The reclamation of surface land areas disturbed during the course of coal recovery became a major, universal consideration upon the implementation of the Surface Mining Control and Reclamation Act of 1977. This legislation not only established reclamation as an absolute requirement, but also presented guidelines for reclamation standards and required bond-posting procedures to assure completion of the reclamation process. The Office of Surface Mining was established to enforce the provisions of the Congressional mandate by promulgating specifically detailed regulations and supervising the State participation in this regulatory process. The major operational consequences of the reclamation-related provisions of the Act and the OSM regulations are the increased costs and complex procedures necessary to accommodate the regulatory authorities. It is anticipated that many of these costs and procedures have not been adequately evaluated by either the coal operators or the regulatory bodies. It is, therefore, necessary to proceed with an examination of the general reclamation processes, the effect of these processes on product costs, and the methods, if any, which may be utilized to minimize their impact on the overall operation.

Continuous airflow monitoring can improve the safety of the underground work force by ensuring the uninterrupted and controlled distribution of mine ventilation to all working areas. Air velocity measurements vary significantly and can change rapidly depending on the exact measurement location and, in particular, due to the presence of obstructions in the air stream. Air velocity must be measured at locations away from obstructions to avoid the vortices and eddies that can produce inaccurate readings. Further, an uninterrupted measurement path cannot always be guaranteed when using continuous airflow monitors due to the presence of nearby equipment, personnel, roof falls and rib rolls. Effective use of these devices requires selection of a minimum distance from an obstacle, such that an air velocity measurement can be made but not affected by the presence of that obstacle. This paper investigates the impacts of an obstruction on the behavior of downstream airflow using a numerical CFD model calibrated with experimental test results from underground testing. Factors including entry size, obstruction size and the inlet or incident velocity are examined for their effects on the distributions of airflow around an obstruction. A relationship is developed between the minimum measurement distance and the hydraulic diameters of the entry and the obstruction. A final analysis considers the impacts of continuous monitor location on the accuracy of velocity measurements and on the application of minimum measurement distance guidelines.

This paper discusses the longwalling practices used at the San. Francisco Mine of Compania Minera Autlan in Mexico, in. the mining of a sedimentary, manganese deposit. Bethlehem. Steel Company is a part owner of this property. The San. Francisco Mine is located approximately 580 miles west of Mexico City, on the outskirts of the town of Autlan, in the State of Jalisco. The ore is shipped from the port of Manzanillo 120 miles southwest of Autlan. The mining method is a variation of the longwall retreat system, using friction. props that, until recently, had been used only in coal mining operations of Europe and the United States. However, due to the structure of the ore body and the modified longwall system that is practiced, there exists some unusual variations, such as: .1) friction props set by a mechanical two-step lifting device, 2) drilling and blasting, against the friction props, 3) a highly fractured and undulating, volcanic tuff roof; 4) displacement faults-up to 5 meters, and 5) a relatively stable, irregular floor.

Coal, as one of the vital sources of energy in China, has raised widespread concerns regarding its safety issues amidst the country’s economic growth driven by coal. To address this concern, this study employed the Kuznets curve, multiple linear regression, and data envelopment analysis models to investigate the impact of Chinese coal economic development on coal mine deaths from 1992 to 2021. The findings revealed a clear correlation between the Chinese coal economy and coal mine deaths. Specifically, per capita coal output, the death rate per million coal tons, and the death rate per hundred thousand persons exhibited positive, negative, and negative correlations, respectively, with the growth of coal income over the past three decades. Moreover, when the coal workers and coal output factors remained unchanged, the income of coal demonstrated a negative correlation with future changes in coal mine deaths. Notably, with three decades of coal economy development, substantial improvements in coal mine safety have been observed in China. Consequently, this research provides valuable insights for formulating safety measures and policies in coal mines across different economic levels, as well as a useful framework for assessing safety development in the coal industry.

The paper generally reviews the iron ore occurrences and regional geology of Western Australia, but features in particular the mesa deposits of PJasic Materials - Cliffs International. Initial production is planned from a aeries of mesa deposits of Eocene-Oligocene age. The ore is oölitic to pisolitic goethite and hematite. Source of the iron in the mesa deposits is thought to be from the Precambrian iron-formations. The geology and occurrences of the mesa iron ore deposits are summarized and illustrated.

Estimating the risk of lung cancers for workers in uranium mines and defining the resulting dose equivalent limits have been made possible thanks to work carried out in two scientific fields : physics and epidemiology. Theoretical calculations on the basis of physical models for the former and epidemiological surveys on the mortality of uranium miners from lung cancer for the latter. However, even though considerable work has been done in these two areas, the results obtained still remain controversial on several points. The radioactive and physical instability of the aerosols present in the atmosphere of the mines and the biological complexity of the human lung which even the most sophisticated physical models can reproduce only very schematically have often proved to be insurmountable difficulties for physicists, explaining the uncertainties which subsist concerning the dose delivered to the various parts of the respiratory tract from the air breathed by miners during their work. Epidemiological investigations on the other hand, in spite of the high quality of the surveys carried out, remain open to criticism, essentially because of the very approximative estimation of the individual occupational exposure to radon daughters. This is due to the fact that uncertainties arise from the measurement of radon gas if the state of equilibrium with the daughters is not accurately known or, if the active deposit is measured, to the fact that these measurements are insufficient in number. The controversies and discrepancies which subsist with regard to the evaluation of the level of risk, and in particular for low doses, can thus be understood. In addition, epidemiological surveys cannot dissociate the carcinogenic action of radon from the synergistic or potentiating actions of tabacco and of other pollutants present in uranium mine air. Animal experiments have been largely taken into account for evaluating the toxicity of various radionuclides. This type of experiment is necessary when human data do not exist and has provided us with much information. For instance, the relative biological effectiveness of the various types of radiation, the metabolism of radionuclides and the mechanisms of cancer induction have been approached and satisfactorily resolved in this way. Concerning radon and its daughters, however, animal experiments have been used very little even though it seems apparent that they should complement epidemiological studies. For instance, whereas doubt can be cast on the data obtained from human epidemiology because of the uncertainty concerning the individual exposure of miners, those drawn from experiments are indisputable because in this case the dose is as perfectly known as the effect. In addition, the effects of radon can experimentally be appreciated separately whereas in the surveys, they cannot be dissociated from the effects of the other pollutants in the mine. Finally, there are no other means of dealing with the mechanisms of cancer induction. In order to gain any useful knowledge from this method however, the experimental model must necessarily present certain methodological guarantees and the effects seen in the animals must enable a comparison with those which appear in man. For this reason we will present here the animal model we have been using for 15 years, and will give the results obtained and compare them with human data and made a synthesis. Finally the conclusions which can be drawn will be discussed as well as their limitations with respect to the protection of uranium miners. I - MATERIAL AND METHODS Male SPF Sprague-Dawley rats were used. At the onset of the inhalations they were around 3 months old. Their small size makes it possible to expose a large number of animals at the same time. Their life-span is long enough to be able to follow the evolution of the cancers and to estimate the latency time. Finally, they present the advantage of having a very low rate of spontaneous lung cancers (SANDERS, 1979). I.1 - Three inhalation techniques were used. 1.1.1. – [Inhalation of radon decay products.] The inhalation apparatus has been described previously (CHAMEAUD et al. 1971). The first experiments utilized a room of a half cubic meter linked to a source made up of high grade uranium ore. Later on, a large installation was built with a 10 m3 inhalation chamber making it possible to expose up to 500 rats at one time at radon concentrations ranging from 100 to 10 000 WL for variable lengths of time (1 to 10 hours per day). These concentrations are higher than those to which the miners are generally exposed, but in order for the cumulated doses in man and in animal to be similar and delivered for the same fraction of their respective life-spans, the ratio of the concentrations should be approximately that of the life-spans. The concentrations of radon and its daughters during the experiments were carefully controlled thanks to multiple samplings of radon gas associated with measurements of radon decay products. The processes involved in the concentration of magnetite ore with process water as the aqueous medium can have a strong influence on the surface properties of the magnetite particles. In this study, different leaching methods, as well as zeta potential measurements, were used to examine the major easily accessible ions on the particle surfaces and their effect on the surface charge. The results show that the enrichment of elements on the surface of the particles appears early in the refinement process. Ca was enriched up to 15 times and Si up to 50 times compared to what pore water alone would have given. The leaching experiments also showed that the addition of water glass increased the surface enrichment of Si and that the collector might hinder desorption of Ca. An alkali leaching method was evaluated, which showed that Si was much more enriched than S and Cl. Zeta potential measurements on synthetic magnetite particles showed that process water resulted in zeta potentials different from the potentials measured for these particles in aqueous calcium and silicate solutions. Therefore, it is important to consider the complexity of the process water when making predictions about the properties of the particle surfaces in the final magnetite concentrate, which most studies do not. Zeta potential measurements were also used to rule out a strong influence from organic matter in the process water on the magnetite zeta potential.

A number of authors have examined particular facets of the problem and have proposed models for their area of interest. Bureau of Mines personnel brought together many of these individual studies, and from them have attempted to develop a coordinated plan for modeling radon daughter concentrations in the uranium mine environment. "Wireframe construction is an integral part of resource estimation. Wireframes control domaining of samples and data for geostatistical analysis and grade estimation. They may also provide 3D representations of lithology and grade domains. Thus, the way in which a wireframe is constructed has implications throughout the resource estimation process. Proper construction technique and understanding of wireframing processes should be a high priority in a model workflow. Herein is presented an overview of two main categories of wireframes: implicit and explicit. Construction differences between these two types are highlighted. Factors affecting the choice between the two wireframe types will be discussed, including data quantity, data distribution, and sampling technique. Deposit geometry also plays an important part in wireframe construction. The role of geologic knowledge, cross section orientation, and deposit type in regards to wireframe construction will be discussed. The effect of wireframe type on resource estimation will be examined. Finally, best practices for creating meaningful solids that contribute to a reasonable grade estimation are outlined. INTRODUCTION Wireframes are essential to many types of resource estimations. They provide a way to delineate a deposit into various domains. Domaining can be done by lithologic or geologic units, structures or structural zones, or by grade. Domaining is important for geostatistical analysis and grade estimation of a deposit. The purpose of domaining is to analyze and estimate like data with like. Grade distribution patterns may vary by lithology or by proximity to or existence within structural zones. Properly constructed wireframes are therefore a fundamental necessity to a properly executed geostatistical analysis and resource estimation model. The choices made in construction of wireframes have a trickle-down effect on the entire model and should be made according to best practices for the deposit type at hand.TYPES OF WIREFRAMES Explicit The term “explicit wireframe” is used in this paper to indicate wireframes that are constructed by the modeler. This usually involves the modeler drawing the wireframes “by hand”, e.g. still utilizing some sort of computer aided drawing software, but with the modeler making all decisions about the size, shape, and positon of the wireframe. These wireframes are drawn based on some type of key variable that the modeler determines is important to their system. Often, this key variable may be a lithologic unit that controls mineralization, an observable structural zone, or a grade cutoff. Explicit wireframes are generally constructed as a series of shapes drawn on 2D planes or cross sections that are then connected into a 3D shape. Figure 1 shows an example of an explicit wireframe that was drawn based on a grade cutoff on 2D sections (Figure 1a), then joined into a 3D shape (Figure 1b)."

Although chlorine oxidation has been found to be effective in destroying the CN ion, an excess of chlorine is needed to drive the reaction to completion. This often results in the formation of residual chloramines, which are toxic to aquatic life and often regulated by various states. The interhalogen, bromine chloride (BrCl), has been found to be just as effective but without the formation of persistent, residual chloramines. The hydrolysis and subsequent disproportionation of the highly-polar BrCl molecule essentially yields a solution of hypobromous acid (HOBr) and nonoxidizing hydrochloric acid (HC1). Studies have been carried out to directly compare the mechanism of CN destruction with chlorine and bromine chloride.

Electrostatic separation is one of the most misunderstood physical processes used to beneficiate minerals. Nonetheless, millions of tons of titanium ores, iron ores and other minerals are processed every year economically, efficiently and safely. Over the past ten years major advances in electrostatic separation and its application have occurred. New processes include dewatering clay slurries, separating halite and sylvite, and shape separation of vermiculite and gangue minerals. Electrostatic separation techniques are based on one of two methods, electrophoresis or dieleccrophoresis -- processes involving charged and uncharged particles respectively. In some cases, the combination of these two techniques has proven quite useful. The purpose of this paper is to provide a basic understanding of the physical processes collectively called "electro- static separation" in order to enhance one's ability to define and consider new possibilities in mineral processing and other fields.

The business of mineral exploration and development has become much more than simply a problem of locating orebodies and designing mines. Favorable economic analysis of mining and processing feasibility is no longer sufficient to justify the development of a mine. New laws, enacted by virtually every level of government, require comprehensive land use planning, environmental analysis, mineland reclamation, mine safety studies, and many other considerations. This profusion of new laws says in effect, that the mining company is no longer responsible only to its stockholders. Mineral development today can be compared to a partnership. As in all partnerships, the risks and liabilities as well as the benefits are held jointly by all the participants. In addition to the mining operator, this partnership consists of the public, through its many levels of government, interest groups, and individual citizens. Therefore, you'd better know your partner very well - his responsibilities and capabilities. Mining is considered a high risk venture. The risk on the part of the operator and the lending institutions has long been recognized. The risk that the public and its government take in these mining ventures has now been recognized also. The people and their government have learned that they inherit, through abandonment or forfeiture, the mistakes and problems of individuals and companies regarding these natural resources. In looking through the "Mining Engineering Handbook" recently published by the Society of Mining Engineers, I noted that in their discussion of liability for excavations, the authors quoted from the book of Exodus, 20th chap., where Moses said to his people: "When a man leaves a pit open, or when a man digs a pit and does not cover it, and an ox or an ass falls into it, the owner of the pit shall make it good; he shall give money to its owner, and the dead beast

The exclusion of coal fly ash from regulation as a hazardous waste has led to increased interest in returning ash to the coalfields for co-disposal. A multi-year column study used coal refuse with high potential acidity (4% total-S), and two alkaline ashes in various bulk-blends. The unamended refuse acidified rapidly, producing acidic (pH 1.7) leachates, high in dissolved metals. Treatments blended with sufficiently high amounts (20 to 33%) of alkaline ash produced alkaline (PH >8.4) leachates with low metal levels, while lower ash blending rates acidified over time to produce metalliferous leachates. Examination of solid materials indicated that pyrite oxidation was occurring to some extent in all treatments. A regression equation (r = 0.95) was developed to estimate time to net acid release for mixtures of these materials. Ash alkalinity and refuse potential acidity must be balanced to insure water quality for co-disposal environments, or the ash materials should be isolated away from acidic drainage waters.

"Advanced data acquisition and process modelling technology provides online data and decision support about different aspects of the resource extraction process. Real-time approaches have recently been applied to utilize the value of this information for improved production control in mineral resource extraction in different operational set ups including coal, polymetallic ore and gold deposits. The key concept of these approaches promotes the change in paradigm from discontinuous intermittent process monitoring to a continuous process and quality management system in the resource extraction process. The framework includes a real-time feedback control loop that rapidly links online material characteristics data acquired during extraction at the mining face, during material handling and processing with a sequentially up-datable resource model. This will allow near real-time optimization of decisions related to long-term planning, short-term sequencing and production control. The contribution reviews recent developments in the three main constituents sensor based material characterisation, rapid updating of grade control models and simulation based optimization for improved production control. Technological readiness is assessed and critical gaps for further technology development are identified. The value added is illustrated by means of selected case studies. INTRODUCTION With the depletion of known and established mineral reserves, the decrease in head grades and the continuing demand of mineral raw materials by the modern society, future exploitation will move towards extraction of deposits under geologically more complex conditions. Complex deposits are characterized by a low continuity in grade, presence of deleterious elements such as arsenic and high irregularity in the geometry of the ore boundaries. The profitable exploitation of such deposits becomes significantly more challenging. To be able to better utilize such unconventional mineral resources of the future, smart autonomous mining systems are needed, which integrate local exploration of spatially varying material characteristics in–situ and have the ability to follow and extract the pay zones in the ore body while minimizing dilution (Buxton and Benndorf, 2013). The main barriers to overcome for the successful economic exploitation are: • effective grade control which will maximize resource potential along the whole value chain, • minimization of handling zero-value material introduced by dilution, thus • reducing unnecessary expenditure of energy and financial resources and • management and control of the geological uncertainty due to limited information available,"

The use of conventional tailings deposition methods has been the standard for decades. With the need to reduce the impact of mining, alternative methods are considered when expanding or upgrading tailings handling systems. Converting an existing tailings management system to a more sustainable deposition method during the operation of a mine may incur considerable operational and financial risk, and when assessed more traditionally, does not provide significant advantages. As a result, most mines choose to continue their current technology and add an additional pumping stage or pumpstation to their tailings line in case of a pipeline extension or Tailings Storage Facility (TSF) expansion. This also often involves raising embankments. Changing pumping technology is traditionally assessed by comparing the energy efficiency of current and prospective pumping technology. Despite a reduction in absorbed power, this traditional assessment does not include possible savings in water and the carbon footprint. With the consideration of all these three aspects, alternative pump technologies, such as Positive Displacement (PD) technology, become more economically feasible, providing increased sustainability and enable a site to future-proof their operations. Project feasibility may be affected by the high capital investment required for PD pumps. The benefit of applying PD pumping technology could be enhanced by reducing the volumetric throughput of the pipeline by dewatering the tailings to 65% solids concentration by weight. It was found that despite increasing capital expenditure, the improved reclamation of water will have a positive effect on the direct and indirect cost of fresh water intake to mine operations. This paper seeks to illustrate that in many applications the long-term benefits of investing in sustainable tailings management are optimized when more efficient PD pumping technology is combined with tailings dewatering when upgrading or expanding the tailings handling system.

The change of gas emission or concentration level at the working face is one of the main precursor characteristics of coal and gas outburst. At present, coal and gas outburst monitoring and early warning are mainly based on whether it exceeds the limit and its change law. However, the gas concentration level is affected by factors such as coal seam gas content, permeability, and mining process, and the change law is complex to recognize manually. In this paper, the response characteristics of gas concentration level in the mining process are analyzed and revealed, and a bidirectional long short-term memory model is established. The change characteristics of the gas concentration level in the mining and non-mining processes are studied and recognized. The results show that the change law of gas concentration in the mining process has apparent periodicity and trapezoidal volatility. The proposed intelligent recognition method based on the bidirectional long short-term memory neural network can automatically recognize the underground mining and non-mining processes, and the recognition accuracy achieves 97.7% . The research can significantly help improve the level of coal mine safety management and the accuracy of early warning of coal and gas outburst.

The method of coal pillar design involves primarily two aspects, the geometry of the pillar and the strength of the coal. However, the strength of the coal has to be emphasized with respect to the entire pillar dimension rather than isolated strength values of coal samples taken and measured from different locations. The presently applied pillar design systems do not specify clearly what the coal sample strength really represents. The intention of this paper is to introduce the concept of seam strength as opposed to the current practice of using coal strength as a prime design criteria in the formulation of pillar calculations. Seams are most of ten composed of multiple layers of coal, partings, and bone in different configurations, changing within the vertical section of the seam even in relatively close locations. The difference in strength between the weakest and strongest component of the coal seam could be as much as five times or more. An experimental approach based on multiple compressive tests performed on coal samples from the Coalburg and the Warfield seams from Eastern Kentucky was undertaken. The analysis of the results lead to the conclusion that for pillar calculations both the weighted mean of the seam strength and the strength of the weakest stratum should be considered rather than the relatively vague aspect of coal strength The design of pillar dimensions based on the above mentioned aspects should assure a more realistic design performance.

Over the years, electric utilities have been faced with declining steam-coal quality, rising coal prices, and increasingly rigid and costly environmental standards. As a result, many utilities are beginning to show an interest in coal cleaning to upgrade coal by improving its heating value and reducing its sulfur content. Among the primary questions that must be answered for these electric utilities is whether the cost of coal cleaning can be offset by the potential cost savings in coal transportation and utilization in power generation. In search of at least a preliminary answer to this question, the Electric Power Research Institute (EPRI) engaged Bechtel to perform a case-by-case economic study to examine the cost effects of using cleaned versus raw coal to fuel new electric power plants. The results of two of the seven cases studied which involved western coals - one from Montana and another from Utah - are reported in this paper. Coal cleaning appeared to be a cost effective option for the Utah coal, but only marginally economical for the Montana coal. These cost results are expected to change to favor coal cleaning to a greater extent with the application of the final revised New Source Performance Standards regulating SO2 emissions just issued by the EPA. The study was based on the regulation originally proposed by the EPA under the 1977 Clean Air Act Amendments.

"Dilution in underground coal operations can be underestimated by up to five times during Feasibility Studies, with disastrous economic consequences. Every 1% of stone waste introduced can reduce an in situ specific energy of 11,000 BTU/lb (25 MJ/kg) by some 110 BTU/lb (0.25 MJ/kg) and increases the abrasiveness of the run-of-mine coal. Where a wash plant is not in place, penalties imposed for not meeting contractual specifications alone can amount to some AU$1 million per year.This paper presents a method for monitoring, reporting and ultimately controlling dilution in an underground coal mining operation. The dilution trends before and after introducing the recommended controls in a continuous miner/longwall mine are presented over an eight year period. The additional information from such a dilution monitoring program can also be used to control mining horizons and plan longwall extraction heights across the face proactively, on a short-term scale with resulting improvements in productivity. INTRODUCTION Grade control, as practiced on any mine, is concerned with predicting routine quality and tonnage values for short- to medium-term mining operations, and the reconciliation of these predictions against “actual” results. For a longwall mine supplying steam coal, such routine parameters may include the proximate analyses, specific energy (SE), abrasiveness and sulphur, as well as float and sink analyses if the coal is beneficiated. In addition, grade control is concerned with identifying the mineable horizon (or horizons) in a selective-mining operation, together with monitoring how well these horizons have been extracted or adhered to. Close-spaced surface drilling can be costly for any mining venture, particularly for longwall mines operating in the deeper seams. For this reason, much of the data for short-term grade control requirements are acquired during actual bord-and-pillar development. The underground data are derived from so-called “channel” samples. These samples are cut or chipped from the coal seam, perpendicular to the mining horizon, with dimensions suitable for obtaining sufficient “representative” sample for analyses. For a 2m thick mining horizon, a channel sample 300 mm wide and 50 mm deep over the thickness of the horizon would provide some 4.5 kg of sample, sufficient for most of the necessary tests. To allow the information to be computer recorded, additional information such as seam thickness, sample co-ordinates, and the elevation of the seam (or horizon) roof or floor, may be required."

The Trolleyphone was the first successful application of carrier current techniques to a DC power distribution system to provide voice communication between fixed points and moving locomotives and traveling cranes, This was a significant breakthrough because this not only in itself provided a useful new tool for industry, but the knowledge gained in the transmission of voice communication is paving the way for many other things, chiefly, remote control and indication systems which promise to have a far reaching effect during the upcoming age of automation. Once it has been established that we can communicate between men who operate machines, the next step will be to operate the machines themselves.
