Taconite tailings reclamation, especially the stabilization of tailings ponds, .dams, and slopes, can be effectively accomplished through the use of appropriate vegetation. Utilizing vegetation provides both aesthetic and ecological enhancement of a site while at the same time protecting tailings structures against wind and water erosion. Generally, the methods and techniques for establishing vegetation are well known; however, there are many site-specific factors that can alter a particular reclamation approach. Those factors include slope gradient, tailings material size, solar exposure, and physical and chemical properties of tailings. In addition to the site-specific factors, variations in climate, geography, and physiography of a region can have a pervasive influence on the success or failure of a revegetation program. Both the site-specific and regional factors control reclamation planning in such areas as plant variety selection, methods and times of plants establishment, maintenance techniques, and subsequent monitoring methods. As a result of this multifactor relationship, it is important to establish a data base that identifies both the site-specific and location conditions in order to tailor the reclamation plan to the specific area. When an appropriate data base has been collected, detailing the various site-specific and regional factors that will influence a revegetation program (in the absence of previous testing), it is very beneficial to apply experimental techniques to develop the reclamation plan for a specific site. The reclamation plan for a specific site may include several techniques adapted for the differences found within the specific site as the result of topographic or other influences. Considering this, the Reserve Mining Company and Dames & Moore undertook to develop a successful reclamation plan based on a detailed test plot program conducted at the Mile Post 7 location.

Thank you, Don Gentry, for your generous introduction. It is not adequate simply to say that I appreciate very much the vote of the Award Committee putting forth my name as the winner of the 1992 Daniel C. Jackling Award. To look at the list of previous Jackling Award winners is a humbling experience. The Society for Mining, Metallurgy, and Exploration has been blessed with some exceptional members over the years, and I feel privileged indeed to be included among the Jackling Award winners. During the years of my education at Penn State, my field of specialization was mining engineering, with particular emphasis in my master's and Ph.D. work on rock mechanics. But my career has not been quite so tightly focused as that. I have been involved with coal mining in all its variety - its technical aspects, both theory and practice; and its business side, dealing with management and labor, accountants and lawyers, politicians and environmentalists. And I have also been involved with related fields - construction; exploration; barges, railroads, ships and docks; supply houses; the coke business; you name it. Coming from that practical background, I believe it is most appropriate that I talk with you today about some practical matters. But I will not advise you today how to mine coal or protect roof in a hard-rock mine. You fellows know how to do that. The practical matters that I have in mind relate to policy - national policy. I will acknowledge immediately that national policy is often much less than practical, but bear with me as we explore the subject together. I am reminded of a supervisor I had early in my career. He very strongly advised me, back in 1961, to "get involved in the political process," for without objectivity injected into our national policy making, we will become a second-rate economic power. I have selected as the subject of my remarks today, "Coal and the de facto National Energy Policy." There is an energy policy relating to coal, a de facto one, and it's the one we see as a result of regulation, attitudes and culture from our nation's capital. This de facto policy is the one we in the coal business live with every business day. My thesis is very simple - Coal is, in fact, a vital part of our national energy policy and will remain so, as a practical matter, no matter what politicians may do to us, or not do to us. Coal will prevail - that will be the happy ending to my story in which, of course, we are the good guys in the black hard hats. But first, I must flesh out the plot with some other characters and with some threatening activities. There are five main characters in my story: in order of appearance - Perpetual Politics, Rampant Regulation, Selective Science, Electrification and Confident Coal. The time: the present. Perpetual Politics is always a threat to coal. When you cross the Capital Beltway into Washington, D.C., check your wallet and your gold fillings, because you're not likely to run into any friends. Roof bolting typically follows the extraction of a commodity to help keep the roof from collapsing. During 2004 to 2013, roof bolter operators had the highest number of machinery-related injuries, accounting for 64.7 percent, at underground coal mines. This paper analyzes U.S. roof bolter fatal and nonfatal lost-time injury data at underground work locations for all commodities from 2004 through 2013 and determines risk indices for six roof bolting tasks. For fatal and nonfatal incidences combined, the roof bolting tasks in order of the highest to lowest risk index were bolting, handling of materials, setting the temporary roof support (TRS), drilling, tramming, and traversing. For fatalities, the roof bolting tasks in order of the highest to lowest risk index were handling of materials, setting the TRS, bolting, drilling, traversing, and tramming. Age was found to be a significant factor. Severity of injury, indicated by days lost, was found to increase with increasing age as well as with increasing experience, largely due to the confounding of age and experience. The operation of the roof bolting machine used in underground mining should be a research priority given the high frequency and severity of incidents. The results also suggest that temporal factors may exist, so additional research is warranted to better understand these factors and potentially develop interventions. This research provides a datadriven foundation from which future research can be conducted for safety interventions to reduce the frequency and severity of incidences involving the roof bolter activities of bolting, handling of materials, and setting the TRS.

An accepted statement of fact is that transportation next to agriculture is the second most important industry in the world. The transportation networks of the United States contributed immensely to the growth and prosperity of our nation. My objective is to make each and everyone here aware of the need for communication between geologists, mining engineers, purchasing agents and transportation managers. Only through a cooperative effort is it possible to reap the benefits of transportation in the industrial minerals field. Transportation is often thought of in terms of trucks, rail cars, barges, covered wagons or whatever. If this is your only exposure to the transportation industry then you probably spent most of your life in a cave.

Quantitative methods are, by now, a standard tool of the mining industry, and are commonly used by Research Departments in their evaluation of production methods and schedules, and their associated costs. Indeed, much sophisticated computer work has been devoted to such evaluation of controllable costs and capital requirements. These data are an important input into the project evaluation formula, which is probably the most important single calculation per formed by a mining company, since the result decides whether a particular project is viable. It is instructive to summarize the broad principles of project evaluation, since they are crucial to the remaining sections of this paper. PROJECT EVALUATION The most widely used method of appraising projects is known as Discounted Cash Flow (DCF) method. Two main variants are used; they are known as the 'not present value' (NPV) approach and the 'internal rate of return' (IRR) approach respectively. The difference between the two is that the former takes the firm's interest rate as given and uses this knowledge to calculate the present value of the project; whereas the latter calculates the highest interest rate the project could tolerate and still just breaks even. The technique is more simply discussed in terms of the first method (NPV).

Geological domain modeling is an important step in mineral resources evaluation. The procedure can be laborious and time-consuming, especially in multivariate settings. However, estimates are significantly improved when carefully limited by geological variables. This paper proposes a workflow for geological domain modeling suited for stratigraphic deposits. The workflow consists in automatically defining the domains by using clustering algorithms, generating the surfaces that represent the contacts by interpolation and subsequent triangulation, and simulating the surfaces. The proposed workflow produces consistent and realistic results and allows the user to test different domain configurations and assess volumetric uncertainty automatically and quickly.

Two modified polyacrylamide flocculants, namely polyacrylamide with glycolic acid functionality (PAMG), and a copolymer of acrylamide with N-acryloyl-[T]- aminobutyric acid (HPVP), were synthesized, characterised and evaluated for selective separation in apatite/quartz and apatite/dolomite/calcite systems, respectively. PAMG flocculant was found selective in the separation of tricalcium phosphate (TCP) from its mixtures with quartz at acidic to neutral pH range. The selectivity deteriorated at alkaline pH. In contrast, polyacrylic acid (PAA) flocculant was found most effective only in the alkaline pH range. HPVP flocculant (even though flocculating all three minerals namely apatite, dolomite and calcite) was observed to be quite selective for the separation of calcite from apatite-dolomite minerals in single mineral tests in the presence of sodium hexametaphosphate dispersant at neutral pH. There was, however, no selectivity observed during tests on synthetic mixtures. This loss in selectivity is attributed to the phenomenon of hetero-flocculation, as reported earlier, for separation in an apatite-dolomite system with polyethylene oxide.

The major cost in comminution is energy consumption, which can be as high as 50 percent of the operating cost. Improvements in plant operations have resulted in up to a 15-percent reduction in energy usage (kwh/t). These improvements have been made through optimization of grinding efficiency and use of expert model-based control systems. Optimization involves the determination of the levels of the critical operating conditions that result in the most efficient breakage of ore in the mill. These optimal levels are identified through plant/laboratory testwork and computer simulation using advanced process models. Model-based expert control achieves the maximum performance from the grinding circuit by identifying the characteristics of the ore in the mill with an optimal on-line estimator. Using this information, the control system dynamically determines the operating point that will yield the optimal performance. Two industrial applications of grinding circuit optimization and model-based control are presented to demonstrate the power of this new technology.

"A commercially available Through-the-Earth (TTE) communications system was evaluated at an active underground longwall mine in West Virginia. This TTE system uses electric field (E-field) sensing to send text based communications using two separate antenna arrays connected in parallel. Each antenna array is composed of interconnected, grounded metallic rods or other such structures. Two-way communication between subsurface locations was investigated in this study using various antenna configurations. This field study was conducted as a part of a larger multi-site evaluation of available TTE systems in an effort to determine their operational sensitivity. INTRODUCTION Wireless, Through-the-Earth (TTE) communication technology is designed to achieve point to point communication through solid strata using very low frequency (VLF) and ultra-low frequency (ULF) electromagnetic waves. This ability allows TTE communication to function without the need for intermediary communications infrastructure, such as repeaters. As a result, such communication systems have the potential to provide reliable, robust communications between surface and underground personnel. Exploration into the use of TTE technology for this purpose dates back to the 1920s (Jakosky and Zellers 1924; Pittman, Church and McLendon 1985), but U.S. permissibility requirements slowed the development of TTE equipment for widespread implementation (Durkin 1980; Pittman, Church and McLendon 1985). One of the primary challenges in producing wireless TTE communications is the counteraction of signal attenuation when propagating through solid strata (Barkand, Damiano and Shumaker 2006; Wadley 1949). The long wavelengths of TTE transmissions make them well-suited for reducing the rate of attenuation. However, even when operating within the VLF to ULF range, the performance of TTE systems is still affected by geologic and anthropogenic factors (Geyer 1973; Geyer and Keller 1976; Geyer, Keller and Ohya 1974; Jakosky and Zellers 1924; Large, Ball and Farstad 1973). Although commercially developed TTE systems have demonstrated the ability to communicate through a variety of conditions, their range and performance have been highly varied (Barkand, Damiano and Shumaker 2006; Geyer and Keller 1976; Geyer, Keller and Ohya 1974; Ilsley, Freeman and Zellers 1928; Jakosky and Zellers 1924; Yenchek et al. 2012)."

This paper presents talc milling guided by a theme of "So You Want to Be In The Talc Business". Such a theme strikes a cautionary note to warn the uninitiated of potential pitfalls, and this paper will cover briefly some of the technical traps as well as one of the larger talc milling operations. It is important to our purpose to pre- sent some of the market and mineral complications that make the business of producing and selling industrial talcs much more intricate than an outsider would perceive. Metal markets by comparison are great worldwide pools into which production streams of generally identical metals can flow over a weir of market prices. Industrial talc markets are not as well defined and often must be developed by the producer working closely with a specific customer or groups of customers to prove out the attributes of the specific product from a new property. All the negatives of a new market seem to work against the introductory talc in the forms of industry or customer reluctance to change, sales prices, cost of delivery, mode of transportation, health considerations of the minerals and many more. Just locating the potential customers for a new industrial talc may be a substantial undertaking. Thus, an analogy of the worldwide metal market might compare starting a new talc operation to trying to gather up enough fallen rain drops to be able to start a production stream of a worthwhile size.

Barium fluorphlogopites were synthesized in the laboratory in order to investigate the effects of composition and crystal parameters on surface properties and floatability. The negative surface charge of mica is determined by the barium content, the crystal cell volume, the distance between layer structure and the Ba-O bond length. The higher barium content, the larger the cell volume and distance between the layer structure and the longer the Ba-O bond, the more negatively charged the surface is and hence the more easily adsorbed to cationic collectors. When an anionic collector (sodium oleate) is used, barium oleate forms on the mica surface and hence chemical adsorption occurs.

Laboratory- and pilot-scale tests were carried out to study the effects of a magnetically enhanced hydroseparator on a magnetic taconite sample. The test parameters included feed flow rate, percent solids and magnetic field strength. Laboratory tests showed that magnetic iron losses could be effectively prevented by applying a magnetic field strength of 0.003 T (30 gauss) to a hydroseparator. A relatively uniform magnetic field within a pilot-scale hydroseparator was obtained by installing a magnetic grid within the device. The test parameters for the pilot-scale study also included the effects of magnetizing/demagnetizing the feed and magnetizing current. Magnetic iron losses were substantially reduced, even when the hydroseparator was operated at very high upward velocities. Results also show that increasing the field strength decreased the losses, but magnetic enhancement was successful even at the lowest field strengths, and the results show that magnetic iron losses were lower when the feed was magnetized. Tunnel contracts often include provisions for pre-excavation probing and grouting for areas ahead of the tunnel heading. If grouting triggers are met, tunneling stops, and grouting is performed. There is substantial variation within the underground industry on what criteria are applied to the grout verification hole that is drilled post-grouting and before excavation resumes. The criteria for determination of the effectiveness should be dependent on the geology and local hydrogeologic conditions. The purpose of this paper is to present specific criteria that can be used by a practitioner to determine whether tunneling can resume or if additional grouting is required.

Demands on available lands will continue to increase due to the projected increase in population and industrial expansion. Though there is an upper limit on the available lands, the multi-use nature of the lands will make it possible to meet these demands. However, this will not happen without adequate planning. Land uses can be broadly categorized as non-renewable and renewable. Lands with mineable resources can be dedicated at some point in time to the extraction of resources. Such a dedication, however long-term, is only temporary because of the non-renewable nature of the mineable resources. Implied here is that the land will be available before and after mining for other uses. Planning for such lands must have the objective that, as far as practicable, no non-renewable uses are pre-empted and no renewable uses are permanently destroyed. The primary aspects of this planning process will be addressed in this paper, These aspects include a discussion of planning responsibility, data needs and availability, the integration of mine planning and post-mining land use planning and a long-term plan for resource conservation and utilization. Minerals, together with agriculture and forestry products, are the primary sources of wealth. Therefore, to avoid land development that may pre-empt future mineral resource utilization, the local planning groups must be aware of the mineralization and mining potential. Much work needs to be done to identify and characterize the mineral resources. Even more work is needed in land use planning for lands with mineral deposits.

Cementitious seals are made of foamed cements with strength ranging from 100 to 600 psi. These cementitious seals are usually used at locations where the seal will be subjected to some convergence, assuming that this material can absorb entry closure without compromising the structural integrity of the seal. Prior to 2006, Lake Lynn Experimental Mine (LLEM) conducted full-scale tests on various cementitious seals designed to meet or exceed the 20-psi horizontal static load requirements of the old 30 CFR1 75.335. Both hydrostatic and dynamic loading tests were conducted. The structural response (pressure and displacement readings) obtained from these tests were recorded. The stability of the cementitious seal is based on balancing the load applied to the face of the seal from the explosion against the shearing resistance at the seal/rock interface. Therefore, the properties of the seal/rock interface, such as stiffness, cohesion, friction, etc. are critical to determine the stability of a cementitious seal. These properties are usually assumed by the researchers in their models. This paper emphasizes the importance of having the correct properties of seal/rock interface in the numerical modeling. FLAC 3D models were developed to simulate Celuseal2 cementitious seals subjected to both hydrostatic and dynamic loadings. Using the hydrostatic and dynamic loading test data conducted at LLEM, the static and dynamic properties of the seal/rock interface were back calculated. The FLAC 3D models showed good agreement with the test results.

Mechanized tunnelling is undoubtedly one of the most innovative disciplines in the international construction industry. Technological progress in the planning and production of most modern infrastructure is constantly striving for new records on basis of highly specialized solutions and know-how. Humans and technology have accomplished excellent achievements over the past few years in varied, difficult terrain. New length records are being set with the 64 km long Brenner Base Tunnel and the HS2 Railway system currently under construction in Europe. Cities are building ever longer and more demanding sewer tunnels. The paper highlights some of the challenges, trends and innovations of long-distance tunnelling projects.

The nature and orientation of joints in rock strata affect the damage pattern under explosive loading. Most of the limestone deposits in India are found with severity of joints. Categorically, these joints may have variable orientations such as dipping out of the blast face, inside the face, horizontally or having strike parallel to the face. The damage pattern under the varying category of orientation will be different. Accordingly, a numerical model in Ansys-Explicit Dynamics was prepared to compare the damages of rock mass under different joint orientations. The physical nature of a joint reflects frictional and stiffness behaviour. Accordingly, the damages have been compared under bonded and frictional nature of joints. The output damage pattern from the model has been validated on the basis of blastability index proposed by Lilly. Different limestone mines in India show different nature of jointing in their rock strata. Accordingly, the blasting outputs from three different limestone mines, viz. Rawan limestone mine, Sagmania and Birhauli limestone mine and Injepalli limestone mine, have been compared along with their blast design parameters and the nature of joint. The comparative results show that the closely spaced horizontal joints support maximum in burden movement and rock fragmentation due to blast.

Since time immemorial, Mother Nature has been transporting slurries with both air and water serving as the carrier medium. Consider for example the formation of the continental shelves off our coast lines which are being formed by rivers emptying erroded land surface and depositing it into bays and gulfs. As the erosion processes take place, the fines are suspended in water which flows in streams and rivers and deposits where the velocity of the flow reduces sufficiently to allow the fines to settle out. The same process in some crude form is provided when one hoses his driveway or patio and moves dirt so as to provide a cleaning action. These examples illustrate rather crudely how the formation of slurries allows for the transport of solids. In recent years, this mechanism has become fairly well understood and slurry pipelining of many materials is now a vivid reality. The movement of liquids in pipelines necessarily occasions the use of pumps for the purpose. Those of us who have had some rub with the petroleum industry are familiar with the transport of solids through mud pumps and cementing and fracturing pumps where the movement of slurries is an everyday matter. In the drilling of an oil well the circulating fluid utilized to remove chips which are cut by a drill bit from holes drilled deep in the earth is called drilling mud. This substance contrary to what the name might imply is usually a fairly sophisticated material designed to develop certain characteristics which are desirable in the drilling process. The particles which have been cut by the drill bit are suspended in the moving column of fluid and brought to the surface and deposited. The separation of the cuttings from the drilling fluids is accomplished by the use of shaker screens and settling pits. However, it is impractical to remove the fines completely from the drilling fluid and as a result they are pumped through the mud pumps back into the circulatory stream.

The new combination gypsum plaster and gypsum wallboard plant of Compania Industrial Kaiser S.A., the first of its kind in Mexico went into production in April of 1969. This was approximately fourteen months from the signing of the formal order for the plant and equipment. Compania Industrial Kaiser S.A. is an affiliate of the Kaiser Gypsum Company in the United States and will market practically the same line of products and to the same standards as those produced in American plants. Located in the City of Puebla, the plant will readily service the major Mexican sales areas. It is approximately 85 miles away from Mexico City on a modern, four-lane, divided highway and distribution to other major consumer areas can be readily effected by the use of a good highway system, as well as, by rail. This, plant is the, sixteenth Gypsum Wallboard Mill supplied abroad by my company, United States Wallboard Machinery Company. Other installations are in Australia, New Zealand, Chile, England, Scotland, Ireland, Finland, South Africa, Latvia and Germany. Two new mills are on order; a small unit for Brazil and a comparatively large unit for New Zealand. All these mills have one thing in common with plants in the United States and Canada; they are equipped with standard, time-proven and tested equipment and they are designed in accor¬dance with the latest engineering thinking in order to produce efficiently, the highest quality product at lowest cost. They differ generally in the size of plant, the factors that brought them into being and in the market that they supply. I believe that these differences will be of interest to you.
