Since the beginnings of, the human struggle for survival and improvement, mining has been one of the basic endeavors of life. Until relatively recent times it was classed as an art. Now we are at work trying to, raise mining to the level of an engineering science where it belongs if we are to prosper. It should be self-evident that this goal can be attained only through industrial progress: based on education and research. It is true that our industry, left to itself, will develop a few new ideas and techniques through the years. However, we mining' engineers are relatively few in number compared to the other disciplines, and the rate of our improvement by such "accidental" discoveries is simply tooslow to keep pace with the rest of our technical civilization. It will be evident in the remarks that follow, that the rapid development of mining education, research, and the industry are extremely interdependent, and will be largely controlled by the amount of cooperation, support, and cross-fertilization that can be developed among all three.

High pressure roll grinding (HPGR) is a mature but still expanding comminution technology. In the metals mining industry, HPGR is slowly gaining acceptance as a cost-efficient, high-throughput alternative for plant optimization. The increasing need to treat ores with progressively lower grades, complex mineralogies, refractory metal occurrence and variable rock types requires an energy-efficient comminution technology that reduces metallurgical problems inherent in conventional crushing and grinding, while stabilizing leach and flotation circuits and increasing metals extraction. This paper will summarize our latest HPGR pilot test results for gold and copper projects in the United States and South America and their confirmation through the first HPGR operation in copper mining. This paper will also stress the use of the high pressure grinding roll as a metallurgical tool. The application of HPGR for the treatment of heap leach SX-EW ores, semi-refractory gold ores, waste rock material and concentrator feeds will be illustrated.

"The National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) ventilation gallery was used to study methane-air flows around a continuous miner mockup with water sprays and a scrubber fan. Methane gas was released from pipes located at the face to simulate face gas emissions. Methane concentrations and air velocities were measured while varying parameters such as airflow quantity, entry width (sump or slab cut), and face ventilation configuration (blowing or exhausting curtain). Test data showed a similar pattern of methane concentrations at both low and high airflow quantities, but a difference in the distribution of methane concentrations between narrow and wide entry widths. Most tests showed that blowing face ventilation was more efficient in diluting methane than exhausting ventilation, similar to observations made in previous empty gallery studies. The patterns of airflow and methane concentrations observed in this testing can further improve the understanding of airflow in and around the CM and face, promoting effective use of face ventilation to improve the health and safety of miners. INTRODUCTION Attaining an accurate understanding of airflow distribution at the continuous miner face is instrumental in maintaining a safe mining environment. US mining regulations require that sufficient airflow must be directed to the deepest penetration of the face and render harmless contaminant gases, as verified by the Mine Safety and Health Administration (MSHA). Currently, continuous miner face air readings can be taken in the last open crosscut and at the inby end of the curtain mouth. By measuring adequate airflow in a pre-determined area it is accepted that a sufficient quantity of that air exists to sweep the face of harmful dust and gasses. Unfortunately, due to the location inaccessibility, precise face velocity readings cannot be measured in situ. Face velocities may be estimated through computer-simulated programs based on laboratory models. Improving upon previous empty gallery testing and to more effectively determine representative face methane readings, a mockup of a continuous miner with water sprays and a scrubber fan was used in the current study to further refine face airflow conditions that would be closer to actual mining conditions."

"The Office of Mine Safety and Health Research (OMSHR), Spokane Mining Research Division (SMRD), is continuing its High-Energy High-Displacement (HEHD) testing of field-scale shotcrete panels. A test program was developed to determine the relationship between applied force, displacement, and energy for both unreinforced and reinforced shotcrete panels. Reinforcement options consisted of synthetic macro-fibers, sprayed polyurea liners, chain-link fence, welded-wire mesh, and combinations of these products. During testing, photogrammetry was used to measure the geometric changes of the panels, including volume changes and panel cracking. These measurements were correlated with the load and displacement data, allowing visual observation to be related to the applied force and displacement. The test results provide a comparison of the mechanical performance of the various panel types and can be used by the practicing engineer to evaluate installed support based on visual observation of cracking and deformation. Visual assessment of the loading cycle and strength capacity of shotcrete in underground excavations will improve mine safety by providing a means to quantify the stability of installed shotcrete support. INTRODUCTION The National Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health Research (OMSHR), Spokane Mining Research Division (SMRD) is continuing research on the behavior of shotcrete when used as the surface support component in mining ground support systems. Ground control safety often depends on supporting, or at least containing, the ground between the rockbolts. Shotcrete and mesh, in various combinations and with other components, are often used to accomplish this (see Figure 1). Maintaining support pressure during ground deformation is key to the performance of these systems, and to ensuring miner safety. However, the toughness of a ground support system–the ability to maintain strength over large deformations–is difficult to quantify. Researchers at SMRD have responded to this deficiency by designing a full-scale test device, described previously by Martin et al. [2015a], and beginning a testing program to assess the behavior of shotcrete surface support reinforced with a variety of products including: fibers, chain-link mesh, welded-wire mesh, spray-on polyurea liners, and combinations of these products. Traditionally, mine drainage systems have not received the high level of emphasis on careful engineering design which has been rendered to many of the other auxillary operations. This may be due, in part, to the situation-response approach toward dealing with an influx of water. When the installed system becomes inadequate, costly alterations to the pump, such as staging or speed increases, are considered expedient solutions. In order to rectify this situation, computer-aided solutions to mine drainage problems could represent an efficient alternative to the methods presently used. This paper will consider the application of microcomputer technology to mine drainage problems and will show how the relative economy and convenience of microcomputers can make them become valuable analytic tools at any mine site.

The study investigates the behaviors of zinc and iron in neutralized residue during pressure and hot acid leaching. It examines the effects of temperature, acidity, leaching time, and oxygen partial pressure on zinc extraction. The results indicate that the acid to zinc mole ratio is crucial for the extraction process, with a zinc extraction rate reaching 98.0% under optimal conditions.

The technique of linear kriging as a grade estimation method of mining blocks is reason¬ably established in the mining industry. During the kriging process, negative kriging weights ([]i) are sometimes encountered. Due to negative kriging weights, negative block grades may be obtained in some extreme situations, which makes no practical sense. To guarantee nonnegative weights, an additional constraint is required in the kriging system of equations. Unfortunately, the nonnegative weight constraint results in a set of nonlinear system of equations. In this paper, a derivation of the resulting set of nonlinear equations is presented and a numerical algorithm is developed for the solution of the equations. Because the algorithm developed does not remove negative weights arbitrarily, optimal nonnegative weights are always guaranteed. Results obtained using the developed algorithm were compared with those using the standard linear kriging, in terms of computer, time and the estimation results. Both the computer time and the kriging variance were found to be higher with nonnegative constraint, as expected. However, some systematic pattern was observed in the kriged values (i.e., over-or underestimation) with or without the nonnegative constraint. The study also demonstrated when one should generally expect negative kriging weights in practice, and what practical impact the negative weights can have on the kriging estimates.

INTRODUCTION In the coal industry, ever greater amounts of fine coal must be processed due to the need to crush to finer sizes for impurity liberation in low cost physical cleaning processes. Fine coal processing is a major problem for the industry, both through the cost of disposal of reject fines and through the mining cost of lost coal values. Of the available disposal methods, impoundment has always been the most popular. In many cases, when the coal fines were of sufficient quality, froth flotation and expensive filtration methods were used to recover the coal in these waste streams. The coal fines are not always of a marketable quality, however, and flotation, due to poor yields and difficult dewatering, has always been an expensive and not necessarily profitable process. The oil agglomeration method is increasingly important as a technology for the treatment of fine coal-in-water suspensions. These fines can be preferentially wetted and agglomerated by many different oils mixed with the suspensions. Ash-forming impurities remain in suspension and are rejected when the agglomerates are recovered, for example, by screening. Agglomeration-based methods provide perhaps the only practical means for upgrading extremely fine coal to useful products on a large scale. As with froth flotation, oil agglomeration relies on differences in the surface properties of coal and impurities to effect separation. Whereas flotation be- comes less effective with particles finer than 200 mesh (0.075 mm) or coarser than 50 mesh (0.3 mm), there appears to be no lower limit on particle size for oil agglomeration while particles % in. (3.175 mm) diameter or larger can also be treated, if desirable. In addition to this ability to clean a broader size range of coal particles, oil agglomeration can produce a dense, coarse granular product of acceptable strength and low water content without the need for vacuum or thermal drying. The preferential wetting of solid surfaces by immiscible liquids has been utilized, if not fully understood, for a long time. Indeed Gaudin,229 in tracing the ancestry of froth flotation, refers to a 15th century oil-pulp kneading procedure in which water-wetted particles were freed under water from an oiled mass. The Brunswick No. 12 Deposit is a large polymetallic massive sulphide deposit, occurring in Ordovician age rocks of the Tetagouche Group. Silver is contained within the sulphide zones and economically it is the second most important commodity produced. Brunswick is one of the largest silver producers in Canada. The distribution of silver within the mine is presented, with examples from various levels. The concentration of silver can be shown to be related to both stratigraphy and structure. The mineralogy of silver in mill products is also presented.

In tunnel condition assessment, the trend is towards comprehensive 3D measurement combined with high quality image texture to document and quantify damages to the tunnel surface and to create a cohesive data base of the structural conditions throughout its lifespan. The faster such measurements can be made on site, the less it impacts traffic conditions of the highly sophisticated subway systems. The Dibit high-speed 3D scanning system which is based on Photogrammetry and LiDAR technology enables data acquisition in tunnels at a speed of up to 60 mph. Given the high rate of speed the system can operate, tunnel shutdowns can be drastically reduced, and tunnel safety increased. The photorealistic texturing of the 3D-model allows the identification and analysis of smallest material damage (e.g., cracks ≥0.3 mm wide). The publication illustrates technical details and 3D results of the innovative system from measurements that were performed in the subway tunnels of the Bay Area Rapid Transit System in San Francisco, CA (total length 66.23 km).

Experiments conducted with limestone dusts and dolomitic marble dusts have indicated that when rock dust is wetted and subsequently dried, it becomes a solid, non-dispersible cake. However, in order to be effective, rock dust must be able to disperse as individual particles to inert. To counteract this, rock dust manufacturers created treated rock dusts that will resist caking after moisture exposure. National Institute for Occupational Safety and Health (NIOSH) researchers conducted a series of laboratory-scale experiments on four base rock dusts and their treated counterparts to assess the effectiveness of various anti-caking additives after being exposed to moisture and then dried. The dusts were exposed to moisture using humidity cabinets having a high relative humidity (99% RH) and by also exposing the rock dust bed to water through bottom wicking. The dusts were then evaluated for dispersibility after drying using the NIOSH-designed dust dispersion chamber. The anticaking additives were different concentrations of stearic acid, oleic acid, and xylene-based surfactants. All results were compared to a reference rock dust used to conduct large-scale experiments in the Lake Lynn Laboratory (LLL), Fairchance, PA. When the untreated dusts were dried after exposure to moisture for one day, no dispersion was measured. However, rock dusts treated with anti-caking agents were readily dispersible even after exposure to moisture for six months. This report details the analysis and characterization of anti-caking additives using the NIOSH-designed dispersion chamber and the 20-L explosion test chamber. INTRODUCTION In order for a coal dust explosion to propagate, five elements are required. In addition to the fire triangle in which three elements are necessary to sustain a fire—fuel (coal dust), heat (ignition source), and an oxidizer (oxygen in air)—a combustible dust explosion requires dispersion of a dust cloud (pressure wave) and confinement of a dust cloud (underground mine entry) (1). Coal dust explosions can originate anywhere in a mine. For example, when a small volume of a flammable methane and air mixture is ignited in a closed end, the high-temperature gases rapidly expand to create a pressure wave, sometimes referred to as a “pioneer wave,” that may steepen into a shock wave as it propagates away from the ignition source. The shock wave produces a wind that disperses the dust preferentially from any elevated and exposed surfaces (roof, ribs, belt structure, cribbing, etc.). Factors that are known to affect the intensity of an explosion are the dust particle size, the location of the dust within the entry, the dust dispersibility, and the volatility of the coal dust (1). Particles less than 75 μm (< 200 mesh) in size are most reactive (2). Dusts that are located on the roof, ribs, and elevated surfaces are more readily dispersed than dusts on the floor. Therefore, application of quality rock dust in sufficient quantities is essential to inert coal dust and to prevent continued flame propagation. 30 CFR 75.402 and 75.403 require 80% total incombustible content be maintained within 40 ft of the face, and 30 CFR 75.2 defines rock dust acceptable for use in underground coal mines. It also defined that “when rock dust is wetted and dried, will not form a cake”.

In March of 1978 the first set of Angular Spiral Liners utilized in grate discharge ball mills for wet grinding was put into service in the San Flanuel Concentrator of Flagma Copper Company. The use of these liners has decreased grinding media consumption by 19.2% and grinding energy consumption by 15.8%. In addition a 1.1% increase in grinding throughput is being realized through the use of the system. This paper describes the Angular Spiral Lining System and reviews the test program at the San Manuel Arizona Concentrator. Operating parameters are discussed in addition to the current testing program to futher optimize the system.

The copper smelting process produces plenty of copper slag every year, which is a hazardous solid waste, but a secondary resource. In the present study, the extraction of copper, nickel, and cobalt from copper slag was investigated through the process of sulfation roasting–water leaching and the process of sulfation roasting–sulfate decomposition roasting–water leaching respectively. Compared with the process of sulfation roasting–water leaching, the process of sulfation roasting–sulfate decomposition roasting–water leaching is a better choice, which could not only get almost the same leaching of copper, nickel, and cobalt as the former process, but has a lower leaching of iron and aluminum. For the process of sulfation roasting–sulfate decomposition roasting–water leaching, the leaching of Cu, Ni, and Co reached up to 74.2%, 71.1%, and 69.6% respectively, under the optimal conditions including sulfation roasted with 80 wt% sulfuric acid addition at 200 °C for 60 min and sulfate decomposition roasted at 650 °C for 60 min, followed by water leached at 90 °C for 30min with a liquid–solid ratio of 2 ml/g. The leaching of Fe and Al was only 4.9% and 17.6%.

In this study, a unique excavation system was characterized, utilizing waterjet technology as the primary tool for material removal during rehabilitation of reinforced concrete and shotcrete structural liners. Through empiric testing, this research seeks to validate the hypothesis that waterjet removal of these support systems will result in less unintended damage than conventional removal methods. The intent is to develop a viable technology that will reduce the collateral damage caused to surrounding liners during excavation, improve the adhesion between shotcrete and the substrate for longer lasting ground support, and improve overall safety for workers in underground environments. An analysis on the fracture mechanisms and operating parameters of each method was completed. Instrumented shotcrete panels were physically tested and examined through visual inspection and ground penetrating radar (GPR) to compare substrate damage according to each testing method. After testing was completed, the data strongly indicates that waterjet cutting causes less collateral damage to the surrounding intact liner and substrate when compared to that of conventional impact hammers. This research is intended to provide a scientific basis for additional applied research in the rapid excavation and repair of shotcrete support systems.

Electromagnetic emissions from electrical devices may interfere with electronic safety systems or other devices in the mining environment. This electromagnetic interference (EMI) may cause unwanted changes in the performance of the affected devices and may cause safety issues for miners. To minimize the risk of EMI, the National Institute for Occupational Safety and Health (NIOSH) has conducted research quantifying the electromagnetic emissions of several types of equipment that might be used in the mining environment. Previous research has shown that welding arcs can give off ultraviolet (UV) emissions, visible light, and infrared (IR) emissions that can cause health problem on skin and eyes. In this study, the electromagnetic emissions of the shielded metal arc welding (SMAW) process were monitored and measured. Several factors including operating mode (AC, DC positive or DC+, DC negative or DC-), current setting (low, medium, high, maximum), and electrode type were investigated to compare their effect on emission level. The test shows that the emission level from the welding process can be affected by those factors. The test data also shows that, among those factors, the operating mode has more influence on emission level than do current setting and electrode type. The information in this paper can be useful for the mining industry to better understand the emission in the 9-kHz to 500-MHz frequency range from a SMAW welder.

Continuing interest in processes that will effect separations in the fine particle size range has prompted intense interest in the use of high gradient magnetic separation (HGMS) for beneficiation of uranium ores. Some of the uranium minerals are paramagnetic and hence are amenable to concentration by HGMS. This paper presents a brief review of the problems associated with uranium ores beneficiation, a description of the HGNS process, and the effects of the parameters--pulp velocity, field strength, matrix loading and magnetic field gradient on product recovery and grade. Unsatisfactory separation of uranium minerals by HGHS is related to ore specific properties such as lack of liberation, fine dissemination of uranium minerals, uniform distribution of magnetic minerals throughout the ore matrix and interference of micron sized slimes. Experimental techniques to identify and resolve some of these problems are outlined.

"In recent years, the demand for Rare Earth Elements (REE) have grown rapidly due to increasing demand and global supply shortage. The supply deficit of these critical elements has encouraged the search for new sources of REEs, possibly Coal and Coal byproducts. Coals from certain parts of the world can be rich in REEs, and can approach a total concentration of 1000 ppm. Two Alaskan coal samples were investigated for the effect of size and density on the concentration of REEs on three selected size fractions. Flotation tests were conducted for finer fractions. Additionally Bottom ash and Fly Ash samples from a power plant have been examined for REE concentration. The results show that the upgrade potential for REEs on ash basis from whole coal basis ranges from 2:1 to 4:1 for Wishbone Hill and Healy coal samples respectively. Flotation of the finer fraction for both coal samples, conducted under similar conditions, reveal higher concentration of REE’s in the tailings. Both coal samples have a comparatively higher LREE content than HREE. Trends of REE content of the power plant products on ash basis revealed that Fly Ash has a slightly higher concentration of both LREE and HREE than Bottom Ash. Keywords: Rare Earth Elements, Coal, Coal Ash INTRODUCTION Rare Earth Elements (REEs) and their compounds are vital components in industrial, automotive, petrochemical, defense and medical applications. Dysprosium in combination with other elements is used in laser materials and nuclear control applications. Neodymium is present in magnets that are used in green power generation such as the manufacture of wind turbines and also in hybrid cars. Europium, Terbium and Yttrium are used for devices that have visual displays such as computer screens and laptops [1, 2]. REEs pose fewer environmental problems of disposal and recycling than conventional heavy metal counterparts [1]. Rare-earth metals are key ingredients for radar systems, avionics, modern national defense and satellites [2-8]. In the last 25 years China has been mining, processing and refining Rare Earth elements at affordable prices thus gaining a virtual monopoly in the market. The many fold rise of the prices of REE elements over the last few years and frequent disruptions in supply has forced various nations to invest in indigenous extraction of REEs by increasing production from previously productive sites and to expand the production from new alternate sources including coal and coal byproducts [9]. Coal and Coal beds have been found to be significantly enriched with certain critical metals and can be a potential source for both Light Rare Earth Elements (LREE) and Heavy Rare Earth Elements (HREE) [10]. Moreover, coals with high REE concentrations have been discovered in Pavlovka and Rakovka coal deposits in Russia, Appalachian deposits in USA, Sichuan Basin deposits in China and others across the globe [10-13]. A recent study from China looked at how different trace elements (including numerous REEs) partition in various size fractions of Antaibao coal from China. The finding indicates that the REEs, phosphorous, and thorium all have their high concentrations in the particle sizes 0.5 to 3 mm, and 6 to 25 mm. REEs are also often present in the form of phosphates such as monazite in coal [13, 14]. The objective of the study is to identify the concentration of REEs in Alaskan coals and to investigate the effect of density and size in the distribution of REEs in coal and coal byproducts."

In considering the importance of lease management and administration, I have decided to approach the topic, Lease Default and Eviction: Action or Reaction, as a three phase presentation dealing with mineral lease administration and management, past, present and future. Though the title may border on the dramatic, it illustrates the real consequences of alternative approaches to property management viewed from my experience in the evaluation, development and implementation of a number of such systems and services in my current position as president of Talco Group Corporation. First, though, let&apos;s take a moment and set the stage by giving a few actual examples of why a pragmatic approach is needed in this particular area.

With a title like that it&apos;s no wonder he believes in empowerment. His topic today is "The Triumphs and Pitfalls of Using Empowerment Techniques." DAVID HUTH: Empowerment and its benefits are a desirable alternative to the traditional management structure. The difference between the two is the amount of decision- making authority and responsibility given to individuals by a supervisor. Just what is empowerment and how does it work? Empowerment is relinquishing to individuals the authority and responsibility to make daily decisions. Can everyone be empowered? What if they make a wrong decision? Will I empower myself out of a job? These are questions that all managers have when they hear the word empowerment. In today&apos;s fast-paced and high-pressure business environment, the old way of managing people must be replaced with a new approach. No longer can we, as managers, make all the decisions. The increased work loads due to downsizing, consolidation, and synergies have stretched us too thin. What about our employees? How can we motivate them into the high-performance teams that our companies are demanding? What possibly could satisfy both these issues? The solution to these problems can be solved with the power of employee empowerment. Employee empowerment will not only lessen the load on managers but will build teamwork, motivation, and pride into the employees who work for the managers who use it. American business was rudely awakened in the early 1980s when the Japanese companies not only caught up to American companies but literally flew by them. America was fat, dumb, and happy after World War II. Why wouldn&apos;t they be? They had all the factories. Everyone else had to rebuild. So for 40 years American business lounged in the limelight of very little true competition. But times change. Unfortunately, American business did not. Now the cry to perform in the new global economy has come down from the corporate boardrooms. Down through the ranks it has been felt. Guess who is supposed to make it work? But where are all those people who are going to make this rejuvenation and corporate renaissance possible? Many of them are gone-lost in downsizing, synergies, and rightsizings

The West German Ruhrkohle AG and the engineering company BEDIA have developed an emission control system for diesel engines that is suitable for use in underground coal mining, consisting of a granular catalytic converter and a dry cooling system. Its first ever application was to a diesel mining locomotive. In the catalytic converter the exhaust gases pass over porous, platinum-covered ceramic balls in a double tube, oxidizing CO to CO2. Simultaneously, soot particles in the gases are subjected to afterburning. Laboratory tests carried out by BEDIA and at Aachen University of Technology showed that there was a reduction of over 80% in the CO content of the exhaust gases and over 30% in soot emission. The dry cooling system fulfills all the requirements demanded of exhaust cooling underground and does not have the disadvantages of conventional systems. It needs little maintenance, and it is light and compact. The most important components are a waterjacketed exhaust manifold, a tube and shell heat exchanger, a new type of flame arrestor in a stacked crimped ribbon design and a Venturi diluter. The system has its own thermostatically-controlled cooling circuit to keep the exhaust temperature between 120° C and 150° C, thus effectively preventing the tubes becoming blocked up.
