The Dolph Mine fire site is located in Lackawanna County, PA, approximately three miles northeast of the city of Scranton. The fire was burning in both coal refuse (culm) and underground anthracite mine workings. It was reportedly begun by rubbish burning on top of a culm bank. A site investigation was completed in 2006 to define the extent of the fire and to recommend fire control measures. A cut off trench was selected as the principal control method. Plans and specifications were prepared in late 2006. The project was bid and a contractor selected in early 2007. The trench construction was completed in 2007. This paper describes the investigation and selection of the fire control method and discusses the trench construction.

The Campbell gold operation of Placer Dome Inc. produces an arsenopyrite-sulphide concentrate which must be treated either by roasting, biooxidation or by pressure oxidation to obtain high gold recoveries. Pressure oxidation is a proven process and has the inherent advantage of meeting the stringent environmental regulations in the province of Ontario. A comparison of biooxidation and pressure oxidation was completed early in 1990 and the latter was selected by Placer Dome as the preferred process for replacement of the roasters. The commercial plant design was based on technology supplied by Sherritt Gordon and in July of 1991, the existing roaster operation was shut down and a new pressure oxidation plant was commissioned. The following summary describes the start up of the new facility and presents typical operating data.

Flotation reagents are critical to the optimum performance of flotation circuits. How a flotation reagent performs within the first few cells of a flotation train is a key indicator of how well it will perform throughout the entire circuit. A method to compare reagent performance was recently developed by Ashland Water Technologies. The procedure involves collecting a timed sample of concentrate from each cell and then measuring the volume of the settled solids. An estimate of the percentage of concentrate collected from each cell can then be mathematically determined, providing an understanding of the recovery changes in each cell. Data from trials at a coal flotation circuit are used to demonstrate the method's validity.

Investigations of bedrock within subsided areas over abandoned coal mines in Illinois reveal very little disturbance of the bedrock. In areas that have surface subsidence of 0.3 to 1 m (1 to 3.25 ft), examination of cores from exploration drilling and investigations of the boreholes by means of closed circuit television have shown that fractures are spaced at least 0.9 to 3.6 m (3 to 12 ft) apart. They are located within a zone 6 to 15 m (20 to 50 ft) above the collapsed area in coal mines 42.6 to 112.7 m (140 to 370 ft) deep. The dip of the fractures ranges from 25° to 60°, cutting across nearly horizontal sedimentary bedding planes. The amount of fracturing found in the collapsed area decreased as the amount of soft, weak materials increased in the immediate overburden of the mine.

Gold Quarry is a sediment-hosted, epithermal disseminated gold deposit located along the Carlin Trend. Gold, hosted by allochthonous Ordovician siltstones and cherts, is localized at the intersection of structures sympathetic to the major Good Hope and Gold Quarry faults. The magnitude of Gold Quarry was discovered in 1979 by surface exploration and by percussion holes drilled near the Maggie Creek orebody. Four years of development drilling delineated an open pit mineable gold deposit that contains 130 Mt (144 million st) of ore at an average 1.68 g/t (0.049 oz per st) of gold and includes a high-grade core of 46 Mt (51 million st) that average 2.64 g/t (0.077 oz per st) gold. Milling of the higher-grade portion began in 1985.

Maintenance and inventory are usually the last items considered in mine development. They need to be addressed properly and early. The micro-computer brings sophistication within the reach of even the smallest mines. Maintenance and inventory programs, if properly installed, will reduce costs 15 to 25% and allow management time to address the mining and metallurgical problems at start up. Shops and warehouses are rarely designed properly. Large engineering firms spend 5 to 20 times more than is necessary for first class facilities. There is an optimum design, size, and layout. Take the time necessary to assure you get the right people, programs, and facilities in that order. Maintenance, inventory, and inventory control must be addressed early if a small mine is to have a chance at optimizing costs during the first two years of operation. This is hard work and is usually put on the back burner until the mine is in some degree of trouble. Hiring an experienced maintenance superintendent is important but it is not the complete solution. Maintenance systems, design of facilities, and use of computers are not skills that maintenance people usually have. In addition, the work of ordering spare parts and working with erection people is a full time job and any maintenance people on site during construction are quickly recruited. The end result is that few mines start up with an adequate Maintenance or Inventory System in place. The months, and in some cases years, that the mine attempts to operate without a system are both painful and expensive. Designs of successful integrated maintenance and inventory programs are virtually 100% supported with some outside assistance. Our system is the approach that we are most familiar with and this paper will isolate how Rushton International would go about setting up systems and designing support facilities. Micro-computers are the only way for a small mine to go. ~ini-computers cost more originally and operating costs are many times higher than even the most sophisticated micro system. Micro- computer software is developed further and recent advances in hardware makes medium priced units equal to most mini's in RAW COMPUTER POWER. Mines in general, and especially small mines, have no need for main frame power. MAINTENANCE A good maintenance program has: 1. Equipment Master List a. Equipment Detail Reports 2. Neanderthal technology is a harsh and inaccurate way to describe modern underground construction and mining practices, but such an exaggeration helps to focus on a major problem or wasted opportunity of modern society. Why is it not safer to excavate in the underground? Why are the working conditions still so unfavorable? Why are urban freeways, shopping malls, warehouses, power plants, sewage disposal treatment plants, and similar facilities still constructed on the surface of the ground--because it is a better location? On the contrary, if underground technology made full use of existing knowledge, underground resources and space would be much more effectively used. And why is the technology so inadequate? Certainly, researchers and practitioners are aware of the shortcomings and are equally aware of problems that have to be overcome. One of the most important reasons has to do with the type of policy goals that society has set in the past. Policy makers may have agreed that improvements would be desirable but no serious commitments have been made--that is, there has been no major allocation of resources to advance these technologies. And yet, to bring about significant changes will require significant time and resources. The resources that are needed are far in excess of what industry can afford to invest, particularly since the pay-off may be far in the future. So the problem reverts to society in general. As long as society is willing to tolerate the present costs and safety requirements for recovering minerals and for constructing underground facilities, then the changes will be slow in coming. The Santa Fe Mine, located in west central Nevada, began leaching ore in 1988 and completed ore processing in 1995. Homestake Mining Company has completed final reclamation of the site, including remediation of bare surface soils resulting from the oxidation of sulfide minerals and migration of acidity in the mine waste repositories. The need to remediate oxidized sulfides and mitigate resultant acidity at the Santa Fe Mine emphasizes the economic, reclamation, and environmental advantages for understanding and pre-planning for management of potential sulfide wastes during mine planning phases. The lack of pre-planning by mining companies for sulfide waste management was common in the 1980's due primarily to mining of reserves characterized largely as oxide deposits and to the common opinion that low moisture regimes in arid or semi- arid climates would not allow for significant acid generation. Since the 1980's, operational experience has shown that sulfide wastes, deposited randomly in waste dumps and without adequate planning for final reclamation success, can create final reclamation problems that are very costly to remediate. While mine waste characterization, waste management plan compilation, and in-pit selective waste handling procedures add operational costs, the reclamation experiences at the Santa Fe Mine are indicative that pre-planning and management is worthwhile both in actual overall cost efficiency and in successful reclamation of the mine site. The reclamation program at the Santa Fe Mine shows Homestake's continued commitment to the successful management and reclamation of their mine sites.

Magma Copper Company's San Manuel SX-EW facility has operated since May, 1986. The original facility had a design capacity of 25,000 tons per year of electrowon copper cathode produced by processing pregnant leach solution from an open pit/heap leach operation. In 1988, the plant was expanded to 50,000 tons per year to incorporate processing in-situ leach solutions. This paper focuses primarily on the heap leaching area with regard to exploration, testing, feasibility, permitting, design and construction, and operating practices. Research utilizing surfactant leaching aids to enhance copper recovery is also discussed.

The Andacollo gold mine is located near the town of Andacollo (population 14,000 people) in Chile’s region four. It is about 56km (35 miles) by paved road from the coastal city of La Serena. Santiago is about480 km (300 miles) south. Site elevation varies between 1,000 and 1,280 m(3,300 and 4,200 ft). The climate at the Andacollo site is moderate but arid. Average annual rainfall is only 130mm (5 in.). Because there is little rain and the temperature varies only a few degrees (14 to 24 C or 57 to 75F), there are no problems with freezing, solution dilution or pad saturation. The climatic conditions are ideal for heap leaching.

During the design and construction of a coal preparation facility, there are many items that can cause serious problems if not properly handled in the early stages of a project. These problems can be a detriment to smooth owner/ contractor relationships, the designing of a flow sheet, the selection of equipment, the design of the facility, the maintenance of schedule and budget, and a smooth start-up. It is the purpose of this presentation to identify some of these problems and to suggest steps that can be taken to reduce or eliminate their impact.

In the present paper, two large diameter columns 2 m tall and 1.3 m diameter filled with crushed (finer) and run off mine (coarser) heap leach materials respectively were used to perform unsaturated flow studies. Instruments measuring moisture content and matric suction were placed in the columns at different depths as water was applied at calibrated flow rates from the top of the columns. The outflows from the columns were recorded using tipping bucket rain gauge placed at the bottom of the columns. Unsaturated hydraulic parameters were also obtained for the heap leach materials, scalped (passing 4.75 mm sieve size) and whole (passing 37.5 mm sieve size) sample. The measurements obtained from the columns were later compared with unsaturated flow modeling results. The comparison indicated sensitivity towards the sample size selection for unsaturated hydraulic parameters, and initial conditions considered in the model.

The following charts were presented at the Randol Gold & Silver Forum 2000, held at the Hotel Vancouver (Vancouver, B.C.) from April 18-21, 2000. It must be borne in mind that the "facts" stated and con­clusions drawn by the author were not as the result of a rig­orous technical investigation, but rather as a member of a journalistic team seeking a rapid view for presentation as news to a TV audience. Since the author's visit, some retrenchment on the part of the operators on estimating the cyanide content of the spill seems to have occurred. This does NOT alter the conclusions that (a) the spill was an intolerable embarrassment for the world mining industry, nor (b) the potential damage to future mining investments, should prompt action not be taken: 1. to understand the reasons for the dam failure, and 2. to draw up firm concepts of how to avoid future fail­ures of dams at mining properties containing materials that are toxic, environmentally unfriendly, or with as highly dis­comfiting a profile as cyanide.

The effects of air quality regulations passed in the last few years have been felt in a more pervasive way by the electric utility industry than by perhaps any other industry. I'm referring especially to those regulations dealing with the control of air emissions from stationary sources, and those specifying the quality of fuel used. Particularly, I would like to describe some of the effects that these regulations have had on the Commonwealth Edison Company. To put the subject into perspective, a brief descrip¬tion of the company will be presented first. Then, a historical outline of some of the efforts at control of electric generating station emissions will be described. Following this will be an indication of the Company's response to early State and local regulations prompted by the growing pressure for stringent envi¬ronmental control. Finally, the Company's plans to achieve com¬pliance with the most recent, Federally approved, State of Illinois regulations will be summarized.

Zoning is the legal means by which land use can be controlled. Although zoning laws have historically been quick to prevent quarrying, one is hard pressed to find zoning ordinances which specifically state that land should be used (or held in reserve) for quarrying and prevent other uses such as recreation, housing, etc. This situation is especially true when the mineral to be quarried has a low intrinsic value such as sand, gravel, and crushed stone. The chance of a gold mine surviving urban sprawl is probably considerably greater than that of a sand and gravel pit, even though it is possible that the dollar value of the sand and gravel' would exceed that of the gold mine. The research reported herein was concerned with two major topics: to delineate the real costs associated with the non-protection of our construction aggregate resources (growth minerals) and to develop a computer simulation model which would aid planners in making economically sound decisions. This paper describes the problems faced by the mineral aggregate industry and discusses the role of computer simulation in planning problems. It briefly describes a simulation model which has been developed and previously reported12 and discusses the results of a pilot study conducted on the Tri-City area (Albany, Schenectady, and Troy, New York). 3

Voluminous deposits of commercial-grade phosphate occur in sedimentary strata in a 350,000 km2 (135,000 mi2) area of the middle Rocky Mountains of North America known as the Western Phosphate Field. The Permian marine strata that host the phosphate were deposited on the western margin of the North American craton and subsequently deformed, first by folding and thrust faulting of the Laramide orogeny, and then by Cenozoic Basin and Range block faulting. Carbonate fluorapatite is the primary phosphorus-bearing mineral. Organic matter is abundant in some strata, and both biogenic and non-biogenic pyrite are also present. Certain strata are enriched in several trace elements, especially in arsenic (As), cadmium (Cd), chromium (Cr), copper (Cu), molybdenum (Mo), selenium (Se), vanadium (V), uranium (U), and zinc (Zn). Phosphate has been mined from the Western Phosphate Field for nearly 100 years. Phosphate mining and processing constitutes the largest mineral industry of Idaho, producing more than $600 million in processed mineral value in 1997. Resource management agencies, phosphate producers, and others are concerned about the release of Se from phosphate mine wastes, especially at Maybe Canyon, and the potential effects that Se and other trace elements may have on the environment and on human health. U.S. Geological Survey (USGS) Mineral Resources Team scientists initiated a multidisciplinary study of the Permian Phosphoria Formation and related rocks in the south- eastern Idaho sector of the Western Phosphate Field in response to a request by the U.S. Bureau of Land Management (BLM). Studies to date reveal that Se is present in several phases, including native Se, and in an as yet unidentified form, possibly an organo-Se compound. Selenium is also present in pyrite and sphalerite. Selenium concentrations range from 1.2 to greater than 1,000 parts per million (ppm) in samples collected from exposures of the Meade Peak Phosphatic Shale Member of the Phosphoria Formation (Meade Peake) at Enoch Valley. The results suggest that Se concentrations vary spatially across strata and with depth, perhaps comparable to spatial variations of phosphate and organic carbon concentrations throughout the Western Phosphate Field demonstrated in previous studies. Some Se-enriched strata may be of adequate dimension to allow selective extraction during mining. Such units could be handled separately from the main ore process or waste streams and isolated in order to reduce the potential for release of Se to the environment

Mineral extraction from sulfide ore deposits usually leads to the combined action of oxygen and water on the newly exposed ore. The result is acid mine drainage, a low pH solution of various metal sulfate salts and sulfuric acid. Paradoxically, the valuable metals dissolved in acid mine water are a liability because they are too toxic for discharge but too dilute to recover economically. The expense of compliance with water quality release standards has reduced the profitability of many mining operations. Solid phase extraction (SPE) columns have been developed to extract metals from acid mine water. These columns are designed to remove the toxic elements from water and recover the metals as purified fractions. This article describes the results of a Phase 1 bench-scale project to test the performance of the SPE columns. The tests were conducted with water collected from the abandoned Berkeley Pit copper mine in Butte, MT.

For leach solutions containing primarily free cyanide, the silver nitrate titration method is a rapid and acceptably accurate means of analyzing for cyanide. However, in leach solutions containing elevated levels of copper, the titrimetric method significantly over-estimates the concentration of free cyanide and under-estimates the concentration of weak and dissociable (WAD) cyanide. The authors have developed a modified potentiometric titration method for determining WAD cyanide that overcomes issues with high copper levels in solution. The new MP-WAD method involves addition of a chemical ligand to the sample prior to silver nitrate titration to fully release cyanide bound to copper. Once released from copper, cyanide in solution is no longer affected by the presence of copper and titration results are quantitative rather than empirical. In multiple laboratory trials with synthetic solutions and complex actual leach solutions, accurate WAD cyanide measurements were achieved using the MP-WAD method. Analyses obtained with the new method were found to be within about ±10% of analyses obtained with the USEPA OIA-1677 WAD cyanide analytical method.

Newmont has a large integrated operation in Northern Nevada with numerous mines, stockpiles, and processing facilities. There are over ninety defined metallurgical ore types and over sixty defined gold recovery process options. To take better advantage of the available synergies, a complete Nevada wide mine plan and process model along with a mixed Integer and Linear Programming optimization tool has been developed and implemented. This system is maintained and operated by a Nevada Planning Group. Standard in-house planning software tools and methods have been implemented at all mine sites. While increasing the effectiveness of planning in Nevada, these changes have allowed a significant reduction in overall Mine Engineering staff.

An essential prerequisite to expanding the application of longwall mining techniques in the United States is the development of a better understanding of the mechanics of rock mass deformation near the mined seam, in the inter- burden and at the surface. The results of studies of this type will provide a basis for the development of empirical and/or numerical modeling techniques to predict the rock mass response to mining both near and far from the mined seam. This will lead to improved gate and panel design, resulting in maximum recovery, increased productivity, as well as provide a mechanism for assessing likely surface effects induced by long- wall mining. Presented here is the instrument plan to be used at Kitt Mine No. 1 in the study of rock mass response to two adjacent longwall panels.
