tune the crusher speed during commissioning, adapt to changing ore conditions over long periods of time, or be used as a dynamic input into an advanced control system. Each action above would serve to make the crusher(s) more productive and more energy efficient, and would also have mechanical benefits for the machine.
