Visits to metallurgical research laboratories, Lake Baikal, and historical museums are enriching experience.

Leaching is defined as a form of extraction in which a valuable constituent is removed from a solid body by mass transfer to a solution which, for the purpose of this discussion, is considered to be an aqueous medium. Historically, leaching has been applied to the recovery and purification of many elements. This paper, however, is directed toward the recovery of copper, uranium, vanadium, and precious metals included in the following systems: 1. The leaching of copper minerals, sulfides and oxides, by acid or by ammoniacal leach solutions with or without an oxidant. 2. The leaching of gold and silver, either native metals or as minerals by an oxygen-containing alkaline cyanide solution. 3. The solubilization of certain uranium and vanadium minerals by oxygen or oxidant-bearing lixiviants. Many other systems of this general type exist, but from a production standpoint, these three systems account for most of the major values recovered by leaching.

This paper offers an algorithm to determine the optimal panel size with the objective of minimizing the overall stripping cost. The approach is presented both in analytical form for regular layers of coal and overburden, and in graphical form for the cases of irregular and multiple coal seams. When the optimal panel width needs to be changed due to some circumstance, we prove in general that increasing the panel width is better than reducing it in both economics and operational efficiency.

The Grand Forks Energy Research Center and Commonwealth Edison of Chicago jointly conducted tests in which 400 tons each of subbituminous coal and lignite were dried in a commercial scale dryer, oil sprayed and cooled, then shipped in open-top rail cars from Pekin, IL to Grand Forks, ND and stockpiled. Cars containing raw coal and dried coal that had not been oil sprayed were also transported for comparative purposes. The tests were conducted in August and November of 1974. The subbituminous coal was dried from 26 to 16 pct moisture and the heating value was upgraded from 8,420 to 9,650 Btu/lb. The lignite was dried from 39 to 22 pct moisture and its heating value was increased from 6,420 to 8,300 Btu/lb. Before loading subbituminous coal was cooled to 115° F and sprayed with oil at a rate of from 2 to 6 gal/ton. Similarly, lignite was cooled to 85° F and oil sprayed at rates of from 1 to 2 gal/ton. Both shipments arrived in Grand Forks with a minimum of difficulty. The subbituminous coal was subjected to 2 inches of rain during transit with no change in average moisture content. The cars containing dried and oil treated coal had less material lost to wind than either cars containing raw or untreated dried coal. With both dried lignite and subbitnminous shipments, a moderate increase in temperature was measured during transit. With the subbituminous shipments, ignition occurred near poorly fitted bottom dump doors, but was limited to a very small area. The dried lignite was shipped when ambient temperatures were below freezing, and frozen coal was noted around the edge of the car. At Grand Forks, the coal was stockpiled using proven techniques and has remained stable to this date.

[One of the major problems in the purchase and sale of coal shipped in lake or ocean going vessels has always been the difficulty in obtaining a true analysis of the shipped coal?s quality because of faulty sampling by manual methods. As long as coal was sampled according to standards set up by ASTM methods designated D 492-48 there generally were no quarrels with the results obtained. However, due to varied weather conditions and because of the large number of cars sampled, there is no assurance that prescribed manual methods of sampling will always be followed. Because of this problem, the organization previously called American Coal Sales Association, now part of the National Coal Association, set up a committee compose of representatives from coal producers, coal shippers and coal consumers to study this sampling problem and to devise, if possible, a means of sampling on the high lift dumpers which could be automated so that a; true sample of the coal as loaded in the railroad car could be obtained.]

"The Jinhae Geoje gas pipeline tunnel project is the largest (7.8 km) and the deepest (90 m) subsea tunnel in South Korea. This tunnel will house a pipeline to carry natural gas from the mainland to Geoje Island southeast of the country to alleviate the increased demands for natural gas, especially in the winter season. Tunneling is currently underway using two slurry shield TBMs of 3.5 m diameter. This paper describes the major design elements of the tunneling machines and their performance evaluation. For this purpose, a thorough analysis of geotechnical information was performed to evaluate the tunnel elevation to reduce the risk of tunneling under high water pressure in unstable and permeable rock mass under 9 bar water pressure. TBM specification and TBM performance were also analyzed using different methods, including well-known models as well as a rotary cutting machine test developed in house in Hyundai Engineering and Construction Company. INTRODUCTION High demand for natural gas, especially in winter season was the primary driving factor for the design of the Jinhae Geoje gas pipeline project. This project is located southeast of South Korea between Jinhae district and Geoje Island and runs for over 50 km length. The mid part of this project includes a 3.5 m diameter subsea tunnel consisting of two sections of Geoje to Jiri Island (4.3 km) and Jinhae to Jiri Island (3.5 km). Figure 1 shows the tunnel project location and its layout. Figure 2 shows the geological profile along the tunnel. As can be seen, the tunnel passes mainly through three rock types: granite, tuff breccia, and andesite tuff. This tunnel was planned to be constructed by two face pressurized shielded TBMs and to be lined with a segmental lining of 2.8 m internal diameter. The major challenge for this tunnel is its maximum expected water pressure at the tunnel invert (8.83 bar). At such a high water pressure, the TBMs required special design to ensure they can handle unexpected water pressure and to ensure the risks for the TBM maintenance intervention are minimal. In this regard, a thorough analysis was conducted on the TBM design parameters and geotechnical information to define required TBMs’ design parameters and to identify the safest tunnel elevation. This paper provides a brief overview of the project geotechnical information, TBM selection and its design specification, tunnel elevation selection, and TBM penetration rate evaluation. In this regard, a rotary cutting machine testing equipment was used to perform trial tests on a similar rock type encountered along the tunnel for performance evaluation and optimization."

INTRODUCTION This manuscript is based on site inspections of five existing mines and the detailed analysis of two of the five. The detailed analysis and mathematical models of the two mines are presented herein in order to demonstrate a method of predicting mine water inflow using existing mines as a data base. Water management procedures were studied at all mines. Our original criteria for mine selection were that the mines be less than five years old and have an inflow rate in excess of 2000 gpm (7.6 m3/min). Background hydrologic and hydrogeologic data were required so that two of the mines could be used for our computer modeling experiments. Our original criteria proved to be difficult to meet. We contacted numerous mines via various sources. Many mines were unable to meet the cri¬teria stated or were not interested in cooperating with us. Therefore, we allowed some flexibility in the application of these criteria to satisfy our orig¬inal requirements. Although the visitations at all the mines are not discussed herein the characteristics of the two mines simulated are presented. These simulated mines consist of a uranium mine in New Mexico and a lead mine in Missouri. The mines and owners will remain anonymous by request. URANIUM MINE-CASE HISTORY NUMBER 1 Mine Location The uranium mine that we simulated is located in northwestern New Mexico. The ground surface at the uranium mine is at an elevation of approx¬imately 7000 ft (2134 m) above mean sea level. The climate is arid to semi-arid with an average annual precipitation of approximately 10 in. (25.4 cm) (John and West, 1963). Geologic Setting It is essential that a conceptual model of the stratigraphy, hydrostratigraphy, and structural geology of a mine site be developed prior to simulation by a mathematical model. If such a conceptual model is not developed prior to simulation major errors are difficult to avoid. The uranium mine we have simulated is located in the San Juan Basin (Fig. 68), which is a structural basin located in northwestern New Mexico and adjacent parts of Colorado, Arizona, and Utah. The sedimentary rocks present in the deepest part of the basin are nearly 15,000 ft (4572 m) thick (John and West, 1963). The regional dip of the sedimen¬tary rocks in the Grants area is generally northward toward the San Juan Basin; the regional attitude is modified locally by normal faults and folds (Hilbert, 1963). The rocks of interest in this area are sedimentary in origin and range in age from Penn¬sylvanian to Cretaceous. They rest on the Precam¬brian core of the Zuni Uplift. Associated intrusive and extrusive rocks are of Tertiary and Quaternary ages (Hilbert, 1963). The deepest sedimentary unit of interest at this mine site is the Morrison Formation as described by Hilbert (1963). The Morrison Formation con¬sists of three members in the general area of the mine site; the deepest member is the Recapture. The Recapture Member consists of alternating beds of gray sandstone and grayish red siltstone or mud¬stone with strata up to several feet in thickness. Only a few small deposits of uranium are contained within the Recapture Member. The Westwater Canyon Member overlies the Recapture Member of the Morrison Formation. The Westwater Can¬yon Member is approximately 150 ft (46 m) thick and consists of light brown to gray, poorly sorted, arkosic sandstone, and some interbedded gray mud¬stone. The Poison Canyon Formation denoted in subsequent discussions, tables, and figures was de¬termined to be a part of the Westwater Canyon Member. The separate connotation is used for the description of mining operations and hydraulic properties but a separate physical description is not included. With the increasing demand for metalliferous and mineral raw materials, and consequent depletion of the global natural resource base, the possible utilization of secondary raw material sources is receiving more and more attention. In the present study, we present results from a detailed vanadium deportment study of three basic oxygen furnace slag (BOS) samples known to containing elevated bulk concentrations of vanadium (V). Complementary analytical methods that were used to quantify the abundance and composition of V-containing phases include SEM-based automated mineralogy, Xray fluorescence (XRF) analysis, and X-ray powder diffraction as well as electron probe microanalysis. The vanadium deportment was quantified using Monte-Carlo simulations of the data obtained from automated mineralogy and electron microprobe analysis. The total V concentrations identified by XRF are between 1.7 and 2.2 weight percent V. The most important hosts of vanadium are larnite-, brownmillerite- and portlandite-solid solutions. In two samples, calcium carbonates also significantly contribute to the V deportment, while wuestite, lime and native iron do not contribute significantly to the vanadium deportment. A thorough consistency check identifies considerable uncertainties in the density of the Vbearing phases as the most likely reason to explain remaining discrepancies between measured and calculated V values.

The first successful heap leach of silver ores in the State of Arizona has been under continuous operation since early 1976 at the State of Maine Mine, two miles southwest of Tombstone, Arizona. The silver produced from leaching old mine dumps at this property vas the first in the Tombstone mining district to achieve a 999+ purity. While cyanide leaching of silver and gold ores is a time-proven accepted practice, a relatively new method of treatment called "heap" leaching was employed. Heap leaching is a comparatively inexpensive fast way to recover precious metals from low grade material.

Automation of mining increases the productivity of labor, thereby reducing the unit cost of labor. Such cost constitutes the largest portion of the direct or variable costs of producing coal. Therefore, any increase in productivity directly reduces variable cost. The large investment in mechanical equipment carries with it the burden of increased fixed charges. As the proportion of fixed cost to the total cost increases, the effects on the cost of production changes are amplified. Therefore, equipment must be fully utilized at all times. Averaged fixed costs rise with any decline in production. Such a situation forces coal companies to seek every means of main¬taining full production. Figure I will reflect the story on the relationship of production to cost.

Shield leg pressure data from all shields and shearer locationwith time stamp from a mechanized longwall face are monitored and recorded in a surface computer. These data contain random noise due to power failure, leakage of legs, bad sensor reading and other maintenance or geo-mechanical problems. An algorithm is developed to detect mining cycle parameters such as setting and final pressures and duration of the cycle from these data for the analysis of periodic roof weighting phenomena. The intensities and persistence of periodic roof weighting are the vital information to the mine management to take judicious decision on longwall operation. The paper presents details of the algorithm which identifies 96% of mining cycles from the noisy data belonging to consecutive 5 months or 410 m of face advancement. Based on this analysis, 2 types of periodic roof weighting phenomena are detected, namely, (i) normal type—having peak intensity of 75 to 90% of yield pressure, interval of occurrences of about 10 to 15 m with persistence of 3 to 4 m and (ii) severe type—peak intensity over 90% of yield pressure, interval of 25 to 40 m with persistence of over 10 m. It is envisaged that these phenomena have direct relationship with main roof thickness, its overhung length and material properties.

A study was conducted to evaluate the applicability of large wheel loaders (Caterpillar 994 Class) for use as primary loading equipment in open pit iron-ore operations. Field visits were made to taconite and gold mines that used large wheel loaders. Information was gathered on loader selection rationale; operation and maintenance experience; and production, availability and costs. Brief time studies were conducted to indicate machine performance and utilization. This paper summarizes the field data that was collected including an economic comparison of wheel loaders and cable shovels in an iron-ore application.

After several years of laboratory and field evaluations, it has been established that each frother has its own unique relationship among bubble size reduction, gas hold-up increase, froth stabilization and frother concentration. It has been shown that a frother?s hydrodynamic properties can be characterized using the relationship between the froth zone property froth height and the pulp zone property gas hold-up. The relationship is established in a bubble column run at a given air rate over a range of frother concentration. The use of relationships in frother selection and plant diagnostics is illustrated in a series of plant case studies.

"The design of an appropriate pre-grouting program can be the difference between a successful tunnel construction and an expensive on-the-go repair. However, current grout design relies heavily on rulesof- thumb and outdated charts. The geotechnical investigation is rarely targeted towards grouting design and the final grouting decisions are made based on fines content or soil classification. The current paper presents an experimental study performed to determine the optimal grout for a tunnel in soft ground below the ground water table (GWT). The testing program consisted of sieve analysis and undrained static triaxial tests on reconstituted sonic samples. Rheological tests were used to compare the different grout mixes and identify best candidates before performing one-dimensional permeation tests. Pressure and volume measurements during the permeation tests, along with the unconfined compression strength results on the permeated soils, helped evaluate the filtration potential for the different grouts and select the optimal grout.INTRODUCTIONConstruction of the Millwoods Double Barrel Replacement Project commenced in 2009 and was expected to be completed by 2015. To facilitate ongoing city development in south Edmonton, the City implemented construction of a major sanitary trunk network along 91st Street and 30th Avenue. The project involved the design and construction of approximately 1.2 miles (2 km) of 7.8-ft (2,400 mm) sanitary tunnel and 2.1 miles (3.4 km) of 11.5-ft. (3,500 mm) and 9.5-ft. (2,900 mm) storm tunnel. Part of the project also involved the conversion of the existing double barrel storm and sanitary trunk to full sanitary service, and reconnecting the local storm sewers from the double barrel pipe to the new storm tunnel. The tunnels range in depth from 26-ft. (8 m) to 115-ft. (35 m) and are being installed using a one pass system with precast concrete segmental liners."

Utah Development Company (UDC) operates five large opencut coal mines in the Bowen Basin of Central Queensland, Australia. In total, over 20 million tonnes of coking coal are exported annually from the five mines. Typically, the coal seams dip at 5 percent, are 2 to 10 metres thick, and sub-crop some 20 to 40 metres below surface. In the main, the operations are single seam, but multiseam (2, 3 or 4 seams) operations do exist and will form an increasing proportion of the mining activities as depths increase. Draglines are used as the major stripping equipment, highwall depths currently ranging from 20 to 65 metres. Whilst project feasibilities were based on stripping to a 60 metre highwall, it is now proposed to continue opencut mining to depths exceeding 100 metres. This will entail large quantities of prestripping (ahead of the draglines) and overcoming problems associated with steepening seam dips, including haulage of coal from the pits.

I appreciate very much the invitation to speak with you and the opportunity of bringing you messages from both the Secretary of the Department of Health and Human Services and the Assistant Secretary for Health/Acting Surgeon General of the U.S. Public Health Service. I would like to take this opportunity to congratulate you (the organizers of this Conference) on identifying the critical issues in the field and assembling such a broad array of experts to address them. I would like to present a brief view of the emerging framework for health that puts into perspective some of the aspirations of the Administration and to highlight several points with regard to prevention and occupational health. The goals are: 1. To improve the overall health status of our people. (This has been and will remain the National policy regarding health.); 2. To engage the Nation in the important effort of enhancing public health. (This is not reserved exclusively for the activity of the Federal Government or for State Governments. Public health has to be a cooperative effort that brings together all of the people engaged in the process of serving the people.); and 3. To pledge that health care will not be priced out of anyone's reach because of inflation. (It is clear that there are major tasks of bringing about economic recovery in our country. One aspect of this effort is to guard against the cost of health care not being allowed to rise beyond the reach of persons who need that care.) "How will these goals be achieved and what must change in the delivery of health and medical care in our society?" There are a number of real issues as well as perceptions that adversely affect the attainment of these goals: First, The cost of medical care is soaring and the public, industry unions and other elements of our society are becoming concerned. (They recognize the problem and are demanding a solution.); Second, There is a growing concern about the priorities that have been set. (For example, the evidence that preventive interventions are the most effective approach is overwhelming, yet medicine has not yet given that a high priority.); and Third, There is the perception that physicians do too much to too many people at too great a cost and that too much and too costly technologies are used. In view of the perceptions, we all must accept some changes and the challenges that needed changes will bring. A month before the new budget went to Congress, President Reagan went on nationwide television and told the American people that, "It is time to recognize that we have come to a turning point and we are threatened with an economic calamity of tremendous proportion and the [old business as usual treatment can't save us. Together we must chart a new course]." Now eight months down the road from this and a long Spring and Summer of discussion both within the Executive Branch and in the Congress, many plans and programs and concepts have emerged. The new course has been charted and the turning point has been made. Business as usual has been put aside and the Administration's leadership has been stretched and tested in putting forth a better approach with the reality that money is tight and that old habits of delivering care are difficult to change. The Congress has now given us a look at a new health budget that takes into account some of the harsh economic realities and that does make allowances for the persistence of familiar behavior. Against this background, it is now possible to begin addressing ways to provide health services to people at a price the Nation can afford to pay. There are without question difficult decisions involved but the Administration is committed to supporting and improving health care in America. It has been the President's contention that one of the principal causes of the inflationary spiral in the country was the steady and indefensible growth of the Federal budget. The problem stems from the fact that we have been living well, but beyond our means for nearly 30 years. Now we are discovering that there is a bottom to the barrel after all. It is possible for our society to run out of things like energy (oil), water or money. The health bills must be paid -- by Government, by insurance, by parents or by someone. Each year with a bigger shopping list and more money to spend the Federal Government went into the marketplace to buy. This action altered the

Introduction Placer deposits account for one-half to two-thirds of the total gold produced worldwide. As many as 311 t (10 million oz) have been produced from some major districts. Several others are credited with 155 t (5 million oz). All the major districts and many lesser ones have similar characteristics. Consideration of these characteristics offers insight into the origin of gold in the deposit. Knowing the gold deposit's geologic history leads to useful conclusions in exploring for placer deposits and for deposits in consolidated areas. Placer Deposit Characteristics Table 1 lists 17 placer gold districts around the world and their characteristics. These include type and age of, mineralized source rocks, associated intrusive rocks, and age of intermediate sedimentary cycles. Although quartzite or sandstone occurs in the bedrock sequence in four of the 17 districts, slates, phyllites, or schists are present in all of the districts. Additionally, in all but three, the slates are pre-Mesozoic. And, in six of the remaining 14, the slates are Precambrian. Rocks intrusive into the slates are all of intermediate to acidic composition and are emplaced as stocks, dikes, or sills, rather than being batholithic in proportions. Intermediate interceptors have not been recognized in only three of the 17 districts. Data from China and Mongolia are inconclusive as to this characteristic. Black Shale Gold Higher than average gold values are found in modern sedimentary rocks in coarse granulites, conglomerates, sandstones, and gray-wackes. Not so predictably, higher than average gold values also occur in black shales and carbonaceous argillities. Li and Shokena (1974) found that, in the Proterozoic sedimentary and equivalent metamorphic rocks of the Enisei Ridge, carbonaceous and graphitic phyllites and schists were particularly enriched in gold. Korotayeva and Polikarpochkin (1969) reported gold content in organic rocks to be enriched up to 15 times more than the organic free shales and siltstones of the Nerchinsk Zavod region of eastern Transbaikal. Black shales can be gold interceptors as are rocks of the granulite facies. Gold occurs in shales in particulate, free form, in pyrite, adsorbed on clays, and precipitated on carbon. In copper-bearing shales of Poland's Fore-Sudetic monocline, Kucha (1973) reported gold present in organic compounds as well as in silver bearing minerals. Anoshin (1969) found a strong correlation between gold and the pelitic fraction of sediments in certain rocks of the Atlantic Ocean basin. Heavy metal absorption on clays results in agglomeration to the extent that the particles settle with the heavy mineral fraction in enriched strata. Piper and Graef (1974) think that gold in sediments on the flank of the East Pacific rise is of lithogenic origin. Crockett (1973), however, proposed a volcanogenic exhalative origin. A strong correlation between gold and volcanic activity exists in rocks of the Canadian Shield where tuffaceous sediments and porphyries are more frequently enriched in gold than rocks with no volcanic components. Volcanic rocks of intermediate to acidic composition are considered here to be the primary source of gold in black shales. Gold is concentrated in shales as detrital free grains with diameters less than 50 µm (270 mesh), as precipitates, and in pyrite or other sulfide minerals. This is the first step in the history of gold placer deposits. Grain Size Modification Gold, as free grains with diameters less than 50 µm (270 mesh), is too light to be concentrated hydraulically into placer deposits. Some process has increased the average size of the gold grains. Mobilization during regional metamorphism converts most of the gold into particulate grains or entrains it in microfractures in the sulfide minerals. With moderate folding, small, white, vitreous quartz veins develop. As deformation continues, larger, more conspicuous quartz veins are formed. "Construction of the OceanaGold Haile operation’s process plant in Kershaw, South Carolina is currently under way, with ore through the mill expected in late 2016 and commercial production expected in early 2017. The process is designed to treat 6,350 tonnes per day with minor upgrades required to achieve 8,270 tonnes per day. Plant optimization during detailed engineering, combined with a focus on de-risking the process, has resulted in numerous process changes since the initial design. This paper describes the plant optimization and de-risking, it also presents a proven commissioning strategy modelled after OceanaGold’s Didipio operation, whilst identifying potential expansion opportunities. INTRODUCTION Haile Gold Mine is located in Kershaw, South Carolina, approximately 50 miles south of Charlotte, North Carolina. Gold was first discovered at the site in 1827, and the property has been through several operating periods since. The last operation employed heap leaching from 1985 through 1992. Since then, the property has been closed and fully reclaimed. Romarco Minerals acquired the property in 2007, and began an exploration program that delineated 2.02Moz. of gold in reserve at an overall grade of 2.06 g/t. OceanaGold acquired Romarco Minerals and the Haile Operation in October of 2015. OceanaGold operates under a risk management philosophy in all aspects of operation, both corporately and at each individual business unit, and has implemented numerous process changes to eliminate or mitigate risks identified in the initial design of the processing circuit, and provided increased opportunity for optimization and expansion. This paper describes the plant optimization and de-risking, it also presents a proven commissioning strategy modelled after OceanaGold’s Didipio Operation, and identifies potential expansion opportunities. INITIAL PROCESSING CIRCUIT DESIGN An extensive metallurgical test work program was undertaken by Romarco Minerals and third party laboratories during the initial design phase of the Haile project [1]. This preliminary test work provided the technical information as a basis of plant design. The initial flow sheet for the Haile processing circuit is shown in Figure 1 (see APPENDIX). The plant is designed to process 6,350 tpd (7,000 stpd) on an annualized basis. The process begins with a jaw crusher followed by a SAG and ball mill grinding circuit to reduce particle size to P80 74 µm. A flash flotation cell treats 50% of the cyclone underflow in the ball mill circuit. Grinding circuit product is sent to a rougher flotation circuit to recover gold-bearing pyrite. The flotation concentrates from flash and rougher flotation are reground to P80 13 µm using stirred media detritors (SMD’s). The rougher flotation tail is pumped to the carbon-in-leach (CIL) circuit for gold recovery. The reground concentrate is pre-aerated prior to being pumped to the CIL circuit. The CIL circuit is a hybrid circuit with eight tanks. Tank 1 leaches the pre-aerated concentrate only, and tanks 2 through 8 leach the combined flotation tailing and tank 1 discharge. The carbon strip circuit is a standard pressure Zadra system, followed by electrowinning, and refining using an induction furnace. CIL tailing passes through a cyanide recovery thickener prior cyanide destruction and then pumped to the tailing storage facility (TSF)."
