I would like to first summarize the relevant health information relating to the workers and general populations around uranium mining as a basis for understanding the hazards associated with these operations and their available remedies. This discussion will summarize the literature on Radon and its daughters, among the most toxic uranium decay products. Second, I will discuss waste handling in the uranium industry: past, present and future, discussing exploration, mining, and milling and the volumes of water and solid and gaseous wastes which are associated with these various phases of uranium operations. This paper will also include a discussion of the various past and present materials handling technologies and their responsiveness to the concern for uranium waste isolation. I will then conclude with a summary of recent modifications in the relevant standards as applied to uranium mining and milling. Joseph Wagoner, a research epidemiologist with the U.S. Public Health Service has summarized the literature on uranium mining and its health effects in his written testimony as a commissioned witness in British Columbia Royal Commission of Inquiry into Uranium Mining in January of 1980, entitled Uranium, The U.S. Experience: A Lesson in History.1 Briefly summarizinq his report, as early as 1546, miners of uranium bearing ores in Central Europe were reported to have unusually hiqh frequencies of fatal lung disease2. As early as 1879, the real nature of pulmonary disorders among these miners was first diagnosed to be malignant neoplasia or lung cancers. Of 655 miners dying between 1875 and 1912, 40% or 276 of these Central Europe miners died of lung cancer.4 By 1939, it was reported that lung cancer mortality rate for miners in these Central European mining districts was several times (9.7 per 1000) higher than that for similar populations in Vienna, Austria (0.34 per 1000). Thus, before uranium mining began in the U.S., there was a considerable body of information linking uranium mining to lung cancers. The U.S. experience can be summarized in Table 1 also from Wagoner's B.C. Lithium-Ion batteries (LIBs) have the potential to go into thermal runaway which introduces a new ignition source in hazardous environments such as gassy underground mines that may contain methane in the surrounding air. Researchers from the National Institute for Occupational Safety and Health (NIOSH) used an accelerating rate calorimeter (ARC) to induce thermal runaway in individual lithium-titanium-oxide (LTO) and lithium-nickel-cobalt-aluminum-oxide (NCA) LIB cells within a sealed enclosure with either no methane, a lean, a stoichiometric, or a rich methane-air mixture in the surrounding canister to determine if these LIB types would ignite the methane, causing an additive effect on overpressures. Canister pressures and maximum temperatures reached by the cells, surrounding air, and exhausted gases were measured in this study and remained consistent with varying methane concentrations.

The longterm future of Glencores’ mining operations in the Sudbury basin area of Ontario, Canada likely depends on mining deposits at depths below two kilometres. To gain a better insight into the rockmass response to mining, a geological scouthole program has been implemented at Glencores’ Nickel Rim Deep and Onaping Depth Project to gain insight into rockmass conditions ahead of the devel-opment face. The scouthole program involves drilling long (up to 600 m) subhorizontal boreholes drilled ahead of the development end and collecting data about the rockmass conditions from various geophysi-cal and mechanical tools (in addition to conventional core logging). Once all data has been collected and the borehole is available, seismic sensors are installed up to 450 m down the hole as part of the micro-seismic monitoring program with the leading sensor always located ahead of the development end. The recorded seismic data is used to provide realtime insight into the rockmass response to mining. On May 20, 2017 a flurry of seismicity with a maximum moment magnitude (Mw) of 0.7 occurred causing damage to the ramp heading. Data from the microseismic monitoring system had indicated that conditions at the development end were changing prior to the rockburst. A back analysis of the scouthole data indicated a clear anomaly in the rockmass at the location of the rockburst. The scouthole data also provided sufficient information to suggest that once this anomalous zone was exited, mining conditions would improve. With the microseismic monitoring system providing realtime information from the rockmass, the area was re-habilitated and ramp development continued successfully. Details of the rehabilitation and adjustments to the ramp development are discussed. Some correlations between the scouthole data and recorded micro-seismicity are also presented.

The penetration of rock fragments of overlying strata causes advanced ore dilution during drawing. The results of numerical and physical experiments showed that the proposed numerical simulation was applicable and the microscopic parameters of the model were reliable. The penetration under the variables of particle diameter ratio, density ratio, overlying strata thickness, and particle morphology was clarified. The penetration was quantitatively characterized by the discharge amount and the dilution rate. The experimental results showed that the diameter ratio and density ratio had a significant influence on the penetration. On the irregular shape of particles, the penetration is weakened. The overlying strata thickness had little effect on the penetration. This study could provide a theoretical basis for the full section uniform drawing, avoiding advanced ore dilution and further optimization of recovery rate.

Although not generally recognized, Arizona has rock salt deposits unique in the United States. This uniqueness stems from a combination of two factors: (1) relatively youthful geologic age and (2) nonmarine origin. Although Arizona shares one deposit with Nevada (Figure 1, No. I) there are three others within the State (Nos. 2, 4, 5) that are believed to be both late Cenozoic in age (less than 15 million years) and nonmarine in origin. The only other recognized nonmarine salt deposits in the U.S. are much older, being in the early Cenozoic (Eocene) Green River Formation of Colorado and Wyoming. According to Johnson and Gonzales (1), the remaining rock salt deposits in the United States are marine and either Paleozoic or Mesozoic in age. Of the seven localities shown in Figure 1, six in the Basin and Range geologic province are believed to represent nomarine late Cenozoic phenomena and one (No. 7) in the Colorado Plateau geologic province is Paleozoic (Permian) in age and marine in origin. The following comments are intended to update the general geologic highlights of these deposits and to summarize the nature of their present utilization.

The incorporation of particles into metal matrix materials is important to many technologically important areas. Particles that are incorporated into a metal matrix have a significant effect upon the properties of the resulting composite. Proper selection of particles and incorporation densities can lead to optimal composite properties that can be modified as needed for various applications. This paper discusses the parameters that affect the particle incorporation density in electrodeposited metal matrix composite coatings as well as a deterministic model that can be used to predict the effects of such parameters on particle incorporation density.

High stress underground mining poses a significant challenge to rock mechanics and rock engineering. To overcome theses challenges significative improvements in solutions and best practices of the design and operation of mines under high stress have been developed and implemented. This paper presents certain topics related to the management of high stress for sustainable underground mining. The topics include; the effect of preconditioning techniques (destress blasting and hydraulic fracturing) in the seismic rock mass response to underground mining and the dynamic behaviour of rock support systems. The opportunities associated with research in rock mechanics and practical rock engineering are discussed.

For the first half of the 21st Century the USA will rely on the same mix of fuels as for the past 50 years: Petroleum will cost more and availability will decline as developing nations modernize. Increased use of natural gas for electric power generation will result in severe stress on gas supply. Coal will be the fuel of last resort. More than half the petroleum used is imported, about the same amount as used for transportation. Only coal can provide relief by fueling railroads through electrification while encouraging ‘piggy-back’ trailer haulage, co-generation for manufacturing and expanded passenger service.

INTRODUCTION Although the mining method described in this chapter is locally designated "modified Mitchell," there are so many features which are characteristic of square sets that the designation "modified square set" would describe the method equally well. The method was developed as a result of local operating experience with various mining methods, observing operations in mines in the southwest where Mitchell stoping had been thoroughly developed, and an exhaustive study of min¬ing methods literature. Since 1941, modified Mitchell stopes have con¬tributed over 50% of the total stope production and were largely responsible for supporting production dur¬ing the war years and period of declining manpower and increasing costs. GEOLOGY The community of Gilman is situated on Battle Mountain at an elevation of 2743 m (9000 ft) in the Battle Mountain mining district, about 45 km (28 miles) by highway north of Leadville, CO. The sur¬rounding area, including the Mount of the Holy Cross and Eagle River Canyon, is noted for its beauty and recreational facilities, both summer and winter. Massive sulfide ore bodies of the limestone replace¬ment type occur as chimneys and mantas or as blankets in strata dipping 0.19 rad (11°) northeasterly. A chimney is shaped like an inverted cone with shale, quartzite, and porphyry caprocks forming its base. This relatively impervious capping apparently blocked rising ore constituents which formed the chimneys and mantas. At the apex or lower extremity of the chimneys, the ore follows small fractures and bedding planes in under¬lying quartzite. Dimensions of chimneys vary, ranging up to 61 m (200 ft) vertically and 76 m (250 ft) horizontally near capping. The manta or blanket ore bodies vary in vertical cross section from one hundred to several thousand feet. One such manta was developed from its outcrop to its chimney source approximately 610 m (2000 ft) downdip. Another manta of substantial cross section and length did not follow shale but extended updip with limestone capping from its source at a lower horizon. All chimneys, however, make up to the shale¬quartzite-porphyry capping. Chimney ore minerals are mainly pyrite and chalco¬pyrite with accessory copper and silver minerals, surrounded by, and in places overlain with, marmatite, pyrite, and galena. Manganosiderite extends into the ore. It may or may not be impregnated with sufficient marmatite and galena to be of commercial grade. Ore may be massive, coarsely crystalline, or sandy, some¬times rubbly. Generally speaking, chimney ore masses are incompetent and of variable grade. Caprock is heavy and caves readily. Manta ore minerals are mostly marmatite, pyrite, and galena associated with manganosiderite. Structural characteristics of the ore are similar to those found in chimneys and where the manta contact shale capping the ground is unusually heavy. However, the large manta with limestone capping mentioned previously consisted of a hard strong ore mass in fairly strong host rock. Commercial ore contacts are fairly regular in this manta but in others the ore waste contacts along the walls are irregular with shaly limestone pendants extend¬ing downward into the ore at capping. Dolomite sand is also quite frequently encountered along wall contacts and less frequently overhead. MINING METHODS Practically all stoping in the Gilman ore bodies has been carried on with timber and fill methods and the features which have been briefly described have dictated the choice. Although at the present time modified Mitchell and underhand square-set stopes account for the total production, considerable production has been obtained from alternate horizontal cut-and-fill stopes with Mitchell truss stopes in the pillars. This method was highly satisfactory in the hard manta ore body mentioned earlier and where ore excavations 11 m (35 ft) wide and 23 m (75 ft) long required no auxiliary timber support. Over the past decade there has been a continual decrease in domestic oil reserves accompanied by a sharp increase in the demand for energy. Even with increased imports of foreign oil, the energy demand has not been met. This has forced many users to turn to substitute fuels. Of the many substitute fuels available most users are turning to and creating an increased demand for low sulfur coal. Because of the increased demand for low sulfur coal as well as the inherent problems in producing eastern coal, many producers have turned their attention to the large deposits of low sulfur coal in the western United States. Western coal mining is, however, not without its problems such as high moisture content, high ash content, highly variable sulfur content, multiple seams, and/or pitching seams. It is to aid in the solution of these problems that this chapter is directed.

The production of nickel coated mica composite powder by hydrogen reduction of a nickel ammine sulphate solution, followed by the production of molded plastic samples containing Ni/Mica is described. Sample preparation by injection or compression molding is outlined and the better results in compression molding are explained by the combination of better particle-to-particle contact, less particle breakage during processing, and more random particle distribution in the plastic. Three volume resistivity measurement techniques are described and compared. Two of them (conductive paint and silver-rubber electrodes) are found reliable and are used throughout the work. The influence of nickel content and particle size of Ni/Mica on volume resistivity is evaluated and the optimum product defined. One of the most important assets of Ni/Mica, its ease of injection molding, is demonstrated by the good electrical properties obtained with little optimization of the injection molding process. Surface roughness of molded plastics with and without Ni/Mica is briefly discussed. Shielding effectiveness of Ni/Mica in four plastics (PP, ABS, PBT and PC) is presented and correlated to volume resistivity data for the same materials. The addition of 15 to 50 weight % Ni/Mica (3 to 16 volume %) to plastics and subsequent injection or compression molding produces composite materials having low volume resistivities (0.03 to 1 ohm.cm) and high shielding effectiveness (40 to 70 dB).

The federal Office of Surface Mining (OSW) has undertaken an effort to revise many of their permanent program regulations. Numerous procedures for compliance are being rewritten to allow for greater flexibility while meeting the requirements of the Surface Mining Control and Reclamation Act. This study investigates, for certain select provisions, the cost differential between complying with the original OSM standards and the more flexible, state-specific standards being allowed in many of the revised regulations. Estimated cost savings that could be realized under a few of the revised regulations are substantial and should provide a basis for seeking revisions to the state regulatory programs.

Four methods to assess the relative flotability of fine coal have been tested: flotation with frother only, flotation with frother and collector, salt flotation, and timed-release analysis. A practical and simple criterion which combines the separation efficiency (capacity factor and kinetic rate constant (intensity factor) has been suggested. Five coal samples are chosen and tested. Based on test results, it is concluded that the flotability test with collector and frother is closer to practice, and, according to the suggested flotability criterion, coal fines can be classified into four categories of relative flotability: very easy, easy, moderate, and difficult.

The iron ore industry presently utilizes two types of de-posits. The first are the high grade deposits generally located in remote areas and, secondly, the low grade de-posits which are normally found nearer to the steel-making centers. The high grade deposits produce a direct shipping ore which has an iron content which may be close to the maxi-mum 70% of Fe. These deposits have reserves which are ex-pressed in billions of tons. The ore needs little or no up-grading and where this is performed is restricted to ore washing. With the large demand for iron ore pellets, plus a national drive to perform as much of the upgrading as possible in the native country, there is a trend to erecting pellet plants at the mine location~ Large iron ore suppliers such as Australia, Brazil, Venezuela and Liberia already have pellet plants in operation, and there are new plants projected or expansion projects under study. The low grade ores are mined at locations closer to steel mills such as in Minnesota, Michigan and Canada. These low grade ores require methods of beneficiation to obtain a commercially accept-able product with the modern beneficiation techniques it is no~, possible to produce iron ore pellets of 68% Fe and 4.5% silica from ores containing as low as 26% Fe. Figure 1 gives a general picture of the types of iron ores and their beneficiation. The final product of the high grade ore is a coarse concentrate, sinter product or pellets. The final product of the low grade ores is pellets and, in some cases, coarse concentrates.

A minitest of the new potassium chloride-potassium carbonate two-stage in situ uranium leach process has been carried out at the Intercontinental Energy Corporation (IEC) Zamzow project site in South Texas. Substantial quantities of high concentration uranium were produced indicating the viability of the leach solution. The test results yield information regarding the reservoir dispersivity, the average cation-exchange capacity of the formation, and the distribution coefficients describing carion-exchange reactions. The test a1 so indicates permeability anisotropy and the existence of disturbed flow fields. The research was partially funded by the U.S. Bureau of Mines.

Sulfide tailings from past and present mining activities are important hosts of critical elements and precious metals. This review paper presented a literature survey on the recovery practices of some critical minerals containing Te from sulfide tailings with a special focus on the physical beneficiation and hydrometallurgical separation methods. Finally, a conceptual framework and possible processing flowsheets were proposed. The findings of this review will be useful for the researchers in the field of geochemistry, mineral processing, and metallurgy to evaluate the separation processes for reprocessing of mine tailings for the recovery of critical minerals.

Cobalt, nickel, and manganese can be recovered quickly, cleanly, and selectively from cobalt-rich manganese crust by leaching in dilute acid solutions in the presence of hydrogen peroxide. Common selective precipitation methods can then be used to recover these metals from the leach liquor. The leaching reaction produces only oxygen as a byproduct, and the waste residue from leaching was tested and found to be non-hazardous under existing EPA specifications. The leaching process is effective in either fresh water or seawater. This research is a part of the Bureau of Mines program to identify the mineral resources of the Exclusive Economic Zone and devise methods for recovering their valuable components.

The purpose of this paper is to present a viable method of reinforcing rock pillars by utilizing fully grouted reinforcing steel and a cement - fly ash mortar. Although the fully bonded bolt concept is not new, as exemplified by the present widespread use of resin bolts within United States mines and by the use of cement grouted reinforcing used as back pins in the Kiruna Iron Ore Mine in northern Sweden, (1) (2) the method of stabilizing mine pillars with fully bonded reinforcing is new. This method, called the "grout-rebar system", was first incorporated at St. Joe Minerals Corporation’s Fletcher Mine in December of 1972. The system was used on an emergency basis before extensive research on the mechanics of the system could be completed. Since December of 1972, however, approximately 206 pillars have been reinforced at Fletcher and the system is currently being used on a regular basis at two other St. Joe mines and at two competitor mines in the area. Basically, this paper is a case study of the efforts, research and results of utilizing the grout-rebar system, on a selective basis, at the Fletcher Mine. In addition to information about the system, this paper will explain in detail the three rock mechanics instruments developed by St. Joe and used to measure and monitor rock movement to validate the grout- rebar system.
