The line seven, as part of the development of the Subway Master Plan in Mexico City, will tunnel under different subsoil conditions of clay with high water content and low shear resistance located between 8 and 12m beneath the surface. Boulders in silty sand and gravel to a 40m depth underlay this stratum. Economics, scheduled time of construction, and the obligated interconnection with existing lines one and two determined the construction of the tunnels to have an overburden of 1.0 to 2.2 times the diameter. In the north part of line seven there is a track of 251m length that was decided to attack with an open shield of 9.14m of diameter due to the characteristics of the sub-soil, minimum section needed as well as a minimal overburden, of 10.41m. The paper explains the construction procedure from the excavation stage to the reinforcement of the final lining obligated for the ground subsidence as a result of volumetric changes of a stratum of 4m thick of clay overlying the crown of the shield. INTRODUCTION The former Shiprock uranium mill site is located in the community of Shiprock, New Mexico on a bench overlooking the San Juan River (Figure 1). Both Shiprock and the mill site are located on the Navajo Indian Reservation. The millsite was built on a 230 acre tract leased by Kerr-McGee Oil Industries Inc., and was operated from 1954 to 1963. The Vanadium Corporation of America and its successor, the Foote Mineral Company, operated the mill from 1963 to 1968. During its entire operation, 1.5 million tons of uranium ore was milled producing 3711 tons of U308 concentrate. The concentrate was sold to the former U.S. Atomic Energy Commission. During milling, the ore was crushed to less than 35 mesh and acid leached to remove the uranium. The [ ] uranium was removed from the leach solution by solvent extraction and the uranium-barren solution discharged into raffinate ponds for disposal by evaporation and seepage. The spent solids (tailings) were pulped with waste process fluids and water and discharged to form tailings piles. The piles (ponds or dams) were formed with earth starter dikes. The dike walls were then raised using the separated sand fraction of the tailings. The slime fraction of the tailings were discharged into the diked impoundment. Since only a small fraction (0.25 percent) of the ore was U308 by weight, most of the ore bulk ended up as wastes. The wastes contain nearly all of the uranium decay chain radionuclides present in the ore except uranium. The mill was shut down and partially dismantled before the lease expired in 1973, and the remainder of the mill and wastes reverted back to the Navajo Tribe which was the lessor. Portions of the millsite were then occupied by the Navajo Engineering and Construction Authority (NECA), a Tribal enterprise. In order to provide skilled personnel to operate earth moving equipment, a heavy equipment operator's training school was also established on the mill site and was administered and operated by NECA. The U.S. Public Health Service (PHS) and the Environmental Protection Agency (EPA) staff conducted radiation surveys at four inactive uranium millsites on the Navajo Reservation in April 1974. During the survey of the Shiprock millsite, it was noted that the training activities were degrading its radiological condition. Both the PHS and EPA staff recommended that the training activities be directed towards the decontamination of the millsite area and interim stabilization of the tailings piles. Preparation for the decontami-nation work commenced in April 1974. In order to facilitate the decontamination activities, the mill site and its contaminated environs were divided into major areas labeled A through F (Figure 2). Areas A, B, and C are defined as "perimeter" areas and contained surface contamination ranging from 5 to 30 cm deep. Area D defined the mill yard and contained contamination ranging from 0.6 to 5.5 m deep. Area E contained several raffinate ponds which were removed to line up the northwest boundary of the tailings pile and to move the contaminants away from the vicinity of the occupied on-site buildings. The contaminants in Area E ranged from 0.05 to 5.5 m in depth. Area F encompassed the ore storage yard. Contaminants in this area ranged from 0.18 to 1.2 m deep. Washes, however, had contamination exceeding 7.6 m deep.

I would like to thank the Society of Mining Engineers for inviting me as well as the other distinguished panelists to spend a morning reviewing and discussing the handling and shipping of industrial minerals. I also would like to thank my management, Cometals. Inc. for permitting me to take time out from the daily hectic pace of marketing and trading to share with you some of our experiences and expertise. Cometals, Inc. is a wholly-owned subsidiary of Commercial Metals of Dallas. The transportation and handling costs of industrial minerals frequently are a major component of the value of the goods marketed and, therefore, it is only natural that close attention should be paid to them. Many of the industrial minerals require special handling to assure that the material reaches the consumer without being contaminated or getting wet. I invite you to accompany me through the various steps involved in "delivering the goods" to the consumer.

"Testing of the NIOSH-designed roof bolter canopy air curtain (CAC) has gone through many iterations demonstrating successful dust control performance under controlled conditions. J.H. Fletcher & Co. (Fletcher), an original equipment manufacturer of mining equipment, has further developed the CAC concept by incorporating it into the design of its roof bolting machines. A new CAC design has been developed incorporating the results of testing of the NIOSH design and the recent Fletcher design. Observations from smoke testing conducted on this new CAC design in a laboratory setting show promise for improved performance. INTRODUCTION Exposure to respirable coal mine dust can cause coal workers’ pneumoconiosis (CWP) otherwise known as black lung. If silica is present in the dust, the miner may develop silicosis in addition to CWP. CWP and silicosis are occupational respiratory diseases that are ultimately fatal and have no cure. The only method of prevention is through elimination of exposure to respirable coal mine dust and crystalline silica (quartz). The current occupational exposure limit (on an MRE basis) for respirable coal mine dust is 2.0 mg/m3 during each shift that a miner is exposed in the active workings of the mine or in mine facilities [30 CFR 70.100 2015]. Recently enacted legislation changes this standard beginning in August 2016 to 1.5 mg/m3 for a full working shift [Federal Register, 2014]. If the respirable coal mine dust contains more than 5% silica, the applicable respirable dust standard is reduced; calculated as 10 divided by the percent quartz present [30 CFR 70.101] so that the effective exposure limit for respirable quartz is 0.1 mg/m3 for a full working shift. Sources of exposure to respirable coal mine dust for the roof bolting occupations include infrequent maintenance and cleaning of the vacuum dust collection system and operating the bolter downwind (in the return air) of the continuous miner [Goodman and Organiscak, 2003]. Recent studies have demonstrated that vacuum dust collection systems are effective in capturing bolter-generated dust, if maintained and operated correctly and if proper face ventilation techniques are used. However, most exposure to respirable coal mine dust for the roof bolter occurs when the roof bolter machine is operated downwind of the continuous miner [Potts et al., 2011; Colinet et al., 2013]. Because of this higher exposure downwind of the continuous miner, the roof bolter is generally limited to working downwind of the miner only once during a production shift"

This contribution presents the first multi-scale geophysical investigation conducted in the Abakaliki and Obubra mining districts (AOMD), southeastern Nigeria, for the exploration of shallowly emplaced (< 50 m) massive sulfide and barite mineral deposits. Raw airborne magnetic data covering the AOMD was acquired and subjected to diverse enhancement routines to facilitate the identification of areas of subtle magnetic anomalies for subsequent ground truthing. The mineralization is mainly made up of galena, sphalerite, and barite. The contrasting physical properties between these minerals and their host rocks make resistivity, induced polarization (IP), spontaneous potential (SP), and magnetic methods ideal to study and delineate the mineralization and possibly locate the ore bodies. Wenner DC resistivity and IP data acquired along the same parallel traverses are inverted using Res2dinv to produce 2D tomography models of resistivity and chargeability. The resistivity and IP models were successful in delineating zones of sulfide and barite mineralization. The ground SP data collected along the same traverses as the resistivity and IP data were interpreted as line graphs. The 1D SP models show a number of central negative anomalies that could be related to sulfide mineralization. These anomalies show fair-to-good spatial continuity and are in close agreement with the result obtained in the resistivity and chargeability model. This study suggests the presence of exploitable mineral deposits in the AOMD and demonstrates the superior interpretative ability of combined geophysical methods over a single geophysical approach.

"A phosphate beneficiation plant in Utah is using isotope-based Prompt Gamma Neutron Activation Analysis (PGNAA) technology to analyze the entire slurry streams of the incoming feed and final product in order to adjust the flotation circuits in near real time and optimize the plant output. The plant has gained greatly improved visibility/control and has reduced product variability for improved profitability and product quality. This paper takes a look at the economics as well as application details and the difference this technology provides in a phosphate application. SIMPLOT PHOSPHATES INTRODUCTION Simplot’s Vernal, Utah Phosphate Mine and Mill are located in the northeast corner of the state in the Uinta Mountains along US Highway 191, eleven miles north of the town of Vernal. The phosphoric acid and fertilizer plant fed by the Vernal mine is located 94 miles Northeast of Simplot Phosphates in Rock Springs, WY.At the Vernal plant, loader and shovel mining to 85 Ton capacity trucks is done at an annual rate of 3.8 Million tons of ore. Run of mine ore is crushed in a mineral sizer to minus 14 inch diameter at the rate 11,500 tons a day and transported to the SAG Mill’s 130,000 ton surge stockpile by overland belt. ORE RESERVES The ore is a Phosphoria Formation of sedimentary rock type dating to the Permian Age. The ore body rests over a 25 mile area on Weber Sandstone from the Pennsylvania and Permian geologic period. Layers of Phosphate Rock can vary in thickness from 0.3 up to 2.1 feet, alternating with layers of Mudstone. The eastern edge of the ore’s body Panel “G” runs 16 feet deep with a feed grade of 21.5% P205 with lower MgO diluents of less than 2.79%."

Recently, a new hybrid geopolymer/biopolymer (GP/BP) cementitious material was developed for improving the performance of pumpable roof supports in underground mines. This study demonstrates the application of the hybrid GP/BP cementitious material and validates its effectiveness in full-scale. In this regard, eight (8) full-size (0.61 m diameter and 1.52 m height) cribs were produced in collaboration with Minova International Ltd and tested at the National Institute for Occupational Safety and Health (NIOSH) Mine Roof Simulator (MRS) Laboratory. These full-size cribs were produced with different material configurations to evaluate the effect of water to solid (W/S) ratio, Portland cement (PC) content, and BP dosage. The results demonstrated and validated the effectiveness of the hybrid GP/BP cementitious material in increasing the peak and residual bearing capacities of pumpable cribs and eliminating the issue of deterioration when exposed to air compared with the conventional Portland cement/fly ash (PC/FA) cementitious material currently used in practice. On average, the peak uniaxial compressive strength (UCS) and the highest residual UCS after peak of the full-size cribs produced from the hybrid GP/BP cementitious material are 1.90 and 1.33 times of those of the PC/FA-based full-size cribs by one company and 2.32 and 1.66 times of those of the PC/FA based full-size cribs by the other company, respectively.

"Virtually every article you read on safety has a statement to the effect: “It’s obvious that safety pays”. If it is so obvious, why is it so hard to answer these questions? • How does the Maintenance or Operations Manager convince the Plant Manager to spend money from the annual budget for safety improvements? • How does the Plant Manager influence Corporate to prioritize safety improvements? • How does an engineering firm persuade the owner to spend more on design and equipment up front to reduce risk? There are many cultural and structural reasons why it is so difficult to prove the obvious. In my opinion the main culprits are: the almost universally used ‘Low Bid’ process, variations in reporting incident statistics between industries and countries, and, the Generally Accepted Accounting procedures (GAAP) [or International Financial Reporting Standards (IFRS)]. Conventional wisdom is it’s smart not to spend more than you need to meet the minimum regulations and maximize production. But buying on price alone often harms people, degrades the environment, and reduces the company’s bottom line. How can this be? You met the minimum safety requirements and saved money by buying on price. Don’t those savings go right to the bottom line? When you buy on price you get minimum quality, minimum compliance and are often backed corner with no reasonable options to rectify the problems that arise from buying on price instead of buying on long term life cycle cost. Culturally few companies actually ‘walk the talk’. It is trendy to have giant billboards at plant entrances proclaiming world class compliance with quality and safety standards. Annual reports are embellished with safety slogans and sustainability statements. Behind the front gates and the glossy annual reports the message is clear: produce or be replaced. Only a few companies go beyond the window dressing and actually endorse, from the top down, continuously improving their safety culture. Those that do embrace safety, show significant performance advantages over their competition that are reflected in their safety, productivity and environmental records and, ultimately their financial statements and share price. Current accounting (and reward) systems make it unlikely financial managers will accept non-conventional approaches to justifying expenditures on safety because they are driven to report “hard” numbers that can be documented and are within the “GAAP or IFRS Rules.” But in reality, accountants quantify soft or intangible costs all the time in their financial statements. Justifying safety investments is greatly enhanced by quantifying what most financial managers would call intangible costs. Government agencies have no problem assigning intangible costs to justify regulations to improve safety. How many times have you heard that the regulation is justified because the cost to industry is X while the benefit to the society is 2 or 3X? How can they say that without including intangible costs? We find it hard to believe these government claims of benefits to society because we have been trained to think about saving hard direct costs to justify investments."

The Mineral Resources Institute (MRI) has developed a unique process for selective fatty acid flotation of phosphate minerals from siliceous ores. The process takes advantage of preferential adsorption and high reactivity of fatty acid collectors towards apatite over silica surfaces under slightly acidic conditions of pH 5-6.5. The process was successful in upgrading various phosphate samples from Florida and North Carolina containing 7.7-15.3% P205 and 62.3- 77.2% Insol to concentrates assaying 28.1-33.1 % P205 and 4.1-9.9% Insol with high P2O5 recovery of 81.8-92.2%. Depending on the type of silica impurities present one or more cleaning steps, with or without sodium silicate, would be required to improve the grade of the rougher phosphate concentrate.

Gas holdup profiles in the collection zones of a pilot flotation column (0.91 m x 13.5 m) and a laboratory flotation column (0.057 m x 9.5 m) operated with air and water only were determined from pressure measurements. The profiles were determined discretely and continuously. For the pilot column, a minimum distance between pressure measurements was necessary to give reliable results. For the laboratory column, a third-degree polynomial fit to the pressure vs. height data was required. Water manometers proved to be less sensitive to sensor and process noise than pressure transducers. The profiles showed that gas holdup approximately doubled over a height of 8 to 10 m. The profiles were not linear, and the gradient increased towards the top of the column, especially for gas rates greater than 1 cm/s. The profiles cannot be predicted by a simple bubble expansion model. The implications of this new finding of a significant gas holdup increase with height in the collection zone on various aspects of flotation column design and operation are discussed.

Detailed description of the development of the FIOR process1 and, subsequently, other technical papers relating to the operation and start up of the FIOR plant2,3 are available in the technical literature. The Fluidized Iron Ore Reduction (FIOR) process plant constructed in the Matanzas region of Venezuela represents the first commercial application of this technology. The FIOR process was developed by Exxon Company during the 1950&apos;s and 1960&apos;s; and the facility in Venezuela was designed and constructed by Davy McKee with the plant start up in 1976. While there is a minority government ownership in the company, FIOR de Venezuela operates as a private sector company with the majority of the ownership being private capital.

The development and use of short-lived radioactive tracer methods for the on-stream determination of residence time distributions in large-scale ball mills is described. Tests are reported on a pilot-plant ball mill with 0.43 m diameter and 0.86 m length and on an industrial mill with 1.83 m diameter and 2.74 m length. Tests with different tracer feed sizes indicate that the residence time distributions on both mills are independent of charge particle size. Similar tests are planned for a-large ball mill of 4.57 m diameter and 9.30 m length. No safety problems were encountered in these tests and none are anticipated in tests of the larger mill.

"The tunnel sector is excavated into a rock mass heavily affected by tectonics, defined as a regional fault. The rock around the tunnel support undertakes the non – elastic deformation and gradually detaches from the rest of the non affected rock mass, moving inside of the excavated area and tending to fill up the whole space. The initial solution of using stiff support consisting in double steel ribs I12 with circular shape in the upper part and straight vertical pillars in the lower part has proved to be inadequate. Based on the calculations of the subsidence phenomena and a mathematical model, the proposed alternative support was provided by special circular steel ribs – SG-23 –that allows a limited rib deformation (by relative slip between the arch segments) in order to mobilize the contact between the rock contour and the inner face of the rib - not only for the deformed rib but also for the neighboring ribs. 1. INTRODUCTION Hydropower development of Jiu river in Romania, in the narrow gorge sector includes two diversion HPP and a small hydro plant that provides the minimum required flow downstream: CHE Dumitra , CHE Bumbesti and MHC Livezeni (Table 1. Hydropower parameters).The Livezeni intake reservoir is provided by a gated dam located 1250 m downstream of merging point between Jiul de Vest river and Jiul de Est river. The dam is equipped with three radial gates with flap gates with a span of 12 m each and the height of (6 + 3) m. The Groveland Mine. Concentrator and Pellet Plant are located in Dickinson County in the Upper Peninsula of Michigan. The construction of the Groveland Mine in 1959 was the first United States operation for the Hanna Mining Company in mining and beneficiating low grade iron formations. (1) The plant produced concentrates at 675,000 lt/yr. (746,600 mt/yr.) which was used as sinter feed in the steel industry from 1959 to 1963. Upon completion of a pelletizing plant in April, 1963 production increased to 1.6 million lt/yr (1.77 million mt/yr) of pellets. After the plant expansion, mill capacity increased to 2.2 million 1t/yr (2.43 million mt/yr.), producing 2.0 million It/yr (2.23. million mt/yr.) of pellets assaying 63.0% iron and 7.0% silica. (1) Prior to April, 1971 the concentrator operated with a flowsheet consisting of spirals and a petroleum sultonate iron notation circuit. This was presented in a paper by R. R. Smith and E. E. Sougstad, "Flotation at the Groveland Mine" in the 50th Anniversary Volume entitled "Froth Flotation". The ore body at the Groveland Mine consists basically of two types of iron formation (34% total iron, 20% magnetic iron head), the most abundant of which is a bedded magnetite-chert-silicate rock. This is intermingled to varying degrees with non-bedded to poorly bedded hematite-clastic quartz-chert rock. (1) In developing the Groveland flowsheet, Humphrey spirals were used because of their ability to produce a coarse size concentrate at a low cost. Tests run in the lab and pilot plant on the Groveland ore showed a. spiral weight recovery in the 27 to 33% range. (2) However as the ore body was opened up, it became evident that the most abundant ore type did not liberate at the coarse size fraction needed for spirals. Plant recoveries for the first five years operating the spirals only averaged from 10 to 15% weight recovery. In 1971 the weight recovery on the spirals had dropped to a low of 5%. To increase iron recovery and at the same time increase plant capacity with the least effect on the present operations the mill flaw-sheet proceeded from a spiral-notation circuit to an all flotation circuit to a magnetic separator-flotation circuit. During this changeover the concentrate grade also had to be improved to meet market demands. To do this the following changes evolved

Structural and topographic relief in the Sangre de Cristo Mountains of northern New Mexico provides a remarkable cross section through the recently recognized 23-26 m.y.-old Questa caldera and cogenetic volcanic and plutonic rocks. Although largely eroded, remnants of an ash-flow sheet of silicic-alkalic rhyolite and associated more mafic lavas of the Latir volcanic field are preserved as far as 45 km beyond the source caldera. Within the caldera, the tuff ponded to a thickness of 2-3 km and enclosed chaotic megabreccia fragments which slumped from the caldera walls. At the time of ash-flow eruption, the volcanic field was severely deformed along northwest-trending faults related to the Miocene Rio Grande rift, with most intense deformation occurring within the caldera. Strata were steeply tilted and locally overturned along presumably listric faults. Ash- flow tuffs locally underwent secondary flowage over concurrently developing fault scarps and accumulated within structural basins as rheoignimbritic lava flows. Cogenetic batholithic granitic rocks, exposed over an area of 20 x 35 km, range from mesozonal quartz monzonite to epizonal porphyritic granite and aplite, with the shallower and more silicic phases most abundant within the caldera. Compositionally and texturally distinct granitic phases define a highly evolved resurgent intrusion within the caldera, an incomplete ring dike along its southern margin, and a large mass of less fractionated quartz monzonite south of the caldera. A negative Bouguer gravity anomaly is closely confined to the area of ex- posed granitic rocks; it also reflects boundaries of the Questa caldera. The gravity anomaly is interpreted as defining the extent of the underlying batholith, emplaced into lower parts of the volcanic sequence and underlying Precambrian rocks. Paleomagnetic determinations indicate that the granitic rocks were above Curie temperatures at the time of caldera formation and regional listric faulting, yet most are little different in radiometric age from the intensely deformed volcanic rocks. These relations indicate that the batholithic complex represents the source magma body for the volcanic rocks, into which the Questa caldera collapsed, and was largely liquid at the time of regional tectonic disruption. Compositions of the volcanic and plutonic phases changed from early calc-alkaline metaluminous rocks, to weakly peralkaline silicic rhyolite and equivalent afredsonite-acmite granite at the time of the caldera formation, then back to post- caldera calc-riebeckite granitic rocks. Maximum concentrations of alkalis and minor elements such as Rb, Th, U, Nb, Zr, and Y were reached at the time the caldera formed about 25-26 m.y. ago, but the major molybdenum mineralization of the Questa district took place when the late calc-alkaline granitic ring intrusions were emplaced about 23 m.y. ago, along the south margin of the caldera.

"Social License, the consent of the neighbors and community to develop and operate a mine, has received little attention until recently. Though social license is intangible, not having this relationship with the community carries operational and economic risk to a project, potentially including future impairment of the asset. Acquiring and maintaining social license is a long term personal relationship. It requires communication, commitment, consistency, and transparency. This presentation will review the building blocks to acquire and maintain a social license based on experiences with mining projects in Mexico. INTRODUCTION Mining has been a source of controversy for at least 500 years. “Since there has always been the greatest disagreement amongst men concerning metals and mining, some praising, others utterly condemning them” (Agricola 1556). In 2015 it is widely recognized that mineral resources and reserves must give due regard to the social license in order to operate. “Most commonly, the SLO is understood to refer to ‘the ongoing acceptance and approval of a [project] by local community members and other stakeholders that can affect its profitability’ (Moffat 2014).” “Social License to Operate has gained traction, in part, because it is also a concept which – while remaining poorly, technically defined – is generally easily and widely understood by community stakeholders.” (Bice 2014) A generation ago I learned that mining is based on a stable platform supported by three pillars, geology, mining and metallurgy. The three legged stool is a very stable structure.In 2015 it seems that we have added some other legs to the stool. The JORC code addresses “social, and governmental factors” (JORC 2012), and refers specifically to social license in Section 4 of the Report Template “Estimation and Reporting of Ore Reserves”. The Canadian CIM Guidelines refer to “environmental, legal and social data” (CIM 2003).Compared to these the 2014 SME Guide is positively verbose stating “a discussion of any potential social or community related requirements and plans for the project and the status of any negotiations or agreements with local communities,” (SME 2014) although in all cases the scope of this disclosure is left at the discretion of the Competent Person."

Coal mines in the United States are the most productive in the world in terms of efficient labor employment. This is because of an abundance of workable coal beds, large infusions of capital, improved management practices and continuing competitive pressures. The standard unit of measurement for labor productivity is expressed as tons/manshift, although for underground mines, operators often refer to tons per machineshift. Articles written concerning labor productivity generally focus on measurement techniques, safety considerations, application of technology and training. This article will illustrate by example the impact of labor efficiency (or inefficiency) on the ultimate selling price of coal, f.o.b. mine site. During the past several years, the coal industry has seen significant improvement in labor use. Figure 1 shows the trends in productivity for all active mines in the United States from 1985 through 1994. Productivity in 1985 was 20.1 t/manshift (22.1 st/ manshift). This factor has increased almost linearly throughout that period to 37.5 t/manshift (41.2 st/manshift). This is a 7.2% annual compound growth rate.

In carbonate flotation, oleate has been used for many years as a collector in industrial scale. Compared to sulfide minerals, the flotation of carbonate minerals requires more collector consumption and has lower yield and selectivity. It has been previously shown that surfactin provides higher yields in smaller amounts than oleate in the bioflotation of calcite as one of the carbonate minerals. In this study, the usability of surfactin as a flotation collector for magnesite was investigated. For this purpose, the adsorption of surfactin on the magnesite surface was inspected with analyses such as FTIR, SEM–EDS, contact angle, and zeta potential measurements. In addition, the effect of surfactin on the surface tension of water was also revealed. The same analyses were also performed for oleate as a reference point. All flotation experiments were performed without optimizing with both collectors. FTIR results showed that the surfactin, like oleate, was chemically adsorbed on the magnesite surface. Surface tension analyses showed that the surface tension of water decreased to approximately 32 N m− 1 at 10− 4 M oleate concentration, and this value decreased to below 25 N m− 1 at the same surfactin concentration. According to contact angle measurement results, the contact angle of magnesite was 85° after the surfactin adsorption of 2 × 10− 4 M concentration, while this value remained at 46° for oleate. Finally, according to flotation experiments, high temperatures and high collector dosages are necessary for acceptable flotation recovery with oleate, yet surfactin can produce the desired result at ambient temperatures and lower collector amounts.

INTRODUCTION The radon problem concerns the radiation exposure from inhaled short-lived radon daughters and the associated risk for the induction or promotion of lung cancer. In several groups of miners which were exposed in the past to relative high radon levels during their underground work, an excess lung cancer frequency has been observed. On the basis of these findings it has to be stated that the inhalation of radon daughters is the most important radiation hazard in mining. Involved in this radon problem in mines are the difficulties to measure the individual radon daughter exposure of miners and to estimate the dose to critical cells and target tissues in the lung from inhaled radon daughters. And finally the reduction of radon levels in mines confronts us with special technical problems which are difficult to solve. Thus the setting of annual limits for the radon daughter exposure of miners alone is not sufficient to guarantee an appropriate standard of radiation safety. Of same importance are the improvement of air monitoring and the optimization of technical protection measures in mines. This has to be kept in mind for the following considerations on exposure limits. The ICRP has recommended in 1959 for the first time a maximum permissible concentration (MPC) for the occupational exposure to radon and its short-lived daughters (ICRP, 1959). This MPC in air was derived from a maximum permissible dose equivalent of 0.15 Sv (15 rem) per year to the epithelium of the large bronchi which was regarded as the "critical tissue". This old MPC-value was derived using a simplified lung model which paid main attention to the dose contribution from the inhalation of unattached 218Po(RaA) atoms. Since this time more realistic dosimetric models for radon daughters have been developed; some of these models will be presented in special papers on this conference. Furthermore in the last 10 - 20 years substantial epidemiological information on the lung cancer risk among several groups of Rn-exposed miners has become available. Taking into account these epidemiological and new dosimetric findings the ICRP has adopted in March this year new recommendations on occupational limits for inhalation of 222Rn, 22ORn and theirshort-lived daughters. This report will be published this year as ICRP Publication 32 (ICRP 1981). The recommended limits for radon daughters were derived from the basic dose and risk limits as they were proposed by ICRP in its new basic recommendations (ICRP Publ. 26, 1977). In the following this basic system of dose limitation is shortly outlined before the special recommendations for radon daughters are described. [BASIC CONCEPTS AND LIMITS] The new basic recommendation of ICRP (Publ. 26, 1977) proceed from the assumption that in the dose range which is relevant for radiation protection, the risk RT of so-called stochastic radiation effects (carcinogenic and genetic effects) in a target tissue T increases proportionally with the mean dose equivalent HT in this tissue: RT = aT HT. If several target tissues are irradiated the total individual (stochastic) risk is given by the sum of risks in these tissues: [R = ?TRT = ? T aT HT]. Thus this concept of individual health detriment takes into account the risk contribution from each relevant tissue. It replaces the old concept of the critical tissue, which neglected the exposure of other tissues. Applying this new concept a dose quantity can be defined which is proportional to the total individual radiation risk from stochastic effects. This so-called "effective dose equivalent (HE)" is given by the sum of the weighted dose equivalents in the relevant tissues: [HE = E wT HT with E wT = 1 T &apos;1] The weighting factor wT of each tissues follows to wT = aT/awB, where awB is the total stochastic risk coefficient for a uniform irradiation of the whole body. For the lung as a single organ comprising several target tissues, the ICRP recommends a total weighting factor w = 0.12 (ICRP 1977/79). This concept of risk or detriment, respectively, has important consequences. To meet the objectives of radiation protection the new ICRP-system of dose limitation is based on the following three principles: 1) The justification of practices involving radiation exposures; no pratice shall be adopted unless it produces a net benefit. 2) The ALARA-principle that all exposures shall be kept as low as reasonably achievable; this requires the optimization of the level of protection. 3) The limitation of individual exposure (annual dose limits). It is important to note that the dose limits for individuals are only one part of this system of dose limitation. Furthermore, these limits cannot be regarded as a boundary between safe and unsafe. They have to be interpreted as the lower boundary of an unacceptable exposure region. This means that in addition to the observance of these basic dose limits it is demanded to optimize the level of protection. NIOSH is conducting research to reduce the silica dust exposure of workers at surface coal mines. One goal of this research is to evaluate the relationship between drilling parameters, rock strata and silica dust generation. This study involved measuring blast hole emission dust from a rotary drill rig which required sampling high concentration dust (>400 mg/m3) for silica content in a high velocity airstream. To measure dust initially, traditional sampling methods using personal sampling instruments were attempted in and around the shroud area of the drill with no success. Variations in the dust cloud concentrations under the shroud, the condition of the shroud and its orientation over the hole, and ambient air conditions prevented consistent and accurate dust measurements from being obtained. Amore consistent dust cloud is necessary for accurate measurements. An area of the drill’s dust collector system that consistently draws the emitted airborne dust from the hole is the collector tube. This tube connects the drill collector’s vacuum and dust filtration system to the shroud area. Assuming the collector system is working as designed, sampling from the collector tube would enable more consistent and accurate samples to be taken. However, current personal samplers are unable to sample in the concentrations and velocities experienced in the collector tube, so another method had to be devised. To achieve the desired results, an in-stack cascade cyclone was used. Preliminary field testing shows positive results.
